One of the most prominent features of our present-day industrial development is the ever-increasing demand put upon materials of construction. Engineering ingenuity, within the past 25 years, has been unusually active, and in some fields at least engineers frankly say that engineering design has progressed as far as the limitations imposed by the properties of the present materials of construction will permit. Consequently, they are today demanding improvement in their working materials and seeking new ones, through the aid of which the present limitations of design may be overcome. The activity of this search is evident in all fields, but it is particularly so in that of structural materials required to be resistant to corrosion. The corrosion resistance of metals and alloys is never absolute and all-inclusive; a particular alloy will withstand some corrosive conditions well and fail utterly under others. Furthermore, other properties, physical and mechanical, required in conjunction with corrosion resistance vary considerably for different commercial applications. One wants a soft, ductile sheet metal resistant to atmospheric corrosion; another, a high-strength alloy resistant to sulfuric acid. The last decade has witnessed active and definite progress in the development of high-strength, corrosion-resisting alloys. In June, 1924, a symposium by the American Society for Testing Materials, on Corrosion-resistant, Heat-resistant and Electrical-resistance Alloys, disclosed no less than 60 commercial alloys the properties of which were described as being suitable for industrial service where corrosion resistance was a feature. Today the number of these alloys has been doubled, at least. In addition, economy in design and construction through decreased weight has given considerable impetus to the improvement of alloys of which the mechanical propprties may be improved by heat-treatment.

Consumers of metallurgical coke are agreed that the quality of their fuel plays an important part in the performance of the furnace. Less unanimous agreement is evident when the properties of a desirable coke are discussed or when consideration is made of suitable testing methods by which the worth of a coke for metallurgical purposes may be determined quantitatively. Much has been written of the importance of combustibility as a factor in determining the performance of coke in the blast furnace and it is generally believed that cokes vary widely in this respect. The usual operating data of the furnace afford little evidence as to the combustibility of the fuel. As a part of a general investigation of the properties of metallurgical coke, the Bureau of Mines has explored the hearth combustion zone in a number of blast furnaces by means of water-cooled gas sampling tubes driven into the hearth through the tuyeres. The attempt has been made to determine the difference in combustibility of cokes varying widely in physical properties. Data have also been obtained in an experimental combustion furnace at the Bureau laboratories in Pittsburgh. This paper gives the results of experiments, made at eleven blast furnaces, in which the composition of the gases was determined at various points in the hearth in the plane of the tuyeres. Further work is in progress in which the zone above the tuyeres will be explored. The massive and martensitic transformations in ß Cu-Ga alloys were studied by optical microscopy and by transmission electron microscopy and diffraction. These types of transformation are distinct and do not merge into one another. An internal fine structure due to stacking faults was found in both the massive phase (m) and the martensite, but the origin of the faults is believed to be different in each case. The faults in the martensite are due to the lattice invariant or "second" shear of the phenom-enological theory, while those in the are probably growth faults and deformation faults arising from the transformation volume change. Evidence is presented for ordering in the ß phase prior to transformation into martensite, and the crystal structures of and ß' and ßi martensites are discussed. THE results from some previous investigations1,2 have led to the suggestion that martensitic and massive transformations have certain common characteristics. It presently seems established that massive transformations like martensitic transformations are essentially diffusionless,1,2 but unlike martensitic transformations, when a new phase forms massively there is no shape change or surface relief.= If the massive-type transformation is crystallographically similar to martensitic transformations, one would expect a fine structure as a result of the lattice invariant shear4 which is a part of the transformation mechanism. The existence of such a fine structure (i.e., slip, twinning, or faulting), if any, can be verified by transmission electron microscopy, and thus the present investigation was undertaken to compare the internal structure of massively and martensitically formed phases in Cu-Ga alloys which were derived from a parent of the same composition. The transformation characteristics of ß Cu-Ga alloys were also studied. The bcc ß phase in the Cu-Ga system, Fig. 1, is stable above 616oc.' Depending upon the cooling rate, ß Cu-Ga alloys can undergo three different types of phase transformations. The ß phase of eutectoid composition (23.7 at. pct Ga) decomposes into the ? phase (hcp) and the phase (complex cubic) by means of a eutectoid reaction. When the cooling rate is increased so that the decomposition of 0 into [ and ? is suppressed, the ß phase transforms into a nonequilibrium hcp phase, herein denoted ?m by a process of very rapid growth called a "massive" transformation. At even faster quenching rates the massive transformation can be suppressed and the ß transforms martensitically. Massive transformations, apparently similar to those in the Cu-Ga system, have also been studied in the Cu-Zn2,6-8 and Ag-Cd systems.9 Definitive characteristics if the Massive Transformations in 0 Cu-Ga Alloys1 1) The most remarkable feature of the massive transformation in Cu-Ga is that there is no bulk composition change on transformation. J. B. Cohen (AVCO Mfg. Co.)-The model presented by the authors is only one of several possible mechanisms for low-temperature aging. It is true that the motion of dislocations to the copper atoms, followed by diffusion along the dislocation lines, is one such mechanism. However, the details of such a process which would :result in copper-rich platelets on (100) planes in the f.c.c. matrix are not clear. Furthermore, there is at least one other mechanism that may be used to e.xplain the authors' results, so that the data do not clearly favor the Turnbull model. The zones may form by "normal" diffusion. The diffusion constants would be higher at room temperature than extrapolated data would suggest due to vacancies trapped in the specimens in the quench. The diffusivity would then be multiplied by the ratio of the number of vacancies present at the solution temperature to that present at room temperature. These vacancies could remain in the alloy specimen for long times at room temerature, due to interaction with the copper atoms. ' The activation energy for diffusion is smaller than that for bulk diffusion at elevated temperatures for it is only that for the motion of vacancies existing after the quench; after these are used up, the aging process effectively ceases. It is somewhat questionable if the laws governing transformation kinetics can be directly applied to changes in elastic moduli, especially in the case of aging where the structure and the composition of the zones may be changing during aging, If such laws are assumed, it is possible to explain the exponential factor of % with this vacancy model. It is probable that the structure of the zones and the matrix match only on (100) planes. Certainly the precipitates that form in this system after various aging treatments show orientation relationships similar to those of the zones. Strains on the edges of the zone may set up fields which do not allow the zone to grow in an edgewise manner. The exponent in the growth of a thin plate in a direction perpendicular to its face would be %. It may also be that copper atoms are attracted to dislocations. If this is the rate-controllin factor in the growth process Ifthisthen an exponent of % or % may arise. The writer would like to know if the authors have tried plotting l/a; proportional to as might be expected for "dislocation drainage." R. H. Doremus (General Electric Research Laboratory)—An important new method for following the growth of Guinier-Preston zones is presented in this paper, and I wish to congratulate the authors on their experiments. Their interpretation of the results, however, is doubtful in certain respects. To determine the exponent m in Eq. [4] the authors plotted -log at against t to various powers (their Fig. 6). The initial value of frequency used for these plots was found by extrapolating the data to zero time. In Fig. A the data from their Fig. 2 are plotted against a linear, rather than logarithmic, time scale. To obtain graphs similar to their Fig. 6 for these data one must use an initial frequency of about 52720; such a plot for m = % is shown in Fig. B. Geographically, British India includes India or Hindustan proper, Burma, and a part of Beluchistan. In ancient times India occupied a very important position anlong the producers of minerals and metals; in fact, as late as the middle of the seventeenth century, it contributed a very considerable quota of the mineral and metal supplies of the world. The branches of the industry worthy of special note are gold, silver, lead, antimony, copper, iron, diamonds and other precious stones. The famous " Damascus steel" was originally manufactured in India, Damascus being only a mart; and it is interesting to note that even at the present time this product is still made in India. Prior to the discovery of diamonds in Brazil in 1728, India was the sole producer of this important mineral; and while no diamond-mines are now systematically worked, fine specimens are occasionally reported to be found in river-beds and in alluvial diggings. For ages, nearly all of the minerals of present commercial value have been produced and worked in India, and many of the deposits may still play an important part in the world's mining and mineral history. Despite the patient work of the ancient Indians, the limited knowledge they possessed of pumping and ventilation precluded the possibility of attaining any great depth in mining. Under special conditions, shafts have been sunk to 600 ft., but the average depth was much less. As a result of this limitation, the ancient miners confinecl their work to the available ores in sight, leaving large bodies of ore intact, which can be profitably worked with modern methods of mining. As an evidence of this statement may be mentioned the mines of the Kolar gold-fields in Mysore, which have reached in some shafts a. depth exceeding 2,400 ft. Traces of ancient work in these

INTRODUCTION Slurry systems and mechanical conveying, represent the main methods of transporting solids from one area of a mineral processing plant to another. A well-designed slurry handling system can assist in lowering plant capital costs by reducing building size, simplifying plant layout and reducing operating costs by lowering maintenance and labour costs. This Paper has been prepared with the object of providing a practical approach to designing slurry systems. SLURRY CHARACTERISTICS Slurry is a mixture of crushed or ground rock mixed with water or a chemical solution, and can flow under several different conditions: (a) As a homogeneous suspension; (b) As a heterogeneous suspension; (c) With a moving bed (saltation); (d) With a stationary bed. Homogeneous flow takes place when the solids are uniformly distributed throughout a pipe and when particle sizes are smaller than 325 mesh. Heterogeneous is the most common slurry suspension. In this system, there is a gradual increase in concentration of solid particles towards the bottom of a pipe. There is a fairly wide range of velocities that fall within this system. In moving bed systems, the coarse particles settle out and bounce along the bottom of a pipe. Operating under these conditions tends to minimize wear and power requirements, but because this system operates within narrow velocity limits, pipelines frequently plug. Stationary bed conditions exist when coarse material has settled in the bottom of the pipe restricting the available area. These conditions should be avoided. DESIGNING A SLURRY SYSTEM Slurry can be transported either by pumping through a pipeline or by developing a gravity head and flowing through a pipe or along a launder. When considering any slurry system, whether for the design of a new plant or to make modifications to an existing operating plant, design criteria are required. The design criteria provide the information for calculating the material balance and sizing the equipment. The quantities on the material balance can then be assigned to the flowsheet for reference. We rejoice that the world-war is ended. We are proud of the part played by the English-speaking peoples—all doing equal honor to the traditions they share in common. One of the compensations for the calamity of the past four years is the fact that the Briton and the American, striving together in the cause of human liberty, have learned to understand and to respect each other. The mother country entered the fight resolutely at the beginning, while yet unready to meet the carefully prepared onslaught of the enemy; then the sons from the overseas dominions rallied to the old battle-cry eagerly and effectively; and last, but not least, the stepsons came from across the Atlantic, speaking the same speech, playing the same game, and fighting in the same clean way. It was a great foregathering of those that use the language of Shakespeare and idealize the principles of liberty for which the friends and associates of Shakespeare stood sponsor three centuries ago.' At a time like this it is pleasant to dwell upon the fact that the liberal Englishmen who organized the Virginia company were the pioneers of self-government on the American continent. The Virginia Assembly, convoked in 1619, was the first example of a domestic parliament to regulate internal affairs on this side of the Atlantic.2 The Governor of Virginia, Sir Edwin Sandys, had been a pupil of Richard Hooker at Oxford and from that political teacher he and his friends had imbibed the idea of combining civil liberty with constitutional order. To this group of large-minded Englishmen, the American colonists owed their liberal charters and their successive triumphs over the royal prerogative. Let it be noted that the American colonists had to deal with James II and George 111, the two smallest minds in the list of British kings. Another historical note, more pleasant to record, is the connection between the two principal groups of American settlers. In 1608, when the Pilgrim fathers, William Brewster and John Robinson, led their Separatist congregation to Holland and there prepared the expedition to America, they were assisted by Sandys and the Virginia Council, who were willing to share their privileges with them. When the Pilgrims set sail in 1620 they had the promise, obtained by Sandys from King James, that they should have freedom of worship,

It is always the case with heavy and cheap materials that the area within which they can be economically used depends upon the cost of transportation, and in those days of poor roads and no mechanical means of haulage on them, coal could only be moved a few miles from the mine by any other means than water. The need of better means of transport to the areas west of the mountains had been urged by Washington and many other leaders, but the first turnpike over the Alleghenies only reached the Ohio River at Wheeling, W. Va. in 1818. The James River and Kanawha road reached the Ohio in 1831, that from Winchester, Va. to Parkersburg in 1838, and the road through the Cumberland Gap was completed in 1797. None of these affected the coal industry excepting indirectly by building up some of the river towns which coal could reach. The inadequacy of roads alone to carry the traffic of the rapidly growing interior communities was demonstrated only a few years after the National Pike was completed, and in the early 1820's several of the states embarked upon the construction of a canal system, which had been under discussion for some years. The Erie Canal was opened in 1825 from Lake Erie to the Hudson River through New York; Pennsylvania, Virginia and Maryland had already started similar projects designed to bring traffic to their principal cities from the interior. The Pennsylvania Canal was started from Columbia, as a railroad extended from Philadelphia to that point, and it followed the Susquehanna and Juniata Rivers to Hollidaysburg; thence to Johnstown, a distance of 36 miles, where it consisted of partly railroad and partly inclined planes, the boats being hauled up, and lowered down the planes; from Johnstown the canal followed the Conemaugh, Kiskiminitas and Allegheny Rivers to Pittsburgh, 104 miles. Boats first reached Pittsburgh by this route in 1834. The Chesapeake and Potomac Canal followed the Potomac River from a point above Alexandria above the falls, to Cumberland. This canal was chartered in the eighteenth century and a portion of it was used by traffic in 1800. It was too small to be of much use and was abandoned, and later after many legal and financial vicissitudes was completed to Cumberland, traffic from there starting late in 1850. Introduction In the U.S., about one-quarter of the fuel oil and natural gas consumption is associated with power production in utility and industrial boilers and process heat needs in industrial furnaces. Coal has been an attractive candidate for replacing these premium fuels because of its low cost, but there are penalties associated with the solid fuel form. In many cases pulverized coal in unacceptable as a premium fuel replacement because of the extensive cost of retrofitting an existing boiler designed to burn oil or gas. In the cases of synthetic fuels from coal, research and development still have a long way to go and costs are very high. Another option, which appears very attractive, is the use of solid coal in a liquid fuel form - coal slurry fuels. Occidental Research Corp. has been developing coal slurry fuels in conjunction with Island Creek Coal (ICC), a wholly-owned subsidiary. Both coal-oil mixtures and coalwater mixtures are under development. ICC is a large eastern coal producer, engaged in the production and marketing of bituminous coal, both utility steam and high quality metallurgical coals. There are a number of incentives for potential users of coal slurry fuels and in particular for coal-water mixtures (CWMs). First, CWM represents an assured supply of fuel at a price predictable into future years. Second, CWM is available in the near term; there are no substantial advances in technology needed to provide coal slurry fuels commercially. Third, there is minimal new equipment required to accommodate CWM in the end-user's facility. Fourth, CWM is nearly as convenient to handle, store, and combust as is fuel oil. Several variants of CWM technology could be developed for different end-users in the future. One concept is to formulate slurry at the mine mouth in association with an integrated beneficiation process. This slurry fuel may be delivered to the end-user by any number of known conveyances such as barge, tank truck, and rail. Slurry fuel would then be stored on-site and used on demand in utility boilers, industrial boilers, and potentially for process heat needs or residential and commercial heating. An alternative approach is to formulate a low viscosity pre-slurry at the mine mouth and to pipeline it for a considerable distance, finishing up slurry formulation near the end-user's plant. Finally, at the other extreme of manufacturing alternatives, washed coal would be shipped to a CWM manufacturing plant just outside the end-user's gate. Depending on fuel specifications and locations of the mine and end-user facility, any of these alternatives may make economic sense. They are all achievable in the near term using existing technology or variants thereof. The Coal-Water Mixture CWMs contain a nominal 70 wt. % coal ground somewhat finer than the standard pulverized ("utility grind") coal grind suspended in water; a complex chemical additive system gives the desired CWM properties, making the suspension pumpable and preventing sedimentation and hardening over time. Figure 1 shows the difference between a sample of pulverized coal containing 30 wt. % moisture and a CWM of identical coal/water ratio. The coal sample behaves like sticky coal, while the CWM flows readily. The combustion energy of a CWM is 96-97% of that associated with the coal present, due to the penalty for vaporizing water in the CWM. Potentially any coal can be incorporated in the CWM, depending on the combustion performance required and the allowable cost. CWMs are usually formulated using high quality steam coals containing around 6% ash, 34% volatile matter, 0.8% sulfur, 1500°C (2730°F) initial deformation temperatures, and energy content of 25 GJ/t (21.5 million Btu per st). Additional beneficiation to the 3% ash level can be accomplished in an integrated process. There are a number of minimum requirements which a satisfactory CWM must meet: pumpability, stability, combustibility, and affordability. In addition, a CWM should be: resistant to extended shear, generally applicable to a wide variety of coals, forgiving/flexible, and compatible with the least expensive processing. It was found that a complex chemical additive package and control of particle size distribution are necessary to achieve these attributes simultaneously, while maximizing coal content in the slurry fuel. Formulation of Coal-Water Mixtures A major consideration in the manufacture, transportation, and utilization of a slurry fuel is its pumpability, or effective viscosity. Most CWM formulations are nonNewtonian, i.e., viscosity depends on the rate and/or duration of shear applied. Viscosities reported in this paper were obtained using a Brookfield viscometer fitted with a T-spindel and rotated at 30 rev/min, thus they are apparent viscosities measured at a shear rate of approximately 10 sec-1. The instrument does reproducibly generate a shear field if spindle size and rotation rate are held fixed. By observing the apparent viscosities of several slurries at fixed conditions it is possible to obtain a relative measure of their viscosities for comparison purposes. A true shear stress-shear rate relationship at the shear rates at which the CWM will be subjected in industry may be obtained using the Haake type and a capillary viscometer. These viscometers are used for specific applications. However, for comparison purposes, apparent viscosities are reported.

The PSU/MVS program, one of the computer programs for ventilation network analysis most recently developed at The Pennsylvania State University, was applied to the analysis of modifications to an existing ventilation system for a coal mine located in southern West Virginia. The program is well designed and has diversified capabilities which allow the users to make decisions on the optimum size and number of fans, the location and number of airshafts, and the optimum operational procedures. The mine had 10 working faces, from which the average production rate was about 5900 tons of clean coal per day. Two vane-axial mine fans were used in parallel at a shaft, and both of them operated simultaneously. One additional shaft was in the final construction stage and it would be used in four months to alleviate the load for the existing fans and distribute intake air more evenly. The overall ventilation surveys, including the altimeter pressure survey and the air quantity survey, were carried out in the mine entries, shafts, slopes, and gob areas. Computations were made using the above-mentioned computer program on the present condition and after one additional fan was placed in operation at the new shaft. Also, recommendations were made on the air route and fan blade settings for the most economical and efficient ventilation system. Further studies were carried out to decide the proper period when the third air shaft would be required according to the long-term mining plan. Additional branches were added for the next 4 years of the production plan, and the ventilation conditions were tested at the end of each year. Numerous combinations of blade settings and modifications of air routes were tested. It was recommended that the third air shaft be added at the end of the third year so as not to experience fan stall.

The outstanding developments of the year in southwestern Pennsylvania were the establishment of the Summit Fayette County gas pool and the gas pool in Nicholson township, Fayette County, and Monongahela township, Greene County, as major producing areas, and the indication of four new shallow gas pools. Curtailment of drilling for shallow gas is expected to follow order M68 of the Office of Production Management. Gas completions were approximately 70 per cent higher, oil completions nearly 25 per cent lower, dry holes were unchanged and drilling wells as of Dec. 31, 1941, nearly loo per cent higher than last year. Shallow Development Oil.—Outside Butler County, only 11 producers were drilled, with a total initial of 221 bbl. The best of these was in a portion of Gilmore township, Greene County, which ordinarily produces gas. This well flowed 77 bbl. in 11 hr., along with about one million cubic feet of gas from the Fourth (U.Dev.) sand. Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.

Washington County had a 10.20 and a 25-bbl. well in Morris township and a 20-bbl. well in South Franklin township. These were all in the Fifth Sand. The price of oil to Jan. 27 was $1.80 per barrel, when a 15¢ increase was made. This was followed by a raise of 20¢ on Apr. 23, 15¢ on May 21, 20¢ on June 18 and 25¢ on Aug. 14. The last increase was canceled on Aug. 23 by the Office of Price Administration, which pegged southwestern Pennsylvania crude at $2.40 per barrel. Gas.—An almost doubled initial production of natural gas is the result of the large increase in number of wells drilled. The outstanding discovery of the year was in the vicinity of Armbrust, Hempfield township, Westmoreland County, where a well drilled to what at first was considered the Bayard sand, but what is now known to be the Fifth (U.Dev.) sand, at 2100 ft. found nearly 5 million cu. ft. of gas. Since this completion 14 wells have been finished, only one of which was dry, giving a combined total open flow of approximately 15 million cu. ft. The sand is 35 to 40 ft. thick and the saturation extends through most of that thickness. Rock pressure, which is 1040 lb. per sq. in., is abnormally high. An area of only about one square mile has been proven but some of the 24 new wells drilling as of Dec. 31 will no doubt extend it considerably. This development has taken place in an area heretofore considered to have had little prospect. There were three good wells in other parts of Westmoreland County. One well in Franklin township, which had 12 million cu. ft, of gas in the Fifth sand, was entirely surrounded by dry holes but is still pro- . ducing at a high rate. In Bell township a 1.6 million cu. ft. well was found in the Speechley (U.Dev.) sand and in Washington township the same sand produced 2.7 million cu. ft. with shut-in pressure of 970 Ib. at 2820 ft. This well is offset by two dry holes and one well with a capacity of only 10 M cubic feet.

DESPITE the tremendous drop in the volume of domestic production of metals, their prices, and profits, the world as a whole has managed to produce and consume nearly as much as in 1937. Measured by production, 1937 was the record year for copper, lead, and zinc. The Copper Institute figures for 1938 (estimating December as equal to November) show that although apparent domestic consumption declined 309,422 tons, foreign consumption increased 133.035 tons. The total for 1938 was 1,971,790 tons compared with 2,148,177 tons for 1937. The domestic decline was 38.5 per cent, the foreign increase 9.9 per cent, and the total decline 8.2 per cent.

The application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing 'of metals have even been suggested; for example, the microscopic method of Tammann,' and the thermo-electric method of Turnera for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done. Previous Investigations of Mechanical Magnetic Properties The effect of mechanical stresses and of deformation, elastic or otherwise, oil the magnetic qualities of iron, steel, and other metals, has been studied by a number of investigators from the time of Joule (1841) to the present. It will, however, for the present purpose be sufficient to give an account only of the principal results obtained in the course of these investigations. DEVELOPMENTS in Venezuela during the past few months have been obscured by the hap-penings in Seminole and, more recently, those in southwest Texas. The question has been asked whether or not the opening of these vast new, prolific areas in the United States may not have depressed prices to a point so low as to give the developments in the Caribbean countries a serious setback. Nothing of the kind, however, has taken place, and on the contrary, there has been demonstrated the fact that Venezuela can profitably produce great quantities of oil under existing market conditions, and at the same time finance the foundation for further large expan-sion in the future. The three big factors which contribute to place Venezuela in a unique position and tend to insure the steady expansion of its oil industry are, in the order of their importance: I. Reasonable oil laws backed by a sound govern-ment, which comprehends the all-important fact that the country's prosperity depends on the prosperity of its industries, in a word, perceiving that the goose which lays the golden egg merits considerate treatment. II. The low cost of placing Venezuela oil on our At-lantic seaboard; not over $0.60 per barrel. III. The uniformly high average production per well and the large area of some of the individual pools. Under these conditions Venezuelan producers may be expected to continue steady and profitable ex-pansion even in the face of further market slumps. Their position is analogous to that of the low-cost copper producers, and unless artificial barriers, such as tariffs, come into play, Venezuela will steadily grow in importance. Within less than five years it should be second only to the United States among the oil-producing countries of the world.

The native copper of Lake Superior occurs in the form of fine grains and scales, disseminated in small percentage through the copper-bearing rock ; and in large and small masses, from a few pounds to several hundred tons in weight. Formerly the bulk of the copper came from the mines of Ontonagon and Keweenaw counties, producing mass copper. At present these mines furnish less than one-tenth of the total product, and fully one-half of this is from a single mine. The masses are usually found irregularly distributed in nearly vertical fissure veins, and require much dead work; in sinking, drifting, and stoping for their development. The risk and expense attending the working of these mines have made them, with few exceptions, anything but profitable.

Chairman-Baker-presented a resolution on the conduct of the war, to which objections were made. It was referred to a special-committee; Charles Whiting Baker, Charles Warren Hunt, and Calvert Townley, for re-drafting and presentation later in the meeting. The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

The concepts of "redox potential" and "oxide-ion activity" are suggested as measures of the fundamental slag properties of interest to the extraction metallurgist. Thermodynamic data for single oxides are presented graphically in these terms and a method of expressing desulfurization of steel in electrochemical terms is indicated. The application of the theovy to mixtures of oxides (slags) is discussed and the redox potential is shown to provide a link between all the redox equilibria in a slag-metal system. In particular, the redox potential of the slag, its basicity, and the oxygen partial It is now generally recognized that slags are mixtures of polymeric anions of silicates, aluminates, phosphates, and so forth, neutralized by cations. However, conventional thermodynamic treatments of slags have almost always been in terms of activities of the pure component oxides (e.g., SiO,, CaO, A1203, and so forth), which are known not to exist as such in slags. While this type of empirical treatment is perfectly acceptable and provides a rigorous and self-consistent way of considering thermodynamic properties, it can give little guide to the structure of slags, since its very nature ig- pressure are closely connected. Direct deternzination of these by electrode-potential measurements is possible. Literature calculations of ion activities in the system Ca0 -Fe0-SiO,/molten iron are used to evaluate redox potentials, which are shown to correlate with data on sulfur partition in the system. In addition to its application to equilibrium conditions, an electrochenzical approach to slag-metal reactions might provide a basis for new methods of studying the kinetics of these reactions and for plant-control instruments in the pyrometallurgical industries. nores such complications. Recently, the thermodynamic properties of some slags have been successfully interpreted in terms of activities of anions of varying degrees of complexity. (While these have been successful curve-fitting exercises, there is no direct implication that the anions used in the models are necessarily the ones which actually exist in slags.) The success of these ionic thermodynamic treatments is encouraging but a complete picture of slag structure is still a long way off. What is needed is a complete knowledge of the values of stability constants for all reactions in slags of the type:

Legal and legislative matters constituted the outstanding features of proration in Texas in 1932. From East Texas emanated most of the political, legal, technical and industrial activity. Conroe and Thompson developed into fields of major importance. Proration orders were issued by the Railroad Commission on many of the producing fields of the Gulf Coast and West Texas not covered in previous years. In Yates, Penn Pool, Winkler, Van, the Panhandle, North Texas and West Central Texas there were 110 changes of importance, except in allowables. New proration schemes were introduced in East Texas, Conroe, Thompson, Saranosa, Government Wells, Tuleta and Howard-Glasscock. Little progress was made in administration or technical development. Legal and Legislative Matters Proration first began in Texas in 1927 as a voluntary attempt to divide the market outlet of a field on an equitable basis. The statutes then in existence were considered somewhat archaic and the Railroad Commission's authority was limited. Subsequent efforts to strengthen the laws were not wholly successful. The 1929 Conservation Act made no mention of market demand but declared that the term "waste" did not mean " economic waste." With the passage of the Pipc Line Act of 1930, providing for ratable purchasing, it was the opinion of many lawyere that a legal means of proration had been found. The 1931 law had ths same provision as that of 1929 with respect to economic waste but specifically prohibited limiting of production to market demand. The law passed Nov. 12, 1932, omitted reference to economic waste and specifically provided for limitation of production to reasonable market demand. Vigorous attacks were being made in State and Federal Courts on the constitutionality of the laws and the validity of the Commission's orders. In Peoples Petroleum Producers, Inc. et al. vs. Lon A. Smith et al., which had been heard before a three-judge U. S. District Court in Houston on May 28, 1932 and again on Sept. 19, the Court's decision for plaintiffs, released Oct. 2, influenced in a large measure the calling of the Legislature and the passage of the Market Demand Law on Nov. 12.
