Western mining companies are entering an African critical minerals market where access is harder to secure, risk is being priced more sharply, and execution advantages are increasingly decisive. The continent holds significant reserves and production potential of cobalt, lithium, copper, graphite, manganese and rare earths critical to the energy transition, yet Chinese-aligned capital has built a structural edge in access and execution speed. Simply signing narrow offtake agreements to buy output is no longer sufficient. Western firms win when they convert quality orebodies into bankable projects by reducing aboveground risk faster than competitors through integrated infrastructure access, durable fiscal alignment, and credible local value creation. Western mining companies will break into Africa by pairing capital with partnership, building corridors enabling infrastructure and power, designing credible value addition pathways and operating in a way that is politically durable through transparency, community benefit and fiscal terms that share upside in commodity upcycles. This feature article offers a practical playbook for mining executives and investors. The core argument is straightforward. Winning in Africa requires competing on the full system around the mine. Corridors and power, processing pathways, contract durability, community benefit and regulatory execution are now decisive variables in project valuation and capital access.

The characteristic problems related to drilling a hole for evaluation of an orebody are generally quite similar, whether we're drilling a core hole, or a hole to obtain chip samples. The basic objective in each case is fundamentally an economic factor; to produce the maximum amount of usable information per hole at a reasonable footage price. The success of the drilled hole depends largely upon the amount of investigation and research spent on the prospective area and the ability to forecast the capable personnel needed plus the right kind of drills, ancillary equipment such as bits, muds and various additives necessary to make the drilling program successful. The driller is confronted with a wide variation of drilling problems due to the nature of subsurface conditions. Some of these problems are: overburden, which may consist of clays; sand; boulders; or glacial till. These surface conditions may exist up to 2,000 feet in depth and upon reaching bedrock, formations may consist of swelling shales, broken sandstones, and every conceivable rock-type, coupled with every known structural problem such as dips, faults, folds, etc., and to this added extras such as permafrost and/or ground water problems combine to increase the necessity why an understanding of the problems along with the proper reaction of the driller plus the formula to compensate for ground conditions is necessary to complete a drill hole. Since most geologists are familiar with diamond core drilling techniques, I would like to discuss other methods used in evaluating ore deposits.

The Eastern Magnesia Talc Company has always had the problem of adequate storage at its various mines and mills of not only crude ore and finished product but also material in process. An opportunity arose a couple of years ago with the decision to build a new mill at West Windsor, Vermont, (Figure 1) to come as close to providing adequate space for ore and the ground talc in the new plant as money and judgement would allow. Since our engineering staff did not have the time to design and engineer the new facility, an architectural firm with complete engineering staff was retained. Our original thought was to contract all phases of the construction and installation, however, and I think this is a most important point for any small firm such as ours, we found that with good supervision we, as the contractor, could do the job faster and at a lower cost than the construction firms that bid on the work. For some 50 odd years Italian talc has had a virtual monopoly in the body powder area of the cosmetic industry. Due to the purity, superior lubricity and whiteness, naturally occurring in the talc from Italy, no talc in the Western Hemisphere could capture any but a very small part of the market. When the Italian supply was cut off during World War II, the United States' largest consumer of this talc decided that it was time to develop a domestic source of a satisfactory replacement.

These are exciting times for those of us involved in the discovery, development, beneficiation, sales and end uses of industrial minerals. The known sources of traditional raw materials are rapidly being consumed or covered up with highways and urban developments. We would never knowingly cover up a source of gold, silver, diamonds, or even base metals with a shopping center, but it has been difficult to justify not locating construction atop a limestone, granite, or sand dune deposit. During the last ten or so years most of the users of significant amounts of industrial minerals have established task forces made up of geologists, mining engineers, beneficiation experts, ceramic and refractory scientists, and senior members of their purchasing departments whose duty it is to determine where the raw materials for their particular finished products will come from now and farther down the road, like 20 years from now. Likewise, these same ceramic and refractory scientists are developing new materials which require a never ending change into different raw materials and the traditional materials must be refined by selective mining, exotic beneficiation practices and expensive but necessary post-beneficiation treatments to produce minerals for commercial use that were either theoretical minerals or at best showcase specimens when most of us here today were in school studiously acquiring a vocabulary which included Calcite, Magnesite, Dolomite , Feldspar, (Labradorite had the play of colors the prof could see but which I rarely focused on) Wollastonite, Celestite, Chromite, Olivine, Barite and Lepidolite to name a few.

Those of us who have directed our efforts toward the construction of tunnels have long maintained that tunnel construction is more closely an art than it is a science. We have spent time underground with hard-bitten, tobacco chewing shift bosses and superintendents who have made seat-of-the-pants decisions at the face which have been based upon their long experience underground coupled with uncanny intuition. The courage and skill of these men in the performance of their art is legendary. Without question, they have constituted the backbone of the tunnel construction industry. But just as John Henry, the steel driving man, despite his stout heart and dedication to his task, was supplanted by the steam drill, I fear that our tunnel stiff, at least as we have known him, will become an endangered if not extinct species. The reason for this is clearly that tunnel construction is slowly but inexorably making the transition from being an art into being a science, and more and more its performance is requiring the services of scientists as opposed to artists. The tunneling art has been undergoing change for many years, and yet until recently the changes have not been basic. We have improved the way we do the same old things. For example, John Henry would be flabbergasted if he saw the rock drills we use today. He would not have engaged in the legendary drilling contest with one of our modern drills, He would have simply conceded defeat.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

Long-term monitoring is necessary to successfully develop predictive subsidence models. Thus, the Illinois Mine Subsidence Research Program (IMSRP) has documented subsidence over a longwall mine in south-central Illinois throughout a 3-year period. No monitoring results of this duration have been previously published for longwall mining in Illinois. To study the effects of surface subsidence and the rate of subsidence, precise level surveying was conducted at the site two or three times a year. Level surveys were conducted at approximately the same time of year using a WILD NA-2 level with a micrometer. Second-Order, Class-I, closure errors were obtained in each survey. Survey monuments were designed to minimize frost-induced movements. At this particular site in southern Illinois, subsidence over chain pillars and the panel centerline continued 3 years after mining. Since mining in 1988, 6.67 feet of subsidence or 70% of the extracted height has been documented over the panel centerline, with almost 0.30 feet in the last two years. The area over the chain pillars has subsided a total of 1.44 feet, with 0.44 feet occurring within the last 2 years. Monitoring over the chain pillars and at the centerline shows the residual subsidence to be fairly uniform. Monitoring is continuing over both of these areas. Long-term monitoring data can be used to improve evaluation of subsidence effects on land and structures. However, coal companies will time mitigation activities depending on other factors including the threshold of structural damage, type of repair needed, and maintenance of landowner and company relations.

Filtration is an important solid liquid separation technology employed widely in the mineral processing industries. The effectiveness of the filtration operation can be influenced by numerous variables, related to the particulate phase, the slurry rheology and the equipment. The classical approach for analysis is based on Darcy's law. Knowledge of the cake pore microstructure and its correlation to macroscopic cake properties is required to model the filtration operation from a fundamental point of view. Since cake formation seems to occur randomly, a 3D Monte Carlo method was used to simulate cake formation. The configuration for simulation was a space with width of 500 µm, length of 500 µm and height of 4000 µm. Size distributions of five different industrial products whose particle size distributions follow the Rosin Rammler distribution function were used. The particle shape was assumed to be spherical. The simulated cake structures were described in terms of volume porosity (volume of pore space per unit volume of cake) and surface porosity (area of pore space per unit area of a cross section). The results indicate: I) it is possible to simulate 3D packing, which mimics cake structure, using the Monte Carlo method, 2) segregation phenomena occurs during simulated cake formation, 3) the values of calculated porosity for simulated samples B, C, D, and E were lower than those determined for corresponding industrial products Br, Cr, Dr, and Er, and 4) some structures of simulated samples seem to correlate with laboratory leaf test data obtained for different products from plant operations.

In the past three years there has been a great amount of attention given to phosphates world wide, and in particular to the Florida Phosphate Industry. I would like to relate some of the most recent history of the industry and give you a personal outlook for the future. Phosphate rock has been produced in Florida since its discovery on the Peace River in the 1880's. Through 1976, approximately 720 million ST of rock had been mined from Florida reserves, and it is my opinion that there are at least 1.2 billion tons remaining which are consolidated, accessible and can reasonably be expected to be permitted for mining. Over half the 1.2 billion tons will be deeper, more scattered, leaner and will produce lower grade rock than the Bone Valley of Central Florida has tradition-ally produced. In 1973, '74, '75 and '76 the Florida Phosphate Industry produced 32.6, 34.0, 38.2 and (38.0) (P) million ST of phosphate rock respectively. This rock was produced by ten mining companies, Agrico, Borden, Brewster Phosphates, Gardinier, Grace, IMC, Mobil, Occidental, Swift, and USS Agri-Chem; mines are located -17 in Polk County, one in Hillsborough County and two in Hamilton County, Florida. Phosphate rock is used by local companies in Florida primarily to produce phosphoric acid from which DAP and TSP is manufactured. Florida acid producers use about 15 million STPY in acid plants in Florida, and another 7.5 million STPY is consumed by acid producers in plants on and near the Mississippi River. Somewhat

Employing a combination of two types of polyelcctrolyte might become necessary to enhance both the settling rate of the flocs and the water clarity of a fine-particle suspension in a high-capacity thickening process. The sequence of addition, mixing, type and dosage of polymer all affect the overall performance and capacity of a thickening process. For the sedimentation of copper flotation tailings, the cylinder test results showed that two different techniques may be used to achieve the required performance, i.e., a high settling rate of the flocs and the deisired underflow density and overflow water clarity. The required performance can be achieved by either adjusting the pH prior to anionic polyelectrolvte flocculation or using a combination of polymer flocculant and coagulant (dual-polymer system). The dynamic thickening test results showed that only the approach using a dualpolymer system is capable of meeting the required performance. The effects of polvelectrolvte dosage, the sequence and numbers of polyelectrolyte addition, the feed concentration, the bed level and the rake speed on the settling rate, underflow percent solids and water clarity were studied in cylinder tests and in a laboratory dynamic thickening unit. The dynamic test is especially valuable in evaluating the addition and mixing of polymers. The results were evaluated quantitatively using total suspended solids in supernatant, underflow density and capacity per unit of settling area per unit of time. The objective of this study was to quantify and explain some of the parameters involved in the sedimentation of copper flotation tailings.

On reflection of certain overall circumstances which have pervaded the gold mining industry, it appears useful to point out some specifics which the writer hopes will improve the potential for success in the application of hydraulic dredges to gold mining activity. I will, prior to entering into that discussion, comment briefly on rule of thumb for the application of the three types of equipment. The three are bucket line, bucket wheel and drag line dredges. From a standpoint of high volume movement over a short distance, between 50 and 300 feet, the drag line dredge is historically the most cost effective type of machine to be utilized if bulk excavation is the single driving consideration. It is typical for this sort of equipment to operate in the 10 to 30 cents per cubic yard range, however, cost of operation is not the sole consideration. Typically the drag line mixes and remixes the material which it excavates. In the event that gold recovery is the object of the exercise, a strong potential for loss of the valued mineral exists. Additionally, drag lines do a poor job of bottom cleaning, particularly if there is a ridged or creviced bottom which must be cleaned and in some cases partially removed to assure recovery of the highest percent of valuable ore. The bucket line dredge has, until recently, been considered an extremely cost effective device. A mineralogical and geochemical characterization study was carried out on arsenic-bearing Ketza mine tailings to complement a column extraction test program with the purpose of assessing the potential of arsenic mobilization from the tailings. Two types of tailings samples (i.e., exposed tailings from the impoundment area and water covered tailings samples) were subjected to column tests under standing water cover and with no water cover but weekly flow-through flushing. The tailings have a uniform size distribution. The samples are characterized by high Fe2O3 (44.0 to 68.2 %) and As (3.7 to 4.4w%) concentrations. Ferric hydroxides are the dominant species that are mostly amorphous or cryptocrystalline. Arsenopyrite, scorodite, an Fe-Ca arsenate hydrate phase, an Fe-Bi-As phase and ferric hydroxides are the arsenic-bearing minerals. Arsenic is essentially contained in Ca-As goethite, Fe-Ca arsenate hydrate phase and scorodite. Goethite, although containing low levels of arsenic, could be a significant arsenic-bearing phase because of its high abundance. There does not appear to be any significant chemical or mineralogical difference between the original exposed tailings and the material left underwater with no flow-through for over a year. There are differences in terms of CaO, Fe2O3, SiO,, As, goethite, scorodite, calcite and dolomite concentrations between the exposed tailings and the column material after undergoing approximately two-year flow-through and aggressive leach tests. These differences are likely to be resulting from a combination of different column test conditions and sampling or heterogeneity of the material.

The extended weakness of dollar-denominated commodity prices during the past four years has often been attributed to, among other factors, the strong rise in the value of the dollar, and many U. S. producers have hoped for a recovery in metals and minerals prices once the dollar weakened in foreign exchange markets. The recent turnaround in dollar strength may put this view to the test quite soon. Hence a review of the role of exchange rate changes in the determination of the prices of world-traded metals and minerals may be timely. This paper has three parts. Part I reviews the recent summary record of price movements in commodity and foreign exchange markets. Part 11 reviews the distinct ways in which exchange rate changes influence the supply and demand sides of a representative commodity market. Part III then more closely examines copper and aluminum prices to highlight the potential differences in the effects of exchange rate changes for commodities whose production is dominated by geology and commodities which are processing-dominated. The paper also contemplates the likely implications of these differences for commodity prices in the case of a decline in the trade-weighted dollar. The evidence suggests that the degree of recovery for dollar- measured commodity prices may be very different for differing goods. And it may be the case that some commodities whose prices appear to have been most affected by exchange rate influences may show the least recovery in response to a fall in the trade- weighted dollar.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aero- sol monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical font, a convection diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. In this paper, comparative analyses of results (8 the controlled experiments with the predictions of the mathematical model are presented. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion are examined in light of the experimental observations. The experimental data from controlled experiments compared more favorably with model predicted results for similar conditions as opposed to the comparative analysis results for in-mine experiments. Specifically, the model predictions for an 800-m stretch of a mine airway reveal some significant differences from the behavior noticed in the mine. The deposition was lower than that predicted by the model. Consequently, concentrations were higher than those predicted by the model. The implications of these and other findings for further investigations are discussed in the paper.

It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. "The city of Denver, CO has experienced extreme growth in the past decade, with the population of the city topping more than 700,000 people in 2018. The current storm water drainage system was put in place in the early 1900s and has not been able to keep up with the growth of the city.When it rains north and east of the city, the runoff goes toward the South Platte River. With the dense population and sometimes severe thunderstorms in the summer, the city has experienced significant flooding that not only endangers lives of residents, but some of the storms have caused millions of dollars of property damage.The Platte to Park Hill Project is a $298-million nearterm, four-phase solution to the flooding that includes the Globeville landing outfall; an open drainage project in the Cole neighborhood in north Denver; an area for temporary water detention and another temporary water detention in Park Hill.The largest and most complex phase of the project is the Globeville landing outfall — a $70-million box culvert project that includes a pair of 157-m (515-ft) long, 243-cm (96-in.) diameter storm water tunnels that pass beneath a busy rail yard with 17 tracks for the Union Pacific Railroad (UPRR) and two Regional Transportation District (RTD) commuter rail tracks. The tunnels, which were installed parallel to a pair of existing 243-cm (96-in.) tunnels, were designed by Brierley & Associates as a client of Merrick & Company for the City & County of Denver, and Bradshaw Construction constructed the one-pass tunnels.From the start, it was evident that the tunneling portion of the project would be the most challenging because of the rail yards.“It’s a little bit more complicated because the railroads have such tight restrictions for settlement,” said Rebecca Brock, Brierley’s project manager. “We had a lot of meetings with Union Pacific and RTD to figure out what are prescribed versus tolerable settlements.”“The portion extending beyond the UPRR under the RTD rails was challenging, as RTD is new to tunnel installations under its tracks,” said Lester Bradshaw, president of Bradshaw Construction. “The RTD tracks employed a unique foundation of continuous concrete with integral raised concrete ties on rubber bushings. Minimizing settlement to these tracks was a critical requirement.”"

Constructed by stonemasons over 120 years ago, a portion of the Trout Brook Storm Sewer Interceptor (TBI) owned and operated by the Capitol Region Watershed District in Saint Paul, Minnesota, needed rehabilitation. A routine inspection of the 10-foot limestone block tunnel revealed degraded and missing mortar between the blocks, allowing significant infiltration and soil migration through the tunnel joints. Conditions, including damaged and missing blocks, were considerably worse in a 250-foot-long segment beneath a busy mainline railroad corridor. Barr’s solution included tuck-pointing to repair the mortar joints, shotcrete overlay, and construction of a hybrid cast-in-place/shotcrete “tunnel within a tunnel” to support the mainline railroad loads.
