ARRIVING at Davis Junction, after leaving Portland, we expected to wait for an hour and a half, but found the superintendent of motive power of the Southern Pacific, Mr. Williams, waiting for us with a car, and were immediately taken aboard this and whisked off to Sacramento. After dinner, we were taken to the railroad shops to see their work in reclaiming scrap steel. We saw them draw off the slag from the electric furnace, and later make a casting. At about 11 o'clock, we took the train for Reno. A delegation of the Nevada Section, with Mr. Kirchen and Mr. Rives at its head, met us at the station. Immediately after breakfast, we started for the property of the Comstock Mines Co., where General Bulkeley Wells was to be our host. We had a de-lightful ride out to the mines and through the old city of Virginia, or through what was left of that old city, reaching General Wells' camp at about 10:30. This contains the newest thing in cyanidation and a remarkably fine iron and concrete mill building. After a trip underground, we were called to luncheon, where about 250 sat down. The afternoon was spent in the mill, and we were taken to Gold Hill, which is a part of Virginia City, for dinner, again as the guests of General Wells, who made a consummate toastmaster. Governor Emmet Boyle was the first speaker; he was followed by President Dwight, and then came President William Sproule of the Southern Pacific. A song, "The Engineer," was followed by Senator Key Pittman, Professor Jones of the State University, Mayor Stuart of Reno, and ex-Senator Charles Hend-erson. The president of the Western Pacific and the president of the Pacific Coast Line were there, also many notable operators of Nevada and California.

The increased use of sintering for the beneficiation of iron ores and the reclaiming of flue dust creates a lively interest in sintering costs and economics. The character of material sintered and geographical location of plants so radically alter sintering costs and economics that it is well.to understand at least the basic elements which control such changes. The following cost factors are believed to be roughly approximated for large-scale Dwight-Lloyd continuously operated sinter-machine installations located anywhere. Summary INTRODUCTION The Chem-Seps Continuous Countercurrent Ion Exchange (CCIX) contactor was first conceived of in 1951 at the Oak Ridge National Laboratory. In the 27 years that have passed, there has been a steady stream of pilot plant process development studies on a variety of processes far too numerous to mention. These have been in the area of water and waste treatment, chemical processing, ore leach treatment, and many others. Many successful production systems have been installed and operated in a variety of applications. A few of these are described herein together with a description of the system and its operational characteristics. SYSTEM DESCRIPTION Chem-Seps Continuous Countercurrent Ion Exchange* is a single loop in which various sections are separated by valves to isolate the sections performing different functions simultaneously. (Refer to Figure 1). To explain the working of a typical unit, let us use a simple configuration used in water softening or demineralization. The resin is moved in small increments by the hydraulic ram action. All solution flows are countercurrent to the flow of resin. The contaminants are removed in the process cycle and the resin is moved in the pulse cycle. A controller in the effluent stream from the treatment section senses the proper limit permissible in the effluent. In the process cycle, the influent enters through a set of distributors, moves downward and leaves through a set of collectors. Simultaneously the regenerant enters through valve RE and leaves through valve WA. The rinse enters through valve RI and its duration is controlled by an interface controller. In the process cycle, valves B, C, and D are closed, isolating all the sections. The duration of the process cycle is 4-10 minutes depending on the contaminants to be removed and is controlled either by a timer if the contaminants are fixed, or a controller in the effluent stream, if the contaminants fluctuate at short intervals. Valve A is open and resin is dropped to the pulse section simultaneously with the removal of contaminants in the treatment section, regeneration of loaded resin in the strip section, and rinsing of regenerated resin in the rinse section. As the resin drops through the valve A, it is backwashed to remove the suspended solids or resin fines. Removal of these fine particles is important to avoid the unnecessary pressure drop in the bed and plugging of the distributors. At the end of process cycle, all flows going into the unit and out of unit are automatically shut off. The valve A closes and valves B, C, and D open in proper sequence. A slug of water enters through valve PU, a predetermined incremental volume of resin moves into the regeneration section, an equal volume of regenerated and rinsed resin enters the bottom of the treatment section, and an equal volume of the loaded resin leaves the top of the treatment section and goes into the resin reservoir section. (The resin movement is plug flow with the Reynold's number being in the laminar region of the curve, and no fluidization occurs during the pulse cycle.) The total time required for proper sequencing of valves and the movement of resin is 20-30 seconds. At the end of this period, the valves B, C, and D close and valve A opens. The solution valves open and normal steady state operation begins. All valves are interlocked and properly sequenced. The resin movement is precisely controlled by sonic devices. Special Features of Chem-Seps CIIX "Downflow"*: The raw feed in the treatment section moves downward and the resin moves upward in the treatment section. ELECTRICAL power and distribution for the sulphide ore plant is an addition and extension of the existing power system which has served the oxide reduction plant since its inception in 1914. The power plant is located at Tocopilla on the west coast of Chile, some 90 miles from Chuquicamata. A brief description of this plant and the existing transmission system is necessary to an understanding of the problems involved in the provision for the sulphide plant load. Originally the Tocopilla power plant consisted of four Escher Wyss turbines driving Siemens Schuckert generators, each rated 10,000 kw. At various times, units of 10,000 and 20,000 kw were added, all of which operated at 215 psi and 600°F at throttle. In order to improve the economy of the station, a Topping unit was installed in 1938 together with a high-pressure steam generator of 360,000 lb per hr capacity. This unit is rated at 11,000 kw and was designed for 750 psi, 880°F. The exhaust from this turbine passes to the low pressure station header for operation of part of the low pressure turbines. Total kw generated by the high pressure boiler, topping turbine and associated low pressure turbines totals 33,000 kw and the total station capacity is 113,000 kw. This installation proved one of the most successful of its kind, operating almost continuously. The original plant was of German design and consequently European characteristics were incorporated into the system, the frequency being 50 cycles and voltages of 500, 5000 and 100,000 were used for low, generator, and transmission voltages,

IT has been said that "the command of nature has been put into the hands of man before he knows how to command himself," and what we see about us gives particular emphasis to this observation. If this condition be granted, the vaunted boast of school and college, of the institution that had the training of this generation, and of its fathers, and of its grandfathers, the boast that education is a "preparation for life," stands exposed as a hollow claim, or as a ghastly, cynical conception of life, or else education has fallen far short of its intentions. It has been evident for some time that education was not meeting the fullest expectations of society. In recent years there has been a deal of speculation indulged in by both laity and faculty in regard to American education and American civilization, and some few and sporadic changes have been effected. Today, however, there is no longer time for mere hypothetical considerations; we are faced with certain definite facts and confronted with obvious conditions that will not wait for fine-spun theories. If educators do not put their house in order, someone else will do it for them. The trends in mineral industries education must be in harmony with this general realignment that is today visible on the educational horizon, and only as these trends are in conformity with this movement can they be called sound. Two questions, then, confront mineral industries educators: (1) What are the trends in mineral industries education, and (2) how do these trends correlate with the major educational movements of the day?

ALTHOUGH the first colonists in the area that is now the United States, whether Spanish, French or English in nationality, were usually keenly interested in the possibilities of mineral wealth, it is a curious and interesting fact that none of them happened upon the mineral deposits that eventually were to make this the greatest mineral-producing country; up to 1800 it would probably have been rated as rather poor in minerals. Spanish explorers traversed the southeastern United States with- out finding the Appalachian gold deposits that aroused so much interest in the early nineteenth century; Coronado sought in vain for the seven golden cities of Cibola; and the important gold deposits of California were not discovered until the political sovereignty of the region had passed from Mexico, which had held it for three centuries. The French also held Canada for nearly two centuries (and the British for another century) without finding the mineral deposits in Ontario and Quebec that now are so important. Though they knew of the copper of the Keweenaw peninsula, the lead ores of Wisconsin and Missouri, and the coal of Illinois in the seventeenth century, these deposits were all too remote for exploitation. In the area held by Great Britain, iron smelting was planned at Jamestown as early as 1619 and was actually begun at Lynn, Mass., in 1643. The industry grew slowly, at first, but had reached considerable importance before the Revolution. Commercial bituminous coal mining began about 1750 in Virginia but anthracite mining in Pennsylvania was not started until 1800. As a result there was naturally little interest in the technical aspects of mineral production here before 1800 by any except the few people who were actually engaged in it. This paper presents a reservoir analyzer study of the performance of the Woodbine formation in the East Texas basin. The study was made possible by the compilation of available information on the configuration. thickness and the pressure drawdown of the formation. The investigation was made of the pressure variations in the basin incident to production from the several Woodbine reservoirs. In addition, the apparent compressibility of Woodbine water was evaluated so that the potential water yield of the formation could be determined. The distribution of permeability of the Woodbine sand and the interference between producing areas were also investigated. In conjunction with this basic study of the Woodbine sand, an acceptable match of the production-pressure relationship in the East Texas Field was established on the analyzer. INTRODUCTION When production is taken from a reservoir contiguous to an aquifer, the resultant pressure gradient causes a water influx into the reservoir. For some years it has been the practice to predict the performance of water drive reservoirs with mathematical equations that relate the water influx into reservoirs to their pressure behavior. A rigorous solution of these equations is quite complex: hence, the conventional method requires the simplifying assumptions that the formation have constant thickness, permeability and poiosity, and that it have a known and regular shape. It is necessary to use performance records of the reservoir in question to determine the equation constants that make the results of the mathematical calculations duplicate the reservoir history. The values of the constants determined in this manner sometimes differ so greatly from theoretical or measured values that the constants appear unreasonable. The equation constants comprise such factors as the thickness, porosity and permeability of the formation, and the viscosity and compressibility of water. Usually the thickness, porosity and viscosity are known within a reasonable degree of certainty. whereas the formation permeability and the water compressibility are known with considerably less certainty. Hence. permeability and compressibility values are arbitrarily selected that will make the mathematical equations duplicate the reservoir behavior. In many reservoir studies the value of the compressibility of water thus selected has exceeded the reported value by a factor of from severalfold to manyfold. Whether this excessive value results from the inadequacy of the mathematical approach to take into account the shape irregularities and the heterogeneities of the aquifer, or is due to some type of formation compaction and decrease of porosity has not been established. Because of the significance of the potential water yield of formations with reference not only to oil reservoirs but to water resources as well, it is very important that a representative value for the effective water compressibility be determined. One of the best known examples of a field for which it has been possible in the past to predict the future reservoir pressure is the East Texas Field. Until about 1943 it was possible by means of mathematical equations to duplicate past pressure behavior and to predict with a high degree of accuracy the reservoir pressure of the field. The importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying up pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. At its meeting in the fall of 1937, the Executive Committee of the Coal Division considered the growing scarcity of young engineers entering coal mining with serious intentions. This scarcity was the cause of considerable alarm and a committee consisting of C. T. Hayden, E. A. Holbrook, C. E. Lawall and L. E. Young, with the writer as chairman, was appointed to gather factual data on the current trend. A questionnaire1 was designed and mailed to the heads of the 60 mineral technology schools listed by Prof. W. B. Plank in his article in September 1937.2 Replies were received from 46 institutions, not all from heads of coal-mining courses but all from men that at one time or another have had experience with some kind of coal-mining curricula and know current student impressions. Our committee is indebted to all of these gentlemen for their cooperation. Our committee hoped by this means to quickly reach the root of the trouble and make a set of comprehensive recommendations to the Coal Division for relieving the industry immediately from the growing dearth of youth who yearn for coal-mining careers, but the condition is more serious than at first diagnosed. We must now refer the question back to the Coal Division, with the recommendation that the Division get the industry's permission for still another major operation on its frame of mind. In addition to 10-year statistics on the first pay received by graduates in coal mining and other technical work, we requested enrollment data for 20 years from all schools with either mining engineering or mineral technology curricula. Nine leading questions were also plied, as shown in the Appendix. Every one of the answers was significant and interesting. Fortunately, we encountered positive frankness that was extremely helpful.

The usual analytical determinations made in analyzing coal are comprised in the proximate and ultimate analysis and the determination of calorific value. The proximate analysis includes determinations of moisture, volatile matter, fixed carbon and ash; the ultimate analysis determinations of carbon, hydrogen, oxygen, nitrogen, sulfur and ash. The proximate analysis is an empirical process, and the results, obtained, especially for volatile matter and fixed carbon, are materially influenced by the method of conducting the determinations. This fact must be kept in mind in comparing coal analyses from different laboratories for classification purposes. Unless these laboratories have followed the same standard methods, differences due to variations in the analytical methods may, in some cases, be large enough to change the classification of the coal. It is unfortunate that the determinations of volatile matter and fixed carbon, which are most used in coal classification, are the two that are subject to the greatest variations. Moisture comes next in the scale of variation. The ultimate analysis is less influenced by method, since it comprises the determination of definite chemical elements. However, even the ultimate analysis is subject to errors, due to inorganic carbon from carbonates and to inorganic hydrogen from water. For these reasons it is evident that the Committee on Coal Classification must be informed on the evolution of methods of coal analysis in America and the average differences in analytical results that may be expected from variations in methods. The committee should be informed also on which methods should be accepted as standard for classifying coal and on the magnitude of the differences in results that may be expected from duplicate samples of the same coal sent to different laboratories for analysis by the same standard methods. It is the purpose of the present paper to provide this information. The subject will be discussed under the following main heads:

Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

THE mining and removal of coal from two or more beds, either simultaneously or consecutively, in vertically adjacent areas have always been matters of concern to mine operators from both operating and recovery points of view. However, with the progressive introduction and use of electrical and mechanical facilities, such problems assume even greater proportions. In this paper typical cases occuring in Cambia County, Pa., are given and procedures whereby such problems may be .greatly reduced, if not entirely eliminated, are suggested. Throughout a considerable portion of the Central Pennsylvania bituminous coal region, particularly in Cambria County (Fig. I), the portion of the region to which references in this paper are made, large areas are encountered where two or more beds of coal occur and have been mined extensively since the earliest days of mining in the county. Generally, operations were commenced in one bed of coal on a property, following which, as conditions appeared to warrant, operations were commenced in another bed or beds on the same property, in some instances by the same operator. Operating results by no means have been uniformly successful, as the following review of some typical cases indicates, partly because of lack of experience in earlier cases and in certain later cases to disregard for the experiences of earlier operators. It is suggested that repetitions of such failures may be reduced largely, if not eliminated entirely, by adherence to a few basic principles founded upon past experiences. Geology and Stratigraphy The geology, stratigraphy, and relief of almost all of Cambria County have been studied and reported at length by the U. S. Geological Survey in its Johnstown, Ebensburg and Barnesboro-Patton Folios and other publications, by the Pennsylvania Geological Survey and by various individuals. All exposed rocks occurring within the boundaries of the county are of sedimentary origin, consisting of alternate beds of sandstone, slate, shale, fireclay, coal, limestone, etc., and all have been classified by the U. S. Geological Survey as extending from the upper strata of the Catskill formation, Devonian system, to and including, in a few hilltop areas, the lower strata of the Monongahela formation, Carboniferous system. Included within that range is the Allegheny formation, Pennsylvania series, which embraces all of the commercially important beds of coal that occur in the county, viz., the A, or Brookville, to the E, or Upper Freeport, both inclusive, shown in Fig. 2. The measures are traversed by a series of anticlines and synclines, extending in a northeasterly and southwesterly direction, which form broad, gently sloping basins (flat to 15 pct pitch, exceptionally to 25 pct). However, the topography of the surface is such that long lines of outcrops of all beds of coal overlying bed B, and to a limited extent bed B also, occur over large areas, a factor which contributed to the early and extensive development of mining activities in the county. Earliest mining developments of commercial importance were made in B, C', D, and E beds of coal, and it is in these beds that the principal mining operations are being conducted. To a limited extent, mining operations also have been conducted in local areas in the A, B rider and C beds. Coal beds being mined today range in thickness from approximately 28 to 60 in. Intervals between the respective beds of coal are variable but conform somewhat to the following general averages: A to B, 60 to 100 ft.; B to C, 50 ft.; C to C', 70 ft.; C' to D, 45 ft.; and D to E, 45 ft. The following are typical mining cases obserced over a period of years in various parts of the county.

The Ural Mountains, which were formerly the dividing line between Asia and Siberia, area chain of low mountains, the highest peaks reaching only a little over 5000 ft. The country has been much eroded and the mountains now appear as rounded hills. In the central and northern parts turf swamps abound. The range is covered with forests except at the extreme southern end. The trees are mostly pine. Birch grows on cut-over areas, but never to large size. The rivers are small or the fall is slight, so no large water powers are available. A series of rivers with a north and south course, and which are navigable for long distances, furnish cheap transportation during the summer months. Railroad communications are very insufficient. The first active exploitation of the mineral wealth was initiated by Peter the Great, who sought iron and copper for use in his wars against the Swedes. He selected a blacksmith named Demidoff to supervise operations and gave him rights to most of the Ural and to the Altai. The Nijni Tagil Estates are still in the possession of the Demidoff family. The original large grant was subsequently subdivided through inheritance and marriage, but the Ural is still a country of very large estates, some of them held as leases only and some of them by actual ownership.

Michigan has had another record year. Its production has been maintained by the development of fields discovered in 1938. Two minor fields were listed as discoveries in 1939. These are in the southwestern part of the state, where the greatest drilling activity took place. During the year 1465 tests were completed, of which 828 were oil wells, 56 gas wells and 581 dry holes. The four southwestern counties—Allegan, Ottawa, Kent and Van Buren—had 1077 tests drilled, while nine other southwestern counties had 70 tests, making a total of 1147 for this part of the state, 78 per cent of all drilled during the year. Michigan's production of 23,400,000 bbl. during 1939, equal to an average daily production of 64,110 bbl., exceeded 1938 by 4,655,000 bbl., thus establishing another annual record, which brought the cumulative amount for the state to a little over 125,000,000 barrels. A map showing location of Michigan oil and gas fields was published in the TRansactions in 1939 (Vol. 132, p. 353). Active Oil Fields.—The Walker field, near Grand Rapids, Kent County, had a rapid development during the year. Traverse limestone production was discovered here in September 1938, and development has been rapid during 1939. At the end of the year 5500 acres have been proved by drilling. The Traverse limestone is found in Walker field at a depth of about 1810 ft. The Temple field, Clare County, was the most active in Central Michigan. Its production is from the Monroe dolomite at a depth of 3890 ft. In this field 2500 acres have been proved by 125 producing wells. Michigan's largest producer for 1939 was drilled in the Temple field, with a rated potential of 8760 bbl. per day. The Wise field, Wise township, Isabella County, discovered in 1938, had a steady and orderly development because the operators agreed on a staggered 20-acre spacing program. So far 760 acres have been proved for production from the Dundee limestone, found at 3650 feet. Active Gas Fields.—The most active areas in which drilling was done during the past year for gas were the Freeman and Lincoln fields in Clare County, the Clayton field of Arenac County, and the Home field of

IN common with others, the zinc industry found itself after the war largely over-capitalized, a condi-tion which still exists notwithstanding that Tri-State production has doubled since prewar days. This is partly due to the abnormal war demands and partly because of the war impetus given to research, a stim-ulus that because of its success has persisted (and probably will persist) constantly since then. Improved practice and metallurgy resulting from research are today responsible for an increased pro-duction in the Tri-State district of 15 per cent over the practice of five years ago, and the giant strides in this respect in the western states together with the more moderate advance in the Tri-State district has thrown out of equilibrium the more or less balanced production of before the war and production has con-sequently gained on consumption, a condition resulting in rapidly narrowing profits in the Tri-State field, where the present average cost is actually greater than the price received for our product. Despite this condition, no thinking person will de-plore the cause or means used to achieve a greater production and, as this progress is merely the economic application of intelligent thought, it follows that equal effort and thought may be expected to produce the remedy. It has been suggested that the practical application of research has resulted in less need for man-power and consequently in the lessening of employment to common labor and to engineers. I cannot think that such is the case although personally I have received more ap-plications for employment during the last two years than ever before. But when one considers the strides production of all commodities has taken, it is difficult to reconcile this immense development with the possible increase in pop-ulation especially in view of our stringent immigration laws. Whether or not improved industrial methods are responsible for the lessening of employment the ques-tion as to the wisdom of such improvement is hardly debatable. While the Tri-State district of Oklahoma, Kansas and Missouri continues to be the leading factor in the zinc¬mining industry, gradually lowering prices during 1925 and 1926 and a. decided drop during 1927, have de-creased its production almost 20 per cent, this tonnage having largely been replaced by western concentrates.
