Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. The Chaucha porphyry copper/molybdenum deposit was discovered by a United Nations team of geologists working with a ?counter- part" team of staff of the Ecuadorian government's General Directorate of Geology and Mines (DDGM) in July 1968. The exploration program formed the latter part of phase I work plan of a two-phased exploration project financed by the United Nations Development Programme and initiated in late 1964. The author was a team geologist during the period 1965-1967 and subsequently project manager for the period 1968-1972. The Chaucha property lies some 10 km (6 miles) east of the north- south-running western boundary of what was known as Operation Area No. 5. This area of some 10 500 km2(4050 sq miles) is a square truncated to the southeast and centered on the city of Cuenca, the major provincial capital (Azuay Province) of southern Ecuador. The eastern half of the exploration area is dominated by the Cretaceous- Tertiary sedimentary valley (basin) of Cuenca (Caar-Azuay) and its related drainage area. The western half, in which Chaucha lies, is dominated by the high Cordillera Occidental volcanic plateau and the western erosional valleys of the Andes draining to the Pacific. The valley that dominates the eastern part of the area [I500 m (4920 ft) above sea level] is transected by the Pan-American Highway. Because of increased agricultural activity associated with the Cuenca Valley, the area is reasonably well covered by a road network of varying quality. The high western area up to 4000 m (13,120 ft) in altitude is largely barren and completely inaccessible by vehicle. The geological reconnaissance map of the region is shown in Fig. 1.

As an alternative to a million dollar, sensor based, computer dispatching system, Cyprus Pima Mining Company has installed a home¬made analog computer. The device is used in conjunction with a standard radio-dispatching system; it is inexpensive and very simple to build and operate. It enables the dispatcher to make near opti¬mum dispatching decisions and to identify all off schedule haulage trucks. Since installation, Cyprus Pima has experienced significant increases in pit productivity.

Draglines often work from a position on the active highwall or spoil side bench to remove undisturbed waste material and spoil in the previously mined pit. To protect the dragline crew members and the machine, it is necessary that the highwall remain stable while the dragline is present on the bench. In the past several years, we have been involved in determining the causes for highwall failures that included the dragline. While there have been no injuries and limited dragline damage with these incidents, the potential certainly exists for a more serious outcome. In all cases, the operation had completed a geotechnical study to support the ground control plan and pit designs. However, all these incidents included aspects that would not likely have been identified in studies to determine highwall and spoil designs to support ground control procedures. In general, these events included aspects that were localized and would have been difficult to identify in initial slope stability studies either observationally or during the soil testing and modelling efforts. Although the authors do not have quantitative evidence of this, it does seem there has been an increased number of events in recent years. This may be due to loss of institutional knowledge, mining in more challenging areas, or simply an increase in localized variation. This paper will describe some of the issues we have seen and what the causes of failure were. It becomes clear that avoiding similar incidents in the future requires on-going observation and inspection of active highwalls and spoil benches to try and identify local variability and impact on mining. The information can proactively be used to update stability modeling of any concerning issues to determine likelihood of problems and to develop solutions.

Twenty-five years ago, when I began my sales life marketing minerals, there was little or no contact between sales people and production people. In those days, it was not uncommon for me, as a salesman, to learn of production problems existing in my company from my customers. Today, in my opinion, any successful mining company must keep production people fully aware of circumstances that effect service to the users of the product. Basically, feldspar is presently consumed by the glass and pottery industries the same as 100 years ago. The consuming public little realizes the origin of so many things they use daily and take for granted. Feldspar is utilized in the glass that contains our Coca-Cola, Pepsi, wines, liqueurs, beer and the assorted gob¬lets from which we drink these lovely brews, the industrial glass upon which all industry depends, the bathroom plumbing fixtures that make life so different from the days of the out-house, the beautiful and durable china we enjoy at mealtime. The electricity we use requires insulators that demand feldspar. In our home ap¬pliances, automobiles, toys and airplanes, we find feldspar. I could go on and on, hopefully soliciting your help in making our taxpaying and non-taxpaying fellow man aware of the burdens he may acquire when unthinking, over-enthusiastic environmentalists foist unnecessary hardships upon the mining industry. Feldspar is marketed primarily sized from 20 mesh to 325 mesh. The glass industry requires feldspar ground 20 mesh to 40 mesh size; the pottery industry requires material from 150 mesh to 325 mesh size. One large glass plant may require up to 100 tons per day and more, whereas a small plant may use less than 5 tons per year. This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. INTRODUCTION A team effort by the Owner, Engineer, and Contractor can help avoid serious problems on a construction project. It can save cost and time for both Owner and Contractor, as illustrated in the following case history of the West Zone and Siouf Keblia Collector System in Alexandria, Egypt (Contract 02-AID-83/84). Under the bilateral agreement made in 1980 between the United States of America and the Arab Republic of Egypt, the United States, through the Agency of International Development (USAID), gives approximately $1 billion per year as a grant to Egypt for various development projects. The Alexandria Wastewater Management System was selected in 1981 as one such project. The Egyptian Government Agency responsible for this work is the Alexandria General Organization for Sanitary Drainage (AGOSD). A joint venture of two U.S. consulting engineering firms, CH2M HILL, Inc., and Metcalf & Eddy, Inc., called Wastewater Consultants Group, along with two local subconsultants, Engineering Consulting Group and Warith Engineering Co., were selected by AGOSD to study the sewer system and develop a plan to serve the immediate and long-range sewage disposal needs of Alexandria. Wastewater Consultants Group is currently involved in Phase I of the Master Plan. This initial step in providing Alexandria with an operating sewerage system for the current and near-term population (year 2000) consists of the design and construction management of 140 kilometers of collector and force main pipelines (including 9 miles of pipe jacking and tunneling in very soft clay), five new pumping stations, extensive rehabilitation of two treatment plants (built in the 1960s but never operated successfully), and installation of a sludge handling system. Tunnel project contract documents often present groundwater infiltration requirements for components of the underground portions of the project. All too often these documents require quantifiable target inflows for these components, but only refer to them in subjective terms such as “dry,” “manageable,” etc. The Contractor’s definition of these terms will inevitably differ from the Engineer’s definition of these terms. The purpose of this paper is to look at common subjective terms used in documents and provide suggestions for reasonable quantifiable language. Additionally, the paper will provide information and recommendations on relative levels of cost and effort increase needed to provide increasing levels of water cutoff (i.e., achieve “dryness”?).

"INTRODUCTION The Jefferson Barracks Tunnel is in the final stages of design and is expected to go out to bid in the summer of 2016. The project is located in south St. Louis County along the west bank of the Mississippi River, about 13 km downstream of the St. Louis Gateway Arch. The project consists of a deep sanitary sewer tunnel, a deep pump station and several intakes. The intakes will divert sanitary flows into the tunnel and the tunnel will convey the flows by gravity to the Lemay No. 3 Pump Station, which will pump them up into the Lemay Waste Water Treatment Plant. The tunnel is about 5.4 km long and will be lined with 84-inch (2.1 m) fiberglass pipe. It drops at a gradient of 0.1 percent from south to north and will be bored through strong limestone using a hard-rock tunnel boring machine (TBM). The diameter of the TBM is anticipated to be about 3.4 m. The Owner’s original concept was for a relatively shallow tunnel so as to minimize construction and pumping costs. The preferred alignment ran close to the river, next to the existing force main, which was to be abandoned. Keeping the tunnel close to the force main would reduce the amount of shallow sewer work needed to connect the existing feeder sewers to the new tunnel. Several geotechnical investigations were performed, with shallowly focused geophysics and the borings all going exactly down the conceptual tunnel depth. Limestone bluffs run along the Missouri side of the river. These bluffs are pockmarked by sinkholes and riddled with karst. Large, well-known caves occur both north and south of the alignment. Karst features, including deep crevices and possible caves, were found in those early geotechnical investigations. Many of these features extended well below the level of the Mississippi River and would have been encountered by the tunnel. If a large crevice or cave were encountered, then the inflow of mud and water into the tunnel could have been large and possibly uncontrollable. Something had to be done to mitigate this situation. Pre-excavation grouting was considered, but the program would have been huge and extremely expensive. Using a closed-face TBM with bolted and gasketed lining was also considered, but that too was both risky and extremely expensive. The Owner could have abandoned the tunnel altogether and built a new force main, but that would have brought a whole new set of problems and was undesirable to the Owner. The last option was to move the tunnel away from the karst."

There is a great number of asbestos deposits in the USSR. Some of them are quite large ones. The main deposits of chrysotile asbestos can be seen in the sketch map (fig. 1). Bazhenovo deposit situated in Sverdlovsk region is the largest of them. It is on mining operations since year 1889. Systematical studies of asbestos deposits were begun from the first years of Soviet Government and connected with the names of K.E. Tarasov, P. M. Tatarinov, B. J. Merenkov, N.D. Sobolev, F. V. Syromjatnikov, V. N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V. R. Artemov, V.F. Dybkov and many others. This investigations served the USSR to be one of the most important producers of asbestos in the world. In the limits of the report a characteristic of the main asbestos deposits of the USSR may be done in general outline, from the point of view of their genesis, and in order to show their common features and differences that must be taken into account for forecasting, exploration, and mining of asbestos. All chrysotile asbestos deposits of the USSR were formed of magnesium rock as a result of comparatively lower-grade temperature hydrothermal alteration and free crystallization of fibrous chrysotile in open cavities that served as catalyst As a matter of fact an important mineral for industry is not chrysotile in general, a widely distributed rock-forming mineral, but a long fibrous and mainly vein variety of chrysotile. It must serve for geologists as an important prospecting criteria. A geologist should search for the mineral not only places of possible chrysotile generations, but places where asbestos may be crystallized in its long fibers that could be fiberized well. The Soviet geologists distinguish two groups of chrysotile-asbestos deposits: (1) related to ultrabasic rocks and (2) related to sedimentary dolomite terranes, taking into account what the maternal rock was affected by hydrothermal solutions. The largest deposits related to ultrabasite. The largest deposits in dolomite are small ones but their asbestos contains almost no iron. So much asbestos is a better filler into insulating plastics. There is a few types of asbestos deposits in the limits of the ultrabasic group. The largest of them is a Bazhenovo type which the deposits of Urals are attributed, and Bazhenovo deposits is the first instance. The Bazhenovo type is characterized by the most complete zonality in disposition of various kinds of asbestization. This type of deposits is practically the only one to be in working now in the USSR.

Newmont Mining Corporation owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006. Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix needed a process option to treat lowgrade transition and oxide copper ores. This meant that potentially revenue generating ore was being mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a run-of-mine (ROM) heap leach pad and solvent extraction/electrowinning plant (L-SX/EW). This paper will discuss the synergies and challenges of developing a copper L-SX/EW plant at the Phoenix copper-gold mill.

The indirect method of drying coal fines is applied to filter cakes which ordinarily contain 22 to 30% moisture and are not readily transportable. The "Thermal Dryer", which operates on the mass transfer principle, has found wide use in coal preparation plants. The thermal dryer is penalized in operation by the necessity of adding coarse coal to the wet fines before entering the dryer body in order to produce a permeable bed, and thus enable hot gases to uniformly contact the wet mass. The ratio of coarse coal to fines varies from 2:1 to as much as 4:1, depending on the average particle size, moisture, and ash content of the fines.

The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

The Pinglin tunnels are situated within the fold-and-thrust belt structural region in Taiwan, due to continent-arc collision and plate tectonic setting. The pilot tunnel TBM (§=4.8m) became stuck ten times with the standstills to date. The westbound main tunnel TBM (§=11.74m) was buried in a collapsing calamity. The main tunnel TBM shall identify and overcome the adverse geology with high volume of ground water ingress itself. This paper presents our experience and methodology through the adverse geology with Pinglin large TBM.

"Clays are known to contribute to a wide range of mineral processing challenges. These challenges can haunt a plant from the pit, through the beneficiation plant and even to the tailings pond and process water. Each step that the clay is present potentially experiences significant and costly impacts to the process efficiencies. The effect of clay minerals on the performance of phosphate flotation was investigated. The investigation led to an understanding of the movement of clay through the beneficiation plant, the impact on reagent usage, and the overall flotation performance. INTRODUCTION With the decline in mineral feed grades, mineral processing will continue to face challenges. One significant challenge would be obtaining high recoveries of industry specified quality mineral concentrates with lower quality raw minerals. Other challenges may be the handling of the excess tails and process water being produced to maintain a mill’s production volumes. For example, increased levels of clay have been, and will continue to be, a topic of concern for many mines. Some of these concerns include environmental regulations associated with water storage and discharge, as well as beneficiation. Gonglun Chen reported that clays produced in the phosphate industry are generally colloidal and fine (90% < 45 µm) (Chen, 2006). As such, these clays can take 20-30 years to settle, in the absence of polymeric assistance. The settling of these clays is essential as an accidental discharge can lead to substantial impacts to the wildlife and ecosystem. The Environmental Protection Agency (EPA) has referenced cases where the discharge of water can result in fines in the tens of millions of dollars, and at times causing the processing plants shut down, depending on the volume and quality of this discharged water (EPA, 1997). The turbidity discharge criteria will vary from state to state. Florida’s Department of Environmental Protection has listed a turbidity maximum of 29 NTUs, or 60 mg/L total suspended solids, above the natural background condition (Florida Department of Environmental Protection, 2016). A lot of the literature has been focused on the impact of high levels of clay (>10%) on mineral processing. Farrokhpay has reported the significant impact of clay minerals on froth stability in copper flotation (Farrokhpay, 2012). He reported that clays can form a hydrophobic slime coating on the surface of bubbles, which can yield an increase in froth stability. Clay concentrations as low as 5% can have significant impacts on the rheological properties or slurry viscosities. Increased slurry viscosities can lead to either elevated pumping/processing energies being required, decrease in flotation efficiencies due to a decrease in bubble mobility through the pulp, or decreased throughput to manage these viscosities (Tu, 2005; Farrokhpay, 2013; Burdukova, 2014)."

Most oxidized manganiferous silver ores contain manganese associated with silver and are not amenable to conventional silver extraction methods, including direct standard cyanidation techniques. However, it is known that dissolution of the manganese might yield a suitable material from which silver can be recovered by conventional methods. In the segregation process, which involves heating the ore with a small quantity of salt and with a source of reducing agent to 680°C - 800°C, the silver is volatilized, migrates and is reduced to metallic silver particles. Conventional cyanide leaching is applied to the resulting calcine. Laboratory investigations have been conducted on a manganiferous silver ore analyzing 0.02 % Cu, 0.09 % Pb, 0.33 % Zn, 12.55 % Mn and 187 g/ton Ag to study the influence of roasting temperature and time, quantity of salt and quantity of coke on silver extraction by the application of segregation roasting followed by cyanidation. Cyanide leaching tests were carried out at room temperature on the segregated calcines produced by using an alkaline cyanide solution containing 2.0 lb/ton of NaCN at pH 11 for 72 hours. The results indicated that 97.8 % of silver extraction can be attained at 850°C, with 2.0 % salt, 1.0 % Coke and 30 minutes of roasting time.

The McKinley Mine is a large strip operation sup-plying coal to several utility and industrial customers. The mine reserve comprises many coal seams of varying quality and thickness. Erosion of the terrain has created coal out-crop lines that are encountered frequently with associated deviations in quality. Due to the complex nature of the coal reserve and the various customer quality requirements, coal quality control is a primary consideration and a constant challenge at the McKinley Mine. This paper will discuss the practices employed to ensure that the available coal meets contract specifications.

The production of nickel coated mica composite powder by hydrogen reduction of a nickel ammine sulphate solution, followed by the production of molded plastic samples containing Ni/Mica is described. Sample preparation by injection or compression molding is outlined and the better results in compression molding are explained by the combination of better particle-to-particle contact, less particle breakage during processing, and more random particle distribution in the plastic. Three volume resistivity measurement techniques are described and compared. Two of them (conductive paint and silver-rubber electrodes) are found reliable and are used throughout the work. The influence of nickel content and particle size of Ni/Mica on volume resistivity is evaluated and the optimum product defined. One of the most important assets of Ni/Mica, its ease of injection molding, is demonstrated by the good electrical properties obtained with little optimization of the injection molding process. Surface roughness of molded plastics with and without Ni/Mica is briefly discussed. Shielding effectiveness of Ni/Mica in four plastics (PP, ABS, PBT and PC) is presented and correlated to volume resistivity data for the same materials. The addition of 15 to 50 weight % Ni/Mica (3 to 16 volume %) to plastics and subsequent injection or compression molding produces composite materials having low volume resistivities (0.03 to 1 ohm.cm) and high shielding effectiveness (40 to 70 dB).

The Athabasca tar sands of Alberta are an increasingly important source of crude oil for the North American continent. Published figures indicate estimates of recoverable resources in the tar sands at some 300 billion barrels of synthetic crude of which some 86 billion barrels can be recovered by surface mining techniques. At the present time, two commercial plants are in operation, Great Canadian Oil Sands Limited and Syncrude Canada Ltd. Their present combined capacity is approximately 150,000 barrels per day. Some of the factors which will make this oil expensive will be noted here. The location of the present producing plants is 500 kilometres north of Edmonton at an elevation of approximately 320 metres. Recorded temperatures range from +38 to -55 degrees Celsius. Wind velocities are not high but the chill factor with even a slight breeze and minus 40 degrees is very uncomfortable.

This paper contains the geometallurgical studies, performed for Mineração Rio do Norte bauxites, applied to a selected area belonging to Plateau Saracá III, referring to an exploitation period of one year and three months, approximately. It is worth mentioning that Mineração Rio do Norte has the biggest bauxite operation in Brazil producing 8,500,000 tons of concentrate per year. The studies included wide investigations directed to the final objective of establishing a precise mining and production planning, based on the different behavior of the distinct bauxite ores, when submitted to industrial processes. Geometallurgy can be defined as the study of the regionalization (space distribution) of the metallurgical variables of a mineral deposit. This study involves and integrates all process engineering, geology, geostatistics and mining planning, among others. The development and application of the geometallugical studies to Mineração Rio do Norte were motivated by several reasons and necessities, among them: 1. Improving the forecast of the amount of concentrate (metallurgical mass yield) produced; 2. Improving the equipment operational efficiency, providing a more homogeneous feed; 3. Conducting a more precise material balance that permits a better daily, monthly and yearly production control; 4. Improving the forecasts for the final products generated by each ore type; 5. Obtaining better knowledge of the behavior of several ore types, submitted to the different process unit operations; 6. Promoting adequate ore blending, producing an homogeneous feed during mining operation.
