Preliminary estimates indicate that world consumption of petroleum and related fuels in 1938 will be close to 1,908,000,000 bbl., or approximately 7,000,000 bbl. less than in 1937. This total does not include military consumption in foreign countries, which for obvious reasons is not made public. Foreign military consumption in any one year, however, is approximately represented by the difference between the total production of petroleum and related fuels and the "partial total" consumption above noted, after adding any decrease, or subtracting any increase in stocks in the United States. Fig. 1 illustrates this "difference" and shows that in 1937 and 1938, owing to the wars in China and Spain and the possibility of armed conflict in Central Europe, foreign military consumption—and possibly additions to foreign stocks—increased nearly 70,000,000 bbl. in 1937 over 1936 and remained at this high rate throughout 1938. No official information on foreign oil stocks is available to the writers. Table 1, recently published, purports to give the oil in storage in some of the European countries, but it is not known whether the figures include oil stocks for military purposes. It should be noted that with the annexation by Germany of Austria and part of Czechoslovakia the consumption of the country has increased to 53,000,000 bbl., which is about 36,000,000 short of the German produc-

Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

The name of this Committee, which was formerly known as the Committee on Increase of Membership, was changed in the revised Constitution adopted last year. At the same time, the form of organization and the functions of the Committee slightly altered. Previously it had concerned itself only with endeavoring to secure applications for membership from those who are, or should be, interested in the field of activities of the Institute and in a position to benefit from membership in it. The Committee was large and widely scattered, with the result that it was impracticable for it to hold meetings and discuss any of the larger problems involved in stimulating growth along sound and healthful lines. At the suggestion of last year's Chairman, the Assistant Secretary of the Institute, an executive committee of the main committee, consisting of two past presidents and three other members, each a prominent figure in one branch of the mineral industry, and with the past Chairman as executive secretary, was created to make a study of the general problems of membership. The first problem it took up was the membership structure of the Institute in its relation to beginners in the industry. After reviewing the organization of the three other national engineering societies and the experience of the Institute during the past ten years with the Junior Associate grade of membership, the Committee recommended to the Board of Directors, on Nov. 21, 1928, that this grade of membership be abolished and the two grades of Student Associate and

Introduction SINCE about 70 per cent. of the total cost of mining is due to underground work which is out of sight, it is essential that expenditures should be made here to the best advantage. A great many mistakes have been made which were expensive, but perhaps these have not even been detected by mine owners. In the future these may be minimized to some extent, especially if there is cooperative effort on the part of each employee. I have been interested in this subject for some years and have tried to deduce principles and methods. These have proved highly advantageous and may also be of help to others. Some corporations, like the United States Steel, and the Cleveland-Cliffs Iron Co., have done a great deal in this field by having stated meetings of their organizations, with the view to interchanging ideas among their men and educating them along the lines of concerted effort. Since no man knows all about the various branches of mining, it is advisable that frequent meetings of the operating department be held for the interchange of ideas and that all members of the organization have an opportunity to express themselves on the various subjects. It has often been found that in discussions between heads of departments, foremen and bosses, many valuable suggestions may be obtained which promote the best interests of the company. The method regarded as the most conducive to cooperative effort, and pursued by the organization, is to analyze and develope the different phases of various mining subjects at regular meetings.

Perhaps this Index is the most useful volume the Institute has ever published. At least, it is likely to be referred to more frequently and by more people than any other single volume. It covers the contents of 27,058 pages of TRANSACTIONS in addition to special volumes, MINING AND METALLURGY and sundry pamphlets (T.P.'s) that were not subsequently included in the TRANSACTIONS. In the 54 years from 1871 to 1925 the Institute published 72 volumes; in the following ten-year period covered by this index it published 57 volumes, including TRANSACTIONS and special publications sponsored by the Rocky Mountain and Seeley Mudd Memorial Funds. These include the complete series for the Institute of Metals, Iron and Steel, and Coal Divisions, and all of the volumes on Petroleum Development and Technology. Indexing is an exacting task at best; it is something of an art. And a composite index like this, covering a wide range of subjects contained in volumes appearing over a period of ten years, presents added problems. Miss Katharine Lovell developed the system of indexing as the years went along, and did most of the original work. Mrs. Harriet K. Broughton, under Miss Lovell's direction, sorted and organized the accumulation of 33,000 cards on which the entries were made. For five years the Institute has needed a cumulative index badly; but until this year the Directors have not felt justified in authorizing publication. The delay has caused much inconvenience in the past; but to some extent this will be compensated by the great advantage of being able to find items covering the entire ten-year period in a single volume.

A LITERATURE survey of the In-Sb system, which was made before a study of the binary diagram was undertaken, revealed that the intermediate phase InSb existed and that its crystal structure is face-centered cubic of the zinc blend type. In 1929 Goldschmidt' determined the lattice constant for InSb and obtained a value of 6.452A. A more recent value, 6.461A was reported by Iandelli2 in 1941. The purity of the indium used was not very high, however. The indium used by Iandelli contained 2 pct Ge. In view of this fact it was decided to remeasure the lattice parameter using high-purity indium (99.97+ pct In) and spectrographically standardized antimony of the highest purity available (99.91 pct Sb). Specimens corresponding to the InSb composition were made by carefully weighing the ingredients on an analytical balance and heating them in vacuo in a quartz tube at 700°C. As melting losses were negligible, the alloys were not analyzed chemically, but the intended analysis was taken as being accu- rate. Powder samples were prepared by either filing or crushing of the brittle alloy, followed by screening at 325 mesh. The powders were then annealed at 400°C in evacuated capsules for about an hour. X-ray photograms were taken with a Debye and a back-reflection focusing camera, using characteristic cobalt K. radiation. Lattice parameters were calculated by Cohen's³ method. The results of a Debye pattern and of a back-reflection pattern at 25°C are given in Tables I and 11. The lattice parameter at 25 °C is 6.47602A.

INTRODUCTION A direct proportionality between the observed displacement of a fault and its thickness of breccia and gouge has been proposed recently (Robertson, in press). To validate this finding, an explanation of the mechanics of continuous breccia formation is needed and is offered in this paper. A summary of evidence for the finding will show why an explanation is needed. The correlation between fault displacement [d] and accompanying breccia- plus-gouge thickness [t] seems to be linear and reasonably well established over 6 orders of magnitude, with a range in [d] from 1 mm to 1 km, on a trend of [d/t]= 100, shown in Figure 1. Most of the points are for faults observed underground in mines. The [d] – [t] relation is limited to normal and reverse faults, that have a flat to steep dip and a displacement less than 5 km. It is not applied to large strike-slip and low-angle overthrust faults, whose displacements and breccia thicknesses are widely variable and uncertain. Undisplaced jointed rock is not included in the thickness measurement. A complete description of sources and analysis of the data is given in Robertson (in press). One would intuitively expect that continued movement on a fault would grind up the previously formed breccia and gouge and not produce any more, but the evidence (Fig. 1) indicates otherwise. A physical model to explain continuous formation of gouge and breccia from the wall rocks can be obtained from laboratory experiments on friction.

(communication to the Secretary*). -I hesitate to discuss in general terms a paper such as Mr. Wysor's, which bears evidence of so much careful and detailed investigation, yet it is the broad possibilities which his paper presents that are really attractive and his cautious conservatism may make us unappreciative of these possibilities. Mr. Wysor calls attention to the fact that the iron-ore mixture which he uses, carrying 0.28 per cent. of potash, is probably above the average. No doubt this is true, but on the other hand it may be very much less than the mixture at some blast furnaces or very much less than would be the case with special mixtures bearing the question of potash in mind. Unfortunately, iron ores are not ordinarily examined for potash, and with the ordinary analyst there is opportunity for very considerable error in the determination. The 10th Census gives 270 complete analyses of iron ore, on the accuracy of which we may rely. Of these, there are 21, or 8 per cent., that carry more potash than Mr. Wysor's mixture; 14 of these carry approximately twice as much, or more; eight carry approximately three times as much, or more; three carry approximately five times as much; one carries over seven times as much. It may be worth while to take some of the ores that are known to be high in potash and consider the possibilities in the light of Mr. Wysor's investigations.

1,. C. McCABE*-—An increased derliand for coal in the west is to be expected because of the growth in population and industry during the past ten years. The author calls attention to the increased mechanical cleaning of Utah coal between 1938, when no cleaning was being done, and 194.7, when more than 24 pct of the production was cleaned. This is essentially the Period of most rapid growth of the Pacific Coast. area altliough the growth and, no doubt, the general trends in coal production and cleaning continued at a less accelerated rate during 1948. The Pacific southwest increased 37 pct in population between 1940 and 191.7 while the United States showed only a 7 pct increase in the same period. it has been estimated that there will be an additional 15 pct increase in population between 1947 and 1950. The conclusion that more coal and more mechanicak cleaning capacity will be required appears to be well founded. Mr. Westerberg discusses the cco- nomic advantages of coal cleaning reflected in freight savings, in lower cost per million Btu, and lowered ash and sulphur content. In view of the limited occurrence of coking coals in the west it would be interesting to know whether significant beneficiation in coking strength can be expected from mechanical cleaning of Utah coals. This has been demonstrated for some eastern and midwestern coals. One can readily agree to the desirability of recovering the fine coal that has heretofore been lost in washery slurry. Some years from now, perusal of the unfolding saga of the nickel family will show that the year 1968 was the herald of change-both in the geography of its endeavors and in its technology. No one should doubt any longer that oxide ores of nickel have come of lusty age-their heavyweight stature in the Caribbean area and in the Western Pacific can be shrunk only by immersion in the politics of unhappiness. The sulfide branch of the family has been augmented afar off by substantial ore deposits in western Australia-right across the globe from Sudbury-and in southern Africa, 9000 miles from the nickel hub. The Foreword of the 1961 AIME volume, dealing with the extractive metallurgy of copper and nickel, noted that "the dead hands of nitrogen" had been lifted from oxidation reactions utilizing air and that the industry was on the threshold of under- standing this fact. Here, at least, nonferrous industry had led its ferrous counterpart in the commercial use of tonnage oxygen in liquid phase pyrometallurgy-the reference is to oxygen flash smelting. Today large oxygen-producing plants are blossoming everywhere and the fruits which will follow are many and varied. Among them is Inco's forthcoming use of the top-blown oxygen converter for sulfide melts. The bell tolls for those "pyro- metallurgical dinosaurs" which still stalk smelter aisles the world around. Silicate oxide nickel ores will rejoice in the glow of modern elevated temperature chemical metallurgy in its various manifestations, vindicating the bulldog spirit of that ancient of clans, the hot metal men-including the renovator of Le Nickel's Doniambo Works.

IT was my intention to have directed the attention of the members of the Institute to a complete series of rocks representing the older and middle formations represented in Pennsylvania, but time has been insufficient for the purpose, and I have been unable, in the first attempts to reduce the sections of those rocks, which I have brought with me to this meeting, to the requisite thinness necessary for exhibiting the peculiarities of their constituent minerals. The rocks represented here belong to the various horizons already mentioned, and include gneiss, ferruginous gneiss, chlorite slate, quartzites, and hydro-mica slates, limestones, dolomites, ferruginous conglomerates, quartz conglomerates, "Potomac marble" (nether member of the Mesozoic series), dolerites, and a syenite. The order in which these are named is, roughly, the order -of geographical position in a section line from southeast to northwest, commencing at the intersection of the Northern Central Railroad with the Maryland line, and ending a few miles from the town of York, and a short distance within the marginal outcrop of Mesozoic red sandstone. In such a geographical section all the rocks above mentioned would be encountered in the given order except syenite, about which a few words are to be said in a moment. (But this is far from representing the rocks in their geological sequence.) There is nothing of unusual interest to present to your notice in these slates and quartzites. The limestones were carefully searched under 450 diameters microscopic power, but they show no signs of organic remains. One section of a fine-grained Triassic sandstone contains a very beau¬tifully banded plate of quartz. But the objects of greatest interest at present are the specimens of trap. Petroleum development in Oklahoma during the year 1932 was rather colorless. The crude price structure, while it was relatively stable, was too low to encourage wildcat drilling and proration restrictions were such that producing wildcats were usually faced with the drab prospect of being limited to 50 bbl. per day. Proration in flush and semiflush areas was for the most part successfully accomplished. Military enforcement of proration rulings was deemed necessary at Oklahoma City. The trend toward cost cutting and abandonment of unprofitable wells continued through the year. It is estimated that 1500 wells were abandoned and it is not unlikely that as many more were shut down which will never produce again. Oklahoma crude oil stocks were reduced by approximately 11 million barrels in 1932. It is generally conceded that inventories of material have been appreciably reduced. Leasing activity was limited principally to rental reductions and to close scrutiny of all lease holdings. There were numerous "leasing plays" based on geophysical information but with few exceptions they were small. It is estimated that over 15 per cent of the acreage under lease at the beginning of 1932 was surrendered during the year. There was a tendency through the year to prospect shallow pay sands formerly passed by in the search for deeper production. This is especially true of the Seminole area, where the Calvin sand received considerable attention, and where some good wells were completed. Prices There were two price changes during the year that affected the majority of crude sales. Using 36 gravity A.P.I. as a basis of comparison, the price was increased on April 11 from $0.77 to $0.92. On Dec. 16, the price dropped to $0.69. During the fall months there were several postings higher than this schedule but all postings were at the same level at the end of the year.

"The Great Falls of the Missouri are situated about 12 miles below the City of Great Falls and development work for the utilization of the power which they afford is now in progress. The natural fall is about 77 feet.The development will consist of a concrete dam 1,000 feet long on the crest line, and 73 feet high. The power house will be set below the present falls near the north end and the tailrace will be cut below an island which is situated just below the falls. The maximum head will be 153 feet. The power house will contain six units of 15,000 horse power each. The construction as contemplated will comprise about 180,000 cubic yards of concrete work, using 200,000 barrels of cement."

In a recent note, Meleka and Hiarris1 have reported that the application of a constant strain rate Ad a superimposed cyclic stress to 99.99 pct polycrystal-line zinc at room temperature produced some marked effects in the resultant behavior. In their work, one end of the specimen was pulled in tension at a constant strain rate while the other end was subjected to a sinusoidally varying load (20 cps) of constant amplitude. For the slower strain rates and the larger superimposed cyclic loads, it was observed that the specimen could withstand strains prior to failure more than 100 pct greater than the fracture strains obtainable in simple unidirectional straining. This ductility effect was interpreted as being due to a cyclic stress enhanced thermal recovery process. It is the purpose of the present note to describe some related effects in 99.99 pct polycrystalline cadmium. Specimens were loaded in repeated tension at room temperature with a stress of sufficient magnitude to cause failure in about 1000 cycles and the accumulated strain was measured as a function of cycles and time. In addition, some specimens were subjected to a steady creep stress equal in magnitude to the peak value of the cyclic tensile stress. The resultant strain-cycle and strain-time curves for both types of test are shown in Fig. 1. It should be noted that the static creep specimen failed in about one third the time required to produce a cyclic failure but in the cyclic test the specimen was able to withstand a uniform strain before necking more than 50 pct greater than that possible
