The Mascot mines of the American Zinc Co. of Tennessee are situated in the Holston River valley, in Knox County, Tennessee, about 13 miles (20.9 km.) east of the city of Knoxville, and form a property of three operating shafts and one open pit. A second open pit is located at Jefferson City about 16 miles (25.8 km.) east of the Mascot mines. Geology Topography.—The principal topographical features of the region within which the zinc deposits occur is a series of parallel northeast and southwest ridges which reach altitudes of 200 to 400 ft. (61 to 122 m.) above the valley. These ridges are formed of resistant formation such as sandstone, quartzites, etc., while the valleys are occupied principally by limestone, including Knox dolomite, and by shale and other formations subject to quick erosion. The Holston River valley is wide and open with a rolling surface. Sink holes are common to the limestone portion, the general aspect of the valley being that of well-rounded hills with low intervening valleys superimposed upon which is a characteristic sink-hole topography. General Geology.—According to Keith, the rock formation of the area extends from the lower Cambrian into the Silurian. The region has undergone severe deformation with hcavy faulting, the underlying Cambrian having been brought to the surface by a series of low angle thrust faults, the strike of the faults and formations paralleling the general northeast and southwest direction of the topography and dipping at varying angles to the southeast. In general, the Cambrian quartzites, sandstone, etc., occupy the ridges while the Cambro-Si urian dolomites, limestone and shales occur principally in the valleys. Of the latter, the Knox dolomite is of particular interest to this paper in that it is the ore carrier in the Mascot area. The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

PRioR to the year 1902 electricity was used in the Butte district only for lighting, for the tramming of ores on the surface, and for the electrolytic refining of copper. In that year the Canyon Ferry hydro-electric plant on the Missouri river, with a transmission line to Butte and Anaconda, was completed, and enabled the mining operators to purchase electric current in large quantities at reasonable rates, and its application and use in the various mining operations and reduction works proceeded rapidly. The principal applications of electric current in metal mining may be listed as follows: Compressing air for hoisting. Compreeaing air for rock drills and pneumatic tools. Pumping. Ventilating. Lighting. Tramming. Compressing air for blast furnaces and converters Running shop and miscellaneous motors. Compressed Air for Hoisting. The Anaconda Copper Mining Co. operates 22 mine shafts and plants at Butte. Of these, 15 are large plants and hoists, through which most of its ores are hoisted. In 1912 this company commenced using compressed air in place of steam, in operating a number of its large hoists, and at this date has 10 main hoisting engines and 10 auxiliary hoists driven by compressed air. The compressed air is furnished from a central plant containing six compressors, each having a capacity of 7,500 cu. ft. of free air per minute compressed to 90 lb. pressure in large receivers, and conducted by suitable pipe lines to the various hoists, the air being reheated before passing to the engines. Each of these compressors is driven by a 1,200-h.p. synchronous motor, directly attached to the drive shaft, and takes electric current at 2,200 volts. The purpose of the investigation on which this paper is based is to determine whether the structural change which occurs in the slow cooling of steel below the transformation range has an important effect on its engineering properties. We recognize two distinct things which occur in steel when it is brought from above to below the transformation range, first, the transformation proper, that is, the breaking up of the austenite or solid solution of the cementite in the remainder of the iron, and the liberation of its components as undissolved cementite and as ferrite or alpha iron; and second, a structural change consisting in the gradual coalescence of the ferrite and cementite respectively into larger and larger separate masses. Let us distinguish these from each other by speaking of them as " the transformation " and " the structural change " respectively. If the cooling is at all rapid the unevenness of contraction induces severe stress; so that in a sense a slow cooling has a third influence, the prevention of such stress. This transformation from austenite to ferrite plus cementite can complete itself only below the transformation range; and, because this structural change is a change in the structural arrangement of the products of that transformation, it too can complete itself only at temperatures below that range, say below 725°; and of these temperatures it is only those between 600° and 725° that give the metal sufficient mobility to permit this structural rearrangement to progress with ally rapidity. The transformation is now known to be rapid, but the structural change is relatively slow. H. L. Burghoff.*—Have the authors any information on the effect of grain size in these materials? There is a material difference in the grain sizes shown for the Monel and the Inconel. Is a wide range of grain size normally found for each material, and, if so, what is its effect upon creep strength? 11. L. Eiselstein.—The grain size for Monel shown in the micrograph is the usual size found in that product. The grain size of Inconel is about the same as that, too. However, we have run tests on Inconel at higher temperatures than those reported in this paper, and have found that the coarser grain size has a better creep resistance; and that the grain size that gives the best creep resistance at 1600°F. is about 0.005 in. in diameter. We have no test on Monel with varying grain size. J. J. KANTER.†-It has been known for a long time that Monel metal exhibits ductility anomalies at elevated temperatures. Even in short-time test, it can be demonstrated in the range of 900°F. that there is a distinct falling off of the ability of Mone1 metal to elongate, and in rupture tests this shortcoming is still further accentuated. Knowledge of this rupture anomaly of Monel metal may be one of the reasons for which designer's approach certain high-temperature applications with reservations. The authors of this paper have merely demonstrated that for 900°F. the alloy has an ability to elongate 1.7 per cent over a period of some 2700 hr. Before any conviction can be expected from designers that Monel metal is applicable to stress design in such range of temperature, I think it is desirable to demonstrate the capacity for the material to elongate over a longer period of time than has been done in this presentation.

A summary of the reservoir engineering and related geologic data on the Schuler field, Union County, Arkansas, is presented here in a manner intended to interest both technical and nontechnical readers. The Cotton Valley formation and the Reynolds oolite are oil-productive formations in the Schuler field, but the Jones sand pool, at a depth of 7500 ft., developed with 146 wells on zo-acre spacing, is the reservoir of principal interest. The Jones sand sandstone reservoir is an anticlinal trap typically gas-drive or depletion type in performance. The core analyses from 88 per cent of the wells drilled, together with drilling time and electric-log data, yield an accurate estimate of the "productive" sand thickness and its areal distribution over the pool. Accurate production statistics, monthly reservoir-pressure surveys, and bottom-hole sample analyses when correlated by the "material-balance equation" show unusually good agreement with that principle. Estimates of oil initially in place made by the material-balance method and the sand-volume method are in good agreement at 116 to rzo million barrels. The reservoir-pressure history of the pool reflects the reaction of a reservoir to production, proration and secondary-recovery practices. The cost of the extensive program of reservoir study in the Jones sand pool has been estimated, in order to emphasize the value derived from such an investment through better understanding of a reservoir's reaction to production practices. Unit operation of 140 of the 146 Jones sand wells made possible an effective unitized gas-injection pressure-maintenance program. Res-ervoir-pressure decline was arrested, natural flow was maintained, and pumping and lease equipment were conserved. An increased ultimate recovery of zo million barrels beyond the estimated 34 million barrels primary recovery is indicated at present. Extension of the Jones sand unit to include the undeveloped Cotton Valley formation will permit additional recovery of otherwise uneconomic reserves of oil through wells no longer required in the Jones sand operations. Changes in length of copper foils of varying thickness and grain size were measured under such conditions of low stress and high temperature that it is believed that creep was predominately the result of interboundary diffusion of the type recently discussed by Conyers Herring. The surface tension of copper was calculated and results confirmed previous work within the limits of experimental error. Under the assumption of viscous flow, viscosities were calculated as a function of temperature and grain size. Predictions of the Nabarro Herring theory of surface grain boundary flow were borne out fully and the Herring theory of diffusional viscosity is strongly supported. ONLY a relatively few techniques for obtaining the surface tension of solids are presently available. Of these, the simplest and most straight forward is the direct measurement of surface tension by the application of a balancing counterforce. Thin wires or foils are lightly loaded and strain rates (either positive due to the downward force of the applied load or negative if the contracting tendency of surface tension is sufficiently greater than the applied stress) are observed. By plotting strain rates against stress, the load which exactly balances the upward pull is found and a simple calculation yields a value for the surface tension. The technique is of comparative antiquity, and solid surface tension values were reported by Chapman and Porter,' Schottky; and Berggren" in the early part of the century. Later, the filament technique became fairly well established as a method for determining the surface tension of viscous liquids, and Tammann and coworkers,'. " Sawai and co-worker and Mackh howed good agreement between the values of surface tension for glasses and tars obtained by the filament technique and by more conventional methods. With the increased confidence in the technique gained in these experiments, the method was applied to solid metals and the first reliable values of surface tension of solid metals were reported by Sawai and coworkers10' " and by Tammann and Boehme." More recently, Udin and coworkersu-'" have reported the results of experiments with gold, silver, and copper wires. Similar experiments with gold wires were carried out by Alexander, Dawson, and Kling.'" The excellent review articles of Fisher and Dunn" and of Udinl@ should be referred to for detailed criticism of the foregoing work and for discussion of underlying theory. In all the foregoing calculations, it is assumed implicitly that the material contracts or extends uni- formly along the length of the specimen and also that it flows in a viscous fashion, i.e., that strain rates are proportional to stress. For an amorphous material, such as glass, tar, or pitch, the assumptions are quite valid and good agreement is obtained with values of surface tension measured by other techniques. The values reported for metals, however, are occasionally regarded with misgiving, since it can be argued that, because of their crystalline nature, true solids can not deform in a viscous fashion. If this is true, then the results reported for solid metals over a long period of years are of only doubtful value. Thus it is clearly necessary that a mechanism be established that would explain both the viscous flow and the uniform deformation that has been assumed. Such a mechanism has been proposed by Herring."' Briefly, he suggests that, under the conditions of the experiment, deformation takes place by means of a flow of vacancies between grain boundaries and surfaces. This is a direct but independent extension of the theory proposed by Nabarro" in an attempt to explain the microcreep observed by Chalmer~.In a condensed form the Herring viscosity equation is TRL there 7 is the viscosity, T the absolute temperature, R and L grain dimensions, and D the self-diffusion coefficient. In its complete form, all constants are calculable and it includes such factors as grain shape, specimen shape, and degree of grain boundary flow. When applied to existing data, good agreement was obtained between predicted and observed flow rates. The theory received provisional confirmation from the work of Buttner, Funk, and Udin" who observed viscosities in 5 mil Au wire much higher than those in the 1 mil wire used by Alexander, Dawson, and Kling.'" More significant were the completely negligible strain rates found by Greenough" in silver single crystals. Opposed to these observations were those of Udin, Shaler, and Wulff'" who found indications of viscosity decreasing as grain size increased. Thus, complete confirmation of the theory was lacking in that the data to which it could be applied contained only a limited number of grain sizes. Hence, it was proposed that a series of experiments be carried out with thin foils of varying grain size up to and including single crystals, where, according to the Herring theory, deformation would occur only at almost infinitely slow rates.

GOOD will is becoming recognized more and more as a necessary business asset, and a successful concern must have the good will not only of its customers and the public, but of its employees. Management -enlightened management-recognizes this and will go the limit to get it. Progress depends on cooperation, and in industry cooperation must be based on the acceptance by employ-ers and employees of some practical application of the principle that capital and labor are interdependent. Capital cannot exist without labor, and labor without capital is helpless. The development of each is depen-dent on the cooperation of the other. Confidence and good will are the foundation of every successful enter-prise, and these can be created only by securing a point of contact between employer and employee. We feel that one of the most effective agencies for promoting good will between employers and employees is through some well organized method of conference and have consequently adopted, to accomplish this, a plan of employee representation. The plan inaugurated by the Bethlehem Steel Co. about four years ago, which provides for the election by secret ballot of representatives by and from among the employees, has for its purpose three fundamentals; namely, to give the employees a voice in the determina-tion of the conditions under which they work, to furnish machinery for the prevention and adjustment of differ-ences between employees and management, and, so far as possible, to provide and foster continuous employment. The constitution and by-laws adopted take care of the detail in setting up machinery for the functioning of the representatives of both management and men, but the spirit with which the plan has been carried out and the results which have been accomplished are of far greater importance than the plan itself. The Bethlehem plan, which has been in operation since October, 1918, can no longer be classed as an experiment. The original by-laws provided for amend-ments and, as was anticipated, changes and improve-ments have been made from time to time by mutual agreement. The operation of the plan for over four years shows it to be fundamentally sound and that it must therefore be conceded a success.

The commercially exploited sedimentary apatites exhibit a number of variable lattice substitutions which affect their chemical composition. Carbonate is a major diluent of phosphorus values in sedimentary apatites. Substantial amounts of water as hydroxyl, hydronium, and tetrahedral hydroxyl ions substitute for fluorine and oxygen, calcium, and phosphate, respectively. Calcium is also replaced by several other divalent and monovalent cations. The structural formula demonstrates the substitutions in the lattice of the sedimentary apatites studied in view of the crystal-chemical relationships which have been postulated for the isomorphous apatite series. The lattice constant a. varies from 9.29 to 9.40 A for the apatites studied. Quantitative relationships between this constant and lattice substitution are complicated by the interaction of multiple substitutions whose influence is non-additive. The mineral apatite, the principal raw material source of phosphorus for agricultural and industrial applications, offers a wide area for investigation. Considerable research effort has been expended in the study of apatite crystal-chemistry by medical, biological, and earth scientists. Few of these studies deal directly with the sedimentary apatites from the major occurrences which are widely exploited for commercial uses. It is the purpose here to present chemical analyses of several sedimentary apatites and discuss their chemical composition in relation to the structural and crystalchemical principles which have been postulated for the apatite isomorphous series. THE STRUCTURE OF FLUORAPATITE The atomic structure of fluorapatite was described, independently, by Ngray-Szabd and Mehmel in 1930 and has been accepted as presented, with only minor changes,4 since that time. The hexaogonal unit cell with dimensions of a = 9.37 0.01 A and c = 6.88 0.01 A contains two molecules of the composition "There are six (PO4) groups in the cell, four calcium ions on the trigonal axes, surrounded prismati-cally by six oxygen ions and six calcium ions surrounded by an irregular polyhedron of a fluorine and five oxygens. Fluorines are at the comers of the reflexion planes, touching three calcium ions each".l7

The mechanism of using gold as the basis for a loan was suggested to the treasurer of a mining company operating two gold heap leach mines at a time of high interest rates. Due to the seasonal nature of cash flows from operations, and the relatively low cost of funds this scheme was attractive. The paper describes the agreement with the bank, gives an example of the transactions, and describes other types of gold loans.

Radiotracers were demonstrated to be of considerable value in a study of the interaction of dithiophosphate with galena. The interaction had characteristics of both chemisorption and chemical reaction, being complex because of the nature of the galena surface. Sorption was rapid and markedly reversible, and flotation occurred at relatively small amounts of dithiophosphate sorbed.

Uniquely colored, thin-bedded quartzite is quarried between Crossville and Crab Orchard in Cumberland County, Tenn. It is produced in all sizes up to the limits of transportation from beds usually ranging in thickness from less than 1/2 in. to 6 in. The stone is very resistant to wear and weathering and is marketed throughout the country for many different purposes in exterior and interior construction. The annual production exceeds 36,000 tons, valued at nearly $1,000,000.

Much has been written in the past about the non- cataracting ball mill as typified by the installations of the Tennessee Copper Co. at Copperhill and the three units of the Cleveland-Cliffs Iron Co. in its Humboldt and Republic mills. Because no direct comparisons are available from the Cleveland-Cliffs plants and because the published data of Tennessee Copper Co.'s London mill covered a period of development over several years, it has been difficult for engineers to grasp the full significance of the non-cataracting economics.
