I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

Although manganese is a metallic element and is widely dispersed in nature, it never occurs except as a compound in combi¬nation with other elements. Use of such compounds in the production of glass is known to have occurred in early Egypt. The dioxide of manganese was considered a compound of iron until 1774 when C.W. Schule first recognized it as an element. In the same year, a Swedish mining engineer, J.G. Gahn, became the first to isolate manganese. In 1856 development of the Bessemer process of steelmaking gave economic importance to manganese, and later, in 1882 Robert Hadfield discovered the benefits of high manganese steels. GEOLOGY Physical Properties Elemental manganese is a silver-gray metal, resembling iron but harder and more brittle and used primarily in alloys (both ferrous and non-ferrous) and a wide variety of chemical compounds. Some of the physical properties of manganese include: melting point¬1 245°C; boiling point-2 150°C; density at 20°C-7.43 g/cm3; specific heat at 25.2°C-O.115 cal/g; latent heat of fusion-63.7 cal/g; hardness on Mohs scale-5.0; linear coefficient of thermal expansion from 0 to 100°C-22 x 10-6. Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are pre¬dominantly manganese to those having only minor percentages of manganese. Distribution of Deposits Manganese ore deposits are found worldwide and were formed in various geological environments, but only a rather limited num¬ber of deposits have high grade manganese ore in sufficient quan¬tities to be mined and utilized economically on an industrial scale. It is worth noting the fact that almost all of the significant deposits can be classified into two types of deposits: marine chemical sed¬imentary deposits, and residual (secondary) enrichment deposits. There are, however, a much larger number of geological types but these are not of commercial significance at this time. Sedimentary deposits are the most common and are usually stratiform or lenticular. Manganese minerals were formed by a chemical process during the deposition of marine sediments. They usually contain manganese oxides and carbonate minerals, some¬times interbedded together or with other sedimentary rocks such as limestone or shale. Examples of this type of deposit are the Russian ore bodies of Nikopol and Tchiatoura, as well as the Kalahari deposits in South Africa and deposits of Groote Elyandt in Aus¬tralia. Residual deposits were formed in a different way: by alteration of existing manganese deposits or by concentration of the manga¬nese minerals when other minerals were washed away by weath¬ering or ground water processes. The Nsuta deposit in Ghana, the Amapa deposit in Brazil, the Moanda deposit in Gabon, and nodules in the residual clays of the US Southern Appalachians are examples of this type of geological process. In the case of the Ghana and the Amapa deposits, this is only true for the outer layers of the deposit containing oxide minerals, the inner part being comprised of car¬bonate minerals including manganese carbonate, probably from marine origin. Some sedimentary and residual-type deposits have been metamorphosed, giving rise to small high grade ore bodies. These deposits are regionally metamorphosed, occurring in mar¬bles, slates, quartzites, schists, and gneisses. Some of these deposits, such as the Franklin, NJ, deposit are rich enough to be commercial without secondary enrichment; however, most of the exploitable deposits have been secondarily enriched. Due to the diversity and complexity of manganese deposits, both with respect to deposition and chemistry, a wide range of impurities are almost invariably present in the ores. Table 1 shows that the reserves (i.e., a measured resource that can be economically and legally extracted) are estimated at 814 x 106 tons of contained Mn, which equates to more than a 100 year supply at the current level of production. The reserve base is made up of the marginally economic reserves and sub-economic re¬sources and are some 4.5 times greater than the proven reserves. Also apparent from study of Table I is the fact that some 75% of manganese reserves are found in two countries, the USSR and South Africa. On the other hand, North America (i.e., the United States and Canada) have few significant deposits. The largest deposit, or at least one of the largest, in the United States is located at Chamberlain, SD. This deposit is sedimentary

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

INTRODUCTION The art of placer gold mine evaluation and mining has had an interesting evolution beginning in earliest times. DE RE METALLICA (c.1556), documents the use of rockers, circular sieves(jigs) and riff lest for classifying, concentrating and recovering placer gold, respectively. During the late 1800's in the heat of the international gold rush, a bucket ladder mining dredge containing its own processing plant was developed that enabled digging of placers to bedrock that were inaccessible to the hand miner. The power driven churn drill was developed at about the same tie that facilitated more rapid and larger scale sampling of placers to bedrock. The mineral jig was applied in the early part of the 1900,s to begin the replacement of riffles on placer dredges. Mining dredges proliferated in California and New Zealand to mine the deeper placers and spread throughout the world. The companies that were leaders in dredge mining technology conducted experimental work that advanced the state of the art by processing of gravels with jigs and amalgam systems to recover gold on board dredges in a continuous process. This paper will synthesize the technology of placer gold exploration, mine development and operation into guidelines for evaluation and development of small-scale prospects. Prospect Reconnaissance The location of a prospect usual1 y results from some physical evidence of the presence of gold and/or past mining activity. Any earlier activity that may have produced gold from the prospect, should be investigated before making the trip. The initial reconnaissance should attempt to verify a near-surface presence and then make observations concerning the geomorphic characteristics that relate to placer gold accumulation. Estimates of the probable depth, breadth and length of mineable gravels can be made from the surf ace by the experienced placer mining engineer. With this information, he can speculate on whether there is a viable prospect to be pursued. The placer mining engineer should be experienced in panning samples found in shallow diggings or from existing pits. This will give him immediate indications of gold presence without fear of "salting" by an over-ambitious promoter of the project. The same capability of panning is important during the other sampling phases. A thorough knowledge of logging and calculating the results is essential to proper evaluation of the deposit' s tenor. Evaluation Methods Depending upon the character of the prospect such as river, benches, terraces, jungle, the type of equipment to conduct sampling of the deposit must be determined. In most cases, the drill has replaced bulk sampling. The churn drill has had the greatest amount of accumulated experience but is slow. The reverse circulation drill (RC), is limited by its lack of verification in subsequent mining in order to prove its reliability. However, in the hands of knowledgeable placer mining engineers experienced with its use and calibration, it may be used. The RC Hammer drill (such as the Becker), can be as much as ten times faster than the churn drill and compress the time necessary to prove a prospect, or, to disprove it. All costs in balance, it is often cost effective over the churn drill.

"Himalayan geology poses the most challenging ground conditions almost anywhere in the world, one of the reasons thereof is their evolution as the youngest mountain chains. They are demonstratively rising faster than any mountain elsewhere. The composition is also younger, and consequently less well consolidated than the other older fold belts. This is consistent with the fact that they constitute one of the most active of the plate margin zones rising at a rate that is almost double the Andes, which is in turn three times that of the Alps. Thus, stress conditions (Magnitude and variations) can potentially be more extreme and adverse on a Himalayan tunneling project. Tunnel excavation under the Himalayan Mountains will pose significantly more challenges than an equal length and equal cover drive almost anywhere in the world. These in-depth-tunneling difficulties through high mountainous terrains have posed major challenges for application of traditional drill and blast (D&B) and NATM methods. Handling such adverse geology at any depth is always problematic and generally leads, if not adequately foreseen, to the significant tunneling delays. The author wants to highlight the challenges faced and on the spot solutions adopted while executing most prestigious 273Km long Udhampur –Srinagar- Baramula Rail Link Project (USBRL) in the Himalayas in the state of Jammu & Kashmir, India. The main focus of the paper is on main stretch of USBRL Project i.e. T-80 (India’s 2nd longest railway tunnel & 3rd longest in Asia) where the team of the author has recently completed a 11.2 Km long tunnel and where the train track has gone operational from Qazigund to Banihal. The construction of this stretch posed several challenges akin to highly adverse geological conditions. Executing on -the -spot solutions, the project has been completed successfully. 1.0 INTRODUCTION Construction of Udhampur-Srinagar-Baramulla Broad gauge railway line is one of the Mega projects undertaken by Indian Railways to establish a dependable transportation in the state of Jammu and Kashmir. In engineering terminology, it is a challenging project negotiating breakthroughs against the complex Himalayan geology. The Project which has been operational over last 12 years , stretch by stretch, is in advance stage of construction . The purpose of the prestigious project is to connect the Kashmir valley to the mainland of the state of the country. On the date owing to the hurdles of the tuff terrain, the transport of this part is totally dependent on the surface transport, i.e., through a road which connects NH-1A from Delhi to Srinagar. The altitude of the region varies from 500.00 to 1700.00, ranging through Udhampur to Katra - Reasi –Sangaldan- Banihal-Quazikund-Ananthnag-Srinagar-and Baramulla. The main features of this project are its Pirpanjal Tunnel and T-48 & 49 tunnels which cover the maximum length of tunneling through thick hostile geological conditions, the total length being 138km. Details of Pirpanjal tunnels are shown in Figure-1."

Since the early 1970's, the U.S. Geological Survey (USGS) has carried out exploration geophysical research on non-basemetal strategic mineral commodities, including uranium, lithium, gold, potash, and chromite. The chromite study (largely completed) and the potash study (still going on) carried out during the past 4 years have not been aimed at the discovery of new ore reserves, but instead were designed to complement exploration by private mining companies. The USGS has carried out research not normally conducted by these companies, but which can be used by them in their efforts to increase production of strategic minerals. Results of the chromite and potash studies highlight the importance of: 1) a laboratory-research phase (petrophysical and petrographic studies) at the beginning of work on any new commodity; 2) an operative or functional ore-deposition model to serve as a conceptual framework, and the necessity to continually test, refine, and modify it during the study; 3) indirect geologic/geochemical indicators, secondary associations, and the use of multiple physical properties; and 4) the use of a systematic inverse-cost sequential-exploration (i.e. lowest resolution and lowest cost first) strategy to keen the exploration economically reasonable. The keystone to the success of the study is frequent and substantive dialogue among geologists, geophysicists, and geochemists.

The listed title of my talk to-day is "MODERN ON STRAND SINTER COOLING". Perhaps it should he ve been "COMPLETION OF SINTERING ON THE STRAND" as the two are synonymous. By the very nature of the DWIGHT-LLOYD SINTERING PROCESS partial cooling on the strand is always present, but not completion of sintering and cooling on the strand. I have mentioned the Dwight-Lloyd process just to be certain the type of sintering under discussion is fully identified because some of the basic mechanisms of sintering occur in various pyro-processing of fines lying in close quiescent contact, such as powdered metals practices, some types of pellet induration, firing of briquets, or other compacts, where the entire bed is brought to, and held at, the high reaction temperatures of sintering. Figure 1, The continuous sintering process as originally conceived consisted of intimately mixing carefully proportioned burdens, placing them in a comparatively thin, draft permeable layer, on a moving grate and igniting the surface while drawing sir through the bedded burden. The moving grate was advanced slowly as the line of burning fuel travelled from the surface to the bottom of the bed and no more fire zone could be seen.

Mine productivity, measured by the output of minerals per manshift, depends on a number of factors including physical conditions of the minable seam, type of mining equipment, management techniques, worker attitudes and governing jaws and regulations. The greatest scope of improving productivity lies, perhaps, in modifying physical conditions to an advantage and using highly productive equipment. In the case of coal mines, increased productivity can be achieved by (i) obtaining prior knowledge of the mineable property, e.g., the grade and thickness of, the coal seam, presence of sand channels, faults, etc., (ii) eliminating conditions that hamper production, e.g., high emissions of methane and water, and (iii) using more productive mining techniques. Conoco/Consol's (Conoco Inc. and Consolidation! bal Company, a fully-owned subsidiary) horizontal drilling system was developed with the hove objectives in mind. It can drill 75 to 1001 in diameter boreholes to depths of more than 600 1 and maintain the borehole in a preselected horizon. Such boreholes can be utilized for premining exploration of the coal seam, for removing methane and water and in devising mining techniques with high productivity. The purpose of this paper is to describe the horizontal drilling system briefly and to discuss its applications in the above-mentioned- areas.

The Cortez Mining District has had a long history of mining activity dating back to 1862 as previously reported (1) (2). More recently Cortez Gold Mines (i) has operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the U.S. for treating higher grade finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1520 tonnes per day on oxidized ore from the Cortez ore body. Starting in 1973, the mill was operated at 2050 tonnes per day on softer, less oxidized, high clay ore from Gold Acres which is located 13 kilometers to the west of the Cortez installation. In February of 1976 the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operation. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Much valuable experience was gained in the operation of these two heap leaching programs and is well described in an earlier publication (3). Releaching of the ore heaps at Gold Acres and Cortez was continued with a limited crew from 1976 to 1979.

This paper deals with problems of groundwater development in an insular circum-Pacific environment, and is not oriented as such to mining and mineral development. Nonetheless, because a reliable water supply is necessary for most mining and related support activities, and since water supplies are limited in many insular parts of the Pacific Basin, groundwater development is a subject which must be frequently addressed. Because many in the audience may be already familiar with groundwater development for continental environments, I have chosen to deal with groundwater occurrence and development problems which for the most part are unique to insular environments. In such environments, the local geology plays a critical role in determining groundwater occurrence and its suitability for development. The three examples discussed in this paper-Hawaii, Guam, and the Marshall Islands-were selected because they illustrate groundwater occurrence in a wide range of geologic conditions. For example, the Hawaiian aquifers consist primarily of basaltic lavas, while Guam is made up of andesitic lavas and coral reef limestones, and the Marshall Islands are coral atoll deposits. Despite differences in aquifer size and rock types, the principal mode of groundwater occurrence at the three sites is similar; thus, development strategies are also similar. Figure 1 shows the location of the three sites.

The information I have concerning the early in situ uranium mining activities in Texas is "sketchy." Apparently, the first test was conducted between 1967 and 1971 in Gonzales County, north of Yorktown, at the Dueterstat Site, by, City Service. Other tests were run in Webb County at the Bruni Site, and in Live Oak County at the Burns and Clay-West Sites in the early 1970's. During this period the Texas Water Quality Board maintained a general surveillance of these tests. In mid-1974, Mr. Glen Davis walked into our Austin offices and requested a permit for Atlantic Richfield's first in situ uranium mine. This permit, issued in January, 1975, was for 3 acres of production, and was the first such permit issued in the United States. It formalized the regulation of in-situ uranium mining in Texas. The 4 years since then have been characterized by growth and change. Today there are 20 permits approved for approximately 2,000 production acres. These permits are issued to 8 companies at 13 sites in 6 counties. There are 7 additional permits being processed, or on the verge of being applied for. These will involve possibly another 2,000 production acres, 3 more companies in one more county.

Even though the title of this paper is quite long, the ideas presented herein are very simple. In fact, it occurs to me to be somewhat humble about coming before such a distinguished group with such a simple presentation. However, the application of these ideas has proven useful in at least two copper flotation plants. The purpose in presenting this paper is to inspire some interest in the great stores of data chat the Mining Industry often accumulates without making any attempt at analysis. Unfortunately, many milling engineers rely rather heavily on percent recovery as a strict measure of a concentrator's relative performance. The fallacy of this reasoning is not difficult to see since, by definition, percent recovery is a function of feed assay, tails; and concentrate grade. If copper tailing is constant, and it very nearly is for a strictly sulfide copper ore, percent recovery must fluctuate almost directly to the feed assay. The point that I wish to make here is that it is very seldom justified to compare the percent recovery figure from one period of time to another without considering the difference in feed assay. The problem of comparing results is even further complicated when the ores are of mixed oxide and sulfide mineralogy.

The flotation behavior of minerals depends on the balance between hydrophobic and hydrophilic species present at the surface of the minerals. The direct characterization of the interfacial products formed by the interaction of water and an aqueous solution of amyl xanthate with chalcopyrite, tetrahedrite and tennantite (the two former contain antimony and arsenic) were carried out by X-ray Photoelectron Spectroscopy (XPS) and infrared (IR) reflection spectroscopy. The experimental data collected from in-situ (IR ATR) and ex-situ (XPS, IR External Reflection) measurements have let us determine the types of the adsorption products and to propose mechanisms of interaction between the aqueous solution of surfactant and surface of the investigated minerals. It is shown that two major processes take place at the mineral interfaces: (i) the interaction with water and oxygen resulting in the formation of the oxidation products which are mainly hydrophilic (but also a hydrophobic product was found), and (ii) the adsorption of xanthate producing different types of hydrophobic surface products. The results obtained show differences in the composition of the outermost atomic layers of the investigated minerals which obviously will produce differences in the flotation behavior of these minerals. This work forms a good fundamental basis for a better separation between copper minerals containing arsenic and antimony, and chalcopyrite.

A principal long-term goal of this laboratory is to achieve a detailed understanding at the molecular level of the microbial-dependent solubilization of minerals. Three recent advances in this research are summarized. (i) An in situ electrolytic procedure is described whereby large quantities of autotrophic iron-oxidizing organisms may be achieved for fundamental or applied studies. Over 600 grams wet weight of Thiobacillus ferrooxidans were harvested from a single 55-gallon growth vessel. (ii) A basis is presented for classifying some 70 different iron-oxidizing bacteria into one of 4 categories, depending on the type of redox-active electron transport proteins expressed during aerobic respiration on reduced iron. Comparative spectroscopic analyses indicated that different electron transport mechanisms exist in different genera and species of acidophilic bacteria that respire on iron. (iii) A method is introduced to investigate the binding interaction between bacteria and minerals, based on changes in the electrokinetic properties of the two species. Preliminary experiments indicated that the electrophoretic mobilities of pyrite and Thiobacillus ferrooxidans were both altered when the two colloid particles were mixed prior to the actual electrokinetic measurement. The need for more basic information regarding all aspects of the microbial-dependent solubilization of minerals is evident.

In some parts of the world, silver chloride occurs naturally in deposits of cerargyrite (1) (i.e. horn silver). In other cases, silver chloride is produced and exploited for its well- known photographic or electrochemical properties. In this case, it is a valuable commodity needing no further refinement. However, silver chloride is frequently encountered in precious metals refining. In most cases, it is a by-product that occurs in small amounts. For example, it is a common occurrence in gold refining when using the Miller and Wohlwill refining processes or when parting fire assay beads. As such, the mode of reduction to elemental silver is of little impact on the overall refining economics. Thus, a variety of reduction methods are employed all enjoying varying degrees of popularity (2). On the other hand, silver chloride serves as a key intermediate in the production of fine silver by nitrogen species catalyzed acid pressure leaching of refractory silver concentrates. This has most recently been practiced at the Sunshine Mining & Refining plant located in Kellogg, Idaho. Thus, efficient methods of reduction, precipitation and materials handling on an industrial scale are of the utmost importance. In this presentation, the evolution of these methods will be detailed.

Problems in new strip mine development is a subject that could require several days to cover adequately. Coupled with the fertile imagination of television writers, we could probably expand it into a series rivaling Gunsmoke in longevity with just as many shootouts at sundown. It would-of course-be subject to a high Neilson Rating. To bring the subject into perspective, we will limit the comments to a general discussion covering western strip coal developments. Stimulated by increased demand for low sulfur coal, surface mineable western coal operations began a shift into high gear approximately four years ago. Then came last year's "energy crisis" that increased the pressure on coal development not only in the west, but nationwide. Several eastern power plants having dual oil and coal burning facilities were directed to discontinue using oil. Also, a number of new south and southwestern power plants scheduled to burn natural gas or of I commenced an ordered conversion to other fuels, namely, coal. The involved utilities with reserve positions accelerated their planning while others began the search for long-term commitments from coal producing companies. In addition, announcements were made for proposed mine mouth coal gasification projects in New Mexico, Wyoming, and North Dakota.

"""Operational excellence"" provides a sound foundation for RWE Power AG's three strategic pillars (innovation, expansion and organic growth). The maintenance and development of operational excellence in lignite mining operations at RWE Power is supported by the Continuous Improvement Process (CIP) ""immer:besser"" (getting better). Obtaining cost reductions with the aid of the CIP as a kind of value-adding self-renewal process to ensure competitive lignite mining operations and lignite-based electricity generation forms the basis for further increases in profitability and growth. Since the beginning of the 1990s, RWE Power has carried out a multitude of re-engineering projects focusing on the efficient shaping of processes with the assistance of external consultants to enable the Company to cope with the considerable need for change by swiftly implementing major efficiency levers. These also include the required adaptation and development of the organization. Since 2004, the Continuous Opencast Mine Improvement Process (""KVT"") has enabled the mines to tap significant cost reduction potential by virtue of their own strength. But there is another issue that has come into focus: the development of performance enhancement options. In 2006, the ""KVT"" process, piloted in the opencast mines, was included in the RWE Power-wide immer:besser (i:b) programme (Figure 1)."

The use of industrial wastes, such as quarry fines of crushed stone, should represent a basic component of sustainable development indicators. Therefore, increasing investments should be foreseen in techniques of treatment and recycling of residues in mining, as well as by-product attainment that generate jobs and income. The standards of identification and discarding of industrial wastes vary significantly between countries. However, practically all nations have started becoming more restrictive regarding environmental legislation, especially concerning production, transport, treatment, recycling and final discarding of industrial wastes. Under an environmental point of view, solid wastes produced by a system (such as a quarry) can be handled in two ways: a) they can be discarded in piles or b) they can be internally or externally recycled and reused. This second practice is translated to an additional economic consequence such as an increase of income as well as a decreased environmental impact. This option is more advanced and should be included in company policy. This paper presents cases where this practice is used, i.e. diminishing the environmental liabilities through the use of the quarry fines in the manufacture of industrial devices, incorporating such wastes in the productive chain, instead of storing them in piles.

One problem with the application of neural networks to the multivariable control of mineral and extractive processes is determining whether and how to use them. The objective of this investigation was to compare neural network control to more conventional strategies and to determine if there are any advantages in using neural network control in terms of set-point tracking, rise time, settling time, disturbance rejection and other criteria. The procedure involved developing neural network controllers using both historical plant data and simulation models. Various control patterns were tried, including both inverse and direct neural network plant models. These were compared to state space controllers that are, by nature, linear. For grinding and leaching circuits, a nonlinear neural network-based model predictive control strategy was superior to a state space-based linear quadratic gaussian controller. The investigation pointed out the importance of incorporating state space into neural networks by making them recurrent, i.e., feeding certain output state variables into input nodes in the neural network. It was concluded that neural network controllers can have better disturbance rejection, set-point tracking, rise time, settling time and lower set-point overshoot, and it was also concluded that neural network controllers can be more reliable and easy to implement in complex, multivariable plants.

The increasing public interest in a useful framework for an assessment and classification of mineral resources (1) is documented by the recently published international classification scheme of the United Nations (1979) and the revision of the classification system of USBM/USGS (2) (1980). Moreover, various classification systems are currently discussed by the mining industry. In spite of major improvements in respect of the concepts, definitions, and taxonomy of ore classification, it has been recognized that the recent practice to classify mineral resources does not create truly reproductible results, i.e. an assessment to the various categories which is free from personal bias or corporate interests. Following are geostatistical methods proposed for a standardization and quantification of various terms in ore classification. After critical review of present practices, we will establish a precise link between the classical terms such as "measured", "indicated", and "inferred" reserves and the geostatistical concept of estimation errors. Moreover, we will demonstrate, how the basic criteria of economic feasibility, geologic assurance and recovery can be taken into account by geostatistics. A specific algorithm will be proposed to block out and to classify reserves according to the degree of geologic assurance. . We will also show computerized methods which perform complete classification procedures, and will also exemplify them with typical case studies.
