The economic advantages of large diameter ball mills can be compromised by unexpected capacity limiting conditions. These arise because media rotational flow to ore axial flow ratios, and the number of mill revolutions that ore is subjected to during residence, are both inversely proportional to mill diameter. Because of this, mixing efficiency and grinding kinetics may decrease and become capacity limiting when mill diameters reach a critical range. There are two possible scale-up problems involved in the design and use of mineral processing machinery: • Selecting the size and operating conditions for available larger equipment, to insure that operating results will match those obtained with smaller units; or •Extending the size ranges of equipment beyond existing limits. Previous research at Columbia University into flotation machine hydrodynamics has demonstrated the importance in scale-up of internal flow relationships; these perform a similar role in grinding (Arbiter and Harris, 1980).

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. The Golden Cross mine is situated in a sensitive environmental setting on the North Island of New Zealand, about 150 kilometres south-east of Auckland and about 8 kilometres NW of Waihi. The mine is situated in dipping topography, with volcanic ashes making up soils, fault zones running through the area, and rainfall of about 3 m per year on average. Water management is the most demanding environmental challenge on site, and a comprehensive programme has been put in place to address tailings deposition, long term tailings storage, and water treatment during and after operations.   The tailings impoundment is built with an underdrainage system that collects groundwaters and waters that seep through the impoundment. The embankment and impoundment are both built to withstand the Maximum Credible Earthquake and the Probable Maximum Flood. Tailings are treated to remove cyanide and to decrease metal solubility to reduce long term risk to water quality after mining. A state-of-the-art water treatment plant is utilised to treat water from the underdrainage system and water decanted from the top of the tailings pond and stormwaters to remove residual cyanide and metals to extremely high standards with a great deal of reliability and at reasonable cost. Closure of the facility addresses long term post mining water quality issues, and rehabilitation of the area with wildlife habitat as a priority.

KYANITE and the related minerals sillimanite, andalusite, dumortierite, and topaz are natural aluminum silicates that can be used in production of mullite (3A1203?2Si02), a superduty refractory material. Kyanite and sillimanite are the dominant ones because of their greater abundance. The only other kyanite-group mineral presently used for mullite production is andalusite. Mullite is not an absolutely essential material as other refractories can be used in the same heat range. However, it is a highly satisfactory one. It is the only compound of silica and alumina that is stable at high temperatures. It has low thermal expansion and is very resistant to corrosive melts and to thermal shock. For these reasons mullite refractories have a much longer life than standard fire-clay refractories under the same conditions. Worldwide, excluding U.S.S.R., the refractories industry consumes about 150-000 short tons annually of kyanite group minerals and synthetic mullite.

Education has always been a topic to rouse the interest of mining and metallurgical engineers, but the recent activities of the Education Committee of the Australasian Institute of Mining and Metallurgy 1, 2, together with the moves throughout the Commonwealth to extend the field of technological education, have made the subject a very live one at the present time. The authors have felt it would be appropriate that on the occasion of the First Ordinary Meeting for 1950, in Victoria, some contribution should be forthcoming concerning the history, present status and possible future trends of mining and metallurgical education in this State. As for the past, the time approaches when there will be none having personal recollections of the beginning of Victorian mining schools or of the men who started them. As for the future, it is obvious that rapidly expanding metal-producing and metalconsuming industries will demand a greater output of competent graduates and diplomates. The era immediately ahead seems to be bristling with opportunities, but mining educators need to temper their enthusiasm for various policies and programmes with the realisation that they are helping to train men who will be leaders 15-20 years hence when the problems of industry and trials of life generally may be very different from what they are to-day.

Electric arc furnace (EAF) dust from the steel industries is listed by the United Sates EPA as a hazardous waste under the regulations of the Resource Conservation and Recovery Act due to the presence of lead, cadmium and chromium. The disposal of the approximately 650,000 tons of EAF dust per year in the U.S. and Canada is an expensive and unresolved problem for the majority of steel companies. The Waelz process has been considered as the best process for treating EAF dust. A process model, combined thermodynamic modeling with heat transfer calculations, has been developed to simulate the chemical reactions, mass and heat transfer and heat balance in the kiln. The injection of air into the slag and the temperature profile along the kiln has been modeled. The effect of (CaO+MgO)/SiO2 on the solidus temperature of slag has been modeled also and discussed. Some optimizing results have been presented in this paper.

On March 12, 1994, the 1,100-foot deep 2 Yard South panel of the 1l0 year-old Retsof Mine collapsed. At the time of this occurrence, the Retsof Mine was characterized as the world's largest, most productive salt mine. The collapse produced a seismic event and resulted in a sinkhole and small lake forming on the surface. An existing highway bridge was rendered unusable. Water entered the mine and despite valiant efforts by the miners and the mining company, the entire mine was flooded and lost. John T. Boyd Company (BOYD) studied the incident to evaluate design procedures, and assess the short- and long-term environmental impacts of the collapse. This paper presents our analysis of the cause of the collapse and our review of the rock mechanics design of 2 Yard South panel. Our review is, in part, based on a rock mechanics monitoring program of 2 Yard South. The monitoring program was established by the mining company as the panel was developed and continued even after the panel became unstable.

Rolling disc cutters are the business end of hard-rock and mixed-face tunnel boring machines (TBMs). Since their first successful employment on a TBM more than 50 years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates are higher and cutter costs are lower than ever before, proving the value of investment in cutter development. Disc cutters are used on a range of tunneling equipment, from pipe jacked slurry micro-TBMs less than 1 m (3.3 ft) in diameter to 15 m (49 ft) in diameter, hard-rock boring TBMs. The geological conditions under which they are employed range from sands and gravels, with several bar of water pressure, to extremely hard, massive rock with UCS up to 420 MPa. Regardless of the type of machine or geology, one thing remains constant: changing worn out cutters is costly. When cutters must be changed in the middle of a tunnel, the contractor incurs the cost of downtime as well as the cost of refurbishing or replacing the cutters. In the case of catastrophic cutter failures, the project can be stopped completely for long periods, and the costs mount up rapidly while tunnel production is at a stand still. Catastrophic cutter failures include the occasion when hard-rock disc cutters are failed in groups (called a ?wipeout? phenomenon) and the operator fails to stop the machine, which results in severe damage to the cutterhead. The cause of this can be either an undetected failed cutter propagating damage to surrounding cutters or operator error in steering. Regardless of the cause, the resulting damage can take days or even weeks to repair. When cutters fail prematurely on EPB or slurry machines in certain geological conditions, it is impossible to evacuate the chamber and, therefore, impossible to get [ ] into the chamber to change the cutters. The solution is frequently an unplanned intervention shaft that must be sunk at great cost. The importance of being able to predict cutter life accurately, and in all geological conditions, cannot be overemphasized. For these reasons, cutters have been developed for specific machine types and sizes, as well as for specific geological operating conditions. Different size cutters are required for different size machines. For example, while 483- and 508-mm (19- and 20-in.) cutters are used on large diameter TBMs, it is impossible to employ cutters so large on a small micro-TBM. Also, the cutter must be designed for the specific geological conditions under which it will be operating. The disc cutter rings required to bore extremely hard rock are the most expensive of cutter rings. However, they provide little advantage in weaker rock formations where less expensive rings will do the job as well. It is important to choose the correct cutter for the machine and the geological conditions in order to get the best balance of cost and risk.

The National Institute for Occupational Safety and Health (NIOSH) has continued the research role of the former U. S. Bureau of Mines to develop techniques that will reduce the hazards in the mining work place associated with coal bumps. Current research focuses on both analyzing historical seismic data from bump-prone operations and utilizing a mine-wide seismic network to investigate the exact strata failure mechanics associated with bump-prone geology. The anticipated outcome of this research will be reduced bump incidences through advanced engineering concepts and designs which implement the new understanding of strata behavior. The analysis of the historic seismic data consists of correlating observed mining seismicity with the geologic and geometric parameters at the sites. The primary seismic parameters are the timing, location and magnitude of are corded seismic event. These parameters are correlated with such mining parameters as: the overburden, the size of the immediate gob, the size of the district gob area, etc. This detailed analysis of historical seismic data has provided an informative quantifiable relationship between many of the specific mining parameters and the induced seismicity. The second aspect of the coal bump research is the instrumentation of an appropriate field site to determine the main roof, floor, and gob behavior associated with bump behavior. The chosen field site is a deep-cover longwall mine with competent geology in a historically bump-prone area. The primary field instrumentation is a three-dimensional, full-waveform, seismic array with both surface and underground sensors surrounding an active multi-panel district. The purpose of this seismic array is to determine the timing, the exact location, and the mechanism (tensile fracture, bedding plane slip, etc.) of the failure of the strata surrounding the active and multi-panel gobs. The preliminary results presented in this paper help to define the strata failure areas around the longwall panel.

Since the start-up of its first Direct Reduction Module in April 1973, S1DBEC has produced over 2 million tons of prereduced iron. During this period, SIDBEC has acquired comprehensive experience in the operation of the direct reduction process and at the same time has learned to recognize the characteristics that the oxide should have to constitute an adequate feed for the process. A comparison is made as to the design and operation of the two direct reduction units now operating at Contrecoeur, Que. A description is given of a method of evaluation of a direct reduction unit, which takes into account the main process variable sand which permits comparison ofthe results on a daily basis. The paper defines the characteristics that the iron oxide and the prereduced iron pellets must have to meet the specific requirements of the direct reduction and the electric arc furnace processes. A simple model makes possible a rapid evaluation of the technical and economic effect related to the use of a given raw material. Finally, the paper outlines the advantages of prereduced iron in the steelmaking process and on the quality of the steel products.

The West Coast contains one of the world's giant placer gold deposits with production since the 1860s totalling some six million ounces (present day value NZ$ 3.6 billion). The deposits have been worked variously by hand, ground sluicing, hydraulicking and/or elevating, blocking out, deep leading and bucketline dredging. Since the sharp gold price rise of 1979 - 1980 gold production has increased steadily (in spite of the closure of the Kaniere dredge) to some 30 000 ounces (933 kg) in 1984. Production is primarily from some 100 medium scale mining, operations treating 50 - 200 000 m3 of auriferous late Pleistocene fluvial gravels year. In spite of their economic value the deposits remain only poorly investigated and many fundamental questions relating to the origin and formation of the deposits remain unanswered. This paper attempts to describe the geology of the deposits and outline a genetic model for their formation, and then discusses some of the economic aspects and current limitations and opportunities of the growing alluvial gold mining industry of the region.

Rigid inclusions consist of grout columns installed using displacement auger or vibrated tooling. The columns are typically installed in an array to provide support for footings, mats, or embankments. Due to the relative small column diameter and low replacement ratio, the surrounding soils typically have minimal densification or improvement. A gravel load transfer platform is commonly used above the rigid inclusion head to distribute stresses more broadly to the supported structure. The axial stiffness and geotechnical engineering mechanics of rigid inclusion design are similar to those of deep foundation systems, but they are typically only lightly- or un-reinforced and are not structurally connected to the above-grade structure. The popularity of rigid inclusions is increasing in the Western U.S., where many urban areas are subject to moderate to high seismic hazard levels. However, the performance of rigid inclusions under seismic loading is poorly understood, and seldom addressed in current designs. The elements are brittle, with limited or no ductility and relatively low moment capacity, and therefore may be prone to damage under seismic loading. Three modes of seismic loading should be considered: inertial loading from the structure, kinematic loading from vertically propagating shear waves, and kinematic loading from ground failure- related permanent ground deformation. This paper focuses on the first two modes. A simplified procedure for evaluating kinematic and inertial loading of rigid inclusions is described, and its use is illustrated through application to a site in Southern California. The results show that moderate to severe kinematic loading can generate plastic hinges in the rigid inclusions. Engineering consequences of this hinging could include settlement or bearing failure. INTRODUCTION In this paper the term ‘rigid inclusion’ (RI) refers to grout or grouted aggregate columns that are installed using either drilled or vibration displacement techniques. They are commonly installed in arrays to support vertical loads from footings, mats, or embankments. RIs are not structurally connected to footings they support. Rather, it is typical for a dense gravel load transfer platform (LTP) to be installed as a cushion between the RI head and supported footing or new fill. In cases of RI support of fill embankments, the LTP may be reinforced with horizontal layers of geogrid.

The literature on radium is already voluminous, but mcuh of it is too technical to be intelligible to the average reader, and there is no single publication that covers certain economic features of the radium industry. As a result of the renewed interest in the possibilities of domestic carnotite deposits a number of requests have been made to the Bureau of Mines for information, more particularly with reference to the business aspects of the industry. In order to meet this apparent need, the present paper has been prepared from material available in the files of the bureau. The technical data are compiled from various sources and are believed to be reasonably dependable, but the attempt has been not so much to achieve meticulous scientific accuracy as to brim; together facts of industrial significance and popular interest. GENERAL DESCRIPTION Radium is a brilliant white metal that melts sharply at about 700°C. and volatilizes appreciably at that temperature. With an estimated specific gravity of nearly 6.0, it is more than twice as heavy as aluminum and 25 per cent lighter than irons. Although it has been isolated in its metallic state, it is not used in that form, partly because it tarnishes rapidly even in dry air (forming a nitride), partly because of the greater expense of reducing it to metal, and partly because of the difficulty of dealing with such minute quantities of material. It is used always in the form of its compounds, the most important of which from the vie point of utilization are the bromide, chloride, and sulphate.

As time is costly, engineering companies have developed methods, procedures and mechanical equipment to tunnel faster. But the best excavation method will not be able to cope with the time pressure if there is not a reliable backup system. Therefore, the application of belt conveyors for tunnel boring machine (TBM) drives as well as for drill-and-blast driven tunnels assure a quick and smooth removal of excavated soil in order to enhance the efficiency of the tunneling equipment. During the last 10 years, belt conveyor systems have achieved ?state-of-the-art? levels and have become the first choice for muck removal systems in both TBM and drill-and-blast driven tunnels. Because time has become such a key criterion in tunneling projects, it is essential that all equipment is operated so as to derive optimum efficiency and minimize costs. Efficiency also means to think about new tasks for existing technologies.

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.
