"INTRODUCTION During the last 4 months of 1943, the Bureau of Mines engaged in an investigation and exploratory drilling program in the area between the Coughlin and Galena Level mines near the town of Shullsburg, in Lafayette County, Wisconsin. The work was undertaken as part of a general Bureau of Mines investigation of the zinc-producing area of southwestern Wiscon¬sin at a time when an effort was being made to increase the production of metals important to the Nation's war program.The portion of the southwest Wisconsin zinc district in the immediate vicinity of Shullsburg and the Coughlin and Galena Level mines is well mineralized. The principal ore horizon is at shallow depth, and there is evidence that relatively extensive surface mining for lead was done over a period of many years. Underground mining' for lead and zinc has continued to the present time.The Bureau undertook an exploratory drilling program in the area immediately west and southwest of the Coughlin mine workings after thorough preliminary investigations and geologic studies indicated that such work would serve to guide operators in the development of new ore reserves needed for continuance of mining operations in that area."

The geostatistical technique of conditional simulation is applied to measure the uncertainty in factor of safety predictions for soil slopes where there is incomplete knowledge of the spatial distribution of soil properties. A case study considers a natural clay slope in Canada. The sequential indicator simulation technique is used as a means for generating a series of spatial maps of soil properties for this site. These maps approximate random draws from the conditional probability density function that characterizes existing uncertainty in the spatial distribution. Factor of safety determinations are then made for each simulated map using the simplified-Janbu approach, where the computations are performed with a new computer program that can operate on irregular spatial profiles of soil properties specified on a discrete grid. A unique capability of this approach is the ability to generate the distribution of factor of safety conditional to the type, position, and value of existing site characterization measurements. This capability should reduce uncertainty in FS predictions.

In April 1989, Southern Company Services signed a 3.5 year contract with DOE-PETC for generic engineering development of an advanced physical fine coal cleaning technology known as selective agglomeration. This technology offers the potential for significantly higher pyritic sulfur removal (90% +) than conventional coal cleaning (30 to 50%) while maintaining high Btu recovery (90% +). Engineering development will include bench-scale process development; component development; adaption or modification of existing unit operations; proof-of-concept (POC) module design, fabrication, testing and evaluation; and small commercial facility conceptual design. The information obtained during POC operation will be sufficient to result in a technical and economic design base that can support construction and operation of a small commercial plant. The major goal of the research is to develop selective agglomeration technology to achieve 90% pyritic sulfur removal while operating at Btu recoveries above 90% based on run-of-mine quality coal. This objective will be accomplished in two phases: Phase 1 -bench-scale and component development, and Phase 2 -POC module operation and conceptual design of a small commercial plant. Currently, work is proceeding under Phase 1 (Tasks 1-7) of the project. A review of the status of Tasks 1-7 is presented in this paper.

The pneumatic conveying of relatively large abrasive materials by dilute-phase conveying techniques has been applied in the underground mining industry for many years especially for backfilling mines and the hoisting of ore, coal, or rock out of the mines. The technique was extensively used in Europe, especially Germany and Britain for backfilling coal mines with rejects from the coal cleaning plants which not only helped to reduce environmental problems on the surface, but offered support to the overlaying strata in the deep underground mines, Similar techniques are being employed in the U.S.A. especially in uranium mines for the disposal of tailings, the main purpose being to extract a larger percentage of the ore from the pillars especially under weak roof conditions. Other than for the backfilling of abandoned mine entries, pneumatic conveying has not been applied in the mining industry in surface applications. In this paper, some consideration is given to three applications for open pit mining which may prove beneficial, namely hoisting coal up the high wall, sealing off auger holes, and stabilizing the high wall when being undercut by a longwall system.

This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

Oxygen requirement during acidic pressure oxidation of sulphide concentrates can he as high as 800 kg/(m3.h) in the first compartment of an autoclave when the total oxidation residence time is shortened to 30 minutes. To achieve such a high oxygen transfer rate while maintaining satisfactory oxygen utilization, a pilot plant campaign was launched at the Placer Dome Research Centre in 1998 to measure the oxygen mass transfer coefficient in a 5 m3 pressure vessel at a total pressure close to 500 psig with a 30 HP gassing agitator. Maximum oxygen flowrate to the pressure vessel was designed at 3 600 kg/h. In this paper, a great deal of information is provided on the gassing agitator, pressure vessel. measurement procedure and results. Without oxygen sparging, the oxygen mass transfer coefficient is 2 600 h-1 with a mixing power input of 5.0 kW/m3 in solution. With oxygen sparging, the oxygen mass transfer coefficient increases to 3 500 h-1 with a mixing power input of 4.0 kW/m3 in solution.

Mine planners are under pressure to evaluate the impact of changing economic times and newly acquired data on their mine plans. Incorporating changes such as commodity prices, customer sales, fluctuating cost assumptions and newly acquired geologic data requires quick turnaround for model building and planning to keep mine plans on pace with changes as they occur. Because of the length of time required to perform some of the geologic modeling and mine planning tasks, planning frequency may not be keeping pace with the frequency of change. To meet these challenges, one leading North American mining company successfully increased the frequency rate and accuracy of its mine plans to stay current with incoming data, ensuring its mine plans reflect the latest information, thereby minimizing or eliminating production cost variance.

In situ leach mining operations often encounter difficulty maintaining adequate leach solution flow into the are formation. Swelling and dis-persion of clay particles in the formation are often responsible for this permeability loss. Permeability and leaching tests were done in the laboratory on clayey ores to evaluate a clay-stabilizing polymer's effectiveness in preventing these problems. Test results indicate that treating the ores with the stabilizer could maintain permeabilities two to five times greater than the long-term permeabilities present in untreated ores. Both alkaline (pH 8.5) and acidic (pH 2.0) leaches were used in the permeability-leaching tests. Since in situ leaching throughput rate is directly related to permeability, these results also indicate a potentially beneficial effect on operating parameters such as capacity and injection pressure. To determine the reasons for the success of the clay stabilizers, an investigation was conducted to cieter-mine the effect of the stabilizer on clay swelling and dispersion. Clay-swelling tests indicated that the clay stabilizer reduced clay swelling. Zeta potential measurements made on fine clay particles treated with the stabilizer were compared to measurements made on untreated particles and indicated that the stabilizer was electropositive and, therefore, could reduce the degree of negative charge on the particles and their tendency to disperse or migrate.

The Strawberry tungsten mine is in the Jackass Mining District, in an isolated portion of eastern Madera County, near the southeast corner of the Yosemite National Park. The deposit was discovered in 1941, and production started in 1943 when the mill was completed. With the exception of 1946 and 1947, production has been continuous. The area in the vicinity of the mine is granite containing islands of sedimentary beds highly altered by metamorphism that resulted from the intrusion of acid igneous rock. Schoelite occurs in almost vertical lenses of tactite between the limestone and the granite.

OUTLOOK FOR COAL UTILIZATION In 1975, about 650 million tons of bituminous coal and lignite mined in the United States was used to meet 55% of the primary energy input for electric power generation and 26% of the total industrial consumption.1 Even though this amounts to only 21% of the total energy requirements, it is believed that with the declining natural gas resources and uncertainty of liquid fuel imports, coal will assume a more dominant role in suppplying our future energy needs. A regional breakdown of the coal reserves of the United States along with their characteristics is shown in Table I. At present the United Stares Energy Research and Development Administration (ERDA) and the US Bureau of Mines (USBM) are financing extensive research programs in advanced mining methods and energy conversion processes. The increased demand for wal which may result from these research programs may also create large-scale environmental protection problems. As more and more coal is mined the production of undesirable coal fines and dust also increases proportionally. The USBM and the Environmental Protection Agency (EPA) research in this field includes development in the areas of instrumentation for qualitative and quantitative analysis of wal dust, protective devices, and dust collectors. Dust control by water sprays, steam, and foam are also being investigated. Other aspects of safety in mining include developing methane drainage techniques prior to coal mining, fire and explosion prevention, and neutralization and disposal of acid mine waters. It is the belief of coal technologists that when the emphasis shifts to coal as the primary source of energy. the existing methods of mining and preparation of coal must be improved considerably to supply large quantities of quality coal for energy conversion. It is the objective of the present large-scale research financed by ERDA to produce substitute fuels from coal. Large-scale gasification pilot plants are being constructed by Bituminous Coal Research, Consolidation Coal Co., Institute of Gas Technology, and the Pittsburgh Energy Research Center to produce coal gas of natural gas standards at 1,000 psig. The processes being adopted by these pilot plants are oriented towards recovering most of the sulfur from coal by absorbing H2S and its subsequent conversion to elemental sulfur. The environmental protection standards will be strictly followed in using the results of these pilot plants to construct large-scale coal gasification plants in the latter part of the 1970's. With the increasing awareness of the need for air pollution control, considerable research is being done to minimize sulfur dioxide emission from thermal power plants. Utilization of limestone and dolomite scrubbing systems and caustic treatment of stack gases have proved to reduce sulfur and nitric oxide emissions by about 90 to 96%.3 Currently, about 22 scrubbers are in use in the United States to reduce sulfur in stack gas emission. In the long-term, it appears that optimal combinations will be developed involving both advanced coal preparation technology and wet scrubbing. The sulfur compounds are converted either to elemental sulfur of sulfuric acid. Besides the sulfur compounds, the major byproduct of the coal utilization industry is the large amount of coal ash. The Coal Research Bureau at West Virginia University has developed a practical use for coal ash as a structural material. The coal industry will undergo revolutionary changes when coal becomes the primary source of energy. New coal mining and preparation processes will be introduced to meet the ever-increasing per capita energy requirements. 2. BENEFICATION Introduction Coal preparation, like the beneficiation of ores, is also aimed at the separation of values from associated waste. Even though the unit operations involved when enriching ores and coal are similar, there are certain characteristics unique to coal preparation. Unlike the scattered and concentrated veins of underground minera1 ores, coal is distributed uniformly and very much in abundance in the coal mines. Coal occurs as the metamorphosed sedimentary deposits of vegetable matter, while metal and mineral deposits occur in great varieties of forms, structures, and origin-from igneous to sedimentary and metamorphic. The mined coal, being much more friable than mineral ores, is subjected to less intensive size reduction operations. Ores are usually ground to a very fine size for subsequent concentration, while coal is crushed to a coarser size, since considerably less liberation is needed to achieve the desired degree of separation. Since mineral matter is to a great extent discretely distributed in coal, concentration is mainly achieved by taking advantage of differences in specific gravity between clean coal and associated waste. In general, about 90% of coal is concentrated using specific gravity separation and about 10% by froth flotation. In contrast, these operations are frequently reversed in the beneficiation of ores. In coal preparation almost all fractions separated during various stages are made use of. while large amounts of gangue material are rejected in the concentration of ores. Hence, coal generally has a much lower ratio of concentration than ores. Since ore deposits are frequently more variable and mineralogically complex than coal, beneficiation of ore may require more plant flexibility and point-to-point quality control. This characteristic difference between the mineral ores and coal is attributed to the generally used one-step processing in coal as compared to the multiple-step processing of ores. Dewatering to enhance the energy content of coal is usually considered a major unit operation. Even though thickening and filtration are common for dewatering ore concentrates and cleaned coal, vibrating centrifuges and disk filters find unique application in the coal industry for achieving these types of solid-fluid separation. In coal preparation, thermal drying is carried out in separate units at the mine. While ore concentrates are usually dried at the smelter. Although the drying of ores is seldom considered dangerous, volatile matter and combustible dust are reasons why the thermal drying of coal can be hazardous. Open air storage of ores and mined coal results in partial oxidation. Unlike the oxidation of ores, the oxidation of the pyritic and carbonaceous constituents of coal together with the heat of condensation of moisture contribute to spontaneous heating and the subsequent combustion of coal in storage. Among the other significant difference between concentration of ores and coal are the weight and capacity of processing equipment. Coal processing employs less cumbersome, higher capacity units while the beneficiation of ores usually requires much more massive and frequently lower capacity equipment. Properties of Coal Which Influence Design The widely varying and heterogeneous composition of coal, due to metamorphism, determines the preparation design and uses of the resulting products. Distillable oils derived from coal were desulfurized and hydrogenated at 2,500 psig in a two-step vapor-phase catalytic operation to give a product rich in saturated cyclic hydrocarbons. The first step was mainly a desulfurization at 400 C, the second a saturation at 300 C. One of the oils used as feed stock was from low-temperature carbonization of a bituminous coal, the other was from the liquid-phase hydrogenation of coal in the Bureau's pilot plant. The product from the saturation step was distilled to remove the light ends and high-boiling residue and to recover a fraction having acceptable properties with respect to heating value, density, freezing point, viscosity, and boiling range according to specifications suggested by the Air Force for ultra-high-speed aircraft fuel. Quantities of the fuel fraction available were too small for the thermal stability test approved by the Air Force. The experiments, performed on laboratory scale, comprised mostly a study of the effect of varying the oil feed rate (at constant oil-to-hydrogen ratio) on the yield of the desired fuel fraction. The yield of the fuel fraction made from low-temperature carbonization oil was a little more than 1 percent of the weight of coal carbonized; that from coal-hydrogenation oil was about 12 percent of the weight of coal hydrogenated. A few attempts to do both desulfurization and saturation in one operation with sulfur resistant catalysts, developed for vapor-phase hydrogenation or hydroforming, were unsuccessful. By leaving the low-boiling ends in both feed stocks to desulfurization, another product was obtained: a low-sulfur aromatic cut boiling below 200 C. This material would be suitable as a solvent or a chemical raw material.

THE PURPOSE of this paper is to indicate the working capacity of different types of ropes for various engineering and mining duties. ROPE CONSTRUCTIONS There are approximately one hundred different designs of ropes in use today but, normally, only about ten are necessary for mining and engineering duties. The rest are designed for unusual equipments, or are different ways of combining wires of special shapes. Basically, the various designs of mining ropes consist of round, triangular, and oval strands, constructed with one or several layers of wire over a single wire, or a compound construction of sever.al wires. To suit different installations ropes are made with 3, 4, 5, or more of these types of strands over a central core, the ?co re itself being manufactured from either a fibrous material or a combination of steel wires. Nevertheless, in mining, the demand for 'locked coil rope', wl1ich may be considered as a single strand, is steadily increasing, especially for use on vertical shaft winding engines. So far as the locked coil rope is concerned, many constructions have been developed to suit different requirements, such as - in addition to winding ropes - aerial carrying Topes, shaft guide ropes and haulage ropes.

Introduction The economics of open-pit mining de¬pend heavily on the cost of overburden removal. It is necessary to maintain a pit slope as steep as possible. Steeper slopes lower the volume of overburden to be handled, thus lower the cost of material handling. There is, however, a limit to which the pit slopes in any given situation can be steepened. Steepening beyond this point could jeopardize the pitwall stability, ren¬dering it unsafe. It might even result in curtailment of pit production. Several factors affect the stability of pitwalls. Some are natural, such as topogra¬phy and regional and local geology. Others are man made, such as pit geometry, ground water management, equipment, drilling and blasting, and the type of excavation. Greater control can be exercised in the latter with proper planning and by following a set of procedures based on field experiences. This article deals with one such control¬lable factor - drilling and blasting. The eco¬nomics of steeper pit slopes is discussed, followed by a record of drilling and blasting practices in western Canadian surface mines. Microprocessor-based instrumentation and its application to blasthole drilling is also described. Economics of steeper pit slopes The economics of steeper pit slopes is not a new issue. It should be reinforced, though, that pit slopes must be as steep as possible to ensure maximum recovery of minerals at a minimum stripping ratio. For operating, economic, and safety reasons, different pit slopes are maintained during different phases of pit development. Figure 1 shows a hypothetical ore body, cylindrical shape, with a radius of 225 m (740 ft) and located 30 m (100 ft) beneath the surface. The mining operations are planned at two different slope angles of 25° and 40°. The ultimate pit depth was established on the basis of the criterion of "break even pit." The variation of the stripping ratio at differ¬ent mine levels is shown in Fig. 2. Table I summarizes the eco¬nomics involved for two pit slopes, 25° and 40°. Figure 3 presents the profits during the life of the mine for these two pit slopes. This study shows that steeper slopes for an open pit operation are far more advanta¬geous than flatter slopes. But, what is the optimum slope at any one point in the life of a moving pit? And how can the stable slopes be maintained over the short- and long-term? Canadian blasting practices A survey of blasting practices in western Canadian surface coal mines revealed that, at most mines, hard consolidated overburden is drilled and blasted. Blastholes are drilled with rotary crawler-¬mounted rigs using bits in the 220 to 310 mm-diam (8.5 to 12 in.-diam) range. Typi¬cal hole depths are 12 to 18 m (40 to 60 ft) to accommodate the pit bench heights of 12 to 15 m (40 to 50 ft). For a 12-m (40-ft) high bench, a typical hole will be 14.6 m (48 ft) deep including the subgrade drilling of 2.6 m (8.5 ft). Half of this hole will typically be a powder column and half will be stemmed. For a 15-m (50-ft) bench, a typical hole will be up to 18 m (66 ft) deep including the subgrade drilling. Drilling patterns are usually 9 m (29.5 ft) spacing and 9 m (29.5 ft) burden. De¬pending on local geology and hole diameter selected, drilling patterns of 8 x 8 m, 8.5 x 7.3 m, and staggered patterns of 11 x 5.5 m

THE use of the diamond-drill hole as a means of breaking clown ore and waste is not new. Years ago, the method was adopted in mines in northern Ontario and in the western United States to reach out to bad pillars, or to remnants of ore left on walls, the winning of which by any other method might be dangerous or too expensive. The practice is still in vogue and has generally proved a success. Of the known mineral deposits in Canada and elsewhere, many are of very low grade. Some are marginal and not even worthy of being classed as 'ore' until some means is found and proved of exploiting them economically. Other conditions being favourable, if a mining method could be found that would give a large 'bulk break' with a sufficiently low cost of development and a low cast of mining per ton, mineral deposits of this latter type might be brought into the classification of ore. We know that any block-craving system whereby the ore may be undercut and allowed to crush and cave will give a very high breakage and low costs. In some cases, however, the physical characteristics of the ore do not lend themselves to this method. In such ore-bodies, the alternative system of 'bulk-breaking' might be aided by long diamond-drill blast holes. We could obtain this 'bulk breaking' by the use of long diamond-drill holes in conjunction with a sub-level system using extremely thick benches, or possibly by the adaption of modified open-pit methods to underground mining. ln fact, if conditions are favourable, the idea would be simply ta open up a slot or free face and break into it on a larger scale with longer holes. The use of deeper benches-that is, using each level as a sub-level and thereby eliminating much development footage, slashing, setting up, and mucking time-would naturally be expected to lead to cheaper mining.

Discussion by B. Beatty This is a response to M.J. Hrebar's paper, which tracks in detail the highly productive stripping capabilities of modern large bulldozers at two separate installations. It proves the old adage "economies of scale" and quantifies the advantage of being able to move large loads of dirt over comparatively short haul distances by sliding rather than carrying the load. This discussion examines whether a bulldozer is the most efficient way of using this geotechnical principle. Case 1 - Study eastern US: Contour coal stripping application The energy consumption for the Case 1 mining method (eastern US contour stripping operation) shows the D11 averaged 117 L (31 gal) of diesel fuel per scheduled hour, and produced 333.3 bank m3 (436 bank cu yd) per scheduled hour (0.351 L/m3). Assuming 1 L (0.26 gal) of diesel fuel contains 10.4 kW-hr of energy, the unit expenditure of fuel energy for Case 1 Study was 3.66 kWh/m3. Another way of shifting this material is by using an overburden slusher (OS), as shown in Fig. 1. The OS as shown in Fig. I. The OS is electrically powered and consists of a manned low wall winch (LW ), a remote controlled (radio telemetry) highwall winch (HW) and a hoe. The winches operate to pull the hoe back and forth across the pit. The hoe carries load in the forward direction ahead of a rear mounted blade and returns empty. A spreadsheet (Lotus 123) simulation package, BOSSIM, models the OS operation on a load by load basis over a wide range of pit configurations. The geometry shown in Fig. 2 of the paper was modeled using BOSSI M and the results are summarized in Table1. Table 1 shows a LW with 150 kW (200 hp) and a HW of 120 kW (160 hp) installed power, towing a 15-m3 (19-cu yd) hoe, would accomplish the Case 1 stripping task at about the same scheduled stripping rate (D11=333 m3/hr or 433 cu yd/ hour, OS=342 m3/hr or 447 cu yd/ hour). It was assumed the winches in this equipment have an electromechanical efficiency of 90%. This gives an average electrical energy expenditure rate of 151 kW-hr, and a unit energy expenditure level of 0.44 kWhr/m-3(0.57 cu yd/kWh)-an improvement of 8291%- over the D11 alternative. The energy comparison illustrates the importance of using more efficient electric power if possible, ahead of the internal combustion engine, and delivering power from a fixed ground position rather than through a moving track system. Another important energy observation is the comparative action of the dozer blade and the OS hoe. The former implement continuously digs and spills as it works the load forward. The OS hoe digs the load until full, the blade then lifts due to the contained load pressure and a shear plane forms under the mass, enabling it to slide forward in a force reduced - transporting mode. Economic comparison Table 2 operating cost per scheduled hour and unit cost comparison follows a format used in Tables 2 and 3 of Hrebar's paper and compares Case 1 Study with the OS alternative. Drill and blast costs are kept constant in both cases, although when larger OS units are considered, it is expected these costs will reduce because bigger hoe sizes will permit larger rocks to be transported efficiently.

A process has been developed to recover titanium from a blast-furnace slag which contains about 20-25% Ti02 and 12% Fe. In this process. "hot" slag from the blast furnace is directed to a separate furnace where it is reheated with additives to form two simple slag phases: one is titanium enriched anosovite (Ti3O5) and the other is a titanium lean non-crystal glass phase. The modified slag is then processed by conventional beneficiation techniques to produce a marketable titanium concentrate and a usable slag material. This paper focus on separating anosovite from glass by electrostatic separation and froth flotation.

Preliminary Bureau of Mines studies of mafic igneous rocks collected from the Rabbit Creek area, northwestern Alaska, indicated concentrations of platinum (412 to 1,406 ppb) and palladium (343 to 892 ppb) in five of eight samples analyzed. The samples represent boulders and cobbles of mafic/ultramafic rocks from this locality. They are not from outcrop. Petrologically, (on the hand specimen scale) the samples are crudely to well-layered and are troctolitic ± gabbroie in character, with primary igneous mafic minerals strongly altered. Small patches of interstitial sulfide minerals, including chalcopyrite, bornite, pyrrhotite, pyrite, and covellite are associated with these altered zones and elsewhere through the specimens. Copper values ranged from 0.1 to 0.3 pct in samples analyzed semiquantitatively; nickel, cobalt, and chromium contents are low. Chemical, mine alogic, and petrographic relationships suggest that the rocks of similar character outcropping in northwestern Alaska could also be considered as prospective for- concentrations or platinum, palladium, and copper.

The brecciated dolostone-hosted (Mississippi Valley-type) and associated shale-hosted stratiform Pb-Zn deposits at McArthur River occur adjacent to a major syndepositional fault, the Emu fault. Base-metal zoning, mineral parageneses, and Pb and stable isotope ratios indicate that both types of deposits formed contemporaneously from metalliferous brines that flowed into the host sediments from the Emu fault. Derivation of brines from underlying evaporitic sediments is suggested. Geochemical evidence indicates that the mechanism of ore formation was sulfate-reduction coupled with oxidation of organic matter. The textural relationships of stratiform sulfide mineralization to diagenetic dolomite concretions, chert blebs, volcanic glass shards, and inter-ore breccia beds, indicate that the reactions proceeded diagenetically within about 100 m of the sediment/water interface.
