"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

"Trace element analysis of placer gold can be used as a valuable exploration tool in order to determine the original deposit source and locating lode gold deposits. Placer gold collected from multiple districts in New Mexico and Alaska, coupled with a broad database of previously analyzed placer gold samples indicate correlations between chemical signatures (especially gold, silver, and copper) and type of deposits (i.e., Au-rich copper porphyry deposits, Au porphyry deposits, and epithermal deposits). By completing a chemical analysis and determining the particle morphology of placer gold collected from these districts using an electron microprobe, patterns in the chemical signatures from each location can be used to examine chemical variability (1) within the individual placer gold particles, (2) within the same district and (3) among different districts. INTRODUCTION Although there are numerous past studies on the chemical composition of placer gold by Newberry et al. (1997), Melchiorre (2001, 2009), Townley et al. (2003), and McLemore et al. (2014), the gold analyzed tends to be collected from one or few specific districts. Rarely do those studies compare compositional results to additional districts, or elaborate on the correlation between the elemental composition of the placer gold and the original deposit source for the respective districts. This research analyzes the composition of placer gold from multiple districts and within the same district. There are a number of elements, which can, in various quantities, be present in placer gold particles. Native gold can be in complete solid solution with native silver and contain additional elements including Cu, As, Pb, Fe, and S. The chemical signature of the gold is determined by the thermodynamic conditions of precipitation and transport as well as the total metal content of the system. As Townley et al. (2003) explains, “These thermodynamic conditions and metal budget differ from one type of hydrothermal deposit to another, and hence different deposit types will each have a characteristic gold compositional signature.” Identifying this signature can be a highly valuable tool in exploring for gold, as it can not only be used to determine the original source deposit of the placer gold, but provide valuable insight as to the erosion level of the present deposit."

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

After more than 100 years, alkaline cyanide leaching of gold and silver ores, either directly in the case of oxidized ores, or after pretreatment of refractory ores by roasting, pres­sure leaching or bacterial leaching, remains the dominant r leaching method to extract the precious metals f om ores. Leaching with halides (chlorine, bromine and iodine) and with thiourea and thiosulfates is less common but prac­ticed in some cases to dissolve the precious metals both from ores and jewelry and electronic scrap. Cyanide solutions can contain from 1 ppm Au to 30,000 ppm Au. According to the source, i.e., agitated tank leach­ing, heap leaching, eluates from stripping activated carbon or waste electroplating solutions. Similar variations occur with silver which can have a profound influence on the recovery method. The presence of other elements in the leach solu­tions, particularly mercury and copper, likewise play an important role in the procedures required to recover the gold r and silver values f om solution. The same circumstances are found when lixivants other than cyanide are used to dissolve the precious metals. For decades, the preferred method of recovering gold and silver values from alkaline cyanide leach solutions was by zinc dust precipitation according to the Merrill Crowe process developed in the late 19th century. Finely ground gold and silver ores or concentrates were either leached directly or after roasting, in agitated tanks or Pachucas and subjected to solid/liquid separation by filtering or by treat­ment in counter-current-decantation washing thickeners (CCD). This solid/liquid separation step was often very dif­ficult especially when ores containing high quantities of clay were treated which caused filtration or thickening problems. Following testing and development by the U.S. Bureau of Mines (USBM) in the late 60s, the introduction of carbon­in-leach (CIL) or carbon-in-pulp (CIP) plants to recover gold and silver from leach pulps was one of the greatest opera­tional and cost saving improvements made in the industry in South Dakota and quickly spread around the world to be the most common process to recover gold and silver from cyanide solutions.

The LIFE-Environment Demonstration Project ?Treating Waste for Restoring Land Sustainability?(www.bangor.ac.uk/ies/TWIRLS/TWIRLS_home.htm), a project initiated by the University of Wales, Bangor, UK in which NAGREF is a partner, aims to demonstrate the effective use of industrial and municipal wastes for the remediation of post-industrial and degraded sites in urban and rural sites. Within the framework of this project, a schist quarry, which is located in a mountainous area near Athens and which has been exploited in the past for cement production, was chosen for bioremediation experiments in collaboration with the quarry owners, TITAN Cement Co. Three different areas within the quarry were selected representing 3 different topographies. These were a compacted, flat area with seasonal water logging (untreated control), a gently sloping, land formed area; and artificially created mounds of overburden rock material formed on the flat area. Compost produced from mixing municipal waste, green waste and digested sewage sludge at the recycling plant of the Association of Communities and Municipalities in the Attica Region (ACMAR), near Athens was used for nutrient amendment. Six replicates of three treatments were applied with varying compost application rates in order to examine the effect of the addition of organic matter in the establishment of suitable vegetation on the infertile schist material. Pine trees (Pinus halepensis Mill.), 4 per replicate, were pocket planted in a volume of 3 liters of schist or schist-compost mixture (1:2 and 2:1). Tree height, main stem diameter and branching were measured following planting and these measurements will be repeated annually to test hypotheses that compaction and water logging reduce Pine establishment by natural regeneration and that nutrient addition improves establishment of pine on schist waste. The availability of nutrients and variation in other soil physico-chemical parameters will also be studied in each treatment and related to plant growth. As a demonstration project, open days are planned on the site for the public and official bodies involved in municipal waste handling and other relevant areas. The aim of these will be to illustrate the effective re-use of waste for the sustainable restoration of post-industrial and degraded land.

The problem of increasing underground mine ventilation efficiency is still of top priority. The complication of geological conditions with the depth of underground mining processes and reinforcement of requirements to technological and ecological safety are extorting the necessity of solving this complex problem with using of new information technologies. There exist different approaches to the ventilation problem. One of them, which the authors adhere to, is based on the concept of monitoring (under special mining and geological conditions-automatic control) of mining atmosphere and operative re-distribution of underground mining air among consumer , in accordance with the criterion of optimality [ 1.3 1. ] The set of tasks which should be decided in the frame of con- crete ventilation system depends on the peculiarities of deposit, technological schemes and so on. Nevertheless, some ventilation tasks such as: defining of ventilation network parameters; finding of dependence between these parametrs; operative redistribution of air streems, could be interpreted as universal ones. Main aspects of practical solving of different ventilation problems and their classification were investigated and considered in detail before [I ,2 ]. Some years ago we have began our investigations to develope quite simple and effective methods for decision of ventilation tasks on the base of neural network technology. It is well known that ventilation net, formed by various mine workings, is the main component of underground mining ventilation system. In general, network air distribution may be described by some functional F(Q,R,H), where Q- is a vector of air consumptions; H- is a vector of depressions; R- is a vector of airdynamic resistences. (Q,R,H) - are the informative entities , characterising every branch of the net. There exist some fundamental tasks which should be decided during the process of control of mining ventilation: calculating of natural air distribution Q = Q,{R, H,}, or Q = Q2(R, Q?}, where H, - is the maximal depression of the ventilation net, Q, - is the air consumption in the ventilation shaft; identifying of airdynamic resistance for some branches on the base either of air-depression removal or operative monitoring: [ ]

Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng's article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng's article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

INTRODUCTION There are now over twenty years since the radiological characteristics of the brazilian regions of Araxá, Tapira and Barreiros, three locations adjacent to each other, in the state of Minas Gerais, Brazil, started being surveyed by investigators from the Instituto de Biofísica da Universidade Federal do Rio de Janeiro (IB/UFRJ), Pontifícia Universidade Católica do Rio de Janeiro (PUC/RJ), and New York University (NYU) (Roser and Cullen, 1958; Cullen et al, 1980). The importance of the Araxá apatite – Ca5,(P04)3(OH, F, Cl) - and pyrochlore - NaCaNB206F - for the production of large quantities of fertilizers and niobium was early recognized (Roser and Cullen, 1958). Interesting data have been gathered and published throughout the years on the contents of naturally occurring radionuclides in geologic materials, soils, grass, foods and waters of the Araxá region (Eisenbud, et al., 1964; Penna Franca, et al., 1965a, b; Roser et al., 1966; Penna Franca et al., 1970; Cullen, 1977; Penna Franca, 1977; Cullen and Paschoa, 1978; and Cullen et al., 1980). The radioactivity of the Araxá region is associated with mineral deposits of niobium rich pyrochlore and phosphate rich apatite. There are in this region mineral ores with 3 to 5% pyrochlore with 2 to 2.5% Th as Th02 and 50 to 150 ppm U308 in the matrix, while the apatite deposits contain up to 150 ppm U308 and a thorium concentration similar to that of the pyrochlore deposits (Paschoa and Palacios, 1981). As an indication of the high thorium content of the Araxá soils the 228Ra and 224Ra activity concentrations were reported to range from 10.6±0.2 to 62.4±0.7 pCi228Ra/g soil in 7 samples and 2.1±0.1 to 104±1 pCi224Ra/g soil in 19 samples (Cullen, et al., 1966). The uptake of radium isotopes by edible roots vegatables and fruits growing in the soils of the Araxá region can be illustrated by the data listed in Table I. The biological availability of natural radium isotopes in some segments of the Araxá soil allows a large variation in the 228Ra, 224Ra and 226Ra concentrations in vegetables and edible roots, as can be seen in Table I. This fact makes quite difficult a quantitative local assessment of the radiological implications of mining the Araxá mineral deposits of pyrochlore and apatite for production of niobium and phosphate fertilizers, respectively; since one cannot easily separate the naturally occurring from the technogically enhanced radionuclide contents of foods. The position of the city of Araxá inside the contour of the state of Minas Gerais appears in the upper part of Figure 1, which shows the outlined map of Brazil with the positions of the cities Brasilia and Rio de Janeiro also indicated. The lower part of Figure 1 is a representation of the Araxá region in an expanded scale, which indicates the locations of the pyrochlore and apatite deposits in relation to the city of Araxá, as well as the nearby hydrographic basins. The distance between the city of Araxá and the pyrochlore deposit is about 8 km, and between the pyrochlore and apatite deposits is 4 km. This paper deals tentatively with the radiological implications of the industrial operations taking place in the Araxá region for the exploration of the pyrochlore and apatite deposits. However, one must bear in mind, firstly, that the radiological implications of these industrial activities are by far too complex to be covered adequately by the limited amount of data to be presented in this paper, and secondly, that such implications cannot be considered of local character only. INDUSTRIAL OPERATIONS The commercial exploration of the Araxá deposits of pyrochlore and apatite started only few years ago, motivated by the increasing demand of niobium and phosphate fertilizers in Brazil and the world. As a consequence of the industrial operations in Araxá, a redistribution of the uranium, thorium, and radium originally present in the local deposits of pyrochlore and apatite started occurring in the seventies, with possible radiological implications for the Araxá region and its immediate surroundings, not to mention the destinations of the end products of such industrial operations. A literature review on the radioactivity associated with the extration industries of selected minerals was made by the USEPA (Bliss, 1978). The low level radioactive wastes of the industries for copper ore mining and rare metals processing have been object of particular attention (Fitzgerald, Jr., 1976; Eng, et al., 1979), but the short and long term implications of the radioactivity associated with the niobium industry were also subjects of concern (Knight and Makepeace, 1978). Recently, high 232Th and 226Ra concentrations in samples from the tin mining industry in West Malaysia were reported (Hu et al., 1981). A great deal of attention has been dedicated to the implications of the redistribution of radionuclides originally present in the mineral ores used by the phosphate fertilizer industry (Moore, 1967; Menzel, 1968; Spalding and Sackett, 1972; Eisenbud, 1973; Guimond and Windham, 1975; Guimond, 1976; Roessler,

Introduction In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway's complex geometric cross section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. Head losses in mine entries are calculated using Atkinson's Equation. [22H= KPLQ (English) H= KP 3Q (SO (1) 5.2AA] where H = pressure loss, in. of H2O (Pa); K = friction factor, lbf•min2/ft4 (kg/m3); P = perimeter, ft (m); L = airway length, ft (m); Q = airflow quantity, ft3/min (m3/sec); and A = flow cross-sectional area, ft2 (m2) In this equation, the friction factor, K, is an empirical constant that describes the aerodynamic roughness of the airway. Typically, the K-factor for a given airway is determined by measuring the factors H, P, L, Q and A in Equation (1) and calculating K. Tables of friction factors calculated in this way are found in textbooks and handbooks that deal with mine ventilation analysis. Unfortunately, very few K-factors have been measured on longwall faces, and the accuracies of those that have been measured are entirely site specific, because of the wide variety of equipment found on longwalls. The development of a technique for prediction without mine-site measurements of the friction factor for any longwall face, regardless of its configuration, will thus be very useful in the design of ventilation systems for mines in which longwall mining is practiced. Calculation of pressure losses using Atkinson's Equation (1) and empirically determined K-factors provides accurate and useful approximations in cases where the airways have relatively simple cross sections. However, a careful analysis using the principles of fluid mechanics shows that such calculations are based on two assumptions that are not strictly correct when there are obstructions in the airway. The first assumption is that the air velocity distribution in the cross section, particularly around the perimeter, is uniform. This assumption results from the fact that the tabulated K-factor values found in the literature are based on field measurements with uniform conditions. Such uniformity does not exist in longwall airflows. The second common assumption is that the K-factor, and corresponding head loss, is independent of the Reynolds Number (NR) for a given flow. In fact, this assumption is not strictly correct, and is particularly erroneous in the case of irregular protuberances into the airflow, such as those found on a longwall face. The errors arising from the assumptions may be avoided by using K-factors calculated by a newly devised method, described below, which takes into account the fundamental principles of aerodynamic drag analysis. This new technique has two advantages: first, it is flexible enough to model any longwall, regardless of equipment configuration; second, it employs terminology and equations familiar to those who perform mine ventilation analysis, using K-factors, for which ventilation engineers have an intuitive understanding, rather than drag coefficients. To provide guidance for development of a longwall drag model, data were taken on two modern longwalls operating in substantially different conditions. Pressure measurements at Mine B were made with 200-foot (61-m) sections of 1/8-in. (3-mm) diameter plastic tubing, attached to a Dwyer Magnehelic gauge. Pressure drops were measured in 200-foot increments down the face, and summed to give the drop for the entire face length. This technique was found to produce small, repeated errors because of the number of segments required to span the longwall. At Mine A this problem was avoided by using a single, continuous, plastic tube for the entire face length. The psychrometric properties of the air were measured for both Mines A and B. A calibrated, standard vane-anemometer was used to measure the airflow on both faces. Finally, numerous dimensions were measured on both faces, and face profile drawings were obtained to allow detailed evaluation of the face equipment geometry. From this information, accurate evaluations of the average wetted perimeter and average area of the longwall face airways were made. Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. Mining in outburst hazard seams may be safe and effective if some preventive measures, such as lowering gas and rock pressure as well as speed regulating of a continuous miner in cutting the seam would be practised. The driving speed should be optimal as the low speed lowers labour productivity but the high speed may cause gaso-dynamic phenomena. At this mine the driving speed is regulated by seismo-acoustic control of the seam condition.

Electrostatic separation is the selective sorting of solid species by means of utilizing forces acting on charged or polarized bodies in an electric field. Separation is effected by adjusting the electric and coacting forces, such as gravity or centrifugal force, and the time forces act on the particles, such that different species will have different trajectories at some predetermined time. Separations made in air are called electrostatic separation even though there is always some flow of current. Separations made using corona discharge devices are often called high tension separations. Separations made in liquids are termed separation by dielectrophesis if motion is due to polariza¬tion effects in nonuniform electric fields and termed electrophoresis if motion is due to free charge on species in an electric field. There are no industrial applications of mineral concentration by electropho¬resis or dielectrophesis; thus this section is limited to concentration in air. Typical Industrial Separations Typical applications of electrostatic separation are: 1) Beneficiation of ores, such as the concentration of the minerals ilmenite, rutile, zircon, apatite, asbestos, hematite, and many others. 2) Purification of foods, such as the removal of trash and rodent excrement from cereal seeds. 3) Sorting of reusable wastes, such as separating insulation from copper wire shreds. 4) Electrostatic sizing, namely, the sorting of solid particles ac¬cording to their size or shape. Table I is a partial list of industrial separations made by electrostat¬ics. The various types of electrostatic separators and the feasibility of commercial separations are most easily understood by reviewing pertinent basic electrostatic theory and the selected electrical proper¬ties of solids prior to describing the equipment and application. This is the sequence of presentation used in this section. Electrostatic Units One of the greatest sources of confusion and error is due to the multitude of units used in electrostatic literature. The system of units used throughout this section is the rationalized MKS, often called Systéme International (SI) units. In this system the mechanical units are the meter, kilogram, and the serond. The unit of force is the newton (N). This system is completed by the addition of the unit of charge, the coulomb (C). The fourth dimension, viz., the coulomb. could also be considered to be the ampere, since one ampere is the flow in a conductor of one coulomb per second. The DeLamar Silver Mine is a Joint Venture between Earth Resources Company, the Canadian Superior Mining Company and the Superior Oil Company. The property is a consolidation of several old operations in the district. The more widely known are the DeLamar and Sommercamp Mines. The location is 20 miles northeast of Jordan Valley, Oregon and 55 miles southwest of Boise, Idaho. The mine is on the south slope of DeLamar Mountain in the Owyhee Mountains of southwest Idaho Initial interest started in 1969 with serious exploration beginning in 1970. The feasibility study was completed in 1974, and in 1975 Mountain States Engineers were retained to design and build the plant. Processing of ore began in March of 1977 with the first bullion poured in April of that year. The plant is currently processing some 2200 TPD of ore with a grade of four ounces of silver and 0.03 oz. of gold per ton of ore. Cyanide consumption is 2.5 lb/ton, zinc consumption of 0.3 lb/ton and flocculent consumption of 0.5 lb/ton. A flowsheet is shown as Figure I. The grinding circuit is of two stage design. The primary mill is an 18 ft. dia. by 9 ft. long semi-autogenous unit. The secondary mill is a 9 1/2 ft. dia. by 15 ft. long overflow ball mill. The mill discharges are combined and sent to 15 in. cyclones for classification. Cyclone overflow reports to leaching with the underflows reporting to the ball mill. The cyclone feed pump is an 8X6 metal case pump. The primary mill has 1000 installed horsepower and rotates at 68% of critical speed. The ball mill has 700 installed horsepower and rotates at 72% of critical speed. Because the primary mill is horsepower limited the ball charge is varied to maintain the desired throughput. The mill power is held at 980-990 HP by modifying the feed rate. Four inch forged steel balls are added any time the ore feed fails to reach 100 tons per hour for four hours. During periods of extremely hard ore, the ball charge has been as high as 14 v/o and at other times the mill has operated fully autogenous for weeks.

INTRODUCTION Prior to 1705, underground mining was limited to mineral deposits located above or a very small distance below the water table. The development of the steamdriven mining pump was motivated by the need to extract minerals from deposits considerably lower than the water table. Today, the majority of mine pumps are driven by electric motors, although some small utility pumps are driven by compressed air. Of the numerous types of pumps that might be applied to mine service, the two types used most frequently underground are the centrifugal and plunger pumps. Each of these types has its proper application. In most instances, plunger pumps are best for handling low water volumes against high heads, while centrifugal pumps effectively handle either low or high water volumes against low heads or high water volumes against high heads. This chapter describes pumps applied to underground mine service, where the mine service consists of mine drainage (removing mine water as it accumulates), mine dewatering (removing water from a flooded mine), and pumping for special applications such as hydraulic mining and hydraulic hoisting. CENTRIFUGAL AND PLUNGER PUMPS Modern mine pumps are classified as either centrifugal (kinetic) or plunger (positive-displacement) pumps. The following paragraphs describe each of these classifications. Centrifugal Pumps Centrifugal pumps may be grouped into various types, depending upon their various features: Number of Stages: In a single-stage pump, the total head is developed by one impeller, while a multi¬stage pump utilizes two or more impellers acting in one casing to develop the total head. Fig. I shows a cutaway view of a single-stage horizontal split-case double -section centrifugal pump. Fig. 2 shows a cutaway view of a six-stage medium-pressure split-case diffuser-type centrifugal pump. Type of Casing: A volute pump has a casing in the form of a spiral or volute. A circular-casing pump has a casing of constant cross section concentric with the impeller. A diffuser pump is equipped with a diffuser that converts velocity head to pressure head. Shaft Position: A horizontal pump normally has the shaft in a horizontal position, while a vertical pump normally has the shaft in a vertical position. 15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

INTRODUCTION Deformation measurements are some of the simplest and most useful measurements that can be made by the mining/rock mechanics engineer in assessing the sta¬bility of openings in rock. A number of tools and tech¬niques are presently available. This chapter will de¬scribe the most common instruments, their application, and present the equations needed for data reduction. MECHANICAL STRAIN GAGE Description of Instrument A mechanical strain gage of the Whittemore type shown in Fig. I is a useful instrument for measuring deformations of pillars, sidewalls, and roofs of under¬ground mines. Measurement gage lengths typically range from 51 to 254 mm (2 to 10 in.), and the dial indicator reads to 0.0025 mm (0.0001 in.). The instru¬ment measures the deformation between precision gage points which are anchored in the rock. The anchor points are typically grouted in small holes drilled 12.5 mm (1/2 in.) or so deep into the rock. Strain a is calculated from the measured deformation AL with the equation [ ] where L is gage length. A necessary accessory for the instrument is a master bar normally made from invar steel having a low co¬efficient of thermal expansion. This bar allows one to check the instrument for changes in the mechanical zero point and to correct for temperature effects on the measuring instrument. The instrument is available from Soiltest, Inc. for a cost of approximately $340; the cost of the master bar is approximately $55; and nonreusable brass inserts which are anchored in the rock are nominally priced at $0.27 each. All prices are for 1978. Applications Two classes of applications may be considered, one where only one measurement direction is involved and the second where three measurement directions are em¬ployed. Applications where only one measurement di¬rection is necessary include: monitoring crack or frac¬ture separation or shear movement with anchor points on opposite sides of the discontinuity; measurement of vertical strain in a pillar or sidewall; and measurement of steel support deformations with anchors in the steel members. The more general application involves a strain ro¬sette consisting of three measurement directions which for convenience are oriented 1.04 rad (60°) apart to form an equilateral triangle as shown in Fig. 2. 1.1 INTRODUCTION This chapter seeks to provide an overview of important factors involved in the implementation of heap leach technology as a vehicle for gold extraction from its ores. Toward this end, brief discussions of the various elements important to this process are presented here. Topics covered in this chapter include a brief history of the process; basic chemical reactions responsible for the process ; characteristics of ores amenable to heap leaching; location of the greatest concentration of heap leach projects in the U.S.; heap leach components, methods, regulatory/permitting considerations; and economic considerations. Most of these subjects are treated at much greater length in subsequent chapters. Thus, this chapter serves as a summary for those which follow, in addition to providing the reader with a feeling for those topics which may be of most immediate interest. 1.1.1 History of the Process Modern Day Precious metal heap leaching technology has developed over the past decade, although the principles of heap leaching per se, as well as those of gold extraction through cyanidation have a long history (see discussion below). However, it is in the past 10 years that heap leaching has developed into an efficient method of treating oxidized gold and silver ores. It has proven to be both an efficient way to extract precious metals from small, shallow deposits, as well as an attractive way to treat large, low- grade, disseminated deposits. Heap leaching has several advantages compared to conventional milling (i .e., crushing, grinding, and agitation leaching). In general, these advantages include simplicity, lower capital and operating costs, shorter start-up times, and less intensive environmental regulatory concerns. A possible disadvantage of currently existing heap leach technology is a potentially lower percentage of metal extraction being obtained from the ore than would be the case with conventional milling (Potter, 1981; Hiskey, 1985; and Thorstad, 1987) The actual principle of heap leaching has a long history as inferred previously. For example, mines in Hungary recycled copper-bearing solutions through waste heaps in the mid-sixteenth century (Hiskey, 1985), and Spanish miners percolated acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto around 1752. By 1900, leaching operations were employing such techniques as leach/rest cycles to maximize copper recovery (Taylor and Whelan, 1942; Thorstad, 1987). Copper dump leaching is currently

Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship.
