This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

This compilation of statistics covering competitive fuels consumed for heating of residential and commercial buildings is in response to numerous requests for data of this nature to show the relative changes in the demands for the different fuels in recent years. The figures presented cover the amounts of various fuels ant electric energy reported as used for heating dwellings and commercial buildings. However, the totals for gaseous fuels and electricity necessarily include amounts consumed for both cooking and lighting purposes, as these associated household uses could not be readily broken out. The United States Geological Survey has estimated 1 that the State of Washington contains 11,412,000,000 tons of bituminous coal and 52,442,000,000 tons of subbituminous coal, in beds more than 14 inches thick. As the present rate of production is about 4,000,000 tons a year, Washington apparently contains coal enough to supply Pacific coast markets for many years. The character of the coal beds of Washington renders the production of clean coal very difficult, and a considerable proportion of the output is washed before it is marketed. In 1915 Washington ranked fifth among the States in the amount of coal washed, though only twentieth in total output. In that year 37.9 per cent of the coal produced in the State was treated in surface cleaning plants. On account of extensive folding and faulting of the coal measures, mining in Washington presents many difficulties; therefore a description of the methods employed at some of the mines may be useful in planning operations in other regions, and is presented in this bulletin. The coals of Washington differ in quality, ranging from true lignites in Cowlitz County in the southern part of the State to anthracites in the Mount Baker district of Whatcom County, in the north~ rn part. Most of the output consists of subbituminous and bituminous coals, the latter including both coking and noncoking varieties. Analyses of the coals of the State and descriptions of the beds from which the samples were taken have been printed in publications of the United States Bureau of Mines.2 Details of coal beds and analyses of the coals of King, Kittitas, and Pierce Counties have also been published by the Washington Geological Survey; 3 and most of the coal beds of the State are described in some detail in a bulletin of the United States Geological Survey.4 In 1918 mining was in progress at 72 mines in the State 4a; 46 of these mines each employed more than 10 men underground. These mines were distributed as follows: Thurston County, 1; Lewis County, 7; Kittitas County, 14; King County, 16; Pierce County, 6; Skagit County, 1; and Whatcom County, 1. During that year a total of 5,847 men were employed, 4,172 underground and 1,675 on the surface. The average number of days worked in the State was 275, and the average yearly output per man was 706 tons. Coke is made only in Pierce County by four companies, which have a total of 341 beehive ovens. In 1918 they produced 93,699 tons of coke. Up to 1919 mining machines were little used in the State. In 1917 only 6.61 per cent of the coal :produced was undercut by machines. In that year 58.95 per cent of the coal was mined by hand, and 34.44 per cent was shot off the solid. The explosives used were as follows: Black powder, 36.6 per cent; dynamite, 38.l per cent; and permissible, 25.3 per cent. The State of Washington is divided naturally into two parts by the Cascade Mountains which extend north and south somewhat west of the middle of the State. The coal areas east of the range will hereafter be referred to as eastern Washington-though nearly all of it is west of the middle of the State-and that on the west side as western Washington. The geographical distribution of the coal fields is shown in Plate I. Exploration of the State has not been exhaustive enough to preclude the possibility of discovering, besides the foregoing, other districts that contain deposits of coal in commercial quantities.

The alteration formed by the reaction of ore-bearing fluid and wall rock is often used as an important prospecting indicator, resulting in the dilution or enrichment of metals or related trace elements. A variety of rock-forming and metallogenic elements have been analyzed in regional stream sediments so that the relationship between the ore-bearing altered rock and the change in the geochemical elemental content can be obtained. Therefore, by using appropriate models, such as matched filtering, the abundance of the distribution of wall rock alteration, similar to the discovered deposits, can be modeled by using the distribution of geochemical elements in the region, and the areas with high distribution abundances are usually favorable prospecting targets. The alteration types related to gold mineralization in the Baiyun gold deposit are potassium feldspar alteration, silicification, pyritization, sericitization, and chloritization. In this paper, the geochemical data of the Qingchengzi ore field (1:200,000 and 1:50,000) have been used to form geochemical images through rasterization. In the three sections of the Baiyun gold deposit, binary-coded curves have been formed, revealing the differences in geochemical elements in stream sediments between altered rocks and the rocks surrounding the Baiyun gold mine. Among them, Au, W, and Mo are enriched elements, while Sn, Zn, and Hg are depleted elements. Several gold deposits are found in the predicted altered rock area by using the matched filtering method during fieldwork, which shows the effectiveness of the method.

This report (arid related appendices) provides a description of the functional design specifications, engineering design specifications, and program of instruction for development of a training system for dragline equipment operators. Based upon a task analysis and training system analysis prepared under Phase I, Phase II efforts expanded upon and refined the functional design specifications. The training hardware components have been developed to a point shy of system fabrication. A detailed outline of the porgram of instruction and content sequence has been prepared. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

Adequate mine roof support to insure the safety of men and equipment is essential to successful mining. It is also expensive, amounting to more than one-fifth of the total mining cost at the White Pine mine. Cost effectiveness is therefore a prime consideration in developing optimum roof support. Roof bolt length is an important cost factor. This Phase II work compared uniform four-foot length Resin Bolts with the hitherto standard alternating four-foot and six-foot Resin Bolts, aiming at more cost-effective roof bolting. The data generated under this Phase II show that there is no discernible difference in the roof support given by uniform four-foot, and by alternating four- and six-foot, Resin Bolts in the relatively difficult ground selected for a severe initial test comparison; subsequent data from less difficult ground led to the same conclusion, namely no discernible difference between four-foot and four-six foot bolting.

Defor~nation twinning and transformation twinning modes most likely to be operative in Fe-Ni and Fe-Ni-C martensites have been determined using a new theory of the crystallography of deformation t~inning.~ This analysis shows that potentially important conventional and nonconventional twinning modes1 have been omitted in previous analyses. Discussion is given on the relevance of the predicted twinning modes to the lattice invariant shear associated with the martensite transformation in steels and to anomalous deformation twinning in Fe-Ni-C martensites. THE two most important criteria which appear to govern operative twinning modes in metallic structures1 are that the magnitude of the twinning shear should be small and that the twinning shear should restore the lattice or a multiple lattice in a twin orientation. The latter criterion ensures that the shuffle mechanism required to restore the structure in a twin orientation is simple. These criteria have been adhered to in the prediction of twinning modes2"6 in bcc and bct single-lattice structures with axial ratios in the range y = 1 to 1.09 as, for example, encountered in martensite occurring in steels. Refs. 2 and 3 in particular consider the martensite transformation in steels and the twinning modes in these cases relate to transformation twinning, and hence the lattice invariant shear associated with the martensite transformation. The list of twinning modes which can be compiled from these sources is incomplete and the ranges of magnitude of shear considered could be unrealistically small, particularly in the case of deformation twinning. The latter consideration is supported by the fact that twinning modes with magnitudes of shear large compared with the smallest shear consistent with a simple shuffle mechanism have been established in, for example, the single-lattice structure mercury7 and the multiple-lattice structure zirconium.&apos; In addition the anomalous deformation twins reported by Ftichrnan4 to occur in a range of Fe-Ni-C martensites still remain unexplained. It is clear that a comprehensive analysis of twinning modes likely to be operative in martensite In steels is required. The results of the application of a new theory of the crystallography of deformation twinningg to these structures are presented in this paper. The theory has been used to determine all shears which restore the lattice or a multiple lattice in a new orientation with magnitude of shear up to a required maximum. The orientation relationships between parent and twinned lattices are not restricted to the classical orientation relationships of reflection in the twin plane or a rotation of 180 deg about the shear direction. PREDICTED TWINNING MODES Twinning modes which restore all or one half of lattice points to their correct twin positions will be referred to as m = 1 and m = 2 modes, respectively. These modes are the most likely to describe operative modes in single lattice structures. The bcc m = 1 and m = 2 modes which have magnitudes of shear s in the range s < 2 and s < 1, respectively, have been given10 and are reproduced here in Tables I and 11. Detailed discussion of the crystallography of these modes and cubic modes in general will be discussed elsewhere (~evis and rocker, to be published). The four twinning elements Kl, &,ql,7)2 as well as the magnitude of shear s are given for each twinning mode, and the twinning modes are given in order of increasing shear. Two twinning modes are given in each row of the tables, the twinning mode Kl, Kz, ql, q2 and the reciprocal twinning mode with elements Kl = K,, Ki = Kl, q: = q2, and 17; = ql. The m = 1 and m = 2 twinning modes which describe twinning shears with small magnitudes of shear and simple shuffle mechanisms in bct crystals with -y = 1 to 1.09 are given in Tables I11 and IV, respectively. On increasing the symmetry of the tetragonal lattice to cubic, that is making y = 1, all modes listed in Tables 111 and IV must reduce to crystallographically equivalent variants of the modes given in Tables I and 11, respectively, or become twinning modes with both shear planes as symmetry planes in the cubic lattice and hence not considered in Tables I and 11. With the exception of this last type of mode only those tetragonal twinning modes which reduce to modes 1.1, 1.2, 2.1, and 2.2 of Tables I and I1 are considered in Tables 111 and IV. For values of y in the range -y = 1 to 1.09 the tetragonal modes and the corresponding cubic twinning modes have approximately the same magnitude of shear. SPONGE IRON has been defined as the metallic product formed by the reduction (removal of combined oxygen) of iron ore or other iron oxides at temperatures below the fusion point of iron. This product probably derived the name "sponge iron" from its porous nature. When the reduction proceeds at slightly higher temperatures and the particles of metal weld together or finally even melt to yield pellets or balls that lack the porosity and low-density characteristic of sponge iron, the product might more correctly be called "direct iron."

THIS REPORT describes the occurrence, mining, and use of refractory clay in Colorado within Region III of the Federal Bureau of Mines, which includes the States of North arid South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona. Field work by the Bureau of Mines, United States Department of the Interior, included examination of active and abandoned refractory-clay mines as well as a reconnaissance survey and sampling of numerous clay-bearing formations exposed in Colorado. Information from the survey and the sampling will help guide private industry in its search for virgin sources of refractory clay. Library research of published and unpublished reports from various Federal, State, and private sources was conducted during the early phase of the investigation. Most of the refractory clay mined in the Denver-Golden district of Colorado is not used for refractory purposes but is blended with other clays in the manufacture of structural clay products. The predominantly flint-clay de-posits in the Pueblo and Fremont County districts are mined and utilized chiefly in fabricating refractory products.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. The Kokomo (Tenmile) mining district has had an output valued between $20 and $30 million, mostly from production of silver, lead, and zinc, since 1878. For many years before World War II, there was little production, as the complex nature of the ores made them unattractive at existing metal prices. Under the stimulus of the war, the Geological Survey and the Bureau of Mines studied they district, and in October 1944 the Bureau of Mines began an exploration project, which included dia¬mond drilling, bulldozer trenching, and geophysical surveying. Project work was continued until March 1949, except for short recesses during 1945, 1947, and 1948. Forty-five diamond-drill holes, totaling about 13,000 feet, were drilled from underground and surface stations on the various properties in the district. Eleven bulldozer trenches, abut 2,400 linear feet, were excavated in an attempt to uncover the outcrop of the middle Quail limestone. These trenches ranged from 100 to 485 feet in length and reached a maximum depth of 15 feet. A limited geophysical investigation was made during the summer of 1946. The length of the traverses were: Magnetic, 990 feet; resistivity, 6,250 feet; and self-potential, 69,780 feet.

Few elements have received more attention and developed greater interest in the last ten years than titanium. The substantially pure metal has been din...ie. cult to isolate, and so far has been little employed oommercially, but the use af alloys and chemical compounds of titanium has increased markedly in recent years. The earlier attempts at preparing pure titanium resulted in various impure forme which, from their metallic appearance, were always mistaken for the metal. Hunter in 1910 isolated pure titanium by the reduction of titanium tetrachloride with sodium. This brief statement is issued by the Bureau of Mines in response to numerous inquiries which have been received concerning titanium. More complete in. formation on the metal may be had by consulting the referenpes appended. The Literature is voluminous and only the more important references are Riven. It has been drawn upon freely in preparing this report; also information was supplied by M. g. Hunter, Arthur Braid, M 1. Schmid, C. M. Johnson, N. B. Hoffman, and de Courny Browne. Both the San Andreas fault complex and the Murray fracture zone are apparently found to be contemporaneous with the Laramide mineralization period. Their compounding effects certainly have disturbed the Texas lineament belt and its components with serious lateral offsets and most probably have been instrumental in allowing intrusives to be emplaced as well as mineralization to accompany these intrusions at some of the fracture intersections. While the main fracture centers can be almost accepted as being structurally linked together, the Texas lineament trend definitely predominates, exerting a prevailing direction to graben (Silver Bell) and to elongated depressions (Bisbee). That this lineament belt also influenced the concomitant mineralization seems a logical inference. The orebodies are generally found at intersections near the most centrally-located intrusive with a distance varying from contiguity to one or two miles. The Southeast Arizona copper province owes its existence primarily to a particularly favorable structural setting of broad semi-continental scope. Thus, various regional structural elements are to be considered as possibly direct or remote cause for the widespread mineralization, although the one or the ones really responsible may never be singled out. There arc three basic regional elements: (1) The north-northwest-trending anticlinorium that diagonally crosses Arizona is quite obvious because many mountain ranges follow this direction. This anti- clinorium, which merges northward into the Wasatch-Jerome Belt, marks a broad zone of weakness where tension seems to prevail. Mineralized trends such as Jerome-San Manuel-Bisbee may give some weight to the economic value of this structural element. (2) Northeast-trending fractures, parallel to the Colorado Mineral Belt (Landwehr, 1967), appear troincident with mineralization as evidenced by the Questa-Grants-Morenci and the Lordsburg- Tyrone-Santa Rita alignments. This structural direction is accepted as one of the most economically significant in the Southwestern United States. (3) The Texas Lineament.

A special section of the paper is devoted to new applications of nickel in the electronic industry, modern corrosion control and the building and construction industries. The need to defend traditional markets for nickel while striving to find new applications, is also stressed.

A computer program was written for the design of a shell and tube type heat exchanger on a price optimum basis. The program was designed to meet the following requirements: (1) Triangular pitch; (2) single or multiple pass; (3) heating or cooling; and (4) no change in phase. Price optimum design was obtained for four standard tube sizes and standard pitch. Pressure drop both inside and outside were computed and the nearest standard shells having at least the required area were listed. With this information, the estimator can select the heat exchanger best suited for the need. The program was made adaptable to various fluids and to various tube sizes and spacing by reading in much of the required data such as physical properties of the fluids, tube data, and standard shell data in tabular form.

Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.
