The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

CANMET-MMSL, in cooperation with Dry Systems Technologies and Quinsam Mine, conducted a study to determine the effects of B50 biodiesel on the emissions of a flameproof diesel power package in comparison with mining diesel fuel for application in underground coal mines. The emissions testing for coal mine application requires that the intake air mixture to the engine should be at 1.25 percent methane by volume in air. The tested power package system included a naturally aspirated, mechanically-controlled diesel engine with a diesel oxidation catalyst (DOC), a heat exchanger, flame arresters, and a low temperature disposable diesel particulate filter. The engine dynamometer tests were conducted at the CANMET-MMSL Diesel Emissions Research Laboratory in Ottawa using the ISO 8178-C1 test protocol. The separate and combined effects of a B50 biodiesel blended fuel, and with and without 1.25% methane enriched intake air were measured on a diesel power package. Fuelling the baseline engine (without methane), with B50 biodiesel blend reduced carbon monoxide (CO) by 44%, and increased nitrogen dioxide (NO2) by 19%, and particulate matter by 31% relative to the mining diesel fuel. Similarly, injection of 1.25% methane to the intake air for baseline engine with mining diesel fuel increased engine power by 15%, CO by 124%, and NO by 15%, and decreased NO2 by 13%. The effect of B50 biodiesel relative to the mining diesel for coal mines application (with methane for both fuels) was to reduce CO by 27%, and NO by 6%, and increase NO2 by 23%, with no change in engine power. The overall results indicate that the minimum ventilation rate for the equipment application in coal mines with B50 biodiesel was 4.11 m3/s (8,700 cfm), slightly higher than the ventilation rate of 4.01 m3/s (8,500 cfm) with the mining diesel fuel. This slight increase in ventilation rate for B50 biodiesel fuel was due to an increase in NO2 at one of the operating test points, and the ventilation rate for this equipment was governed by NO2 in the exhaust gas.

Detailed investigation was carried out on the dephosphorization of a number of phosphorus-rich manganese or samples of India by leaching with dilute sulphuric acid. Various process parameters like concentration of acid, liquid-solid ratio, temperature of leaching, time of leaching, and particle size of the ore were studied in detail for the three samples of manganese ore from central India, and optimum values were worked out on a laboratory scale. Preliminary studies show that certain ores which are not easily amemlible to appreciable dephosphorization by leaching with dilute sulphuric acid can be made amenable by :roasting to 700-900°C before leaching.

A mineral resource survey of the 940-square-mile (2,434 km2) Hells Canyon study area, which includes Hells Canyon Wilderness, Snake and Rapid Wild and Scenic River's, and adjoining roadless lands in Oregon and Idaho, indicates the area is highly mineralized. Thirty-four lode deposits within the study area have resources totaling about 31 million tons (28 million t) containing copper, silver, zinc, gold, and lead; another 42 lodes, not sufficiently exposed to allow resource estimates, are believed to have mineral potential. The most important deposits are copper-, silver-, zinc-, gold-, and lead-bearing volcanogenic occurrences, followed by silver-and copper-bearing contact replacement (tactite) deposits; other lode occurrences are relatively unimportant. The most important placer deposits occur at Dry Diggins; placers along the Snake River are small and scattered. The study area has extensive deposits of limestone and sand and gravel; it has little potential for energy resources.

The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

Kuala Lumpur, Malaysia is underlain by karstic limestone. Firm clays, mudstones and siltstoncs of the Kenny Hill Formation overlie the limestone for about two thirds of the city. The remaining third has deep deposits of very soft alluvium, or tin mining slimes, overlying the limestone. It is only recently that large buildings have been constructed in the area. Arup Jururunding have been concerned with several projects located on the limestone, although space here only permits the description of four sites in detail. The experience has allowed the development of a design approach for the foundations. The aim is to make the architectural scheme compatible with the geology. This is not always possible, and examples are given of both situations. The case histories give examples of compensated foundations, and piled foundations include steel H-piles, precast concrete piles, micropiles, bored piles with rock sockets, and barrettes up to 90m deep.

INFINIUM, Inc. is scaling up a new molten salt electrolysis process for producing rare earth metals. Instead of conventional carbon anodes, this process uses Pure Oxygen Anodes™ which employ a stabilized zirconia solid electrolyte between the molten salt and anode. This eliminates two problems with today's rare earth metal production technology. First, it eliminates carbon anodes and contamination of the product by carbon and its impurities, enabling 10-100 times larger batch size than current practice, and lower labor costs. Second, it eliminates emissions of perfluorocarbons (PFC) such as CF4 and C2F6, which are very problematic greenhouse gases with 6000+ times the global warming potential of CO2. The zirconia also enables a sealed vessel with no LiF emissions, creates a reducing environment enabling use of low-cost welded steel vessels, and either produces a high-purity oxygen by-product or can use natural gas to reduce the necessary electrical energy with no HF production. This paper will describe the technology and its current status for rare earth metal production.

A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. A field method combining solvent extraction and paper partition chromatography permits a simple and rapid semiquantitative estimation of gold in siliceous, argillaceous and sulphide ores. The method will facilitate the eyaluation of prospect samples in which the gold is too fine for separation by panning.Ethyl alcohol-hydrobromic acid mixtures are suitable for chromatographic development of the gold complex, and give clear reproducible definition of the gold zone. Substitution of commercial "methylated spirits" for the ethyl alcohol gives equally good definition, improving the potential of the method for field use.A batch of six samples in the range of 0·5 to 5·0 dwt/ton can be completed in two hours. The range may be extended by simple modification to higher or lower values.INTRODUCTIONIn a chromatographic method described previously (Lever 1958, Nevill and Lever 1959), gold from a standard volume of ore clamped between -plate glass was extracted by aqua regia on to the paper. After cautious drying the chromatogram was developed by an ethyl acetate-nitric acid-water mixture and gold was identified by spraying with stannous chloride solution. Sensitivity of the method in the low range was poor. The brown line obtained in the 1-3 dw/j ton range, caused by movement of gold in the reduced form, was not considered to be a satisfactory confirmation of the presence of gold. It was felt that the method would be improved by using a more elegant extraction and applying developing conditions which would produce a well defined purple line at all gold values. A sinter plant baghouse dust has been treated as a hazardous solid waste, and disposed at a very high price. A series of leaching tests were conducted to examine the possibility to produce high grade potassium chloride from the solid waste. It is found that around 40% of the solid wastes can dissolve into water, and a deposit with more than 90% KCl can be produced after simply drying the solution.

Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

El autor ofrece detalles completos sobre los parámetros de esta operación, cuya explotación se realiza por medio de macro bloques, con el proceso denominado Block Caving. La operación cuenta hoy con una vida útil cercana a los 40 años y se han optimizado considerablemente los estándares ambientales, operativos y de seguridad.

The Mid-Tennessee Zinc (MTZ) mines, comprised of the Gordonsville, Elmwood, and Cumberland sites, last operated 4 years ago and are undergoing rehabilitation to begin production in 2008. The mines utilize a random room-and-pillar mining method that results in complex ventilation networks. Upon decommissioning, the mechanical ventilation units were removed and disposed of and several shafts sealed. In an effort to re-open the mines and operate in compliance with imminent Mine Safety Health and Administration (MSHA) diesel particulate matter (DPM) regulatory limits of 160TC µg/m3, a new ventilation system was required. The new ventilation system was developed primarily based on the diesel equipment required to meet production. Particular emphasis was placed on the DPM, diesel equipment utilization, main fan sizing, and fan locations to enable the mines to meet MSHA?s ventilation requirements in a cost efficient manner.

An electrically powered methane sampling system for application on mining machines was designed, fabricated and laboratory tested. The system will sequentially draw sample air at a controlled rate from up to three machine positions across the mine face and deliver the air to either an approved methane monitor, methanometer or flame safety lamp. The prime considerations in the design were to provide an intrinsically safe, water and dust resistant control box and an explosion-proof power box capable of being operated from the various mining power sources. The power box contains an internal battery that provides operating power prior to mining machine start-up and alter machine shut-down. The internal battery is recharged automatically when mining machine power is available.

En este sentido, se utiliza el método gráfico ya que define las ecuaciones de costos totales y es fácilmente comprensible a todo nivel.

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimina- tion of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To deter- mine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with refer- ence to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope. Although the hypothesis as to coking quality finds but partial support in the chemical analyses, its consideration has led to a method of predicting from an analysis with a fair degree of certainty whether any given coal will coke by the ordinary process. The unbroken transition between coals originally similar but now classed in widely different groups, whether of the same age or of different ages, as a result of dynamochemical action, appears demonstrated by the analyses as well as by field observation.
