This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

An assessment is made of the potential for thick seam underground mining of black coal in Australia. A brief summary is given of the geo-mechanical environment and previous mining history existing in a number of areas of particular interest from the point of view of thick seam mining. A classification of thick seam mining methods is presented with emphasis on the critical geo-mechanical parameters influencing the performance of such methods. A summary is made of perceived geo-mechanical research requirements related to thick seam mining in Australian coalfields.

A comparative characterization of the dimensional and mechanical properties as well as structural aspects of two different types of fibers extracted from the leaves and petioles of the buriti palm tree was performed. A statistical analysis revealed that both types of fibers present a significant dispersion in length and equivalent diameter. However, the corresponding intervals of dimensional variation are sensibly different. The tensile properties showed that both types of fibers display a tendency of higher strength for smaller diameters. Moreover, the fibers extracted from the leaves depict a comparatively lower strength. By contrast, the fibers from the petiole present an average strength sufficiently high for the use as reinforcement of polymeric composites. The structural aspects of tensile-rupture fibers, characterized by scanning electron microscopy, showed marked distinction in the microstructure and fiber behavior of both types of investigated fibers. "The most economical way of dewatering mineral concentrates is to reduce the moisture content in the material mechanically using thickeners and filtration avoiding thermal drying whenever possible. In addition to this, the dewatering process should produce low moisture cake, high quality liquid, consume little energy. As a part of the dewatering process The CERAMEC® capillary filter has been proven to meet these requirements in over 150 installations. The filtration is done by using ceramic filter plates with small pore size. The capillary action in the filter medium secures gas free filtration at good vacuum, and due to the small pore size, filtrate is crystal clean and particle free. The energy consumption is minimal. This paper will discuss results from filters installed at Pyhäsalmi Mine Oy in Finland where the technology was has been used since the late eighties. Results from more recent installations like Los Pelambres in Chile and LKAB in Sweden will also be discussed.INTRODUCTIONThe idea of using capillary action to make dewatering more efficient was invented two decades ago. Ten years later whole filter plants utilizing the new method were delivered to mine concentrators for dewatering of mineral concentrates. Further development of ceramic membrane plates made it possible to meet the requirements in iron ore dewatering. In addition to low cake moisture, high capacity and low energy consumption, there are a lot of environmental advantages in using capillary filtration. Illumination hardware developed in conjunction with previous Contracts H024202l, H0242049, and H0242023 had not been adequately tested in actual underground work situations. The purpose of this contract was to install and monitor this equipment on mining machines and in actual working places of coal mines to gain experience with the use of the lamps and support equipment in the abusive and critical environments for which they were intended. The equipment that was to be tested consisted of the following: a. Lamps -A variety of sizes of permissible fluorescent lamps which operate from 12 volts DC power. These include the following sizes: Model 8, (9 watts) 2" diameter; Model 15/2 (14 watts) 2" diameter; Model 15/3 (21 watts) 3" diameter; Model 20 (25 watts) 3" diameter; Model 30, (28 watts) 3" diameter; and Model 40, (39 watts) 311 diameter. Representative photographs of these lamps are shown in Figure 1-1 and 1-2.

A physical modelling study has been carried out to simulate the slag-metal dispersion induced by a high-strength bottom gas injection. Water and kerosene were utilized to simulate metal and slag respectively. A water model of CLU (Creusot-Loire Uddeholm)vessel was used with three different nozzle orientations, namely, off-centre, triangular off-centre and centre. The gas flow rates changed from 0.00599 m3/s to 0.01081 m3/s. Height of heavy and light phases was kept fixed at 0.23 m and 0.02 m respectively. The dispersed phase hold-up was determined at various axial and radial distances, gas flow rates, and tuyere configurations. The observations revealed that at a fixed gas injection rate, as the vertical distance increased in the centerline, straight off-centre orientation resulted in greater dispersed phase hold-up values than those of the centre configuration and the triangular off-centre orientation. The dispersed phase hold-up was found to increase with gas injection rate and decreased with axial distance. The variation of the dispersed phase hold-up with the dimensionless axial distance and the gas injection rate was correlated by using the modified Froude number. The experimental values of the dispersed phase hold-up were found to be in reasonable agreement with the correlated values obtained from the modelling equations. The findings of the present study may be utilized in the ferroalloy refining vessels in terms of designing tuyere locations for optimum processing conditions.

A special inlet system has been developed for a TOF mass spectrometer that allows the equilibrated high-temperature vapors from an atmospheric-pressure flow reactor to be leaked into the ion source of the mass spectrometer without undergoing any compositional changes. Using this flow reactor - mass spectrometer system and a modified transpiration system (one that allows for the carrier stream to be equilibrated with two different condensed samples) a series of fundamental vapor transport studies were undertaken. The results of these studies are summarized as follows: 1. The vapor species in equilibrium with condensed copper (I) chloride were determined to be Cu3C13, Cu4C14, and Cu5C15. The gas mixture is fifty percent tetramer near the melting point (703°K), with the percentage of tetramer decreasing with increasing temperature. The following thermodynamic results were obtained.

1.1 DEVELOPMENT OF INDUCTANCE MATRICES The basic building block in this analytical work is the development of an equivalent circuit. The equivalent circuit for the cable depends on all of the distributed parameters of the cable although the series inductance and resistance are of primary importance. The cable resistances are generally available from handbooks or from cable manufacturers. On the other hand, the cable inductances are not usually available either from handbooks or from the manufacturer's published data. Thus, it is useful to summarize the derivation of the origin of the inductance matrix from basic principles. 1.1.1 Flux Around a Cylindrical Conductor The flux pattern around a cylindrical current carrying conductor can be found by using symmetry in conjunction with Ampere's Law. From symmetry it is clear that the flux lines which always close on themselves must be concentric circles. Thus, from symmetry alone one can get a qualitative picture of the magnetic field. This is shown in Fig. 1.1 where the inner circle represents the solid round conductor and the outer circle represents a flux line. The quantitative picture will now be developed using Ampere's Law.

La implementación del SIG que se está realizando en la Fundición de Cobre, asegura la calidad del proceso productivo, estandarizar las mejores prácticas operativas a través de instrucciones de trabajo y procedimientos, motiva y forma a todo el personal de la empresa, cumple con la legislación y mejora la seguridad y salud ocupacional de todo el personal.

Building indicators that respond to all stakeholders' needs is a time-consuming and complex exercise, with certain questions still unsolved. The aim of the current three-year research project, carried out in partnership between BRGM’s Mineral Resources Division and C3ED, is to propose a top-down / bottom-up indicators building methodology that combines conception and coordination methods and a participative approach. The tool-design phase is based partly on a comparative analysis of existing international initiatives according to different criteria (objective, observation scale, framework, etc.). The study of two African mining projects will provide the opportunity to confront the conceptual aspects with reality in the field. Careful consideration of the participants’ suggestions will result in a set of indicators that can be easily understood and adopted by all stakeholders. The final objective is to measure the impact of a mining site on a local, regional and national sustainable development frame, throughout the full life cycle of a mine.

This concept paper is presented in the hope of raising the awareness of mankind on the necessity for its peaceful coexistence with nature. It is a food for thought. It takes compromise and sacrifice of people, who will have to learn to curb their greed and move toward a more organic form of prosperity. A nature-friendly sustainability is first step toward the protection of nature that is critical to the mutual survival of mankind and nature. People need the resources from the finite earth to survive and nature needs the prevention of human destruction in order to continue to regenerate and provide. The contemporary notion of sustainability is self-serving. It serves the interest of industry by camouflaging itself to look like nature?s protector. The ?sustainability? concept presented in this paper aims to extend the longevity of the utilization of the limited natural resources for many generations to come. It is an important, responsible first step in creating a healthy sustainability concept that, when implemented, extends the longevity of mankind by the most efficient use of the finite resources on this limited Planet Earth, all the while taking into consideration the increase in anthropogenic activities due to exponential human population growth. This new definition of ?sustainability? has completely different characteristics than its contemporary versions. Nature has its own destiny, rules and principles. Being a part of nature, human society depends on it for survival and must play by its rules and never the other way round as in its initial pretensions. Society should not try to humanize nature, but rather to respect the rule of the nature in a peaceful way of co-existence. When implemented, this new concept of sustainability aims to affect the designs of engineered structures and revolutionize the recovery methods and processing of natural resources, such as mineral resources in the most efficient manner. Finally, this paper intends to stimulate critical thinking and initiate serious discussions aiming at producing a general consensus for the best definition for human society to not only enrich, but to extend its existence. The U.S. Bureau of Mines conducted a mineral resource survey of the Cinder Cones Wilderness Study Area (WSA) (CDCA-239), 10 miles east of Baker, CA, in 1983. The 44,299-acre WSA is underlain by Precambrian granite gneiss, Upper Cretaceous or lower Tertiary Teutonia quartz monzonite, and Quaternary basalt flows and alluvium. This mineral survey included an examination of two volcanic cinder mines, five lode prospects, two volcanic cinder prospects, and reconnaissance sampling in and near the WSA. The seven prospects are in the WSA; the two volcanic cinder mines are adjacent. No mines are in the WSA. In 1981, there were 61 placer and 3 lode mining claims in the WSA. Sample results from two prospects within the WSA contained significant gold and silver values; however, the mineralized rock is of limited extent and no resources were apparent. Alluvial samples taken throughout the WSA contained only traces of gold. Two volcanic cinder cones within the WSA contain an estimated 30 million tons of cinders. There are sufficient cinders outside the WSA to satisfy demand in the foreseeable future. Stone, sand, and gravel deposits are not resources because similar material is closer to markets. No evidence of energy minerals or geothermal resources was found.

En nuestra Planta de procesos de La Arena, uno de los principales insumos químicos en nuestro proceso es el cianuro de sodio. La lixiviación del oro con una solución de cianuro sigue siendo el proceso hidrometalúrgico más ampliamente utilizado para la extracción de oro en los minerales. El cianuro de sodio por ser parte esencial del proceso también es el que tiene un alto impacto en los costos operativos del área. En base a resultados de pruebas metalúrgicas se concluyó que, a partir de la segunda mitad del ciclo de lixiviación del mineral, el requerimiento de cianuro para continuar con la lixiviación del oro es menor. Es por ello que se analizó la viabilidad de implementar un sistema de bombeo para realizar un riego diferenciado en el Pad y así optimizar el consumo de este reactivo.

This report covers the study of the feasibility of using a hand-held infrared viewer as a methane indicator to observe methane gas at the face of an underground coal mine. The objective of this program was the development of a hand-held device to remotely detect the presence of concentrations of methane gas in underground coal mines. Convenient "mapping" of methane from a remote location would allow rapid and safe corrective procedures for working personnel. Modified commercially available equipment was evaluated both in the laboratory and in a working mine. Although readings were obtained and the general principle of operation demonstrated, the power levels necessary, and protective enclosures required, would raise the weight of the instrument beyond practical limits of portability. Based on currently available technology, it is the conclusion of the investigations that a practical, portable, hand-held visual methane indicator is beyond the state-of-the-art. The recommendation was, therefore, made that work be suspended, and the results and data compiled and presented in a final program report.

The U.S. Bureau of Mines-Michigan Technological University mine ventilation mainframe program was successfully adapted for execution in a personal computer (PC). The hardware requirement can be as modest as 256 kilobytes (33) of random access memory (RM) and two floppy disk drives. A version compiled for a PC possessing 512 Kb RAM has arrays dimensioned to accommodate 512 separate mine airways and junctions, and it contains all the features and capabilities of the original version. It has successfully analyzed all the ventilation networks tested, including a very large commercial mine (404 airways, 237 junctions, and 5 fans). In all cases the PC version produced practically identical results as obtained from the mainframe computer. In all respects, the PC version performed the same as the mainframe version with the exception of execution speed When a numerical coprocessor is employed, execution time can be reduced by more than 50%.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

A cooperative study was conducted with Emerald Coal Resources, L.P., an affiliate of Foundation Coal Corporation, and the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of (partially) pre-driven longwall recovery rooms supported with pumpable roof supports. This paper evaluates the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 10 ft from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 6-8 in once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 32-ft horizon with total deformation ranging from 2 to 4 in, indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. It is postulated that this may be due to the progression of the rear “abutment” moving toward the recovery room as the panel fender and standing support in the recovery room yield and shed load. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in roof instabilities that can lead to catastrophic results.

In the study of the topographical effects on surface movement due to underground longwall mining, the factors that affect the incremental horizontal displacements are identified using 10 collected cases. Based on this study, the angle of surface natural slope is the major contributor to the incremental horizontal displacement while the total movement is also playing an important role in some cases.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.
