Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;l-9 in labor periodicals,10,11 in popular journals and periodicals,l2, 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council,9, 14-15 the American Mining Congress,l.l6 the American Institute of Mining and Metallurgical Engineers,2,4 the Mine Inspectors' Institute of Amerthe Coal Mining Institute of America,5 19 the American Standards Association, and others.20.21 Mining safety is a joint problem of management and the individual workman. Safety is not attained and will not be attained solely by laws, decrees, and commands because, if it could be done in this manner, acceptable mining safety would have been achieved long ago by the individual states in our Nation and by the nations abroad. The best safety performance is found at plants where management provides a safe environment for the workers; where supervision is efficient and super- visors, others concerned with promoting safety, and the individual worker know through training, experience, and personal contact the safe and unsafe practices of their field; and where the trained individual worker has become safety-minded by experience, quiet influence, unconscious suggestion, and personal guidance. Despite what may be said to the contrary, progress has been and is being made in mining safety. This is shown in Fig 1 to 4. It is beyond the scope of this paper to give possible reasons for the valleys and peaks in the fatal-injury rates. Some recent factors that appear to be contributing to the improvement in these rates are briefly discussed. Aside from mining equipment, "what's new in mining safety" for some mines has been in effect or was tried by others long ago. A safety pro- gram is a living thing; as such, it must be vitalized and continuously fed with enthusiasm, constructive action, and improvements. Because safety is concerned with human conduct, it is necessary to practice safety at all times; if not, it is soon forgotten, and accidents occur. Mining-safety Records The large employment and production concerned with anthracite contribute much to the mining-safety records of the mineral industry. Approximately 81,000 persons are. employed in this industry having mines concentrated in an area of 480 square miles in northeastern Pennsylvania. Because of the achievement of the anthracite industry in safety during 1948, the other branches of the mineral industry can profit by a study of what has been done to achieve that record. Where one mineral is produced by other large groups having methods of mining that are similar in many respects to the anthracite-mining methods, an achievement in such a large industry is important. Salient factors concerned with safetye in the anthracite industry are: no radical change has occurred in the mining-safety regulations pertaining to anthracite mines. CHARLES H. FULTON, chairman, presided at the first session of the Mineral Industry Education Division on Wednesday morning. Reporting for the program committee, Edward Steidle, its chairman, pointed out that its function was not to arrange programs for meetings but to plan a program for the Division to follow in the development of its activities. This was appropriately followed by presentation and discussion of his paper, "Basic Trends in Mineral Industries Education," which, being available in printed form, was only presented in oral abstract. Jay A. Carpenter submitted interesting written discussion that was read, in his absence, by A. M. Smith. Most of the morning was devoted to the discussion of the paper, which was too extensive and ranged too widely to attempt to report in much detail. H. T. Mann, H. P. Hammond, Cadwallader Evans, C. H. Fulton, T. T. Read, D. F. McFarland and P. B. Bucky joined in the discussion, Mr. Hammond making a plea for more unification in mineral industry education, saying that in the study he made for the Society for Promotion of Engineering Education about 35 different curricula preparatory to work in the mineral industry were discovered to exist. He felt that most of the needs of the mining industry could he met by men who had had four years of engineering training of good enough basic quality to permit them to advance along special lines. However, there was apparently a growing demand, as reflected by the increasing number of candidates for the Master's degree in engineering, for men with more thorough training in the fundamentals.

There is a road into the microscopic realm that has remained untraveled through all these years of intense activity with high-power optical and electron microscopy. The road is worthy of careful scouting by metallurgists and other investigators, for it leads into relatively new country and it makes some areas accessible that heretofore could be reached only by very indirect paths or by the use of imagination. And when the road passes through familiar territory it frequently permits a new view of commonplace things that should prove of value from time to time. An accepted way to interest people in new sights such as this is to present an illustrated travelogue. This I propose to do, using many pictures taken in my recent exploration of this road. In the manner of travelogues, I shall touch briefly upon a large number of different subjects in physical metallurgy and shall attempt to give an exhaustive treatment of none, for the objective is to provide a means for further research, to interest others in it, and to indicate what appears at the moment to be profitable directions for it to take. The method I shall present involves X-rays, but does not make use of the usual accompaniments of X-ray research such as reciprocal lattices, Fourier series, or the stereographic projection. The method is so simple in its fundamentals that it could have been developed 2o years ago, or perhaps even 30 years ago. It is well to have a destination for our travels, so that when we are through we shall have explored some region of importance, despite our preoccupation with the novel means of transportation and our interest in the sights to be seen along the way. So let us name the Cold-worked State as our destination, and make side trips into the territories known as Recovery, Recrystallization, and Precipitation-hardening. A great many investigations have been made of the nature of cold-worked metal, and a great variety of methods used, many of which are indirect, such as X-ray line intensities, X-ray line widths, calori-metric measurements, and magnetic measurements. Since comprehensive reviews of these investigations have been published in recent years, they need not be discussed here. The investigations that were the direct forerunners of the present work should be first mentioned. In 1931 I became interested in the structure of individual spots in X-ray diffraction patterns.l When a crystal is placed in the narrow pencil of X-rays in a Laue camera, the spots recorded on the film are not always uniformly black, but may have an internal structure. The meaning of this may be understood from Fig. I, which represents a narrow beam containing X-rays of many wave lengths (''general radiation") penetrating a crystal in the direction of the arrow and forming a pattern on the vertical film at the right.

The physics and chemistry of the flotation process are not well understood. Many papers dealing with the theory of flotation have been published but most have been narrow in their viewpoint. No theory advanced has done more than explain, more or less satisfactorily, various isolated phenomena. Scientists have done little with the problem, doubtless because they have not seen sufficient of the practical side of the subject to have their interest aroused. Any attempt to explain the mechanism of flotation that considers only contact angles, surface tension, adsorption, the floating of needles, flocculation, or any other single and narrow phase of the question is sure to be disappointing. Flotation is a problem of colloid chemistry and must be studied as such. In a broad general way, flotation is a process involving and operating by virtue of surface reactions. The term "surface reactions" may be open to criticisms. Many chemists give the term "reactions" a definite and restricted meaning and to such the term may connote change in atomic grouping in strict stoichiometric ratios. While Langmuir looks upon adsorption as a reaction, and there is much evidence in support of this view, we may look on adsorption as a physcial process as far as this paper is concerned. The term seems well suited to the work in general. Presumably these reactions are reactions between the same kinds of forces (electrical) and differ only in degree and in the surface manifestations produced. THE oil industry in California during 1929 reached new heights and new depths in the discovery and development of the oil resources of the State. The discovery of new fields, and more especially the discovery and development of deeper prolific sands in known fields has, for the first time in its history, brought the potential production of completed wells within the State to over 1,000,000 bbl. oil per day. Constant improvement in equipment and technique has made possible economic development to depths unheard of but a few short years ago. Commercial production from a depth of over 4000 ft. was considered quite an accomplishment in 1923 when the Meyer sand at Santa Fe Springs was developed, and when later oil was successfully raised from this depth.

The death of Louis Janin, which took place Mar. 6, 1914, at Santa Barbara, terminated the earthly career of almost the last survivor, and one of the most illustrious members, of that group of American mining engineers and metallurgists who, in the last quarter of the nineteenth century, directed the development of the mineral resources of the Pacific slope. THE introduction of a new fuel, such as natural gas, necessitates careful study where it has not been used previously. At the El Paso smelter natural gas required the installation of apparatus with which no one at the plant was familiar, either as to the type of equipment needed or as to the burning of the gas in it. Observation of existing installations of a similar character and assistance from gas engineers served as a basis to determine what was advisable to use. The gas line entering the plant goes to a metering station equipped with a duplicate system of pressure regulators, a temperature recorder and the gas company and smelter orifice meters in tandem. In 1887 I proposed slight changes to the classification generally used, for more convenient description of our coal-fields in my report on the statistical history of coal in the States during 1886 for the United States Geological Survey. IN his highly interesting paper on "Piping and Segregation in Steel Ingots,"1 Prof. Howe emphasizes the effect of successive phases of internal pressure in the ingot in the evolution of gas, and the consequent formation of blow-holes. From his statements in other places, it may be inferred that he does not here intend to ignore the other variable factor, temperature, but rather to discuss this one more particularly. At all events, it is my purpose not to engage in controversy with Prof. Howe, but rather to contribute, towards the complete elucidation of this important subject which we all desire, my own views and experience. If, in doing so, I specially emphasize other factors than pressure, I need not be understood as denying what I do not think it necessary to discuss fully. Nor, in presenting my own original conclusions, need I be understood as claiming to be the first who ever reached or announced them. Many things are asserted or suggested upon inconclusive evidence; and to confirm such tentative propositions may be as valuable a service as to overthrow them. In the following passage, Prof. Howe adduces analogies, based upon the behavior of charcoal and of water, respectively, which seem to me questionable "In general, the. solvent power falls as the pressure falls ; and in general it rises as the temperature falls. Thus, to heat a solid, for instance charcoal, may expel part of its dissolved gas ; and a tumbler of water drawn cold from the faucet gradually evolves gas, as it stands and warms up on the sideboard." (p. 238.) Charcoal is a solid body, which has the property not only of absorbing gases in large quantities, but also of expelling the thus absorbed gases upon heating. The South-Central Osa Peninsula produced around 30,000 kg (100,000 troy oz) of gold since prehistoric times. Gold freed by erosion from quartz lodes in the Mesozoic Nicoya ophiolite complex was reconcentrated through three generations of Quaternary sedimentary deposits. Resultant gold placers grade upward from 1 g/m3 (0.03 troy oz/m3) and are of moderate size.

It is indicative of the emergence of maladjustments and problems that perplex our thinking and frustrate our activities. Instead of a world in which scientific discoveries and their applications through engineering to the processes of wealth production are regarded as the royal road to progress, we now find science and engineering being made responsible, in no small degree, for our economic and social troubles; and the powers of government are even being invoked to stem the tidal wave of technology. Indeed, there is a deep-seated fear, manifested in the writings of some of our greatest scientists as well as in popular discussions, that science may destroy our civilization.

ALTHOUGH Greater New York does not bear any resemblance to a great mining district, the mining operations that are being conducted in and about the city are both extensive and interesting in character. With regard to the extent, it may be mentioned that, at. present, there is more dynamite used in New York than in any mining district in the United States; that there are under construction about 38 miles of tunnel, and that 66 miles more are projected, most of which must be constructed in the near future ; that since 1902 at least 2,000,000 tons of earth has been removed in underground work, in addition to about 3,500,000 tons that has been removed in, open-cut in connection with tunnel-work, and many times this quantity that has been removed in excavating foundations for buildings not connected with tunnel-work; and that there are to-day probably more than 5,000 men engaged in mining-work in and about New York City. These undertakings include almost every operation connected with underground work, from exploration by means of trench and boring, to the sinking of large shafts and the driving of large tunnels through every kind of ground from hard rock to soft, semi-fluid silt and quicksand. It is proposed in this paper to give a general description of some of the methods and appliances used in the opening-up ,of a "mine" in a large city, and a brief description of some of the "mines" now being developed in New York, connecting as far as possible the methods described with the particular work for which they were designed, in order to give a general idea of the

CHANGES in industrial practice, in plant design, and in research methods which are so clearly to be seen on every hand, have affected the mineral industry as well as others. In particular, ore dressing has passed through a revolution in practice brought about by the introduction of flotation and other quasi-chemical methods, until it has ceased to be solely the mechanical preparation of ores. In fact, the term "ore dressing" itself is obsolescent, and "mineral dressing" has been growing in popularity. This assures adequate recognition of the fact that mineral substances other than ores, e.g. coals, clays, and cement rock, are treated by the same general methods. As a result of these industrial changes it was felt that a complete rearrangement of the curriculum and laboratories at the Massachusetts Institute of Technology would be ad-vantageous. Such a rearrangement would allow instruction and research to proceed in wider accord with industrial evolution and the needs of our times.

AN interesting study of the application of air-, conditioning to the problem of mine ventilation and cooling can be found on the Witwatersrand in South Africa. Here there are a large number of deep mines in a relatively small area. Due to the nature of the reef, many mines are working at a depth of 6000 ft. and some have gone down to 8000 and 9000 ft. below the surface. At such depths, even in a country geologically as old as Africa, the virgin rock temperature approaches 110°F. The flow of heat from the- rock to the ventilation air is tremendous though the shaft or drift may have been open to ventilation for some years. In addition, there is the heat produced by machinery, lights, and men at work and the heat of adiabatic compression of air introduced into the mine. The difference in atmosphere pressure between the collar of a shaft and a level 6000 ft. below is nearly 3lb. per sq. in., resulting in an increase in heat content of nearly four B.T.U. per pound of air delivered to the mine at surface. Further the exclusive use of wet mining to reduce the incidence of miner?s phthisis increases the latent- heat content of the air.

ECONOMISTS have predicted that the present business depression ultimately may pay big dividends to industry through the cumulative savings resulting from technical improvements and merchandising advances that might never have been developed under normal conditions. Waste prevention is a sound medicine for economic ills. In theory, this prescription may be applied not' only to raw materials, but also to labor, fuel, over- head, and other phases of production. Actually, how- ever, regardless of the efficiency of operating practices, waste is inevitable in the production of many commodities. The problem then becomes one of profitable utilization of waste rather than prevention.
