By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." "The stirred milling of nickel laterites offers possibilities for improving liberation and selective size reduction of soft nickel-bearing minerals in laterites. Batch grinding tests were performed in a netzsch™ lME4 stirred mill on siliceous goethitic, goethitic, and saprolitic nickel laterites. Tests on the -2,000 µm sample displayed the effects of selective comminution. The -38 µm product of grinding the -2,000/+38 µm feed confirmed the effects of selective grinding and nickel upgrading. Size classification followed by stirred milling is recommended for nickel upgrading. The energy requirement in the stirred milling was also investigated.RÉSUMÉ le broyage par billes de latérites comportant du nickel offre des possibilités d’amélioration de la libération et de la réduction sélective de la taille des minéraux nickélifères tendres dans les latérites. Des essais de broyage en vrac ont été effectués dans un broyeur à billes netzschMD lME4 sur des latérites nickélifères à goethite siliceuse, à goethite et saprolitiques. Des essais sur l’échantillon -2000 µm présentaient des effets d’une comminution sélective. le produit -38 µm de l’alimentation -2000/+38 µm confirme les effets d’un broyage sélectif et du rehaussement de la teneur en nickel. "EMEC Consultants is developing a process to extract oxygen, aluminum and silicon from lunar anorthositic soil. The process will provide oxygen in space for propulsion, aluminum as a structural material, and possibly silicon for the construction of solar cells.The evolution of the process concept in the course of our present NASA-sponsored SBIR effort is discussed. A molten salt electrolysis producing aluminum and oxygen is the central step; inert anode technology is to be employed. Silicon will be produced by reducing the anorthite, CaAI2Si20S' with aluminum. In a steady-state operation, all components of the ore added have to be removed from the process, and the removal of calcium is a major topic of our experimental studies.Utilization of Lunar ResourcesUtilization of lunar resources may play an essential role in the exploration of the solar system and the conquest of space. High costs are involved in overcoming Earth's gravity to supply missions in space. Even at a low projected cost of $ 300 for transporting a pound of payload into Earth orbit -- today's costs are many times higher -- it appears attractive to use resources in space to produce needed materials. Processing of lunar resources on the lunar surface is an obvious possibility.Oxygen is a product of major interest. It is required for support of human life in space. Even greater quantities may be needed for propulsion, to conduct further missions into space. To satisfy this demand for oxygen through lunar processing requires a quite different solution than to supply oxygen on Earth, where oxygen gas is abundant and easy to extract from air or water. On the lunar surface, solid oxide materials have to be used. Hydrogen reduction of ilmenite and subsequent electrolysis of the resulting water is being studied [1]. Other suggestions include fluorination of lunar soil [2], reduction with lithium and electrolytic decomposition of the resulting lithium oxide [3], and aqueous HF leaching [4]."

Underwater drilling and blasting is conducted for deepening of sea channels for port berths, lake or reservoirs for water supply etc. so that rock dredging becomes easier. During this process there are several associated unwanted effects having potential to cause damage to surrounding structures and the environment, flora and fauna. Though all these ill effects can’t be completely eliminated but adopting controlled blasting techniques can minimize these to tolerable levels. It is recognized that ground vibrations resulting from rock blasting below water near dam may endanger the safety of earthen dams. Therefore, controlled blasting technique was used to ensure the safety of dam and its efficacy was established by monitoring of blast vibrations. The usage of small quantity of explosives confined in blast holes, non-electrical delay detonators and initiating each hole with a separate delay helped to minimize the ground vibration effects on surrounding structures.

With vehicles frequently found in underground mines and tyres being a major fuel item, the risk of tyre fires will be severe underground. This study presents an in-depth analysis of tyre fires on mining vehicles to increase the knowledge of the risk, applying data from full-scale fire experiments and CFD simulations. It was found that the wheelhouse of the loader caused an increase in the flame tilt angle of approximately 10%, decreasing the flame impingement and heat flux downstream. The flame temperature of the drilling rig tyre was found to be approximately 7% higher than the loader tyre, increasing the risk of igniting adjacent fuel items. The construction of the wheelhouse/mudguard will contribute to a longer flame length by creating a fuel-rich environment. The CFD simulations predicted higher flame tilt angles for the drilling rig case for higher flow velocities, indicating the influence of a varying wheelhouse/mudguard construction and tyre geometry on the flame tilt angle. The construction of the loader resulted in a flow behaviour, where the short distance to the front mudguard/tyre and the separation of flow directly downstream of the protruding construction led to fire gases being steered past the front mudguard/tyre. In the drilling rig case, the longer distance to the front mudguard/tyre led to fire gases being directed towards the body of the vehicle after passing the area with flow separation. An increased knowledge of the tyre fire risk on mining vehicles and mitigating measures would improve the fire safety in underground mines.

In this Bureau of Mines study, an equation is derived for the limit burning velocity for divergent, spherical propagation from an ignition kernel of radius, r: (Su)e = ( ) . For flame propagation into a preexisting, stretching velocity gradient of magnitude dv/dx, the limit velocity is (Su)e = (a dv/dx)1/2. These formulations are shown to be equivalent to the fluid dynamic concepts of Damkoh1er, Kar10-vitz, and Markstein. Existing data for the b10woff limits of flames are shown to give excellent agreement with those concepts provided that proper account is taken of two dilution effects: composition dilution caused by entrainment and velocity gradient dilution caused by flow expansion. Approximate flow-field solutions are also derived for the unburned gas motion above an upward propagating, spherical flame kernel in buoyancy-induced flows. It is shown that;, the upward hemisphere propagates toward a stagnation plane in a counterflow configuration involving the balance between the combustion force, which accelerates the cold gas upward, and the buoyancy force that accelerates the cold gas downward. The position of the stagnation plane above the upward propagating hemisphere is related to the ratio of the buoyant velocity, vb, to the burning velocity, Suo Extinction of the upward propagating wave occurs by flame stretch in that counterflow configuration when n = Vb/Su begins to exceed the expansion ratio, Pu/Pb' and the wave is blown off by its own buoyancy-induced flow field.

The present and projected outlook for rhenium relative to its distribution and occurrences, the recovery factors involved in ore beneficiation, capital and operating costs, changing technology, and the projected uses and market growth of rhenium are presented in this report as part of the Bureau of Mines program to determine the availability of recoverable rhenium in a developing market.

The laboratory characterization of the oxidation of chalcopyrite under conditions of deep solution mining is presented in this paper. A salient feature of this system is the pH buffering effect resulting from simultaneous acid producing and acid consuming oxidation reactions. The solution chemistry and related sulfur partitioning of the oxidation reactions are detailed. The contribution of temperature, acid concentration, oxygen pressure, particle size, and solution additions to the kinetics of copper extraction are presented. A mixed kinetic model was used to describe the kinetics of oxidation.

INVESTIGATIONS to date have shown that, should there be the need or the appropriate economic stimulus, Canada's mineral resources are sufficiently extensive to allow considerable expansion of its non-fuel mineral industry, during the remaining part of this century and possibly beyond (1, 2). The availability of sufficient capital will be one of the critical factors which will determine whether this potential will be fulfilled. The following analysis centers on the capital requirements of the Canadian non-fuel mineral industry under one set of basic assumptions of capacity growth, cost of new and replacement capacity, rates of depletion and depreciation of mines and plant, and the cost of exploration and infrastructure. Mindful of the fact that exploration and development will not thrive in Canada unless a very positive approach is taken, the writers make no apologies for being "optimistic" about long-term production prospects. Furthermore, in the event that world demand does escalate as anticipated and the forecast realistically attainable levels of Canadian production are not reached, then Canada will not have reaped the full range of economic benefits available, and opportunities will have been lost. Projections for Canadian production between 1976 and 2000 are essentially based on the forecast published in the 1974 paper, "Towards a Mineral Policy for Canada - Opportunities for Choice (3), with some updating on the basis of recent developments.

"In 2015 operations under the ownership and/or management of all Newmont Mining Corporation subsidiaries (Newmont) produced 5.7 Moz of gold and 619 Mlb of copper from mining operations in five countries, with well over 100 Mt of ore processed by various grinding technologies. Processing methods used in the extraction of metals include flotation, oxidation, conventional cyanidation and heap leaching. The grinding technologies applied in milling operations feeding metal recovery processes include conventional wet grinding semi-autogenous grinding (SAG), rod and ball, dry grinding, concentrate regrinding and ultra-fine grinding, and ball milling of high pressure grinding roll product. SAG/ball (SAB) configurations represent the dominant comminution flow sheet within the company and the circuit configurations employed include SAB, SABC-A, SABC-B and single-stage (SS) SAG milling, with SAG mill feed ranging from run-of-mine (ROM) ore through to secondary crusher product. The collective experiences earned from designing, operating and debottlenecking these various comminution circuits provide many lessons that can be applied to the design and optimisation of future operations. This paper provides an overview of Newmont’s diverse comminution circuits, discusses recent performance and offers some insight into optimisation and design considerations based on recent experience in both endeavours.Citation:Giblett, A and Hart, S, 2016. The purpose of this Bureau of Mines report is to provide mining industry personnel and regulatory authorities with a subsidence-reference list and annotated bibliography that will aid them in locating subsidence information and in developing their own subsidence information sources. Over 700 references are listed in the Bureau's subsidence information center bibliography; approximately 600 of these references were obtained for assessment. Of these 600 references, 167 were selected to be rated, categorized, and annotated. All literature referenced in this report was published prior to 1984. Table 1 is a cross - referenced index that classifies and rates selected references with respect to specific keywords. References are rated not on quality of content but rather on applicability to given subject areas. Appendix A is an annotated bibliography of the references listed in table 1 and provides further information of each article to aid the user in selecting articles for specific areas of subsidence technology. Appendix B is a copy of the subsidence information center bibliography.

Use of fluorspar in steel refining operations is one of the environmental concerns and as such reduced consumption of this material or substitution of the same is one of the objectives. Industrial runs were carried out at Aperam Steel making convertor unit (Timóteo, MG, Brazil) using recycled/briquetted slag for partial or complete substitution of fluorspar. Samples were collected from the metal bath and slag after oxygen blowing to assess dephosphorization with several combinations of recycled/briquetted slag and fluorspar. The results showed that partial substitution of fluorspar by BOF slag briquettes did not affect the efficiency of dephosphorization. In general average Phosphorus content was reduced to 0.010% in the case of partial substitution compared to 0.016% in the regular refining procedure with no substitution. This replacement also resulted in 40% reduction of the fluorspar consumption in the converter

Chelopech Mining EAD (CMEAD) is a wholly owned subsidiary of Dundee Precious Metals Inc (DPM) and operates the Chelopech underground mine and processing facility located in Bulgaria. The final product sold is a flotation concentrate containing copper minerals with associated gold and silver. The increase in production from 0.6 to 1.0 Mt/a by 2009 occurred with the original (1975) secondary/tertiary crushing, and primary/secondary ball mill circuits. As part of the mine/mill upgrade project to 2.0 Mt/a, a new single stage semi-autogenous (SAG) mill and ancillary equipment was installed, replacing the original circuits, with commissioning occurring during the first half of 2011. Aspects of the design, commissioning and operation of the new comminution facility are the subjects of this paper.An extensive program of comminution characterisation test work was completed in 2004/2005, which indicated moderate hardness and competency characteristics. The characteristics were considered suitable for a range of comminution approaches which were assessed with respect to power requirements and capital and operating costs. Retention of the existing primary crushing facility, and installation of a new single stage SAG mill located within the existing mill building, was selected as the design for the expansion.An extended ramp-up schedule for the overall concentrator upgrade turned out to be necessary as the comminution and flotation circuits were completed prior to several downstream unit processes (concentrate filtration and tailings thickening), which were required to reach the design mill feed throughput rate on a sustainable basis. This resulted in the opportunity to gradually increase the SAG mill ball charge as necessary, to obtain the throughput corresponding to the various downstream processing constraints.A relatively fine cyclone overflow stream particle size distribution is a feature of the Chelopech comminution circuit that has not been fully overcome with increasing ball charge conditions. However, design throughput has been met even under the finer product size conditions and will be consistently achieved following the commissioning of two further process improvement projects scheduled for late 2012.CITATION:Jobson, G, Nolte, M, Evtiminova, K and Meik, S, 2012. Na literatura são descritos basicamente dois modelos de relações entre resistência mecânica e parâmetros microestruturais: (1) relações entre parâmetros microestruturais médios do coque e índices de ensaios mecânicos e (2) quantificação dos poros mais críticos a resistência mecânica, a partir de determinados critérios que levam em conta o tamanho e a forma dos poros. Nesse trabalho coques laboratoriais produzidos a partir de carvões com propriedades distintas foram caracterizados pela associação das técnicas de microscopia ótica e análise de imagens. Os principais modelos da literatura de relação entre resistência mecânica e parâmetros microestruturais foram avaliados. Foi demonstrado que nenhuma das relações estudadas conseguem descrever o comportamento mecânico de coques produzidos a partir de carvões de alto teor de componentes inertes (>40%). A partir desses resultados duas novas abordagens foram realizadas a fim de obter modelos que contemplem tais coques: (1) introdução de uma nova relação entre resistência mecânica e os parâmetros microestruturais e (2) um novo critério de classificação das regiões derivadas de componentes inertes como críticas a resistência mecânica.

The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.

A half-ton experimental coke oven was installed at the Southern Experiment Station, Tuscaloosa, Ala., in 1948. Designated as the Tuscaloosa oven, this unit features a 17-inch carbonizing chamber, globar heating elements, and silica-brick walls designed to simulate as closely as possible the carbonizing conditions for commercial, slot-type ovens. The reasons for constructing an oven of this Size, the details of the design, and the operating characteristics of the oven have been given in previous publications.3/4 The present report deals with the reproducibility of test-oven data and the effects of variations in flue temperature on the physical properties of the cokes produced. Also included are the results of 2,400° carbonizing tests for several coals and coal blends not included in the earlier reports.

I have headed this paper with a question and for the impatient among you ûthe answer is no we have not run out of developments but, and it is a big æbutÆ, we need to be innovative and ahead of the game or ænoÆ will be æyesÆ before we know it.Why do I believe that our future lies in innovation? Thirty years ago, knowledge doubled every 14 years. It is now doubling every seven years. In 1965, Gordon Moore, one of the founders of the chip maker Intel, made an observation that growth in memory chip performance is doubled every 18 months which became known as MooreÆs Law. Now there is fibre law, where the transmission line capacity doubles every nine months and storage capacity, under disc law, doubles every 12 months. What does this mean? Well, firstly there is a massive rise in information flow and availability with no limits in growth for at least the next ten years. Secondly, unlike our grandfathers, we are most unlikely to be employed by the same firm for our working career - we may not even have the choice to stay with the same company. In a phenomenon Richard Foster and Sarah Kaplan (2001), borrowing from Schumpeter, termed æcreative destructionÆ, companies are unable to sustain market-beating levels of performance for more than ten to 15 years. In the 1920s the turnover rate of companies in the United States was 1.5 per cent, so a company could employ almost three generations from the one family. A company had a half life of 60 years. In other words, you could well be in the same working environment as your grandparents. Today the churn rate is estimated to be eight to ten per cent. A company has a half life of five to six years. So for large companies, as an employer or employee or as a contractor, your working environment has a 50 per cent chance of changing in five years. Innovation is the driver of this rapid rate of change. Innovation is not for the faint hearted (Cutler, 2001) but it is the core for success in the global economy. The rate of change in our world is not going to decrease. We must learn, not only to manage change, but to enjoy the process of changing û to ride the tsunami of the knowledge economy.

This report presents pertinent data on all active water-flooding projects in Washington County, Okla., and describes in detail the operation and production history of five representative floods. The flooding of partly depleted oil-bearing sands to produce petroleum that would not be recovered by other methods is becoming increasingly important to the oil industry. In 1942, two water-flooding projects in Washington County produced 35 barrels of oil daily from 90 developed acres. In March 1951, 4,000 barrels of oil was being produced daily by the injection of 58,000 barrels of water on 19 active projects covering 1,645 acres. Several projects are being extended, and new operations are being initiated. Figure 1 shows the location of the active water-flooding projects in Washington County. The yearly oil production from Washington County increased from 1,076,000 barrels in 1948 to 1,720,000 barrels in 1950, owing principally to the effects of water flooding. To March 1951, permits to flood more than 8,000 acres in Washington County had been granted by the Oklahoma Corporation Commission.

O uso do nitrogênio como gás de injeção através de plug poroso no forno panela pode ser importante do ponto de vista econômico, no entanto pode provocar pick-up excessivo de nitrogênio caso seja realizado de forma inadequada. No presente trabalho, são apresentados os resultados de testes de injeção de nitrogênio e nitrogênio seguido de argônio em aços para produtos longos. Visando compreender os processos de absorção e sua cinética, um modelo cinético é formulado e ajustado aos dados experimentais. O modelo cinético clássico descreve bem os resultados experimentais e permite o uso para previsões do efeito da injeção de nitrogênio sobre o teor de nitrogênio no aço. Observa-se que a cinética de absorção é controlada pela agitação da panela e pela presença de elementos tenso-ativos, notadamente o oxigênio, como esperado, de acordo com os modelos clássicos do fenômeno. A técnica da injeção de nitrogênio seguida de argônio é bem-sucedida economicamente e o modelo permite a previsão e o controle da absorção de nitrogênio pelo aço.
