Plans for achieving planned production rates at the Red Lake Mine High Grade Ore Zone required that the mine ventilation system be upgraded. Time constraints required that only a site assessment of the mine ventilation system be performed followed by recommendations for providing adequate ventilation conditions at the production zone. This paper describes the engineering assessment, design and commissioning of the ventilation system upgrade for achieving increased flows at the high grade ore zone. The work was successfully achieved with minimal capital expenditures and disruption to the mining cycle.

It wasn't until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

The identification of the real internal rates of return (IRR's) of a project is essential for its economic evaluation. The existing methods for the calculation of IRR's are both cumbersome and unreliable, mainly because of their inability to effectively isolate the real IRR's and incapability of discovering multiple IRR's of even multiplicity. In this paper, a concept of the 'cash flow pattern tree used for isolation of the real IRR's of a project is presented. This concept, combined with the Sturm procedure for counting the real distinct zeros of a polynomial within a specified interval, leads to the development of a method and computer program for isolation and calculation of the real IRR's of a project. The method examines whether or not real IRR's exist, and if they do, isolates them within bounded and narrow intervals in a mathematically founded way. The isolated IRR's, whether simple or multiple, are subsequently calculated either directly or by means of an appropriate approximation procedure. Numerical examples assist the development of the method and the corresponding computer algorithm. Because any Net Present Value treated as a function of interest rate can easily be transformed into a polynomial, the method presented also constitutes a method for finding the real zeros of a polynomial.

Four different types of fire suppression systems were evaluated in large-scale fire experiments to study the effect of air velocity on the effectiveness to extinguish conveyor belt fires. The four different types of suppression systems were water sprinkler, deluge type water spray, and two different dry chemical fire suppression systems. The large-scale fire tests were conducted with 72-in-wide fire resistant rubber belt that met the Mine Safety and Health Administration flame resistant requirement specified in Title 30, Code of Federal Regulations, Part 18, section 18.65 (also known as the 2G Flame Test). Each fire suppression system was tested at air velocities of 500-550 feet per minute (fpm) and 1350-1500 fpm. Two tests were conducted at both air velocities for each fire suppression system. Both of the water-based fire suppression systems were able to suppress the fire to the point that a miner could extinguish it with a fire extinguisher. However, the amount of water needed to suppress the fire to the point where a miner could walk up to extinguish any smoldering belting was greater than the current MSHA regulations require. MSHA regulations only require 10 minutes of water supply to the suppression system. In the test set up neither of these systems would have suppressed the fire had the water been turned off to the system after 10 minutes. The dry chemical suppression systems produced mixed results. Dry chemical suppression system A did not suppress the conveyor belt fire at either air velocity. Dry chemical system B suppressed the fire at 500 fpm air velocity, but produced mixed results at the higher air velocity. Details are presented on the large-scale fire test set-up, arrangement of the fire suppression systems, and conclusions regarding the effect of air velocity on fire suppression system design and performance. This paper is a progress report on the commercialization of using bioleaching for base-metal concentrates. The paper focuses on bioleach processes for recovering copper from chalcopyrite and nickel/cobalt from pentlandite/pyrrhotite. Data is discussed from pilot-plant trials in which an overall recovery >95% was obtained for the bioleaching of copper from chalcopyrite. The pilot plant was operated in closed circuit with solvent extraction and electrowinning circuits for final metal recovery. For the bioleaching of nickel and cobalt from pentlandite/pyrrhotite, an overall recovery of 97% was achieved. Precipitation routines were used to produce a final nickel/cobalt product. The pilot plants were capable of treating a few kilograms of concentrate per day. Prominent features in the design of a 1-t/day (1.1-stpd) copper-bioleach demonstration plant for the treatment of chalcopyrite concentrate are discussed. The plant, which is now under design, will be constructed and operated based on the results obtained from the laboratory pilot-plant campaigns. Issues of scale-up for the demonstration plant, together with integration into upstream and downstream processing, are also addressed. Independently derived capital and operating costs are presented for a possible commercial plant. These cost studies indicate the principle economic issues in considering the application of bioleaching to the extraction of base metals. The benefits of bioleaching complex concentrates that are not amenable to physical beneficiation and economic treatment by conventional smelting are highlighted. Issues, such as the environmental aspects, that illustrate the benefits of bioleach technology are given.

For many years, the Machinery Division of Dravo Corporation has been designing and constructing bins and hunkers as part of overall plant facilities. We have designed bins to handle a variety of materials including coal, coke, iron ores and concentrates, sintered and pelletized ores, calcined and raw limestone, bentonite, alloys for BOF shops, and even cast iron chips from machining operations. We, along with everyone else in this business, have had our bin problems. The bins either plug, rathole, segregate, wear out, flood the discharge device, or overload it. Surprisingly, sometimes they have worked. As engineers, it has long concerned us that something as important as bin design should be so imprecise and that it has been so conspicuously avoided in research and in literature. In past years, rule-of-thumb design criteria had been to keep the sides of the bins as steep as possible and the outlets of the bin as large as possible. This criteria led to the design of bins with 600 to 700 side slopes and table feeders which were very large. Unfortunately, this meant trying to fit tall, skinny bins into a layout where minimum building height was required for obvious economic reasons. Like everyone else in the industry, we found that this design procedure was expensive and ineffective.

AVAILABLE MACHINES Machines discussed in this section include only rubber tire mounted kerf cutting machines of a self¬propelled electrically powered design. Such machines handle bars up to 4.6 m (15 ft) in length, cutting kerfs of from 115 to 191 mm (4.5 to 7.5 in.). The basic design concept of all machines currently in production is very similar. The chassis features dual driving wheels on the cutter-bar end, fixed directly to the main frame. The steering wheels on the outby end of the frame are articulated in some manner to keep all four wheels on the floor over uneven bottom. Machine power for tramming, and all other functions except powering the cutting chain, is furnished from a pump motor that drives the specific pump or pumps required by a given machine. The cutter chain is driven through a mechanical drive train from a separate electric motor having no duty other than driving the chain. The general arrangement of a cutting machine is shown in Fig. 1; two types of machines, with their specifications are shown in Figs. 2 through 5. A hydraulically powered cable normally is included to eliminate the need for manual cable handling and make this a one-man machine. A bug duster, though optional, is needed for most applications. The bug duster is an hydraulically driven scroll conveyor located directly behind the cutter chain drive sprocket. Its function is to move the cuttings away from the sprocket to prevent them from packing up in this area and consuming a lot of machine power to further pulverize them. Available machines vary from models 610 mm (24 in.) high that can cut horizontally only from 203 mm (8 in.) below ground line to 229 mm (9 in.) above, to machines 1143 mm (45 in.) high that can cut in any plane from 178 mm (7 in.) below the ground line to 3.7 m (12 ft) above it. Most currently manufactured machines fall in the 17 200 to 20 400 kg (38,000 to 45,000 lb) weight range, but can be dis¬assembled for underground installation where weight and size are a problem. Maximum teardown results in all pieces having a weight of 5400 kg (12,000 lb) or less and a size allowing passage through a 1.2 x 2.1-m (4x7-ft) opening. Further reduction in either size or weight of the parts becomes a serious problem. Machines currently being manufactured are avail¬able for use with power supplies of 250 v dc; 500 v dc; 440, 550, or 950 v ac (60 Hz). Also available are machines for use on 415, 500, and 950 v 50 Hz. De¬signs to allow operation on other voltages of either 50 or 60 Hz can be made available without any serious problems. As of September 1977, a typical medium-seam ma¬chine without the extra options needed for unusual conditions, but fully equipped to operate, was selling for about $185,000. Hard-rock phosphate was formerly the chief source of all phosphate in Florida. Its mining began as early as 1883 or 1884, reached a peak level in 1907 and ceased in 1966. Production began and ended in the Dunnellon area (Marion County). Nearly all the hard-rock was exported because its P205 value per unit weight is generally more concentrated than that of other phosphate rock. Maximum production, achieved in 1907, was greater than 600,000 tons; the total value for that year was more than $4,000,000. The Florida hard-rock phosphate, considered to be of middle Miocene to early Pliocene age, has an intermittent narrow, linear northwest-southeast trend. The Ocala uplift controls the phosphate distribution for more than 200 miles. Other known, isolated hard-rock areas appear to be related to minor folds on the Ocala uplift. The hard-rock phosphate deposits are a heterogeneous mass of sedimentary fluorapatite, chert and quartz with textures ranging in size from clay to boulder, and in thickness from 0 to 40 feet. Phosphate compounds, principally fertilizers, have been in oversupply since before 1968, but by the middle 1970's some experts forecast a supply-demand balance. A brighter future for exploitation of Florida hard-rock phosphate depends upon one or more of these factors: 1) depletion of present premium grades (74 percent BPL and above) of land-pebble; 2) cheaper electric power from nuclear generators for profitable electric furnace operation; 3) supply and price of sulfur; 4) manageable rail-water transportation costs; 5) development of less costly mining and separation methods; and 6) minimum competition from high-grade foreign phosphate.

In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today's common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

Cementitious seals are made of foamed cements with strength ranging from 100 to 600 psi. These cementitious seals are usually used at locations where the seal will be subjected to some convergence, assuming that this material can absorb entry closure without compromising the structural integrity of the seal. Prior to 2006, Lake Lynn Experimental Mine (LLEM) conducted full-scale tests on various cementitious seals designed to meet or exceed the 20-psi horizontal static load requirements of the old 30 CFR1 75.335. Both hydrostatic and dynamic loading tests were conducted. The structural response (pressure and displacement readings) obtained from these tests were recorded. The stability of the cementitious seal is based on balancing the load applied to the face of the seal from the explosion against the shearing resistance at the seal/rock interface. Therefore, the properties of the seal/rock interface, such as stiffness, cohesion, friction, etc. are critical to determine the stability of a cementitious seal. These properties are usually assumed by the researchers in their models. This paper emphasizes the importance of having the correct properties of seal/rock interface in the numerical modeling. FLAC 3D models were developed to simulate Celuseal2 cementitious seals subjected to both hydrostatic and dynamic loadings. Using the hydrostatic and dynamic loading test data conducted at LLEM, the static and dynamic properties of the seal/rock interface were back calculated. The FLAC 3D models showed good agreement with the test results.

The modem open pit-heap leach operation by Pegasus Gold Ltd. at Zortman and Landusky in Phillips County, Montana, is a new chapter in the mining of gold in these districts. The discovery of bulk tonnage ore bodies and their development and ultimate production was based on a long history of mining and exploration in that part of Montana. Gold was originally discovered in the Little Rocky Mountains as placer deposits by Pike Landusky and Lou Myers. This discovery in the 1880s was not significant, but Pike Landusky continued prospecting for lode deposits, and he eventually located the Gold Bug and Little Ben, two of the larger Au-Ag producers in the district. Eventually two camps, Landusky and Zortman, grew in the LittleRocky Mountains. By the time Landusky was killed in 1894 by Kid Curry, the district was still a discontinuous small producer. Steady production commenced in 1907 with the organization of the August Gold Mining Co. Eventually high grade ores on specific veins were exhausted by selective underground mining and the district was idle by May 1942. After World War II in the early 1950s. E.A. Scholz tried to continue selective underground mining, but he realized the stockworks surrounding the larger veins constituted bulk tonnage targets. Ultimately in the 1976- 1979 period he organized two exploration efforts, one each for the Landusky and Zortman areas, and brought these into production as the Argo and Pegasus gold mines. By the time of his death, Apr. 8, 1980, both operations were producing gold. Later the two companies were merged as Pegasus Gold Ltd. Upon the death of Scholz, V.F. Hollister continued as the geological consultant, Ed Roper was engaged as general manager, and J. J. Crowhurst was given the responsibility of executive vice president. The discovery of open pittable ores and the application of heap leach technology was important in the development of mining. Both contributed to the low cost operation that continues to this day. The attached article by L.M. Rogers, then chief geologist, and M.S. Enders, his assistant, describes the geology of the deposit. It was presented at the Northwest Mining Association meeting in 1982.

The paper covers mining operations and preparation of the ore prior to metallurgical treatment in the Process Plant. Mining operations are primarily concerned with the delivery to Ore Preparation of a balanced ore feed within fairly rigid specifications as to both ore type and chemical analysis. The mining method, systems of geological and engineering control, and the equipment employed are therefore reviewed in this context. In Part One of the paper the physical and geological characteristics of the orebodies, including the varied nature of the ore itself, are first described. Orebody evaluation, the calculation and classification of ore reserves, mining planning and forecasting to ensure continuity of production are covered, and the particular problems presented by sampling, the erratic distribution of ore values and the variation in the density of the ores are also mentioned. Mine design and ore excavation practice are described, together with the way in which they have evolved with recent developments in modern mining equipment. In Part Two of the paper, a detailed description of the Ore Preparation plant is given, centred around the concept of rubbling as a means of separation of the barren hard boulders from soft lateritic ore. Ore blending and ore reclamation operations are explained followed by a detailed description of the drying and crushing plant. The importance of the control of moisture content and ore sizing in the feed to the metallurgical plant is emphasized.

Pumice and volcanic cinder are volcanic rocks characterized by a cellular structure. They are formed as gases (primarily water) dissolved in molten rock, or magma, exsolve to generate a froth that cools and solidifies into rigid foam. The cells or bubbles are referred to as vesicles and they range in size from a few thousandth of a millimeter to several centimeters. Due to their vesicular character, both pumice and cinder have lower density and higher porosity than most other rock types, and, as the vesicle walls are broken, sharp cutting edges are continually generated. These properties are the basis for their commercial value as lightweight aggregates, insulators, absorbents, and abrasives. There is a certain imprecision in the terminology applied to volcanic products, reflecting to varying degrees the diversity of volcanic rocks, the relative youth of volcanology as a distinct field of study, and customs and practices of commercial trade. In general terms, pumice is light colored (white, gray, pink, pale yellow, or brown) and highly vesicular, usually with vesicle walls that are visibly glassy. Many pumice fragments are light enough to float on water. Pumice is readily cut by steel tools and some can be crushed by hand. Individual pumice fragments may range from 1 or 2 m in one dimension to c1 mm. Commercially, finer fragments are called pumicite or volcanic ash. In volcanology the term ash refers to any fragment c2 mm in size regardless of its composition. Cinder, or scoria, is dark colored (black, red, brown) with thick vesicle walls that appear dull or stony and that may exhibit iridescence. Cinder typically is heavier than pumice and has a higher crushing strength. In volcanology the term scoria refers to dark vesicular material throughout a wide size range while it is common commercial practice to use scoria for larger fragments (usually greater than 2.5 cm) and cinder for smaller fragments. GEOLOGY Composition and Physical Characteristics Most pumice is silicic ranging from 60 to 70% SiO2, that is, dacitic to rhyolitic in composition. Pumice of less silicic composition, including basaltic, occurs but it is less common and does not have extensive commercial use. Scoria and cinder are typically basaltic to andesitic with approximately 50 to 60% SiO2. Pumice and cinder may contain phenocrysts of feldspars and various ferromagnesian minerals that crystallized in the magma prior to eruption. Fragments of rock through which the magma has passed may be entrained in the melt and wall rock may be fragmented and admixed during an explosive eruption. Some scoria particles have lithic fragment cores. Phenocrysts and lithic fragments are relatively unimportant in cinder end uses but their presence may be detrimental in certain pumice products. Pumice typically has vesicles <1 mm in size separated by thin walls. Vesicle shapes include irregular, spherical, elliptical, and elongate to the point of being tubular with a silky appearance (Fig. 1). In some pumices, the vesicles are interconnected making the fragments permeable and highly absorbent; in others the vesicles are isolated forming a highly porous but very impermeable pumice. Floating masses of pumice fragments from the eruption of Krakatoa in 1883 were reported in the Indian Ocean for up to two years after the eruption. Vesicles in cinder are larger and range from spherical to highly irregular in shape with much thicker walls and abundant interconnections. Scoria and cinder are typically heavier, porous, and do not float. Density and hardness of pumice must be expressed precisely to avoid confusion. Density may refer to the glass itself, the apparent density of the vesicular pumice particle, or the bulk density of pumice in a deposit or in a product. Pumice glass has a specific gravity of 2.5 or more depending on its composition. Pumice fragments typically have a specific gravity of 4.0 and so will float on water, at least until enough vesicles are saturated to cause them to sink. Expressed as density, pumice fragments typically weigh less than 1 g/cm3. Depending on moisture content, particle density, and particle size distribution, the bulk density of pumice typically ranges from 500 to 700 kg/m3. Typical bulk densities of cinder range from 700 to 900 kg/m3 for material used as lightweight aggregate while the bulk density of cinder used for highways and railroad ballast may be considerably higher. Hardness in pumice may refer to the glass vesicle walls, possibly including crystals or lithic fragments, or to the apparent hardness of the particle as a whole, which is more a measure of the strength of the vesicle structure. Pumice glass typically has a Mohs hardness of 5 to 5.5. A pumice particle may have a much lower apparent hardness and be easily cut with a knife or steel saw because the vesicle walls break readily. Pumice and cinder are primarily pyroclastic deposits formed as fragmental products of volcanic eruptions. Several classification - systems differing in various details have been proposed for pyroclasts and pyroclastic deposits based on particle size (Fisher, 1961, Schmid, 1981, Cas and Wright, 1988). Generally, particles >64 mm are referred to as blocks or bombs depending on their shape. Particles between 64 mm and 2 mm (4 mm in some schemes) are called lapilli and smaller particles are called ash. These names may be modified by compositional terms, for example pumice lapilli or scoria lapilli. Most commercial deposits are composed of fragments in the lapilli size range. In the United States, pumice fragments having one dimension of 5 cm or more are legally defined as block pumice. The procedures for acquiring pumice from federal land are determined in part by this definition and are described in a later section.

After recalling the principles underlying fire-damp flow in coal and the essential part played by permeability (Darcy&apos;s law) in the intensity of flow, a few theoretical and experimental results showing the possible causes and range of variation of coal seam permeability are presented. The study of firedamp flow into gate roads and of residual gas concentrations in coals as a function of the gate road distance, shows that, in French mines, coal seams in a virgin zone have a very low permeability, but they become permeable when destressed by mine workings, in particular overlying workings. This is the case not only in the fractured zone round a mine excavation in which the gas is released, but also beyond the limit of the zone degassed by the excavation. In the floor of flat seams, upward boreholes can be used for predegassing seams that have been relaxed but not degassed, as the result of an overlying coal face. In this respect we shall describe the predrainage experiment carried out in the Marienau district of the Lorraine coalfield. Predrainage can contribute considerably to the reduction of methane emission in the ventilation of newly opened longwall faces. But to be efficient and useful predrainage should meet certain conditions.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia&apos;s political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax&apos;s interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company&apos;s initial efforts thus focused on working with the Soviet Union&apos;s Northeast Geologic Expedition, the then government agency for exploration and geology in Russia&apos;s Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. Uranium exploration in the Powder River Basin of northeastern Wyoming has been intensive since 1966 and in 1968 produced significant discoveries of reduced uranium ore by Humble Oil & Refining Company and others. Substantial reserves have been established in the area. High-grade carnotite ore was discovered in 1951 near Pumpkin Buttes in the central part of the basin (Fig. 1). Other mineralized areas were soon established from Pumpkin Buttes south to Monument Hill and Box Creek. Total production from these shallow oxidized deposits in the lower Eocene Wasatch formation was small. The AEC reports total production of 520,000 tons of ore averaging 0.19% U3O8. SUMMARY AND CONCLUSIONS The Highland ore deposit, discovered in 1968, is a large uranium occurrence located in the southern part of the Powder River Basin. Uranium mineralization consists of sooty, black uraninite and coffinite coating sand grains and is concentrated along the margins of Tertiary fluvial sandstones. Uranium was transported by oxidizing solutions roving through the buried sandstones and spreading into less permeable channel-edge sandstones to form typical rolls and tabular deposits. Unaltered sandstones are light gray to gray-buff where the sandstones have been oxidized, the colors are various shades of red, yellow, and yellowish brown. An Oligocene tuffaceous source for the uranium is proposed; however, leaching of the arkosic and tuffaceous host sediments may also have provided a source.

Companies have installed powerful desktops for their personnel and instrumentation and control systems in their plants. These desktops are, in many cases, connected to a company intranet. Still, process engineers have to obtain their data manually. Engineers use process calculations from manually calculated averages from the plant; field operators collect equipment data on log sheets; and maintenance engineers collect critical information on log sheets. All of this information resides in individual machines. What are the strategic tools that will enable collaboration between them? How can operators, engineers, and managers access plant information to proactively increase their effectiveness in process troubleshooting, plant debottleneclung, aligning with business strategic and customer demand, satisfying environmental and safety regulations, developing capital projects, and implementing control strategies? A nonintrusive environment at the desktop is required to provide the process information to these workers. How can value be added to MS Windows technologies with the legacy systems at a minimum cost? There is no straight answer; however, there is a proven framework to leverage the large investments in new technologies. Objects and components are changing the way everyone relates to their computer and networks. Three examples will be described to demonstrate paradigm change. Today, process engineers can access data at the required level of detail for analysis of critical process variables at their desk or remotely. 1. Process Troubleshooting and Analysis: The engineer can develop an inferential calculation, trigger a process advisor to deter- mine the behavior of the units for the last day, and get the population of a set of batches (heats, blocks, rolls, sheets, etc). 2. Process Control and Optimization: The engineer can connect to a process simulator at steady state or a dynamic simulator of the process to evaluate new control strategies or process unit line-ups and use the process simulator as a process observer for fault diagnosis. 3. Collaboration with Accounting and Maintenance: The engineer can review reconciled data and the process mass balances, suggest maintenance cleaning or recalibration of flowmeters, and evaluate key control performance of all advanced controls.

Dams are constructed to retard the flow of water or debris; therefore natural forces are constantly at work to remove such obstructions. To circumvent nature and avoid expensive trouble with a dam requires thoughtful far-sighted planning, careful construction control and vigilant periodic inspections to detect and repair deterioration at its inception. Although the factuality of the foregoing statements is apparent, all too many have failed to consider them in the past as will many in the future. "The economic, but safe construction of dams calls for the highest order of technical knowledge, practical experience and sound judgment." (1)

"Historically there have been a number of different hypotheses and empirical models developed in an attempt to describe the nature of fracturing above longwall panels in underground coal mining. The motivation for such models varies, ranging from understanding the impact of mining on surface subsidence to back-analysis of caving behaviour in the immediate roof behind the longwall face. One of the most critical motivating factors that is taking on increased importance in many coalfields is the need for better understanding, and hence prediction of the impact of mining on overlying strata, particularly strata units acting as aquifers for different groundwater horizons.This paper reviews some of the major prediction models in the context of observed behaviour of strata displacement and fracturing above longwall panels in the Southern Coalfields of New South Wales, south of Sydney. The paper discusses the parameter often referred to as “height of fracturing” in terms of the critical parameters that influence it, and the relevance and appropriateness of this terminology in the context of overlying sub-surface subsidence and groundwater impact. The paper proposes an alternative terminology for this parameter that better reflects what it is and how it is used. The paper also addresses the potential role of major bedding shear planes mobilised by mining and their potential influence on overlying subsidence and groundwater interference.INTRODUCTIONKnowledge of the detailed nature of rock deformation and failure above any form of large-scale underground mining is always going to be limited to interpretation from a very incomplete set of data. It is extremely difficult, if not impossible, to directly measure the detailed nature of the rock failure, fracture networks, and deformational behaviour above an extracted mining area. Limited techniques such as borehole extensometry can provide some evidence of relative or incremental deformation in the direction of the borehole (usually vertical). However, such data cannot assist below the horizon where full caving has caused major rotation and dislocation of rock blocks and effectively destroyed the instrumentation borehole. Above such a horizon, the data is only valid along the axis and in the direction of the borehole, and to the level of detail defined by the extensometer anchor spacing intervals. It is often also restricted by major shear planes intersecting the extensometer borehole and cutting off the instrumentation below the level of the shear horizons."
