"In the course of its investigations pertaining to the promotion of safety the Bureau of Mines is actively engaged in investigating all promising materials that may be of value in rendering methane or other combustible gases, vapors, or solids less inflammable.Added substances are of value if such additions narrow the limits of inflammability, raise the ignition temperature, lower the speed of propagation of flame, or reduce the maximum pressure developed. Of major importance is the effect of added materials on the limits of inflammability, because methane is the chief combustible s liberated in mines, considerable work has been done with extinguishing agents on methane flames. For obvious reasons, a substance to be of value for the extinction flames should be a gas, or a liquid having a sufficient vapor pressure to give concentrations of the vapor in sufficient amounts to extinguish the flames or markedly narrow the limits of inflammability. The substance should be nontoxic, cheap, and noncorrosive and must be incombustible. Solids, such as rock dust, are undesirable and of little value for combustible gases because they soon settle out of the atmosphere, and their flame- extinguishing value is thereby lost. There are at present only a few gases and vapors-for example, nitrogen, carbon dioxide, and carbon tetrachloride-which meet these requirements.The extinction of methane flames by nitrogen, carbon dioxide, and argon has been reported by Coward and Hartwell 4; the extinction by water vapor by Coward and Gleadell 5, and the extinction by helium and carbon tetrachloride by Coward and Jones 6."

"A shallow till sampling program was completed on a 1 km grid over the St . George Batholith in southern New Brunswick. The ""B"" soil horizon was analyzed for Cu, Pb, Zn, Ag, Co, Mo, U and Sb and the heavy minerals from the ""C"" soil horizon were analyzed for W, Sn and A u. The results delineated four of five recorded W occurrences, three of four recorded Mo occurrences, all recorded Cu occurrences and one recorded Au occurrence. The results indicate that shallow till sampling in conjunction with bedrock and Quaternary mapping can inexpensively define exploration targets in terrain similar to that underlain by the St. George Batholith.A similar program was carried out in eastern Ontario involving the analysis of four separates from the till, the ""8"" soil horizon, the -50 mesh fraction, the -250 mesh and the heavy mineral fraction of the ""C"" soil horizon and humus. Also sampling was carried out near known gold occurrences at closer spacings. Regionally, anomalous results from all sample media clearly defined a large auriferous shear zone and associated splays. Over one known showing all media clearly defined the showing and a secondary zone. On the regional scale the heavy mineral fraction gave the best anomaly definition and contrast, but the -250 mesh fraction was found to be the most cost effective for defining exploration targets. This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

INTRODUCTION DURING the summer of 1919, the late Dr. Henry M. Howe, then Chairman of the Division of Engineering of the National Research Council, organized a committee to obtain a better insight into the behavior of carbon steels under the influence of various treatments by a proper control of the time and temperature factors. During part of 1919 and 1920, work in connection with this investigation was carried on at Dr: Howe's laboratory at Bedford Hills, N. Y. During 1921 there was an enforced hiatus in the work, occasioned by the illness which resulted in Dr. Howe's death in 1922. At that time one of the present authors compiled the results of the work which had been done and this was published in 1923.1 Following the publication of this work, it seemed desirable to carry on in the same manner an investigation of steel of C 0.75 per cent., which steel had not been as fully treated as had the other steels of C 0.34 and 0.52 per cent., used in the published work. Furthermore, certain unusual results have been obtained in the treatment of C 0.52 per cent. steel by quenching and drawing, and repetition of this part of the work seemed advisable. This has been done during the past year at the School of Mines and Metallurgy of the University of Missouri at Rolla, Mo., by a cooperative undertaking of the School and the Bureau of Mines, working in conjunction with the Committee on Heat Treatment of Carbon Steels of the National Research Council. The present paper is a report of the results obtained in this work.

"Underground mine fires can significantly influence mine ventilation airstreams, in some cases throttling or even reversing airflows. As a result, the performance of a metal and nonmetal mine stench fire warning system, which depends on the ventilation to carry the vital warning signal, under fire conditions is different from performance under nonfire conditions. The safety of underground miners can be jeopardized if the warning signal is delayed. This Bureau of Mines report describes research to investigate fire and stench warning system interactions. A computer model is presented that permits quantitative analysis of stench warning signal delays as a function of fire location and intensity. The results of a case study involving computer simulations of stench distribution in a hypothetical mine network subject to various fire exposures are also discussed. This case study illustrates a technique for identifying the areas within a mine that are subject to unacceptable warning signal delays, thereby enabling preemptive action by mine personnel, such as redeployment of stench injectors. INTRODUCTIONFires are an ever-present threat to the safety of underground miners. Since the smoke and toxic gas produced by a mine fire can be spread rapidly by the mine's ventilation system, mine evacuation must be accomplished as quickly as possible in the event of fire. In metal and nonmetal mines, the most common means of passing the fire warning signal to each miner is the stench system. The typical stench system utilizes ethyl mercaptan, a highly odoriferous organic compound, injected on the surface into the compressed and/or ventilation airstreams. Upon smelling the stench, workers evacuate the mine according to an emergency preplan.Although the stench system has been used successfully for over 60 yr, it has several serious shortcomings, owing to certain chemical properties of ethyl mercaptan and to certain performance characteristics and limitations of present injection systems.Recent Bureau research succeeded in upgrading the overall safety and effectiveness of the stench system through the use of a superior stench odorant and the development of improved stench injection equipment (1).4 This research has also investigated a specialized computer simulation model capable of calculating the precise concentration of stench in any mine ventilation network branch at any time after stench release (2). An adaptation of the computer model now enables the analysis of stench system and ventilation system interactions under the influence of a mine fire."

Judicious placement of a range of geotechnical instruments was employed at the Tasmania gold mine, Beaconsfield, Tasmania, as a key strategy in the monitoring of rock mass conditions over the past four years. The range of instruments employed included vibrating wire stress-meters and hollow inclusion cells to monitor changing stress conditions, resistance wire and multipoint borehole extensometers to monitor the impact of stress changes on the integrity of the rock mass, and instrumented cable bolts and threadbar bolts to monitor the static and dynamic impact of rock mass changes on the installed ground control system. Initially the monitoring was of a qualitative nature, monitoring change from the time of installation. The value of the output was considerable when considered in relation to the ongoing seismic record which was also being monitored. It was clear from the seismic record and the monitoring results that stope blasting was the primary trigger for changing rock mass conditions. However, it was unclear how well observed behaviour was reflecting conditions anticipated by elastic numerical modelling. The latter had predicted significant stress increase in the near field of man-access footwall development. Qualitative monitoring and visual inspection did not support the modelling prediction, and this led to a program of quantitative measurement being undertaken. Measurement of the absolute stress condition in the backs of footwall development immediately adjacent to monitoring hollow inclusion cells provided the benchmark for tracking quantitative stress change. The program provided insight into the evolution of principal stress field magnitude and orientation in relation to rock mass change observed with extensometers and instrumented ground control elements, as well as providing a degree of calibration between the elastic numerical modelling and the virgin stress field. Calibrated monitoring data has also provided a useful benchmark for finite element modelling which is to be used for future mine-wide design.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context in which they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage such as nuclear power generation where international cooperationis eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit its mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. Multiple seam interactions are a major ground control hazard in many U.S. underground coal mines. The two most common types are: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the primary concern, and; • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The National Institute for Occupational Safety and Health (NIOSH) has completed a major study aimed at helping to identify the location and likely severity of these interactions. In the course of field visits to mines throughout the U.S., more than 300 multiple seam case histories were assembled into the largest data base of multiple seam case histories ever collected. These data were analyzed with the multivariate statistical technique of logistic regression. The study also employed LaM2D to estimate the multiple seam stresses, ALPS and ARMPS to determine pillar stability factors, and the CMRR to measure roof quality. The study resulted in the development of a computer program, called Analysis of Multiple Seam Stability (AMSS), which can help mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. AMSS first evaluates pillar design by calculating the single seam Stability Factor (SFSS) using ALPS or ARMPS. It also automatically generates a LaM2D analysis that provides the additional multiple seam stress so that the final, multiple seam SFMS can be determined. The second part of the AMSS procedure builds upon the statistical findings that overmining is much more difficult than undermining, isolated remnant pillars cause more problems than gob-solid boundaries, and weaker roof significantly increases the risk of multiple seam interactions. AMSS quantifies these effects and predicts the outcome in terms of three levels of risk: GREEN (where a major multiple seam interaction is considered unlikely), YELLOW (where adding a pattern of cable bolts or other equivalent supplemental support could greatly reduce the probability of a major interaction.), or RED (a major interaction should be considered likely, and it may be desirable to avoid the area entirely).

The Golden Cross Mine is located on the North Island of New Zealand, at the base of the Coromandel Peninsula, approximately 8 km northwest of Waihi. The project is operated as a Joint Venture with Coeur Gold New Zealand holding 800/0 and Viking Mining Limited with a 20% interest. The past open-pit and underground gold and silver producer has been in the reclamation phase of the operation for approximately 2.5 years and is now nearing completion. Although rehabilitation of the site is a regulatory requirement, the Closure Plan has been enhanced by the ongoing commitment of the Joint Venture to establish a sustainable land use for the site by commissioning engineered facilities designed to last for perpetuity. The Joint Venture identified six significant design features that were key to successful rehabilitation. These were the controlled placement of acid generating waste rock into engineered disposal sites; the design and placement of sealing layers over the waste rock disposal sites; the design and construction of diversion drains; the establishment and management of vegetation to protect the oxygen diffusion layer; a partial capping of the tailings to accelerate consolidation adjacent to the tailings dam embankment, and the implementation of a cyanide recovery circuit to recycle cyanide from the tailings prior to disposal. Another key to success for the project involved genuine consultation with all parties participating in the planning, evaluation, and consenting of the closure process at Golden Cross. The local and regulatory community has been widely represented in the Joint Venture's operating and closure plans throughout the history of the mine. Participants include: Regional and District Councillors and staff members, professional peer reviewers, environmental groups, local residents of the valley, and Iwi. This overall commitment to the project has resulted in a world-class rehabilitation program for the first modern metal-mine closure in New Zealand and we believe that collectively, the work done at Golden Cross is helping to set a standard for the success of future programs within the extractive industry.

To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

There is a significant amount of historical mining and exploration information available. This information is often distributed throughout a number of reports or plans, available from a variety of sources, and in many differing formats. The ability to capture paper-based historical information in a modem digital format provides mining and exploration companies with valuable information that can be used in a number of ways; for example, reassessments of exploration or mining work previously undertaken, or used in conjunction with current exploration information.   The purpose of this paper is threefold. Firstly, to present the paper-based historical information; highlighting some of the problems encountered, solutions to those problems, and any assumptions used. Secondly, to present the historical data in digital format, and demonstrate the tools available to analyse geological and associated information, and finally, to illustrate some of the potential future applications of the information, including mining optimisation, mine design and scheduling.   The Glenorchy scheelite/gold prospect has been used as an example. Within the overall prospect two smaller areas were selected. The Mount McIntosh and surrounding areas, focuses on exploration and surface excavation information. The Mount Judah area (State and Kelly-Taylor workings) focuses on underground mining and exploration information.

The estimation of the spatial variation of the b-value of the Gutenberg- Richter relationship is important for both the general interpretation of the mechanism of rock mass response and seismic hazard assessment. The interpretation of b-value as a parameter of rock mass response is discussed in this paper. The methods applied to evaluate the spatial variation of b-value and the algorithm for obtaining the magnitude of completeness and b-value for subsets of data are presented with some verification analyses. The algorithms presented enable the automation of a spatial evaluation of b-value.

"A comparison of data from INPUT, GEOTEM, and MEGATEM airborne electromagnetic (AEM) systems over the Aldermac deposit, Québec, Canada, was undertaken to evaluate the relative ef¬ficiency of these systems for the detection of small, deep conductors. The Aldermac orebody was mined between 1933 and 1934 to a depth of 200 m. A deeper mineralized zone was discovered in 1987. The MEGATEMII system was used to acquire 90- and 30-Hz data over the deposit in 2003 as part of a research project. These MEGATEMII data were compared with data acquired by other AEM systems (GEOTEM and INPUT), and the results show that the MEGATEMII response is ten times larger than the other sys¬tems. For the dB/dt response, 30 Hz gives a better signal-to-noise ratio, whereas 90 Hz has a better signal-to-noise ratio on the B-field.The data were evaluated by numerical modeling. The deposit was best represented by a complex mod¬el, comprising two weakly conductive bodies to approximate the alteration halo, two deeper prisms repre¬senting known orebodies, and three bodies ranging in thickness from 3 to 6 m and in resistivity from 12 to 20 ohm·m, representing the chargeable overburden. This implies that the MEGATEMII system is able to see a small conductive body at more than 200 m depth in an area where the response is contaminated by conductive overburden."

Antimony ore samples (mean assay 18·7 per cent antimony) from Endeavour Inlet, Marlborough Sounds New Zealand, were tested for upgrading by flotation to a saleable product (60 per cent antimony).The effects of activating agents, collectors, frothers, pH, conditioning time, and particle size on the recovery and grade of a stibnite flotation concentrate were determined using HaIlimond tube and laboratory flotationcell test apparatus. Optimum flotation conditions for the ore were thereby established. A stibnite concentrate grading 63 per cent antimony and an overall recovery of 90 per cent is obtainable in a two-stage process.

Innovative solution management is being used at Coeur-Rochester Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap that increase pregnant stream values at a lower and less costly plant flow rate. Silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months to enhance the silver extraction rate. The Coeur-Rochester silver and gold mine, located in central Nevada, is an open pit, heap leach operation that has been in production since late summer of 1986. The facility produces about 15.4 kt/d (17,000 stpd) of -13 mm (-0.5 in.) ore to a leach area consisting of more than 37 hm2 (4 million sq ft) of 80 ml HDPE liner. Crushing is accomplished with a 1220x 1520-mm (48- x 60-in.) jaw crusher. This is followed by a single 2.1-m (7-ft) standard cone crusher and is completed with four 2.1 m (7 ft) short-head cone crushers. Agglomeration is not required for the crushed ore, which contains less than 10% -75. µm (-200 mesh) material. The ore contains 53 g/t (1. 55 oz per st) silver and 0.377 g/t (0.011 oz per st) gold. It is end dumped over previously leached material, leveled, and then ripped with a bulldozer. Drip emitters at 810 mm (32 in.) spacings on 910 mm (36 in.) centers are used to apply barren solution to the heap. A portion of the emitter lines are buried I m (3 ft) deep during the winter months and are placed on the surface the remainder of the year. The leach solution contains 0.75 g/L (750 ppm) sodium cyanide solution at a pH of 10.5 - 11. Dissolved oxygen averages 8 ppm in the pregnant solution. Cyanide consumption for the ore to date is just under 0.2 kg/t (0.4 lb per st). The pH control is accomplished by adding I kg/t (2.0 lb per st) 0-10 mm (-0.4 in.) pebble lime to the ore at the tertiary crusher. An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 313, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively. The Electricity Generating Authority of Thailand (EGAT) Mae Moh coal mine is an open-cut coal mine in Thailand that produces about 16 Mt of lignite annually to generate 2400 MW of electricity. The surface mine pit covers is 4 km by 7 km with mining depths ranging up to 260 m. A large pit slope is formed with the progression of the mining operation. However, massive slides in the pit slope occur often due to the existence weak planes such as faults and bedding, and the weak mechanical properties of the rocks. Hence, 200 m to 300 m boundaries of rock block including coal seams are left in front of faults in order to prevent slides and maintain the stability of the pit slope. As a result, there are significant coal reserves beneath the abandoned area along the pit slope. Moreover, the mined coal seams are very thick and their thickness range from 15 to 30 m.This paper discusses the application of multi-slicing highwall mining system with stowing to this very thick coal seam left around large pit slopes by means of numerical analysis.
