THE MIDLANDS of England contain large areas of important oil lands, which, however, will not become of commercial importance for at least 5 years, because the ownership of the oil has become a political issue. In Great Britain, except in certain special areas, all minerals, except for gold and silver, belong to the surface owner. The leasing of minerals on the large estates is a very complicated business, as the family solicitors have many forms and formalities that must be observed. In the case of one of the large estates, the principal revenues of which for several hundred years have been from coal leases, the average time between the agreement on terms for a coal lease and the signing of the same has been 8 years. In 1916, one coal lease on this estate had been pending for 15 years, and was still unsigned, although the important terms had been agreed upon 15 years previously. Under war conditions, and considering the extreme importance that the production of petroleum in England would have had, such delays could not be tolerated. Most of the British landlords, relying on the almost, universal opinion of their own countrymen that there were no commercial deposits of petroleum in Great Britain, were prepared to give all their oil rights to the government, but they feared that such action might establish a precedent with respect to coal. For years the Labor Party and extreme radicals have protested against the payment of royalties to landlords on coal. The government, therefore, introduced a bill taking over all the oil rights and providing for the payment of a small royalty to the landlords, to safeguard the principle of compensation in case the coal mines should ever be nationalized. The provision of this bill, with respect to the payment of royalty to landlords, was defeated by a vote of 44 to 35 in a night session of the House of Commons on Oct. 25, 1917, when most of the members were absent, but when a group of labor members and extreme radicals were present. The resubmission of the point to the House of Commons was prevented by the labor members of the coalition government, who reminded the cabinet that the agreement

The angular spiral lining system reduces energy consumption and grinding media consumption in grate discharge ball milk. This paper discusses the effect of this lining system on mill product size distribution. Performance comparison of a grinding circuit outfitted with angular spiral liners in ball mills are made with respect to standard double wave-liner installations. The angular spiral lining system was developed by Waagner-Biro of Austria. The installation of this lining system at Magma Copper Co. is the first of its kind in a grate discharge ball mill used for wet grinding.

Computer use in mine planning has evolved from theory to practical application at the Bingham mine of Kennecott Copper Corp.’s Utah Copper Division. Traditional mine planning methods have been combined with computer technology to produce a more realistic calculation of ore reserves and mining plans. The techniques used are not revolutionary but are an expansion of previous mine planning methods using the calculating power of the computer. These methods can readily be adapted for planning use by practical mining men.

Efforts were made to determine the amount of increase in the drying rate which could be obtained through acoustic treatment of ultra fine coal under various conditions, and to test the feasibility of using a rotary kiln and multitiered vibrating screens as a means for continuous drying of coal fines. Introduction of acoustic energy during the rotary kiln experiments increased the drying rates from 10-40%, depending upon the experimental condition. The use of a drying assembly consisting of multitiered vibrating screens produced better results than the rotary kiln and has definite possibilities of providing an effective means of drying coal fines in relatively large quantities.

A technique using propellants has been developed for producing multiple fractures about a wellbore. The use of propellants having a range of burn rates permits precise control of combustion gas release and thereby of borehole pressurization. The pressure rise- time is the key variable governing fracture behavior. The peak pressure attained is of secondary importance and appears to be a function of in situ stress and loading rate. The fracture geometry is governed by the in situ stresses and pressure risetimes. The major fractures occur along the principal planes of stress and along apparent planes of maximum shear stress.

The old plan was to increase every part of a rail much in the same proportion. But each part should be in proportion to what it ha.; to do. The head should be deep in proportion to tile amount. of traffic and the lowness of the rate of interest on its cost. The body need only he strong enough to carry the head after it is well worn down, and that deperlds on the weight of the machinery, and in the case of steel has little to do with the volume of traffic, except SO far as that affects weight of machinery. Ad on most railroad systems, the same niacliinery is used on main lines with heavy traffic, and bra11ct:es with light, I suggested in 1874 that each systern adopt the same body of rail for both, and make the head deeper on the main lines, shallower on the branches. This plan was adopted on the Pennsylvania Railroad. Bandberg seems to recognize this in his patterns of 1878. E. W. HUNT, TRoy, N. Dr. Dudley gives his reason for this change in the following statement: " With the improvement in maintenance of way which has characterized the Pennsylvania Railroad during the last five or six yearn, the remova1 of rails from the track from the first two of these causes (i. e., broken and crushel), has, if I am right, quite notably diminished. This certainly is true with regard to broken rails. And if, as time advances, the number of crushed rails shall diminish, both because of the continued improvement in maintenance of way before referred to, and because, owing to improved and better methods at the steel works, there are fewer crushed rails caused by physical defects in the steel, the question of the wearing capacity of steel rails obviously becomes the allimportant one." Certainly the condition of the roadhd has much to do with mils brealring, crushing, and wearing. If the Pennsylvania and other railroads have done and are doing their part, Dr. Dudley oourteously admits that the steel works have performed part of theirs. But as far as I am informed, the formulas which they have used have been and are still quite wide of the one he continues to recommend. The rails which are not breaking or crushing to so great an extent as formerly, contain higher percentages of both carbon and manganese.

The phrase "Clean Synthetic Fluid Fuels From Coal," implies that it is possible to obtain adequate and dependable supplies of fuel without sacrificing the quality of our air, water, and land. Because of the long lead times needed to develop technical feasibility, into commercial reality, however, vigorous efforts must be made now in order to do it. The available options for clean fuels include many exotic sources, like solar and geothermal power, fuel cells, and thermionic and thermoelectric systems. To solve the energy crisis, however, we have three basic energy criteria-abundance, reliability, and commercial availability by 1985. Only processes based on converting coal and oil shale to clean, synthetic fluid fuels can meet all three.

Bain Laboratory for Fundamental Research)—Professor Weertman has suggested the interesting possibility that dislocation tangles are formed by helical formation of dislocations stopped by long-range stresses or by jogs. Such a possibility is similar to that of "mushrooming"374 in the respect that a dislocation must first be stopped and then interact with vacancies. The effect of short-range internal stresses which may exist at the time a dislocation is stopped has not been considered. Late in 1954 exploratory drilling indicated a substantial orebody on the Rattlesnake claims of Woodmont Inc., a Continental Uranium Inc. subsidiary. Woodmont holdings are located about 35 miles southeast of Moab, Utah. Only a few miles north of Big Indian Valley and other Chinle-sand uraninite deposits, the claims are in an entirely different geologic environment. Detailed development drilling continued until the Deep North orebody was outlined, covering an area approximately 300 x 450 ft. All exploratory drilling and about 80 pct of development drilling was wet core. Chemical assays for each hole sample, applied at 1-ft intervals against the measured core length, were put into a conventional ore calculation formula. Forty-six holes were drilled to delineate the Deep North orebody.

The mill body is a stationary grinding cylinder inside which a number of helically grooved rollers rotate, each being suspended on a flexible axis. The feed material is repeatedly crushed between these rotors and the cylinder, with the crushing force created by radial acceleration. The mill has several internal design variables such as number, size and shape of rotors, and can be operated wet or dry. It is compact, has a high capacity, modest power consumption, and can grind many materials down to ultrafine powder. Illustrative data on product size distributions and particle shapes are given for grains, metals and minerals obtained at various operating conditions, along with initial results on grinding kinetics.

Evidence is also presented to show that (1071) pyramidal slip is a mode of deformation at 25ºC in a limited orientation range. A Link-Belt roller-bearing conveyor system was in- stalled recently at the Gross-Marble mine of the Oliver Iron Mining Co. at Marble, Minn., for removal of overburden and lean ore. The material, consisting of clay, sand, gravel, and glacial boulders. is excavated by an electrically operated walking dragline equipped with a 10 cu yd bucket working from a boom approximately 150 ft long. This machine loads into a receiving hopper of a rail-mounted screening plant in 45 second cycles. A manganese steel apron feeder under the receiving hopper delivers to an elliptical grizzly, from which the oversize boulders and extraneous material, by way of an apron conveyor, arc loaded into refuse haulage trucks.

INTERACTION of dislocations on intersecting slip planes has long been considered a primary cause of work hardening in metals. Easy glide and low work-hardening rates have been observed experimentally only when single-crystal specimens were oriented so that one slip plane was initially favored. When single-crystal specimens have been oriented so that initially two or more slip planes were equally favored, high initial work-hardening rates have been observed. A remarkably simple construction system that derives its internal stability from metal straps buried in backfill is finding diverse mine applications, ranging from rock crusher headwalls to massive slot coal storage facilities. Reinforced Earth (Re/Earth), the system trade name of Reinforced Earth Co., is proving itself 20-50% less expensive than alternative earth embankment structures, and in the case of cast-in-place concrete walls, six to seven times faster to erect. While the majority of applications are in the realm of civil engineering-projects such as retaining walls, bridge abutments, slide buttresses, and containment dikes-a growing proportion is mine related. Of the estimated 120 Reinforced Earth projects that will be completed this year, company president David P. McKittrick expects mining to account for about 20% of the business volume.

R. B. T. KILIANI, Denver, Colo. (written discussion *).-Mr. Len-nox&apos;s paper is decidedly interesting in that he shows that a field exists for the Chilean mill, in which its efficiency compares favorably with that of more modern grinding devices. The figures he has given clearly indi-cate that a coarse feed is conducive to higher efficiency than the fine feeds which the Chilean mill has usually been called upon to grind. The fact is also apparently indicated that operating the Chilean mill in closed circuit with a mechanical classifier results in still higher efficiency, and that in such cases the percentage of returns should be kept below 100 per cent. to obtain best results. It would be interesting to see the results of further tests with what Mr. Lennox calls "Mixed Feed," since the data given in Table 4 seems to&apos; point to the fact that a mixed feed,

The Miami Copper Co., Arizona, is asking Congress to reimpose the import duty of two cents per pound on copper which, by law, has been suspended until June 30, 1950. C. Donald Dallas, chairman of Revere Copper and Brass, champion of a duty-free regime as regards the red metal, has been answering E. H. Westlake, Miami president, now that Mr. Westlake&apos;s statement to stock- holders has been salted away for posterity on wire recorders. Even prior to this action and at the instigation of two prominent consumers of pig lead, the House of Representatives has, in the confines of committee, not yet reported out, as of June 16, a bill to suspend the duty on lead for another year from expiration of the present law June 30, 1949. But apparently the bill was started too late. Thus the tariff issue becomes a Rip Van Winkle again after having slept for several years in the mountains of metals scarcity. During the wartime scarcity and the boom days that followed, most metal producers welcomed a considerable influx of foreign metal since it gave them a little surcease from constant teleibhone calls asking why that delivery of 300 tons of lead, 250 tons of zinc, and 1000 tons of copper had been delayed. These were the days when it was such an undisputed sellers&apos; market that the sellers had even thrown away their certificates of ownership.
