Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

Although geostatistical techniques have been widely accepted as the standard methods for reserve calculations in the mining industry, the production data of many mines frequently differ from geostatistical estimations based on exploration and development drilling. The discrepancies in recovered metal amounts, commonly in the range between 10% and 30%, are related to different factors. Major causes vary from mine to mine. A common cause, however, is the ignorance of important geological constraints in reserve modeling. Three major factors appear to be related to such an unfortunate fact: 1) modelers are over-confident on geostatistical techniques, 2) it is difficult to establish geological models, and 3) mine schedules are too tight to allow detailed geological modeling work. Defining mineralization envelopes has been a major effort in geological modeling. Past experiences have showed that geological modeling is much mo~ demanding than the choice of sophisticated kriging estimators. Since building envelopes for complex ore bodies can be extremely tedious and time-consuming, computerized approaches are badly needed for mine modelers. A comprehensive procedure reported here is referred to as probability-assigned constrained kriging (PACK), which includes a built-in method for defining 3-d mineralization envelopes. The modeling technique is fast and accurate for complex precious metal deposits. The technique is demonstrated on a gold deposit. The estimation results are compared with blast-hole based production panels, showing that the estimated tonnage is 2.2% larger than the actual production and the average grade is 2.6% lower.

"SUMMARYAs a result of the increased demand for fluorspar during the war, the Bureau of Mines investigated numerous fluorspar properties in the southern Illinois field, which is centered in Rosiclare. Among these the J. J. Shelby 40-acre tract on the western edge of the district presented favorable factors that caused it to be chosen /or exploration.H. G. Spiller, formen lessee of the property, had explored the Shelby vein by means of an adit level and winze, and showed it to contain goad values in zinc and fluorspar at the depth explored. A diamond-drill hole with which Spiller explored the vein 78 feet southwest of the winze, however, failed to cut ore. After studying the field evidence, the Bureau concluded that the vein merited further exploration, particularly at a depth of about 440 feet, where the Fredonia limestone would form the foot-wall of the vein and the hanging wall would be the competent Cypress sandstone.Between October 17, 1944, and March 26, 1945, three diamond-drill holes were bored for a total inclined depth of 1,592 feet. Holes 1 and spaced approximately 500 feet apart, explored the vein at 440 feet 4 below the surface. The economic mineralization existed in the vein where cut. Hole 3 cut the fault at approximately 300 feet below the outcrop but failed to find any vein matter except stringers of calcite with small amounts of pyrite."

The continuous vacuum filtration is the solid-liquid separation process that is nowadays most frequently used in the beneficiation industry all over the world. After a development time of several decades, the various filter types such as drum filter, disk filter, plate filter and belt filter can be consideres as a sound functional design ensuring a trouble-free operation. Nevertheless, the vacuum filtration does no longer meet the present and future technological requirements. The moisture content of filter cakes is too high. Their thermal secondary drying is too expensive (coal, ores) and may bring about undesirable material changes and the filter cake conditioning with water-binding substances for dumping purposes is too costly.

In 1978, Ozark Lead Company made the decision to expand the capacity of its mine/mill complex by 33%. The objectives of the expansion were to (a) increase mine' production capacity by 1816 tonne/d(2000 TPD), (b) increase lead metal pro¬duction by 21,790 tonne/y (24,000 TPY) and to (c) construct new facilities and/or modify exis¬ting equipment to accomodate the increased pro¬duction. The intent of this paper is to give a brief explanation of the equipment installed and the overall production and metallurgical benefits-realized from this expansion. The expansion was completed in the second half of 1980 with all equipment debugging and fine tuning completed by the first' quarter of 1981. The concentrator modifications and improvements were basically restricted to four areas: (1) materials handling, (2) automation: of the mill grinding circuit, (3) the increase of flotation capacity, and (4) concentrate dewatering.

THIS paper summarizes the results of investigations carried out at Sydney Mines, N.S., and at Ottawa, following the disaster at Princess colliery, December 6th, 1938. The Honourable Minister of Mines for Nova Scotia appointed A. E. Cameron special investigator to enquire into and report upon the cause of the rope failure. Public hearings were held in Sydney Mines and evidence taken from many witnesses. The site of the accident was examined in detail and investigations made of the rope layout and colliery practice. At the request of the special investigator, the Department of Mines and Resources, Ottawa, kindly undertook technical and scientific examination of the broken ends of the rope. These investigations were carried out in the Metallurgical Laboratories of the Department of Mines and Resources, under the supervision of G. S. Farnham, Metallurgist for the Department. Valuable assistance in interpretation of many features of the investigation was received from other sources. Acknowledgment is due to Messrs. Stuewe, McCall, and Gordon, and other members of the staff of the Dominion Steel & Coal Corporation; to Messrs. O Brasil neste setor chegou a ocupar o segundo lugar na produção mundial, foi fortemente afetado pela crise recente. Diante desta conjuntura as empresas tem que otimizar seus processos visando um aumento na produtividade para se manter competitivas. A atividade da construção naval é complexa, tem várias etapas que geram interferências que muitas vezes impossibilitam trabalhos em paralelo. As chapas de aço que constituem as partes principais da embarcação, as estruturais, devem passar por um tratamento de preparação da superfície que inclui a sua pintura e proteção anticorrosiva, este é um dos processos mais críticos. Esta etapa além de demandar serviços muito especializados há ainda um aspecto agravante o ambiente confinado, que expõe os operários executantes a condições ergonômicas desfavoráveis proporcionando um rendimento baixo afetando diretamente a produtividade do processo. Este estudo realizou uma analise do processo e propôs as alterações nas etapas de fabricação eliminando os problemas proporcionando melhores condições de trabalho dessa forma minimizando o impactos ergonômicos, proporcionando redução de custo e aumento da produtividade.

Automation and robotics are the keys to new intelligent autonomous mining systems which can remove operators from the hazardous and stressful mining environment and provide the tools for greater productivity. This pa-per presents the components necessary for a mining Intelligent Task Control System (ITCS) in dynamic unstructured mining environments. The proposed concept is applied to develop the ITCS for an autonomous excavator. The design and implementation of a fuzzy logic controller for an excavator that uses force/torque sensor feedback to complete excavation tasks is presented. Initial experimental results are also given.

The connexion between the Kent and the Continental coalfields on the one hand and the western British coalfields on the other has been for many years a controversial subject between geologists. These coalfields were once considered as detached portions of a former extensive sheet of Carboniferous deposits, but some geologists seem now to incline to the view that they were never connected. The writer hopes to show that the problem is one of the most difficult of geological investigations; that we are still far from a perfect solution; and that both of the extreme theories must be set aside. The physiography of NW Europe during the Carboniferous, with its various generations of earlier folds, is outlined and the features of the Lower and Upper Carboniferous anticlines and synclines discussed, followed by consideration of the denudation of the coalfields and local descriptions of the Malvernian range and Usk anticline, the Pennine chain, the Shropshire coalfield and the Kent coalfield. An attempt is made to trace the transverse Midland anticlines southwards and to deal with the intervening syncline: for example, if the dissymmetrical profile of the Pennine Chain holds good at its southern end then the syncline west of the chain must be deeper than the syncline east of it (the Kent syncline), and in this syncline the deepest part must be at its south-eastern corner, and therefore south of the diagonal ridge. T here is some actual evidence of the existence of Coal-Measures in this syncline, as the results of the Batsford and Burford borings prove. The hypothetical character of most of the conclusions will prove, beyond any doubt, how fa r geologists still are from a perfect settlement of this problem, and how much this settlement is dependent on the more or less advanced state of knowledge regarding all the geological features of these coalfields and of the surrounding country

"The slow-spreading Mid-Atlantic Ridge (MAR), with a length of ~1.26*104km (Bird, 2003), is the longest mid-ocean ridge on this plant. Separated by the large, left-stepping Equatorial fracture zones, it then be divided into two approximately equal-length parts: Northern Mid-Atlantic Ridge (NMAR, ~6292km) with an average spreading rate of 24mm/yr, and Southern Mid-Atlantic Ridge (SMAR, ~6332km) of 33mm/yr (calculated from PB2002 model, Bird, 2003). Previous works (e.g. Fouquet 1997, Hannington et al., 2011) suggest that slow-spreading ridge could support hydrothermal activities and further favorable for the development of extensive seafloor massive sulfide deposits (SMS). Unlike the NMAR for which large part has been explored for SMS (Hannington et al., 2011; Beaulieu et al., 2015), the SMAR is amongst the least hydrothermal explored spreading ridges until now (Haase et al., 2005, Beaulieu et al., 2015), though both of them show significant similarities in terms of spreading rate, ridge morphology, segmentation, etc. (Macdonald et al., 2001, Sandwell et al., 2014, Tucholke et al., 2008).Before this work, several hydrothermal cruises had been to SMAR since British and German programs starting in 2002, some hydrothermal fields, along with systematic geophysical data, were newly investigated, and types of geologic setting that can host hydrothermal activity were firstly identified (e.g. German et al., 2008; Haase et al.,2005; Haase et al.,2009; Devey et al.,2010; Schmidt et al.,2011).."

O aumento de umidade representa um desafio constante no transporte e tratamento dos materiais produzidos, uma vez que a simplificação dos fluxogramas pode também significar uma importante parcela na redução dos custos, tema hoje primordial na sobrevivência de qualquer empreendimento de minério de ferro. A utilização de reagentes auxiliares para ajudar no tratamento e transporte desses materiais pode significar a diferença entre a manutenção ou o fechamento de uma mina.

An effective technique to minimize miners? respirable dust and diesel exposure on mobile mining equipment is to place mine operators in enclosed cabs with designed filtration and pressurization systems. Many factors affect the performance of these enclosed cab systems, and one of the most significant factors is the effectiveness of the filtration system. High-efficiency particulate air (HEPA)-type filters are typically used because they are highly efficient at capturing all types and sizes of particles, including those in the submicron range such as diesel particulate matter (DPM). However, in laboratory tests, minimum efficiency reporting value (MERV) 16 filters have proven to be highly efficient for capturing DPM and respirable dust. Also, MERV 16 filters can be less restrictive to cab airflow and less expensive than HEPA filters. To verify their effectiveness in the field, MERV 16 filters were used in the enclosed cab filtration system on a face drill and roof bolting mining machine and tested at an underground limestone mine. Test results showed that DPM and respirable dust concentrations were reduced by more than 90% when the cabs were properly sealed. However, when the cab door was opened periodically throughout the shift, the reduction efficiency of the MERV 16 filters was reduced to 80% on average.

THE advent of curved jaw crusher wearing plates made an approach other than segmental layout analysis desirable for prediction of capacities. For some time it had been known that the drawing board capacities of crushers using these plates had to be considerably modified by complicated experience factors to achieve agreement with results. Because these apparent capacities could be readily increased severalfold by minor crushing chamber shape changes, it was necessary that the utmost precaution be taken in predicting capacities of jaw plates modified for nonchoking, special wear characteristics, or any other reason. To this end the laboratory and field tests outlined by the author in a previous paper1 were made on Blake-type jaw crushers. The results of these tests were summarized in a simple first degree equation applicable to crushers using either straight or curved jaw plates. This equation first outlines the maximum capacity potential of a given crusher, then reduces this figure in accordance with installation circumstances by means of a realization factor. It was found subsequently that this equation, with the addition of an eccentric throw factor, is applicable to standard types of single-toggle or overhead eccentric jaw crushers as far as maximum capacity potential is concerned. However, these crushers have realization factor curves somewhat different from those outlined for the Blake type. While this paper is concerned principally with standard type single-toggle crusher capacities, the evaluation of data obtained with these machines is simplified by comparative reduction to the 10 x 7 in. Blake-type equivalents upon which the summary of the preceding paper was made. Convertibility of data from one type of crusher to the other also tends towards confirmation of both. The agreement of these data is sufficient to be considered complimentary. Consequently the feed factors, f, previously reported for Blake crushers are slightly adjusted to an average with the single-toggle crusher results. In the case of corrugated jaw plates it is measured from the tip of one corrugation to the bottom of the valley opposite. t is the length of jaw stroke in inches at the bottom of the crushing chamber. It is the difference between open and close-side settings. n is rpm, or crushing cycles per minute, a is the nip-angle factor. It is unity for 26" and 3 pct greater for each less nip-angle degree. A nip-angle of 20" has an a value of 1.18, and an angle of 30" has an a value of 0.88, see Fig. 1. r is the realization factor. It is unity for perfectly uniform choke feeding and usually less for actual operating conditions according to the method of feeding used and the probabilities of hang-ups involving the size of feed and crusher opening. Approximate values are given by the curves in Fig. 2. These values are further reduced by intermittent feeding, e is the throw or diameter of gyration of the single-toggle crusher eccentric in inches. As evident in Fig. 1A, variation of feed size will generally have little effect on nip-angle if both jaw plates have flat areas. Jaw plates having continuous curvature, as in Fig. 1B will have different nip-angles, depending upon the size of feed. For test work as described in this paper this effect was accounted. For general compilation of capacities for average feeds it is suggested that the nip-angle be taken at the various settings computed, at an arbitrary level, such as is indicated in Fig. 1C. Data Evaluation To bring the Blake and single-toggle type crusher capacity test results to common terms for evaluation, all data are converted to terms of 10 x 7 in. Blake-type performance at conditions of 100 lb per cu ft, 10 in. chamber width, 250 rpm, 0.65 in. stroke, 3-in. openside setting, and 18° nip-angle. (The nip-angle of the 10x7 in. Blake is 18° at 3-in. setting.) The single-toggle crusher performances are also divided by the eccentric throw to bring this effect to unity. As outlined,' laboratory and field tests made on Blake-type crushers ranging from 10 x 7 in. to 60 x 48 in. were summarized along the foregoing conditions of speed, stroke, etc. This resulted in groups of data which correspond to feeds with fines, feeds

One of them is Lac Dufault which was established in 1964.Lac Dufault is located 15 km north of Rouyn-Noranda, in what is known as Noranda volcanic centre, in northwestern Quebec. For more than 25 years, Lac Dufault has produced copper, zinc, gold and silver from four different mines: Norbec, Millenbach, Corbet and now Ansil.Ansil, officially in production since July 1989, is one of the deepest mines presently in production in Quebec. To develop a method for predicting the stability of a fuel during long-term storage from rapid aging tests at 200° F, the Bureau of Mines determined the stabilities of three gasoline base stocks and an alkylate blending stock in both sealed storage and aerated storage at 110° F for periods extending to 32 weeks. Stabilities of samples containing gasoline-additive compounds were compared by aging, using two methods--rapid aging in a bomb at 200° F for intervals up to 16 hours and storage at 110° F. The additives used were an uninhibited tetraethyllead motor mix, N,N'-di-sec-buty1-p-phenylenediamine and 2,6-di-tert-butyl-4-methylpheno1. Results were related by graphs that enable predictions of gum and sediment formation during storage from data obtained in bomb tests. A premium-gasoline base stock and the alkylate proved to be stable, but the two regular-grade gasoline base stocks were found to be unstable. Addition of the diamine antioxidant improved the stability of both of the regular gasoline base stocks, while the phenol antioxidant improved only one of them. The presence of the tetraethyllead decreased the storage stability of all four fuels, both with respect to formation of gum and precipitation of inorganic sediment. The rapid test at 200° F appears to offer promise as a basis for a method of predicting gasoline stability in long-term 110° F storage.

The dressing-works of the St. Joseph Lead Company were destroyed by fire, February 26th, 1883. Within about four months, or on July 5th, 1883, the new mill, with a capacity of 500 tons per day, was built and in active operation. The capacity of the new mill has since been increased to 800 tons per day. The old mill was built in 1867, by Mr. C. B. Parsons, the present superintendent. It was a curious rambling old structure, which had grown with the demands of the business; a few jigs having been added in one place, a table or two in another and wings and sheds added to the main buildings, from time to time, as it was found necessary to increase the efficiency or the capacity of the mill. The old mill was, moreover, a most interesting place to the student, a perfect "museum of ore-dressing." Nearly every form of dressing apparatus known to the art had, at one time or another, found a place under its roof, jigs of many kinds, concave, convex, side-bump and stationary tables, tyes, buddles, dolly-tubs, etc., etc. The method of dressing followed in the main the lines of English practice, but with many modifications, both in the machinery and the methods of working, due to the inventive genius of Mr. Parsons. In planning and designing of underground excavations and construction, it is of considerable importance that the stresses and displacements in the rock mass subjected to arbitrary sequences of unloading and loading be within allowable limits. For determination of the stress and displacement fields, the usual approach is to treat the rock as an elastic material and to apply the principles of the theory of elasticity. However, analytic solutions are available only for a limited class of problems of simple geometry and idealized material properties. Nonhomogeneity and anisotropy of material coupled with complex geometrical configuration and initial stress fields that are almost always preexistent in rock masses at great depths, render the problem intractable by analytical methods. Approximate solution techniques using numerical procedures have, therefore, to be resorted to. The finite element method as applied to plane stress analysis was introduced by Clough.1 It has developed into a powerful tool for the analysis of various field problems in structural and continuum mechanics. The method is well documented in the literature2-6 and, therefore, its historical development will not be discussed here. Wilson's analysis of the plane stress/strain problem has found extensive use in the area of soil and rock mechanics including stresses around underground openings; stresses and displacements in dams, foundations, etc.7-11 In his analysis of the axisymmetric solid,3 Wilson proposed a procedure to allow for certain cases of nonlinear material properties. Efficient enrichment of high-carbon low-grade mica stone coal containing vanadium is a key problem in the mineral processing field, and the mature beneficiation process is yet to be developed and applied. In this paper, a special mineral mica type of stone coal containing vanadium from Tongshan, Hubei Province, China was selected as the research object. Chemical analysis results show that this mineral contains V2O5 0.71%, SiO2 49.28%, C 13.44%, and CaO 6.26%. Scanning electron microscope (SEM) shows that vanadium generally exists in all kinds of mica minerals in 20 µm to 50 µm fractions. Mica stone coal containing vanadium must be ground to a particular fineness (approximately 45 µm). To reduce acid consumption during vanadium extraction from stone coal through acid leaching, a pretreatment process was proposed to enrich micas by using shaking table and flotation methods. A new combined technology process was implemented, resulting in a 0.96% improvement in the vanadium grade of raw materials in the succeeding process. Vanadium losses were controlled to 4.57% through the pre-concentration process, which reduced the burden of the subsequent procedure. The content of high acid consuming minerals was also diminished, such that approximately 6612 CNY was saved from producing 1 t V2O5. Therefore, stone coal containing vanadium should be pre-concentrated by using an appropriate combined process to reduce costs.

This paper covers only the energy uses of natural resources and does not deal with non- energy uses, which in 1975 were of the order of 10 per cent of the total consumption of energy resources. The United Nations `J' Series of Statistics ex- presses each of the various forms of energy in terms of its coal equivalent in metric tonnes and this basis is followed in this paper. One tonne of black coal (referred to as tce) has been taken as the equivalent of the following. 29 X 109 joules or 27.5 X 106 Btu 0.68 tonnes or 4.8 barrels of crude oil 750 cubic metres or 26.5 X 103 cubic feet of natural gas 1 ò5 to 3.3 tonnes of peat or lignite (world average 2.54; Victorian brown coal 3 0) 8055 kWh (at 3.6 X 106 joules or 3412 Btu per kWh at 100% efficiency) 2660 kWh at 33% efficiency of generation 50 grams of uranium present in natural uranium reactors (see note later under nuclear energy) 0.8 grams natural uranium in breeder reactors Nuclear and hydro electricity are expressed as the coal equivalent required to produce, at 33 per cent efficiency, the same amount of electricity. In other words, electricity produced by these sources is converted to its coal equivalent at the rate of 2660 kWh = 1 tonne coal.
