Use of high-expansion foam for controlling mine fires was first made known in a published announcement in June, 1956, by representatives of the Safety in Mines Research Establishment, Buxton, England. In 1957, the United States Bureau of Mines, interested in this new method of controlling mine fires which could not be approached or extinguished by conventional methods, began to investigate the practicability of the foam-plug technique under American mining conditions at its experimental coal mine in Bruceton, Pa. Results of these experiments proved the potentialities of controlling mine fires with foam. The USBM conducted numerous demonstrations at its experimental mine to show this foam-plug method to groups of coal mining men, many of which were impressed by the action of the foam as it moved away from the netting toward an open fire and its ability to control the fire in a very short time.

There are two general classes of problems in connection with electric furnaces. First, those relating to the best utilization of the electrical power inside the furnace; second, those connected with the bringing of the electrical power to the point where it is to be utilized. Referring particularly to the latter class of problems, many calculations have been made, covering a wide variety of furnaces, to check the electrical capacity and power factor found from test. The following analysis, made for the purpose of determining the maximum capacity and approximate performance of a new furnace, to operate at 160 volts on a 60-cycle circuit, may be of interest. The first characteristic necessary to determine is the inductance, since this is the factor that limits the amount of power which can be put into the furnace. Inductance is calculated from the dimensions of the furnace, according to formulas of the U. S. Bureau of Standardsll as follows. Formula 99, for mutual inductance, is: M = 2l [log 2l/d-1 +d/l] Formula 103, for self-inductance, is: Both of these formulas are approximations which are nearly correct when 1 is great compared to d or R. 1 = length of circuit, in centimeters, d = separation between the conductors, in centimeters, R = geometric mean radius of conductors. For a circular tube, R = the radius of the circle. For a solid circular conductor, R = 0.7788 X the radius of the conductor. For a rectangular conductor, R = 0.2235 X (a + b), a being the length, and b being the width of the rectangle. This paper deals with molybdenum modifications of 5140 steel that have the same hardenability but a better tolerance for phosphorus than the AISI-SAE 5140 grade. Lack of toughness in steels with higher than normal phosphorus contents is well known to metallurgists. This problem is troublesome even within normal phosphorus ranges, if the heat treatment or the design of the part or the service is critical. Under such unfavorable conditions and also in the case of phosphorus contents toward the upper side of the commercial range, the use of molybdenum to replace a part of the chromium in 5140 steel provides a factor of safety. The toughness of steel is variously exhibited in different mechanical tests; broadly the term is applied to the capacity of the steel to deform prior to fracture. Defined in this way, toughness is considered to be an inherent quality that depends upon the composition and structure of the steel, and also upon its temperature during deformation and fracture in the test. In the present state of our knowledge, the type of mechanical test needs to be included in any discussion of toughness, because the revelation of this quality in steel depends on the stress state and rate of stressing imposed by the test. In comparing the toughness of one steel with another by laboratory testing, it has long been customary to use notched tests that impose severe constmint to deformation, and then to test over a range of temperatures to obtain the so-called transition. At temperatures above the transition, the steel fails after considerable deformation and absorption of energy. Below the transition, less energy is absorbed as the steel fails largely by cleavage. The transition range itself is characterized by a more or less abrupt change in energy absorption and type of fracture. The conventional V-notch Charpy impact test has been used exclusively in the work covered by this report. For the steels under study, rather sharp transitions are obtained with this test, at testing temperatures that are easily obtained in the laboratory. The position of the transition on the testing temperature scale provides a rather sensitive index of the toughness of the steel, when the steels under study are similar in character as they are in this work. Turning to the metallurgical reasons for the greater toughness of one steel as compared to another, the authors propose to limit the discussion to the small field under study. Only one structural state is considered, tempered martensite of a hardness of about 28 Rockwell C or 269 Brinell. The study deals first with the loss of toughness in AISI-SAE 5140 steel caused by increasing the phosphorus content from about 0.020 to 0.040 pct. A second part of the work deals with counteracting this loss in toughness by replacing a part of the chromium by molybdenum. A series of molybdenum modifications was studied, in each of which the chromium was reduced sufficiently to duplicate the hardenability of 5140 steel. Phosphorus affects the toughness of steel in two ways. An inherent lack of toughness of phosphorus-bearing ferrite as compared to low phosphorus ferrite has often been noted. Jolivet and Vidall have shown that phosphorus has the same effect in tempered martensite in chromium steels. The other well known effect of phosphorus is to make steel susceptible to temper embrittlement. Temper brittleness is a loss in toughness brought about by tempering steel within a limited temperature interval somewhat below the A1 temperature. In most of the standard AISI-SAE alloy steels, this temperature interval is approximately 850-1100°F. Either of these types of loss in toughness is easily followed by the shift in the transition temperature obtained with the notched-bar impact test. The data to be presented show the beneficial effect of substituting molybdenum for a part of the chromium in 5140 steel with either moderate (0.020 pct) or high (0.040 pct) phosphorus contents. Both the inherent lack of toughness of phosphorus-bearing steel and temper brittleness are counteracted by this use of molybdenum. The work of Jolivet and Vidal mentioned above shows the detrimental effect of phosphorus on the toughness of tempered martensite in the absence of temper embrittlement, as well as the temper brittleness caused by phosphorus. They used two steels, essentially 0.25 pct C-1.4 pct Cr, with 0.044 and 0.013 pct P, respectively. The nonembrittled state was obtained by quenching in oil from 1610°F, then tempering for one hour at 1200°F and quenching in water. In this state the transition temperature range of the low phosphorus steel in the notched-bar impact test was below that of the steel with 0.044 pct P. An additional treatment of 24 hr at 975°F (that is, in the embrittling range) caused both steels to lose toughness, but the high phosphorus steel showed the greater embrittlement. A method is shown for the study of the creep rate dependence of metals on the applied stress under the condition of constant structure. The method was applied to pure aluminum and to dilute solid solution alloys of magnesium, copper, germanium, zinc, and silver in aluminum. A linear relationship was found to exist between the true stress and the logarithm of the creep rate. ALTHOUGH extensive creep data are now avail-Aable, the fundamentals of the creep phenomena are as yet only vaguely understood. Many attempts have been made to formulate theories for creep. Eut their agreement with fact has been disappointing. It appears that merely pyramiding more of the same type of data that is now available will not provide the essential aid toward formulating a better understanding of the complicated process of creep. Perhaps attempts to construct better models for the mechanism of creep might have to be tentatively abandoned until new types of definitive creep data are uncovered. The question therefore arises regarding what type of data might be needed to provide the essential knowledge for formulating better and more realistic theories of creep. Perhaps one source of the failure to uncover an adequate theory arises from the fact that practically all theories for creep and nearly all analyses of experimental data on creep disregard the well-known fact that the structure of metals changes during creep. For example, it is customary in evaluating the effect of stress on the creep rate to correlate the secondary creep rate with the applied stress. But, as has been demonstrated recently,' the structures obtained during secondary creep tend to exhibit deformation banding at high stresses and polygoniza- tion at the lower stresses. Consequently the stress-secondary creep rate relationships found in this way are not fundamental, inasmuch as they reveal not only the effect of stress but also the effect of differences in structure on the secondary creep rates. It is the purpose of the study reported here to isolate the effect of stress alone on the creep rate in an attempt to provide new data for possible formulation of a better theory of creep. In addition an attempt will also be made to ascertain how structure, temperature, and alloying might affect the stress-creep rate relationship. The procedure that was adopted was simple: A specimen was precrept at a given engineering stress U, (initial engineering stress during creep under constant load, namely the load divided by the initial area of the specimen) and temperature T to a selected engineering strain, e (engineering strain, namely, the instantaneous gage length minus the initial gage length divided by the initial gage length), at which time the true stress was reduced to some lower value of the true stress, ^ (the true instantaneous stress, namely, the load divided by the instantaneous area). The instantaneous true creep rate, i, (the true strain rate; with E, the true strain, namely, the natural logarithm of the instantaneous over the initial gage length) following reduction of the true stress to U, was then determined. Second, third, etc., tests were conducted under identical conditions except the stress was reduced to yet lower values, us, u,, yielding yet lower instantaneous creep rates, ;, and i,. Inasmuch as the precreep conditions were identical in each series of tests, the instantaneous structures obtained immediately after reducing the stress were presumed to be identical.

AT opposite ends of a mineralized belt of northeast-southwest trend, and ten miles apart, are the Edwards and Balmat zinc minas, in St. Lawrence County, New York, west of the Adirondacks. The principal town is Gouverneur, fifteen miles west of Edwards, eight miles northwest of Balmat, and the area is often referred to as the Gouverneur district. (See Fig. 1.) At various times the district has been noted for its hematite mines, pyrite mines, and marble quarries, all now abandoned. At present, in addition to zinc, it is the country's largest source of industrial talc. A short distance to the east important magnetite mines are operating. Geologically the district lies at the southern margin of the Canadian shield, where this great expanse of Pre-Cambrian igneous and metamorphic rocks merges into the foothills of the Adirondacks. The rock formations in approximate order of areal extent and importance are as follows:

With this issue of the Bulletin, the Institute puts into operation a plan which it has long had under consideration for enlarging its field of usefulness to its members. We refer to the Index to periodical literature bearing on mining, metallurgy, and related subjects, which will be found in the advertising section at the end of the Bulletin. The Index is printed on alternate pages so that anyone who desires to compile a card index can readily clip the items and paste them onto cards. By its affiliation with the Engineering Societies Library, the Institute possesses unexcelled facilities for the preparation of this Index, since practically every important engineering or technical paper published anywhere in the world is regularly received by the library. The items for publication in the Index are first selected by the library staff, but their final approval and their order of arrangement remains in the hands of the editor. A word should be said in explanation of the system of classification that has been adopted. It will be noted that the classification is extremely broad, no attempt having been made to gather the references into closely specialized groups. Our reason for breaking away from the modern tendency toward minute specialization is based upon the fact that the fundamental principles underlying all engineering are not by any means so diversified as has commonly been supposed. For example, it is not at, all unlikely that an engineer engaged in large-scale ore mining in the Southwest can profit by observing the methods employed by his colleagues in the Pennsylvania coal mines. It is notorious also how extensively the brotherhood of chemical engineers has profited by the. earlier experiences of the ore-dressing and metallurgical engineers. If the Index were minutely sub-divided, it would always be possible that the coal-mining engineer, for example, might fail to observe a most important paper because it happened to be listed tinder the head of iron mining. For this reason, mining practice in general is consolidated under one head. The same line of reasoning applies to other divisions as well. In order to make the Index of practical value to all members of the Institute, wherever they may be situated, the library will undertake to supply, for a nominal charge, an abstract, a translation, a typewritten copy, a photostat copy, or the original of any article in the Index. Requests for service of this character should be addressed directly to the Engineering Societies Library, 29 West 39th St., New York. Members are urged to cooperate toward the success of this new departure by sending us suggestions. Although every effort has been made to anticipate the wishes of the members, it is almost impossible to foretell what services may be most useful to our 7000 constituents. Furthermore, it is known that some men prefer one method of classification while others would find another method more convenient.

THE present milling operations of the Chief Consolidated Mining Co. consist- of flotation of oxidized minerals from siliceous ores of the Tintic Mining district, Utah. As the lead, silver, and gold minerals that give the ores economic value are almost entirely oxidized; their successful flotation has necessitated the solution of many new problems. Laboratory effort resulted in the selection of a, natural float for the oxidized minerals. 'By "natural float," I mean that no reagent was added to produce a sulfide film on the osidized minerals before or while subjecting them to flotation operations. As compared to methods involving sulfide filming, the natural float was selected because it promised successful treatment of a larger variety, of ores without change in quantity or kind of reagents, as well as a better economic balance between metal recovery and concentration ratio. In explanation, I can, state that with sulfide filming, the efficiency of the method decreases rapidly with increase of hydrated, iron osides in the ore, whereas with the natural float the same effect has not been noted. Evidence shows that although sulfidizing can produce greater metal recoveries, it yields a concentrate so much lower in grade that no advantage results.

IF New England were located in some distant and almost inaccessible region, there is no doubt that its mineral resources would have been ere this well developed and generally acknowledged, but laboring under the disadvantage of nearness, it has been neglected. Its surface, moreover, is not cut up by mountains and canons, and the remnants of many of the old ridges are extensively covered by glacial drift. Having for the past ten months been engaged in the development of a. mineral district in Southeastern Maine, I would take this opportunity to lay before the Institute sketches of results, and try to give some idea of the formations as found. The Sullivan Mining District extends from the town of Franklin, through Hancock, Sullivan, and Gouldsborough, from northwest to southeast, about sixteen miles. A general idea of this locality may be gathered from the map accompanying. (Fig. 1).

Numerous articles have appeared in the literature citing the application of the potentiometric analyzer to cycling operations. Specific information obtainable by a potentiometric analysis, as noted by various investigators, includes: 1. Pattern sweep efficiency for various injection and production rate programs. 2. Injected fluid breakthrough time at production wells. 3. Optimum production and injection rates. 4. Prediction of injection and/or production well locations. 5. History of advance of the in-jected-produced fluid interface. 6. Ultimate life of the reservoir. 7. Ultimate reservoir production. This note describes a procedure for predicting pressure distribution in a gas-condensate reservoir by using the potentiometric analyzer to obtain potential distribution data on an analog model of the reservoir and then applying Muskat's' equations. The method relates the volumetric weighted average datum pressure to the mean potential in the model.

The Copper Canyon and Copper Basin properties of Duval Corp., in Lander Co., have been recently added to the list of porphyry copper mines in Nevada, marking the first new copper open pit operations in this state in 15 years. Ore is processed in the 4000 tpd flotation mill at Copper Canyon, with some copper being recovered by dump leaching. The ore from Copper Basin, 10 miles northeast of the Canyon, is trucked to the mill for concentration. Cost of developing the properties is estimated at $22 million. It was recognized at an early stage of exploration that the two deposits were quite different. Continuity, mineralogy and grade of ore are much more uniform in the Canyon than in the higher grade, pod-like deposits in the Basin. The fundamental difference between the two areas is that the Canyon mineralization is dominantly hypogene, whereas the Basin ores are secondarily enriched.

With some uncertainty as to the type, rate and scope of adoption of air pollution control regulations, and with limited information on the availability of low-sulfur fuels, it is possible at best to make only a rough assessment of the impact of such regulations on coal. It is apparent from the following discussion that regulations of the type already effective or being considered, if adopted and enforced on a widespread basis over a short-term period and if substitute fuels were available, both quantitatively and economically, could result in a loss of more than one-half of coal's markets. Depending on the areal sequence of adoption of such regulations, some areas would be able to obtain limited amounts of low-sulfur coals. Others would not. Because of the usually greater distances from the large industrial coal consuming areas to new sources of coal supply, and because of the higher mine prices for low-sulfur coals, the delivered prices of such coals as might be available would be much higher than those for high-sulfur coals. A large and sudden demand for low-sulfur coals would exert further upward pressure on prices.

THE world-wide continuation of low prices for zinc in 1934 has militated against any striking changes in the position of the metal. The price of zinc in London at the end of the year, about £11 5/8 per long ton, or 2.5c per pound at the existing rate of exchange, is more than 25 per cent below the average price for last year. In these circumstances probably the most significant event of the year was the putting into operation of the new electrolytic plant of the Giesches company at Magdeburg, Germany. This plant is designed to have an initial capacity of 20,000 long tons per year, and it is planned to increase this to 40,000 tons annually. This development is significant not only as indicating a continued swing of zinc metallurgy towards electrolytic methods, but also because it will make Germany virtually independent of foreign sources of zinc. This will mean that the zinc tonnage normally exported to Germany from Belgium and Poland will. become available for other markets, and it is feared may lead to lower prices unless the production of Bel-

One of the engineering proposals in the last Congress which was of interest to engineers was the soldiers' land settlement plan proposed by Secretary Lane, under which returned soldiers, sailors and marines would be employed on construction work in the reclamation of swamp and arid lands and would thereafter be given preference in the selection and settlement of those lands. This bill failed in the fillibuster at the end of the session. It is likely that some sort of a plan for soldiers' settlement will come before the next Congress. A new bill has been written up for introduction at the next session which proposes an "infiltration method" of buying improved farms in established communities for' the soldiers' settlement purpose, under the authority and direction of the Farm Loan Board. The contrast of this bill to the one recommended by Secretary Lane is of vital importance to engineers at this time; first, because of the broad engineering improvement program that the latter bill proposes as against no engineering improvement under the infiltration plan; secondly, the community settlement plan of Secretary Lane means improvement of waste lands requiring much engineering work.

This paper brings within the compass of one comparatively brief article a general description of the situation concerning the nation's water resources. It touches upon the phenomenal growth in the demand for water supply and emphasizes the problems facing the coal industry both with regard to acid mine water drainage discharged from active and abandoned mines and the suspended solids discharged to the stream system from wet coal preparation plants. IT must always be remembered, with regard to the problem of water-borne industrial wastes, that stream pollution from any cause is just one factor in the comprehensive problem of water supply in modern times. Industries nonexistent 25 years ago are now flourishing, and supplies of water piped to homes and apartments, as well as the greater number of plumbing fixtures per dwelling and per building, have created an ever growing demand on the country's water resources. Indication of this rapid growth in demand is shown in Table I, which is quoted from Abrams. of Texas increased 287% and the water consumption 7000 per cent." The domestic load varies greatly, depending on the extent of the available supply and the habits of the community. According to the report of the President's Water Resources Policy Commission' the United States Public Health Service reported a national average of 127 gal per capita per day, varying from 60 gal in communities of 500 persons to 140 or 150 gal in cities of 10,000 or over. Other critical areas may be cited to illustrate the inter-relation between new industrial processes and the demands for water in the area where the new enterprise is located. Powell and Wilson have pointed out that during World War 11, in the vicinity of Louisville, Ky., a rapid expansion of industry took place, consisting of numerous synthetic rubber plants. The demand for water increased from 37 million gal per day in 1937 to 62 million gal in 1943. These heavy requirements drew down the supply stored in the water-bearing aquifers to such an extent that urgent plans for recharging were considered. Similar situations have developed in the Los Angeles area and in the vicinity of Texas City. Warne4 has drawn attention to the situation in Los Angeles area, where in the West Basin the withdrawal of ground water in 1945 was 90,000 acre-ft, almost double the amount of the natural fresh water recharge. The draw down has been so severe that the level of the ground water is now below sea level, and sea water is invading the West Basin aquifers at rates up to 300 ft per year. In the Report of the Engineers Joint Council it is pointed out that in the area of Texas City the ground water table has been critically lowered.
