This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

S. Budirsky J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point 0 travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex'85, Katowice, Poland, pp. 73-83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4500 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (1a in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the aforementioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf-Forschungshefte, 1984, No. 5, pp. 219-223. Flame safety lamps have been used in gaseous mines since the Davy lamp was introduced, more than 100 years ago. During the last decade the flame safety lamp has been rapidly replaced by the electric lamp as a device for illuminating the miner's working place; in the United States the electric cap lamp has been widely adopted. For example, in 1911 approximately 45,000 flame lamps and no electric lamps were being used in the Pennsylvania bituminous mines, which were then producing 35 per cent of all the soft coal mined in this country; by 1918 the flame lamps had decreased to 17,000, whereas electric lamps-mostly of one maketotaled nearly 48,000. In Great Britain during the same years the total of 723,934 flame lamps decreased to 590,185 and the electric lamps gained rapidly from 4,298 to 156,521. No later reliable figures are at hand. However, before the flame lamp becomes obsolete, it is fitting that the Bureau of Mines compile a permanent record of a device which has served the mining industry for more than three generations, and not only made possible the development of entire districts that otherwise could not have been worked but undoubtedly saved the lives of thousands of underground workers. Flame safety lamps are capable of doing more than the name indicates. First, under normal conditions, they can be used in a mine atmosphere that contains an explosive mixture of gas and air without great danger of exploding such a mixture, though such use of a flame lamp should not be permitted. Second, to an experienced man they indicate percentages of gas much lower than the explosive limit, and thus can be used to indicate to workers the approach of an unsafe condition in the mine atmosphere. Third, flame lamps will not burn in an atmosphere greatly deficient in oxygen, and they therefore warn the users of such deficiency in time to withdraw to a place of safety. Flame safety lamps are still used rather widely in the United States for general illumination and to a still greater extent for detecting gas. Many coal-producing States require fire bosses to use these lamps in gaseous mines, and the regulations of several States specify that a gIven number of such lamps be kept available for emergency service.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

The pile foundation designer typically performs a subsurface exploration program and static pile capacity calculations before selecting a pile foundation type, length, and capacity. During construction, a pile installation criterion must be established to meet these design requirements. This installation criterion usually consists of a minimum penetration resistance or blow count to confirm pile capacity and may also include a minimum embedment requirement. This text will focus on use of wave equation analysis and dynamic measurements to meet design requirements. Silver ore was discovered at Aspen in 1879, but the district did not reach full production until 1888 after lawsuits were settled and railroads furnished less expensive transportation to the outside world. The boom years were 1888-92; production declined thereafter. From the middle 1920's until 1950, the Midnight mine in the Richmond Hill district furnished most of the output in the Aspen quadrangle. Since 1950, little mining has been done at Aspen. The metals produced were silver, lead and zinc. Native silver dissolved from the sulfide ores was redeposited by waters circulating as deep as 300 m below the land surface, resulting in great secondary enrichment of many of the deposits. Over 100 million ounces of silver were produced in the Aspen quadrangle. Low-grade lead-zinc deposits remain between the old workings locally, and data available suggest that primary ore below levels mined is also of low grade. The ore occurs in the Mississippian Leadville Limestone and the lower part of the Pennsylvanian Belden Formation in sites that were made favorable for deposition by a number of stratigraphic and structural factors.

There has been a persistent need to forecast roof falls so that miner’s exposure to hazardous underground environments can be minimized. Several monitoring techniques have been developed and are used today with varying levels of acceptance in the mining industry. This paper examines the potential for monitoring microseismic emissions activity as a means of forecasting roof falls. The use of this activity to forecast roof falls has drawn only limited attention, resulting in a lack of published field performance data. This deficiency is being partially addressed by analyzing data obtained during longwall mining at Moonee Colliery in 1998. The Moonee data base contains a wealth of information concerning roof fall forecast parameters and the seismic alarm criteria used to develop these forecasts. Four seismic alarm criteria were developed and used by Moonee with varying degrees of success. Roof falls were forecasted 73% of the time with average forecast times of 54 minutes. Ninety percent of the predicted roof falls had a warning time, i.e., the time between warning and roof fall event, of greater than 1 minute. The fraction of forecasted roof falls decayed logarithmically as a function of warning time, until only 20% of events were predicted more than 100 minutes prior to roof falls. False alarms occurred in 50% of the warnings. Many of the false alarms were quickly followed by a cessation in mining which could have temporarily halted the on-going failure process. If mining had continued immediately after the false alarms, a roof fall may have occurred soon after. The microseismic activity collected from Moonee Colliery demonstrates that techniques to forecast roof rock instabilities in underground mines are possible.

THERE is today no proven continuous mining machine that can be used under all the varying conditions found in most bituminous coal mines. During the last five years, however, both the machines and methods of using them have been improved. Coal operators can now exercise a fair degree of selectivity, except those who must struggle with thick and hard partings and operate in seams less than 40 in. thick. It must be realized, then, that more than one type of continuous miner may be used advantageously in the same coal mine. Although this appears to violate the standardization generally sought after, the gain can more than offset added maintenance and, to a lesser degree, operating problems.

Sylvite of Canada, a wholly owned subsidiary of Hudson Bay Mining and Smelting Co., operates an 8000 TPD potash mine and refinery located nine miles North East of Rocanville, Saskatchewan. Prior to Hudson Bay's entry in 1968 into potash mining and refining, it was one of the more traditional and conservative Canadian Mining Companies whose principal business had been for many years a successful copper-zinc mining and smelting operation located at Flin Flon, Manitoba. The potash reserves being mined by Sylvite were acquired through the acquisition of Francana Oil and Gas. This acquisition was at the time when several major potash mines were being developed or had recently been brought into production in the Province. These mines are owned by either very substantial Canadian Mining Companies or Multi-National Mining Companies with considerable potash mining experience. At that time, it became very apparent because of the new mines coming into production, potash mining and refining would quickly become a very competitive industry. Because of long term considerations, Hudson Bay decided to proceed with the development of its potash reserves, recognizing the Mine and Refinery would have to be the most advanced available in order to successfully operate. This report deals with the mining operation at Sylvite and the degree of success Sylvite has achieved.

"INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. THOUGH the burning of fuels extends far back into antiquity, and though fuel beds are the most common and widely distributed example of chemical actions and engineering practice, there has been little attempt to group fuel beds by types or to define the principles associated with them. This paper does not profess to cover completely the subject of fuel beds. It suggests some of the over-all principles of the two more com-mon types. No new investigational data are included, but the deduc-tions are largely based on a recent publication of the U.S. Bureau of Mines1. DEFINITION OF TYPES There are three primary types of fuel beds: (1) Underfeed, in which the fuel and the air move in the same direction; (2) overfeed, in which the fuel and the air move in opposite directions; (3) crossfeed, in .which the fuel and the air move at right angles to each other. The principle that fixes the type is the relation between directions of the flow of fuel and of air. Fig. 1 shows the three types diagrammatically. All other types are compounded of these three in a simple or more or less complex manner. It does not follow that these three type designations are limited to the methods used in representing them in Fig. 1; they may be turned in any direction, and as long as the relative directions of the fuel and air are the same the type is not changed. For example, A as shown resembles a pot-type stoker, but the air and fuel can move downward as in the so-called smokeless heating boiler furnace. Also, C can be placed hori-zontal, as in chain-grate stokers. For this reason, the terms used to designate the three types are not all that could be desired; more logical ones could be coined, but those used probably are satisfactory until the discussion of fuel-bed types becomes more common.

An overburden handling dragline operation was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to determine the degree a dragline could mix overburden inhibitory zones during the spoiling process. In order to quantify the mixing process the overburden was: 1) scatter spoiled; 2) dump spoiled; and 3) spoiled in a normal manner. This demonstration was part of an effort to investigate means of reestablishing non-polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. When inhibitory material constituted < 5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. Inhibitory overburden zones often reappeared at the base or top of spoil piles in the potential aquifer and root zones suggesting the need for selective placement procedures. Scatter spoiling did not appear to be significantly more effective than normal spoiling, however clump spoiling seemed to produce less mixing of inimical zones. Mining activity has reduced ground-water levels within 1600 m of the active pit. The aquifer which is developing in spoils appears to have similar confinement characteristics as those that existed in the premined aquifer. To date no definite trends have been observed concerning changes in surface or ground-water chemistry associated with mining.

"IntroductionIn the course of an investigation on the influence of black damp (a mix of nitrogen and carbon dioxide) on the limits of inflammability of fire damp (methane) in air, some new information was obtained concerning the factors that determine whether or not a gas mixture is capable of self-propagation of flame. Volume for volume, carbon dioxide exceeds nitrogen in its extinctive action on flame, an effect which is generally attributed to the higher molecular heat capacity of the former. Argon, a as of lesser heat capacity than either, proved to Lave less extinctive notion. If, as seemed likely, the extinctive action of a chemically inert gas could be attributed entirely to its heat capacity, then helium should behave like argon; equal volumes of these two oases should exhibit equal extinctive action, for their molecular heat capacities are nearly identical at laboratory temperatures and, in all probability, remain constant up to and beyond flame temperatures. The experiments reported here show, however, that helium has proved to be more extinctive of methane flames than argon.Method Used in ExperimentsThe limits of inflammability of methane, in various ""atmospheres"" composed of mixture of air with one or other of the diluent were determined in a vertical glass tube, 6 feet long and 2 inches in diameter. The lower end of the tube was opened by sliding away a ground-glass joint and the flame of a small spirit lamp was immediately passed across the aperture. The tube was sufficiently long to enable observers to judge whether a flame was self-propagation for if a mixture were incapable of continued self-propagation pf flame, the lamp of flame formel above the source of ignition was extinguished within feet of its passage up the tube."

Highland Valley Copper (HVC) is a large open pit copper mine in the southern interior of British Columbia. Machine guidance technology using GPS has been utilized at the mine since 1996 for blast hole drill navigation and since 2000 for shovel and dozer navigation. Since 1997, rock recognition has been part of the drilling process. This allowed the mine to develop a Mine to Mill strategy using the rock hardness information from drill monitoring systems to both refine drilling and blasting parameters as well as downstream crushing and grinding strategies. Although this preliminary effort has been very successful at HVC, the current intent is to gain further benefits through better use of existing information while also deriving an enhanced data set from monitoring production drills. In the latter case, the objective is to acquire and process drill variables in such a manner as to permit more detailed definition of rock mass characteristics. The subsequent focus will be to use the derived geotechnical and geological information as part of a practical process to more prescriptively blast the rock mass. Through the definition of domains based on drill monitored derived rock mass properties, the intent will be to enhance blast outcomes that lead to optimized downstream (from blasting through to concentration) processes in a more proactive and timely manner. This paper examines a proposed approach to be able to derive more accurate and consistent rock mass properties from production drilling. In addition, the discussion will identify potential benefits to be gained from process improvements that result in enhanced productivities, and crushing and grinding optimisation due to blasting strategies that are more closely matched to identify rock mass characteristics.

Por ello, el presente trabajo señala la causa de este, como las características de los descansos médicos de la población trabajadora en el campamento minero de Toquepala, perteneciente a la empresa minera Southern Perú. La principal causa reportada de absentismo en el trabajo es la incapacidad derivada de enfermedades, incluyendo los accidentes de trabajo y particulares, los cuales constituyendo hasta las tres cuartas partes del ausentismo en la industria. Asimismo se definen los materiales y métodos a través del Comité Permanente y la Asociación Internacional para la Medicina del Trabajo. "

Keywords: Pyrometallurgy, furnace, ferrochromium, alloys, Zimbabwe Zimbabwe Alloys was founded in 1949 by a consortium led by the John Brown Group. It was the first ferrochrome plant in Africa. The establishment of the refinery was necessitated by an increase in world stainless steel demand and the need to reduce cost by shipping alloy rather than chrome ore. The location of the refinery in Gweru was influenced by a number of factors, not least of which were the abundance of chrome ore deposits, access to inexpensive power from Kariba, the availability of reductant coke from Hwange, accessibility to ports (as the town was well served with rail and road networks second to none in the country), and of course cheaper labour costs. The production of Low Carbon Ferrochrome (LCFeCr) was commissioned in 1953 and produced from an Open Arc Furnace with a Submerged Arc Furnace producing Ferrosilicon Chrome (FeSiCr) that is used as a reductant in the production of LCFeCr. An experimental furnace was commissioned in 1958 to help with efficiency and control on larger furnaces. A second Submerged Furnace was commissioned in 1963. Three other Submerged Arc Furnaces were built between 1967 and 1974. Several mines were acquired between 1974 and 1984, as a strategic move to ensure the growth of the refinery. A briquetting plant was commissioned in 1977, enabling the use of friable ores to enhance the capacity of ore supplies and ore cost management. A plant to recover alloy from slag was established in 1994 to capitalize on market demand without large capital outlay that would be required to build other furnaces to increase capacity. Zimbabwe Alloys has created employment opportunities throughout the years. There have been direct employment opportunities at both the refinery and the mining divisions. With time, indirect employment was realised both upstream and downstream of the refining process, enhancing the livelihood of numerous people. Zimbabwe Alloys&apos; involvement with various labour skills has, of necessity, enabled it to develop a culture of safety at work, home, and play. Zimbabwe Alloys has contributed to society by participating and funding various local initiatives primarily to impact positively on societal needs. The latest development was in 1996, when Zimbabwe Alloys entered into a Technical Transfer Agreement with Japan Metals and Chemicals to improve the efficiencies and hence the profitability of the LCFeCr production process. A significant quantity of various alloys has been produced since inception, and significant foreign currency has been earned for the country. This was in spite of challenges that included the cyclic nature of market prices, the upheavals of sanctions affecting the macro-economic environment, and the challenges related to the deteriorating grade of chrome ore and reductant coke.
