With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

When the opportunity to revisit the region was offered in 1929, as a result of a cooperative agreement between the State Mining Board of Oregon and the United States Geological Survey, it seemed advisable to pay particular attention to this feature of the lodes, in the hope that if the idea of zonal relations was confirmed it might serve as a guide in exploitation.

"Optimizing the ball charge in a grinding mill may be needed to maximise throughput or alternatively, to achieve proper product size in more challenging situations. Efforts to optimise the ball charge however are essentially empirical and suffer from the lack of appropriate, accessible and reliable tools. To address these limitations, a new model-based technology was developed that relies on 3D Discrete Element Method and population balance techniques: it takes on the form of a simulator that aims to significantly decrease the time required to optimise the size distribution and the grinding media load within a ball mill. This paper summarizes the research work related to the development of this simulator. The calibration of the different constituting sub-models will be highlighted. The successful use of the simulator to predict the effect of ball make-up on the grinding product size distribution in one plant is also reported.INTRODUCTION Adjusting the characteristics of the grinding media charge in grinding mills holds significant potential for optimisation of mill performance. For example, properly adjusting the ball size distribution in a ball mill can help achieving specified targets for final product size distribution and/or throughput capacity. However, several problems appear when reviewing the process and the available tools to optimise ball mill load: • The current empirical simulation tools are lacking with regard to the ability to predict the performance of grinding when changes to mill ball make-up are made; • Generally, these tools estimate the top size of the charge so it is difficult to predict the effect of mixed ball make-up; • As the quality of prediction of these tools is low, the operators try to optimise the ball charge by a ""trial and error"" method and proceeding with conservative changes. The influence of these changes on grinding performance is often less than the measurement precision and the improvements then remain imperceptible; • A change in ball make-up may require an average of about 6 months waiting period before reaching the stationary state of mill ball load. This exercise is due to be costly if applied change decreases the mill performance. In its effort towards the comminution process optimisation, COREM R&D portfolio had addressed the herein described opportunity during the last five years This paper describes the technology already developed for the optimisation of ball charge. It takes on the form of a simulator that aims to predict the evolution of the grinding media load, the grinding energy available in the ball mill and the final product size distribution. The simulator was first validated in a pilot scale ball mill and then applied in an industrial case."

Morrison (Chairman, Dept. of Mining Engineering and Applied Geophysics, McGill University, Montreal, Que., Canada) - The discing of drill core has been a recognized pressure phenomenon for many years but only recently has an interest been taken in the mechanism involved. The work of Jaeger and Cook is referred to in the text. The authors have now advanced the study to establish, within certain loading limitations, a direct relationship between axial and radial stress at failure. This is an important contribution. In mines generally, where pressure conditions result in the spalling of openings, the faces of drifts and crosscuts, on scaling, usually show a concavity with respect to the opening very similar to the face of the drill hole after the separation of the stub. The same holds for shaft sinks. This suggests a similarity between the mechanism of the discing of core and that of the spalling of an opening, under pressure, to develop a more stable outline. This is one of a series of paper's being published by the Bureau of Mines on placer mining; it is written as a supplement to Information Circular 6788, "Placer Mining in the Western United States, Part III", by E. D. Gardner and C. H. Johnson which was published in February 1935. Since Information Circular 6788 was written (1933), considerable advance has been made in the technique of mining placer gravels with power shovels and draglines. Although new washing plants continue to be built in accordance with untried designs the trend of new installations is toward proved equipment. A substantial number of plants are now being operated successfully (1937).

"Column and other non-conventional flotation approaches continue to provide benefits where conventional flotation processes have exhibited limited success. This is particularly evident with respect to flotation of ultrafine and coarse particles. Advancements in air sparging technology have provided the ability to produce finer bubbles than previously possible. The generation of finer bubbles coupled with the froth washing capabilities of a flotation column has demonstrated improvements in ultrafine particle recovery while simultaneously producing a high-grade float product. On the other side of the spectrum, the use of these sparging technologies while applying flotation fundamentals to a fluidized-bed reactor has increased the maximum floatable particle size up to and in excess of 3 mm. Benefits of higher recoveries and reduced reagent consumption have resulted from the use of these technologies. An additional benefit includes a reduction in plant grinding requirements. As such, this paper describes the application of Cavitation-Tube sparger technology and fluidized-bed flotation (HydroFloat). A review of data from industrial and pilot-scale applications is also provided.INTRODUCTIONConventional (mechanical) froth flotation is considered the workhorse of the minerals processing industry. This low-cost process makes it possible to selectively recover minerals by exploiting the difference in surface characteristics (e.g., wettability) of the valuable component and the waste material. Unfortunately, the upper particle size limit for flotation rarely exceeds 0.600 mm, and is typically maintained at less than 0.300 mm for most industrial applications. For many commercial base metal plants, the particle size range for optimum recovery is typically between 0.01 and 0.1 mm (Lynch et al., 1981). This finding is not novel. In fact, the effect of particle size on flotation recovery was studied as early as 1931 by Gaudin et al. who showed that coarse (+0.250 mm) and extremely fine particles (-0.010 mm) are more difficult to recover than particles of an intermediate size. The loss of recovery is due to inherent limitations associated with the flotation process, including bubble-particle adhesion and collision, detachment, buoyancy, and transport."

The vibration and impact environment for crew members on locomotives has been investigated in a series of studies conducted by Exponent Failure Analysis Associates (Exponent) beginning in 1990. Locomotive cab vibration and impact levels were measured on a variety of locomotive models operating over many different track sections across the Union Pacific, Burlington Northern Santa Fe, CSX, Norfolk Southern, and CONRAIL systems. The comfort and health implications of exposure to the measured locomotive vibration levels were evaluated by comparison with the human vibration exposure boundaries given in the International Standards Organization (ISO) standard 2631-1:1997, the British Standard 6841:1987, European Union (EU) Directive 2002/44/EC, measurements made by Exponent on various commercial and recreational vehicles, and vibration exposure measurement data found in the literature. Methods Initially, vibration levels experienced by locomotive crews were measured and recorded at incremental speeds covering the range of normal train operation. In 2003, a method of measuring the vibration exposure continuously by means of a digital recorder was developed, allowing the vibration level over the entire run or crew shift to be analyzed. For each seating location measured, acceleration was recorded on the seat surface beneath the ischial tuberosities (pelvis) of the seated crew member and on the cab floor directly under the seat. At each of the locations, triaxial accelerometers were used to measure the vibration along the longitudinal, lateral, and vertical axes. Since the vibration environment varies throughout the route, and locomotive vibration levels have been found to be primarily speed dependent, a speed sensor was used to continuously measure the speed of the train. To evaluate the recorded vibrations levels, the data was divided into two-minute segments, which were each processed per the 1997 ISO standard for weighted RMS vibration levels and Vibration Dose Values (VDV). Additionally, PSDs and 1/3 Octave RMS values were calculated to determine the frequency content of the vibration. For each two-minute segment, the average speed of the locomotive was calculated to allow for correlation with the recorded vibration exposure values. The resulting exposure values for the entire run were calculated by combining the data from all of the two-minute segments. Since introducing the continuous method of recording acceleration, 23 seating locations have been recorded on 11 locomotives traveling 11 different routes across various parts of the United States. One of the routes was a shift of ‘yard work’, traveling back and forth in a rail yard coupling train cars together. A study was carried out which aimed to: determine the effects of blasting on excavation perimeters and nearby slopes; establish a low-cost blast monitoring and field observation programme to determine peak particle velocities and blast damage; and to develop criteria for observable blast damage that are based on the peak particle velocity. Full-scale production blasts in a large open pit copper mine were monitored and studied to develop damage criteria for various rock types. Better blast designs can be achieved by correlating the results of blast monitoring with field observations of damage at the pit walls and on benches. Back-break and damage are related to blast-induced ground vibration. Peak particle velocity is accepted as a reliable measure for the prediction of ground vibration levels. Empirical models for the estimation of rock damage can be developed and used for blast design. The models are used to determine the zones of damage within the rock face. Rock damage models can also be used to design trim shots to achieve further reduction of back-break in more critical areas

Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

The Office of Surface Mining, Reclamation, and Enforcement (OSM) cited a large surface coal mine for a series of flyrock incidents that occurred when blasting close to the mining lease perimeter. The OSM placed the company on a pattern of violation status. It was determined through analysis of blasting practices that flyrock could be controlled at the mine by drilling a smaller diameter hole and stemming with crushed rock when blasting within 1,000’ (304 m) of the lease line. The procedure to install and remove the small diameter drill steel was cumbersome and dangerous because it was a manual transition. The drill carousel could only hold one diameter at the time the project was initiated. The process was very time consuming, involving a mechanic to transport the steel to the drill and spend up to 1.5 hours of downtime switching the steel. In addition, the hydraulically operated break-out wrench and break-out fork on the SKS Infinity Redrill® is only designed to work with one diameter, so these tools could not be used to disconnect subs and steels on the string. At the time, the mine’s breakdown was between 30-40% small diameter (6 ¾” (171 mm)) versus large diameter drilling (10 5/8” (270 mm)). The drill and blast group was challenged with the task to implement a 6s (Six Sigma) project that would reduce the amount of time spent on steel change-outs on the rotary drills while improving the safety of the task. A solution was proposed to carry the small diameter drill pipe, lower small diameter sub, and small diameter bit on board the drill at all times. The goal of the project was to carry the steel in the carousel after modification so that the driller could change the diameter himself on board the drill in less than 45 minutes without any assistance from a mechanic. The drill had to be modified so that the hydraulic operated break out wrench and deck fork could be utilized on both diameters. The drill accessory supplier and the mine worked together to design and implement design changes and new equipment onto two rotary drills, and new standard operating procedures (SOPs) were created for the new process. The project has been in the sustaining phase for approximately three months now and all steel diameter changes are completed by the operator under the allowable time limit.

Electronic and Electric Equipment contains a range of components made of a wide variation of metals, plastics and other substances. Up to 60 elements can be found in complex electronic equipment: base metals, precious metals and special metals in circuit boards and batteries. Because of its amount WEEE represents a considerable metal resource with a higher special and precious metal content than found in ores. The Umicore integrated smelter and refinery recovers and supplies back to the market 17 different metals from EEE. Pre-treated materials enter state of the art, material and energy efficient metallurgical processes for environmentally sound recovery of metals and treatment of off gasses and hazardous substances. The organics in the feed function as reducing agent and alternative energy source during smelting for precious metal recovery. Lithium-ion batteries are treated using a dedicated process. As a result the environmental footprint of metals produced from EEE is much smaller than primary production.

Early research showed that the separation of particles based upon their density was not possible in steadily rising air streams. The terminal velocities of moving spheres are determined by their aerodynamic characteristics. This prevents particle separation by density in standard air classifiers. Passive pulsing air classifiers have accelerated airflow in certain regions, which achieves density-dominant separation. Numerical simulation of airflow within passive pulsing air classifiers was done to estimate airflow patterns near a damper. Analysis of those results shows the significant acceleration of the airflow above the damper. Laboratory trial separations have shown that passive pulsing classifiers are superior to standard air classifiers. MEETING for the thirteenth time in New York as part of the five-ring circus known as the Annual Meeting A.I.M.E., the Coal Division experienced a wartime boom in attendance. Technical sessions were crowded and whereas 65 seats were set up for the annual luncheon meeting of the Division over 100 members showed up, many of whom had to be fed elsewhere. Possibly the Coal Division should adopt "13" as its lucky number. Discussions at technical sessions, formal and informal, were lively. Those papers containing material directly concerned with the war, or containing information that might be usable for war industries, were enthusiastically received. Some criticism was made in regard to the present method of handling discussions and it was suggested that better success would be had in getting discussions in the record by the use of hired reporters. This is being considered by the executive committee of the Coal Division.

The Bureau of Mines evaluated creep properties of Zn-Cu-Ti alloys that were annealed after finish-rolling either cold) or at 480° F (249° C). Compositions ranged up to 1.25 pct Cu and 0.36 pct Ti. Most data are for sheet annealed after finish-rolling to 92-pct total reduction. Annealing times were varied at temperatures between 320° and 560° F (160° and 293° C). For a number of the alloys, annealing after hot-rolling at 480° F affects creep properties very differently in longitudinal and transverse sheet directions. The detrimental result is that the anisotropy in creep properties between the two directions can be vastly increased. Conversely, specific annealing treatments of certain heavily cold-rolled alloys result in surprisingly low anisotropy in creep properties and the low anisotropy coincides with excellent creep resistance for both directions. Supplemental data are presented on tensile, hardness, and thermal expansion properties, and microstructures.

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.
