I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyurethane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft- are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety. Although these heavy polyurethanes lend themselves to a "pouring" application around the annulus of the shaft liners and is a continuous process, past experience with atomizing and frothing polyurethane spray systems indicates a high degree of maintenance and operator attention to the nozzle1 delivery system. This may require more miner's time to be spent in the shaft maintaining the foam system, negating some of the safety advantages of the system. If polyurethane foams are to be used in mines, they must be of the highest quality available in terms of flame spread, heat emitted while curing, and contaminants emitted while curing and spraying. In addition, employees must be given adequate training and be thoroughly informed in all aspects of polyurethane foam safety procedures. As witnessed by our fellow miners in South Africa, we can accept no less.

In the mid-I 970s the rallying cry sent out by the aggregate trade associations to aggregate operators was to come to Washington and help design national legislation mandating reclamation of pits and quarries. This collective effort paid off in that aggregate operators were able to assist in the design of "livable" legislation; however, the coal mining industry took some very hard hits. A principal argument used by the aggregate industry was that relatively small parcels of land are impacted, the operations are located in or near urban areas to serve in the development of that immediate area, and are of many years duration; whereas, coal strip mines disturb many acres, are of short duration, and whose products may have world or nationwide utilization. Historically, developments in reclamation are tied closely to the regulatory systems that have been created to control environmental effects of mining. Since reclamation generally results in a cost incurred after the stone, sand and gravel has been mined and does not add to the inherent value of the mineral, there was little incentive in the past for mine operators to reclaim the land. In 1977, the Surface Mining Control and Reclamation Act (SMCRA) became the law for coal mine operators. The law states that, among other provisions, reclamation must "restore the land affected to a condition capable of supporting the uses which it was capable of supporting prior to any mining, or higher or better uses". It is of interest to note that years before the initiation of legislation leading to SMCRA twenty-eight states already had reclamation regulations that covered virtually all minerals. The scope of performance standards found in the state reclamation regulations included slope stabilization, grading, revegetation, neutralization of toxic materials, visual screening, waste disposal, control of drainage, and other sources of pollution and erosion. Environmental legislation and the consequent regulations came about because the public perceived that private industry did not properly value environmental quality and as a result the government became the policeman.

Recruitment and activation of phagocytic cells after inhalation of occupational dusts has been implicated in the development of pulmonary inflammation, fibrosis, or emphysema. Plateletactivating factor has been described recently as a potent inflammatory agent. The objective of the present study was to investigate if platelet-activating factor might play a role in the inflammatory response of the lung to occupational dusts. In vitro exposure of alveolar macrophages to cotton dust (4 mg/ml), silica (10 mg/ml), or coal dust (10 mg/ml) results in the release of picomole levels of platelet-activating factor with a potency of cotton dust > silica > coal dust. Time course studies indicate that platelet-activating factor release from alveolar macrophages is maximal approximately 10 minutes after in vitro exposure to silica. In vitro, platelet-activating factor is a direct stimulant of polymorphonuclear leukocytes increasing chemiluminescence 2.3 ± 0.3 fold above control. The maximal response occurs in the dose range of 10-10 to 10-7M platelet activating factor. In addition, plateletactivating factor potentiates the response of polymorphonuclear leukocytes to a second stimulant; i.e., chemiluminescence generated from polymorphonuclear leukocytes exposed to plateletactivating factor (10-9M) plus chemotactic peptide (FMLP, 10-9M) is 88 ± 22% greater than the sum of the separate effects of these stimulants. In contrast, platelet-activating factor is not a direct stimulant of alveolar macrophages in vitro, having no stimulatory effect on chemiluminescence or superoxide anion release even at levels of 10-6 to 10-5M platelet-activating factor. However, platelet-activating factor (10-5M) does potentiate zymosan-stimulated activation of chemiluminescence and superoxide release from alveolar macrophages by 117 ± 56% and 30 ± 4%, respectively. In conclusion, these data indicate that exposure of the lung to occupational dusts results in the release of platelet-activating factor which may activate polymorphonuclear leukocytes and potentiate the responsiveness of alveolar macrophages to dust. The net result would be pulmonary inflammation and hypersecretion of reactive species by pulmonary phagocytes which could lead to tissue damage and pulmonary disease.

HISTORICAL BACKGROUND A program in France to develop personal [a] dosimeters has been initiated 1974. The patent on which is based the present device was obtained in 1972 * . From 1972 to 1974, the possibilities of applying certain ionograph track detectors to the spectrodosimetry of radon daughters was explored. The first prototype were produced in 1974. It took four years (from 1974 to 1978) to produce an autonomous dosimeter whose components has a sufficient life span, especially for the turbine motor unit. Qualification in the laboratory was obtained in 1977. In 1978 it was obtained in the mine for technology (autonomy of 12 hours and a life span of more than one year) and in 1980 for monitoring. 300 dosimeters have been tested in underground mines all together. Indispensable peripheral equipment were also developed from 1976 to 1980 : calibration devices, equipment to prepare and develop the films, read out systems. The concept of an "Integrated System of Individual Dosimetry" (ISID) based on a personal [a] dosimeter measuring exposure to radon daughters, thoron daughters, ore dust and external irradiation doses was proposed at the end of 1980. Since January 1st 1981, ISID is used on a routine basis in some french mines, situated in remote area, and appears to be very competitive with the ambiant dosimetry. The latest version of the dosimeter is produced in mass series since June 1981 and should equip all french mines in 1982. DESCRIPTION OF THE INSTRUMENTATION DEVELOPMENT OF THE DOSIMETER MEASURING HEAD The measuring head is based on the use of ionographic film to detect a tracks. In fact, the measuring head is a spectrodosimeter which measures separately over the period of exposure: - the potential [a] energy inhaled due to the decay of Po 218, Po 214, and Po 212 ; - the number of Rn 222 atoms inhaled ; - the inhaled total [a] activity of the five long-lived emitters present in the ore dust. The contribution to the total inhalable potential [a] energy of these various radionuclidesin a typical underground mine is studied in Appendix I. The measuring head described in detail in Appendix II, is able to satisfy all the implications made in the ICRP recommendations. Appendix III deals with the use of this measuring head in the cases where the equilibrium factor is lower than 0.1. This situation occur in open-pit mines where account must be taken of the Rn 222 contribution, which is no longer negligible in relation to that of its daughters. CURRENT DOSIMETER PERFORMANCES Table I shows the characteristics of the latest dosimeter. Appendix IV should be consulted concerning qualification of the dosimeter in the laboratory and in mines, technological development which finally produced the [a] dosimeter and its peripheral equipment, and technical presentation of the ISID (Integrated System of Individual Dosimetry) based on the concept of a multirisk personal dosimeter. Data on the installation and operating costs of such a dosimeter, which would seem to be competitive, are also given in this Appendix. ADVANTAGES OF PERSONAL DOSIMETRY AS COMPARED TO AREA MONITORING The results of the first eight months of experiments carried out under real conditions in an underground mine site are given in detail in reference 8. Area monitoring : The monthly exposure per worker to inhaled Rn 222 was determined from the knowledge of time spent in various areas of the mine and for the different mining operations, as well as from numerous and systematic sampling of the Rn 222 concentration in all work places. Personal dosimetry : The exposure to potential energy from radon daughters was measured by an [a] dosimeter developed by the CEA and worn by each of the 160 miners during eight months. In this way 160 x 8 pairs of monthly individual exposure values have been obtained which can be statistically studied. This test was decisive for us because it proved that the [a] dosimeter was technically sound (very few defects over one year for 160 dosimeters) and especially that personal monitoring devices were superior to area monitoring devices. The following conclusions can be drawn 1. The exposure distribution obtained by personal dosimetry is log-normal. This is true for the results on the whole as well as for groups of results relating to certain explanatory variables. See fig. la, 1b, 1c. 2. The exposure distribution obtained by area monitoring does not correspond to any type of distribution. If the results of personal monitoring are taken as a reference, area monitoring tends to underestimate the high exposures and overestimate the low exposures.See fig. 2. 3. [a]-energy exposures are underestimated when calculated from radon exposures and the equilibrium factor found in the considered mines. This is due to episodes or to zones of high radon concentrations not registered

INTRODUCTION Cross, et al. (1974), produced a retrospective study of standard setting for underground miners. This report had two distinct components; i) criteria of importance for the protection of the miners, and ii) economic considerations for standard setting. The methods for setting radiation safety standards reviewed were: dose calculations and consensus methods; epidemiology; pathology; bioassay; animal experiments; sputum cytology; chromosome aberrations; and, the Mantel-Bryan Model. By looking back, the authors intended to enable officials to look ahead in making future decisions based on reasonable conclusions. Now it may be time to consider underground miners' protection from another perspective: are there miners who may be especially susceptible to toxic environments?; and if so, are there any biomedical assays that might be indicative of exceptional sensitivities to toxic substances? The human population is genetically very heterogeneous. The data of Saccomanno, et al. (1973), reveal great variability in individual response to radon daughter exposure and only a small portion of the miner population subject to toxic inhalants develop squamous cell metaplasia (Saccomanno, et al., 1970). The majority of the miner population is either not susceptible or is resistant to the toxic agents. This information suggests the existence of a small subpopulation with increased sensitivity or reduced resistance and underscores the need for indicators from biomedical assays that might prove of value for the detection of such individuals. The heightened awareness of the contribution of pollutants in the environment for the potential induction of mutations and carcinogenesis lead to a profusion of short-term bioassays to circumvent the high cost and time-consuming large toxicity animal studies. Over 100 bioassays across taxa from microbes to man are at various stages of use or development (Hollstein, et al., 1979). Less than a dozen tests currently offer early promise for application to[ in vivo] effect studies of man. Many are still in early development, lack the sensitivity needed for a retrospective or prospective study at current permissible exposures, are impractical to conduct in the field, or are not cost effective. The purpose of this paper is to review some of the bioassays that may now, or in the near term, prove applicable for the detection of individual underground miners with increased susceptibility to toxic agents. Throughout this statement, it is assumed that any single test may give false negatives or false positives and, therefore, a tier of tests should be investigated. The possible tests are in various stages of development; some tests better proven than others with a firmer data base and, therefore, with greater probability of usefulness. Some of the less proven assays are not ruled out if they have practical or theoretical promise as indicators. Table I summarizes the assays critiqued for their potential to monitor the effects of [in vivo] exposure to genotoxic substances. POTENTIAL INDICATORS OF HIGHLY SENSITIVE MINERS Assays of Body Fluids It is desirable to have data on the agent(s) to which subjects are exposed when humans are monitored by biomedical effects. Obviously, to varying intensity, the underground mining environments are monitored for radon daughters and it is recognized that the miners are also exposed to other pollutants, most notably, uranium ore dust and diesel fumes. Further testing for the metabolites of the pollutants can be done on body fluid, urine. [High Performance Liquid Chromatography (HPLC)]: This is a very sensitive method for the detection of mutagenic metabolites in urine. The urine is treated with the enzyme sulfatase and beta-glucuronidase to permit identification of substances that are made nonmutagenic by conjugation as glucuronides. The sample is then passed through an XAD-2 resin column and the absorbed organic molecules eluted with acetone. The sample is then split and evaporated to 1 ml and used for direct chemical analysis using HPLC. One drawback to the test is the inability to measure cumulative exposure, but multiple samples can be obtained and comparison to baseline (control) and exposure samples can reveal qualitative differences as a consequence of exposure to mutagens. [The Ames/Salmonella Microbiological Assay]: The Ames/Salmonella microbiological mutagen test is the most extensively used short-term bioassay, with over 2,600 chemicals having undergone testing by this method (Hollstein, et al., 1979). The method, thoroughly worked out and tested for 10 years, consists of taking the second split urine sample from the HPLC preparation, evaporating to dryness and dissolving in dimethylsulfoxide (DMSO). INTRODUCTION The Nuclear Energy Agency plays an active role in promoting international cooperation among its member countries in the field of nuclear energy. In addition to various other functions, it plays a major role in encouraging harmonisation of government regulatory policies and practices, promoting exchange of information, and coordination of research and development in the field of radiological health and safety associated with nuclear fuel cycle activities. The work of the Agency is carried out through a number of specialised standing committees. In particular, the Committee on Radiation Protection and Public Health (CRPPH) is responsible for the Agency's activities concerned with radiological protection and related environmental problems. Its functions include review and discussion of national radiation protection policies and practices, review of developments in radiological protection, interpretation of ICRP recommendations and the study of the means of their translation into practical applications, including the establishment of radiological protection standards. Its functions also include the preparation of technical studies and reviews on specific problems requiring attention, and coordination of further research and development at the international level. Major attention is presently being given to the NEA programme of work on problems associated with radiation protection and environmental impact of nuclear fuel cycle activities, with particular attention to the front-end (uranium mining and milling) and the back-end (waste management) of the fuel cycle. In this context, the increasing attention that has been given in several countries to the problems associated with the exposure of man to radon, thoron and their daughters, and with their dosimetry and measurement, were readily appreciated by NEA, which began an active programme of work in this field in 1976. Because of the detrimental health effects,as demonstrated by epidemiological studies,caused by prolonged exposure to excessive levels of shortlived daughters of radon, particularly in poorly ventilated underground mines, the bulk of attention and needed effort has been focussed on radon and radon daughters in uranium mining. In certain countries some concern has been expressed also about the significant levels of exposure experienced by workers in non-uranium mines,and members of the public who live in particular areas or in dwellings built with particular materials which produce higher than average levels of radon and radon daughters. However, at the time of the first NEA involvement in this field it was considered that one of the most urgent problems to be solved was that of ensuring adequate personal dosimetry for uranium miners. Consequently, the NEA was urged to organise a specialist meeting on personal dosimetry and area monitoring for radon and radon daughters to provide an international forum for exchanging information and reviewing problems in this field. The meeting was held in Elliot Lake, Canada, in October 1976. A second specialist meeting, on the same subject, was held in Paris, in November 1978, to review further developments in this area. These meetings demonstrated that the overall problem associated with exposure to radon and radon daughters had many facets, each of which in recent years has been the subject of considerable attention in many countries for different reasons. It emerged from the meetings that further work was required on a variety of issues in two main areas: 1) dosimetry 2) metrology and monitoring. Conclusions and recommendations which emerged from the two NEA specialist meetings were discussed by the CRPPH. As a consequence the Committee approved, in September 1979, a detailed programme of work in the area of dosimetry and monitoring of radon, thoron and their daughters, and approved the setting up of an international Group of Experts on Radon Dosimetry and Monitoring to undertake the work. The work has been divided into two phases - phase I, on dosimetric aspects, and phase II, on metrology and monitoring aspects. The terms of reference of the work are given in Appendix 1. A list of national representatives on the Group of Experts on Radon Dosimetry and Monitoring is given in Appendix 2; many of these persons are participating here in the Conference. The Group of Experts met for the first time in April 1980 and met again in September 1981. The work of phase I is nearing completion and a report is expected to be submitted soon to the CRPPH for its consideration. Three technical papers providing interim information on the study appear elsewhere in the proceedings of this Conference. The papers cover the three principle areas examined in the study so far: 1) dosimetric aspects 2) review of the "working level" 3) review of objectives and requirements for measurement and monitoring of radon, thoron and daughters. The authors, their affiliations, and the titles of these papers are listed in Appendix 3. A brief overview follows giving the principal results.

INTRODUCTION The radiological health significance of thorium-230 stems from its tendency to separate from the uranium238 parent, concentrate in bone tissues, and to subsequently irradiate the radiosensitive tissues lining the bone surfaces and the bone marrow. Indeed, thorium-230 may be the radionuclide which contributes the major dose following intake of natural uranium (Hartley and Pasternack 1979). This is reflected by the most recent recommendations of the International Commission on Radiological Protection, which specify the limits shown in Table I for the annual intake of radionuclides by occupationally exposed workers (ICRP 1979). Because of the greater toxicity and different metabolism of thorium-230, monitoring only for uranium-238 does not satisfactorily identify the possible hazard from thorium-230 nor does it provide any real indication of the metabolism or biodynamics of these two radionuclides. Thorium-230 has a half-life of 80,000 years and can be detected by direct counting of the alpha particles or photons emitted during its transformation to radium-226. The 4.69 and 4.62 MeV alpha particles are distinctive and specific indicators of thorium-230 and are emitted with abundances of 76% and 24%, respectively. The principal photon, a 68 keV gamma ray, is emitted in only 0.37% of the transformations and is, therefore, not useful for low level measurements. The other photons emitted have even lower yields, or, in the case of radium L x-rays, are non-specific and, hence, useless for quantification. High sensitivity measurements of thorium-230 currently are usually accomplished by wet washing of the sample substrate, quantitative chemical separation of thorium atoms, and, finally, direct measurement of the alpha particles emitted from a massless deposition. This procedure is complicated, expensive, and time-consuming, and subject to interferences from uranium, other actinides, and other thorium isotopes. Recently, the feasibility of low-level measurement of thorium-230 by neutron activation analysis (NAA) was demonstrated (Kathren, Desrosiers and Church 1980). Two principal variations of the NAA method were used in this study: 1) instrumental NAA technique and 2) post-irradiation radiochemical separations (RCS). Instrumental NAA procedure is a nondestrucive technique which is preferred because of its simplicity. The procedure is as follows: after irradiation with a known neutron fluence, the samples are transferred to a clean container and quantitative gamma spectroscopy performed. With the radiochemical separations procedure, the sample is initially treated as in the instrumental technique. However, after irradiation, a known amount of "carrier" is added to the sample. The element(s) of interest are then separated from the rest of the matrix by distillation, precipitation and extraction techniques. The resulting sample, now free of interferring elements, is then ready for gamma-ray analysis. The use of a "carrier" is to determine the loss of element-of-interest during the chemical separations process. The neutron activation cross section of thorium-230 has an epicadmium resonance value of 1,010 barns (Mughahghab and Garber 1976) and a thermal neutron cross section of 23 barns. The 25.52 hr thorium-231 produced releases two photons of significance: an 84 keV complex, (6.5% yield) and 25.6 keV (15% yield) (Lederer and Shirley 1978). The 84 keV complex is particularly useful for quantification since neither natural uranium, thorium, their daughters, or activation products emit photons in this region. However, the higher yield of the 25.6 keV photon may result in increased sensitivity if there are no other photons of similar energy emitted by other radionuclides in the sample. PRELIMINARY STUDIES Thorium-230 standard stock solution was prepared from a pure sample of the oxide purchased from Oak Ridge National Laboratory. From this stock solution a series of samples were prepared for irradiation in the TRIGA Mark I reactor at Reed College. Various dilutions were prepared as well as thorium-230 spiked urine samples. Irradiation times varied from 1 to 54 minutes in a neutron fluence rate of 1.84 x 1012 n/ cu m-sec. The neutron spectrum was abundant in thermal neutrons, having a Cd ratio of approximately 10. Treated urine samples were also analyzed by the NAA instrumental method. Analysis of untreated urine samples was not possible due to the high background

Introduction It is generally accepted as dogma that sampling contributes most of the error in gold fire assays. Differences in assay results on pulps from the same sample interval are frequently regarded as evidence of the presence of the so called "nugget effect" of relatively coarse gold particles. It is true that coarse gold particles can contribute to substantial sampling fluctuations. But, while the process of sampling is probably the major source of error, the analytical process cannot be completely ignored as a possible contributor to erratic assay results. To maintain a stable assay process, the analytic part of the system must also be kept in control. One method of monitoring the performance of the analytic system is to systematically assay standard materials, whose sampling characteristics are carefully controlled. Gold assay standards are not prepared, nor can they be prepared, to account for both sampling and analytical errors. It is not possible to send coarse material to a lab for both preparation (i.e., comminution and splitting) and fire assaying and then come to conclusions only about the fire-assay process. Because most gold ores are very heterogeneous, sampling errors would, in most cases, completely mask the contribution of the analytical errors. Assay-standard material is prepared only to assess the accuracy and variability in the fire assay process. Because the objective of the assay standard is to provide information about the fire assaying, it is necessary to control the sampling error of the standard material, so that it is only a minor constituent of the discrepancies observed in any assay results. To do this requires that the particle size of the standard material be reduced to a point where the relative standard deviation of the sampling error (i.e... the standard deviation of the errors divided by the average gold content of the material) is 2% or less. For all but very homogeneous mineralization, this means that the material must be reduced to 100% -150 mesh before the sampling errors are adequately controlled. However, even reducing the particle size can contribute to sampling problems. The liberation of gold may cause segregation that can cause large sampling fluctuations that are not easily controlled while maintaining the desired grade. Because, in most cases, the standard material would already be in the "pulp" state when it is submitted to a lab for assay, it is not possible to entirely conceal the nature of the sample from the lab. This is a problem inherent in using assay standard material. Because of the contribution of sampling to error generation in the assay process, the use of "coarse" material does not solve the problem of submitting a totally "blind" standard to the lab. In the sections that follow, the selection, preparation, testing and use of gold fire assay standard material is discussed. While some may dismiss the production of standard material as folly, it is possible to produce and utilize standard material to stabilize and improve the fire-assay process to produce more reliable assay results. Material selection It is desirable to use material that has as nearly the same metallurgical characteristics as the samples with which the standards will be included. However, this is usually difficult. For many reasons, including the particle size at which a significant amount of the gold mineral is liberated, the sampling characteristics of even -150-mesh material may preclude the use of geologically and metallurgically similar ore as a standard. It is usually easier to get material having desirable grade characteristics with the necessary sampling properties than it is to find geologically and metallurgically similar material with the required sampling characteristics. High-grade standards are especially difficult to find and prepare. This is because, as grade increases, the size of the gold particles usually increases. Larger gold particles are liberated and tend to segregate during comminution, and the homogeneity of the material cannot be maintained. For grades much above 3 g/t (0.088 oz/ton), it is very difficult to find material that has the proper sampling properties. Old mill tailings are likely candidates for assay standards. Some of these have sufficiently homogeneous mineral contents, so that the sampling errors can be effectively controlled. Where mill tailings are either not available or are not acceptable, mineralization that has exhibited homogeneous results in reassays of the pulp material is also a good candidate for the standard. Finally, the mineralized rock being sampled may (and should) be used if adequate homogeneity in the -150mesh material exists. "Adequate" ("acceptable") homogeneity is defined below.) It is important to use standards having a wide range of grades. This alone may preclude the material being

The U.S. Bureau of Mines conducted copper exchange capacity (CuEC) tests for six common clays under simulated in situ leaching conditions. Regression equations were obtained from the data expressing the CuEC as a function of Cu concentration, pH, and temperature. Further testing resulted in regression equations expressing CuEC's of Na and Ca montmorillonites and attapulgite as a function of Cu concentration, pH, and the concentration of metal ions which compete with Cu for exchange sites. Using these equations, an analysis was made of the impact each clay could have on overall copper recovery. The results suggest that Ca and Na montmorillonite clays could have a major impact on Cu recovery and that attapulgite and illite clays could have a smaller, but still significant, impact. Kaolinite and ripidolite clays pose little threat to loss of copper from in situ leaching solutions. Copper losses are decreased by the presence of competing ions, and A1 and Mg have the largest impact of those ions normally present in Cu leaching solutions.

10.1 I~RODUC1'ION In order to understand the effects of surface subsidence due to underground mining on the ground water hydrology, a brief introduction to the rate, direction, and general pattern of ground water movement in aquifers is necessary. Ground water movement in an aquifer is controlled by aquifer lithology, structure, permeability, water levels, topographic set¬ting, and pumping patterns (Sgambat et al., 1980). Fig. 10.1 shows an idealized flow pattern of ground water in a hilly terrain (Coe and Stowe, 1984). The hill is made up of a series of interbedded permeable aquifers (mostly sandstone) and confining units (mostly shale). Since sandstone is porous and permeable, ground water moves through it downward and laterally until it reaches the interbeddings of the confining unit immediately below. The ground water then moves laterally along the interbeddings, be¬cause the confining unit is less permeable, and comes out as springs on the surface at the intersection of the aquifer and the confining unit. If there is a ground water table in each aquifer, it is a perched water table (e.g., right side of Fig 10.1). On the other hand, if the ground water recharge is larger than can be drained out, the interbedded permeable aquifers and confining units will be filled with water and a ground water table will exist only at the uppermost permeable aquifer. This is the semi-perched water table (e.g., left side of Fig. 10.1). There are three ground water flow systems: shallow, interme¬diate, and deep. Shallow flow systems occur near the land surface and the surface drainage system. The flow depth ranges from a few to several hundreds of feet with a resident time of a few weeks to a few years after entry, depending on the permeability of the rock strata. In a shallow flow system, the drainage coincides with sur¬face run-off water divides. Intermediate flow systems occur in minor hills some distance away from surface drainage. The travel distance ranges from several hundreds to several thousands of feet, the travel time from several months to tens of years. These systems are less dependent on seasonal recharge or discharge. In deep flow systems, the ground water travels from thousands of feet to miles, and transfers between surface basins. The travel time ranges from several tens to several hundreds of years. The systems generally receive recharge over a large area on major mountains and dis¬charge into major stream systems. 10.2 CASE STUDIES There are two ways of monitoring water wells for studying the effects of dewatering due to underground mining, i.e., water level and piezometric level. The water level is the water elevation in a water well that has penetrated two or more aquifers. Thus it indi¬cates the combined flow of all the aquifers that the water well intersects during the time of measurement. The piezometric level is the level to which water rises in a piezometer cased to a specific aquifer, and coincides with the pressure level of water in that aquifer. Therefore piezometric level reflects the water condition in that particular aquifer to which it is confined, while the water level represents the total yield of a water well without regard to the source of water. For instance, if a water well intersects two aqui¬fers, and if the lower aquifer is affected by undermining and goes dry while the upper aquifer does not, the water level in the well will drop, but may never go dry. Under this condition, the data obtained by monitoring the water level do not indicate the true behavior of the individual aquifers, especially if they are located at widely separated heights. 10.2.1 WATER LEVEL EFFECTS The effects of underground mining on ground water flow have been the subject of many investigations (Booth, 1984; Coe and Stowe, 1984; Owili-Eger, 1983; Rauch et al., 1984). However, the problems are very complicated, as have been exemplified by the conflicting conclusions reached by various investigators in var¬ious case studies. The most dramatic examples were described by Coe and Stowe (1984). In the first case (Fig. 10.2), the coal seam was 5 ft thick with cover from 400 to 800 ft deep. The majority of water supplies came from a sandstone aquifer in most ridge tops. When the face of the Panel No. 3 passed under it, dug well WW-1, which was approximately 670 ft above the coal, went dry, while the water level in Borehole B- 1, which was located at the center of Panel No. 4 with the bottom reaching the coal seam, also dropped about 160 ft. In Panel No. 5, the developed spring DS-2, which originated from the surface of the sandstone/shale contact and was approximately 750 ft above the coal seam, stopped when the face passed under it. The water level in the dug well W-2, which was dug into the shale about 700 ft above the coal seam dropped about 22 ft, but the well did not go dry. Therefore, nearly every spring or well located above or near the active panels was affected by longwall mining. In the second mine (Fig. 10.3), the seam was 5 ft thick with cover from 200 to 400 ft thick. Dug well DW-2, the bottom of which was 35 ft deep and approximately 330 ft above the coal seam in a perched sandstone aquifer, went dry right after the longwall passed under it. Drilled well W-3, in the sandstone aquifer, about 220 ft above the coal seam, experienced a 75-ft drop in water level when the face was under it, but showed some re¬covery after the face had passed under it. Ponds P- I and P-2 were developed in shale bedrock and were spring fed. They were not affected by longwall mining. Pond P-3 was developed in the sand¬stone aquifer, and its water table showed some decline when the face passed under it. Spring ST-1, which originated from Pond P-1 and was fed from several tributary valleys, was affected by longwall mining, probably because it passed across the panel edges where tension cracks drained off the water. Although the overbur¬den in case 2 was about half of that in case 1, the majority of water resources were not affected by longwall mining. Coe and Stowe (1984) attributed this discrepancy to: (1) a higher percentage of clays, shales, and claystones, resulting in a lesser degree of inter¬connected fracturing, and (2) a less rugged topography resulting in a less localized ground water flow system. Therefore, in order to assess the effects of underground mining, the premining ground water flow patterns, topographical, lithological, and meterological conditions must be known. Booth (1984) also monitored the ground water effects of a longwall mine (Fig. 10.4) in a seam 5 ft thick and 300 to 800 ft deep. There were three major aquifers: Morgantown sandstone approximately 30 ft thick and 630 ft above the coal; Saltsburg sandstone of up to 50 ft in thickness and 520 ft above the coal; and

The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. Underlying growth rates, another independent factor, may range from the business equipment industry with an annual growth rate of 14% through the electric utility industry with a growth rate of about 7% per year to the

The increased impact of mining subsidence in the U.S. coalfields and the recent regulatory constraints legislated by government and state agencies have provoked an intense research effort on this topic by government agencies, coal companies and academic institutions. Subsidence and horizontal strain predictions are a basic requirement if subsidence and its associated effects are to be controlled and contained within acceptable environmental levels. As a result, several such prediction techniques have been proposed or are currently under development to assist coal operators in minimizing the detrimental effects of these surface deformations. VPI&SU has been actively involved in this research effort in the past few years, with particular emphasis on the Appalachian coalfield. During the initial stages of this research a large number of subsidence case studies were collected from the literature, the coal industry and government agencies. In total, data from 32 longwall panels and 60 room and pillar panels were collected. This data bank was used to determine relationships between the basic mining and subsidence parameters, in order to allow the evaluation of the various prediction methods for the Appalachian coal region. Based on this data two subsidence prediction techniques, one based on profile functions and the other on influence functions have been developed. Profile function methods provide a tool for a fast calculation of subsidence on a line across a mine panel. Influence function methods, on the other hand, allow for a more detailed calculation of ground movements, in any mode and at any depth, on a grid or at any specific point. The limitations of the data of the collected case studies, i.e. accuracy of surveys, frequency of monitoring, lack of horizontal movement measurements, etc, led VPI&SU to the initiation of a detailed subsidence and strain monitoring program above a number of active mines, located in three major coal producing counties of Virginia. The aim of this program was to enhance the data base with accurate and complete measurements of surface movements and to allow, therefore, the refinement of the prediction techniques. This paper presents this monitoring program, discusses in detail the results obtained from three specific case studies and provides recommendations for the implementation of the field data in the general prediction methods.

Multiple seam underground coal mining is ubiquitous in Appalachia. Many coal properties have from two to ten or more economically mineable coal seams. Because of the ability to penetrate 600-feet to 1,000-feet or deeper into the mountainside leaving panels of web pillars separated by barrier pillars, highwall mining is a hybrid between surface and underground mining. As a result, many of the ground control problems commonly associated with multiple seam underground mining exist with multiple seam highwall mining. These include: i) multiple seam interaction between web and barrier pillars in superjacent mines, ii) subsidence and caving propagating to overlying seams and mines, iii) pooled water and the potential for inundation resulting from a breakthrough between an active highwall mine and abandoned underground mines in the same or superjacent seams, iv) the presence of overlying or underlying mine workings where pillar columnization in the active mine is not possible, and v) the question of whether to mine ?top-down? or ?bottom-up.? Case histories are presented from southeast Ohio where the Middle Kittanning No. 6 and Lower Kittanning No. 5 seams are successfully highwall mined with 20-feet to 40-feet of largely shale interburden. A highwall miner was caught in a highwall collapse in the Middle Kittanning No. 6 seam when it was overmining auger workings in the Lower Kittanning No. 5 seam. Multiple seam interaction caused by the overmining transferred overburden stress onto the Lower Kittanning No. 5 seam. The overburden concentrated through web pillars initiated auger web pillar failure, resulting in roof collapse and subsidence in the Lower Kittanning No. 5 seam that propagated up to the Middle Kittanning No. 6 seam. A second case history involves multiple seam highwall mining in southeast Kentucky. The A3 Rider, A3, B2, and C1 seams are being highwall mined around abandoned underground mines in the A3 and B2 seams and augering in the A3 Rider. Because of spoil storage constraints for the surface contour mines, the highwall miner follows the active pits in each seam so a standard sequence of ?top-down? or ?bottom-up mining does not exist.

The presence of elements, minerals, or chemical compounds in materials at very low concentrations is becoming a constantly increasing concern for several segments of the Industry. Some trace elements or chemical compounds may be considered as hazardous, some are simply considered as undesirable In complex processes where they could be constantly recycled and end up as the major factor of decreasing quality for some valuable products. In some other cases, the presence of a trace element or mineral may be highly desirable because of its economical value: precious metals are falling into this category, they probably were the first trace elements to draw our attention. Tremendous quantity of money is spent for analysis at the trace level, also the analytical "tool" has been considerably improved during recent years, but still the sampling aspect of the problem remains obscur for many, and because of it, large quantity of analytical efforts become meaningless. Not only the absence of sampling strategies is badly affecting the representativeness of a large majority of samples, but furthermore for the same reasons, many laboratories are failing In their endeavor to prepare reliable standard reference materials. The reason of this failure has its roots in the unability to estimate effectively the sampling characteristics of the element, mineral, or compound of interest, not to mention the unability to perform precise and accurate complete analysis, so essential for the instrumental analyst (1). In this paper a strategy to perform a better sampling operation is recommended. SELECTION OF A PROBABILISTIC APPROACH AS SOON AS PRACTICALLY POSSIBLE It Is essential to differentiate probabilistic sampling from non-probabilistic sampling. As Illustrated in Figure 1, the sampling operation Is a selection process which could be performed In two different ways: I. "In current tunneling practice, finite element simulations have become an integral element of the planning and design process. These models are most often manually generated using 2D CAD drawings, which is a laborious and time consuming process. In this paper, we propose a BIM based approach, in which the 3D FE-model is automatically generated through a set of compatible geometries of individual components, i.e. the geology, alignment, lining and the TBM. The BIM model also includes all relevant model parameters of the tunneling project that can then be incorporated into subsequent analysis to be performed during the tunnel drive. The setup and the execution of the FE-analysis are performed automatically utilizing all required data from BIM. The applicability and efficiency of the proposed strategies is demonstrated by means of project data from the Wehrhahn-line metro project in Düsseldorf, Germany. Both the design as well as the construction stage is considered. INTRODUCTIONIt is recommend to employ Finite Element (FE) simulations in order to ensure a high degree of safety and quality for any given project (Guglielmetti et al. 2012). As such, FE models form an integral part in the design and planning stages of modern tunneling projects. These models are often time consuming to construct and require data from many different sources. This data is most often not centrally stored and therefore not easily accessible. Additionally, the formats in which project data are stored are typically not compatible with the formats required by an FE program. This is especially true in the case of geometrical data, such as CAD drawings. Although existing design drawings are most often used as the basis for a FE model, a direct import into a FE program is most often not successful as the imported data generates a geometry that does not fulfill the requirements of a FEM model, such as model connectivity. Even if a geometry is successfully imported, other necessary aspects of an FE model, such as boundary conditions and material properties, must be applied manually. These incompatibilities inevitably result in the creation of a new model, which, especially in the case of complex 3D models, is a time consuming process."

2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ. U.S. Geological Survey (USGS) recently initiated the Front Range Infrastructure Resources Project. This is a multidisciplinary study along the Rocky Mountain Front Range from Pueblo, Colorado, to Cheyenne, Wyoming, and is designed to collect, compile, and analyze new and existing data on natural aggregate (stone, sand, and gravel), as well as water, and energy resources. To identify aggregate resources in the Front Range, a 1:500,000-scale reconnaissance map showing locations and quality of both bedrock and surficial sources of natural aggregate in the Front Range urban corridor was prepared by processing the digital geologic maps of Colorado and Wyoming. The first step of the process was to identify map units as either bedrock or unconsolidated material. Bedrock was classified according to type (i.e., limestone, granite, gneiss, etc.), which in turn was classified based on the suitability of the bedrock for use as crushed stone. Unconsolidated materials were classified according to relative age, with the older, more weathered materials being defined as less suitable for use as aggregate than younger materials. As a spin-off from the Front Range Project, the techniques developed for analyzing the Front Range geology have been modified and expanded to include all of Colorado and New Mexico. More detailed digital aggregate maps (1:24,000 scale) are being prepared in collaboration with the Colorado Geological Survey (CGS). Maps from the CGS "Atlas of Sand, Gravel and Quarry Aggregate Resources, Colorado Front Range Counties" show the distribution of potential resources of sand and gravel and provide general information about the physical properties of the resources. These maps are being digitized and merged into a single Geographic Information System (GIS) data base. In addition, the project is adding more specific information to the maps about deposit thickness, volume, and quality. This additional information is being obtained through field-characterization studies and modeling activities. The GIs data base can be displayed and queried using off-the-shelf software such as ArcInfo?, ArcView?, and Map Professional?. In addition, the USGS is developing a decision-support system to assist users in analyzing various land-use options on resource availability.

"Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. Chamber pressures can reach 3-5 bar yet the vast majority of testing is performed under atmospheric conditions. This paper illustrates how pressure influences foam stability and conditioned soil behavior, and how atmospheric test results must be viewed in the context of expected chamber pressures. Torsional shear strength, compressibility and abrasivity of foam conditioned sand were found to be ideal when the void ratio was above the ASTM-determined maximum void ratio, achieved by sufficiently expanding the soil grain structure with foam, herein when the foam injection ratio at pressure exceeded 45%. Otherwise, the engineering properties of foam conditioned sand were not ideal, i.e., appreciable torque and abrasivity, low compressibility. INTRODUCTION Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. The formation soil at the cutterhead must be transformed into a highly compressible, low shear strength and low permeability medium within the excavation chamber to allow effective EPB performance. This behavior must be maintained for a certain residency time while the soil is in the chamber and screw conveyor. The vast majority of published studies on conditioned soil behavior have been performed under atmospheric conditions (Quebaud et al., 1998; Bezuijen et al., 1999; Psomas and Houlsby, 2002; Vinai et al. 2008; Thewes et al., 2012; Peila, 2014); however, the desired soil behavior must occur under chamber pressures that can reach 5-7 bar. The influence of pressure on conditioned soil is significant and is dramatically different than behavior under atmospheric pressure (Williamson et al., 1999; Mori et al., 2015). This paper illustrates how pressure influences conditioned soil behavior and how atmospheric test results must be viewed in the context of expected chamber pressures. The influence of pressure on foam bubble size (including with time) is shown through digital image analysis. The influence of pressure on foam half-life is also investigated. The compressibility, shear strength, and abrasivity of conditioned soil under pressure is presented and explained in terms of density, soil and air compressibility and porosity."

"In 2017, one of the international authorities on coal bursts, Dr. Chris Mark, published a paper entitled “Coal Bursts that Occur during Development: A Rock Mechanics Enigma,” in which several relevant technical issues were identified, the most pertinent being:i.whilst development coal bursts are commonly associated with geological faults, understanding which specific faults result in burst-prone development mining conditions and why, remains undefined.ii.conventional wisdom in relation to strong roof and floor geology of the coal seam might be limiting, based on certain burst examples in Colorado.iii. development coal bursts can occur without the local ground stresses being substantially elevated from their in situ levels.This paper outlines what is considered to be a credible, first-principles, mechanistic explanation for these three current development coal burst conundrums by reference to early published coal testing work examining the significance of a lack of “constraint” to coal stability and an understanding of how very specific structural geology and other geological features can logically cause this to occur in situ, albeit on a statistically very rare basis. This basic model is examined by reference to published information pertaining to the development coal-burst that occurred at the Austar Coal Mine in New South Wales, Australia, in 2014 and from the Sunnyside District in Utah, USA.The “cause and effect” model for development coal bursts presented also offers a meaningful explanation for the statistical improbability for what are nonetheless potentially highly-destructive events, being able to explain the statistical rarity being just as important to the credibility of the model as explaining the local conditions associated with burst events.The model could also form the basis for a robust, risk-based approach utilising a “hierarchy of controls” to the operational management of the development coal burst threat. Specifically, these include the use of pre-mining predictions for likely burst-prone and non-burst-prone areas, the use of the mine layout to avoid or at least minimise mining within burst-prone areas if appropriate, and finally the development of an operational Trigger Action Response Plan that reduces the likelihood of inadvertent roadway development into a burst-prone area without suitable safety controls already being in place."

"INTRODUCTION Brutally honest mining executives will tell you that “safety is job #1 but.. dollars are also extremely important”. When economic times are tough, as they are now in mining, it can feel like you need to choose between safety and cost control. Leading edge companies know that it is excellence at both that provides the best performance. FLUID POWER SYSTEMS Fluid power systems are ubiquitous in mining – longwall systems, continuous miners, drills, haul trucks and excavators, etc. And fluid power systems are getting more powerful and using higher pressures to move greater volumes and achieve higher productivity. Average operating pressures in mobile equipment has been rising to 450 bar (6,500 psi) over the last decade. With increased system pressure comes ever increasing levels of stored energy. Stored energy that, if released in an uncontrolled fashion, can do tremendous harm to people and things.Fluid power systems are composed of pipe, flexible hoses, pumps, valves and actuators. They are filled with fluid (mineral oil or fire-resistant) to transmit power to where it’s needed for performing work. With time and use fittings can loosen, component performance diminishes and hoses wear and tear. In hostile environments, like coal mining, hydraulic hoses can fail in as little as 2 years according to DGUV (umbrella association of German Accident Insurers), maybe sooner in some particularly challenging environments. FLUID POWER SYSTEM SAFETY While appearing simple and benign on the surface, fluid power systems, particularly such systems on mobile equipment, have many potential hazards. Hazards that most workers aren’t aware of – particularly young, new hires. And those hazards that can quickly turn deadly. During the past couple of years, including at last year’s SME Conference, I talked to a wide variety of mining people about high pressure fluid injection injuries. Some people, often with little or no field experience, never heard of it. But, people with mine operations / maintenance experience were almost always aware of such injuries.Some had even seen it happen right in front of them. But most claimed it didn’t happen all that often. It just wasn’t seen as a problem!"
