FLAKING or hair-line crack formation has been a major problem confronting the producer of large alloy steel forgings.' Today it is generally conceded that hydrogen in one or more forms in alloy steel sections is a requisite for flaking. Hence an obvious remedy is a thermal cycle that reduces the hydrogen content to some low level. In practice, this generally means holding the material at some subcritical temperature for a period of time depending on the size of the ingot or forging. PLASTIC deformation of most commercial metals within a sufficiently low temperature range results in profound changes in structure and properties, of which the causes and effects are not completely understood. One of these effects is the presence of internal residual stresses and strains, which ordinarily do not appear to require specific consideration in most structural applications but which may be quite undesirable in particular instances. For example, in heavy sections that require considerable machining before assembly, residual stresses may be undesirable because of the distortion they cause when their balance is disturbed by machining or otherwise. In addition, the distribution of stresses may be such that it acts in the same direction as the applied load, thus bringing about premature failure or reducing the load-carrying capacity of the member. One source of residual stress in metal structures is the plastic deformation that may occur during rapid cooling from relatively elevated temperatures, as in the cooling of a casting in the mold or the quenching of a heavy section from elevated temperatures during heat-treatment. These residual stresses are usually undesirable because their direction of operation and magnitude cannot be controlled well enough to permit utilization of the changes in properties of the metal that they may bring about. The most convenient manner of controlling such residual stress is by proper selection of the cooling rate or by reheating to a temperature at which plastic flow can take place, resulting in relief of the residual stresses and strains. Both of these methods of control, however, may cause a reduction in the optimum properties obtainable from the previous operation compromise must be struck, and if it is to result in the best possible combinations of properties, specific information must be available regarding the magnitude of the stresses and the rate at which they are affected by variations in cooling rate or in reheating temperature. The complete quantitative estimation of residual stress in complicated metal shapes is exceedingly difficult, if not impossible. In simple sections, however, relatively quantitative analysis may be applied and useful estimations of stress distribution may be made. This paper is concerned largely with the rate of relief, upon reheating, of internal residual stress in simple aluminum-alloy structures. Since even with simple structures quantitative estimation of residual stresses is laborious and costly, an attempt was made to find other means of collecting data upon which commercial heat-treatments might be based. Incidentally, a few data were collected bearing on the problem of relaxation of aluminum alloys. Personal consumption expenditures represent roughly two-thirds of total of GNP. While these expenditures directly account for only a small portion of total natural resource consumption, they account for a significant proportion indirectly. The reason is that all economic activity can be shown to be interrelated and that the intermediate production sectors, which are the primary users of natural resources, represent the interindustry transactions necessary to produce all final goods, including consumer goods. This paper provides a discussion of the methodology and quantitative estimates in physical units of the interrelationships between 15 major nonenergy resources and 6 energy resources and 477 personal consumption expenditure items.

THE United Verde mine is in the north central part of Arizona, on the northeasterly slope of the Black Hills, near the town of Jerome. Ore was first discovered in the district about 1875, and the first mining claims were located by M. A. Ruffner and associates in 1877. In 1888 the late Senator William A. Clark secured control of the property and under his ownership it developed into one of the country's most important copper producers. The property was sold to the Phelps Dodge Corporation in 1935, and since then has been under this Corporation's management. Except for shutdowns caused by general world-market conditions, production has been continuous from 189o to date. GEOLOGY The mineralized zone ranges in area from approximately 12 acres to less than 5 acres. All mineralization occurs in the pre-Cambrian intrusives. The first intrusion, according to geologic records, was the quartz porphyry, which later was intruded by augite diorite. Following the diorite intrusion through a series of intrusions of lesser magnitude, a pipelike mass of massive sulphide, quartz and rock was formed. The diorite forms the hanging wall of this mass, and the porphyry the footwall. Between the footwall and the sulphide a band of chlorite schist was formed, probably owing to metamorphic conditions. Commercial ore occurs along the contact of the schist and sulphide extending into the sulphide, sometimes entirely through the schist, and fingering out into the porphyry. The ore deposit was formed by replacement similar to deposits formed in limestone areas. Faulting and deformation occurred in pre-Cambrian times and again in the Tertiary period, removing approximately 2000 ft. from the top of the main United Verde ore body, forming the United Verde Extension ore body, the only other major ore body in the district. Major development work has shown that the sulphide mass extends to the 3300-ft. level, and diamond drilling below this level has indicated that the mass might extend below the 3700-ft. level, but in a diminished quantity. While many copper minerals exist in the mine, the chief commercial mineral is chalcopyrite. GENERAL DESCRIPTION AND PHYSICAL CONDITION OF MINE After over 50 years of active production, ore still exists on almost every level of the mine. This condition is due to many causes -mine fires, which broke out as early as 1894, caused the abandonment of certain areas; subsidence and ground movements retarded the cleaning up of others. Furthermore, in the early days there was such an abundance of ore that when mining became difficult it was a simple matter to replace the production by going to a deeper level. DISCOVERY of a commercial ore deposit has resulted from a program emphasizing geophysical techniques and concentrating upon exploration of alluvial-covered areas. United Geophysical Co. selected these areas as offering the best possibility of success, for here the surface evidence of ore deposits has been hidden from the eyes of prospector and geologist alike. Pima mining district, Pima County, Arizona, was selected for initial exploration. The project was successful in that a commercial ore deposit was discovered and proved through drilling and extensive underground development.

INTRODUCTION Coal ash, presently the fifth most abundant of the solid minerals produced in the United States, is expected to become the fourth most abundant by the end of this decade (1). The production of fly ash from the combustion of pulverized coal amounted to a total of 44 million metric tons (Mt) in 1977 and is expected to Increase to 91 Mt by 1985. Coal ash, which results from the Inorganic clay and mineral content of the coal, contains several elements and thus can be considered as a mined and crushed mineral resource rather than a waste material Furthermore, potential problems associated with fly-ash disposal ponds and the leaching of potentially hazardous elements through groundwater infiltration and/or rainfall provide additional incentive for processing fly ash for environ- mental control as well as for the recovery of certain metal values. Fly ash could provide an abundant domestic source of aluminum and several other metals Aluminum is now recovered from bauxite, and over 90% of this ore is imported since domestic sources are limited and cannot meet the U.S. demand There is a close relationship between the aluminum content of fly ash and the domestic consumption of this metal (Table 1).

THE modulus of elasticity is defined as the ratio of stress within the proportional limit to corresponding strain. This property, as thus defined, is a constant for each kind of material; and in tension or compression is usually designated by the symbol E. The modulus of elasticity serves as an index of the stiffness of a material or a measure of its ability to resist change of shape under stresses not higher than the proportional limit. In view of the frequency with which the modulus of elasticity is used in engineering calculations, it is surprising to note the uncertainty that exists as to authentic values, and the marked lack of published information relating to the variation of the constant E within individual alloy systems. A value of 10,000,000 lb. per sq. in. has been quoted as representative of aluminum and its alloys. This value has been found to be approximately correct for pure aluminum and aluminum alloys in which the total percentage of the alloying elements is low, but seriously in error in the case of alloys that contain relatively large amounts of the alloying elements.

Fuel problems of two lesser developed countries (LDC 's) are presented. In particular, the paper reviews cement technology and the fuel-intensive cement industries of the Philippines and South Korea. Based on current financial and cost data, analyses are presented of the proposed substitution of high-sulfur and slow-sulfur American coal in place of fuel oil. The analyses show that economic substitution of coal for oil is not only based on relative prices for coal and oil, as expected, but also to be an inverse function of degree of intensity of energy use, and a direct function of financial incentives such as accelerated depreciation, taxes on the savings made by the use of coal, and cost of capital.

Such services offer the mineral producer the opportunity for tactical and strategic response to weather conditions. There are at least 50 private meteorological consulting services as well as numerous individual meteorology consultants. Fees for services range from $150-$600 per day for one man to over $20,000 per month where a complex forecasting or modification program is undertaken.

Owing to the traffic jam in collection, and transportation of wastes, the air- and water- pollution in incineration plants, and the sanitary trouble in reclaimed land, it seems that the defective existing system of the solid waste treatment in Japan can not follow the change in quality and the increase in quantity of solid wastes. Under these situations, the objective of the municipal solid waste treatment must be to actualize the pollution-free system for environmental protection and the resources recovery system for resource- and energy- saving. From this point of view, AIST of Japan is now engaged in the research and development of the resources recovery system from municipal solid wastes. This paper reports on the outline of the development of resources recovery technology in Japan, including the AIST's project on this matter.

Two 6.17-m-diam (20.25-ft) shafts, said to be the largest ever opened with mechanical raise boring techniques, were completed in May and June 1978, at Monterey Coal Co.'s No. 1 mine near Carlinville, Ill. According to the shaft contractor for the project, Frontier-Kemper Constructors, the openings are 60% greater in cross section than the largest previous raise-bored shaft, which had a diameter of 4.85 m (16 ft). Both vertical shafts are 93 m (305 ft) in total depth, with the upper 28-30 m (90-100 ft) sunk and lined by conventional methods through unconsolidated overburden and the remainder mechanically bored through sedimentary rock. The two shafts will be used for service access as well as to augment ventilation.

For the past six years gravity surveys have been used for underground prospecting in the copper mines at Bisbee, Ariz. The primary purpose of the surveys has been to reduce the diamond drilling and crosscutting necessary for exploration. Since many of the orebodies are small, and geologic control is not always apparent, any information that will direct the drilling and crosscutting is highly desirable. Because of extensive development and exploration work in the copper mines at Bisbee, it has been possible to cover more than 630,000 ft of crosscuts on 30 levels with the gravity surveys. In the process the gravity procedures have been refined to a high degree.

RESULTS of recent investigations1 on the creep of metals at high temperatures have revealed that the activation energies for creep of pure metals, AH,., about equals the respective activation energies for self-diffusion, hHD. It has long been known that minute quantities of foreign substances, when alloyed with steel, are capable of materially altering its physical properties. Thus, half a century ago, Faraday and Stodart, in England, discovered in the famous Indian steel, known as " wootz," small quantities of aluminum, from 0.0728 to 0.693 per cent., and attributed its extraordinarily good quality to the presence of such minute quantities of that metal. Since aluminum is now produced by electrolytic means on a large scale and at low cost, its addition to cast-steel has been frequently recommended of late. Chromium was alloyed with steel fifty years ago by the celebrated French metallurgist, Berthier, of Paris, and has recently been successfully applied to the same purpose by Holtzer, of Terre-Noire. In 1860 titanium was alloyed with crucible steel by Robert Mushet, of Coleford, the alloy containing up to 0.50 per cent. of titanium, which was extracted from Norwegian ilmenite. The titanium-steel was much vaunted by him for its excellent qualities. Rhodium, a very rare metal of the platinum series, was maintained by Berthier to improve steel materially in strength and hardness. Manganese has always been held by Sheffield steel-melters to provide steel with excellent qualities, and this influence was quite recently investigated by H. M. Howe and L. Campredon. Nickel was tried as an addition by Berthier, not to speak of gold, silver and platinum ; and nickel-steel has recently been brought into prominence by J. Riley and others, who recommend it for its great strength and toughness, particularly as material for armor-plates.

SYNOPSIS It can be shown that the properties of intact rock are relatively unimportant in rock slope stability and that failures are controlled by structural discontinuities such as bedding planes, joints and faults in the rock mass. The frequency, orientation and inclination of these discontinuities as well as their strength characteristics are important factors to be considered in any rock slope analysis and their influence will be demonstrated by means of a number of practical examples. Methods for determining the mechanical properties of discontinuities will be reviewed and the interpretation of the strength test results for use in stability computations will be discussed.

The Swirl Cyclone developed in Japan, although based upon the same principles as the standard cyclones for heavy-media or water-only cyclones for cleaning coal, is novel in that it is invested with the apex on top, discharging rejects at the top, and clean coal at the bottom. It also uses a variable air vent tube for controlling the vortex. Tests conducted indicate that its efficiency is not only as sharp as standard cyclones but it also performs using a much coarser grain magnetite, promising higher magnetite recovery. The author describes the results of tests conducted in Japan on a very difficult coal.

INTRODUCTION The principal applications of the flocculation process in the coal industry lie in the area of waste water treatment. Consequently, the concern is more with the behavior of the associated minerals, clays for example, than with the coal itself. At the same time, however, the presence of even small amounts of fine coal can significantly influence the performance of the flocculation operation. Coal preparation waste water treatment is a substantial problem involving over 200 billion gallons of water annually. There can be no doubt that these quantities will continue to increase as coal production increases and environmental considerations dictate the increased use of closed circuit systems and tighter control of effluent quality. Furthermore, we can expect to find a continued increase in the amount of fines generated in the coal mining and processing operations. Modern mining techniques tend to yield a finer raw coal with a higher ash content. The greater emphasis on fine coal cleaning for improved sulfur and ash removal and increased coal recovery will also lead to greater demands being placed upon the wastewater treatment system. The costs of "blackwater" treatment have been shown to vary widely from plant to plant (1). Part of this variation can be attributed to differences in the coal being mined and the plant flowsheet but there are no doubt significant contributions from the improper design and operation of treatment facilities.

The coal lands that the Nemacolin mine is to develop embrace over 8400 acres; the tract is oblong and its eastern edge is along the Monon-gahela river. As shown in Fig. 1, the mine is divided into two parts (the North mine and the South mine) by a 150-ft. barrier, which however, is cut through at intervals by haulageways. Each part is fed from seven main entries—a loaded track, an empty, a manway, and four return air courses. The loaded tracks converge at the shaft bottom but the empty roads maintain their identity throughout their length. With three intakes and four returns on either side, there is ample room for expansion of air and every facility for ventilating is provided. The four south air courses converge into two, crossing the shaft bottom, and then into one at the south side of the air shaft.
