INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

Metal cations have significant effects on the flotation of coal and minerals. In this study, the effects of monovalent cations ( Na+ and K+) on the flotation of low-rank coal (LRC) were investigated using flotation and particle–bubble attachment experiments and through X-ray photoelectron spectroscopy (XPS) and molecular dynamics simulations. Oleic acid (OA), methyl linoleate (ML), hexadecyltrimethylammonium chloride (CTAC), ricinoleic acid (RA), and kerosene were used as flotation collectors. The flotation experiments revealed that the flotation yields of LRC improved when OA, ML, RA, CTAC, and kerosene were used in pure deionized water. However, flotation was suppressed for these collectors in the presence of K+ and Na+ ions. In contrast, when using CTAC, the flotation yield increased in the presence of these ions. Specifically, the flotation yield increased from 41.24 to 87.03% when 2.0 kg/t CTAC was used in 10 mmol/L NaCl solution. Particle–bubble adhesion experiments and XPS revealed that the hydrophilic groups of CTAC were adsorbed on the LRC surfaces by electrostatic forces, whereas the oxygen-containing functional groups of OA, ML, and RA formed hydrogen bonds with the LRC surface in pure water. Finally, the simulating result revealed that the hydrophobic ends of the OA, ML, and RA collectors hinder the flotation of LRC by adsorbing monovalent cations, whereas the adsorption of monovalent cations on the hydrophobic end of the cationic surfactant (CTAC) promotes flotation via strong electrostatic interactions.

Petrographic and mineralogical studies were made on unoxidized samples from the Cuyuna and Mesabi districts to study occurrence and properties of the iron phyllosilicate minerals . Examination of 96 thin sections from the thinbedded facies of the main iron - formation of the Cuyuna district indicates that the most abundant minerals are Mn - Mg - siderite , stilpnome lane , and minnesotaite . Reconstitution and recrystallization of minerals has occurred along certain beds , and textures indicate that some minnesotaite apparently formed at expense of stilpnomelane . Three samples of stilpnome lane and one of minnesotaite were concentrated from fracture - fillings within iron- formation . Results of chemical , optical , spectrographic , X- ray diffraction , and differential thermal analyses on these samples are reported . The detection of ammonia in stilpnome lane samples is the first such occurrence reported , and its significance is discussed . New mineral data are presented on greenalite and probable septechamosite from the Mesabi district .

PRESIDENT HERRES: Our ses¬sions this afternoon will be on safety. They will be under the direction of Mr. Dan Harrington, who has come here from Washington, D. C., particularly to preside at these meetings. I do not think Mr. Harrington needs any introduction to anyone present. He is a member of both the A. I. M. E., and the Rocky Mountain Coal Mining Institute, and has been for a great many years. The Rocky Mountain District is his old stamping ground. I take pleasure in turning the meeting over to Mr. Harrington. (Ap¬plause.) DAN HARRINGTON (Chief Engineer, Safety Division, U. S. Bureau of Mines, Washington, D. C.): Gentlemen, I suppose you have rather a long program, so there is no necessity for any introductory remarks. Inasmuch as I have rather a long-winded paper of my own, I presume the best thing I can do is to go ahead and read it. Mr. Herres asked me some time ago if I would preside here, and also have a paper, or at least have something to say to the Institute on safety. I thought it best to put whatever I had to say in written form, so I would know exactly what I had said and so I would be able to, if necessary, defend it later on.

PURE copper that has been allowed to oxidize at an elevated tempera-ture in the air is found to be covered with two distinguishable layers of oxide scale. The outer of these, which is very thin, is composed of cupric oxide, while the inner layer, comprising the bulk of the scale, is made up chiefly of cuprous oxide (Fig. 1a). If a small quantity of an alloying element, such as silicon, is present in the copper, silica particles are found disseminated through the cuprous oxide, deposited most abundantly near the metal surface, and, in addition, silica particles occur to a limited depth within the copper itself (Fig. 1b). It is this inner layer, composed of oxide particles precipitated in a matrix of metallic copper that is known as the "subscale" or the zone of internal oxidation. Under a low oxygen pressure it is possible to produce the subscale without the formation of external layers of copper oxides, thus leaving the metal surface bright and apparently clean while oxidation has occurred, in fact, to a considerable depth within the metal (Fig. 2). Although little is yet known in a detailed way of the mechanism of internal oxidation, the general nature of the process is evident. By virtue of the considerable solubility of oxygen in copper,1 it is possible to bring the alloying element in contact with oxygen within the metallic solid solution. If the oxide of the alloying element is more stable than cuprous oxide, the foreign oxide may form and, since most oxides are relatively insoluble in copper, it will not long remain in solution, but will separate as a precipitate. As the metallic solute is exhausted in the zone of precipitation, oxygen that is constantly being supplied at the surface diffuses farther into the alloy and thus produces an ever-thickening shell of subscale. The distribution of the reacting elements in the subscale and adjoining zones must be somewhat as indicated in Fig. 3. The conditions requisite to internal oxidation to be anticipated are thus: (1) a solubility of oxygen in the alloy, (2) the ability of oxygen to diffuse at an appreciable rate into the alloy, (3) the possibility of the

This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Out of the depths of each business cycle we emerge with a stimulus for greater efficiency and a realization of progress in industrial technique. The recent years have not been an exception to this rule, and in retrospect we sense that significant advances have been made in mining practices on the Mesabi Range, with emphasis on speed of production and economy of operation. A survey of such changes does not reveal anything that is fundamentally or basically new, but it is apparent that ideas and machines that have found wide application in industry elsewhere, with necessary modifications, are being put to productive use in mining iron ore. Innovations in transporting and conveying ore from the open pits stand out with greatest prominence, so that, in the main, it will be with these features that this paper will treat, in the review of progress made to this date. The late years have witnessed the development of small deposits for open-pit operation, the cleaning up of pits nearing exhaustion, and in two large operations the approach to the limit for haulage by steam locomotives, owing to grades, making it necessary to recover the ore in slopes, track benches and below the power-shovel limit by a milling and scram operation. For several years small standard-type dump trucks have been used in clean-up or scram operations within the pits, but during the season of 1936 the first effort was made to use heavy truck haulage in the transportation of stripping and iron ore. The new units in use today vary from 15 to 20 tons in capacity, and are equipped with powerful gasoline or Diesel engines and supplemented by trailers or wagons on rubber or crawler treads. The Diesel engine finds favor with most operators because of fuel economy. These units develop upward of 125 hp. in the 15-ton trucks. The speed of these trucks varies from 2 miles per hour in Pow gear to 35 in high gear. The transmission affords 12 speeds forward and 3 speeds in reverse.

Synthetic fluorphlogopite mica (KMg3AlSi3010F2) is a relatively new product developed at the Norris (Tenn.) Station of the Bureau of Mines, Thermodynamic data have applications both in the production and use of this product, and the work described in this paper was undertaken to fill the need for such data. Measurements were made of the heat of formation at 298° K., the heat capacity between 50° and 298° K., the entropy at 298° K., and the heat-content and entropy increments between 298° K. and a maximum of 1,804° K. These basic data are combined to obtain heats and free energies of formation of the mica from the elements and from molecular constituents at temperatures ranging from 298° to 1,800° K. Minimum heat requirements to form melted mica from commonly used ingredients were calculated.

A computer simulation has been carried out to predict the distribution behavior of minor elements such as Pb. Zn, Bi, Sb and As in recently proposed copper smelting and converting processes with submerged oxygen injection in which tonnage oxygen is used with a shielding gas. In this study the technique of stepwise equilibrium modeling was employed and some of the thermodynamic data were updated or reassessed. The volatilization and slagging of undesirable elements were investigated in copper smelting (steady-state) system, copper matte converting (batch) system, and the combined (smelting + converting) system at extremly high oxygen-enrichment levels. The predicted minor-element behavior under high oxygen- enrichment was compared with that in the Noranda process (normally 42% oxygen-enrichment in smelting and 24% in converting) and the reverberatory process using air. The effects of various operating parameters such as temperature, the final matte grade in smelting, the initial matte grade in converting and the O/Fe ratio in slag on the behavior of minor elements are discussed.

A clear understanding of the intensity of coal and rock burst is the basis for future research on burst mechanism and control. There has been a wide variety in the description of coal and rock burst damage at different countries using multi-methods, which makes the common understanding even more challenging. Therefore, this paper presents a broad review on the quantifications of intensity of coal and rock burst and seismic risk around the world, considering critical factors including seismic energy, magnitude, peak particle velocity and ejection velocity. It is found that the seismic energy of coal and rock burst can widely range from 0.002 MJ to 60000 MJ, with equivalent Richter magnitude from -1 to 4. The daily seismic energies can be used for seismic risk potential assessment, with energy levels from 0.1 KJ to 10 MJ, which is much lower than the burst sources. The magnitude of the seismic events can be also estimated based on the weight of damaged coal mass and human senses of vibration and sound. For the seismic intensity represented by peak particle velocity (ppv), it keeps constant within fault radius and attenuates with a speed of 1/r4 and 1/r in near and far field respectively, thus it is possible for a small seismic event to induce considerable ppv causing severe damage if the epicentral distance is small enough. There has not been a strong correlation between the ejection velocity and ppv, as seismic energy is only one of the energy sources that contribute to the kinetic energy of burst damage. "Using a parameter representing the degree of hydration of particles in a liquid called hydration index I, which we derived based on Einstein’s viscosity equation, we evaluated the degree of hydration of fine montmorillonite particles in different aqueous solutions by measuring the viscosities of the montmorillonite dispersions and plotting relative viscosity against volume fraction of dry montmorillonite particles in the dispersions. We investigated the effects on the hydration of montmorillonite in aqueous solutions of (1) the type and (2) the concentration of electrolytes in the solutions and (3) pH. For the same concentration of electrolytes, the hydration index I of montmorillonite was found to increase in the order of Na+ > K+ for monovalent cations and Mg2+ > Ca2+ for divalent cations, and to decrease with increasing valence of cations in the order of Na+ > Ca2+ > Al3+. For both Na+ and Ca2+, the hydration index I first increased with increasing concentration of electrolytes and then decreased after a certain concentration. The hydration index I increased with increasing pH. IntroductionClay minerals have the distinctive ability to adsorb water molecules and hydrated cations in aqueous solutions, resulting in hydration on their outer surfaces and in their interlayer spaces. Many investigators (Jurinak, 1963; Anderson and Tice, 1971; Costanzo et al., 1982; Israelachvili, 1992) had found evidence of ice-like structures of water on clay minerals.This phenomenon of hydration plays an important role in the dispersion and sedimentation of clay minerals in aqueous solutions. To understand clay hydration, numerous experimental and simulation studies have been carried out since 1933, including the recent ones of Hawkins and Egelstaff (1980), Skipper et al. (1995), Karaborni et al. (1996), Salles et al. (2013) and Morrow et al. (2013). Among the factors that can influence a clay mineral’s hydration characteristics are chemical composition, type and degree of isomorphous replacement in its structure, and number and nature of associated exchangeable cations."

Vaal Reefs Exploration and Mining Company Limited operates one of the largest producing gold mines in the world. The annual production of 76 tons of gold from 12 million tons of ore treated is obtained mainly from underground sources. Daily some 6.6 km of stope face is blasted and 41 tons of explosives is used to break the rock. The mine employs 45 000 men of whom 35 000 work underground. The company operates nine large vertical shaft systems of which seven extend more than 2000 m below surface and an eighth, currently being sunk, will bottom at 3700 m below surface.

The Greenawalt electrolytic copper extraction process is applicable to suitable oxide ores, sulfide ores and concentrates, and low-grade matte. The process is self-sustaining in acid on sulfide ores or concentrates, on mixed ores, on high-grade oxidized ores; and on low-grade oxidized ores the amount of acid to be purchased or manufactured is greatly reduced. The ferric iron is under easy control, and copper may be effectively deposited from solutions of any acid or iron content likely to be used in copper leaching. From 60 to 75 per cent. of the copper may be removed from the solution in passing through the electrolytic department, before returning the solution to the ore. The amount of copper requiring chemical precipitation, from the waste and foul solutions, is only about 5.0 per cent, of the total copper produced, and this 5.0 per cent. is converted into the electrolytic metal in the regular operation of the process. The entire process can be made practically automatic, and can be carried out mechanically. There is no uncertain departure of any kind in the application of the process; no unusual or unproved apparatus is used. EVER since electrolytic copper refining gave promise of success, about a half century ago, efforts have been made to apply the idea to the extraction of copper from its ores. The methods of attack have, usually, been to leach with a dilute acid and then to deposit electrolytically the copper from the resulting solution with the simultaneous regeneration of the solvent used in the process. Many efforts have been made, and many patents have been taken out, both in the United States and abroad, to give this idea practical application, but only within the past few years have the difficulties been surmounted. Leaching and electrolysis, as applied to copper ores, are among the most promising fields in modern metallurgy. New conditions are arising, which will bring the wet methods into prominence; while high freight rates and increasing cost of fuel will tend to limit smelting to highly favored localities. The possibilities offered by the installation of hydro-electric plants and the greatly enlarged range of power transmission will greatly widen the field of electrolytic methods.

"After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."

Due to the unbalanced top coal drawing process, the recovery ratio is low, and the equipment stability is poor in the longwall top coal caving mining (LTCC) with an inclined seam. Aimed at these problems, this paper proposes the dynamic group caving method (DGCM). The basic procedure is that when the drawn volume of top coal from a support reaches about half, the next support begins drawing top coal, and the drawing process between the two supports is half done. Taking the panel no. 8103 in Beixinyao mine as the research object, the characteristics of drawing body shape, particle movement trace, and variation of recovery ratio are investigated by using Particle Flow Code. Furthermore, the effect of mining-caving ratio on the top coal drawing law under DGCM is revealed by the simulation results, and compared with the single-opening sequence caving method (SSCM) and the doubleopenings sequence caving method, advantages of DGCM are determined in inclined seams. The results show that the drawing body can be divided into the left and the right under DGCM. Specifically, the drawn top coal particles in the left are from the upper part of this support, that in the right are from the lower part of next support, which verifies the correctness of the theoretical analysis. The characteristics of the drawing body shape are more significant when the mining-caving ratio is relatively small. In addition, with increasing mining-caving ratio, the recovery ratio of the panel both increases gradually underDGCMand SSCM.When the miningcaving ratio is less than 1:1, the recovery ratio of DGCM is obviously higher than that of SSCM, indicating that DGCM can greatly improve the recovery ratio. While when the mining-caving ratio is larger than 1:1, the recovery ratio of two caving methods is basically equal; however, the advancing time is significantly shortened under DGCM. This study are of great significance to realize high efficiency and precise caving in LTCC with an inclined seam.

INTRODUCTION A way of producing 3,000 tpd from the El Mochito Mine was needed. Of this production, 2,000 tpd must come from the San Juan orebody. The original sub-level stoping method did not give satisfactory results due to ground instability, and the highly irregular ore/waste contacts encountered . The experience gained from the initial system helped guide research into the ground instability problem. Results from this work, combined with knowledge gained about the orebcdy configuration, defined constraints that were previously not fully appreciated. These constraints, and others, combined with objectives, were considered together to develop a new mining method. No single technique was found to be suitable, so a hybrid mining system was developed. A combination of ramping, cut and fill, and vertical crater retreat, with an option to use top heading and benching was developed. To complement the mining system, the type of equipment needed was decided upoun. Also, to support the mining system at this expanded rate of product ion, major modifications of existing infrastructure were required. THE EL MOCHITO MINE The El Mochito Mine, of Rosario Resources Corporation, has been in continuous product ion since 198. The mine began operations in April of that yeas at a rate of 100 tpd. The reserves in 198 were 100,000 tons of silver ore assayed at 1,250 grams per tonne. As of the end of 1979, the El Mochito orebodies have produced over 5.6 million tonnes of ore averaging 516 grams per tonne silver, 6.8 lead, and 7.8% zinc. Present ore reserves are about 7.9 million tonnes, averaging 138 grams per tonne silver, 4.6% lead, and 8.7% zinc, with minor quantities of copper, cadmium and gold. An expansion plan to increase mill production two fold to 2,500 tonnes per day is underway. This expansion will require the mine to produce 3,000 tpd. The mine consists of numerous orebodies, all of which have been mined to a certain extent. Of all the orebodies, the San Juan contains 8% of known reserves. This amounts to about 6.7 million tonnes. The significance of the San Juan orebody to the future life of the El Mochito Mine is obvious. If the required mine production of 3,000 tpd is to be sustained, the San Juan must be the source of the majority of that production. Due to the mineability and overall logistics concerned with the other orebodies, the San Juan must be able to reach and maintain a production rate of 2,000 tpd by 1982. GEOLOGY OF THE SAN JUAN OREBODY The El Mochito Mine is a classic example of a chimney replacement deposit in limestone. Similar deposits axe found in Mexico, at the Naica, Providencia, and Santa Eulia Mines. The El Mochito Mine is located at the south- western end of the Sula Valley on the western edge of the Honduras Depression in the Central Cordillera and Central Highlands of Honduras in a setting of Mesozoic sediments. The orebodies occur in a structural basin developed between NNE trending normal faults and apparently hinged on the south end. Topographically, the Mochito Basin lies between the uplifted Santa Barbara mountain in the west and the Palmer Ridge on the east. The San Juan orebody occurs near the intersection of the NE trending San Juan fault and the ENE trending Porvenir fault. The downward continuation of the orebody is controlled by the westward rake of these NW and N dipping structures. The discovery of the San Juan orebody is attributed to analysis of structural evidence of known ore deposits by in-company geologists. The composition of the San Juan orebody is primarily garnet skarn, with local concentrations of hedenbergite and magnetite. The economically important sulfide mineralization consists of (in decreasing abundance), sphalerite , galena, pyrrhotite , and chalcopyrite. There is some indication that a Cu-Ag mineral such as tetrahedrite may also be present. The skarns were formed by replacement of the original limestone by hydrothermal water migrating upward roughly along the intersection between the Porvenir fault system and the San Juan fault system. Textural evidence suggests that the orebody is a composite of several pulses of hydrothermal activity which would explain, in pat, the great irregularity of the contacts and the large horizontal variation in mineralogy. A general pattern of skarn types can be seen in the orebody, partially accounting for the observed lateral variation in grades. This zonation is very generalized, and one or more zones may be missing in any given locality. The orebody is almost invaxiably surrounded by a 2 cm to 25 cm zone of bustamite skaxn with low values. The purpose of this review paper is to succinctly present the most significant works related to Mineral Processing and Environmental Bioremediation and developed by the Mineral and Environmental Technology Group (METG) of the Materials Engineering Department of the Pontifical Catholic University of Rio de Janeiro (PUC-Rio). In mineral processing it was emphasized the use of the Rhodococcus opacus bacteria as a bioreagent in the bioflotation of some mineral samples (magnesite, calcite, hematite, quartz and apatite). The adsorption of the bacterial cells on the mineral surface can be due to specific and/or non-specific interactions, which will depend on several factors, as their surface charge and hydrophobic character. The zeta potential evaluation of the mineral particles before and after interaction with the R. opacus cells showed that the biomass modified the zeta potential profiles of the minerals, which confirm the adsorption of bacterial cells on the mineral surface. Moreover, the bacterial cells adsorbed caused a change in the mineral flotability which is related to a change in their hydrophobic character, thus, the mineral bioflotability was found to be dependent on the pH and the bacterial concentration. On the other hand, the environmental bioremetiation assessed the biosorption potential of three metal ions (lead, copper, and cobalt) by four different biomass Streptomyces lunalinharesii, Rhodococcus opacus, Rhodococcus ruber and coconut shell powder. For this purpose, biosorption process was characterized under different operating conditions such as initial pH and biosorbent dosage. The Freundlich and Langmuir isotherm models were applied to the equilibrium data obtained at different concentration.

"The Norita deposit is an Archean volcanogenic-exhalative Fe-Zn- Cu sulphide accumulation of the distal type, consisting of six overlapping stratiform massive sulphide lenses, interbedded with exhalative cherts and thin pillow basalt flows, which formed down-topographic-slope from a mineralized hydrothermal discharge zone in the Norita rhyolite. The sulphide lenses are of two main types: channel-fill deposits such as the Main Zone and Main Zone West, composed of intricately layered pyrite-sphalerite-chert, which formed by the dynamic down-slope transport and re-deposition of sulphide exhaled from the vent zone; and stratiform lenses such as the Cu-rich A-Zone and A-Zone West, which formed even farther down-slope, in basinal depressions flanking the dome. Although rotated into a vertical position by folding, the sulphide lenses are otherwise essentially undeformed and contain a wide range of preserved primary sedimentary structures.Of prime importance in exploration has been the recognition that the formation of the distal sulphide lenses was controlled by submarine paleotopography, and that it is possible to approximate the sea-floor paleotopography using variations in the thickness and strike extent of the interbedded volcanic rocks. This has proved to be a major and successful exploration tool in the search for further sulphide mineralization in the mine, and offers prospects for use elsewhere in the district."
