Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

"Placer gold mineralizations have been observed in the north-eastern parts of Greece. Some of them have been at first evaluated to be of special interest so, exploration campaigns have been designed and carried out. Among the other exploration techniques applied on the sites of interest, drilling was the one to give the detailed information and data for the evaluation of the deposits. Having collected the data from trenching and two consecutive drilling campaigns, they were processed geostatistically to estimate the ore reserves and therefore the economic interest of the deposits. The latter was done by using exploitability indices, which would give a rough idea whether the deposits were economically feasible. A small number of such deposits have been spotted in the area and have been explored and evaluated as above. The present paper deals with the most important of them, giving all the process followed and the results derived from the exploration carried out."

From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

This paper reviews groundwater issues leading to a secondary grouting program at the Chattahoochee Tunnel that was implemented subsequent to the contact grouting program. The secondary grouting program was developed based on infiltration data, geology, and testing programs. This paper includes a brief description of the geological features encountered, as well as describing the grouting program. The success of this grouting operation has been quantified by several methods, and is presented to help others project the costs and benefits of this type of program. Review of initial results and refinements of techniques are also discussed.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.

Under an extremely aggressive schedule, final design of 13.5 km (8.4 miles) miles of 8.2 m (27 ft) diameter deep rock tunnel, 322 ML/day (85 million gallons / day)submersible pumping station and associated facilities were accomplished ahead of a federal court mandated consent decree schedule. Challenges overcome by the project team in enabling timely completion of the construction documents will be presented. Discussion includes evolution of final design, consideration of future O&M requirements, and risks identified for construction and operations, together with measures to manage and proactively prepare for such risks.

The Virginia Department of Rail and Public Transportation and the Metropolitan Washington Airports Authority are undertaking the extension of Washington Metropolitan Area Transit Authority’s Metrorail service to Washington Dulles International Airport and beyond to Route 772 in Loudoun County, Virginia. The roughly 37 kilometers long, double track alignment involves two 700 meters long single track, soft ground NATM tunnels at Tysons Corner, two 3.3 kilometers long single track rock TBM tunnels at Dulles Airport and one 25-meter deep station at the airport to be constructed by NATM in sedimentary rock. The design-build project is being implemented in a Public-Private-Partnership. A joint venture of Bechtel and Washington Group International has concluded the preliminary engineering and construction is scheduled to start in late 2007.

The Society for Mining, Metallurgy and Exploration’s origins can be traced back to 1871. This was when 22 Pennsylvania coal mining engineers founded the American Institute of Mining Engineers (AIME). The organization’s objective was to “promote the arts and sciences connected with economic production of the useful minerals and metals, and the welfare of those employed in those industries by all lawful means.” Metallurgy and Petroleum were added to the AIME name in 1919 and 1956, respectively. Divisions of AIME were formed throughout the following years in recognition of the increasing trend toward specialization among mineral industry engineers. At the time, SME’s divisions consisted of the Coal Division (1930, now known as the Coal and Energy Division), the Industrial Minerals Division (1935), the Mineral and Metallurgical Processing Division (1948) and the Mining and Exploration Division (1949). The Environmental Division was created in 1997.

Introduction The most commonly used ground control design in coal mining is the determination of pillar size by various pillar strength formulae for mine layout (Bieniawski, 1983; Holland, 1973; Hustrulid, 1976; Obert and Duvall 1967; Wilson and Ashwin, 1972). However, there have been few documented case histories concerning the validity of those strength formulae. Recently there are indications that those strength formulae tend to overdesign considerably. From a safety point of view, there is nothing wrong with overdesign. But an overdesign with large chain pillars reduces the flexibility of machine movement and decreases production. It also reduces coal recovery and, thus, shortens the reserve's life. This is especially true for small operators who own a limited reserve. Those small mines, through past practices or out of necessity, experiment with smaller pillars than those predicted by the strength formulae. Conclusive ev¬idence has been collected that points to the need of a new concept of coal pillar design. Two case studies will be cited to illustrate this point. 3-D US pillar strength formulae Figure 1 shows a sectional layout of a one-unit mine. The seam was about 1.3 m (50 in.) thick with a uniform cover of 64 m (210 ft). A house was located near the center of the section. The homeowner demanded that no surface subsidence and domestic well dewatering should ever be allowed as a result of underground room-and-pillar mining. Physical properties - strength and Young's modulus - of the rock strata including coal were obtained by testing small samples in the laboratory. The uniaxial compressive strength of the coal was 3660 kPa (823 psi). Using various pillar strength formulae, the homeowner recommended that square chain pillars be at least 11 m (35 ft) wide. The coal company, however, desired to pursue optimum coal recovery in the safest and most economical manner. They engaged in three-dimensional finite element analysis of the section taking into account the complete stratigraphic sequence of the overburden. Results indicated that the section can be developed by 5.5 m (18 ft) wide entries at 21 m (70 ft) center-to-center. In retreat, the pillars can be splitted along both centerlines leaving a stump pillar of 5.5 m (18 ft) square at each of the four corners. Over the next several years, the storage capacity of the Metropolitan Water Reclamation District of Greater Chicago?s Tunnel and Reservoir Plan will be increased by 14.8 billion gallons through the addition of two large off-line reservoirs: the McCook and Thornton Reservoirs. The Thornton Reservoir will be constructed at the terminus of Calumet TARP System. The constructed TARP system will be connected to the Thornton Reservoir via connecting tunnels and gates systems. The connecting tunnels will comprise of: an upgradient transition tunnel, steel lined bifurcated tunnel for conveyance and control of flow, downdradient transition tunnel, and energy diffuser at tunnel portal. A large, approximately 250-foot-long, 69-foot-wide, and 40-foot-high, rock cavern will be excavated at an average depth of 320 feet to house the bifurcated tunnel system and associated six large control gates, each 12.5-ft by 28-ft wheel gate. Presented in this article are discussions about the TARP system, the Connecting Tunnels and gates Project, regional rock conditions, evaluation of reservoir?s wall stability for evaluation of tunnel penetration, and design challenges facing during design of the: rock cavern hosting the bifurcated tunnel system and gates and associated tunnels and shaft.

C. W. Hunt I wish to register strong disagreement with the choices of drilling sites chosen by the Continental Scientific Drilling Committee, while endorsing the stated objectives. Of special significance is the lack of any site involving the metals most needed today in the US, while 9 to 13 km of drilling are allocated to gold and silver districts and 11 to 17 km to base metal (mainly copper) districts. Why is nothing proposed for platinum group or chromite? Is this because the committee did not know of such a site? If so, I offer such a site in California (see Fig. 1). The mineralization shown in Table 1 occurs in a large peridotite body in western Tehama County, CA. Petrography has demonstrated unequivocal evidence of migrated PGE deposited in peridotite and chromite of hypabyssal nature. Active diapirism (due probably to serpentine buoyancy) above a reactivated mantle to surface conduit marks the position of the conduit. Young explosion breccia cemented loosely by volcanic glass and tuff demonstrates the significance of the conduit as the prime source of the various emissions. Deep drilling could result in major metals discoveries as well as shedding light on the grand questions of platinum group mineralization. What role water has played in this occurrence is not yet certain; but chlorine and asphaltite have been detected in and adjacent to native PGM, suggesting a major role for water. The explosion breccia suggests that this excellent site could overlie entrapped geothermal steam.

Underground coal mining has been active within the East Mountain property since the mid 1950's. As a result, coal from two seams has been extracted within large areas allowing surface subsidence to occur. Monitoring of subsidence annually, began in 1981 using on the ground conventional monumentation, surveying and photogrammetric monitoring. The data collected has shown the time benefits of photogrammetry and the relationship between observed subsidence and the geometry of the mined out area below.

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.

Tunnel construction on the Brightwater Conveyance System?s East and Central contracts required ground modifications of the existing site soils, comprised of sandy alluvium to very dense glacial till, to assist with both hand-mined and TBM tunneling operations at vertical access shafts. The ground modification program was completed with a modified double fluid jet grouting system to construct continuous overlapping soilcrete columns to depths up to 94-ft below existing grade. This paper presents the sequence and methodology for the ground modification work and capabilities of jet grouting for structural support and groundwater control in the challenging soil profile present at the Brightwater Conveyance System Project.

Cable shovels are capital-expensive and primary production equipment in many surface mines. The forces acting on the shovel dipper vary as the dipper moves through the muck-pile. The variations in the forces cause stress loading of the components of shovel and dipper resulting in unplanned downtimes, reduced shovel efficiency, and high mining costs. A potential solution to the above problems is the deployment of an intelligent shovel excavation (ISE) technology, with real-time formation identification, recording, and knowledge transmission capabilities. This research advances the ISE technology by developing dynamic model of cable shovel dipper using Newton-Euler techniques. The model includes the dynamic cutting and dynamic weight forces acting on the dipper as it moves through the muck-pile.

Two 610 m (2000 ft) long tunnels were driven through water bearing silts, sands and clays beneath the Sacramento River using a 4.59 m (15.1 ft) diameter Earth Pressure Balance Tunnel Boring Machine (EPBM). Four sheet pile shored shafts were sunk with and without dewatering. The pre-cast concrete segmentally lined and grouted tunnels were driven down at 6% grades beneath the river flood protection levees, buildings, roads, a railroad and adjacent to a Freeway Viaduct. Details of the schedule, cost, shaft construction, TBM, tunnel construction, and installation methodology for the twin1.676 m (66 in) steel force main pipes and environmental constraints are provided.

The 2005 Prospectors and Developers Association of Canada (PDAC) convention continued the upbeat mood found in 2004. The global mining industry is booming due to higher commodity prices in nearly every sector. Other factors include low commodity inventories, China’s strong resource demands, the weak U.S. dollar, the very strong Euro, global uncertainties, an almost overripe investment climate for natural resources and the highest mining exploration budgets in seven years. Even unglamorous commodities, like iron, uranium and zinc, received copious attention in talks, the investors’ exchange, the core shack and in certain hospitality suites. The following impressions were gathered at the convention and enhanced by conference handouts and some abstracts that are available on the PDAC’s Web site, www.pdac.ca. At least 119 papers were presented, almost twice last year’s number.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Simulator technology has advanced to the point where the cost of mining equipment simulators is beginning to make commercial sense. Simulator-based evaluation allows operators or potential employees to be assessed in a pseudo-real environment under surface and underground mining conditions. Simulator training also allows operators to be exposed to emergency and advanced situations such as brake or steering failure or a tireblowout. ThoroughTec, of South Africa, provides simulator equipment to the mining industry. The company’s various packages of simulator products provide an unbiased evaluation score that removes human error from the assessment process. This same evaluation score is also presented at the end of normal training or refresher training sessions. In this way, the simulator helps eliminate bad habits and improve efficiencies.
