Since first introduced, the coal mine roof rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground-control problem: extended cuts. Extended cuts, i.e., cuts greater than 6 m (20 ft) in length, are commonly used with remote-control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof-falls. When extended cuts are attempted in weak roof material, the roof may collapse before it can be bolted Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended-cut experience were collected at 36 mines in seven of the United States. It was found that, when the CMRR was greater than 56, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken, and, when the CMRR was between 38 and 56, extended cuts were sometimes, but not always, feasible. The data also show that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. The basic principle of this separation method was already defined in the middle of the nineteenth century. However, a change over for the treatment of minerals has followed from the construction of proper machines i.e. airjigs and airtables as late as in the twenties and thirties of this century. The main application of this technology was subsequently found in coal processing and reached quite a great dimension in the two following decades. The number of applications of this method in mineral dressing plants decreased rapidly and has almost vanished in the fifties in favour of wet concentration procedures. It has been for a long period as long as up to the eighties that no more consideration was taken for applying dry gravity separation in the field of mineral processing also due to the successful introduction of flotation. Due to the fact that labour cost was increasing remarkably within the past period after the end of World War II also the economic conditions in the agricultural sector became more though. As a result there came up a great demand for harvesting machines. Since agricultural products can only be processed by dry methods in a prevailing number, highly developed machines were introduced for the dry processing of food and feed stuff.

Pegasus Minera de Chile, Ltda. is completing three phases of metallurgical evaluation on the Pullalli project to develop a preliminary process flowsheet. A project feasibility study is in progress. The feasibility study includes a proposed process flowsheet designed based on results from the multiple stages of metallurgical evaluation. Phases I and II of metallurgical evaluation included laboratory scale heap leach and milling cyanidation testwork on multiple drill core composites and bulk ore samples from the Pullalli Project. Phase Ill included pilot scale milling/cyanidation testwork on Pullalli drill core composites. The proposed flowsheet includes selective mining and separate processing of low grade and high grade ores. Low grade ore will be crushed and heap leached. High grade ore will be milled leached for 12 hours in an agitated cyanidation circuit. After 12 hours of leaching, sands and slimes will be separated and the sands will be washed using a counter current cyclone (CCC) circuit. Partially leached and washed sands will be added to the crushed low grade ore for heap leaching treatment and permanent placement. Partially leached slimes will be thickened in a high capacity thickener and will be processed in a CIP circuit. Leached slimes will be placed in a tailings impoundment.

This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. It seems to me more likely, however, that the rock-melting probe will be simply one more in

Dunn has written an excellent paper providing a wealth of advice on what is often the most costly consumable in the mineral processing plant. As he pointed out, grinding media selection and quality control can play a major role in successful plant operation. Owing to the economic importance of this topic, there are some important factors related to media sizing that I believe merit further comment. Dunn made reference to a slightly simplified version of the Azzaroni (1981) equation and pointed out its successful use for the Henderson SAG and Climax ball mills. Although both formulas are empirically based on successful plant experience, a notable discrepancy between them is that Bond has factored the work index by the ore specific gravity. This is invariably so, as the Bond work index is derived from the mass grindability (in grams per revolution) measured in a test mill with a fixed volume of solids load (Bond, 1961). A material having the same structural integrity but double the density of another will have double the grindability and just over half the work index. Thus, for the general case, specific gravity should be incorporated into any media sizing formulation that uses work index as the criterion for resistance to breakage.

Deposition of calcium carbonate scale on activated carbon in the Pinson Mining mill carbon column circuit was causing erratic gold recovery rate, long acid wash time, high carbon attrition and long strip times. Continuous addition of a blended antiscalant into the mill thickener overflow at 8 ppm reduced the average carbon acid wash weight loss from approximately 10% to < 2%. Cleaner carbon improved the gold loading rate in the mill column. The loading on Column I was increased to 175-225 oz/ton carbon from 125-150 oz/ton for a two-day carbon advance cycle. The higher loading capability has given Pinson more flexibility and better control of gold flow through their carbon adsorption, stripping and electrowin­ning processes. Preventing calcium carbonate build-up on activated carbon with this antiscalant reduced acid wash batch time. This enabled Pinson to acid wash and regenerate every batch of stripped carbon for all the adsorption circuits. Shorter strip times have also resulted from the lowering of the calcium carbonate scale level in the loaded carbon. Carbon consumption has been reduced and is now averaging 0.046 lb/ton ore for the first six months of 1990 compared to 0.072 and 0.083 lb/ton respectively in 1989 and 1988.

Until recently, the general expectation among mining compa­nies and financial analysts has been that the price of gold would remain on a generally upward slope. The recent drop in the price of gold has caused many people to re-think the issue. Of course, the price of gold is singularly difficult to predict, so it is difficult to tell which concept is correct. In the present financial situation, however, many junior gold companies are faced with the reality that money is hard to raise, and many senior gold companies find that they are facing a period of corporate losses even though they own solidly producing mines, As engineering consultants, Kappes, Cassiday has recently received several requests to review conventional milling projects to see if heap leaching is a more viable option. In regard to straight financial criteria such as return on investment and net present value, the question is usually fairly easy to answer. However, corporate decisions must often be based on less definable criteria. For instance, new stock issues tend to be more successful if they are larger, which tends to favor milling operations over heap leaches. The corporate issues are often subjective and difficult to generalize about, so I will con­centrate in this paper on a few financial concepts.

The use of resin-in-pulp (RIP) to recover dissolved metal ions from slurries is receiving increasing attention. A number of engineering aspects have been identified as crucial if a RIP sys­tem is to operate efficiently. These are the mixing of the resin and pulp, the transportation of the resin and pulp and the sepa­ration of the resin from the pulp medium. Evaluation of numer­ous alternatives revealed that air agitation is the most suitable means of mixing to effect uniform distribution of the adsorbent and to effect a high mass transfer rate, airlift pumps are the most effective method of transporting the slurry particularly as they are characterized by a low degree of resin degradation and sieve bends are the most suited means of effecting the resin/pulp sep­aration. This paper details the design of the reactor that incorporates the three identified unit operations and presents data obtained from the contactor when operated at a throughput of I 00 000 t/m. The airlift pump was found to be sensitive to pulp density and submergence ratio. The screening ability of the sieve bend was influenced by resin and the pulp density . The reactor is a cost effective, metallurgically efficient unit for the recovery of metal ions from high density slurries.

Geothermal sources are exploited in two basic forms, i.e., the primary form of thermal energy and that converted into electrical energy by using an adequate thermodynamic cycle. There is a possibility of applying several processes for the conversion of thermal into mechanical or electrical energy, which depend on the thermodynamic characteristics of the geothermal water. Geothermal sources in Croatia do not contain steam of relatively high temperature, like in Italy, although both countries are nearly in the same position with respect to geothermal belt. Geothermal sources in Croatia are mostly so-called low-temperature geothermal sources with water temperatures lower than 100°C (Cubric and Jelic, 1993). A few of them have been exploited, although the percentage of utilization of their available power is still very small. The low-temperature potential is a major disadvantage when it comes to power generation, since state-of-the-art geothermal power plants require reheated steam or hot water to operate. There is a common belief that the optimum way of exploiting low-temperature geothermal sources is heat generation. Therefore, this analysis is especially aimed at potential users and showing the technical and economical possibilities of using low-temperature sources for conversion of thermal energy into mechanical work and electrical energy.

"Prevalence of lung disease in younger miners surprised industry regulators, congressional members, researchers and black lung clinic staff members. Mitigation researcher focused on low-coal mining in the Appalachian regions until Miners Colfax Medical Center (MCMC) Black Lung Clinic examinations discovered 25 of 72 Wyoming coal miners with lung disease. To reverse recent upward trend in lung disease, research programatic have been directed at reducing exposure to respirable “float” dust. This paper suggests broadening the scope of research to include boundary detection in efforts to improve outcomes. Beginning with a better understanding of biochemistry of anaerobic bacteria methylation processes precipitating sulfur and heavy metals into thin seam boundary layers. Expanding research and development objective to focused on minimization of bit-pick crushing cone volume and preventing mining thin boundary coal layers and out-of-seam dilution. Black lung clinical evaluations of miner will confirm outcomes directed towards reduced occupational disease and smoke stack emissions. INTRODUCTION Miner exposer to bit-tip crushing cone volume, fragmentation and auger movement generated respirable “float” dust and boiler emissions are related science-technology –engineering-mathematics (STEM) problems. Formidable but not intractable problems are driven by oxidation of upper flood plain elements in the periodic table and biochemical metabolic presses occurring in coal basin. Because of burial compaction, quartz and trace heavy metals (Fe2+, Mg2+) are concentrated in thin seam boundary layers. By not cutting through thin boundary coal layer and out-of-seam into hard quartz containing rock layers, miner lung disease and smoke stack emissions are minimized. Cutting bit-pick elastic wave hydrodynamic principle force vectors in the coal layer must be aligned to minimize respirable dust generation, constrained by fragmentation size. Dust abatement by water spray and machine design are effective; but for, failure to address cutting cone dust volume generation and its distribution along run-of-mine (ROM) transportation systems the boiler. Real-time precision thickness measurements by integrated cutting drum (icDrum) sensor, machine man-interdiction from a dust free control room, is a cost effective way to prevents respirable dust exposure. The recommended STEM research and demonstration initiative addresses issues raised by discoveries of increased rate of lung disease discovered in young miners and concerns over emissions from coal-fired electric generation stations (Global Warming). In-mine demonstrations must be validated by on-site MCMC mobile Black Lung Clinic data acquisition and analysis."

Introduction Ball mills are lined drums, either cylindrical in shape or modified cylinders that have either one or both ends of the shell, consisting of conical sections, that rotate about the horizontal axis. Fig. I I shows a cylindrical mill, Fig. 12 a conical ball mill, and Fig. 13 a Tricone ball mill (Hardinge tradename). Steel or iron grinding media, generally in the shape of spheres, are used to grind the ore to the specified product size. In order to obtain more contact area for grinding and to simulate the shape of worn balls, balls have been made with two concave surfaces diametrically opposite each other. Some concentra¬tors, such as Erie Mining Co., have used slugs cut from worn and broken rods to supplement the balls in ball mills and save money otherwise lost as rod scrap. Cylindrical and conical shapes have been tried instead of balls, but balls remain as the most common shape grinding media used in ball mills. Ball mills were a logical development from the earlier pebble mills that used hard natural pebbles such as flint pebbles or sized ore pebbles (obtained from the ore itself) as grinding media. In the early 1900s36 it was found that when cast iron or cast steel balls were used in place of flint or ore pebbles, the mills drew more power and gave greater production capacity. Advances in technology have resulted in the manufacture of ball mills up to 18 ft diam inside shell, drawing up to 8,000 hp. Ball mills are employed to grind ores, especially the more abrasive ores, to finer sizes than can be produced economically in other size¬reduction machines such as roll crushers, hammer mills, and impactors. Ores can be ground dry-dry grinding-or in a slurry-wet grinding-using ball mills. Dry grinding nominally refers to less than I %v moisture by weight. If the moisture content increases by several percent, dry grinding capacity is significantly reduced as shown in Table 17. The usual range of solids content in wet ball-mill slurries is from 65 to 80% by weight. Wet grinding is used to prepare the feed material for unit opera¬tions such as flotation, magnetic separation, gravity concentration, and leaching that require a slurry of liberated valuable mineral and unwanted gangue particles. Dry grinding" is employed to produce feed for agglomeration, pelletizing, and pyrometallurgy processes that require feed that is dry or nearly so and for finely ground industrial mineral products used in the dry state. Dry grinding is also used when minerals cannot be dewatered economically to the required moisture level or when the ground product reacts unfavorably with liquids. For example, cement clinker must be ground dry. Dry grinding requires about 30% more power than wet grinding for comparable size reduction .28 The total power required in a dry¬grinding ball-mill plant including drying may be double that required for a wet-grinding plant. Grinding-media and liner consumption in dry grinding reported as pounds of metal consumed per kilowatt-hour per ton of ore" is 10-20% of that used in wet grinding. The Wabush pellet plant, Point Noire, Que.3o reported ball consumption dropped from 6.3 lb per ton of ore ground to 2.5 lb per ton of ore ground when they converted from wet to dry grinding, and a 30% increase in power consumption. A number of comparisons made on wet and dry grinding of cement raw materials show metal consumption in dry grinding to be 10% of that in wet grinding. The capital costs for wet grinding are generally lower than for dry grinding. When thickening and filtering of the wet-ground product are required, dry grinding may have a lower capital cost. With open-circuit grinding the ball-mill discharge passes directly to the next processing step without being screened or classified and no fraction is returned to the ball mill (Fig. 14). In closed-circuit grinding the ground material, undersize, in the ball-mill discharge is removed either using a screen or a classifier with the oversize being returned to the mill for additional size reduction (Fig. 15). The over¬size material that is returned to the ball mill is called the circulating load. Open-circuit ball-mill grinding requires more power than closed¬-circuit grinding for products containing similar amounts of top-size material. The less the amount of oversize allowed in the product, the longer the ore must remain in the ball mill when grinding in open circuit. This increases the production of extreme fines and thus the consumption of more power. The power required for open-circuit ball-mill grinding can be estimated using the multipliers listed in Table 18 and knowing the power required for closed-circuit grinding to yield the desired product particle size. For example, assuming the desired grind size is 90% passing some specific top size, open-¬circuit grinding would require 1.40 times the power to achieve similar results as closed-circuit grinding.

INTRODUCTION Geotechnical models, particularly those based on the finite element method, have been available to aid in en¬gineering design of underground mining excavations for over ten years. Despite this fact there are remarkably few cases of their use in mine design documented in the literature. It is therefore to be anticipated that many potential users of these models are relatively unaware of their capabilities and limitations and also of the form and detail of geotechnical data needed for their success¬ful application. This subsection attempts to address this problem by discussing the different types of numerical models now available and by noting how some of them have been used to study a variety of problems associated with underground mining. The subsection concludes by discussing the applica¬tion of the displacement discontinuity method to the de¬sign of possible mining systems for the copper-nickel deposits of northeastern Minnesota. The object of the analyses, which were nonsite specific, was to determine the significance of geotechnical parameters, such as ini¬tial stress and rock structure, on the stability of under¬ground excavations and hence to provide guidance for future geotechnical investigation. NUMERICAL MODELS In the geomechanical design of underground mining openings, use is made of numerical models that repre¬sent or simulate the large-scale mechanical behavior of rock. There has been less interest in analysis involving fluid flow and heat transfer, but with increasing interest in such areas as in-situ retorting and solution mining it is likely that there will be a growing need for numerical models embracing and coupling all three physical proc¬esses. However, the emphasis in this subsection will be on mechanical behavior. Models which simulate such behavior will be divided into two groups: continuum models and discontinuum models. These will be dis¬cussed in turn in order that some insight into alternative solution strategies and their merits may be gained. Continuum Models Almost all geomechanical numerical models must be classed as continuum models even though particular computer codes incorporate special provisions for rep¬resenting discontinuities such as faults, bedding planes, or joints. They are continuum models because they pro¬vide solutions for cases where material behavior is governed by the differential equations of continuum mechanics. Two basic solution strategies for such equa¬tions may be identified immediately: the differential ap¬proach and the integral approach. In the differential approach a means of approximating the differential equations over the entire region of interest is sought. In the integral approach use is made of fundamental solutions from continuum mechanics, and these are used to construct a solution to the whole problem, making approximations only on the boundaries of the region of interest. The several differential and integral methods are identified in Table 1. Differential Methods: Problems in continuum me¬chanics involve the solution of three types of partial differential equations. Two of these govern the behavior in so-called initial value problems, in which variables change both in time and in space. Examples of such problems include nonsteady heat transfer and fluid flow, and stress wave propagation. The last type of partial differential equation governs the behavior in boundary value problems. In these, variation is in space but not in time. Solution of initial value problems may be achieved in two significantly different methods: implicit and ex¬plicit. The differences between these two methods will be illustrated by considering a very simple initial value problem, that of one-dimensional heat diffusion. The equation governing this process may be written as: [ ] where T is temperature, K is thermal conductivity, p is density, c is specific heat, t is time, and x is the spacial coordinate. In finite difference form this equation might be written as: [ ] where the superscripts refer to the time and the sub¬scripts to the spacial location. Several solution strategies for this equation have been used. Two important ones may be illustrated very simply by discussing the signifi¬cance of the superscript * on the right-hand side of the equation. If i + 1 is substituted for * then the second derivative of the temperature with respect to distance is evaluated at the end of the next time step (using tem¬peratures not already known). Such an approach leads to a set of equations involving unknown temperatures and a solution procedure which is referred to as being implicit. The important characteristic of the implicit procedure is that it leads to a set of equations that must be solved for each time at which the temperature dis¬tribution is required. At the Mount Isa mine, Mount Isa, Qld., Australia, sublevel open-stope mining is used for copper ore while both sublevel open-stope and cut-and-fill methods are used for the silver-lead-zinc ores. Production in 1979¬80 was 4 730 000 t (5,200,000 st) copper ore and 2 590 000 t (2,850,000 st) of lead ore. The deepest mine level currently is 960 m below the surface. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size, Shape, and Dip The mine is located in the valley of the Leichhardt River in Lower Proterozoic sediments of the Mount Isa group. The regional strike of the sediments is north¬south and they have a persistent westerly dip of about 1.1 rad (65°). In the mine area, the Mount Isa group comprises a sequence of alternating bands of dolomitic shales and siltstones some 3.2 km (2 miles) in width. It is bounded on the east by greenstones and quartzose sediments of the Eastern Creek volcanics, and on the west by the Mount Isa fault, west of which occur schists and other metamorphic rocks. The ore bodies as currently known at Mount Isa are restricted to the Urquhart shale, a formation of thinly bedded pyritic, dolomitic, and volcanic shales some 1070 m (3500 ft) thick. Towards the top of the Mount Isa group sediments, copper and silver-lead-zinc ore bod¬ies occur as contiguous but discrete entities and are mined and treated separately (see Figs. I and 2). Argentiferous galena, sphalerite, pyrite, and minor associated sulfides occur in distinct concordant bands throughout the Urquhart shales. Wherever these bands are grouped together in sufficient density they constitute silver-lead-zinc ore bodies with widths varying up to 36.6 m (120 ft). Other mineralized bands are common in intervening beds. Individual ore bodies persist for many hundreds of meters concordant with the strike and dip of the enclosing shales. Intersections of these beds with fold axes provide local zones of enrichment but otherwise the mineral content of the ore bodies varies only slightly throughout the extent of the dip and strike. Chalcopyrite is the only important primary copper mineral. It occurs in association with pyrite and pyrrhotite as disseminated flocks and as vein fillings throughout irregularly shaped zones of folded, brecciated, and re¬crystallized Urquhart shale. These zones, which are lo¬cally termed "silica-dolomite" bodies, are broadly transgressive to the shale bedding and confine all significant copper mineralization to the virtual exclusion of silver¬lead-zinc mineralization. In some areas, the downward percolation of acidic water through faults and shears has caused extensive leaching of the coarse-grained carbon¬ates to depths in excess of 610 m (2000 ft), but most of the silica-dolomite remains unleached and the ground is competent. The majority of lead ore being mined is north of the main shaft pillar (R62, U62) area. At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40&apos;s is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

I have been asked to give you the National Coal Association&apos;s (NCA) view of the future of the coal industry. However, before discussing the outlook for the future I would like to set the stage by taking a brief look at how the industry has changed over the last decade. In 1977 the coal industry was in the midst of a period of steady growth. Although most of the gains in the early and mid 1970&apos;s occurred in the west, the industry was still predominately eastern, with eastern production accounting for 76 percent of the 697 million total tons produced in 1977. The labor force was nearing a high - at over 220,000 workers, and the number of active mines was also at a decade high of over 6,000. Productivity on the other hand was at a low. The average miner produced 1.80 tons per hour, and labor relations were also at a low point. Projections for coal&apos;s future were very optimistic, mainly because of the unprecedented growth in coal use by the utility industry. In 1977 the 477 million tons of utility coal accounted for 68 percent of U.S. coal production, and the utility industry planned on 129,000 MW of new coal-fired capacity over the next decade. Consumption of metallurgical coal at coke plants was the second largest market at 78 million tons; the industrial and residential market consumed 70 million tons and exports were at 54 million tons. But in retrospect, a lot was happening in 1977 that signalled many changes in the coal industry: - Amendments to the Clean Air Act were passed, which required that utilities take an entirely different approach to meeting New Source Performance Standards at new plants, and required that standards be set for industrial boilers as well; - the Surface Mining and Reclamation Act became law; -electrical generation, despite the optimistic forecasts, was nearing the end of a period of close to five percent annual growth; -1977 ended and 1978 began with the longest coal strike in U.S. history. -crude oil imports in the U.S. reached an all time high as did both total consumption of petroleum products in the U.S. and oil consumption at utilities. The high level of oil imports set the stage for the oil price increases of 1979 and 1980 which resulted in an immediate increase in demand for coal, not only in the United States, but world wide. Labor strikes in Australia and Poland sent foreign buyers to the U.S. literally in droves, and quickly made the U.S. a force in the world steam coal market. The U.S. coal and transportation industries responded to this overwhelming potential demand for coal. In a very short time, the capability had been developed to mine and transport the 1.2 billion tons of coal that forecasters said would be needed by the mid 1980&apos;s. What was not anticipated was that the economic effects of sharply higher oil prices would dampen demand for energy, especially for electricity, as quickly as we have seen; that coal industries in other countries would respond as rapidly as the U.S. coal industry, and at a rate

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency&apos;s (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It&apos;s difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They&apos;ll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors&apos; selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn&apos;t the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner&apos;s toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text. ?
