Chlorination and carbochlorination processes have industrial applications in metallurgical activity for extraction and purification of uncommon metals such as rare earth elements (REE). This study reviews the chlorination and carbochlorination reactions of light REE (LREE) oxides with chlorine considering the thermodynamic, stoichiometric, and kinetic aspects of the reactions. Lanthanides between lanthanum to gadolinium were considered as LREE, in agreement with previous literature, and the results were detailed in this review. LREE were analyzed taking into account their oxidation states and were divided into three groups accordingly. The results presented show that, although the LREE are chemically similar, their behaviors during the reactions with Cl2 and Cl2–C, and the different LREE-O–Cl compounds formed, have particularities. It was observed that gadolinium, in both thermodynamic calculations and experimental results, presents some differences, and it can be considered intermediate between light and heavy REE; i.e., reactions between LREE2O3 and Cl2(g) begin at approximately 250 °C, except for Gd2O3 that begins at 327 °C. The present work will contribute to a better understanding of the chemistry of LREE oxides and Cl2 under different conditions and the products obtained in the LREE–O––Cl2(g) and LREE–O–C–Cl2(g) systems.

Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

The U.S. Bureau of Mines conducts research at the Galena Mine, Wallace, ID, with the aim of mitigating the effects of rock bursting. Destress blasting is commonly used as a stress control technique at the mine. A digital seismic array and an array of borehole pressure cells (BPC's) had been installed near the site of a stope undergoing mining and periodic de stressing. The instrumentation was being monitored at the time of a destress blast of the 46-99 stope. No significant seismic events occurred coincident with the destress. However, the destress was followed by a 2 ½ -week period of increased seismic activity, including two damaging events on February 7, 1990, at 034500 (hour, minute, and second) and 122020 Pacific standard time. BPC measurements indicated coseismic ground pressure changes on the order of 200 to 300 kPa associated with the damaging events. Fault plane solutions and dislocation models established that stress changes induced by the event at 034500 may have been significant in promoting the occurrence of the event at 122020. Theoretical investigations suggest that applying knowledge of the existing stress field, an understanding of rock burst mechanics, and fracture mechanics principles can improve destress effectiveness.

BRIDGMAN.-Owing to a misunderstanding, I did not see Dr. McAdam's and Dr. MacGregor's remarks on my paper on Flow and Fracture (Metals Technology, December 1944, Pp. 32-38), until after their publication. Both Dr. McAdam and Dr. MacGregor speak of my analysis for the stress distribution at the neck of a tension specimen as containing several assumptions; in particular, that the strain is uniform across the section of the neck, that there is no hoop tension at the periphery, and that the plasticity conditions of von Mises hold. As far as the mathematics goes, the situation is no different in this problem of plastic flow than in a conventional problem of elasticity. That solution is unique which satisfies the boundary conditions on the stresses, the stress equations of equilibrium, and in addition the constitutive equations connecting stress and strain in the elastic case, or a corresponding set of equations, of which the von Mises relations are a special form, in the plastic case. In the particular case of the necked tension specimen I have found that there is a solution satisfying the boundary conditions, the stress equations of equilibrium, and the von Mises plasticity conditions in which the strain is uniform across the section, and there is no hoop tension at the periphery. This is therefore the solution, and the uniformity of strain and vanishing of hoop tension at the periphery are to be described as discoveries, over which the operator has no control, rather than as assumptions. The only part of the solution that can properly be described as an assumption is the von Mises plasticity condition. With regard to this it is to be noted that the condition is needed only in a much weakened form, for the analysis uses the condition only at the neck, where the strain is approximately constant. Thus, in the extreme case referred to in a footnote of my paper (p. 37, Met. Tech. Dec. 1944) the actually measured strain across the section varies from 2.4 to 2.6. Obviously it is a much weaker assumption to postulate that the von Mises condition holds in the strain range 2.4 to 2.6 than to assume it to hold for the entire range of strain from o up to 2.6, which would be necessary if the solution applied to the entire tension specimen rather than to the immediate region of the neck only. Furthermore, it is to be commented that under the special conditions of this problem the von Mises condition becomes identical with the maximum shearing-stress criterion of plastic flow; this amounts also to a weakening of the restrictions imposed by the von Mises condition. Dr. MacGregor refers to actual experiments of his own in which the strain was found not to be uniform across the neck. It is to be emphasized, however, that these were experiments on bars of rectangular section, and that the nonuniformity established was a nonuniformity around the perimeter, not a nonuniformity from the surface toward the axis. My method of solution applies only to a circular cross section. It can be said that the solution that satisfies the boundary conditions, etc., would definitely not be expected to demand a uniform strain for noncircular sections. This section of the Minerals Yearbook reviews the minerals industries of 29 countries: the 12 nations of the European Community (Belgium, France, the Federal Republic of Germany (FRG), Italy, Greece, the Netherlands, Denmark/Greenland, Spain, Portugal, Luxembourg, The United Kingdom, and Ireland); 6 of the 7 nations of the European Free Trade Association (Sweden, Norway, Finland, Iceland, Austria, and Switzerland); Malta; the 8 Centrally Planned Economies of Eastern Europe (the German Democratic Republic (GDR), Poland, Yugoslavia, Albania, Hungary, Czechoslovakia, Romania, and Bulgaria); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Com-munity (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to its ex-colonies in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). There is an important reason for this since Western Europe lies somewhere between Japan at one extreme and the United States and the U.S.S.R. at the other extreme as regards the availability of natural resources.

The Wednesday Morning Session of the Rocky Mountain Coal Mining Institute was called to order by Albert Keenan of the Thompson Creek Coal and Coke Company, Denver, Colorado, in the absence of the President. He introduced Edward Prostel of the University of Wyoming Natural Resources Research Institute, Laramie, Wyoming, who spoke on "Coal Utilization Work at the University of Wyoming." (Please refer to the index for printed text of the paper.) Following Mr. Prostel's talk, R. Park Lamborn of the National Mine Service Company, Pittsburgh, Pennsylvania asked Mr. Prostel two questions: (1) What -has been done in tar research? and (2) Has there been large scale research on brickets? Mr. Prostel stated that he could not say too much about the first question as this research was done in the petroleum department and he would prefer to have a chemist talk about it. As to the second question, the system of carbonization is a big project. There are many possibilities. At the University they are trying to do that in the same unit that produces the char. This system was introduced in Canada. The brickets are bound with sulphite liquor. Mr. Schloss asked Mr. Prostel to report on a project that they have been working on at the University, and Mr. Prostel stated that some time ago they began to experiment to see if it would be economically possible to dry coal at the mine (coal containing 30% moisture) and then ship it a distance of 130 miles to be used. Results are that it would be possible, but will require a considerable quantity. He felt it might be possible to operate such a scheme in a few years.

"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

The morning session opened at 9:00 a.m. and was presided over by Mr. Don Ross, Manager of Mines, Kaiser Steel Corporation,- Sunnyside, Utah. The first speaker was Mr. S. W. Zanolli, Partner in Law Firm of Webster and Kilcullen, Washington, D.C. Mr. Zanolli was born and raised in a coal mining community of Fredericktown, Washington County, Pennsylvania. He was educated at Washington and Jefferson College and graduate schools of the University of Pittsburgh. He served as an infantry officer in the European Theatre of operations during World War 11. He worked as' a handloader at Vesta No. 5 Mine of Jones & Laughlin during summers while attending Washington and Jefferson College. He worked at a variety of production jobs at No. 7 Mine. of Island Creek Coal Co. of Holden, West Virginia. Assigned to a variety of industrial relations assignments at Island Creek Coal' Company during 1949-51, attaining position of Supervisor of Personnel and Labor Relations. Served in many industrial relations assignments at U.S. Steel Corp. headquarters during 1953.-1967, attaining a position of Personnel Director-Heavy Products Operations. In January, 1968" he became a member of the Bituminous Coal Operators Association-as Executive Vice President. This past year he went back to practicing law and is a member of the Law Firm of Webster and Kilcullen, Washington, D.C. He is married and has five children.

These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

Bench scale and pilot plant research was conducted using dolomites (CaO,MgO) lime as the basic additive in the preparation of self-fluxed pellets from a typical magnetic taconite concentrate (5.57 S_2). The specific objective of this investigation was to ascertain the viability of the magnesia lime pellets in high temperature oxidizing and reducing atmospheres. Pellet basicity and induration temperature were major parameters affecting fired pellet quality; temperatures ranging from 1,200° to 1,250" C appeared to be the most favorable for production of self-fluxed pellets with basesities (B) above 1.0. Comparison of the mechani¬cal and metallurgical properties of regular (acid) and self-fluxed pellets (B 1.55) produced under similar conditions in a modified grate pelletizing machine showed that the self-fluxed pellets were more resistant to abrasion and to high and low temperature reduction disintegration, an important consideration in commercial application. The Plus 3 mesh Linder index increased from 68 percent (regular pellets) to over 90 percent (self-fluxed pellets). The reducibility and swelling indices of the self-fluxed pellets were found to be comparable to the regular pellets.

This session consists of five papers. Three involved research on the properties of grout materials, specifically ultrafine cements and polyurethane grouts. Two papers present the development of soil grouting technology and monitoring methods. Of great interest are the papers on ultrafine grout penetrability testing focusing on the pressure filtration effects encountered in permeation grouting applications (Ericksson, Stille and Mittag, Savidis). The comparison testing of hydrophilic and hydrophobic polyurethane grouts submitted by Vrignaud, Ballivy, Perret and Fernagu assessed the long-term performance of these materials for repairing saturated cracks in concrete, subject to thermal expansion and contraction. Two very practical papers present the development of soil grouting, where permeation, fracture, replacement, jetting and other grouting techniques are utilized. The papers by Lees with Chuaqui and Warner present experience with ultrafine and other commonly used grout materials. Methods to measure and monitor the injection process and verify production progress are discussed.

As part of the broad program to improve the safety of underground coal mines, the Pittsburgh Mining and Safety Research Center sponsored several detailed studies on the inhibition of coal dust-air explosions. The present study was one of these. The goal of the research was to advance the development of improved coal-dust explosion inhibiting agents by determining, on a laboratory scale, the basic chemical processes involved in the inhibition of coal-dust flames by dry-powder agents. B. Our Approach Neither the basic molecular processes involved in coal combustion, nor the molecular mode of action of dry-powder agents, are known with certainty. Our approach, therefore, involved the direct determination, by sampling techniques, of species behavior in small, aerodynamically simple flames. To further aid in separating behavior of coal and dry-powder inhibitors, the latter were studied in CH4-air flames.
