It can systematically assess if the control and management systems designed for protection of sensitive ecosystems are adequate. The results of the assessment can help to identify key elements in the project that pose higher risks due to uncertainties in design. These assessments can then be used to make recommendations to further manage and reduce risks as the project is developed. QUALITATIVE RISK ASSESSMENT The general principles of a risk assessment are well summarized by Kaplan and Garrick (1981): "In analyzing risk we are attempting to envision how the future will turn out if we undertake a certain course of action (or inaction)." Fundamentally, therefore a risk analysis consists of an answer to the following three questions: What can happen? (i.e. what can go wrong?) How likely is it that that will happen? If it does happen what are the consequences?" Risk assessments can be performed using various levels of sophistication depending on the amount and accuracy of data available. A qualitative risk assessment uses descriptors throughout to express the level of risk. The definitions of the descriptors are presented in terms of the magnitude or concentration of contaminants. The results of a qualitative risk assessment can be used to: a)Document the evaluation and decisionmaking process. Although differences of opinion may exist about the definitions of the descriptors, the process is well-documented; b)Express the relative risk associated with specific activities or design elements; and, c)Select those failure modes or release mechanisms that may result in significant risks. These mechanisms can then be further developed in quantitative risk assessments. A qualitative risk assessment can be performed in a systematic approach using four steps (Van Zyl, 1987): A qualitative environmental risk assessment can be used to describe the risks associated with the development of a new mine and to make an evaluation of the adequacy of its design for environmental protection. The relative magnitude of risk associated with selected failure modes and exposure/consequence scenario assessments is the final result of a qualitative risk assessment. These failure modes are based on site specific areas and components, and mining and construction phases. The four steps of a risk assessment (hazard assessment, exposure assessment, consequence assessment, and risk characterization) are used in the development of a qualitative risk assessment. Relative magnitudes (using a five point scale of negligible to high) for each step, can be quantified in a qualitative risk assessment. Development of the descriptors for the relative magnitudes in each step is a very important part of a qualitative risk assessment. The success of a qualitative risk assessment depends on the adequacy of the information base and the subjective judgements made in each step. The quality of the risk assessment is, therefore, dependent on the experience of the assessors. A mining project in a sensitive coastal environment is presented as an example to demonstrate the application of a qualitative risk assessment. INTRODUCTION Environmental impacts from mining operations have been a significant factor in the last century. This was especially the case prior to the development of a better understanding of environmental processes and the potential impacts of acid rock drainage (ARD), and associated heavy metals, or the uncontrolled disposal of tailings and waste rock (Smith, 1987). Much care has been exercised over the last two decades in designing and operating mines to limit the environmental impacts as far as possible. All new mines are specifically designed with mitigative methods to manage such potential environmental impacts. Attention is directed to ARD impacts, safe disposal of mine waste rock and tailings, transportation and storage of chemicals and fuels, and final reclamation. A qualitative risk assessment can be used to address all project systems and activities that may potentially pose a risk to the environment.

INTRODUCTION Hydraulic fracturing was applied in horizontal drill- holes in the Salado salt formation near Carlsbad, New Mexico. Tests were performed approximately 650 m be- low surface to validate the design of a Waste Isolation Pilot Plant (WIPP) for the disposal of radioactive waste from defense activities of the United States. Hydraulic fracturing was performed primarily to determine whether the virgin in situ stress state at the WIPP site is isotropic and whether the magnitude of the virgin in situ stresses corresponds to the weight of the overburden. Beyond these limited objectives, however, measurements are now being reviewed to evaluate the usefulness of hydraulic fracturing in salt formations in general. Such measurements are desirable to determine stresses induced by mining and to monitor time-dependent stress changes around underground excavations in salt masses. Hydraulic fracturing was chosen because it is the only technique that can be readily applied in virgin ground far from existing mine openings. The method also appeared to yield directly the magnitude of the least compressive principal stress, regardless of the mechanical properties of the rock mass. A knowledge of the least principal compression was deemed sufficient to establish the isotropic character of the virgin in situ stress field under two conditions: (1) the Salado formation was mechanically isotropic, i.e., the fracture toughness did not vary normal and parallel to bedding so as to permit preferred fracture paths, and (2) pressure measurements were combined with determinations of the orientations of hydraulic fractures and, more generally, with observations of the characteristic hydraulic fracture patterns. The latter was possible by locating the drillholes for hydraulic fracturing along the axes of drifts that were mined several months later. The success of general stress measurements by hy- draulic fracturing of salt subjected to anisotropic stress conditions was and remains less certain. While the smallest in situ compressive stresses should still be equal to instantaneous shut-in pressures, there may not exist any unique relationships between the greatest and intermediate in situ principal stresses on one hand and the primary breakdown and fracture reopening pressures on the other. This problem would be a consequence of stress relaxation due to salt creep around any drillhole in which hydraulic fracturing tests are conducted. Moreover, lab- oratory measurements suggest that creep and stress relaxation could be so rapid that it might not be possible to interpret the measurements for anisotropic stress conditions even if hydraulic fracturing were performed as soon after drilling as possible. The primary objectives of the stress measurements in the WIPP were met by combining hydraulic fracturing tests with finite element analyses of the effects of salt creep, observations of hydraulically induced fracture pat- terns, and laboratory hydraulic fracturing tests on oriented core. In situ hydraulic fracturing tests in long drillholes were preceded by several trial tests to establish the best test methods and to demonstrate that salt could be fractured. The resolution of anisotropic stresses and special problems, e.g., in the identification of instantaneous shut-in pressures, are currently being addressed in hydraulic fracturing tests in a mine pillar, in tests following different delays between drilling and fracturing, and in tests with different frac fluids. This paper will review the main results of the analyses above and of one group of hydraulic fracturing tests at different distances from existing excavations. The paper will conclude with a brief description of the geometry of the hydraulically induced fracture patterns. Because of space limitations, it will be assumed that the reader is familiar with hydraulic fracturing or will first consult other sources (e.g., Cleary, 1980; Gronseth and Detournay, 1979; Zoback and Haimson, 1983; Nemat-Nasser et al., 1983; Kim et al., 1984)

Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. Unlike the previous period of growth, however, this period was short-lived. The imposition of Executive Order L-208 in 1942 once again forced the shutdown of most mines. Introduction The recent development of rare earth permanent magnets has revolutionized the field of magnetic separation. The advent of rare earth permanent magnets in the 1980s provided a magnetic product that was an order of magnitude stronger than that conventional ferrite magnets. This allowed for the design of high-intensity magnetic circuits that operated energy free and that surpassed electromagnets in the strength and effectiveness. New applications and design concepts that focused on the mineral and metal processing industries have evolved. This technology led to the development of various magnetic separators specifically designed for mineral processing applications. Applications that were not previously considered are now being used in primary mineral upgrading, recycling and secondary recovery. Historical perspective Lodestone was the first naturally occurring permanent magnetic material known. Lodstone was most likely used to upgrade iron ore by early civilizations. By the 1600s, the early magnet technology had advanced to quench-hardened iron-carbon alloys. The practical significance of magnetic separation was formally recognized in 1792 when an English patent was issued for separating iron ore by magnetic attraction. By today's standards, carbon steel is a very poor magnet material. It is easily demagnetized and has a very low energy product of much less than I MGOe (Million-Gauss-Oerstads). This was state-of-the-art technology for almost 300 years until chromium was added to magnet feedstock, which resulted in a three-fold increase in the energy product. The well documented addition of cobalt to permanent magnets in 1917 initiated the 30-year era of "Alnico" magnets that at the time provided a superior magnetic energy product. Since then, the science of magnetism has advanced rapidly and is now considered a highly developed branch of physics and material science. Permanent magnets have had an extremely long history. Figure 1 presents a chronology of permanent magnets that illustrates the increase in energy product. Amazing developments in material science have taken place in the last two decades. The gradual advancement of permanent magnet technology was shattered in 1967 with the initial development of samarium-cobalt (rare earth) magnets. Since that time, the advent of neodymium-boron-iron magnets provided such an increase in energy product that new design concepts were considered. New avenues of study were introduced by the complexities in the material science and physics involved in describing these new permanent magnets. Furthermore, applications for permanent magnets that were previously not considered were now viable. Rare earth elements Rare earth elements have claimed the attention of scientists for the past century. These elements were originally termed "rare" because they were thought to be quite scarce. Since then, however, geological studies have shown them to be relatively abundant. The discovery and identification of rare earth elements is complicated by the inherent difficulties in separating them from each other. The rare earth elements comprise the fifteen transition elements of Group IIIB, Period 6, of the periodic table. These elements extend from lanthanum to lutetium and are commonly called the lanthanide series. Samarium and neodymium are the two most common elements used in the commercial manufacture of rare earth permanent magnets. Commercial grade rare earth magnets There are only a few common types of rare earth magnets that are considered in the circuit design for magnetic separators. Early rare earth magnets of commercial significance (introduced in 1970) consisted of the first generation of sintered SmCo5. The energy product of these magnets ranged up to 23 MGOe, which provided the initial impetus to the field of high-energy permanent magnets. Although these magnets did not produce the extremely high magnetic field strengths of current rare earth magnets, they were relatively temperature stable. Containing 66% Co, they are the most expensive of the basic commercial rare earth permanent magnets. Their use is limited today because they are being replaced by second and third generation rare earth permanent magnets.

As Edward E. Runyan, 1983 AIME President, in an interview excerpt in ME, June, p. 607, stated, "...the AIME Transition Committee has recom¬mended to the AIME Board that each Constituent Society be allowed the option of separate incorporation, whereby each could become its own separate legal entity." Background The American Institute of Mining Engineers (AIME) was formed in 1871 by 22 engineers in Wilkes-Barre, PA. Although originally a mining organization, it became a home for metallurgists, iron and steel industry people, and for the individuals in the expanding petroleum engineering profession. There are now four Constituent Societies: Society of Mining Engineers, located in Littleton, CO, 29,000 members; Society of Petroleum Engineers, located in Dallas, TX, 47,500 members; The Metallurgical Society, located in Warrendale, PA, 10,000 members; and Iron and Steel Society, located in Warrendale, PA, 6,500 members. Each of the four groups has grown and continues to serve the specific and/or diverse needs of its membership. As the needs and requirements of their industries and professions change, each of the Societies has perceived and initiated programs that serve their constituency rather than AIME as a whole. Therefore, each Society has recognized an increasing need for autonomy to better augment their own programs. An AIME Ad Hoc Transition Committee, with Robert Merrill, AIME Past President, as chairman, made a number of recommendations pertaining to AIME operations that were approved in October 1982 by the AIME Board of Directors. One of the recommendations was to endorse separate incorporation of the Constituent Societies on an individual-society-option basis. The AIME Board commissioned a task force of Constituent Society representatives to develop specific revisions to the AIME Certificate of Incorporation and the AIME Constitution and Bylaws. This was done to allow separate incorporation and to reflect the decentralized structure of the Institute. The SME-AIME Board of Directors subsequently approved the recommendation of SME Working Party #69 that SME pursue separate incorporation. Meanwhile, Working Party #69 continues to work with the other Constituent Societies and with the AIME Task Force on Reorganization to determine the form and substance of the separate incorporation. Why Incorporate? George Webster in The Law of Associations quoted Chief Justice Marshall's (1819) definition of corporation as: "A corporation is an artificial being, invisible, intangible, and existing only in contemplation of law. Being the mere creature of law, it possesses only those properties which the charter of its creation confers upon it, either expressly or as incidental to its very existence. These are such as are supposed best calculated to effect the object for which it was created." SME-AIME attorneys, Davis, Graham & Stubbs, have pointed out that the status of an organization operating as an unincorporated association is always unclear. At present, SME-AIME administers assets of almost $3.5 million (mainly property and inventory) but technical ownership and ability to enter into contractual relationships resides with AIME. However, the operation appears to outsiders (particularly those with whom SME-AIME does business) to be an independent operation which would be expected to be a legal entity in its own right. Advantages of Incorporation Liability. Because of legal ownership by AIME of all assets of the Constituent Societies, those assets are subject to the claims of any of the creditors of AIME or any of its constituent parts (i.e., the other societies). Liabilities can be those usually encountered in business but also encompass special risks, which could develop if there were a careless and erroneous publication of material that might be used in practice or if standards are improperly established. Comments Summary It is very interesting to review the technical changes which have occurred in the industrial practice of minerals flotation over the past two decades. In 1972, worldwide industrial flotation was dominated by 'mechanical' flotation machines having an individual cell volume less than 500 cu.ft. Manufactures, such as DENVER Eqpt. Co., OUTOKUMPU, WEMCO, GALIGHER (AGITAIR), AKKER, and later DORR-OLIVER, produced flotation machines featuring a mechanical rotating impeller which served to mix pulp and air, prior to flotation, and to keep the solid ore particles in suspension. While sharing this common mechanical impeller feature, the machine design of the various manufactures differed in detail; particularly in regard to the vertical location of the impeller in the cell and the means by which flotation air was brought into contact with the pulp within the rotor mechanism. A review of the existing technical literature in 1972 would identify academic research studies, particularly at Columbia University (N. Arbiter, C, Harris ...) aimed at comparing flotation cell design concepts, of the various machine manufactures, on a hydrodynamic basis. These research studies were confined to very small, laboratory bench size, flotation machines, and the benefits of incorporating hydrodynamic considerations in the scale-up of the existing 300 cu.ft. mechanical flotation technology to larger cells was not commonly practiced industrially. Technological advances in minerals flotation, over the past two decades, have been influenced by a variety of economic factors including the increasing development of lower grade ore bodies, the attractions of producing a higher grade final concentrate, and the economy of tails retreatment to improve overall plant recovery performance, and flotation system “optimization" became increasingly important through the 1970-80 time period. The trend toward processing lower grade ores led to higher tonnage mill operations, and stimulated the development of the very large capacity mechanical flotation machine for roughing and scavenging duty. In 1972, the 500 cu.ft. size flotation machine was being pilot tested and introduced to the industrial market. Today, 1993, individual cell volumes of 1500-3000 cu.ft. are operating successfully throughout the world, and well planned plant test programs have concluded that the very large flotation machine can achieve the same metallurgical performance level of its smaller predecessor. The large flotation machine development record clearly credits the incorporation of internal cell hydrodynamic considerations in guiding the scale-up of the mechanical flotation machine to large sizes. This guidance eliminated, or reduced significantly, costly in-plant prototype machine changes which increase Dramatically with increasing flotation machine size. Early in the 1980's, at approximately the time that flotation machines in the 1500 cu.ft. class were being introduced into the market, it became evident that the availability of the very large mechanical flotation machine brought with it the need for a systematic means to "optimize" the flotation system by relating flotation cell size, row length (i.e. number of cells per row), and flotation rougher, scavenger, and cleaner system configuration to the economic objectives of the concentrators' operating management. Flotation system optimization consists of quantifying the flotation process performance using a suitable model which relates the kinetic response of the trace specie and the gangue material to the cell overflow, and produces a numerical relationship between product grade and value recovery. The computer analysis technique has proven to be an invaluable tool in determining the kinetic model coefficients which characterize a given application, and is also used to apply the resulting model to a proposed minerals beneficiation situation seeking to "optimize" the flotation system by relating metallurgical grade-recovery performance, flotation cell size, and circuit arrangement, to plant space, installation, and operating costs. It is interesting to note that these same computer based kinetic flotation analysis techniques can be easily applied to quantitatively evaluate the effect of different chemical reagent strategies, and flotation air transfer, on process performance for a variety of candidate feed ore types.

Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. INTRODUCTION Since Canada commenced sulphur exports in the early 1960's, the volume of exports has grown steadily and by 1984 Canadian sulphur accounted for 45% of internationally traded sulphur. In 1984 a total of 7.6 million tonnes of Canadian sulphur was shipped to offshore markets and the U.S.A. Total shipments, including domestic sales, were 8.3 million tonnes. With a production of some 5.6 million tonnes, inventory was drawn down by nearly 3 million tonnes in order to keep pace with demand. Since 1979, world consumption has exceeded total world production and Canadian sulphur inventory has played a truly crucial role in balancing world supply and demand. Consequently, by the end of 1984 the Canadian inventory, which stood at 21 million tonnes in 1978, had been almost halved to 12 million tonnes. This inventory, however, is still by far the largest in the world and will continue to play a vital role in the world supply until expected depletion around 1990. Canada is the world's second largest producer of sulphur following the U.S.A.. The Current production level of between 5 and 6 million tonnes per annum is forecast to be maintained to 1990 with only a marginal fall in that production level in the following decade to the year 2000. This will ensure that Canada retains its position as one of the largest producers and most important suppliers of sulphur in the world market well into the future. CANADA AS WORLD SUPPLIER OF SULPHUR Since Canada commenced sulphur exports in the early 19601s, exports have grown steadily. (Figure 1) The rate of growth accelerated in recent years and in 1984 a total of 7.6 million tonnes was sold for export, compared to 3.0 million tonnes in 1975 and less than 1 million tonnes in 1964. World trade in sulphur also increased during this period, from 11 million tonnes in 1975 to 17.0 million tonnes in 1984 (Figure 2). Most of this increase in volume was accounted for by Canada and Poland. As a result, the importance of Canada as world supplier expanded from 28% in 1975 to 45% in 1984. The markets for Canadian sulphur can be divided into two broad categories, i.e., solid and liquid (Figure 3). The solid market is the largest, taking about 70% of Canadian output, virtually all of which is sold offshore. The U.S.A. and the Canadian domestic market take about 20% and 10% respectively, in liquid form. In 1984, (figure 4) total Canadian sulphur sales exceeded 8 million tonnes with offshore export sales at a record 5.8 million tonnes and sales to the U.S. of 1.8 million tonnes. Domestic sales accounted for only 0.7 million tonnes. The general trend for offshore export sales has been upward whereas there has been relative stability in domestic sales. The exceptional growth in offshore sales in the 1970's necessitated considerable capital investments by the industry in order to establish a logistics system capable of handling increasing offshore tonnages. Over 50 sulphur plants are currently operating in Alberta and British Columbia. Some of these are connected by rail, (Figure 5) the balance being generally connected by road. There are currently fourteen of the larger rail-connected plants designated as export plants, and these are equipped with sulphur forming facilities. The long distances between these plants and tidewater terminals in Vancouver is a very significant factor in complex logistics of Canadian offshore sulphur exports (Figure 6). Alberta and B.C. plants are located an average of 1,400 kilometers from tidewater.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. General History The first jaw crusher in the US was patented about 1830, but the Blake crusher that has maintained a substantial advantage over other types was invented in 1858 by Eli Whitney Blake. For going on 150 years the jaw crusher has been an invaluable machine; even today, when gyratory crushers have assumed most of the burden of crushing large tonnages of large rock and ore, the jaw crusher has a firm place in the mining industry. It is interesting that soon after the invention of the Philetius Gates gyratory crusher in 1881, a contest between the first No. 2 Gates and Blake jaw crushers of equal gape showed the gyratory to be 3.2 times as fast. This foretold a day not far in the future when the jaw crusher would not be adequate on the largest jobs. In his Textbook of Ore Dressing (1909) R. H. Richards recom¬mended that the word breaker be used for all machines breaking to relatively large sizes (say to 5 in. or greater), and crusher be used for finer work. Even in the 1968 US Bureau of Mines dictionary of mining terms the work breaker is defined by Richards in this context. However, in modern US usage it is nearly limited to coal breaking. Over the years the jaw crusher has been developed in a variety of forms but it appears today in these three general forms: (I) Blake type, (2) Dodge type, and (3) single toggle (or overhead eccentric) type. All of these crushers have a fixed jaw and a moving jaw, between which the coarse rock fragments are intermittently caught and crushed. The three types are differentiated by the manner in which the movable jaw is moved in relation to the fixed. Types The Blake-type crusher is shown in cross section in Fig. 1. The simplicity and strength that have made it first among jaw crushers are evident. The movable jaw is suspended from a cross-shaft at its upper end, this shaft being carried in bearings on the sides of the frame. The actuating mechanism consists of an eccentric shaft, also supported in frame-mounted bearings, which imparts through a pit¬ man and a pair of toggles a reciprocating motion to the bottom of the swing jaw, the return movement being effected by several spring¬loaded rods. The whole is built into a box frame with the crushing chamber at one end. As in all jaw crushers, the eccentric shaft is equipped with a heavy flywheel that maintains an even speed through¬out each stroke. The Dodge-type crusher illustrated in Fig. 2 is simple, mechani¬cally. Its movable jaw, being pivoted below the discharge opening, has minimum movement at crusher discharge and maximum at crusher feed. Because the choke point coincides with the point of least motion, these crushers are of relatively low capacity, and the rapid action in the feed area gives the machine the advantages of large reduction ratio and closely sized product. Thus, it fits well into low-capacity operations like sample reduction. Besides low capacity, its principal disadvantages are tendency to pack and make fines. The single-toggle or overhead-eccentric type of jaw crusher (see Fig. 3) has gained in usage, starting as a modification of the Dodge idea in that the greatest movement of the movable jaw occurs at the top, and being gradually improved and strengthened to its position today where it covers just as wide a field of application as the Blake type from the standpoint of feed opening. The motion of the movable jaw is the result of the circular motion of the eccentric shaft at the top of the swing jaw combined with the rocking action imparted to the bottom by the inclined toggle plate. Because of light weight and mechanical simplicity, it is economical in small mills and portable plants where the rock is not as tough and abrasive as to punish the machine with excessive impact from shocks, or excessive wear result¬ing from the pronounced vertical component of motion.

Introduction The objective of the design and operation of a mine is to make as much money as possible within certain reasonable and responsible constraints. The imposition of constraints on the objective of maximizing profits can result in an optimum mine design. This paper deals with the maximization of profits. Optimization will be discussed in a future paper. In the mining industry, it is generally accepted that the maximum economic recovery is defined by identifying the reserves and the sequence of mining that results in maximum net present value (NPV) or discounted cash flow-rate of return (DCF-ROR), as indicated in Fig. 1 (see Lemieux, 2000). Current parametric analyses techniques, such as varying the mining costs; profit reservation; sales price or metal content, to define pit limits and mining sequence technically referred to single, double or triple parameterization, do not assure that the curve in Fig. 1 will be maximized. In defining the sequence, the first material to be mined should be the first grouping of recoverable mineral that has the highest after-tax unit value and that forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable and practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. I is constructed by calculating the NPV for a series of sequences, each assuming operations are terminated on successively lower profit pits. If the operation ceases on a pit with too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and then starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have produced a greater return if it was invested at the dis¬count rate. The maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV or DCF-ROR. Pit and phase definition The real challenge of reserve definition is identifying the phasing and after-tax profit per ton, so that the curve in Fig. 1 can be plotted. The after-tax profit cannot be properly addressed until after the pits are designed, the production is scheduled and the cash flow is estimated. Throughout the years, many investigators have ad¬dressed this problem. A major thrust of the famous paper in which Lerchs and Grossman (1965) presented their algorithm was to identify a sequence that would produce a result similar to that identified in Fig. 1. Whittle's (1988) four-dimensional analysis is designed to address this issue. The author addressed this same issue in a paper presented to the 1968 Canadian Institute of Mining national convention (Lemieux, 1968). Without a relatively simple methodology to con¬struct the curve in Fig. 1, the number of iterations in a trial-and-error method becomes prohibitively burden-some. The pit designer seeks a simple pit-planning parameter that will serve as a proxy for the after-tax profit per ton used in defining the curve in Fig. 1. The designer's goal is to apply this pit-planning parameter using standard pit-wall location techniques to design a series of pits that will provide a guide to the sequencing. Common techniques used to position pit walls are strip-ratio limits, highwall incremental analysis, floating-cone methods or "maximizer" applications1. Costs, revenues, noncash charges, taxes and profits are usually structured on a unit basis for use in the pit-wall location analysis. Application of the proxy parameter using the pit-design tools should, ideally, result in the definition of pits and sequences that will maximize the curve in Fig. 1. 1 The pit-design tool frequently referred to in the literature as an "optimizer" defines a pit boundary that maximizes the value contained within based on the input parameters and the safe pit-wall angle. The optimization of the pit design involves selection of rate of production, cutoff grade, product quality and other considerations. These considerations constrain the maximization of value. Therefore, pit-design tools that maximize value should be called "maximizers."

Inco Limited operates 11 underground mines in the Sudbury District. The mines are located on the rim of the Sudbury Basin, an oval with the axis in the range of 27 and 60 km. The ore dips to at least 3000 m below surface. The ores are mined primarily for nickel and copper. Total ore production from underground is in excess of 55,000 tons per day. Over 40 surface fans have been installed since the late 1960's. All of the fans are adjustable pitch, axial flow units. A major factor influencing ventilation design in the last 30 years has been the introduction of diesel equipment underground. Volumes per fan have ranged from 60 to 330 (cubic metres per second), with motors from 100 to 2500 hp. Fans of the axial flow type have been in common use for main fan installations at Canadian mines for many years. The standard arrangement has been to mount these fans horizontally, i.e. with the fan shaft and the long axis of the housing horizontal. This is a natural arrangement for an underground fan, but for a surface installation, a vertically mounted fan has definite advantages. The surface area taken up by a typical vertical fan installation is generally about one quarter of that with a horizontal fan of the same capacity. (1) This is not a problem with isolated fans and flat surface outcrop sites, but where the installation is to be near existing buildings, or where there are poor surface soil conditions, space and cost considerations greatly favour vertical fans. MAIN FANS INSTALLED There are 43 main surface fans in operation at 11 mines. Twenty-seven of these fans are supply units, and 75% of them are vertical installation. The remaining 16 units are main surface exhaust fans, with predominantly horizontal installation. Within the last five years, some 20 main booster fans have been installed underground at several mines. Axial flow fans, with adjustable pitch blades, are used for both surface and underground installations. Exhaust fans are equipped with stainless steel or cast aluminum blades. Main underground fans are arranged horizontally and the majority of them have a floating shaft between the fan shaft and the motor. (2) The size of the fans in service varies from 1.8 m to 5 m in diameter, with the majority ranging from 1.8 to 2.5 m. The pressure produced by these fans varies from 0.25 kPa to 2.0 kPa. At Inco Limited, two main fans in parallel are preferred, rather than a single fan, so that if one fan fails, the remaining fan can still supply up to 70% of normal air quantities, while the damaged fan is repaired. This requires closure doors on each of the fans so the fan can be isolated in case of failure. It is more expensive than a single fan, but results in less production interruptions. The fan installations are well away from sharp inlet and outlet bends. FAN DESIGN INTEGRITY Both the mine operator and the fan manufacturer must understand that the main fan is critical to the mine operation, and that everything technically possible must be done in design and manufacture to ensure the highest degree of reliability. Some of the design parameters and criteria, based on Inco experience, are outlined and discussed below. RESONANT FREQUENCIES AND HOUSING MODEL ANALYSIS Any fan assembly will have many different resonant frequencies. It is a challenge to the designer to arrive at a design in which forcing frequencies do not coincide with any of these resonant frequencies to produce unacceptable vibration levels in operation. Finite element analysis is a useful tool that can be used to identify the most critical of these, so that housing and blade stiffness can be adjusted to change any resonances that might be close to forcing frequencies. Shaft critical speeds should be at least 25% above the fan operating speed, and there should be sufficient separation between other resonant and forcing frequencies to avoid excitation that might result in high vibration levels. QUALITY ASSURANCE Radiographic Blade Examination Mine fan blades are normally cast in small lots. To ensure that the castings are sound, a full radiographic examination is recommended in the highly stressed lower 1/3 of the blade.

Tripoli and the related mineral commodities such as micro- crystalline silica have been mined for more than 100 years for their abrasive properties. Although abrasive and buffing compound markets are still very important, within the last 15 years the filler and extender markets in paint, plastics, rubber, adhesives, and sealants have increased substantially. Tripoli or microcrystalline silica consists almost entirely of very small quartz crystals, many less than one micrometer in length. Material mined from different districts differs in crystal shape, grain size, and texture of the rock, all of which influence markets. Most US deposits are now mined by surface methods, and both air floated and micronized products are marketed. Deposits of tripoli now mined in the United States occur in chert-bearing Paleozoic limestone in the central part of the country with producing districts in southern Illinois, central Arkansas, and eastern Oklahoma. Although deposits within each district are confined to specific formations and extend laterally within those formations, individual bodies form minable deposits that are typically several hectares in areal extent. Tripoli is white to cream to rose and characterized by high porosity and ease of disaggregation. DEFINITIONS Tripoli In the United States, tripoli was first used to describe the fine-grained, easily disaggregated material from Seneca, MO, be- cause of its similarity to a rock from the Tripoli region of North Africa (Hovey, 1894). The North African rock is actually diatomaceous earth, a material that is similar in appearance to the rock from Seneca, but is of entirely different origin having formed by the accumulation of siliceous remains of microscopic marine or fresh- water animals. Tripoli is best defined as a very fine-grained, generally porous rock that consists of microcrystalline quartz, typically formed by the alteration of a chert-bearing limestone. Tripolite A term used to describe a rock from the vicinity of Tripoli in North Africa which is diatomaceous earth (Quirk and Bates, 1978) Microcrystalline Silica Microcrystalline silica is the same material as tripoli, but the distinction between the use of these two names is dictated largely by convention and markets. Material produced from southern I1linois deposits and used in white pigment and filler applications is generally referred to as microcrystalline silica, whereas that used in abrasive applications, both from the Illinois district and from other states, is commonly called tripoli. Amorphous Silica Amorphous silica, a term formerly used to describe the material produced from the deposits in southern Illinois, is now replaced by the term microcrystalline silica. Amorphous silica came into use when even optical methods for the identification of very fine- grained quartz were not widely available and the Illinois product, composed of quartz grains too small to be seen with the unaided eye, was thought to consist of amorphous silica. The Illinois material is clearly crystalline quartz, as shown by X-ray diffraction analysis and scanning electron microscopy (Fig. 1). Novaculite Although originally used to describe a rock suitable for the manufacture of whetstones, novaculite is now defined more generally " - as a homogeneous, mostly white or light colored rock, translucent on thin edges, with a waxy or dull luster, and almost entirely composed of microcrystalline quartz" (Steuart et al., 1983). The more compact rock mined in central Arkansas from the Arkansas Novaculite is referred to as novaculite, whereas the more porous rock is referred to as tripoli. Rottenstone The commodity rottenstone is sometimes included within the general mineral commodity category of tripoli. Rottenstone is mined in Northumberland County in eastern Pennsvlvania and formed by the weathering of a siliceous shale of Devonian age (Faill, 1979, Berkheiser, private communication, 1991). This material is used as a filler and extender, but is apparently unlike tripoli both in origin and physical properties. Spiculite Spiculite is a rock consisting of siliceous sponge spicules having formed by the removal by solution of the carbonate matrix of a spicule-bearing limestone. Spiculite has been mined in Texas and, because it resembles tripoli in several aspects, is included in the discussion of deposits.

INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. Introduction The depth of open-pit mines continues to increase. The typical designed depth for large quarries is now in the 300 to 600 m (1,000 to 2,000 ft) range, with some quarries even reaching depths of 700 to 800 m (2,300 to 2,600 ft). The cost of handling material from such deep mines can be 60% to 70% of the total cost. The capacity of using a cyclic means of transport, such as trucks or skip hoists, continues to drop as the depth of the mine increases. In addition to the problem of maintaining relatively low slope angles for haul roads, increases in environment pollution and increased fuel consumption make the use of trucks ineffective below 100 to 150 m (300 to 500 ft). In handling large quantities of bulky materials, i.e., more than 15 to 20 Mt/a (16 to 22 million stpy), under fixed terminal points, belt conveyors are preferable in almost in all cases. An exception is when the lump size of the load is too high for the conveyor to handle. Belt conveyors in mines can handle loads having a maximum lump size of no more than 250 to 300 mm (10 to 12 in.). The use of a movable crusher prior to the belt conveyor in an open-pit mine would make the process very expensive. Such an operation could not compete with truck haulage on a cost basis. Belt-car conveyor The main factor that restricts the lump size for conventional belt conveyors is collision impacts between the load-carrying belt and idlers. These impacts are completely eliminated in the belt-car conveyor, which was previously described by Mulukhov (1977). The unique feature of the conveyor is that the load-carrying belt is supported by moving cars. Each car consists of a troughed cross strap that supports the belt with the load and two rollers, on which the cars move along upper and lower rails. Cars are connected by two endless chains revolving over sprockets. The system uses conventional drive pulleys, tail pulleys and return idlers. There are no fasteners between the carrying belt and the car cross straps. The conveyor belt simply drives the cars along by the force of friction between the belt and the straps. A belt-car conveyor was first installed in 1970 at the Karatau mining operation in Kazakhstan. The system was an elevating conveyor with an inclination of 20° and was located on the final part of the truck haul road. The conveyor transferred blasting phosphate ore from the quarry to the crushing plant. A bunker was mounted between the trucks and the conveyor. The maximum lump size was typically 1,200 mm (48 in.). However, there were some lumps as large as 1,500mm (60 in.), which was greater than even the belt width (Fig. 1). Because the prototype belt-car conveyor was intended only for industrial trails, it had a relatively short length of about 50 m (160 ft). Nevertheless, the conveyor yielded a substantial profit over the cost of truck haulage. Naturally, the first question one might ask is why such a system is not now widely used. The reason was the further development of a huge transporting complex for the whole quarry at the base of the belt-car conveyor. After successful industrial trials from 1971 through 1973, which demonstrated the systems engineering feasibility, the State Planning Committee of the USSR included the development of the belt-car conveyor in its plan for the development of the national economy. However, mistakes were made. First, a single organization was not in charge of the development. Second, a plant that was not specialized in belt conveyors was put in charge of the design and manufacturing of the conveyor system. In addition, the crusher was installed before the stacker, which negated the major advantages of the belt-car conveyor. For loading the conveyor, a special blade feeder with pendulum suspension was developed, but it was found unreliable. The main conclusion was that, in-

Introduction Over the last five years, a large number of small- to medium-sized carbon-in-pulp treatment plants have been built in Australia, most designed to treat between 250,000 t/a and 1.5 Mt/a of ore. Because of the limited capital resources and tight cash-flow positions of these relatively small mining companies, the primary requirement was often to get a plant built and operating in a short period of time and at minimal capital cost. Therefore, since the inclusion of both pre-leach and tailings thickeners represents an obvious and significant capital cost, most of these plants were built without thickeners or even detailed, cost-benefit analyses on their inclusion. In some cases, the increasing use of High Rate Thickeners (HRTs) in the mineral processing industries has, however, resulted in a reassessment, because of their considerably lower cost. This reassessment was triggered primarily by the need to conserve water in arid mining areas where borefields are costly to install and water is limited. With the startup and operation of these installations, the resulting significant savings in cyanide consumption has been recognized, in many situations, as a primary justification for the installation of HRTs. Solution balances Degradation of cyanide occurs in the tailings water discharge to slime dams. The degree of degradation (cyanide loss) in the water recovered depends on a number of factors, but it is usually assumed to be about 90%. The most important mechanisms of CN loss are through HCN losses and oxidation by oxygen in the air, which also assists in the hydrolysis of CN. These mechanisms are supported by the large dam surface area and the long retention time of the tailings water in the dam. By thickening the CIP tailings at the plant and recovering as much tailings water as immediately possible, these losses are avoided. The retention time in an HRT is less than three hours, and the surface area is relatively small. Therefore, CN losses are negligible, which is not necessarily the case in conventionally-sized thickeners. Fig. I shows a block diagram of a 100-t/h gold plant without a thickener. In this example, 50% of the tailings water pumped to the tailings dam is recovered, and the CN concentration of the returned water is 10% of the tailings CN concentration of 150 ppm. Fig. 2 represents a plant with an HRT on tailings, thickening to 55% w/w solids. In this case, the thickened tailings are pumped to the dam, and 25% of the contained water is recovered. The recovered water and the mill make-up water are not sent directly to the mill; instead, they are added to the thickener feed and mixed with it prior to thickening. By doing this, the tailings are effectively washed, and the additional cyanide is recovered. Solution balances over these two circuits show cyanide recoveries of 5% and 65%, respectively. Thus, the thickener use increases cyanide recovery by 60%. Fig. 3 shows a two-stage HRT circuit in a countercurrent decantation (CCD) configuration. In this example, an additional 13% of cyanide is recovered through the use of the second-stage unit. This configuration can be justified when residual cyanide levels are high.
