THE work performed by, the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

The Long Island Lighting Co. has operated an extensive monitoring system for over three years. Nearly 900,000 separate pieces of information have been recorded for a land area of some 600 sq miles, 15 miles north to south by 40 miles east to west. The data are composed of about a half million sulfur dioxide measurements at various locations, 290,000 of which were by the West-Gaeke method, about 160,000 pieces of weather data, and 220,000 measurements of sulfur dioxide as emitted from each of the power plant stacks on the system, all measured on an hourly basis and stored on computor cards and tapes. The computor has been programmed to collate stack emissions, weather information, and ground level sulfur dioxide measurements. The analysis shows that emissions from tall stacks do, indeed, contribute very little to ground level sulfur dioxide. For example, LILCO shows that its Northport plant contributes less than 2 ppb, hourly annual average. They also state that the plant converted to 100% natural gas or shut down, would reduce ground level sulfur dioxide by no more than 2 ppb.

SEVERAL articles have recently been published discussing the conditions necessary for accurate measurements of temperatures in the open-hearth steel furnace. In the course of a study of refractories service conditions in steel furnaces, the present writers have taken tempera; tunes in several open-hearth shops in the Pittsburgh district. The conclusions, as to conditions necessary for accurate measurements of temperature, are somewhat at variance with those of other investigators. The subject is closely connected both with the close-control of steel-making and the prevention of overheating of the silica refractories used in roofs and walls. It is becoming more and more important to obtain furnace temperatures of fairly definitely known accuracy. At present, the most useful instrument for such measurements is the disappearing-filament type of optical pyrometer. This method of measurement has formed the basis of most other discussions on the. subject and was also used by the writers.

The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

A great deal is known, in a qualitative sense, about the performance of CMI EB-36 centrifuges. The manufacturer can give reliable guidance for the proper operation of its centrifuges and can give general estimates of expected product moisture and recovery. Quantitative estimates of the effects of changes in the various operating parameters are more difficult to find. The engineer faced with designing a preparation plant may be without the specific data needed to make decisions. For example, to obtain optimum product moisture when drying 9.5 mm X 595 µm (0.4 in. x 28 mesh) coal the centrifuge manufacturer recommends having no more than 5% -595 µm (-28 mesh) material in the centrifuge feed. They know that more -595 µm (-28 mesh)material in the feed will cause higher product moistures, but they usually cannot quantify the increased moisture or describe the shape of the product moisture versus -595 µm (-28 mesh) in the feed curve. This study was conceived to provide quantitative information on the EB-36 centrifuges, focusing on product moisture, recovery, and size degradation. All of the centrifuges tested were Model EB-36 dryers from Centrifugal and Mechanical Industries Inc. (CMI), with feeds in the nominal 9.5 mm x 595 pm (0.4 in. x 28 mesh) range. These are typical centrifugal dryers in this application, and many were available for testing.

W. O. Philbrook (Carnegie Institute of Technology, Phila.)—Mr. DeVaney's paper is a valuable addition to the growing technology of the magnetic roasting of lean iron ores. His furnace is ingeniously designed to permit close control of the process and to achieve high thermal efficiency by counter-current heat exchange and the withdrawal of both solid and gaseous products at relatively low temperatures. The principle of using a lean reducing gas to avoid over-reduction of the ore even at high operating temperatures (for rapid re-action rate) is thoroughly sound. The gas analyses and flow rates reported, however, are internally incon- sistent and render suspect any details of a heat balance based upon them. While it is entirely proper to consider the entrant gas as a reagent and to account only for the heat evolved by consuming a portion of the gas, many operators are accustomed to a heat balance using the total calorific value of the reagent supplied; and comparison of heat balances made with different bases of calculation can be quite misleading. Since Mr. DeVaney's paper is likely to be cited frequently in future discussions of magnetic roasting processes, it seems worth while to point out the internal discrepancies and to give alternate values of heat requirements for different bases of calculation.

We are concerned with the destabilizing effects of water inflow and remedies which can be used to reduce that cause. The number of these remedies which have already been demonstrated in mining may be a surprise. Several possible remedies, well known in other work seem worth trial. In saw mines the destabilizing effect of inflow is negligible; in others it can be disaster. Inflow can reduce stability in mining for very nearly, if not all minerals, whether by open pit or under- ground methods. It might cause trouble in saw under water work. As examples of these effects consider hydrostatic pressure on the walls of fractures and ' lubrication' of clay seams. Skin protection by paint or gunite is not likely to help. It is generally necessary to go deeper, for example to drain the ground more effectively or to reduce inflow. The improvement of stability is but one of a score of possible advantages attainable with water control. Most of these advantages would help costs as wet mines go deeper for leaner ore while coping with more restraints and higher costs of per, labor and supplies. Investigation is promising!

INTRODUCTION AND BACKGROUND Because of the potential for large reserves from increased production in the eastern Devonian shales, the Department of Energy (DOE), Morgantown Energy Technology Center (METC) selected these materials for the application and evaluation of existing and novel well stimulation techniques. One technique selected for further study was pulse tailoring, or tailored pulse loading, i.e., shaping the input borehole pressure history to produce a specific fracture pattern and to increase communication with the reservoir. The complexity and expense of in-situ mineback experiments prohibits direct evaluation of pulse tailoring in various geologic formations. An alternative approach used by SRI International consisted of evaluating fracture enhancement by computational simulations with supporting laboratory experiments and using data from field tests by other agencies to validate the computational model (McHugh and Keough, 1980). Laboratory experiments were conducted on core samples to determine fracture phenomenology and parameters and to verify material properties. The fracture parameters were obtained from posttest measurements of fracture distributions and correlation with stresses calculated by a wave propagation code. Model development was guided by these experiments and similar experiments in various materials performed by other agencies. The validity of the modeling, parameters, and scaling was evaluated by comparing fracture patterns from field tests with calculational simulations.

TuRneR Valley, on the eastern edge of the foothills of Alberta, 35 miles southwest of Calgary, continues to be the major oil field in Canada. This field began production of gas and naphtha from the Mississipian (Madison) limestone in 1924, and until 1936 all wells were drilled for these products. At the end of 1938 there were 104 gas wells. In 1936 proof was found of a crude oil zone in the same horizon but lower on the west flank of the structure, which is a large fold cut off on the east side by an overthrust fault of great displacement. Since 1936 drilling has been done for the development of crude oil and at the end of 1938 there were 64 crude oil wells. On test through a 1-in. choke these flowed at the rate of 50,000 to 60,000 bbl. a day, but on production would not be expected to make this volume. The output has been prorated according to the capacity of the Prairie market. During the harvest season, when the demand for oil and oil products was at its maximum, the allowable production of Turner Valley was 28,363 bbl. per day. With the arrival of winter, this was cut to 11,500 bbl. per day but later was raised to 12,500 bbl. Production in 1937 from Turner Valley was 2,767,221 bbl., which was more than double that of the previous year. Production in 1938 was 6,691,075 bbl., which is considerably more than double that of 1937.

I TOLD you before that four things are necessary in addition to good judgment for one who wishes to practice the art of casting well. The first is to make the moulds and to have the furnace well made, the wood of a good kind, dry and seasoned, and the material disposed to melt. I have given you enlightenment on all these in detail, and on the last point as well, as you can see in the discussion on the alloys of metals where, among other things, I told you a good deal about those of copper. Therefore I wish to say but little about them in this chapter, but in order to follow the order promised you, I tell you that when you can, and if the labor or expense does not displease you, you should always alloy the whole quantity of the metals that you wish to put into one work and should make them into cakes of one kind. For, in addition to being more conveniently arranged in the furnace and mire easily handled, they all melt at one time and with much less work than they would if they were in pieces of different kinds. It is necessary to give corruption to copper, for if you decided to melt fine copper by itself in a reverberatory furnace your soul would burst before you had any honor therefrom. Then, if you wished to cast a fine thing from it, it would not succeed because it is dot fluid, on account of its viscosity; and if it should succeed, it would be all full of holes, like a

The brief contribution of Mr. West* furnishes a text for the present paper, which will, however, take a wider range, warranted by the writer's somewhat unusual opportunities for the study of the practice of the foundry as well as the blast-furnace, and especially of the production of satisfactory castings from iron of a composition altogether unsuitable, in the opinion of the average foundryman, for that purpose. Mr. West has observed that plates cast from direct-metal of a certain composition could be planed, whereas this would have been impracticable with cupola-metal of like composition; that furnace-metal has more " life " (i. e., fluidity, or a higher temperature) than cupola-metal; that it throws out much " kish," etc. And he suggests that blast-furnace managers may throw further light on the greater softness of direct-metal castings. Perhaps such light may be furnished to some extent by the present paper. The difference between cupola-metal and furnace- or direct-metal is, first of all, in the lower average sulphur-content of the latter. It has been proved by experiment that iron increases in its content of sulphur to a considerable extent with each remelting. Results of a large scale compression test in situ are the subject of discussion. A cube of coal having an edge length of 1.5 meters was subjected to uniaxial compression tests in situ. At the same time both load and deformation were controlled. Deformations were measured on 60 short measurement bases, each 23 cm in length. The bases were uniformly distributed on the side surface of the cube, forming five horizontal rows and twelve columns on the development of the surface. Readings were taken from each gauge for each level of loading which was increased step by step. Due to heterogeneity of the rock, readings showed scatter. Scattered data were approximated by a plane, using the least squares method for each row separately and for the entire population of bases. Orientation of the planes are analyzed. The geometrical measure of the bending moment is introduced. It shows that the magnitude of the bending moment and the bending plane differed from row to row, thus implying that the cube was not only bent but twisted as well. This complex behaviour of the coal cube is apparently caused by its heterogeneity and vertical anisotropy. The results constitute a contribution to the verification of existing design criteria on the stability of mining pillars.

One of the most important problems in underground works is the assessment of the stability of underground openings and the determination of loads on eventual supporting structures. Under certain stress conditions, a hard and sound rock around an unlined opening may show a tendency to rock bursting, which can be prevented by appropriate measures. On the other hand, a less competent rock even if it fails in a less violent manner may give rise to a rock load because within limited regions surrounding the opening, the failed material may have a tendency to flow into the opening; this condition should be prevented by designing a proper supporting structure. The stability of the opening, as well as the value of the design loads acting on the supports in the latter case, depends clearly on the shape, extent, and location of the failed regions, which are often called “plastic zones.” It has been known for some time how the plastic zones develop in some very simple cases, such as in the case of a circular opening in an elastic ideally plastic medium subjected to a nongravitational stress fie1d.l However, to the knowledge of the authors, no information has been available up to now about the extent of the plastic zones in a more general case and for rocklike media. ASSUMPTIONS ON ROCK BEHAVIOR MADE IN THE CALCULATION The solution shown in this chapter is valid for a horizontal tunnel of circular cross section driven through a rock medium at a finite depth.

IN THE year just past there were produced in the United States about 170,000,000 tons of sand and gravel. Much of this was pit-run material used for gravelling roads and as railroad ballast on lines that did not carry heavy traffic. But more than half of it was marketed as washed and sized, or graded, material. The methods used for preparing sand and gravel for the market have long been used in ore dressing and, as in ore dressing, depend on differences in the specific gravity of two substances or in the size or weight of particles. But many changes in the design and operation of plants and machines have been necessary. In ore dressing, the concentrate is only a small part of the feed; in sand and gravel washing, it is much the larger part of the feed. In addition, such close work as is needed when con¬centrating a metallic ore is not needed when washing gravel; the ability to put through a large tonnage is more important, and sizing, which is only a preliminary process in ore dressing, is an end to be attained. Rock crushers are found in most sand and gravel plants and they are used to break up the larger pieces from the deposit (known as boulders and cobbles) which are removed by a scalping screen. The crusher discharge is usually sent back to the scalping screen, the perforations in this screen setting the maximum size of the finished product.

Frequently in using a thermo-electric pyrorneter for measuring the temperature of a furnace, a hole is drilled at the back or side of the furnace, through which is introduced the tube containing the thermo-couple. At times the couple is left almost where it drops, for the reason that it soon becomes too hot to be handled easily, and the space at the back or side of the furnace may be so small and uncomfortably hot that an easy and accurate adjustment is nearly impossible. In order to overcome this clumsy and unscientific method of using the thermo-electric pyrorneter, I designed an adjustable stand, to hold the clay or quartz tube inclosing the platinum and platinum-rhodium leads that constitute the couple of the Le Chate-lier thermo-electric pyrometer. This stand also allows an easy and rapid adjustment of position to varying heights and angles, as may be desired for special reading, This stand is illustrated in Fig. 1. The couple in the tube might be of better service if the tube were held a little higher above the charge in a roasting-dish, changing the height and angle if desired. The stand, made of 1.5-in. water-pipe and mounted on casters, is heavy enough so it cannot be tipped over easily. It is adjusted to any position, and has a universal clamp which holds the clay or quartz protecting-tube. To avoid disturbing the wires of the couple at the cold junction each time the tube is moved, the cooling-bottle sets in a wire basket so placed that it moves forward or back with the couple. (communication to the Secretary*).¬If anyone advocates the abolition of the antecedent mineral discovery requirement for the purpose of making it easier to secure title to public land, I hasten to say that I am not of that number. I am in Hearty accord with all that Mr. Gardner has to say in regard to easy patenting as a handicap to small camps, and that in general it acts to retard the mining industry. And the following sentences I want to repeat in order to emphasize and endorse them, "None of the writers on this subject seem to have taken into consideration the effect amending the law pertaining to mineral discovery will have upon the Government's administration of the public land. It must be borne in mind that this land belongs absolutely to the people of the United States as a whole, and their interest must be considered. It is not a no-man's land, as some people would appear to believe." However, I believe that the discovery prerequisite should be abolished, because it fails to effect the protection for which it was designed, and I look for other provisions that will better serve the purpose. We propose to abolish the law of apex not because the theory is objectionable but because the question of physical fact gives rise to never ending litigation. Now the design of antecedent mineral discovery is good; the court rulings are unobjectionable; but when it comes to the physical fact this requirement is second only to the apex law as a healthy litigation breeder. (San Francisco Meeting, September, 1915) THE interest which has been aroused in prospecting for oil in the foot hills of southern Alberta, and in the oil possibilities of the known gas fields situated in the less-disturbed areas, called for a much closer examination of the structure, thickness, and composition of the underlying rocks of the region than had -hitherto been made. The areal geology of the larger part of the great plains was outlined by Dawson, McConnell, and Tyrrell, between 1881 and 1885. The foothill area was not critically examined at that time, owing to the time which would have been required for its proper study and the difficulty that was found in recognizing in the foothills the divisions which had been adopted in the mapping of the formations of the plains. This was clue in great measure to the paucity of exposures in continuous sections of the lower divisions of the Upper Cretaceous. Since the pioneer work on the plains was published, the beds which form continuations south into Montana have been critically examined. The Canadian beds arch over the end of a flat anticline which rises to the south; and two sections in Montana, one on each side of the anticline, help to explain some of the difficulties previously encountered in the mapping of the measures found in the foothills. The index map, Fig. 1, shows the area studied, and its relation to southeastern Alberta, and to Montana.

It has been stated, by Sir James M. Barrie, that "the man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it ". The friendly jibe of the novelist contains enough exaggeration to make it humorous to the followers of Huxley and Spencer; but could any litterateur poke similar fun at the exponents of the avowedly utilitarian branches of science-the men of technology-without suggesting an unpleasant truth? Indeed the engineer does bungle language deplorably. He makes a fetish of efficiency, yet he shows no regard for the effective use of one of his most important tools-the pen; he believes devoutly in accuracy, yet he employs an instrument of precision as carelessly as a small boy handles a gun. This inconsistency may be due to causes such as were indicated by the Academic Senate when it undertook to explain the defective writing of the students in this university.* The Senate suggested that the student is "constantly subjected by his environment to the unedifying influence of myriad examples of poor English", and that he is also affected by "a certain public prejudice against correctness of expression". With these statements most of us will agree. Our local newspapers, for instance, tend to spoil the student's taste for good English; later in life, as an engineer, his daily contact with illiterate men inclines him to careless speech and slovenly writing. E. S. MOORE (author's reply to discussion*).-I have read with much interest Dr. W. F. Smeeth's criticism' of my article on the air blasts in the Kolar Gold Field, India. However, before answering the questions he asked, I should like to suggest that possibly the phrase "difference of opinion" might be substituted for the word "misapprehension" when applied to my statement that the matrix of the conglomerate resembles a hornblende schist. This conglomerate is certainly regarded as a metamorphosed sediment. Dr. Evans, who has had wide experience with metamorphic rocks, has regarded this as a clastic rather than an autoclastic rock and mentions it as a probable glacial deposit2 and similar to the Lower Huronian conglomerate of North America. I was greatly impressed by the similarity between this rock and the bands of Huronian conglomerate in the United States and Canada where metamorphism has rendered the matrix of the rock schistose. It was scarcely intended that the word basal, as used in my text, should be extended to the Kolar field, although possibly it may be equally applicable there. The word is so frequently used on this continent for the Lower Huronian conglomerate, which in many places is the basal formation of the predominantly sedimentary Proterozoic group, overlying the more largely igneous Archeozoic rocks, that it was inadvertently used without special stratigraphic significance for the Kolar area. In reply to Dr. Smeeth's question as to how the conglomerate indicates a syncline, it would seem that if there is present in a closely folded area a band of sediment that is younger than the surrounding rocks, it must be in a syncline in those rocks. As to an apparent contradiction in the statement on page 693 regarding the compressive stress, it does not seem that such contradiction exists; I think every one will take the same meaning as Dr. Smeeth has taken, which is exactly what was intended.
