"SynopsisThe purpose of this paper is to introduce an innovative approach to risk management in surface mining operations, namely, positive risk. Traditionally, risk management focused on mitigating losses (negative). Positive risk, on the contrary, reverses the approach and focuses on exploiting a project’s inherent benefits (positive).The inability to accurately determine project objectives during the project planning phase and the failure to achieve those objectives during the execution phase is a major problem for any project management in the mining environment.The advance of computer aided design models for mine planning enables mining engineers to examine various options within a very short time. Employing positive risk management combined with drivers-based risk management when evaluating these options provides an ideal opportunity to investigate areas for improving the mining project’s profits. Furthermore, harnessing positive risk returns during the planning phase contributes immensely to the successful achievement of project objectives.Mining has inherent business risks, which can appear overwhelming when considering the risks associated with a mining project schedule, cost, and safety or resources, etc. The question is – how to manage risks in a surface mining environment, and what process methodologies, work methods, processes, and standards should be used when considering the surface mining risks. Applying the principles of positive risk management to manage surface mining risks is not only relevant, but definitely beneficial to mining projects and to the mining industry as a whole.It would be beneficial for risk managers and risk professionals to understand the roles of positive risk ‘drivers’, also known as ‘propitious attractors’. Identifying, analysing, estimating, and understanding the propitious attractors, their behaviour and their influence on project risk events helps considerably during the planning and execution phases. The theoretical and practical knowledge of both sides of the risk – the downside risk (negative risk) and upside risk (positive risk) – can add substantial value to any organization when downside risk is adequately mitigated and upside risk is beneficially exploited."

WipFrag systems I and II have become the world standard in photoanalysis systems to measure fragmentation. Mines, quarries and excavating contractors can now easily measure blast results and track the progress of optimization efforts. This technology was developed and evolved to allow automatic measurements of the size distribution of patiicles on moving conveyors, in truck boxes and on crusher feeds. Production machinery can now be controlled by photoanalysis results and multiple cameras allow various locations to be monitored by a single system. Blast designs can be monitored on a shot by shot basis. Changes in delay times, explosives, patterns and hole sizes can be quickly evaluated. Along with this measurement capability has come a heightened awareness of the importance of “optimum size” and uniformity of particles for lowest cost production and material handling efficiency. In the past, savings in the “drill / blast” cycle of the operation were sometimes overshadowed by downstream production costs related to fragmentation. Now total production costs can be compared with fragmentation sizes which will immediately show the trend towards optimum size for economical production. No cost reduction program can be complete without this critical information.

The paper examines the development of rock movement between a longwall extraction horizon and the surface for a fully caved mining situation. Physical modelling has been used to examine the mechanics of ground movement and the propagation of fractures around the longwall working. The paper discusses dimensional analysis, model construction and measurement technique and data processing of the results into effective graphical forms for further study.

Very few of those occupied in pursuits other than mining have any conception of the extent of boring operations that have been carried out on the gold and coal fields of Victoria, or of the valuable and definite knowledge obtainable by such means. The subject comprises various branches, which it will be necessary to describe in detail. The three main divisions are The Administrative, which includes all financial work and general management. The Professional, dealing with topographical and geological work necessary before any scheme of boring can be laid out, the preparation of plans, the inspection of cores obtained from bore holes, the examination of diamonds, etc. The Mechanical Branch, dealing with the drilling machinery, setting of diamonds, maintenance of stores, etc. In 1877, the Goverpment of Victoria decided to assist in prospecting the mineral resources of the colony by the aid of diamond drill boring, and for that purpose, a vote of £5,000 was passed, with which were purchased three diamond dulls, an American type being adopted.

The City of Alexandria, Virginia, Public Safety Center (PSC) is a 64,000 square foot facility that houses the Police Department, Office of Sheriff and the Office of Magistrate. In addition, the center includes a detention facility for local and federal inmates, operated by the Sheriff. The PSC is composed of a 3-story building to the west and a 6-story building to the east constructed on a landfill in a wetland area in the flood plains of hunting Creek. The existing ground floor of the 3-story building is a floating slab-on-grade, with the interior and exterior columns, exterior walls and upper floors all supported on belled, drilled shafts. Portions of the floating first floor slab have undergone excessive settlement due to the apparent consolidation of the underlying organic soils. The magnitude of the settlements of the floating first floor slab is sufficient to require replacement of the slab and relocation of a portion of the facility. The rehabilitation was complex and required staged construction, consisting of constructing Auger Pressure Grouted (APG) Piles in low overhead conditions. This paper summarizes the geotechnical conditions that lead to the excessive settlement of the floor slab, the construction of the (APG) Pile foundations in low overhead conditions and the evaluation of potential future settlements.

Low carbon 11.5% chromium stainless steels are finding increasing use in industry as square or rectangular tubing material for the construction of structures by welding. During processing, resistively welded circular pipes are bent into square or rectangular shapes. During this process longitudinal cracks can sometimes develop atone of the inner corners of the section. An investigation has shown that the processing of round into square tubing with very sharp corners can cause excessive cold working at the inner corners of the squared tube. This, together with the high tensile residual stresses and a susceptible microstructure due to the presence of grain boundary carbides, can result in brittle cleavage cracking. Measures that can be used to reduce the problem are described.

A process was developed to produce electrolytic manganese dioxide, suitable for use in high quality dry cells, from Risdon anode mud. ImpurItIes present In the anode mud were removed prior to the electrolysis which was performed from a manganese sulphate bath using the following conditions.Temp. 95°CH2S04 50-55 g/l.Mn2+ 55-60 g/l.Anode c.d. 10·0 A/sq. ft.Operation under these conditions yielded current efficiency and power consumption figures of 95 per cent and 0·8 kWh/lb respectively. The product conformed to battery manufacturers' specifications as regards physical and chemical properties and performed satisfactorily in a battery testing programme.

Water sprays are a common method used to reduce particulate matter (PM) emissions. Various factors such as wettability, surface area coverage, fine particle engulfment rates, interparticle adhesion forces, suppressant penetration and suppressant longevity have all been suggested as critical factors in achieving effective PM control. However, it has not been established which of these factors are the most important. Experimental work indicated that suppressant penetration is the most critical of these factors. The length of time after application that suppressants were effective was also improved by using hygroscopic reagents that retained moisture to prevent evaporation. Maximizing suppressant penetration and improving suppressant longevity led to an average 86% reduction in PM10 concentrations in laboratory dust tower tests.

Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. In panel caving in underground mines, it is essential to characterise and monitor the stress and stability state of production level pillars to ensure the extraction of the mineralised ore column and the safety of workers. Pilar Norte is a sector in the El Teniente mine that forms a pillar between the undercut fronts of the adjacent Esmeralda and Reservas Norte sectors. It exists in a high-stress environment, which may induce damage to the rock mass production pillars. Generally, numerical models are calibrated using observed damage in galleries. This procedure does not discriminate between the structural condition and/or the blasting damage effects. This paper proposes a technique that uses borehole cameras to measure stress-induced damage. This has the advantage of being at the intact rock scale, meaning that the effect of geological structures is negligible and the blasting damage factor is eliminated. Comprehensive geotechnical characterisation and tomography monitoring has been undertaken at Pilar Norte to describe and determine the rock mass behaviour of the production pillars. By combining analytical, empirical and numerical models, a correlation between the measured overbreak recorded by the borehole cameras and the stress level of the pillar was developed. Since 1974, a large amount of data has been developed concerning the physical properties and stability characteristics of waste generated by the mining and preparation of bituminous coal. However, very little information has been developed on the properties and characteristics of anthracite waste. During this Bureau of Mines research project, coarse anthracite breaker refuse from five sites in eastern Pennsylvania was sampled and the physical properties, which indicate stability characteristics, were determined in the laboratory. Coarse anthracite breaker refuse is quite similar to coarse bituminous refuse in chemical and mineralogical composition. However, the physical properties of the anthracite waste materials tested are different from those of coarse bituminous refuse. For the coarse anthracite breaker refuse tested, the average maximum laboratory density is 113.2 lb/ft3, the average angle of internal friction (direct shear) and average cohesion are 30.2° and 2.6 psi, respectively, and the average permeability (four sites) is 1.24 x 10-2 cm/sec. Stability analyses were conducted on six theoretical anthracite waste embankments. These analyses show the effects on minimum safety factors of geometry, phreatic surface level, and physical properties.

Beryllium possesses attractive properties for use in the nuclear and space fields. Since fused-salt electrorefining can be employed to produce this metal in high-purity form from low-grade or scrap metals, the Bureau of Mines investigated electrorefining of beryllium in electrolytes composed of a LiC1-KC1 eutectic mixture plus varying amounts of BeC12. Results showed a 99- percent or better reduction of oxygen and magnesium and a substantial reduction of other minor metallic impurities. Extremely pure beryllium metal was produced. Operating variables, including BeCl2 concentration in the bath (3.5 to 16.5 mole-percent), temperature of operation (450° to 550° C.), and cathode current density (45 to 770 a,/sq, ft.), were studied; their effects on the deposition of metal, working condition of the bath, and purity of the refined metal are discussed. The safety precautions used in handling beryllium in the laboratory are also described.

The Gekko InLine Pressure Jig (IPJ) was unleashed on the World gravity separation market in 1996 and has since sold over 150 units in applications including tin, diamonds, silver, coal, garnet and gold. During the past twelve years the knowledgebase of the best applications and capabilities of the IPJ has greatly increased. Improvements to the original IPJ design have included engineered ceramic ragging in specific gravities from 1.6 to 5.0, full automation and improved designs of feed presentation and tailings and concentrate handling systems. The IPJ has been found to be able to handle a wide feed size range and recover mineral at liberation size without significant addition of water to the mass balance. Test work carried out during full-scale operation of the IPJ has shown the IPJ can recover diamonds down to 0.5 mm, sulfides down to 0.3 mm and gold down to 0.1 mm which greatly expands its application in the mineral processing industry. A significant volume of data now supports the symbiotic benefits of an IPJ and flotation circuit combination to pre-concentrate an ore and minimise downstream processing requirements.

Many metallurgists consider that such tests are of problematical value because of the difficulties involved in conducting and interpreting them.Many kinds of small-scale ore dressing tests are difficult to conduct, and there is, perhaps, good reason for thinking that table concentration tests are amongst the most difficuIt.Interpretation of results from small-scale tests is the responsibility of the metallurgists and engineers in charge, and it is often held that small-scale table concentration tests are particularly difficmlt to interpret.TESTING FOR TABLE CONCENTRATIONOn analysis it appears that the difficulties encountered in conducting small-scale table concentration tests are of three fairly distinct kinds. Firstly, there are difficulties due inherently to the smallscale nature of the operations; for example the smaller width of all mineral bands on the table and the less complete separation due to the shorter length of travel between the feed and discharge points.Secondly, there are the effects of batch operation owing to the fact that the mineral particles behave differently during the initial period when the sample is just beginning to spread over the table, the middle period when feed and discharge are even and continuous, and the final stage, when the last of the sample has been added and the table is beginning to empty itself.

Globalization was the key word for the mining industry during the 1990s, just as productivity was the key word of the 1980s. And globalization will remain the key word as the industry enters the 21st century, according to speakers at the Colorado MPD Meeting held in Colorado Springs, CO in May. The meeting, put on by the Colorado Section SME Minerals Processing Division, drew about 120 people to the Broadmoor Hotel. “Operating Globally” was the theme of the 49th annual conference. Speakers addressed the reasons why mining companies have limited their spending in the United States and have moved into Third World and developing nations.

"More efficient drilling and blasting techniques have shown measurable improvements in throughput at the Barrick Goldstrike wet grinding mill.A decrease in throughput at the autoclave, due to increasingly hard ore, was identified in early 2002. A team of individuals from the Open Pit and Process areas participated closely on the Drill-to-Mill (D2M) Continuous Improvement initiative to ensure that it would address the needs of both groups, with the target of improving throughput in future years, despite the projected harder ores. Plant studies were conducted to determine if adjustments to drilling and blasting could positively influence throughput. At the Goldstrike mill the greatest opportunity from the D2M initiative is realized on the hardest ore. Grinding throughput for softer ore, <15 kWh/st, can meet or exceed the downstream pressure oxidation requirements. Grinding throughput for harder ore, >15 kWh/st, is limited by the SAG milling capacity. Better fragmentation in the D2M ore, as demonstrated by image analysis, increased throughput 5% to 10% (25 to 50 stph) compared to the standard mining methods.Better fragmentation and a subsequent increase in mill throughput were achieved through the use of:1) Electronic caps for more precision and flexibility, as well as for allowing extremely fast shots.2) Explosives with a higher velocity of detonation (VOD), to provide for improved shock energy.3) Improved distribution of the explosives by decreasing pattern spacing.INTRODUCTIONThe Barrick Goldstrike Open-Pit group, along with the Process division, began experimenting with novel blasting technology and techniques to improve mill throughput in the spring of 2001. The monthly tonnage extracted approximates 30,000 tons in normal times.The ore is a mixed sulphide containing galena and marmatite; the gangue minerals are principally calcite, rhodonite, quartz and garnet.A typical assay for a monthly period is 14&#183;40/0 Pb., 5&#183;6 ozs. Ag., and 11&#183; 60/0 Zn. The whole of the ore is concentrated on the property by combined gravity and flotation methods. The ore-bodies forming the Broken Hill Lode lie within complex folds arranged along a shear and vary in size and mineralogical associations, but all the mines have similar types. Some of the ore-bodies have weak walls, but the chief difficulty in mining is caused by &quot;heads&quot; and &quot;flaws&quot; in the ore.Besides these local weak areas there are ground movements-referred to later-of varying magnitude extending throughout the central portion of the lode where the large ore-bodies, several hundred feet wide, approached the surface.

An evaluation of a nuisance-emissions-discriminating smart mine fire sensor system was made in an operating coal mine. These field evaluations were conducted to determine the sensor system?s ability to discern nuisance emissions, such as diesel exhaust, emissions from flame cutting and welding operations or hydrogen gas from a charging station, from real fires and to compare the number of falsely reported fire alarms generated between the sensor system and a standard carbon monoxide (CO) monitor. The sensor system?s ability to operate successfully in the working environment of an operating coal mine was also evaluated. The smart mine fire sensor system consisted of four sensors whose data outputs were fused with the use of a neural-network-type computer program. Long-term trials were conducted in a haulage way, a belt entry, and a track entry. The system functioned successfully in the belt entry, in accordance with its developmental goals, where the sensor system even discriminated events not anticipated during development. It was not totally effective in the haulage way and track entry, though, due to a combination of significant diurnal air temperature variations, dust, and mechanically induced vibrations. Also, deteriorating rib conditions contributed to operational problems in the haulage way evaluation. In general, the smart mine fire sensor provided nuisance emissions discrimination and was shown to be a viable new approach for mine atmospheric monitoring, enhancing miner safety. This paper describes the in-mine evaluation of the smart mine fire sensor system and discusses recommendations for improving the system.
