Growth of general interest in uranium during the last ten years has been unparalleled in mining history, outranking the popular gold rushes and mining booms of bygone years. This is not surprising, considering the spectacular advances in nuclear research and the fact that a small amount of uranium can provide great quantities of energy for peaceful purposes. There are, however, a number of misconceptions and exaggerations regarding uranium. Many novices have highly exaggerated ideas of the ease of finding workable deposits, as opposed to mere occurrences, and reports of insignificant discoveries are sometimes given much publicity. Beginning about ten years ago mining for uranium has assumed a major place in Canadian and U. S. mineral industries. Uranium is now high on the list of metals produced in Canada. The gross value of uranium production in Canada in 1958, when additional plants now under construction are operating, will probably exceed 180 million dollars.

In a former paper on Western Smelting Works, I mentioned the great difficulty of obtaining accurate information in regard to the economy of the processes in practice; and to-day, although nearly two years have elapsed since my former paper was written, I am sorry to say that very little improvement has taken place in the keeping of accounts, and in the direction of a more systematic management in the majority of these works. But I am quite certain that by this time even the most sanguine furnace managers must have become convinced, from the experience of the last year, that somewhere in their processes there are enormous losses. Rates for the purchase of ores in 1873 were not as high as they were in former years in certain parts of the country ; labor was no 'higher than formerly; the demand for unparted lead was good throughout the year, with the only exception of the time of the panic, in the fall of 1873; yet there are, of between 40 and 50 works, not more than two or three in Utah and Nevada to-day, that have paid a reasonable interest on the capital invested.

The indicator cards shown herewith were taken by the writer in June, 1877, from the water-pressure blowing engine of the Longdale Iron Co., at Lucy Selina Furnace, Longdale, Virginia. A description of' this engine with figures, and some indicator cards, was published by Washington Jones, Esq., Superintendent of the I. P. Morris Co.,* in the Journal of the Franklin Institute for May, 1877, to which those desiring a full account are referred, but for convenience the principal dimensions, etc., are given below. The machine consists of a pair of horizontal direct-acting blowing engines, connected at right angles to a common fly-wheel shaft. The blowing cylinders are 4 ft. diameter by 5 ft. stroke; the water cylinders were 18 in. diameter by 5 ft. stroke as built. Both water and blowing cylinders are double acting. The water valves are balanced piston valves, 18 in. diameter, moved directly by eccentrics on the fly-wheel- shaft. Great care was taken to have the areas of the ports and passages at least equal to the area of the working piston. The engine is set about 14 ft. above the tail-race, and the

DURING the course of preparation of crystals of alpha brass for an investigation of their creep characteristics, a number of critically oriented crystals were produced. In each of these specimens, P0, the specimen axis, lay near some important crystallographic direction or on or near the border of two possible slip systems. Because of the unusual nature of their orientations, it was considered of interest to deform these speci-mens in simple tension and to study orientation changes and any unusual occurrences, different from what would be expected for specimens in which only one slip system had distinctly the highest maximum resolved shear stress. Choice of actual operating slip system in a crystal offering an immedi-ate possibility of two slip systems would be expected to be due to chance, defect, or some inhomogeneity. Even in an ideally perfect crystal so oriented, the natural oscillations of the atoms about their lattice positions would give rise to a condition wherein one slip system would be favored over the other at the critical shear stress. In the large, nonperfect crystals of the present investigation, slip on both systems, but in different portions of the specimen, might occasionally be expected.

FOLLOWING- the major explosion disaster in the Orient No. 2 mine of the Chicago, Wilmington and Franklin Coal Co., West Frankfort, Ill., on December 21, 1951, resulting in the death of 119 miners, an investigation was made by the U. S. Bureau of Mines under the direction of J. J. Forbes, Bureau director. The subsequent report concluded that the disaster. was caused by the emergence of a-large body of explosive gas from an abandoned area and simultaneous short circuiting of the ventilating current; the gas was ignited by an electric arc from nonpermissible electrical equipment and the flame was propagated throughout a large part of the affected area by coal dust and possibly by gas from other worked-out and abandoned areas. An immediate repercussion of the disaster was the opening of hearings by the. Senate Labor and Public Welfare Subcommittee on the Neely Mine Inspection Bill (S. 1310, introduced April 11, 1951) which would give federal coal-mine inspectors power to enforce safety recommendations by ordering the withdrawal of all employees where conditions constitute an imminent danger to their safety. Two days of testimony, January 24 and 25, disclosed that coal operators were not in agreement on the bill, although John L. Lewis, speaking for the UMWA, and J. J. Forbes, for the Bureau of Mines, were advocates.

ON the Minnesota Ranges, 600 million tons of material have been moved in the past three years to produce 172 million tons of direct-shipping iron ore. Increasing wage rates and cost of equipment and supplies, coupled with the larger amount of waste material to be moved in comparison with the quantity of ore make it imperative that tile industry adopt all practices and methods which will enable it to move earth at progressively lower costs. Drilling. Prior to and during the war practically all blastholes drilled were 6-in. in diameter and put down by drills using strings of tools weighing from 2000 to 3000 lb. Present trends indicate that heavier drilling equipment making 9-in. holes wit11 3000 to 6000 lb tools will be more economical. Holes up to 12 in. diameter will be made with this equipment. Forging and hardening practices for bits to increase footage is receiving attention. One manufacturer expects to market 9-in. bits having sintered carbide inserts in the reaming and cutting edges. Oxygen and oil to burn holes in the rock are being tested for making blastholes at a considerably greater speed than can be obtained with a blasthole drill on the same size hole. To dale, however, the cost has been prohibitive.

C.-I would like to hear some further detail as to the California deposits. L. C. MORGANROTH, Pittsburgh, Pa.-We have examined the California deposits at various times; I have been over practically all of them myself. These deposits are all of the massive variety. While it is possible that it could be mined and used for metallurgical purposes, it is not feasible because it costs too much. At the present time magnesite which is mined in California is used in the making of plaster, or by the paper trade. Careful figures show that if the California magnesite could be delivered to Atlantic seaports in the crude state at not over $4 a gross ton, and assuming that it would give the same results as the Austro-Hungarian magnesite, it would be cheaper to use the latter. It is also more difficult to dead-burn the massive magnesite, for while it starts to give up its gas readily, the difficulty consists in driving off the last few per cent., and unless this is driven off the magnesite will absorb C02 from the air, so that in a few months it may have 10 or 12 per cent. Building a small underground coal mine is a risky endeavor, especially in the recent economic environment. ARCO's Mt. Gunnison No. 1 Mine, located in western Colorado, was designed and built as a small expandable speculation mine with initial production to be sold on the spot market, so it was very important to minimize capital exposure. This mine, operated by West Elk Coal Company, a subsidiary of Anaconda Minerals, was successfully built under budget at $35 million, and has been operating successfully since completion of construction in late 1982. The initial planning phase of a project is extremely important for testing the economic and technical feasibility of a proposal. The construction phase, by contrast, carries with it significant cost and quality risks which can relate to long-term economic and operating problems and therefore directly affect the viability of the project. This paper discusses several different aspects of the cost overrun risk involved in building an underground coal mine, and how attempts were made to minimize these risks during construction of the Mt. Gunnison Mine. Good people, construction planning, and execution are essential factors in assuring a quality, cost-effective project, with corresponding risk minimization during the construction phase and long term favorable implications for the operating phase.

THE purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the indi-vidual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and super-visor for safety is the problem of The Koppers Coal Co. as it is the problem of all coal companies.

White, "The Mining Town," Alta California August 18,1873 INTRODUCTION One of the most important aspects of mineral enterprises of US corporations is the influence of the depletion allowance on cash flow. This allowance permits mineral producers to claim sizable federal income tax deductions not available to other industries, and these deductions significantly increase cash flows in mining. In the past several years the minerals depletion allowance has come under increasingly heavy fire from many sectors as a tax loophole that deprives the federal government of large amounts of revenue. One estimate of the loss of tax dollars in 1968 was $2.25 billion due to depletion deductions and intangible expenses in the oil industry. Largely on the basis of such arguments, the Tax Reform Act of 1969 reduced percentage depletion rates for a number of minerals, and the Tax Reduction Act of 1975 totally eliminated statutory depletion for most oil and gas. In regard to percentage depletion for hard minerals, the federal government has estimated its resulting loss of revenue at $1.75 billion for 1980. The TEFRA legislation of 1982 further reduced the statutory depletion allowance available to iron ore, coal, and lignite beginning in 1984. Thus, it is clear that minerals engineers and managers should have a thorough knowledge of the origin, evolution, justification, and computational procedures relating to the depletion allowance. It offers opportunity for application of improved production methods which are expected to increase recovery, decrease developing and operating costs, and assist in stabilizing output.

In the marketing of mineral products, it is always highly desirable for both the producer and the consumer to be able to discuss things in a common language, and this can only be done if there are standard methods for expressing the properties of the raw materials. Having developed such a form of expression, the next step would be the making of specifications, which may serve as a basis for selecting raw materials. Considering the large number of non-metallic minerals that are used, there are not a few for which there are no standard laboratory tests to be used in determining their properties, or even standard specifications on which grades or market price may be based. Indeed in many cases the consumer simply requests the producer to submit samples, and rejects or accepts them without any explanation. Could the producer know in advance just what the consumer needed, time and money might often be saved. It appears to the writer that it is of the highest importance to devise standard laboratory tests wherever possible, as this enables the consumer to state definitely what he needs, and is of great assistance to the producer. It should also work to reduce misunderstandings and disputes. In the case of sands, we find that they show a wide variation in their character, ranging from those that are so coarse as to be of gravelly nature to those that are so fine that they might be classed as silt; and from very clayey ones to those that are practically free from clay. For this wide range of sands, we have a corresponding variety of uses, which are based mainly on the physical properties of the sand, although these are not always very definitely stated. The chemical composition need rarely be considered, if the sand is of siliceous nature. To determine and express these properties there should be standard tests, which are to be followed in all cases where the material is tested in the laboratory. Discussion o f Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the--presentation of papers, and-for discussions. thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitalities which demonstrate the brotherhood clue to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a. member of a great and worthy organization. The greater the value of the contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made ill papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines. The true value of a paper presented at a meeting of the Institute may often be gauged by the discussion which it encourages, although there are contributions of decided value which do not especially invite discussion. However, most Of the papers offered contain statements apt to encourage criticism or elaboration by others whose experience or knowledge, or both, assist in combating or endorsing statements made.

LARGE quantities of fine anthracite with associated impurities are discharged with the waste water from the coal-cleaning plants in the Pennsylvania anthracite region. Furthermore, for many years this fine material has accumulated and formed silt banks. The difficulty of removing the impurities from the fine material and the lack of adequate markets are responsible for the waste of this material. In view of a larger demand for fine coal, mainly for pulverized fuel, the Lehigh Navigation Coal Co. Inc. decided to investigate the froth flotation process for recovery of fine coal from these waste solids. A test plant was constructed and operated for six months during 1942 in order to determine the practicability of recovering coal from the waste water of a cleaning plant (breaker) by froth flotation, and to obtain operating data for designing a commercial plant if the results were favorable. PRELIMINARY INVESTIGATION Before the pilot plant was constructed information was obtained by field and small-scale laboratory tests to serve as a guide in the design and operation of the pilot plant. Size and ash analyses of a representative sample of the material discharged in the wash water from a cleaning plant are given in Table I. [ ] The refuse content increases progressively as the size of the particles decreases. The larger particles (+35 m.) are low in ash content and could be marketed without cleaning. Since these solids are discharged from the breakers with 90 to 95 per cent water by weight, the first step in the recovery of the coal was that of reducing the quantity of water so that water in excess will not have to be handled. Furthermore, it was found that the removal of most of the minus 200 mesh high-ash material was desirable to permit the most efficient flotation of the coal. Classification tests were run and showed that a hydroseparator overflow rate of 12 ft. per hour was sufficient to eliminate much of the minus 200-mesh material while allowing the coarser material to settle and be thickened.

The surface charge, electrokinetic potential and surface conductance were studied for silica, alumina and rutile as the functions of PH and concentration of 1-1 electrolyte solutions. The adsorption potentials of potential-determining and specifically adsorbed ions were calculated from isoelectric and zero charge points on the basis of Stern equation and thermodynamic description. From surface conductance and charge data the mean ionic mobilities in double layer were estimated. The results give some information about the real structure of oxide-electrolyte interface and gel-layer concept.

Three autogenous grinding flowsheets were considered as follows: 1) Primary autogenous grinding of a -8-in, primary crusher discharge to produce a product suitable for second stage pebble milling, or a flotation feed product in a single stage of grinding. 2) Intermediate autogenous grinding in which +4-in. rock media is screened from the primary crusher discharge and employed as grinding media to grind a tertiary crusher product to flotation feed size in a single stage.
