Oil shale industry of Estonia provides a significant contribution to the country’s economy, but causes a large number of different problems. In spite of high economical parameters of the current underground mining (room-and-pillar) technology it is not effective. Backfill technology will be applicable in condition of Estonian oil shale mines. Nowadays attention has been focused on the use of combustion and mining by-products as filling materials. Use of ash and limestone in mining industry is treated as a part of mining technology, not as a waste disposal. Underground utilization of wastes reduces the volume and area required for surface disposal, environmental taxes. It improves the quality of mining works. The use of backfill technology has great impact on mining practice in Estonian oil shale industry.

You and I can visit cement plants, inspect the various rotary kiln systems and find some equipment or some burning techniques that waste energy--fuel and power. After we have made such a visit and studied a few ideas, we could recommend ways to eliminate much of this waste. Probably every idea would cost money to bring into action. For our discussion, let us arbitrarily set an upper limit of $1,000,000 on the recommendations that we are allowed to make. Call these "low-cost" or "short-term" measures. They are improvements that do not require more than say, three months to complete; they do not require a major revision to the process. Other recommendations are "high-cost" or "long-term"; they are outside the scope of this discussion. Some of our "low-cost" recommendations would offer a satisfactory return on the money that they cost; the remainder would not. Now, is there some way that we can rather quickly pick out the "low-cost" measures that will show a satisfactory return and spend our time making these improvements first? Can we separate these items from those where the return is less likely to be good? I feel that we can pick some of these items quickly if we have a kiln system that has consistently non-uniform day-to-day operation. If the operation is uniform we probably cannot pick them quickly.

The reassessment of coal reserves has become a matter of urgency and has come as a result of the present situation of the industry, in the context of globalized coal economies, as well as new mining legislation and the advantages and difficulties of domestic coal suppliers. The de Jager report concerning coal reserves, released twenty years ago, can no longer be used as an estimate for accurately forecasting South Africa’s future coal production. The new reserve and resource study will promote the diversification of energy sources and provide a clearer view of the future of coal mining in the country. With plans to increase South Africa’s coal export capacity to approximately 84 million tons by 2005, it is uncertain whether the country really has sufficient reserves to meet this expansion, as well as satisfy the projected increase in inland demand. The face of South Africa’s coal industry and by association, the economy of our coal-dependent country, are both set to change. This is mainly due to factors such as the demise of most of the large collieries over the last approximately twenty years, growing numbers of economic empowerment producers, the emergence of strong competition in the export market, the dawn of Clean Coal Technologies (CCTs) and the Kyoto Protocol The paper will attempt to dispel some of the current myths about coalfields and reserves and highlight potential areas of high quality coal reserves, available mainly to new entrants in the industry. Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

Devido à capacidade de formar geometrias complexas e usinar metais de alta dureza, a eletroerosão (EDM- Eletrical Discharge Machining) possui eficiência na produção destas matrizes. O estudo da integridade superficial do material erodido torna-se importante para avaliarmos qual são as condições ideais para tratamentos termoquímicos que visam a otimização da superfície da matriz usinada. Neste trabalho, foi investigada a integridade superficial do AISI H13, utilizadas para a fabricação de matrizes de forjamento a quente. Foram avaliadas a rugosidade e camada afetada pela técnica de Perfilometria Mecânica,Microscopia Ótica (MO) e Microscopia Eletrônica de Varredura (MEV). Verificaram-se diferentes superfícies, em diferentes parâmetros de usinagem e profundidades estabelecidas, observandose a subsuperfície do material.

At the request of some of the members to whom I have shown a collection of specimens of sulphur from southern Utah, I herewith present some notes relating to the mines and the method of extracting the sulphur from the ore. In preparing these notes I have borrowed from a paper by Prof. G. vom Rath, published in the Neue Jahrbuch fur Mineralogie, vol. i., 1884, dated Salt Lake City, December, 1883. The Cove Creek sulphur-bed, now worked by the Dickert & Myers Sulphur Co., is in Beaver county, near the line of Millard county. It was first discovered by Mr. Ferdinand Dickert in 1869 ; other beds in the same neighborhood mere found by him from 1872 to 1875, making altogether 22 mining claims. The want of railroad communication prevented the early development of these claims; but in 1883 Mr. F. Dickert put up a plant for extracting sulphur from the ore, which proved a perfect success; and in 1885 the property was transferred to a stock company organized under the laws of Utah. The railroad station nearest to the Cove Creek mines is Black Rock, on the Utah Central Railroad, 204 miles south from Salt Lake City, and about 26 miles west of the mines. The road from Black Rock to the mines passes through desert and lava-bed, to the road leading from Kanosh to Beaver, which latter road it joins near Cove Creek fort, a square stone enclosure, erected by the Mormons for protection against the Indians. Cove Creek fort is situated near the eastern limit of a plain bounded on the west at a distance of about 12 miles by the Mineral range, and on the east by the Sulphur mountains, forming part of the Tushar mountains. Born, March 28, 1853 Died July 23, 1916 On July 25, 1916, the Board of Directors adopted the following minute and directed that it be entered upon the records of the Board & published in the Bulletin of the Institute, and thereof be sent to the family of Mr. Kirchhoff: Charles Kirchhoff was one of the oldest, most widely known and most highly esteerned members of the American Institute of Mining Engineers. On his return in 1875 from a European course of study, to begin a highly successful professional career, he joined the Institute, then just commencing to acquire both national and international recognition. He became at once, and-for more than 40 years continued to be, its earnest , and active supporter, serving it as Manager, Councilor or Director for terms aggregating 9 years,-as Vice-President for 2 years, and twice as President for a year. During the critical period of the erection of the United Engineering Society's building, and the transfer of the Institute to permanent head-quarters therein, Mr. Kirchhoff was its efficient representative in the United Engineering Society, and on the Building Committee. In 1910, amid the congratulations of colleagues, employees, and innumerable friends, Mr. Kirchhoff retired from active business as Vice- President and General Manager of a great technical publishing company. Yet he sacrificed of his well-earned leisure yet one more year, to serve the Institute as President through 1911.

This report describes the methods and results of field investigations conducted by the Bureau of Mines between December 1956 and December 1957 on seven deposits of nickel-cobalt-iron-bearing laterite and weathered serpentine near the west coast of Puerto Rico east and south of Mayaguez. These deposits were named, for purposes of identification, Guanajibo, Punta Guanajibo, Las Mesas, north and south deposits of the Rosario Southeast group, and the west and east deposits of the Maricao Southwest group. In addition, the lower 17 miles of the Guanajibo River Valley was tested at widely spaced intervals for possible concentrations of magnetite and chromite in the alluvial sands. The objective of the investigations was to appraise, by drilling and sampling, the two largest deposits--the Guanajibo and Las Mesas. Testing of the smaller deposits was much more restricted. Field investigations consisted of mapping, drilling with power auger, sampling drill-hole sections, and pre-paring samples for chemical analyses, mineralogical studies, and metallurgical tests. The work was financed jointly under a cooperative agreement by the Bureau of Mines and the Economic Development Administration, an agency of the Puerto Rican Commonwealth.

The Pajingo gold operation in Queensland is approximately 55 km south of Charters Towers and 134 km south-west of Townsville. The gold deposit was discovered on the northern end of the Drummond Basin in 1983 and first open pit production began in 1986. Mining progressed underground in the 1990’s and gold production peaked in the early 2000’s as the main Vera/Nancy lodes were extracted, producing 330k oz in 2003 (a record at the time). More recently, as Ore Reserves and grade have diminished, the mine has had to develop innovative mining practices to maximise recovery of the remaining Mineral Resource. This has included a modified sublevel caving method against previously mined/backfilled zones. The method has been coined modified sublevel shrinkage (MSLS). Full scale trials of the new mining method have been successfully completed. This has allowed the site to revaluate the Mineral Resource and include areas into the Ore Reserve that were once deemed sterilised, adding significant value to the operation and extending its life-of-mine. This paper describes the first of two large scale MSLS trials and key operational learnings from it.

"In recent years, the mining industry has been inundated with new technologies and software systems to aid in productivity improvement. Accompanying this increased level of technology and computer systems has been the exponential growth in data sources and sinks for all aspects of a mining operation. This rapid growth in data and technology has evolved through vendor “push” approaches and user “pull” scenarios, the result of which has been that currently, no standards exist defining how data from new technology should be accessed and transferred from surface mining equipment and systems. Consequently, many incremental benefits of the systems have not been realized. This paper will present a discussion of this important issue and introduce a new committee formed to address standards to assist the industry in making effective use of current and future technology. Potential benefits accruing from the development of these standards will be illustrated through the use of a case study at Fording Coal Limited. IntroductionThe mining industry is currently faced with a rapid evolution in the computing-based systems capabilities of mobile production equipment. At the same time, there is a trend toward the introduction of even larger machines, with novel designs or incorporation of new technologies within existing designs. Computing and control technology will be required to operate and acquire knowledge about equipment operation, utilization, and performance. Such knowledge has the potential to lead to enhanced equipment design, more appropriate equipment selection, and optimized equipment performance. The equipment systems will be required to be integrated with mine production monitoring systems, maintenance management software, and a wealth of other information systems to provide a complete understanding of the effects of various factors such as maintenance, equipment design and production on economics (Roman and Daneshmend, 2001). This will lead to a better understanding and implementation of the opportunities to enhance the performance of the mine through interaction of the mine operations."

It is indeed a privilege and honour to deliver the keynote address at this 15th APCOM symposium. APCOM has played a significant role in my own career and I am sure in the careers of many of the thousands of other participants over the years since its inception as a short course on "Computers and Computer Applications in the Mineral Industry" at the University of Arizona in 1961. The technical papers and addresses presented at the 14 past symposia provide an imposing record of sustained pro- gress and achievement in the field of computer applications. I will not attempt to analyse this technical side of APCOM but rather endeavour to provide you with a broad popular perspective of the road travelled to date and that lying ahead of us. The name of the series of symposia has changed from time to time, with titles such as Mathematical and Statistical Techniques, Mining and Exploration, and Decision Making being used at various times until in 1972 the name APCOM was coined and the present loga designed by the South African organising committee for the 10th symposium. It can conveniently be accepted as standing for:

"The profile of the respondents was that of a professional responsible for communications, community relations or corporate social responsibility programs. By targeting a consistent professional profile it was possible to ensure that most respondents had a similar degree of responsibility and/or decision-making ability related to the application of communication technologies. The research attempted to be inclusive and attention was paid to interview respondents from both genders and from indigenous groups.4, 5 A codebook of 80 themes was developed that highlighted recurring topics; for example, codes were created to identify risks, benefits, policies and learning process of using social media and included topics that were repeatedly emphasized by respondents (i.e. age, efficiency and language). Both manifest coding (i.e. coding of the visible content, such as specific words) and latent coding (i.e. coding of underlying meanings) was undertaken (Creswell [13]). The codes were used in the qualitative analysis using ATLAS.ti software and network views were created to illustrate the relationship between major themes of this research. There are limitations to this research, largely related to the changing nature of the Internet and communication technologies. There is also a geographic limitation to the application of this research because most of the data was gathered primarily from Canadian sources.6 Different levels of Internet penetration, or limited access to computers or mobile devices, and low literacy rates may reduce the applicability of the research in countries with low Internet penetration. A more systematic process to selecting candidates may have helped bring balance to the final list of interview respondents. For example, most of the corporate respondents were from medium and large companies and there was not adequate representation of small mineral exploration companies. The research did not probe into social media applications by different business groups within the mining sector, such as smelting and processing."

Australian regulatory control of ground vibration and airblast arising from mining, quarrying and civil construction operations is spread across a number of federal, state and local authorities and across a number of departments with various jurisdictions. The Australian Standard AS 2187.2 contains an informative appendix on damage-related criteria and it is the primary reference for the regulators. The complete standard and the informative appendix is currently undergoing major revision with a focus for the latter on implementing frequency-dependent criteria for ground vibration. Certain directions for change have been raised for consideration by the standing committee, ranging from fundamental issues of measurement and interpretation and others that overlap human comfort criteria. It is anticipated that some of the suggestions will eventually make their way into future standards after an adequate period of consultation and consideration by both the Australian public and others involved in the associated industries.

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern U. S., and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales, and this resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 423 billion barrels (67.3 x 109 m3) of oil could be recoverd by HYTORT processing of surface-minable eastern U. S. shales. Recently American Syncrude Corporation and Southern Pacific Petroleum N. L. have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized from these shales.

This regional report covers 1993 mining and related activity in approximately 40 countries and territories of Canada, Latin America, and the Caribbean Basin. These countries of the Western Hemisphere, as with the United States, are endowed with a great variety of minerals, including metals, industrial minerals, and energy minerals. For most of these countries, such mineral production helps form foundations for their economies and earns export credits including hard currencies. Table 1 depicts an overall view of Latin America and Canada's production of its major mineral commodities in 1993; subsequent tables show the role of Latin America and Canada in world mineral production, trade, and import dependency on minerals from Latin America and Canada by the United States. Overall, the picture emerges of a rich mineral diversity throughout the hemisphere, attracting increasing interest and investment, and complementing the mineral resources of the United States.

At the outset may I express my sincere appreciation to the organisers of this Congress for their kind invitation to me to participate in the plenary session. May I also thank the CMMI for inviting me to be their fifth distinguished lecturer. This is a signal honour and one which is sincerely appreciated by my Group and myself. The subject of gold is a very emotive one. It conjures up different images in the minds of a wide variety of people. For many of us it is very simply the ultimate metal. In ancient times gold was sought after and treasured; it was the chosen metal for adornment and many of the best preserved artefacts of that time were hand-fashioned from gold which had been won by primitive mining techniques. Gold's rarity and its value was recognised by those who fashioned the earliest gold coins thus underlining gold's special place as a store of value.

"The Twin Tunnels, originally constructed in 1964, have become a major choking point for trafficheading up to and returning from the Colorado high country along the I-70 corridor. To increase traffic flow, the Colorado Department of Transportation undertook the first widening of the East Bound Tunnel in 2013. After the successful completion of that project, CDOT began the widening of the West Bound Tunnel in 2014. Both projects had a limited schedule for tunnel construction of just nine months. The innovative blasting and demolition of the existing tunnel lining was a crucial component to the success of both projects. During the construction of the West Bound project in 2014 a large amount of surface bench blasting using conventional methods ran concurrently to the West Bound tunnel excavation to allow for enough room for the new tunnel portals."

In general, the direction of the maximum horizontal stress in the eastern United States is fairly well defined. However, the variation of the magnitudes of the horizontal stresses is not very well understood. Because the horizontal stresses cause severe ground control problems in underground coal and limestone mines throughout the eastern United States a more complete understanding of how the magnitudes vary would be useful for developing mine design strategies to combat horizontal stress related ground control problems. Therefore, in this National Institute for Occupational Safety and Health (NIOSH) study, the variation of the magnitude of the horizon stresses in sedimentary deposits in the eastern and Midwestern United States are examined with respect to two factors, the elastic modulus of the rock and the site depth. Stress measurements from thirty-seven sites are used in the evaluation. Examining the applied excess strains indicates that the eastern United States can be, separated into high and low strain zones. For most of the eastern United States the maximum applied excess or tectonic strain ranges from only 300 to 550 micro strains. However, there is one area, a portion of the Beckley seam in the central Appalachian region where the strains are significantly higher than the other regions. In this higher strain zone, the maximum applied tectonic strains range from 700 to 1,000 micro strains. Regression models for each zone based on the elastic modulus can explain between 83 to 85% of the variation of the maximum horizontal stress. Because one region, the northern Appalachian district, has strains that are about 20% higher than the other regions in the low strain zone, multiple strain models based on geographic regions were developed for the low strain zone that can explain 87 to 91% of the maximum horizontal stress variation with the elastic modulus. Depth was found not to be a significant causal factor in any increase in the horizontal stress even though the site depths ranged from 275 to 2,500 ft. Beyond a theoretical increase, based on Poisson’s effect and gravity, no other increase in the horizontal stress with depth can be justified with this data. The most significant factor controlling the variation of the maximum horizontal stress is the elastic modulus of the rock, not the overburden depth.

During the past quarter century, coal mine geologists have evolved from providing a qualitative description of drill core and coal reserves into quantitative geotechnical specialists who bridge the gap between geology and engineering. In the late 1970?s and early 1980?s, hazard prediction mapping was in its infancy. At best, hazard maps identified rudimentary structures and conditions such as stream valley locations, sandstone/shale transition zones, and lineaments. A ?technical disconnect? had existed between geologists and mining engineers as each profession operated largely independent of each other. Engineers did not readily integrate geology and geologic conditions, with the exception of coal thickness, into mine planning. Geologists were relied upon for reserve estimates and did not participate in mine planning or design. The employment and market slump of the 1980?s and 1990?s combined with mining more challenging reserves mandated that this gap be bridged and forced geologists to learn to speak more ?numerically? to engineers so they could be understood. The purpose of this paper is to describe the procedures and thought processes used by coal mine geologists when determining various mineability and reserve extraction feasibility issues. The paper will also address underground geologic hazard mapping and prediction techniques. To achieve these objectives, the opinions and experiences of leading coal mine geologists, geotechnical and strata control specialists across the United States were solicited.
