Engineering Council has been elected to membership in the Chamber of Commerce of the United States. Its representative will be Mr. Harold W. Buck, of Viele, Blackwell & Buck, Consulting Engineers, New York City, Past-president of the American Institute of Electrical Engineers, his alternate being Mr. Irving E. Moultrop, of the Edison Electric Illum-inating Co., Boston, member of American Society of Mechanical Engin-eers and American Institute of Electrical Engineers. The Chamber of Commerce of the United States was formed in 1912 and now consists of more than 1100 organizations in every state of the union, in the out-lying possessions, and of all the principal American chambers of commerce abroad. One of the chief aims is to obtain the best business thought on national questions that concern business. Members of the National Chamber have the privilege of using all the facilities of the Chamber's offices in Washington when information is desired.

The Committee on Valuation of the American Electric Railway Association, has had compiled a "Bibliography on Valuation of Public Utilities." The work was done by the library force of the American Society of Civil Engineers, and brings up to Dec. 23, 1915; a bibliography issued by the American Society of Civil Engineers on May 15, 1912. The Bibliography has been printed -and issued by the American Electric Railway Association, 8 West 40th Street, New York, N. Y., and may be obtained from its Secretary on the payment of 50 c. References are arranged under the following headings: General, Electric Light and Power, Gas Works, Mining, Railroads, Steam Power, Street and Inter-urban Railways, Telegraph and Telephone., Water Power, Water Works. References are given to the principal technical publications, to various works on the question, of valuation, to rules and regulations of Commissions and other official bodies, and to the proceedings of various societies. Undoubtedly the compilation is the most comprehensive that has yet been published.

THE papers on geophysics were roughly divided into two groups*, those presented Monday morning being of a more technical and theoretical nature, whereas the afternoon session was principally taken up with discussions of a predominantly geological flavor. Thus it was made possible for those of a mathematical turn of mind to indulge their penchant for formula and differentials before lunch, leaving the field comparatively free, after lunch, for the geologists to learn of practical applications. The advantage of this classification is evident, and it is to be hoped that in some future meetings it will be possible to hold joint sessions of the geophysicists and mining geologists, to consider the overlap of the two fields.

THE safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. This fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossment in earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual-cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

Some ten years ago the writer1 made a survey of college catalogues to determine what sort of training geologists were receiving in basic sciences. In the light of this compilation and subsequent experience, he made the statement at the 1939 meeting of the Institute that apparently only in schools offering a curriculum in geological engineering or in the geological option of mining engineering curricula could geologists hope to receive the training advocated by Hubbeet.2 In the former study, schools of engineering were excluded because the preparation was known beforehand. The present study aims to consider engineering schools in an effort to determine not only what basic studies are required but what use is made of them in geological courses of the third and fourth years. The present study combined the method of consulting catalogues with a questionnaire. Letters were mailed to officials responsible for supervision of mineral industries curricula requesting information On' (I) the extent to which the engineering preparation of the first two years is actually used in the work of the last two; (2) the extent to which the engineering of the last two years is used in courses in geological engineering or geology; and (3) whether geologists or geological engineers teach descriptively or analytically. Both methods of securing information are open to criticism; the former on the basis of the incomplete information supplied by university catalogues concerning prerequisites and curricula and the latter on the ground that the questions may be phrased poorly or given insufficient consideration by replying officials. Fifty-six questionnaires were mailed and 39 (70 per cent) replies were received. Of the replies, 6 (11.3 per cent) were from colleges of liberal arts unconnected with engineering schools, 11 (20 per cent) were from schools having curricula in geological engineering and 22 (39 per cent) were from departments of mining engineering. The number of replies and their distribution were satisfactory in spite of the receipt of only six from liberal arts colleges. It should be understood that the universities of which the catalogues were examined were not necessarily the same in both compilations. No departments that are admittedly or known to be acting solely as service departments were recorded in the second study. Table I shows that all professional schools require mathematics through calculus, whereas only 7 per cent of the liberal arts curricula expect the same level of preparation; only 73 per cent require trigonometry and 40 per cent college "algebra. The proportion of geological engineering curricula requiring differential equations is higher than mining. All of the engineering schools require general and analytical chemistry, whereas only 77 per cent of liberal arts curricula require general and 18 per cent analytical. Theoretically mobile primary crushers at the mine working face can be considered the ideal comminution system. A crusher which follows the ore can reduce materials handling costs because it eliminates about one ton of truck deadweight per ton of ore hauled to the crusher. It also eliminates the backhaul of this same deadweight ton. Development of mobile primary crushers has centered in Germany where many soft iron ore and limestone deposits are flat-lying and thus readily adaptable to the use of shiftable conveyors which easily followed the working face. These ores were easily crushed in impact- type mills which had extremely large receiving openings and therefore large reduction ratios. The feeding of such a unit was done with a front-end loader which dumped its load to an inclined apron feeder, which in turn fed the impactor. Under the crusher was an inclined conveyor which transferred the crushed ore to a belt wagon for delivery to the shiftable overland conveyor. Low headroom overhead eccentric single-toggle jaw crushers and short-shaft gyratories were also used on these units, which generally travelled on tracks. While these early mobile primary crushers were versatile and served their purpose, they generally suffered from low capacities. Manufacturers have quickly responded with larger crusher, feeders, and moveable supports, however; and today mobile crusher s have capacities of up to 1500 metric tons per hour, a figure comparable to the capacity of some 54 in. by 74 in. gyratories. An example of a quarry portable crushing plant is at the Bath cement plant of Canada Cement Lafarge, Limited. Two 12 cu yd front-end loaders are digging the stone and hauling it to the portable crushing plant which feeds a field conveyor system. The crushing plant is moved and the field conveyors extended whenever the length of the haul exceeds 300 ft. At the crushing plant, the loaders discharge the stone onto a pan feeder which feeds into the hopper of a Weserhutte-Hazemag compound crusher which combines primary and secondary rotors in the same housing. These are driven at 1200 rpm by 800 hp and 1,000 hp motors (600 and 750 kw). The maximum 3 ft feed (914 mm) is reduced to 3/4 in. (19 mm) at 800 tph. The Weserhutte steered walking mechanism, operated by hydraulic cylinders, takes five -foot strides. Another example is at Alcoa of Australia's operation at Huntley in Western Australia. At the mine face, front-end loaders load 50 mt rear-dump trucks that transport the bauxite ore to the mobile crusher which follows the mine operation. The study of brittle fracture of rocks has been a much neglected subject until quite recently and now is in a state of transition and rapid development. Historically, three methods of testing were used by engineers: uniaxial tension, bending, and, by far the most common, uniaxial compression of cubes. This latter was probably adequate for engineering requirements, but from the last century onwards there has been a demand from geologists for a study of the properties of materials under conditions comparable with those at depth in the earth's crust. King1 remarked that "in engineering practice a cube of the material is put into a testing machine and the stress required to crush the cube is measured. This gives the limiting stress difference for the material so long as the boundary conditions are similar to those existing during the test . . . this may by no means be the case when the boundary conditions are very different from those existing in the test, for instance, in the case of rupture in the neighbourhood of a cavity. . . ." Despite this very clear statement of principle, many writers until recently (e.g. Jeffreys2 used the uniaxial compressive strength as a measure of the 'strength' of rock. In the last century (Becker 3, it was both conjectured and, for some rocks, known qualitatively, that plastic deformation could occur under confining pres- sure; the demand from geologists has been for the study of flow rather than fracture of rocks.. From the time of von Karman (1911) and Böker5 (1915) onwards, apparatus has been built which could provide confining pressures sufficient to make some rocks plastic. Many experiments tended to be made on rocks such as marble, which readily become plastic, and the general tendency was to make relatively few experiments in the brittle range. THE etching effect which is produced on a piece of polished iron or steel when it is heated in hydrogen or in a vacuum seems to have been observed first by Osmond,1 who believed that he could distinguish four systems of grain boundaries on a piece of steel which had been heated in hydrogen. In a number of other investigations, samples of pure iron were found, after heating, to have complex networks in which two or three systems of grain boundaries could be detected. It was further noticed that samples that had been polished plane before being placed in the furnace were, after treatment, roughened and undulating over their entire surfaces. From a comparison of the temperature of heat treatment with that of the A 3 transformation, it was concluded that the changed appearance of the samples was definitely related to the latter phenomenon. Certain other deductions were made but these are not of importance here and only observations on the appearance of the samples will be reviewed. Ewen2 heated a strip of polished iron in a vacuum in such a way that one end was maintained at a temperature of 1000° C. and the other at 580° C. On the cooler end there was outlined a simple polyhedral network, and at the hotter there appeared the complex system of lines and the undulating surface characteristic of iron which has passed through the A3 transformation. He found that in going from the cooler toward the hotter end the sample maintained much the same character of surface up to the beginning of the transformed area, but that near this region double grain boundaries were of frequent occurrence. Rawdon and Scott' concluded that the simple type of network brought out by heating a sample of pure iron in a vacuum was of the same type as that developed by ordinary etching methods. The concentration and activity of oxygen in liquid copper has been measured by the reversible galvanic cell: at 1100°and 1200°C for the concentration range of oxygen of 3 to 5600 ppm Measurements for approximately thirly alloys at each temperature indicate that the activity of oxygen roughly follows Henry's law, the activity coefficients of oxygen being 0.12 and 0.205 at 1100° and 1200°C, respectively. These results compare javorably with the results of seven other electrochemical and gaseous equilibrium studies on this system, the free energy of the solution reaction 1/2 O2 = O (7 at. pct in Cu, liq) being -18.10 * 0.30 kcal per gfw at 1200°C. Estimates of the standard molar free energy of formation of CupO(S) are also made. Praclicul consideration of this cell as an oxygen sensor for liquid metals is discussed briefly. SOLID mixed-oxide electrolytes which have a defect structure in the anion sublattice have recently become a very popular means by which the chemical potential of oxygen is measured at high temperatures. Since the pioneering work of Kiukkola and Wagner1 such electrolytes have been used in numerous cell studies for determining the thermodynamic properties of metallic oxides and oxy compounds, the partial pressure of oxygen in vacuum systems and other atmospheres, and the properties of oxygen dissolved in metals and alloys. The use of a solid electrolyte in a cell for a fast reliable method of oxygen determination in liquid metals would be a very important tool to the process metallurgist. In copper, for example, the oxygen content of the molten metal in the cathode furnace is a prime factor in determining the "set" or solidification profile of cast wire bars. In this investigation the activity of oxygen in liquid copper was measured by an electrochemical cell employing the electrolyte ZrO2 + 7 1/2 wt pct CaO. The cell used at 1100° and 1200°C was

As we look backward Our attention is directed forward. ONE hundred years ago, the manufacture of steel from molten pig iron without the use of fuel first began. In the earlier part of the nineteenth century the crucible process was the principal steelmaking method. It was a costly process, producing only a few pounds of steel at a time; so, most of the ferrous metal output was in the form of wrought or pig iron. With the perfection of the converter technique it became possible to produce low cost steel by the ton, thereby completely changing the structure, not only of the ferrous metal industry, but also of industrial production in general. This was the turning point from the Iron Age to the Age of Steel. William Kelly (Fig. 2), Sir Henry Bessemer (Fig. 1), and Joseph G. Martien experimented with the process before 1856. William Kelly began in Eddyville, Ky., in 1847 and has been given credit for first discovering the principle of the pneumatic converter process. Several years later in England Henry Bessemer independently conceived a steelmaking process similar to Kelly's. Bessemer made public his invention at the annual meeting of the British Association for the Advancement of Science held at Cheltenham, England, August 1856. As a result of his paper, "On the Manufacture of Malleable Iron and Steel Without Fuel," and his progressive leadership in the years to follow, the process became permanently identified with the name, Bessemer. Credit for the commercial adaptation of the process must be given two additional persons. Robert Mushet (Fig. 3) in 1856 in England recognized the necessity of deoxidation and recarburization of the converter product and evolved the technique for adding high manganese iron following the blow. Since the economies in the blast furnace resulting from enriching iron ores are so great, much attention has been paid during the past few years to the various methods of concentrating lean ores, and, as the concentrated ore is usually of extreme fineness, various methods of agglomeration and sintering, of more or less value, have been put into operation. The resulting agglomerated concentrates are generally obtained in the form of briquettes or nodules. The briquettes naturally divide themselves into two classes: (1) those made by the mixture of some binding agent, and then formed into briquettes under great pressure; and (2) those made by sintering the concentrates, the latter either being formed into bricks before exposure to heat or the sintered mass broken into fragments afterward. Of the first class I will not speak, as they are not used on an extensive scale in this country. The second class of briquettes, or those made by sintering, are simply masses of melted or fused silicate and oxide of iron mingled with more or less silicates of aluminum, lime, and magnesia. The fact that the material in a briquette is sintered is proof positive that there are no pores in the material. There are, however, quite a number of holes of greater or less diameter through the gubstance of the briquette. They are not pores in the common acceptance of that term as applied to ores by furnacemen, as the ides of the holes and channels are fused. In reality the material is simply mill cinder. It is practically untouched by the gases in the upper part of the furnace, and the iron has to be reduced by solid carbon in the boshes and hearth. Briquettes sometimes show a little saving in fuel in the furnace over an ore mixture of large lumps, but that saving is made simply because, owing to the numerous holes and channels through the mass, the briquette is practically composed of numerous small or fine lumps, and, as is well known, the finer the

Once it was believed that anthracite or coke were the only fuels generally available and suitable for the generation of water gas, particularly so when this gas was made in the generators of standard carburetted water-gas sets such as are commonly used in the manufacture of city gas. During the past 8 years, practice has changed considerably and it is now common to find gas plants operating without anthracite or coke and using bituminous coal in the generator. This change in fuel has appreciably increased the marketability and sales of certain coal producers' products; accordingly it is of interest to coal operators and others to know the reason for this change, the present trend in practice and the adaptability of various coals for generation of water gas. This paper briefly discusses these conditions and some of the factors relating thereto. Bituminous Coal not Ideal but Cheaper than Coke In spite of many changes which have been made in both process and generating apparatus for using bituminous coal as generator fuel more efficiently, in general it is not an ideal fuel for this purpose. It is supplanting coke because it costs less; it is so much cheaper per ton delivered at the gas works that water gas made therefrom costs less per unit-volume than that made from coke, even though the quantity of generator fuel consumed per therm (100,000 B. t. u.) of gas made is greater with coal. This is the reason why so many city gas plants, as well as others, are using bituminous coal instead of coke. Conditions Favoring Change from Coke to Coal The conditions which have made it possible and feasible, as well as economical, to supplant coke with coal may be summarized as follows: (1) Changes in methods of operating and alteration in generating apparatus; (2) lowering of the calorific standards for city gas, and (3) availability

THE manufacture of optical glass is a new industry in this country. In 1914, after the war started, the supply of optical glass from Europe was cut off, but as there was a fairly large stock of glass on hand, it was not until the end of 1915 that the optical instrument makers made serious efforts to produce their own glass. These early attempts were generally made by practical glass men and, due primarily to the fact that very little scientific help was used, the first attempts were unsuccessful. It was not until the whole problem was attacked by technically trained men who used advanced methods of research that good results were obtained. These researches proved that the accurate control of the temperature was a most important factor in the manufacture of optical glass. The early glass maker judged temperatures with his eyes; later, Seger cones were introduced into the furnace at various stages of the melt. Then radiation, indicating and recording pyrometers with rare-metal thermocouples were introduced. Now, in addition to these, an optical pyrometer every hour or so is sighted right into the pot and on the molten glass. Figs. 1 and 2 show how pyrometers are used to control the melt. InFig. 2, Y is the clay pot in which the batch is melted to glass within the furnace X. The rare-metal thermocouple S, protected by a clay tube, extends through the wall and about 4 in. into the furnace. This couple is connected to an indicator T and a recorder U so that a complete record of the furnace temperatures is obtained. The section of the curve ABCD, Fig. 1, shows how gradually and carefully the clay pot must be heated to get rid of moisture AB and during the calcining at CD. The stem of an expansion pyrometer R is extended through a hole in the door Z of the furnace and into the pot in order to more closely follow the temperatures of the clay pot itself during the burning process, that is from A to D. After the pot is calcined, the temperature can be rapidly raised to E (about 1430° C.); from E to F this temperature is much higher

Those engaged in pumping from shafts, or other mining works, may be intereited in the following suggestion of what is believed to be a novel method of raising moderate quantities of water against a considerable head. It is admitted that the ordinary Cornish pump, as generally used in mines, is hard to beat, on account of both its extreme simplicity and its easy adaptation to the requirements of mining; its great drawback, however, being the enormous weight of heavy rods and successive plungers that have to be kept in motion, not to mention the necessary " balance-" and " angle-bobs," with all their accompanying friction and wear and tear. It is contended that the following method would, to a great extent, overcome these drawbacks ; though, no doubt, many old miners may say it would also introduce new ones. Possibly, this may be the case. It is only desired that this pump may be judged upon its merits. The chief novelty of the method consists in employing the almost unlimited pressure obtainable from a high column of water, augmented, if necessary, by a hydraulic ram or press at the top, to work a small-diameter piston or plunger at the bottom of a shaft or well. This high-pressure plunger, indicated at E, in Fig. 1, transmits power direct to a larger-diameter plunger, F, constituting, together with the ordinary H-piece, valves, and wind-bore, the actual pump, which raises the water, by column C, to the adit-level or other discharge, placed as far as possible below the head of the high-pressure column A and ram W. It will thus be seen, that it is only necessary to maintain a prmsnre on the small piston, E, equal to that on the larger one, F, by means of the small but high column of water, A, in order to cause F to descend, and thus force the water up through C. The up-stroke is accomplished by a small water-wheel, or other engine, connected to the light rod or wire rope B, this having only to raise the weight of the actual plungers and fill the H-piece with water from the tank or

There has been much written on ball-mills, but no small amount of the literature is simply the expression of individual opinion without sufficient data. This is no doubt due to the complexity and obscurity of the phenomena involved. The outstanding paper is by E. W. Davis,I superintendent, School of Mines Experiment Station, University of Minnesota, which is based on a large amount of data from careful experiments with full-size apparatus, together with some mathematical philosophy. The entire philosophy is summed up in the equations given; but the present writers question the foundation upon which this philosophy is based. Encouraged by the work of Davis, the authors of this paper continued work they had been doing along this line. At first, photographs were taken of the ends of rods in a small laboratory rod mill. The mill was tilted slightly toward the feed end and the discharge end was removed. The rods remained in the mill long enough to permit good observation and good photography. Later, a mill 24 in. inside the stepped lining was constructed. It consisted of two sheets of plate glass, 1/2 in. apart, set in a cast-iron ring. It was driven by a variable speed motor and was connected to an accurate speedometer (magneto and voltmeter type). In place of balls or rods, cast brass disks were used. These were 3/8 in. thick and varied in diameter from 2 in. down to 3/4 in. Four small projections on each side prevented the disks sticking to the glass when water was used; sometimes steel balls % in. in diameter were added to the load of disks. There was also constructed a 6-in. mill with corrugated linoleum lining and containing a dry load of various sizes of steel balls. The mills were so connected to the motor that the small mill made two revolutions to one of the large mill. There has been much written on ball-mills, but no small amount of the literature is simply the expression of individual opinion without sufficient data. This is no doubt due to the complexity and obscurity of the phenomena involved. The outstanding paper is by E. W. Davis,I superintendent, School of Mines Experiment Station, University of Minnesota, which is based on a large amount of data from careful experiments with full-size apparatus, together with some mathematical philosophy. The entire philosophy is summed up in the equations given; but the present writers question the foundation upon which this philosophy is based. Slip lines in deformed copper single crystals exhibit very pronounced cross-slip and clustering if the stress axes are not too far from <100>. This orientation dependence seems to persist whether or not attempts are made to reduce the bending constraints of ordinary mechanical tests. THE purpose of this paper is to report some microscopic features of the plastic deformation of copper single crystals. The material used was OFHC copper obtained from the American Brass Co. Single crystals about 3 in. long and 5/16 in. in diameter were made by lowering graphite crucibles containing this copper out of the hot zone of a vertical tubular furnace at a rate of 1 1/4 in. per hr. The furnace atmosphere was nitrogen. The orientations of the crystals were determined by the back-reflection Laue technique.&apos; The X-ray spots usually indicated a slight lineage structure of not more than a degree or two. The crystallography of slip is discussed in Schmid and Boas.&apos; The terms classical slip, cross-slip, and conjugate slip are used here with the same meanings as in ref. 3. Compression Specimen 17 (Fig. 1) was selected because the resolved shearing stresses on eight slip systems dif- fered at most by a factor of 1.2. It was hoped that in this situation such effects as cross-slip might be made more prominent. Two intersecting planes parallel to the stress axis were ground on the crystal, using optical abrasive on a lead lap. The large plane was approximately perpendicular to the plane of the axis and the primary slip direction. Its exact orientation was determined by X-ray. The smaller made an angle of 49" with the larger, measured by reflecting a small light source. The experimental work herein described is presented in support of the following broad hypothesis: Conditioning of metals and metallic sulphides by amine collectors involves metathetic reaction at the solid surface between the collector and an oxidized metallic compound, to produce a coating comprising an amine-bearing compound of low solubility in the system. The type of reaction is different in acid and in basic solutions; both types may occur simultaneously in near-neutral pulps. Experimental The experiments comprise contact-angle tests with a variety of metals and metallic sulphides and extraction teats on ground chalcocite. Contact-angle tests were made principally on metals. Covellite paralleled metallic copper in amine solution at pH 8.8 (Table 3) and in alkaline water, but maintained an angle of about 70° in Io-3 HCl solution, where metallic copper lost its angle. The tests with anionic collectors (Table I) indicate that the behavior of metals in general is parallel to that of their minerals in anionic solutions. It is believed that this is generally true with cationic collectors also, but the covellite test is a warning against a broad assumption to this effect. All test specimens were mounted in Transoptic.* All tests in conditioning solution were preceded by a test in distilled water; cleaning and polishing were continued in every case until the angle in water was zero. Subsequent transfers into and out of solutions and test cells were made in such a way as to prevent exposure of the surface to air.1 The amine used was primary laurylamine, Armour and Co., AM-1120. It was used in the form of the hydrochloride, obtained by precipitation with gaseous hydrochloric acid from an ether solution of the amine, and purified by two recrystallizations from ether-alcoho1.2 Inorganic and other test reagents were standard laboratory grades. Temperatures were not controlled; the probable range of test-solution temperatures is 650 to 80°F.
