The work performed by the Royal Commission on Mining Subsidence is likely to prove of permancnt value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions." Report on the Doncaster Area The Commission submitted an interim report at the end of 1925, which referred solely to one area, usually spoken of as the Doncaster area, and recommended that a Commission of a more technical character be appointed to investigate this particular case. This recommendation was acted upon, and the Commission thus appointed reported early in 1928. Here it is necessary only to indicate the nature of the special problem that had to be solved, the proposed solution being mainly of local interest. The Doncaster area consists of about 330 sq. miles of low-lying land in the southeasterly portion of Yorkshire and adjoining parts of Lincolnshire and Nottinghamshire. No less than 78 per cent, of this land lies below the 25-ft. contour line, and a good deal is even below high-water level. It includes a large tract of land known as Hatfield Chase, swampy ground which has always been a source of trouble on that account, so much so that in 1626 a Dutchman, Cornelius Vermuyden, was called in by King Charles I to devise and execute schemes of drainage for its reclamation. A strong yield point with attendant enhanced mechanical properties was found in commercially pure beryllium under certain conditions of heat treatment. Beryllium specimens also responded to both quench and strain aging treatments. Based on these results, a possible means of obtaining increased normal temperature mechanical properties is suggested. COMMERCIALLY pure beryllium has been found to exhibit the yield point phenomenon and several other aging manifestations under certain conditions of heat treatment. This behavior is not surprising in view of the present accumulation of experience regarding such effects in numerous metals; but in addition to extending this experience to include beryllium, the present study is of interest because aging effects are generally associated with the presence of small amounts of solute elements. The well known lack of tensile ductility in beryllium at normal temperatures is also considered to be due to impurities in some way. In the present investigation, the view was taken that beryllium of commercial purity (greater than 98 pct) should be considered as a dilute alloy and that precipitation phenomena may well exist which could lead to enhanced mechanical properties. In connection with this possibility, published data on the variation of mechanical properties with temperature are of interest. For example, Fig. 1 illustrates the variation of ductility (percentage of elongation) and ultimate strength as a function of temperature for beryllium of various histories.* Although these curves are somewhat schematic in nature, they clearly indicate the possibility that precipitation of an unstable phase and/or aging effects occur during tests in the region 400" to 700°C. The existence of such behavior should be recognized as affecting the properties of the commercial material and perhaps can be employed advantageously. Experimental Method All testing was done at room temperature using a Baldwin universal testing machine. A microformer extensometer was used in conjunction with a micro-former-type stress-strain recorder. All tests were conducted at constant loading rate, the slowest rates being used. This corresponded to 120 lb per min in the 1200 lb full scale range and 300 lb per min in the 6000 lb full scale range. After the rate of loading was set in the elastic range of the material during the early part of the test, no further adjustments were made, allowing the test to proceed at that setting. In the plastic region of the curve above the yield region, strain rates of from 0.002 to 0.006 in. per min were regularly obtained. All experimentation was carried out on specimens machined from the same lot of beryllium, lot No. Y5036BP. Table I shows the chemical analysis as furnished by the supplier, Brush Beryllium Co., as well as the standard specifications to which commercial beryllium is produced. Both 1/4 in. thick hot pressed plate and ½ in. round hot pressed and warm extruded rods were obtained. The history of the material is reported to be as follows: 1—Beryllium metal plates, produced from a standard hot pressed QMV beryllium metal block 4x15x40 in., were cut off and finished machined to 1/4x6x12 in. flat plates. The original hot pressed block was made by hot pressing —200 mesh vacuum cast attri-tioned powder at about 1050°C under vacuum. 2—Beryllium rod was hot pressed and warm extruded. Extrusion billets were machined from the regular hot pressed blocks followed by extrusion at 425°C. The extrusion was done without jacketing, and graphite was used as a lubricant. The rods were then straightened at 720 °C, after which they were annealed at 800°C for 15 min. Both flat tensile specimens and round tensile specimens were tested. The former were machined from the plate stock into standard specimens according to specifications shown in ASTM E8-52T. The nominal cross-section was 0.25x0.500 in. and the gage length was 2 in. POPULAR opinion, as it might be termed, has always been of the trend that a flotation reagent added to the ball mill during grinding would be more thoroughly mixed with the pulp and for that reason more effective in the production of low tailing. That there are other effects, inimical to good flotation, when using so-called chemical reagents, is brought out by the series of tests outlined in Table 2. It was defi-nitely proved that if either the T. T. mixture (20 per cent thiocarbanalid-80 per cent orthotoluidin) or po-tassium xanthate were added to the ball mill the result-ing flotation concentrate would be lower in copper and higher in insoluble than the concentrate produced by adding these same reagents without the ball mill cir-cuit. With the T. T. mixture four sets of tests were made. The screen analyses of the flotation feed show that there was very little difference in the original grind-ing. When the T. T. mixture was added to the head of the flotation machine the flotation concentrate had a little over 61 per cent solids -200 mesh. If the mix-ture was put into the ball mill the flotation concentrate had but 40.7 per cent of the solids -200 mesh for one set of tests, and 49.0 per cent for the other set. With the mixture at the head of flotation the total concen-trate was high in copper (34.715 and 36.525 per cent) and low in insoluble (13.20 and 11.61 per cent). The assay of the concentrate when the T. T. mixture was introduced into the ball mill was what might be termed low in copper (29.389 and 30.833 per cent). In one of these 'sets of tests (periods 8 to 11, third column) the insoluble was high, 16.81 per cent. The other run (peri-ods 12 to 15, fourth column) for some unknown reason shows a low insoluble, 12.72 per cent. With similar grinding the addition of potassium xan-thate to flotation produced a concentrate having 62.8 per cent -200 mesh, whereas with the potassium xanthate added to the ball mill the flotation concentrate was very coarse, only 36.4 per cent passing 200 mesh. The difference in the total assay of the concentrate is remarkable ; 35.847 per cent copper when the xanthate went to flotation and 30.44 per cent copper when the xanthate was added to the ball mill; insoluble, 10.94 per cent in the former instance, as 22.15 per cent in the latter.

The expression "unit process " comes up with increasing frequency in discussions among metallurgists and mineral engineers, especially among those concerned with training the next generation. The unit process approach characterizes a significant advance along the road from metallurgy as an empirical art to metallurgy as a branch of engineering. The purposes of this paper are to define and list the unit processes in specific terms, to indicate the scientific and engineering principles basic to all the unit processes, and finally to show how these ideas have been applied to a reorganization of instruction in chemical metallurgy. Unit Operations and Unit Processes Metals are extracted from ores and other raw materials by stepwise procedures. In general, each metallic element is extracted by a different procedure. For many of the metals there is a choice of several flowsheets. However, the procedures all have steps in common. In fact, the many different flowsheets are all made up of a relatively small number of steps which are combined in different groups and sequences. For example, crushing, screening, roasting, sintering, melting, and gaseous reduction are steps which each appear in the Bowsheets for extracting the majority of the metals. The individual steps or flowsheet units can be designated as unit operations or unit processes. These terms are well established in the field of chemical engineering, as the American Institute of Chemical Engineers' definition of chemical engineering shows: " Chemical engineering is that branch of engineering concerned with the development and application of manufacturing processes in which chemical or certain physical changes of materials are involved. These processes may usually be resolved into a coordinated series of unit physical operations and unit chemical processes. The work of the chemical engineer is concerned primarily with the design, construction, and operation of equipment and plants in which these unit operations and processes are applied. Chemistry, physics, and mathematics are the underlying sciences of chemical engineering, and economics its guide in practice."'1a In this definition, the distinction between unit operations and unit processes is that the unit operations are physical while the unit processes are chemical. Table I gives a list of the principal unit operations and unit processes of chemical engineering, taken from Shreve.1b Table 2 lists the principal unit operations and unit processes used for metal extraction. The division between unit operations and unit processes is similar to the chemical engineers' distinction and also correspollds approximately to the division of labor bctween mineral dressing and chemical metallurgy which has been customary in the past. Furthermore, it will be noted that in the proposed classification the unit processes primarily involve chemical reactions and/or changes in state of aggregation; the unit operations primarily do not involve either bulk

Probably one of the most perplexing problems with which a mill operator contends is the proper evaluation of his mill results. True, he accurately determines his recoveries of metals and grades of products monthly, weekly, and often daily. These figures do not of themselves directly translate to mill economics. When one figure is unusually good there may be an offsetting circumstance. The advantage of high lead or zinc concentrate grade may be offset by poorer recovery; high lead recovery may be offset by poorer zinc recovery, or vice versa; and so on. Besides, grades or recoveries may not of themselves mean more than a reflection of the grade and character of the ore during the period under study. What the operator sorely needs is some one measuring stick that tells him when he has achieved his greatest return, regardless of grades or recoveries—for if he knows his methods and practices are yielding the optimum return he need no longer concern himself with the assays of products and tailings, or the corresponding distribution of metal values. At first blush it would appear that the obvious answer to this is the actual money return to the mill. Paradoxical as it may seem, however, money return does not make a dependable yardstick any more than do grades and recoveries, as ore condi- tions would vary enough to bring about greater money return during periods when the actual metallurgical work is not as good. The mill operator, of course, should always aim for the greatest return on the ore, once it is in the mill bins, with proper attention always to mill treatment cost. The need of a proper yardstick becomes more imperative with the increasing complexity of the problem. In the case of a simple, single-product operation on a fairly uniform ore, in which only one metal is of significant importance, the need is not great, as grade and recovery pretty well tell their own story. At the other extreme is the operation that makes three or four separate marketable products from a complex mixture of heterogeneous ores that vary tremendously in individual metal contents and ratios, degree of oxidation, and other characteristics, and in which gold, silver, copper, lead and zinc are all significant values. Economic Recovery The first attempt at obtaining a proper single yardstick for a fairly complex ore with which I am familiar is the use of the ''Economic Recovery" term at the lead-zinc flotation mill of the Sunnyside Mining and Milling Co., Eureka, Colorado. This method had been applied there early in Sunnyside flotation-mill history (not later than 1920) and credit for the innovation I believe belongs to Messrs. Kuryla and Marquand. PATENT records show that the attempt to improve the burning of fuel by mixture or pretreatment with chemicals dates back to the early years of the last century. By 1845 English and French patents had included the specific beneficiations of elimination or reduction of smoke, soot and clinker; reduction of the ashes; elimination of sulphur fumes; increase of the rate of burning; increase of the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 lb. or more per ton of fuel, but after 1860 the quantity was seldom more than 4 lb. There is no record of the extent to which these patents were commercialized, but after 1874 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many proprietary products were marketed under the general name of "fuel savers," the principal sales being in small packages for the use of householders; savings of from 10 to 40 per cent of the coal were promised. Starting with 1927, the use of proprietary or other mixtures of chemicals was extended to power plants and to treatment of coals at the mines, the claims of saving of fuel being subordinated to those of general improvement and, in particular, to reduction of clinkering. Such expectations are attractive and a number of companies experi-mented with or adopted the practice. There were reports of improved operation, but, apparently, few were confident enough that these improvements were due to the salts to publish the results of tests or their records of operation. There are no data on the yearly tonnage of coal treated but indirect reports suggest that it has been relatively large. Since its establishment in 1910, the U. S. Bureau of Mines has con-tinually received inquiries about these products. At the request of. other governmental departments it made tests in 1910, 1916 and 1930, using certain proprietary products applied according to the instructions of the vendors; these tests were made with eastern coals in domestic and

The sulfur content of coal is perhaps more important in the manufacture of illuminating gas than in any other coal-using industry. Whether the gas is made by the distillation of coal in retorts or ovens or by steaming incandescent coal or coke in the water-gas process, a portion of the sulfur present in the fuel always passes into the crude gas. Practically all the sulfur that remains in the finished gas is transformed into sulfur dioxide (SO2) when the gas is burned. Sulfur dioxide is a pungent suffocating gas and, if present in the air in any perceptible amount, is deleterious to health and comfort and damaging to house furnishings. SO universally is this recognized that laws regulating the amount of sulfur that may be permitted to remain in the gas are very generally in force. The capacity of a plant to purify gas frequently limits the selection of coal for gas making. This condition may arise from different causes. Some plants were originally designed to handle a certain grade of low-sulfur gas coal, and very little leeway was allowed for growth or for the use of inferior coals. Other plants, when built, had ample capacity to purify gas from relatively higher sulfur coals, but their output has grown so rapidly that their purifying capacity is now limited and only the low-sulfur coals can be handled. There is a great quantity of coal in the United States that would satisfy the requirements of the gas manufacturer, were it not for the high sulfur content. The coals containing less than 1 per cent. sulfur are becoming scarcer year by year and, in time, the gas industry will probably be compelled to use coals that are now considered out of the question. Sulfur Compounds in CRude Gas Sulfur exists in unpurified illuminating gas in a variety of compounds; chief of these are hydrogen sulfide (H2S) and carbon disulfide (CS2). In crude coal gas H2S is usually present to the extent of 0.5 to 2.0 per cent., by volume, equivalent to about 300 to 1200 gr. per 100 cu. ft. of gas. The technology involved in the Sherritt process for the recovery of nickel and cobalt from sulphide concentrates and mattes is presented in a manner which emphasises the chemistry of the process. The hydrometallurgical process takes advantage of the differing stabilities of the various oxy-acids of sulphur from thionates through thiosulphates to sulphate. Some separations are based upon stability differences, some upon kinetic differences and some upon valence state differences and similarities The engineering and economic factors involved in hydrometallurgy are not discussed in either detail or depth.

Soviet industrial expansion depends on coal as a source of power and raw materials for the USSR's metallurgical and chemical industries. Knowledge of the Soviet Union's coal resources and production outlook is essential for a critical evaluation of the Soviet industrial potential. Although there is considerable literature on the Soviet coal industry, no single source provides an authoritative study of how the coal industry functions and how well it per- formed its job. Soviet reports are singularly lacking in the precise data in terms that are comprehensible to a westerner. It is essential, therefore, to clarify the terms in Soviet parlance. These terms are not comparable to those in common use in the West and are the cause of most inaccurate results. Official Soviet data on labor productivity refer to a limited group of "production workers" while in the West all wage earners are counted. Statistics are based on unprepared or run-of-mine coal, whereas it is customary elsewhere to measure productivity in terms of marketable coal. Thus, many western publications, while diligently and accurately reporting published Soviet data, overstate the case, presenting an exaggerated picture of Soviet progress in coal production and technology. (In terms of Western criteria, there is a three-fold exaggeration of labor productivity.)

Chlorination and chloridization behaviors of pyrite, pyrrhotite, chalcocite, covellite, chalcopyrite, bornite, heazlewoodite, millerite, and pentlandite in chlorine, gaseous ferric and sulfur chlorides were investigated by thermogravimetric analysis. The reaction mechanisms are discussed in terms of theoretical weight changes, thermodynamic calculations, and X-ray analyses of reaction products. The experimental findings are in direct application to the development of a scheme for producing nonferrous metal chlorides, elemental sulfur, and ferric oxide from complex sulfide flotation concentrates.

The improvement in the quality of cast iron by means of alloy additions has been a metallurgical accomplishment of recent years. Work in this field has shown that chromium is one of the most effective of such additions but, in general, the influence of chromium has been studied only in connection with other alloying additions, with irons other than foundry irons, or with relatively high percentages of chromium. The present study was initiated for the purpose of determining the influence of small additions of chromium (0.25 to 1.00 per cent) on the quality and resultant properties of cast irons of various foundry grades. The effect of small chromium additions on cast iron was investigated with particular reference to casting characteristics, hardness vs. section, strength, machinability, heat resistance and structure. Material Tested Three separate types of cast iron were investigated as to the effect of small chromium additions. The first series of these irons was prepared from remelted foundry cast iron at the Union Carbide and Carbon Research Laboratories, and the other two series consisted of cupola melts made under usual operating conditions. The first series was made by melting 30-lb. charges of foundry scrap iron containing 2.86 per cent carbon, 2.72 silicon, 0.50 manganese, 0.062 sulfur and 0.794 phosphorus in a carbon resistance furnace. The chromium was added as high-carbon ferrochrome just before pouring. The irons were cast at approximately 1250" C. (2282" F.). The analysis and physical properties of these irons are given in Table 1, test 1. The second set of cast irons was made in a cupola in accordance with normal practice, the charge containing approximately 42 per cent steel scrap and the chromium additions being made to the ladle. Analysis and tests of these heats are shown in Table 1, test 2. A small amount of copper was present in heat C of this series. Further data on the effect of chromium on strength were obtained from a third series of 13 cupola heats containing from 0.06 to 0.50 per cent chromium and made without steel additions. WHEN Hugh Lee Pattinson discovered, in 1829, that the crystals formed during the slow cooling of molten lead were poorer, and the remaining liquid richer in silver, than the original lead, an important step was made in the metallurgy of this metal. Being the first process applicable to the desilverization of low-grade lead bullion, it soon found its way into all European countries having such a product to treat, thereby effecting the saving of many ounces of silver annually which previously had been thrown away. The old hand process was expensive, as viewed from the standpoint of more modern methods; the labor was great anti the tonnage was small, but on the other hand the results were fairly, satisfactory. This process flourished for some time after the introduction of the cheaper Parkes process in 1852 and it is still in use in a few European smelteries. Only one notable improvement was made on the original process, that of Luce and Roan at Marseilles, France. It consisted in the application of steam for stirring and the tapping of one-third of the liquid lead, through perforated plates covering the tap holes flush with the bottom of the kettle, thus leaving two-thirds in the form of crystals in the original kettle. This modification considerably lowered the operating costs as it permitted of much larger kettles, an increased tonnage and eliminated much of the slow, hard labor of the hand process.. The Luce and Rozan process has persisted in its original form to the present clay. Stephen Tredinnick, English born, spent most of his years around the Luce and Rozan plants at Marseilles and elsewhere in Europe, coming later to Eureka, Nev., in 1878, to operate the Luce and Rozan plant at that point. Mr. Tredinnick was a competent Luce and Rozan operator and being devoted to the process he firmly believed that with modifications the costs could be so lowered as eventually to supplant the Parkes process.

IN the West, capitalists have expended many millions of dollars developing the low-grade porphyry ores of copper. Half a dozen of these great enterprises have proved to be wonderful commercial successes. They have demanded improved crushing and concentrating machinery and consequently it has been .developed. Many improved methods, cheap power, superior business organization, all these have contributed to this success, but the main feature is the handling of the material in enormous quantities, on a manufacturing scale. The mining chance of "striking it rich" has been eliminated by the manufacturing certainty, of handling large quantities of material of known valise, which while of relatively low grade, is available in large tonnages, assuring a supply for .many years' run of the mill. Then the returns on the money invested are sure. The concentration of low-grade magnetic iron ores, separating the magnetite crystals from the gangue by the use of magnets, is a field of work in which the lessons taught by the development of the porphyry coppers can be studied to advantage. Large-scale operations, and the liberal expenditure of enough money at the start to insure the most economical operations, are the means of securing the desired results. The problem is to utilize millions of tons, and we may safely say billions of tons, of now worthless iron-bearing rock and to, produce from it 10,000,000 to 20,000,000 tons per year of high-grade ore carrying 60 per cent. iron or, higher;. to take the lean material as found in nature, varying widely in iron content, and bring it up to a uniform standard of shipping ore. At present these ores are mined carrying from 25 to 50 per cent. iron, and the shipping product is brought up to 60 or 65 per cent. Fe. If future economies of operation make it possible to extend this process so that 15 per cent. iron in the crude ore can be treated as a commercial success, the additional tonnage available will be enormous. A 15 per cent. Fe crude ore raised to 60 per cent. Fe concentrate with 5 per cent.

Although the opinion has prevailed for several years that bottoni-hole choking under certain flow conditions should effect an increase in flow efficiencies, the use of bottom-hole chokes until recently has been limited in application mainly because of mechanical difficulties encountered in their construction. Within the past year, however, bottom-hole choking, through the development of a removable type of choke, has been applied successfully under various conditions of flow in many Mid-Continent fields. The observation of these field tests indicates that bottom-hole choking, although not applicable to all flow conditions, has an important place in the operation of oil and gas wells. This paper gives briefly the conclusions drawn from the data obtained from the experiments with this bottom-hole choke under various flow conditions, and a description of the choke and its operation. Purpose of Bottom-hole Choking Since, in a normal well, the velocity with which the column of gas is moving generally has a direct bearing upon the quantity of oil it can lift, probably the main purpose of bottom-hole choking is to accomplish an increase in the velocity of this- rising column, particularly in the lower portion of the tubing string. This it does first, by expansion of the free gas accompanying the oil; next, by liberation and expansion of some of the occluded gas normally carried in the oil to the surface; and lastly, by atomization, which results in a more intimate and uniform mixture of the oil and gas. It is apparent, then, that if this velocity, particularly in the lower portion of the flow string, at a given rate of production, is inefficiently low, owing either to an insufficient supply of gas or to excessive surface choking, and slippage takes place, bottom-hole choking should bring about an increased velocity of the gas and hence an increased lifting capacity. But if the velocity of the column of gas at this same rate of production through a surface choke alone is at or above a velocity necessary to lift the oil efficiently, increasing the velocity by bottom-hole choking would probably serve no useful purpose, other than to steady the flow by the better mixture of oil and gas and to lower delivery pressures.

INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units. DoctoR Albert Sauveur, distinguished scientist and Honorary Member of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering' this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future responsibilities with which it is accompanicd. Several of the previous lecturers had the good fortune to attend the classes of Professor Howc and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it. Howe's ability to stimulate others by his deep understanding and clarity of expression was truly remarkable; but just as striking was his intuitive judgment concerning the implications of metallurgical data in the arts and scienees. It therefore seems fitting that this lecture comprise a broad treatment of the subject chosen, rather than a closely documented thesis on any one phase of the problem; that in it attention be focused

Flotation and adsorption studies of ilmenite with technical oleic acid, pure oleic acid, and mixtures of each of them with n-hexadecane have been conducted. From them it is concluded that the depression of ilmenite caused by a too long conditioning time is due to adsorption of the collector onto the fines produced by attrition in the conditioning cell, and that fuel oil is necessary for economic flotation of non-deslimed ilmenite ore. This beneficial effect of fuel oil is attributed to van der Waals forces, of the hydro-carbon chains.
