Accurate determination of moisture in coals of various ranks has long been a subject of intensive investigation. Excellent reviews of methods developed over many years are given by Brown (9)4/ and, with experimental comparisons, by Goodman, Gomez, and Parry (11). As pointed out in these and other writings, one of the principal difficulties in assigning absolute merit to one or another procedure is the multiplicity of conditions under which water may exist in coal and the difficulties involved in obtaining sharp separation and distinction between these classes. Gauger (10) states: Water recoverable from coal is obtained from the following sources: (1) Decomposition of organic molecules (sometimes called combined water), (2) surface adsorbed water, (3) capillary condensed water, (4) dissolved water, and (5) water of hydration of inorganic constituents of the coal.

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

The meeting was called to order by the President, Mr. B. J. Matteson, in Dining Room No. I of the Albany Hotel, at 10 a. in., with thirty members present. After an address of welcome by the President, the Convention proceeded to business. First on the program was the reading of the minutes of the' previous meeting, by" the Secretary.' There being no alterations or amendments they were approved as read. A motion was regularly moved and carried that the Secretary provide membership cards to be mailed, or presented, to the members upon payment of dues in lieu of the receipt which has heretofore been used since the organization of the Institute. Mr. R. A. McAllister then presented his paper, the subject, being: "Mine Haulage." Mr. Robert A. Marshall had prepared a paper upon the subject of "Efficiency in Shot Firing," but as he was unavoidably absent, it was read by Mr. Sam Andrews. At the conclusion of the reading of Mr. Marshall's paper, Mr. Andrews presented his own *paper: "Some Facts About Coal Mining." As Mr. George A. Brown was unable to be present, the President requested Mr. R. S. Morton to read his paper, subject: "Flexoid Tubing and Its Application to Coal Mines as a Means of Temporary Ventilation." There being no further business 'the meeting adjourned.

Coal spontaneous combustion is one of the disasters occurring in underground coal mines. As a typical case, the spontaneous combustion of broken coal left in the longwall gobs often happen which could greatly interrupt the normal mining production. Such concealed thermal event is featured as rapid development and difficulty in locating “hot” spots. If such spontaneous combustion fails to be timely prevented and controlled, a large amount of toxic gases (mainly CO) and smoke could flow and diffuse in the underground working sections, which could present safety hazards for coal miners. In this paper, based on an coal spontaneous combustion event happened in a Chinese gassy mine, the fire ratios derived from the gas composition data obtained through the tube bundle mine atmospheric monitoring system are used in determining the fire status. A comprehensive and collaborative fire extinguishing effort including inert gas injection, underground pressure balance, and sealing enhancement are made to control the fire progress. Simultaneously, the effects of such works to control the spontaneous combustion event have also been quantified using the fire ratios to justify again. Finally, the danger of coal spontaneous combustion in gob is eliminated, and the longwall panel is successfully re-opened for normal production.

Placer gold and platinum-group metals (PGM) In the Slate Creek area, northern Chistochina Mining District, are derived from silicified and carbonate-altered, Cretaceous-Tertiary (?) dikes and related mafic and ultramafic rocks. Gold In the placer deposits is also derived from Tertiary conglomerate and altered Jurassic-Cretaceous argilllte. The argilllte and Igneous bedrock sources show a unique Ag-Au-Cu-Hg-PGM association that Is attributed to a combination of magmatic, hydrothermal, and supergene processes. The bedrock and placer deposits contain a variety of gold silver-lead-copper and PGM alloys. The observed geochemical, mineralogic, and alteration features are consistent with current geological models for turbidite-hosted gold deposits. No economic gold or PGM lodes were Identified, but several areas warranting more detailed investigation were Identified. Conventional geochemical sampling and analysis of small sample splits weighing between 10 and 30 grams were shown to be unreliable as a consistent means of identifying gold- and PGM-bearing bedrock. Pan concentration of pulverized rock samples was shown to be a more effective, but still Imperfect means of Identifying gold and PGM source rocks. Geochemical data and mineralogic examination indicate that gold and PGM in potential lode sources are very finely and erratically disseminated, are chemically combined with other elements, and may not be entirely free-milling or amenable to simple gravity concentration.

In response to increasing national energy requirements. highlighted by the continuing growth in demand for coal for the generation of electric power the output of bituminous coal and lignite in 1965 passed the 500-million-ton mark for the first time since 1956, thus emphasizing the steady up-ward trend from the recent low of 403 million tons in 1961. There were corresponding upward trends in consumption, exports mechanization, and productivity. Production.-The output of bituminous coal and lignite in the United States in 1965-512 million tons-was 5 percent greater than the 487 million tons produced in 1964. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

1. Reserves are estimated in the Nemo, Sewanee, Wilder, and White Oak beds of Fentress County, Tenn. The Wilder is the only bed being mined commercially and contains the largest known reserves. Eleven lesser known beds are present in the county, but not enough information on them was available for estimating the reserves. 2. Known measured and indicated reserves, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 102 million tons as of January 1, 1955. This total includes 66 million tons in beds 28 inches and more thick.

"The selection of equipment for open-pit mining is an important decision which results in a considerable capital expenditure by the operator. The decision is complicated by the wide product range on the market. Certainly, equipment performance is an important criterion to consider in making the decision. Equally important, however, is the operating inter-relationship among the equipment. A poor balance increases production costs and waiting time as queues form at the bottlenecks. This inter-relationship is dependent on equipment performance, but it is also affected by management decisions (i.e. scheduling techniques).The purpose of this paper is to show how the computer is used to decide which equipment and operating decisions achieve the required production objectives at least cost. Actual mining of the pit is simulated over a period of time using different equipment and scheduling decisions. Production, waiting time and costs are evaluated for each alternative until the operator is satisfied that he has achieved the best result."

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Cost evaluations were made for five processes for producing 100,000 tons of electrorefined copper per year from a chalcopyrite concentrate. The processes were (1) conventional smelting with all furnace gases vented to the atmosphere; (2) conventional smelting with converter gases routed to an acid plant and reverberatory gases vented to the atmosphere; (3) conventional smelting with converter gases routed to an acid plant and reverberatory gases to a citrate system plant; (4) conventional smelting with all furnace gases routed to a citrate system plant; and (5) a modified smelting process in which the concentrate is roasted before being charged to the reverberatory furnace, with roaster and converter gases routed to an acid plant. The total fixed capital costs of the plants were estimated as (1) $56.7 million, (2) $77.4 million, (3) $87.2 million, (4) $73.9 million, and (5) $77.0 million, respectively. Total S02 removal from stack gases as sulfuric acid or sulfur for each process was (1) none, (2) 66 percent, (3) 99 percent, (4) 98 percent, and (5) 78 percent. Assuming no credit for byproduct sulfur or sulfuric acid, total operating costs per pound of electro-refined copper produced were estimated as (1) $0.081, (2) $0.103, (3) $0.119, (4) $0.111, and (5) $0.103, respectively.

The Coeur d'Alene minim, district of Shoshone County, Idaho, has been one of the largest and most active lead-silver producing districts in the United States for the last 40 years. The mines of the district enjoy exceptional natural advantages with respect to ventilation in that the veins apex high on mountain sides and are most often developed to considerable depths, up to 2,000 feet, by adit and crosscut tunnels under conditions that develop large natural draft pressures; the increase of temperature of the rock with increase of depth from surface in at a low rate; and the average surface temperatures are low. These natural conditions have, in the main, resulted in well-ventilated mines with low temperature conditions throughout. However, where the development has been carried to considerable depths below the lowest level of surface entry, natural-draft ventilation has proved inadequate, and mechanical ventilation systems have been installed on the three largest mines of the district. Local conditions, more particularly those in dead-ended working places, have also required auxiliary ventilation by will fan-pipe units in these and other mines. A particular feature of the district is the number of exceptionally long crosscut tunnels that have been driven to provide entry to vein systems from low points adjacent to milling and transporta¬tion facilities. Three of these tunnels are approximately 2 miles long, and lengths of 3,000 to 8,000 feet are quite common.

This paper will be concerned with those mineable coal measures at depths necessitating deep mine operations in the range of 200 feet to 800 feet in depth. The area is generally classified as the Southern Illinois Field but more specifically includes that part of the state south of a line extending from St. Louis, Missouri on the west to Vincennes, Indiana, on the east. This embraces an area which presently includes a total of 38 shipping mines and 5 local or truck mines. Of these shipping mines, 22 are deep (shaft or slope) mines and the remaining 16 are strips. The average annual production of the shipping mines is around 29 million tons. The presently classified mineable reserves of the area are estimated at around 70 billion tons.

In Indiana, 349 wells were drilled for oil and gas in the year 1942. Of this number, 125 oil wells and 21 gas wells were successfully completed and 203 were dry holes. Drilling activity declined 37 per cent as compared with that of the year 1941. This reduction was brought about largely by Federal Conservation Order M-68, restricting drilling to one well on 40 acres, in order to save steel. This Order was later supplemented to permit closer spacing of wells drilled to sandstone formations in southwestern Indiana. Most of the drilling in 1942 was in the southwestern part of the state. Posey County ranked first, with 94 completions and 44 producers; Gibson County, second, with 77 completions and 38 producing oil wells and 2 gas wells. There were 58 drilling operations in the state at the end of the year. During 1942 a total of 589,734 ft. of hole was drilled, of which 231,702 ft. was wildcat footage. The total initial production of the oil wells completed was 9974 bbl. and of the gas wells, 11,148,000 cu. ft. (Table 2). Of the 349 wells completed, 122 were wildcat wells (Table 3); 26 were completed as oil wells; 17 were extensions to proven fields and 9 discovered new pools. Posey County was foremost in wildcat drilling, with 37 wells completed (Table 6). Thirty-five per cent of the wells drilled in 1942 were wildcat, as compared with 25.5 per cent in 1941. It is anticipated that the percentage of wildcat wells drilled in 1943 will be greater, although the total number ol ,wells drilled in the state will probably be less. The new discoveries in Indiana in I942 were, for the most part, one-well pools in the southwestern part—in Posey, Gibson and Spencer Counties (Table 4). Most of the development in pools took place in the . Hazelton and Kirksville pools in Gibson County, Mr. Vernon pool in Posey County and the Vernon Heights pool in Vander-burgh County. Deeper production was obtained from the Osage limestone in the Hazelton pool at a depth of 2402 ft., 650 ft. below the productive McClosky limestone. The well had an initial production of 140 barrels. Extensions to 17 pools in the southwestern part of the state were successfully completed (Table 5). An interesting development during 1942 was new production from the Devonian limestone in the Dodds Bridge pool, Sullivan County. The Ohio Oil Co. deepened one of its wells, which had been producing from a shallow sand, to the,Devonian, and it was completed for an initial production of 77 bbl. Five other Devonian producing wells were completed in that area. Crude-oil production in Indiana in 1942 was 6,609,000 bbl. (Table I). The Griffin field, Gibson and Posey Counties, which produced approximately 3,550,000 bbl., accounted for more than half of the state's production. Most publicity about the copper industry nowadays is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and potential shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing technology. Copper differs from other widely traded commodities in that its real cost of production has progressively increased since World War 11. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other commodities is that increases in demand occur less automatically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other commodities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. Depending on circumstances, integration takes various forms- for example, investment tied to long-term sales con- tracts between producers in developing countries and consumers overseas; common ownership of producing and manufacturing facilities in industrialized nations like the U.S.; and consumer-oriented research and marketing by the copper producers.

A summary of Bureau of Mines research on recycling, reuse, and disposal of mineral-, metal-, and energy-based wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's waste recycling and disposal program is directed toward the following four main areas of research and development: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) recovery, utilization, and stabilization of mine and mill processing wastes, and (4) recovery and reuse of values from industrial waste products. This publication updates Bureau of Mines Information Circular 8529, which was issued August 1971.

This report presents the results of washability examinations of seven coals from the principal coal-producing fields of Montana. A complete performance test of the Baum-type jig operated at one of the mines is included, as are the results of cleaning tests made on two of the coals in a dense-medium pilot plant. The coals examined from the Red Lodge, Bull Mountain, and Forsyth fields are comparatively easy to clean. Ash contents of 5 to 10 percent can be obtained at yields of washed coal ranging from 90 to 95 percent. The coal from the Great Falls field, however, could not be cleaned readily to less than 14 percent ash, and the rejection of impurity would amount to over 25 percent. The two coals treated in the dense-medium pilot plant were characterized by sharp separation of impurity, high recovery efficiency, and satisfactory reduction in ash content.

The activities of iron and chromium in their binary system have been measured by the Knudsen orifice technique. The system is close to ideal at 1200- 1250 C with slight positive deviations. The effect of this on the liquidus and solidus is discussed and these are calculated for two limiting assumptions. The vapor pressure of pure iron, pure chromium, and one alloy is compared with that obtained by the Langmuir free-evaporation technique. The results agree, indicating a vaporization coefficient close to 1. HERE are no reported data on the thermody-A namic activity of iron and chromium in the solid portions of the phase diagram. It is generally assumed'.' that the liquid solutions of iron and chromium obey Raoult's law. Chen and Chipman" have inferred that the liquid solution obeys Raoult's law. The minimum' in the solidus-liquidus curves for the iron-chromium system shows that there are deviations from ideality in either the solid or liquid or both. Because of the importance of developing reliable techniques for obtaining activity data in alloy systems at high temperatures and of the data so obtained, an investigation of the activity of iron and chromium in the binary at 1200-1250 C was undertaken using the Knudsen cell. Experimental The apparatus and experimental procedures used in this investigation were described in a previous paper." The various materials used for the construction of the Knudsen cell are listed in Table I. The metal used for the determination of the vapor pressure of chromium was 99.9 pet pure, obtained from A. D. Mackay, Inc. The iron was obtained as electrolytic grade from Fisher Scientific Company. The Fe-Cr alloys used are shown in Table 11. The largest error and controlling factor in the accuracy in the experiments reported here are introduced because of temperature uncertainty, which is estimated to be ±3 deg C. This introduces an uncertainty of 26 pet in the measured pressure. Experimental Results and Calculations The vapor pressures of pure iron and pure chromium were calculated from the measurements by the Knudsen equation3 on the assumption that only Cr or Fe atoms were present in the gas phase. For metal vapors, at the high temperatures and low pressures involved in these measurements this should be a reasonable assumption. Whitman" corrections for the cells were made. The data and results of pressure calculations are presented in Table I, and are plotted in Fig. 1. In addition the heat of vaporization at the absolute zero, ?E°°, has been calculated for chromium. These calculations are summarized in Table 111. In mid 1993, Bauer Spezialtiefbau GmbH, based in Germany got the order to develop a sampling tool capable of penetrating all different types of seabed sediments including cobbles and boulders and into bedrock. BHP and their partners Benguela Concessions Ltd., had been convinced by the Bauer Trench Cutter Technology and a large scale test in Germany that this system will be the right one to fulfill their expectations for sampling the diamond area off the coast of Namibia. The technique of the tool is based on Bauer's standard cutter technology, which is widely used for the installation of cut-off and diaphragm walls all around the world. The two counterrotating cutter wheels with 12.1 tom torque each cut an area of 3 x 1.2 m (up to 3 x 3 m are possible). The material mixed with seawater was then pumped to the separation plant on board the vessel Geomaster with a capacity of approximately 700 m3/h. Cutter wheels and mud pump were mounted on a special cutter frame and connected by wire ropes and hydraulic hoses to the vessel. An outer frame with four telescopic legs supported the cutter vertically on the uneven seabed and allowed a controlled penetration of the tool up to 6 m into the diamond bearing ground. The tool required a total power installed of approximately 800 kW. All hoses, the 6-inch mud hoses as well as the hydraulic hoses, were stored and compensated on drums on board suitable for a water depth of up to 200 m. Launch and recovery of the tool was effected through the moon pool of the vessel and the 25 m high, special designed drill tower. The 65? to sampling tool had been commissioned in early 1994 in Cape Town. After intensive testing the sampling programme of more than 4000 holes could be successfully completed by January 1995.

A mathematical model was developed for the grinding and flotation section of Union Carbide's Bishop mill and this model was used to indicate how variations in grind, retention time, and calcite and fluorite content effects the mill capacity, tungsten units produced, and the grade and recovery of the scheelite concentrate. A model such as this is a starting point in determining the economic optimum running condition for a mining and milling operation and an example of this is given.
