Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.

Bituminous coal piled in heaps or bins frequently undergoes a process of spontaneous heating as the result of the absorption of oxygen. It seems probable that the first absorption of oxygen by coal which has not previously been exposed to the air may occur as a condensation or a combination of oxygen in some form which does not result in the production of carbon dioxide, but slow combustion soon begins. The absorption of oxygen is accompanied by an increase of temperature, and this by an increased rapidity of absorption; hence the dangerous condition proceeds from bad to worse, until the kindling point is reached, unless the process is interrupted. A dangerous rise of temperature can be prevented by excluding oxygen, by increasing the bulk of coal in proportion to its surface exposed, or by circulating enough air to dissipate the heat produced. The storage of coal, in practice, varies from almost complete exclusion of oxygen, by storing under water, to such freedom of access as exists when the coal is stored in open piles. Oxygen available for absorption by coal is supplied by the air in the interstices between lumps and by additional air which may enter the pile through circulation. The size of the coal largely affects both of these supplies; for if the fragments are small the spaces between them constitute a small percentage of the total volume, and little oxygen will be available unless the circulation of air brings in a fresh supply, while with large fragments the percentage is relatively large; circulation also is much easier through a pile of coarse lumps. In the case of lump coal, although a large amount of air may be present, the exposed surface is comparatively small and there is little opportunity for the absorption of oxygen to be so rapid as to cause dangerous heating. Attempts have been made to prevent heating by allowing a sufficient circulation of air to carry off the heat generated; obviously this method cannot be applied to fine sizes nor mixed sizes. When storing coal at the University of Illinois, an attempt has been made to use so much fine coal and to pack it so thoroughly as to prevent circulation of air, while also reducing the original air in the pile so as to prevent heating. THE commercial analysis of Special High-Grade zinc usually involves the determination of lead, iron, copper and cadmium as impurities in the base metal. Over the past 20 years, as the result of metallurgical improvements in the art of producing Special High-Grade zinc metal there has taken place a gradual exclusion of almost all extraneous elements, and the few that do remain in the final product have been virtually reduced to the vanishing point. Thousands of tons of zinc .are now commercially produced annually and made available to the trade, in which impurities are present only in the order of 0.0010 per cent or less and the sum total of all impurities does not exceed 0.0025 per cent. To such zinc the term "superpurity" might well be applied without undue exaggeration. The techniques used for production control and final analysis of Special High-Grade zinc by means of emission spectra in the laboratories of the electrolytic zinc plant of the Sullivan Mining Co. are based on the premise that self-electrodes are to be preferred over all other forms for the examination of the zinc in question. Furthermore, after a survey of the literature and considerable experimental work,1 it was decided that the spectrographic method of internal control, the principle of which was first announced by Gerlach,2 using a modification of the high-voltage alternating-current arc source introduced by Duffendack and Thompson,3 with the calibration of each photographic plate as recommended by Wolfe,4 would yield the most accurate and reproducible results. Self-electrodes were chosen in order to make use of one of the unique advantages inherent in spectrographic analysis; namely, the rapid and almost effortless detection of elements other than those being quantified by the analyst; or conversely, the proof that the zinc is free from such impurities if no spectral line of the suspected element appears. This fact was verified for certain elements, and will be discussed later. Carbon electrodes impregnated or packed with zinc salts chemically prepared from the zinc to be assayed were avoided for a number of reasons. First, the chemical manipulation was another time-consuming step, which increased the chances for contamination. Second, none of the common zinc salts, such as the chloride, nitrate or sulphate, yielded reproducible results under our conditions, nor did the spectral line of the impurity appear as readily in the low concentrations as when using zinc metal. Third, no commercial carbon, except the very expensive, was pure enough to use with this grade of zinc and the continued time, effort and expense incurred in the purification of carbon was not desirable. The use of Special High-Grade zinc self-electrodes introduces certain complications with regard to obtaining satisfactory excitation conditions, because it seems necessary to raise the temperature

The lower cost of producing oil from naturally flowing wells compared with pro-luction costs accruing from artificial lifting methods has stimulated much research, rith the joint purpose of extending the natural flowing life of wells and of increas-ng the productivity of small wells. The iboratory investigation described herein was made to determine the effect of a lotted liner on the pressure gradient in the icinity of the wall of a flowing well. Flow estrictions caused by the liner induce nergy losses between the oil-bearing for-lation and the inside of the liner, which lay be reduced by improved liner design, nd thereby the flow capacity of wells may e increased. These losses have been evalu-ted for rectangular slots of different sizes, nd means are suggested for reducing them. The dearth of information concerning the ature of the flow of fluids from uncon-slidated sands through small openings in he walls of. pipes—as represented by the ow of oil from an oil sand into a slotted ner—is acknowledged. Although the bene-ts to be realized by operators through the se of optimum liners is just beginning to e recognized generally, Coberlyl in 1937 ointed out that the functioning of screen is is an important factor in the pro-uction of oil. From his study on the :lection of size of oil strings for wells in California, Parks2 concluded, in part, that the perforated section of the oil string deserves continued study, especially with respect to the selection of perforations. The growing use of gravel packing resulting from certain research findings lends even more significance to the problem of selecting optimum liners, as the application of these methods usually requires slotted liners or other kinds of perforated liners. The present study was made to obtain further information for the guidance of engineers and operators in selecting slotted liners and to develop a laboratory method that may be used in analyzing possible pressure conditions surrounding most types of perforated casings used in producing oil wells, so that the present inadequate fund of knowledge on this important subject may be expanded. Discussion of ProbleM At the beginning of the investigation the following assumptions were made regarding bottom-hole conditions of a producing oil well and the oil-sand reservoir it penetrates: (I) Conditions of steady-state flow exist, (') a a homogeneous liquid is being produced) (3) no contaminating material (such as drilling fluid) is present between the liner and the face of the oil-bearing sand, (4) the well is vertical and completely penetrates a horizontal sand stratum of uniform thickness occurring between two impermeable strata, and (5) the flow is wholly viscous. Accoriding to the classical theory of elasticity, the elastic portion of the stress-strain curve is represented by a straight line. such a representation implies that there is a linear relationship between strain and stress and also that strain is a single-valued function of stress and vice versa. Actually, such a one-to-one correspondence between strain and stress does not exist in real metals. A well-known example is the elastic after-effect on unloading. Another familiar example is damping or internal friction, that is, the dissipation of energy attending vibration. In an extensive review of such phenomena, zener1,2 has proposed the term "anelasticity" to denote that property of a solid in virtue of which strain is not a unique function of stress in the non-plastic region. The phenomena arising from anelasticity are called anelastic effects. The measurements on anelastic effects are important in many fields of metals technology. The, in precise instruments such as watch springs, difficulties often arise from the slight dimensional changes after fabrication. The internal friction or damping capacity of metals is often an important factor in deciding whether they are appropriate for instruments in which there are accompanying vibrations.3 However, for metal scientists, the study of anelastic effects furnishes a powerful tool for understanding many properties Of meta1s in terms of their microstructures or atomic interactions. In order to utilize the anelastic measurements to their fullest extent for acquiring such information, the experimental studies Of anelasticity must be interpreted by appropriate mathematical analysis. For a great many problems, however, the necessary information often Can be Obtained by general qualitative arguments. From the definition of anelasticity, any physical changes occurring in a specimen as a result Of the applied stress will cause anelastic effects if such physical changes are accompanied by a delayed change of elastic strain. Under these circumstances, we have the condition that strain lags behind the stress. We may mention the stress-induced transportation phenomena as examples. These include the stress-induced thermal diffusion,4-7 the stress-induced diffusion of particles,8-l2 and the stress-induced viscous slip along the microelements in metals.12-15 The differential equations describing the microscopic mechanism in these phenomena lead to relations in which stress is linear with respect to strain (and/or their derivatives). Thus if we Can demonstrate that the superposition principle is valid under the circumstances in which the anelastic effects are observed, we would expect in the macroscopic relation a linear relationship between stress and strain and their derivatives. This report is to describe a number of anelastic effects observed in alpha-iron, and an attempt is made to derive valuable information from a critical study of these

THERE are several postulations for the mechanism of slime-coating. Ince1 proposed the electrostatic hypothesis, del Giudice2 suggested the chemical theory; Bankoff3 reported that slime-coating is inhibited whenever the surfaces of the slime particles are ionized sufficiently for Brownian movement to occur, and is facilitated when they are not. These postulations were examined by experiments involving the Burton tube, the cataphoretic cell, and slime-coating. The techniques involved will be described elsewhere in this paper. The electrostatic hypothesis, supported by migration experiments in a Burton tube, was abandoned by del Giudice.2 Experiments of mineral migration in a Burton tube, after the idea of Ince with modification, indicated that this apparatus was inefficient for accurate observation. A cataphoretic cell was constructed. The experimental data, as shown in this paper, enable the correlation and advancing of this hypothesis. Del Giudice's chemical hypothesis considered that slime particles are attached to the galena surfaces by a cement formed as the result of a metathetical reaction between the sulphide and the slime particles. Applying this hypothesis, the calcite slime particles were cemented to the galena surface by the formation of a cementing lead carbonate. In a similar way, lead silicate was considered as the cement of quartz slime coating on galena. Experiments verifying this hypothesis were carried out according to the following procedure: Fresh mineral particles selected from the central part of the broken lumps and examined first under a microscope for ascertaining a clean surface were placed in a small beaker (1.5-in. dia. by 2.5 in. deep) half filled with one kind of slime pulp. The dilution of all slime pulp was 4: 1 and the particle size of slime was minus 400-mesh. After agitation for 5 min. the specimen was removed by a sharp-end tong and washed gently three times in three separate distilled water baths. It was dried before a small electrical fan and examined immediately under a microscope. A photograph was made of the observation. With reference to the published solubilities,4 several of these experiments, which contradict the chemical hypothesis, are listed as following: I. The coating of fluorite slime on the galena surface was light but the coating of galena slime on the fluorite surface was heavy. In a similar way, the coating of quartz slime on the galena was fairly light, but the coating of galena slime on the quartz particle was heavy. According to the chemical hypothesis, using the same constituents and regardless of which is the slime, the density of the coating should be expected to be the same. This, however, as shown above, is not true. Moreover, fluorite (CaF2), having a solubility of 16 mg.[4a] per liter of water, should not be

Since 1923, which closed the speculative era in the bituminous coal fields of the United States, there have been wide annual fluctuations in the national production of bituminous coal. These changes in annual output have been variously attributed to: (1) increased competition from petroleum products, natural gas and hydroelectric power; (2) lower unit consumption of coal; and (3) fluctuations in the general business level. The purpose of this paper is to measure, from a practical standpoint, the net effect upon the annual trend of bituminous coal production, and to give those who are interested a basis for estimating in advance the probable output of bituminous coal. It can readily be shown that changes in the level of general business affect the national production of bituminous coal more than does any other factor. Therefore it is necessary to use some standard measure of the relative business level for purposes of comparison. The Federal Reserve Board Index of Industrial Production offers the basis for such a measure.l This Index, a weighted composite of 81 different series, rests upon the averages of the years 1935 to 1939 as 100, and is presented graphically in Fig. I. Even a cursory examination of the chart will indicate a definite uptrend for industrial production over a period of years. This uptrend is due to at least two factors: (I) an actual increase in national population, and (2) a probable increase in the per capita consumption of goods. This means that there is no such thing as a fixed Normal, rather Normal is a variable, tending to increase from year to year. In order to measure the amount of annual increase in normal, the Index of Industrial Production must be studied in relation to its major components, Durable Goods and Nondurable Goods, Durable Goods are those made from the lasting materials such as iron, steel, other metals, lumber, stone, cement, clay, glass. Nondurable Goods are those for early consumption, such as foods, textiles, tobacco, chemicals, paper, gasoline, and goods made of leather and rubber. The purchase of Durable Goods may be postponed, but Nondurable Goods must be purchased currently unless the standard of living is lowered. The Federal Reserve Indexes of durable and nondurable goods are shown graphically, 1920 to 1939, on Fig. a (pp. 764-765 of ref. I). It is apparent that fluctuations in the production of nondurable goods are not nearly so wide as in the production of durable goods, and that the curve of Industrial Production (Fig. I) would fall between the two curves on Fig. 2. It would, however, seem logical that both curves should follow the same long-term trend, or that over a period of two to three decades the relative proportion of durable and nondurable goods, in periods of normal production, should be the same. In order to measure the amount of annual increase in normal, the Index of Industrial Production must be studied in relation to its major components, Durable Goods and Nondurable Goods, Durable Goods are those made from the lasting materials such as iron, steel, other metals, lumber, stone, cement, clay, glass. Nondurable Goods are those for early consumption, such as foods, textiles, tobacco, chemicals, paper, gasoline, and goods made of leather and rubber. The purchase of Durable Goods may be postponed, but Nondurable Goods must be purchased currently unless the standard of living is lowered. The Federal Reserve Indexes of durable and nondurable goods are shown graphically, 1920 to 1939, on Fig. a (pp. 764-765 of ref. I). It is apparent that fluctuations in the production of nondurable goods are not nearly so wide as in the production of durable goods, and that the curve of Industrial Production (Fig. I) would fall between the two curves on Fig. 2. It would, however, seem logical that both curves should follow the same long-term trend, or that over a period of two to three decades the relative proportion of durable and nondurable goods, in periods of normal production, should be the same. THE handling of native labor is offering an interesting problem that requires diplomacy. It is difficult to induce many of the men to leave their villages and enter into regular work. They do not feel the necessity of manual labor other than to obtain sufficient money to pay the annual hut tax and to buy a little clothing. The ground provides mealies (corn) which means food and beer, he hunts and catches fish, so why work? But gradually, as the native becomes more civilized, his wants increase and his ideas change; he now needs money to supply his desires and eventually he must work more. So in time it is hoped that the labor market will be better supplied.

SINCE 1023, which closed the speculative era in the bituminous coal fields of the United States, there have been wide annual fluctuations in the national production of bituminous coal. These changes in annual output have been variously attributed to: (I) increased competition from petroleum products, natural gas and hydroelectric power; (2) lower unit consumption of coal; and (3) fluctuations in the general business level. The purpose of this paper is to measure, from a practical standpoint, the net effect upon the annual trend of bituminous coal production, and to give those who are interested a basis for estimating in advance the probable output of bituminous coal. It can readily be shown that changes in the level of general business affect the national production of bituminous coal more than does any other factor. Therefore it is necessary to use some standard measure of the relative business level for purposes of comparison. The Federal Reserve Board Index of Industrial Production offers the basis for such a measure.' This Index, a weighted composite of 81 different series, rests upon the averages of the years 1935 to 1939 as loo, and is presented graphically in Fig. I.
