A number of base-metal operations would like to increase production to take advantage of the higher metals prices. In general, this higher production should not be achieved with major operating changes. In hydrometallurgical facilities, leaching and pressure leaching represents one area where upfront limitations may be a bottleneck to the capacity of the entire plant. An assessment of the capacity of the leaching tanks and autoclaves was performed using a predictive model within the AweSym flowsheet simulator. The model is described, and the results of the application of the model to a number of different leaching reactors are presented. It is argued that the leaching number, which relates the residence time, particle size and the leaching rate, is of prime importance. Finally it is shown that there are some unexpected catastrophic events in increasing production capacity without a thorough understanding of the leaching operation.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

Sustainable development is one of the central themes of the work of the World Health Organization; chemical safety is one of its important components. For more than 25 years, WHO has had specialized units for assisting member countries in dealing with their problems in chemical safety. For one of the units involved, International Programme on Chemical Safety, a reorientation is in progress to make best use of existing resources, and to prioritise the work to optimally correspond to the needs of the member countries. The risk assessment work of IPCS, and specifically, the work on chromium and chromium compounds, are discussed.

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

The effect of molecular weight, charge and the presence of the cations Ca2+, Mg2+and K+ on the adsorption of carboxymethyl cellulose on pure talc obtained from Balmat, New York have been investigated. Higher adsorption densities were obtained in the presence ofCa2+ and Mg2+ ions than with K+ ions and higher ionic strength solutions resulted in higher adsorption densities. Changing the molecular weight did not influence the adsorption however increasing the charge (DS) of the polymers resulted in lower adsorption densities.

In conjunction with its research program on separation, recovery, and recycling of metal, mineral, and energy-based materials in urban refuse, the U.S. Bureau of Mines is developing means to reuse and recycle plastics discarded in raw municipal waste. Experimental work on plastic waste from a community collection has produced some guidelines for systematic methods of processing, including air classification, cleaning, separation, and use or disposal. Sink-float methods are a practical means of separation into types. Methods for final disposition of the plastic waste include refabrication, thermal decomposition, and incineration.

Ascot Racecourse in the UK is a major international venue for horseracing. The racecourse is being redeveloped to provide entirely new public facilities. The development includes the construction of a new grandstand. A site investigation was earned out comprising mainly cone penetration testing. The site is underlain by the Bagshot Formation, comprising predominately cohesionless deposits of medium dense becoming dense, silty fine to medium sand, containing occasional layers of clay. Shallow foundations would present uncertainty regarding total and differential movement; hence a piled foundation solution was chosen using a continuous flight auger (CFA) piling system. The possibility that piles may found either directly on or within the influence of cohesive material suggested uncertainty regarding toe resistance. In order to measure shaft friction, an instrumented preliminary test pile was undertaken. The results were compared to published correlations of cone and shaft resistance. This approach resulted in a net saving in terms of pile length which resulted in optimum value engineering and hence a cost saving to the client.

Solid and liquid impurities must be removed almost completely from synthesis gas for the production of synthetic liquid fuels because of their effect on the synthesis catalyst and turbocompressors. The maximum permissible concentration of dust has been set at 0.05 grain per 100 cubic feet.5/ This is one part per million by weight, or about the same concentration as in average city air. The cost of synthesis gas is estimated to constitute 60 to 70 percent of the total cost of the synthetic liquid fuel. For this reason this station is developing processes using coal instead of the more valuable coke as raw material, which promises reduction in cost of the synthesis gas. This, however, increases the difficulty of attaining the above dust value. As failure of the dust-removing equipment to produce high-purity gas may ruin valuable equipment within a few minutes, it is imperative that a reliable and continuous method be obtained for determining such extremely low concentrations .of dust in the purified gas. A suitable device must also instantly sound an alarm and, if necessary, automatically actuate the proper valves to prevent damage. The Ess Instrument Co. designed and built an instrument which they believed might fulfill these specifications. It' continually compared, by means of photoelectric cells, the intensity of a light beam passing through the gas and a similar beam passing through clean air. For maximum sensitivity, the photocells were connected back to back, i.e., anode to cathode and cathode to anode. The difference in voltage produced by the two cells was amplified and operated an indicator.

The Block 75 portion of the City Creek redevelopment project in Salt Lake City required multiple shoring walls surrounding the 6 acre site constructed to depths ranging from sixty-five to ninety feet below original street grade. Shoring for the project was challenging due to site soils consisting of cobbles, sands and gravels, interlayered lakebed silty clay and fine sandy silt with incised stream deposits of silty/clayey sand and gravels combined with a high groundwater table. Moreover, several abutting structures each with a unique foundation system would be directly or indirectly supported by the shoring system. Three sections of interest are the shoring walls constructed at Main Street, Deseret Trust Building and Eagle Gate Tower. Main Street shoring extended to as much as sixty-five feet below street grade and utilized existing basement walls anchored in place in the upper zones with soil nail walls with pre-installed vertical elements for face stabilization below. Data are presented which illustrates the effect dewatering had on the settlement of the Main Street Shoring. The Deseret Trust Tower shoring supported a 12 story, historical masonry building. Site conditions dictated a separate design for the east side and the north side of the building allowing comparison of relative performance between these walls. Settlements of this structure were controlled by installing micropiles through the 90 year old structures spread footings. Shoring for the Eagle Gate Tower was to be constructed immediately adjacent to a mat supported 22 story high rise structure. This shoring system combined secant piles, ground anchors and incorporated existing abandoned-in-place pipe piles with infilling high pressure jet grouting to create a cutoff wall and eliminate the adverse impacts of dewatering below this sensitive foundation.

Although these earths were actually weathered basalts, the term is now applied to weathering profiles developed upon a wide range of bedrocks. Optimization of blast fragmentation in underground hardrock mining requires analysis of its effects on loading and haulage equipment, together with the downstream materials handling system, with the objective of minimizing total mine operating costs. A methodology is reported which has been developed to quantify the actual fragmentation and equipment performance in the field. This is data which has seldom been practicable to capture nor received serious attention in mines. Based upon the experience gained in underground studies, a prototype standard is proposed which aims to summarize the pertinent data, collection and analysis for fragmentation assessment. This relates to parameters of direct measure, such as mean size and distribution, as well as muckpile and work environment. The paper concludes by defining the impact of fragmentation on the loading and downstream handling system.

The Bureau of Mines investigated hot-rolling and forging characteristics of experimental ductile iron castings, both sand and permanent-mold, made with charges containing up to 70 pct foundry pig iron and 95 pct steelmaking pig iron. Between 1,550° and 1,950° F, most castings could be rolled to 90-pct reduction or forged to 70-pct reduction without serious cracking. Charge and composition have less bearing on workability than on subsequent properties. Permanent mold castings could be worked as readily as sand castings at 1,750° and 1,950° F. Plasticity improved with temperature. Small billets were also forged cold to 50-pct reduction without cracking. With equivalent nodularity, composition affects properties of wrought materials by altering matrix structure and strength. Properties vary with reduction and improve with increasing working temperature. Rolled material has high strength and anisotropy, and low ductility, particularly in the trans-verse direction. Annealing reduces strength and improves ductility, but anisotropy persists. At 70-pct reduction, impact resistance in the longitudinal direction is about twice that in the transverse. Annealing roughly doubles impact resistance. Deformation enhances damping capacity. The feasibility of die-forging and bar-rolling of ductile iron was evaluated in trial tests conducted under a Bureau contract. Although workability and ductility of ductile iron are inferior to those of steel, more advantage could be taken of ductile iron's plasticity to work rough shapes to final dimensions.

The most important development in connection with the search for oil in Australia during 1940 was on the legislative side. Prior to 1939 legislative enactments in the various states with regard to prospecting for petroleum were such as to prohibit large-scale effort and to bar the major oil companies from operating. The preparation of the Wade Model Bill for the Commonwealth Government in 1939 and the acceptance of the Bill in principle by all States, has gone far to remove these obstacles. Amending Acts, largely based on the Alodel Bill, have now been passed by all States with the exception of New South Wales and Tasmania. In New South Wales an Amending Bill is being drafted, while the Govern-ment of Tasmania is preparing to introduce an Amending Bill provided there is any demand for it. Noteworthy developments followed immediately on the passing of these Amending Acts. The Shell Company (1)1 and the Superior Oil Company of California (2) too$ up large areas in Queensland and com-menced work during 1940. Caltex acquired a big tract of country in the Kimberley district of Western Australia (3) and has made application for an area in the Territory of Papua. An Australian company, The Phoenix Oil Extraction Co., has obtained a permit to prospect over an extensive area bordering the south coast of Western Australia (4). Other developments are foreshadowed. The Shell Company is making an intensive examination of its area in Queensland (I). Geological, geophysical and aerial surveys are in progress. Caltex has three geological parties in the held in Western Australia while Superior Oil Company of California has done some geological work in the interior of Queensland (2). None of these concerns envisages a drilling campaign in the near future. Much exploratory work is necessary. Further work has been done by the companies that were already operating in 1939, though an important Australian company - Oil Search—has abandoned the work of prospecting in Australia. This company has subleased its holdings, at North West Cape in Western Australia (;), to Caltex on a royalty basis. The company also maintains its holdings in, and connection with, the Australasian Petroleum Company Proprietary Limited, which is a combination of Standard Oil (New Jersey), Anglo-Iranian and Oil Search. This company is operating in the territories of Papua and New Guinea. Drilling Victoria.—Although a good deal of drilling was done in the LaBes Entrance Tertiary Basin of Victoria (7), no appreciable production of oil was obtained. In order to test the extent and possibilities of the oil-bearing sand in this region, the Commonwealth and State Governments jointly put down six scout boreholes to depths of between 1200 and I500 it. A case history of utilizing a mat foundation enhanced with ?settlement-control? piles to support a high-rise building in Downtown Orlando is presented. Original geotechnical engineering studies, performed by others, recommended pile foundations due to difficult soil conditions and highly variable loads. The value engineering study performed by the authors provided alternative foundation system of the mat foundation enhanced by ?settlement-control? piles. The alternative foundation system required few iterations of structural and geotechnical analysis. A target stiffness for the settlement-control piles was selected by the structural engineer. Pile load tests were performed to verify the recommended pile geometry. A total of 81 auger-cast-in-place settlement-control piles 45-foot long 16-inch diameter were installed. A total of 24 columns were monitored for settlement, which showed substantially less settlement than predicted. It is the authors? opinion that the ?settlement-control? piles increased the mat stiffness, relieved the concentration of contact pressures around heavily loaded columns, and reduced potential differential settlement. Mat foundation with settlement-control piles provided border-line foundation solution between shallow and deep foundations and has the potential to be widely used in Central Florida for similar subsoil and loading conditions; however a thorough analysis using three dimensional Finite Element Modeling may be needed to refine the geotechnical evaluations.

Mr Janisch' s comment' in the August issue on Dick Stacey's remarks about safety factors indeed requires wider debate. The example he quoted to illustrate the successful application of the safety factor concept in coal mining, namely the Salamon formula, is to my knowledge the only recognized application of that concept. Not only that, but that particular formula should be used only for what it was intended, namely to prevent major disasters. It was never intended to indicate long-term pillar stability, and it should not be used for that.
