NATURE has provided us with many metals, but with few really good ones, and frequently the better metals are the rarer. It is to this circumstance that many physical metallurgists, inventors, and just plain experimenters owe their employment, for much of their work is directed, consciously or otherwise, toward the alleviation of some of the more serious shortcomings of the cheaper, less noble, and weaker metals; by alloying, age-hardening, passivating, cladding, plating, and other useful dodges, which sometimes permit the substitution of one of the less gifted metals for one of the really good ones. As a matter of fact, the varied needs of our complex civilization could be quite well met with only five metals, if they were sufficiently abundant, and one of the five would certainly be platinum, the most noble and versatile that nature provides. Many metals are difficult to handle and seem to take pleasure in defying their investigators to find good uses for them, and finally when a use is found it is frequently quite a specific one; in other words, a hole has to be found--or perhaps made-to fit the peg. It is for this reason that a large amount of research must be con- ducted before the more recalcitrant metals become really useful. In platinum, however, we have a metal that inherently possesses so many valuable attributes that it became useful as soon as methods for producing it in massive ductile form were devised, and once its complicated chemical behavior was understood it became principally an aid to research rather than the subject thereof. The system of stoping described in this paper was first introduced at the Champion mine of the Copper Range Co., Painesdale, Mich., in 1929, and since that time has been developed to a high state of efficiency. The method was devised to overcome some of the objections to the system of horizontal cut-and-fill stoping formerly employed at this mine and has done so successfully. The objections to the old system became more pronounced as the depth of mining operations increased and a change became a matter of necessity. While the combination of conditions encountered at the Champion mine is rather unusual, it is believed that the sublevel system developed there could be employed advantageously at other mines, though certain modifications might be necessary. This paper describes the method and the results obtained through its use, and suggests modifications for making it applicable under quite different conditions from those at the Champion mine. Champion Lode The lode being mined at the Champion mine is the heavily brecciated top of what is known in the district as the Baltic lava flow. The brecciated portion of the lode varies from 6 to 50 ft. in width. Under this breccia is the thinner, tighter, amygdular portion of the lode; under the amygdular portion is the trap footwall. Native copper is found deposited in the rock fragments of the breccia, in the cementing material of the breccia, in the amygdules and in the trappy rock under the amygdular part of the lode. In some places masses of copper many tons in weight extend far into the footwall of the lode. The Baltic lode on Champion property is 8000 ft. long, very straight along the strike, and dips uniformly 70' to the west for 3000 ft. in depth, at which point the dip begins to flatten slightly. The width of the copper-bearing portion of the lode varies from 10 ft. to as much as 80 ft. in a few places; the average width now mined is 17 ft. THIS paper treats primarily of the valuation of developed coal properties by the method of capitalizing their estimated average future earnings. However, in it reference is also made to valuations of undeveloped coal lands and to various methods of appraisal other than by future earnings. FUNDAMENTAL VALUATION PRINCIPLES Before discussing in detail coal property valuations, a few statements bearing on the general subject will be made to present certain of the writer's views on the question as a whole. 1. A certain property at a given time has but, one true value. This is not universally admitted. The appraiser rather frequently finds that a coal owner has in mind three valuations for his holdings; one, the figure at which he feels they should be appraised for taxation purposes; another, the much higher one that should be used if a loan is to he negotiated on the property; and a third, intermediate between the other two, the price for which he would be willing to dispose of his holdings were they for sale. The last is usually nearest to the true value, and because this is so the statement is generally accepted that the fair value of such a property is the price arrived at by negotiation between a willing seller and a willing buyer who are otherwise disinterested. 2. Notwithstanding the foregoing, it is only very generally and approximately true that the proper measure of the value of a given developed1 coal acreage is the unit or per-acre price for which one or more bodies of similar coal in the salve district have been sold recently. MOST illustrious Princes, often have I considered the metallic arts as a whole, as Moderatus Columella2 considered the agricultural arts, just as if I had been considering the whole of the human body ; and when I had perceived the various parts of the subject, like so many members of the body, I became afraid that I might die before I should understand its full extent, much less before I could immortalise it in writing. This book itself indicates the length and breadth of the subject, and the number and importance of the sciences of which at least some little knowledge is necessary to miners. Indeed, the subject of mining is a very extensive one, and one very difficult to explain ; no part of it is fully dealt with by the Greek and Latin authors whose works survive ; and since the art is one of the most ancient, the most necessary and the most profitable to mankind, I considered that I ought not to neglect it. Without doubt, none of the arts is older than agriculture, but that of the metals is not , less ancient ; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all the works of agricul- ture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals ; for this reason the metals are of the greatest necessity to man. When an art is so poor that it lacks metals, it is not of much importance, for nothing is made without tools. Besides, of all ways whereby great wealth is acquired by good and honest means, none is more advantageous than mining ; for although from fields which are well tilled (not to mention other things) we derive rich yields, yet we obtain richer products from mines ; in fact, one mine is often much more beneficial to us than many fields. A simplified method of assessing the characteristics of a cleaning unit, including washability curves, yield figures, ash error, separating gravities, and error curve. FOR more than 25 years evaluations of coal cleaning units have appeared in many publications, and during this time considerable progress has been made in developing the theory and techniques of calculating washery results. A variety of characteristics have been defined over the years, many receiving general recognition during the first post-war Coal Preparation Conference in Paris in 1950. Coal preparation has become a science, and the approach to preparation problems is being revolutionized. Formerly, for example, if a coal operator wanted to know the performance of a given cleaning unit for a particular grade of his run-of-mine, he either shipped a carload to the manufacturer for a test run or relied on a report of a test carried out on a coal similar to the one he intended to clean. In modern practice the expensive, time-consuming test work generally can be avoided if the washability curves of the coal in question and the error curve of the cleaner are known. Normally a guarantee can be given on the strength of this information. General acceptance of modern standards has thus reduced the need for pilot-scale models of existing types of coal cleaners. Needless to say, the method requires exhaustive and accurate information on the cleaning unit and on all the additional circumstances affecting its results, information that ultimately can be secured only from actual tests made in the laboratory or in the washery. It is not the purpose of the present discussion to compare the merits of various characteristics, but to describe the general method of calculation, including a method of obtaining data with a minimum of laboratory work. All data presented here were derived from tests made at the plant with portable field equipment, using small quantities of varsol, carbon tetrachloride, and bromoform. It will be explained later that the use of standard fractional ash contents designated normalized ash contents aids considerably in reducing the routine testing of coal cleaners. Like any other statistical procedure, this method has limitations, and it is not recommended for any work in connection with guarantees. Even a varying commodity such as coal, however, will follow the law of large numbers, which is the basic law of statistics, thus allowing simplification of test work without appreciable loss of accuracy. The characteristics needed for evaluating cleaner performance are normally derived from a float-sink analysis of samples of the clean coal and the refuse, followed by ash determinations of the various fractions. A critical path approach is presented for the problem of mine ventilation networks where regulators and fans are employed to control the airflow distribution. The problem is a classic one arising in mine ventilation planning. By identifying the analogy between the network for controlled flow and that for critical path method (CPM), the applications of the well known CPM technique to the ventilation problem become straightforward. The mathematical formulation of the problem is presented and the solutions are illustrated with examples. The cutset operation is introduced and employed for obtaining alternative solutions. The effects of booster fans on the total air power of the ventilation network are also discussed.

INTRODUCTION Virtually all countries have general legislation covering most aspects of mining and mineral processing, including investment and tax laws, safety and health regulation, and specific rules applying to exploration reporting procedures. Yet most developing countries negotiate individual agreements with foreign investors for major mineral projects, in particular when all or part of the expected output is exported. Such agreements are known under several different names, as for example concession agreement; technical assistance agreement or service contract; management agreement; production sharing contract; joint venture; or contract of work. The objectives and conditions governing such contracts are as diverse as these titles are. While a mining project is only one among a large mumber of similar undertakings in industrial countries, in most developing countries such projects usually have a dominating position within the country's economy. The general legislation is often inadequate and insufficiently detailed to cover all aspects of large projects with extensive foreign inputs and international markets. Therefore, the need for specific arrangements. Specific arrangements may also become necessary due to the complexity of markets for mineral products, the large number of participants - equity partners, suppliers, financial institutions, buyers, etc. - or economic and political conditions in the host country and fiscal regulations in the home country of the investors. Most agreements are concluded between governments, or government agencies, in developing countries and private industry headquartered in developed market economies - Canada and the United States of America in North America, Western European countries, Japan, South Africa and Australia - or, in some instances, with state-owned firms in these countries. There are fewer agreements between developing countries and the centrally planned economy countries - Eastern Europe and the USSR - which cannot be considered here because of absence of adequate information. Agreements can be concluded at any of the different stages from exploration through closing of a mine. While most contracts are negotiated at the time when a potentially viable ore body has been delineated and investigated sufficiently to anticipate a realistic time for commencement of production, other agreements start with "grass-roots" exploration, during operation of a mine, smelter or refinery or, exceptionally, after a temporary shutdown. While several major provisions are included in all types of agreements, others are covered in much more detail (or not at all) in some contracts reflecting the specific work programme of each project. While it is realized that subdivision and classification of complex contractual relations is necessarily arbitrary to a certain extent, such grouping is useful in practical terms, especially for the non-specialist. The following discussion, therefore, will start with a description of the major forms of contractual relation - concession, investment contract, joint venture, management agreement, service and production sharing contracts. Major issues covered in all, or almost all, agreements will then be dealt with. These include stages of development, corporate structure and control, fiscal arrangements, infrastructure development and environmental law, and dispute settlement and renegotiation. FORMS OF CONTRACT RELATIONS There has been marked change in the type of agreement entered into during the 1960s (and before) and the early 1970s and the period thereafter. While straight "concessions" - granting of exclusive rights to foreign investors over a certain deposit or areas with little restriction or well-defined obligations - were the rule during the first half of this century, more complex agreements have evolved since. Some of these cover every conceivable aspect, foreseen or only possible, and define rights and obligations of all partners to the last detail. Over the years, agreements have without doubt become more beneficial for the developing host countries, in part as a result of well-publicized nationalizations, as for example in Chile, and in part due to changed attitudes in all countries

THE relative temperature distribution within a coke oven and among the ovens in a battery can be obtained automatically for the operator's guidance by sighting a total-radiation pyrometer on the face of the coke as it is pushed out, and recording the surface temperature. Keeping the instrument clean and keeping its view of the coke unobstructed by smoke and dust are the principal problems. Typical records from three plants are presented in this paper, showing that the temperature patterns are reproducible. DEVELOPMENT OF METHOD The method of coke pyrometry described in this paper was introduced in 1936 by E. A. Lee, then Assistant Superintendent, now Superintendent, of the Coke Plant at Lorain Works, National Tube Co., Lorain, Ohio. At the request of the Coke Committee of the United States Steel Corporation, the Research Laboratory of the Corporation undertook to adapt the method to the somewhat different conditions met with at the Gary Works of the Carnegie-Illinois Steel Corporation, Gary, Ind., and at the Clairton Works of the same Corporation at Clairton, Pa. This work was done in cooperation with the Leeds and Northrup Co. of Philadelphia and later with the Brown Instrument Co. Division of Minneapolis-Honeywell Regulator Co., Philadelphia. We of the Research Laboratory wish to express our appreciation of the courtesies extended by Mr. Lee, by A. N. Cole, Superintendent of the Gary coke plant, and by D. P. Finney, Assistant General Superintendent in charge of coke-plant operations at Clairton. We are also indebted to the instrument companies for the loan of a part of the equipment. At Gary and Clairton the instruments were installed and various experiments were made by J. W. Bain, of the Research Laboratory of the United States Steel Corporation. PYROMETRY OF COKE The coke inside a by-product oven is almost completely inaccessible to pyrometric instruments. The temperature in the walls can conceivably be measured with thermocouples, but the atmosphere is usually strongly reducing, a condition well known to be destructive to the accuracy of the customary high-temperature couples. In some plants, periodic readings are taken with an optical pyrometer sighted into the top of the combustion flues. This is a useful measure for safety and general control, as it tends to prevent the damage that would result from overheating of the ovens. It does not, however, tell much about the temperature of the coke itself, because of the continually changing gradient in the wall between the coke and the combustion chamber. The best indication of the temperature of the coke itself must therefore be obtained by observation of the product as it is pushed out of the oven. The human eye is very sensitive to variations in brightness of a surface, and particularly to differences in brightness over a continuous hot surface.

A DOZEN years or so ago, the general superintendent of our company, now the president, Mr. W. H. Clingerman, detailed me to make a study of the coal-washing problem and collect data, which threw me into contact with the best washery men of the country. and took me to those districts where the washing of coal for metallurgical purposes is carried out. I investigated many kinds of coal-cleaning schemes, made numerous tests on them, and collected voluminous data, yet I confess frankly that I have had but little practical washery experience and that little has been at the Middlefork washery of the United States Fuel Co. at Benton, Franklin Co., Ill., which was put in operation last fall. While this wash-cry installation may not be the "last word," I am quite sure it embodies some long steps in advance over older designs and constructions. From the washery man's standpoint, the removal of pyrites, or marcasite, a disulfide of iron, is the one vital problem, and the one productive of the most beneficial results, so far as elimination of sulfur is concerned. Sulfates and so-called organic sulfur occupy quite a secondary -position and are generally lost sight of in coal washing: The elimination of sulfur in coal in the past has usually been accomplished by jigging in water, but lately the use of concentrating tables has been employed with good success, and some mention may be made of the flotation process on fine coal, though hardly considered practicable. Coal washing, is rapidly coming into its own, due to the depletion of low-sulfur coals for coking purposes, and before many years we predict as careful attention being given to the design and construction of coal washeries, ,as is now being given to byproduct plants and other allied industries. Heretofore, coal washing has been considered only as an incidental and a necessary evil-instead of the big problem it is one worthy of the most careful study by men well trained along technical lines and capable of delving into the fundamental principles.

The tidings of Mr. Hewitt's death, cabled to me at Rome, Italy, brought me a great shock as well as a sincere sorrow. I had left him, a few weeks before, not indeed in vigorous health, but still quite able to command recognition as a continued power in public affairs; and I thought him destined to enjoy for many years that final stage of a long, active and honored career, in which, having passed beyond the struggles and rivalries of business and of politics, his life and character could be justly appreciated by all men, like some noble work of art, already crowned, and marked henceforward "hors de concours." Moreover, he was, and would be to the end, not merely the passive recipient of admiration and esteem, but the source of iuspiring appeals, effective warnings and wise counsel. His rich and varied experience he had placed at the service of his fellows. His lightest word was weighty, and those who contradiEted him only injured their own cause thereby. Great trusts (true " trusts," in the old and proper sense of the term), like the Cooper Union, the Carnegie Institution, and others, still commanded his disinterested services. Great principles of liberty and of justice continued to be reinforced in perilous crises by his powerful advocacy; great measures were daily receiving from him a decisive impetus. No wonder it seemed to. us that this happy period of reward so well earned, and of beneacence so welcome to innumerable recipients of its blessing, must continue yet awhile. We did not expect the night instailtly to engulf the full-orbed sun. Nor, indeed, has this been our experience; in this instance, the sunset has left an afterglow more luminous than many a noonday. The oil production performance of thin-oil-column type reservoirs producing entirely by natural water drive are discussed in this paper. The dimensionless production histories were obtained in a series of scaled porous-medium laboratory-model tests under varying effects of rate of production, mobility ratio across moving boundary, ratio of oil- and water-sand thickness and mobility ratio across fixed boundary including the effects of different residual oil saturations in the water-invaded regions. This scaled-model study of thin oil columns indicated that greater recovery of oil results for lower values of the following: rate of production, mobility ratio across the moving boundary, water-sand thickness relative to the oil-sand thickness, and mobility ratio across the fixed boundary or residual oil saturation in the water-invaded region of oil sand The results of the study are given as dimensionless production history plots which may be used to predict the performance of the field they represent. INTRODUCTION Oil fields producing under natural water drive can be classified into two major groups: (1) an "edge-water drive" reservoir group in which the water is encroaching from the reservoir periphery, and (2) the group of reservoirs in which the oil-sand is entirely underlain by an aquifer. Reservoirs in the second group are further subclassified as "bottom-water drive" reservoirs and "thin-oil-column" reservoirs. The latter reservoirs are characterized by their relatively equal oil- and water-sand thicknesses and by having both the oil and water zone relatively thin. When oil is produced from a water-drive reservoir by a partially penetrating well, water breaks through sooner or later before all of the displace-able oil is recovered. Many analyses of this general situation have been made with varying degrees of realism in their approaches, both theoretical and experimental5.6 in nature. Pertaining to the scaled laboratory model studies of natural water drives using porous media, detailed investigations have been made by Henley, et al.7 on bottom-water drive and by Caudle8 on edge-water drive reservoirs. No laboratory model studies, however, have been made to investigate the performance characteristics of thin-oil-column reservoirs. This paper presents the results of a study on scaled models of thin-oil-column reservoirs, operated under varying conditions corresponding to the actual field practices. SCALING PARAMETERS The object of scaling is to produce a one-to-one relationship between physical and dynamic parameters of the model -and prototype. The most comprehensive treatment of scaling techniques for oil reservoirs is given by Geertsma, et a1.,9 which covers two methods for arriving at dimensionless groups for scaling. Table 1 lists the scaling parameters suitable for creating kinematic and dynamic similarities between the model and the prototype in the variables considered for the thin-oil-column reservoirs. In order to achieve similarity it is essential that the dimensionless groups listed in Table 1 have equal values in the model and the protorype simulated. AS far back as 40 years ago management made the initial steps toward utilizing the large amount of reject marble produced by the dimension stone quarries in sized products. In 1947 the Calcium Products Div. of the Georgia Marble Co. was organized to manufacture crushed, ground, and screened products from Georgia marble.* It became obvious early in operations that salability of any products of this type was determined by several factors: high calcium carbonate content, whiteness, dryness, and cleanness. Because no reject material could consistently meet these specifications, Calcium Products Div. now operates three underground quarries for raw material feed. In underground operations no stripping is required, surface contamination and trash are eliminated, weather causes no operational difficulties, and the raw material is maintained dry for plant processing.

A classification of natural objects is usually based either upon some fundamental and permanent attribute of the thing itself (as in the case of scientific classifications), or it embraces one or more generalizations convenient for use in ordinary life. Thus, it suffices for the statistician to know that so many tons of fish are annually taken by our fishermen, and that they realize so many thousands of dollars, whereas to the student of natural history the anatomy, habits, and relationships of the animals are of chief interest, as settling their respective places in the scale of animate nature. Many different classifications of coals have been attempted, as one would naturally anticipate from the immense extent of the coal trade, and the different localities whence the supply was derived. The English divisions were prevalent up to the date of the publication of the last geological survey of the State, except so far as they were modified by local designations. Indeed, Rogers' classifications made very little alteration in the English nomenclature, as may be seen by comparing the tables given below. The outstanding engineering accomplishment of the last three decades has been the development and application of more and cheaper power and its use instead of the labor of men and animals. Substitution of power for manual labor has taken effect on every hand in the United States. With the aid of energy mechanically available to his hand, one man does the work that only a few years ago required two, three or even a greater number of laborers. The results in respect to the favorable economic effects are well known; namely, increased production, higher wages and lower costs. On the other hand, the vast social effects, both good and bad, have been none the less important, even if less understood and only casually regarded. The chief sources of energy today are the mineral fuels, coal and petroleum. In the United States they yield more than 90 per cent of the total energy demand. Thirty years ago the proportion of energy supplied by the mineral fuels was likewise above 90 per cent, but the division according to origin was very different. These relations are shown for the years 1900, 1930 and 1950 in Table 1. Method or Preparation and Interpretation of Statistical Data The fuels comprised in this study are: (1) the coal group including both bituminous and anthracite coal; (2) the petroleum group, taking in not only petroleum but natural gas and natural-gas gasoline. Effective thermal conductivities were measured for seven samples of porous rocks through which gases or aqueous salt solution were flowing, parallel and countercurrent to the flow of heat. The results are analyzed in terms of the contributions of the solid and fluid phases to the total energy transfer. The solid contribution for the sandstone samples studied was found to be a Junction of the porosity and an effective thermal conductivity for the solid phase. The fluid contribution was a function of the Peclet number. Based upon the equations presented, the effective conductivity of the system can be estimated from the properties of the fluid, the flow conditions, and the porosity and pore-size distribution of the rock. INTRODUCTION Heat-transfer characteristics of porous media containing fluids are needed for the design and evaluation of thermal methods of petroleum production. The study reported here considers the problem of countercurrent flow of fluid and heat in sandstone rocks, and is a continuation of previous studies concerned with parallel and radial flow of energy and fluid in both rocks517 and beds of fine particles.6,10 In addition to these earlier works, Asaad,1 Kimura,4 Preston,8 Zierfuss and vlietll and waddams9 have reported effective conductivities for systems filled with stagnant fluids. There appears to be no published data on rocks through which fluids are flowing. The purpose of this study was to present such information and, particularly, to investigate the effects of properties of the rock and the flow rate on the results. The rock samples were naturally occurring sandstones from different locations and were similar to petroleum-bearing formations. The properties of the seven samples showing the range in porosities and permeabilities are given in Table 1. The mean pore sizes were calculated from mercury penetration data by averaging the radius with respect to pore volume. The details of this method and comparison with other procedures for estimating 7 are given elsewhere. Four fluids, nitrogen, carbon dioxide, helium and 10 weight per cent sodium-chloride solution were used with each sample. For Bartlesville sandstone, BA-5, runs were made at mean pressures from 15 to 250 psig using nitrogen. The other measurements were carried out at a mean pressure of 100 psig. The maximum temperature range eacountered was 70° to 300°F. The flow rate of fluid ranged from about 1.0 to 130 Ib/(hr)(sq ft), and this corresponded to a modified Reynolds-number range of 5 x 10-4 to 1.0. The variation in Prandtl number was 0.70 to 4.1. EXPERIMENTAL WORK The equipment consisted of apparatus to supply a constant flow of gas, or salt solution, at constant pressure to the bottom of a vertical test section, and metering and flow-regulation apparatus after the test section. The statistical analysis of blast-furnace data was undertaken to determine some of the relations which exist between the variables involved in furnace operation, and particularly to show the effect of variation of slag composition on such economically important factors as coke consumption, daily tonnage of pig iron and sulfur elimination. It' was desired to correlate the results obtained in commercial practice with those predicted from a study of the quaternary system lime-alumina-silica-magnesia. This paper presents the results of a preliminary study of blast-furnace daily operating reports, and is intended to indicate the suitability of our method of attack and something of the results that may be expected from an extended statistical examination of such data. It has been shown that blast-furnace slags are not composed of oxides, as reported by chemical analysis, but are actually composed of several compounds, each made up of two or more of the oxides present.' These compounds persist in the liquid state, and the properties of a slag are the properties of a mixture of these compounds, and not of a mixture of the ultimate oxides. The oxides lime, alumina, silica and magnesia make up 94 to 96 per cent. of the usual blast-furnace slag, and assuming that we may neglect the remainder of the components, we may determine the minerals present, and their relative proportions, from a study of the quaternary system involving these four oxides. Operating reports from 15 furnaces were available for this investigation. Complete slag analyses for one slag per day were available, per-mittling the calculation of the mineral composition of the slags used. Basic, malleable and foundry irons, with silicon varying from 0.75 to 4.50 per cent. were included in the reports for this examination.

THE application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous dis-charge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condi-tion often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies consid-erable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, there-fore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially pre-pared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation.

IN plants casting electric-furnace ingots and converting them immediately into blooms, billets, slabs, bars or forgings, the criterion of quality performance is the soundness of the semifinished or finished product. When rejections are necessary, it is not always obvious whether the defects were caused by an unsound ingot or by improper treatment during the heating and forming operations. To evaluate the effects of the numerous factors involved, it is necessary to accumulate a large number of detailed observations and to analyze and interpret these data properly. Even after a thorough investigation has been conducted, it is impossible, in some cases, to isolate the cause of the defect and say that it is definitely the result of an unsound condition in the ingot or mistreatment of the ingot during further processing. Two factors that are extremely difficult to evaluate are the chemical composition of the steel and time from finish pour to charge in the soaking pits or "track time," and it is necessary to evaluate their combined effects before many other factors can be studied. Plain carbon, fine-grained steel in the range of 0.18 to 0.23 pct carbon, is very susceptible to cracking and the longer the elapsed time between the pouring of the ingots and stripping for charging into the soaking pits, the higher the billet rejections for cracks are found to be. Young† (communication to the Secretary): Before the appearance of Mr. Scott's paper in these Transactions we were not specially interested in the investigation which he has started; but at his request we have endeavored to collect from musty records and the recollection of our old friends a brief chronicle of the progress made by this house. As 3000 instruments were manufactured by us before any descriptive record was kept, and 2000 more before the record contained more than a statement whether the instrument was a transit or a level, and sometimes its size, we approach the task with timidity, trusting that the reader will bear the difficulties in mind, particularly as the writer's predecessors, from whom, no doubt, the information desired could have been obtained, have passed away. Instruments for surveying were manufactured by David Rittenhouse, of Philadelphia, as early as 1760; but it was not until late in the first quarter of this century that there was any American market for an instrument outside of the ordinary surveyor's compass. With the advent of canals and railroads, and the more extensive development of the Pennsylvania coalfields, arose a demand for surveying-instruments to meet problems in engineering beyond the limited field of the compass. Prior to World War I there was no Government stockpiling program. Prior to World War I1 relatively few items were included in Government stockpiling and the start of that war found most objectives for even these few materials far from complete. Profiting from the experience of materials shortages in two wars, Congress in 1946 passed the Strategic and Critical Materials Stock Piling Act, which stated that it is the policy to decrease and prevent wherever possible a dangerous and costly dependence of the U. S. upon foreign nations for supplies of strategic and critical materials in times of national emergency. However, as of mid-1950 few stockpile objectives had been achieved. Shortly after the start of the Korean War it was obvious that in the absence of adequate stockpiles, the defense program could not be successfully carried out without broad authority to expand supplies of strategic and critical metals and minerals and at the same time to channel limited supplies of these materials to essential defense purposes. Accordingly, in September 1950 Congress passed the Defense Production Act, which provided broad powers for allocating materials and for making arrangements, including financial, to expand supplies.
