In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

Blast vibration data, such as PPV are usually scattered. In many cases, plots of PPV versus the charge weight scaled distance are so scattered that useful trends from different blast designs cannot be identified. The scattering of the data may be attributed to the inaccuracy of the PPV measurement, the definition of the scaled distance from a multiple-hole production blast, and the measurement of distances and charge weights. The error from vibration measurements is one of the major contributors to the scattering of the plots. If accurate monitoring is conducted, improved design options may be identified. This paper documents two case examples that compare different vibration sensor couplings. The first case shows mounting accelerometers at spots that protrude from the ground, compared with the sensors that were mounted on a flat ground surface. The second case compares data from loose-sand buried geophone with that from sensors coupled to the ground using concrete blocks.

In the Piedmont, heavily loaded structures are generally supported by either drilled piers or one of several pile types. The choice of drilled piers or piles is typically one of comparative costs. The cost of a drilled pier foundation is usually the more difficult to predict because of the greater impact that variable conditions and construction monitoring have on cost. Poor specifications, related to the drilling equipment, procedures and bearing level, can also result in large cost extras. In the southern Piedmont, straight shafts are typically extended down to hard rock to achieve primary support in end-bearing: when bells are required, they are often constructed manually. In some eastern and northern Piedmont locations the thickness of the decompossed rock zone is significant and considerable skin friction can be mobilized. Typically piers are constructed in holes temporarily cased with steel liners. The bottom is cleaned of loose material and water, and then evaluated by a geotechnical engineer to confirm the design bearing pressure (and friction, where appropriate) or recommend alternative construction measures.

The modulus of elasticity of rock material (Ei) is an important rock property that is used as an input parameter in the design stage of engineering projects such as dam and tunnel constructions, mining excavations, and so forth. However, determination of the modulus of elasticity is sometimes difficult to obtain by laboratory tests because high-quality cores are required. For this reason, empirical methods for predicting the modulus of elasticity of rock material have been popular research topics in recently published literature. In this study, the relationships between the uniaxial compressive strength (UCS), unit weight (?) and modulus of elasticity for different types of rocks were analysed by using 177 data obtained from laboratory tests carried out on cores obtained from drill holes within the area of the Kadiköy-Kartal Metro line (Istanbul, Turkey). At least three hydroelectric tunnels constructed during the last decade through the lower Himalayan region in India have met with serious problems of supporting in squeezing ground conditions. Steel ribs under went intolerable deformations requiring rectification to provide space for concrete lining which delayed the projects inordinately. In an attempt to choose a rational method of predicting rock load, the authors have compared rock loads estimated from various classification systems and elasto-plastic theory with observed values. The deficiencies of the classification systems have been highlighted to show that the combination of elastoplastic theory and tunnel instrumentation programme provides better guidelines for the design of tunnel supports in squeezing ground conditions.

"The magnetite-rich Heff Cu-Au skarn lies in the Quesnel Terrane of south-central British Columbia, approximately 26 km northeast of Kamloops. The skarn formed close to the northern margin of the Heffley Creek pluton, and is hosted by Carnian (Late Triassic) Nicola Group limestone. The Late Triassic pluton (208.1 ± 6.1 Ma, U-Pb zircon) is a composite body of alkaline affinity that includes dioritic, gabbroic, and magnetite-rich clinopyroxene ± olivine ultramafic phases.The skarn has been discontinuously traced along strike for more than 1 km, and individual skarn layers are up to 40 m thick. The most common non-opaque minerals are garnet, clinopyroxene, and carbonate, with lesser epidote, biotite, amphibole, and chlorite. Apatite locally forms more than 3 vol.% of the rock. Compositionally the garnet is a low Mn grandite averaging Pyr3-Grs41-Adr56 mol.%.Mineralization consists of lenses, up to 10 m thick, containing massive low Ti-V magnetite (avg. 0.03 wt.% TiO2 and 0.01 wt.% V2O3). Magnetite is associated with up to 20 vol.% pyrrhotite, lesser pyrite, and trace chalcopyrite and gold. There is a moderate enrichment in rare earth elements with assays up to 570 ppm La and 490 ppm Ce. The Heffley Creek pluton belongs to a suite of Late Triassic-Early Jurassic alkalic and Fe-rich intrusions that are widely developed throughout the Quesnel Terrane. Some host Cu-Au porphyry mineralization, but less commonly they are associated with magnetite-apatite veins such as at the Glen Iron mine and Magnet occurrence, or with magnetite-rich Cu-Au skarns such as the Heff occurrence.Although abundant low Ti magnetite is present in the Heff skarn, it does not appear to represent iron oxide copper- gold (IOCG) type mineralization. Microprobe analyses completed during this study show that low Ti magnetite is not a unique feature of IOCG deposits, but also characterizes some other types of hydrothermal mineralization. In British Columbia these include some alkalic porphyry-related magnetite-apatite veins in the Quesnel Terrane, as well as the well-known Wrangellia-hosted Fe skarn deposits. Thus, low Ti magnetite appears to be a common signature of many magmatic hydrothermal deposits in contrast to the high Ti primary magnetite found in most igneous rocks."

The kinetics of MnO reduction from high carbon ferromanganese slag was investigated using a sessile drop technique at 1600 ºC. The effects of reductant type, ambient atmosphere and slag composition on the MnO reduction were illuminated. Two different types of industrial reductants (ground to a particle size of 44 to 106micron and pressed to pellets) were used as substrates for small slag droplets of varying composition, which were reacted in a CO or Ar atmosphere with the reaction studied in-situ. The cross sections of the reacted slag-carbon samples were subsequently studied by EPMA to find the extent of MnO reduction as a function of reaction time. It was found that the rate of MnO reduction is affected by both the type of reductant, the ambient atmosphere and the presence of metallic components in the slag. Higher reduction rates were obtained for charcoal than for coke as reductant while a CO atmosphere unexpectedly yielded faster MnO reduction than an Ar atmosphere. It was also found that metal prills in the initial slag will increase the rate ofMnO reduction.

Experiments in the bolting of a mine roof were commenced at Elrington Colliery on the South Maitland Coal Field early in 1949, following the appearance of an article in the American publication, "Coal Mine Modernisation Year Book" 1948. Prior to this, although bolting had not been used in the maintenance of satisfactory roof conditions, the principle of roof bolt anchorage had been illustrated in instances such as the hanging of a trolley locomotive power wire using an expanding shell type of bolt anchorage, or the insertion of an eye bolt with a split and wedge, as used to suspend a rope block over a winze being sunk in a metalliferous mine.The experiments at Elrington Colliery were the first efforts in this country to supplement the work of timber supports under a mine roof with systematic placement of roof bolts.Following the series of experiments at Elrington, full scale bolting was commenced at that Colliery in a trackless mobile section in April, 1950.The obvious success of the system at Elrington indicated that it might also be a success in the support of weak roof strata immediately overlying the workable section of the Victoria Tunnel Seam at John Darling Colliery.The system was commenced at John Darling Colliery in April, 1951, in one mechanical section on the Victoria Tunnel Seam, and the scope was gradually widened until by December, 1952, ail'six mechanical units then operating on this seam were working under bolted roofs.

New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Kulumadau deposit represents an intermediate-sulfidation epithermal gold deposit (3.8 Mt at 2.3 g/t, Ag:Au = 1). Mineralisation is primarily confined to hydrothermal breccias within pre-existing fault zones, where it is disseminated throughout a hydrothermal matrix comprising chlorite-quartz-adularia-illite-I/S clays-calcite-pyrite. The host sequence represents numerous mid-Miocene pyroclastic flow eruptions within a tectonically active emergent shallow marine to subaerial depositional setting. Subsequent growth faulting was responsible for debris avalanches, which were subsequently cut by reverse faults. Faults were exploited by hydrothermal fluids, with the heightened porosity at the juncture between faults and debris material facilitating boiling of the ore constituents. Fluid inclusion studies suggest that fluid mixing between meteoric fluids and magmatic fluids, accompanied by boiling, were the primary mechanisms for gold deposition. Additional field evaluations of a modified continuous miner using a new spray system and modified scrubbers have been conducted by the authors. In this demonstration, a comprehensive package for dust control on a continuous miner which included previously developed modifications to the scrubber, scrubber intakes and the innovative chassis spray system was demonstrated. Side-by-side comparisons of the modified miner and regular miner indicated that the miner operator with the modified miner was exposed to 62% less respirable dust. Ram car operators with the modified miner had 38% less respirable dust exposure and the return air on the modified miner had 19% less respirable dust. The mining conditions during side-by-side testing were very comparable. These results support the findings of the modified spray system studies conducted earlier at different mines in Illinois on four occasions and the modified scrubber system field evaluation studies.

"Geochemical characterisation is done based upon the geology and metallurgical batch testing prior to commencement of the operation of the plant.  Tailings repository design is based upon geochemical assessment of the waste material, as well as the geomechanical issues associated with storing the waste. The resultant conceptual and detailed design is incorporated into the environmental impact statement (EIS), upon which mine approval is based. The entire environmental monitoring and harm mitigation program, which is usually a condition of the Mine Lease approval, is based upon the applicability of the original characterisation.Tacit to this process is that there is no change in the geochemistry of the tailings, i.e. no change in the implications for acid & metalliferous or saline/neutral mine drainage (AMD/SNMD) generation. But any changes in milling and processing can have a substantive impact on the geochemical behaviour of the tailings metallurgy, and potentially render an operation non-compliant within the conditions of the mine license.Environmental and statutory approval implications for continuous improvements of metallurgy need to be understood because unintended consequences could cost more than the benefits of the improvement, and in some cases cost more than all the profit made from the mine.  Examples uncovered during audit and consultant practice will be presented together with a process to ensure implications for adverse environmental harm and license conditions are fully considered.*This paper is only available for individual download. And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. Proper selection of large walking draglines, based on sound engineering principles and field experience, has not kept pace with the large capital expenditures needed to buy these stripping machines. The use of large walking draglines for stripping overburden in US surface coal mines grows steadily, but equipment selection continues to pose problems. An improper size, model, make, or spoil reach selected for a particular stripping application results in additional, unnecessary coal production costs. Large walking draglines are being used to dig deeper tar sands at the Syncrude operations near Fort McMurray in Northern Alberta, Canada. This application is compared with typical deep digging operations and dragline use prevalent at typical US strip mines.

A numerical formulation of bigh-order accuracy, based on variational methods, is proposed for the solution of multidimensional diffusion-convection-type equations. Accurate solutions are obtained without the difficulties that standard finite difference approximations present. In addition, tests show that accurate solutions of a one-dimensional problem can be obtained in the neighborhood of a sharp front without the need for a large number of calculations for the entire region of interest. Results using these variational methods are compared with several standard finite difference approximations and with a technique based on the method of characteristics. The variational methods are shown to yield higher accuracies in less computer time. Finally, it is indicated how one can use these attractive features of the variational methods for solving miscible displacement problems in two dimensions. INTRODUCTION The problem of finding suitable numerical approximations for equations describing the transport of heat or mass by diffusion and convection simultaneously has been of interest for some time. Equations of this type, which will be called diffusionconvection equations, arise in describing many diverse physical processes. Of particular interest here is the equation describing the process by which one miscible liquid displaces another liquid in a one-dimensional porous medium. The Winton Basin is one of three Southland sub-basins. The oldest known sediments are Early Oligocene terrestrial shales, sands and lignites deposited in half grabens formed as a result of oblique extension. A marine transgression in the Oligocene deposited mid-outer shelf to upper bathyal mudstones. Shallowing of the basin and tectonic quiessence lead to limestone deposition in the Early Miocene. Regional tilting led to uplift in the north and east and deposition of terrestrial lignites and gravels across the basin and the basement high to the south.

Although originally designed with deep foundations consisting of all driven steel H piles and drilled caissons, a unique application of Augered Cast-in-Place (ACIP) piles as an alternate design resulted in a significant cost savings for the Midfield Terminal Project at the Pittsburgh International Airport. The project was enormous in scope covering an area two miles long by one mile wide, with changes in elevation of over 200 ft. The varying geology combined with the large amounts of fill required resulted in a complex set of geotechnical design parameters that had to be evaluated through both load testing and analyses. A total of almost 400,000 lineal feet of ACIP piles were installed for this project.

Skelly and Loy has been retained to perform operational audits throughout the nation’s coal fields, The need for such studies is generally associated with long term coal supply contracts and is typically initiated by the utility company. However, a number of projects have been commissioned by mining companies while others have been jointly funded by the utility and mining company.
