Heavy media processes have been used for cleaning +28 mesh coals for a number of years, Two applications, i.e., the vessels and the cyclones are widely used in the U. S. for this purpose. The basic reason for the popularity of these systems is their extremely high efficiencies for particle sizes above 28 mesh, However, application of heavy media technology to fine coals below 28 mesh, has been limited due to the following reasons: o Inability to make size separations effectively at sizes below 28 mesh o Necessity of feeding large quantitites of magnetite to the separators o Difficulty of recovering magnetite in the presence of large quantities of coal o High levels of coal contamination in the recovered media, leading to high circulating loads and ineffective control of media gravity

In 1965, Monsanto started planning of a new dike (No. 15) for use in disposing of ore tailings at its Columbia, Tennessee phosphorus plant. Generally, in the phosphorus industry only clay tailings are produced making it necessary to borrow fill for construction of a retaining dike. Borrow area investigations indicated that weathered shales and limestones adjacent to the dam site would provide adequate construction materials. It was proposed that the more clayey weathered shales would be used for the impervious core and the more granular weathered limestones would be placed in the outer shell of the dike. A dike section is shown in Figure 1 with gradation curves for core and shell materials in Figure 2. Figure 3 shows an aerial view of the tailings pond and dike during first-stage construction. Although the borrow area explorations indicated that the weathering of the sedimen-tary deposits was highly irregular, it was not considered necessary, at the time, to specify special excavation techniques that would ensure a thorough blending of the materials in the borrow pit. Instead, because of the short haul distance, a scraper operation for both clay core and granular shell materials was adopted as the most economical construction method. Using this materials-handling technique, variations in permeability could be expected in the compacted layers inthe embankment. Where continuous layers of less clayey limestones were placed in the core of the dam, extending from the upstream to downstream shells, seepage losses would be expected to increase substantially. Upon completion of the damn 1966, and shortly after reservoir filling, it was apparent that the construction technique used had resulted in the formation of pervious layers through the clay core. Excessive seepage on the downstream face of the dike was noticeable within a very short time. A monitoring program was established, using piezometric observations and flow measurements. These data indicated that seepage should be reduced and the application of an asphaltic emulsion

The importance of underground stress instrumentation cannot be minimized. It was Lord Kelvin who said that unless you can assign a number to a quantity,, you know very little about it. Most engineers will agree although this kind of statement is resented by our friends in non-technical fields. Mining is undergoing a revolution from art to science. But how can mining methods be optimized if there is no way of measuring the effectiveness of a given mining method? Do we know how effective a' support is unless we can determine its reaction to the mine structure? How do we assess the need for modifications to existing systems and supports, and how do we measure the effectiveness of such changes? Cut and try techniques are too wasteful of time and energy, and rarely provide solutions to a given problem. The purpose of underground stress instrumentation is to provide answers to some of the above questions -- answers that cannot be obtained otherwise This does not mean that laboratory studies are not valuable -on the contrary. Laboratory and underground studies supplement one another. Rock mechanics had its conception with the study of stresses in homogeneous, isotropic, and elastic models subjected to various force systems. These analyses were valuable inasmuch as they pinpointed possible sources of trouble due to stress concentrations. If the results observed underground did not always agree with the experimental analysis, it was not an indictment of the latter. More probably, the discrepancy could be attributed to the lack of similitude between model and prototype. The more nearly one can simulate underground conditions in a model, the more apt one is to produce results which correlate well-with underground observations. It is impossible to completely simulate underground conditions because all of the significant design parameters have not been recognized and evaluated. What better way can one evaluate these parameters than by underground stress instrumentation?

Metallurgical Accounting in the mineral processing industry transforms accumulated process data, including flow rates and assays, into a coherent information format. This is used to rapidly provide production reporting and key performance indications. A fully comprehensive and coherency of available data must be a component of any system expected to accomplish reconciliation in the mass balancing process. Quality issues are thus improved with such desired methods via a mass-balancing engine utilizing the results of measurements acquired by various on-line sensors, analyzers, and sophisticated laboratory equipment. Metallurgical Accounting, when accomplished through such an engine, provides high value information in a simple, straightforward, and simplified manner. Exceptional utility is then transparently available to authorized personnel for access to metallurgical accounting reports, production reports, mass balance results, performance indicators, and so on. This paper discusses how such information can be used to "drilldown" into each result set by consulting the data hierarchy to evaluate and validate calculations and input data used to produce the specific results being queried. The power of such a system resides in the full and true integration of all production and laboratory data. What is integrated are the data thus acquired via a single user interface, a single database, a single configuration tool, etc. From this comes the derivation of contextual information and its maintenance. It is possible to reduce metallurgical accounting and production reporting from possibly hours or even days to a matter of minutes. The result is maximization of information reliability and availability from masses of otherwise discrete and difficult to access key data.

A computer program has been developed to simulate evacuation of a mine in various configurations. The simulation input variables include characteristics of the mine, expressed, in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e. , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effects of the fire are not considered. The simulation output include the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure of the miners. Several illustrative simulations have been carried out to verify validity of the program and to demonstrate its capabilities. The computer program has been able to predict evacuation time, within 5 percent, for an actual fire drill. It is believed that this program can be used to evaluate evacuation performance of a mine, identify problem areas and demonstrate improvements due to the recommended corrective actions.

Short-hole horizontal degasification systems have been utilized in Island Creek's Virginia Division mines since 1986. These systems remove methane from the coal seam in advance of longwall mining. Without an in-seam methane drainage program, methane liberation rates from the longwall faces may exceed 0.47 cu m/s (1,000 cfrn), requiring 47 cu m/s (100,000 cfm) of air for adequate dilution capability. Optimization of the degas systems has enabled methane liberation levels and the associated ventilation requirements on the longwall faces to be reduced by 50 to 80 percent. Since the inception of the first degas system at the Virginia Pocahontas No. 6 Mine, Island Creek has developed an overall methane drainage program designed to maximize gas production and minimize ventilation requirements for methane dilution. Gas production from the degas systems is affected by four main design criteria: (1) hole location, (2) hole length and spacing, (3) collection system capacity, and (4) time available for drainage. Drilling equipment and materials for the gas collection system are selected to meet the necessary criteria while minimizing manpower requirements. Benefits gained from reducing methane liberation rates from the longwall faces are fourfold: (1) improved safety due to lower methane concentrations in the face area, (2) fewer production delays caused by excessive methane concentrations, (3) lower fan operating costs resulting from reduced air requirements, and (4) enhanced worker comfort resulting from lower air velocities and less dust generation.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

Implementation of the Clean Air Act Amendments of 1990 is negatively affecting production of coal used for generating electric power in Indiana and elsewhere in the Midwest. Required reduction of sulfur compounds from gas streams, or flue gas desulfurization (FGD), as mandated by these laws has encouraged installation of wet limestone scrubbers at many generating plants. Increasingly stringent requirements that will begin in 2000 are expected to necessitate even more extensive use of such scrubbers. Indiana has large deposits of limestone-the major consumable alkaline raw material for scrubbers-that can meet an expected demand of several million tons per year. Limestones are not, however, all the same. Different limestone units behave quite differently when used as scrubbing agents under differing conditions in actual practice. Decisions about FGD scrubber details would be more meaningful if made with thorough knowledge of which rock units contain the most efficient FGD limestones and which sites of suitable stone are located nearest to power plants. Even though abundant carbonate rocks occur in Indiana, their suitability in scrubbing systems has received little attention, and few attempts have been made to match details of stone resources to the needs of various utility scrubbing systems. Optimization of the fit between geologic characteristics of the existing limestones and prospective scrubber systems should allow for greatly improved planning and operation of FGD systems with attendant lower overall costs. Electric utilities have developed computer models to predict FGD system operations (i.e., the FGD-PRISM model of the Electric Power Research Institute). These models require geologic data such as reactivity that are commonly unavailable. We generated data needed for the model during a cooperative effort among the Indiana Department of Commerce, the Indiana Geological Survey (IGS), The Indianapolis Power & Light Company (IP&L), and the Indiana Mineral Aggregates Association. Our goal was to provide missing geologic details of Indiana scrubber-stone raw materials and apply them to the FGD-PRISM model to provide general guidance to determine which geologic units can provide stone for most efficient sulfur removal. Results of the model for selected limestones and parameters specific to one IP&L generating plant were calculated. Geologic data generated may be applied to other generating operations, and our examples should help other utilities optimize their FGD strategies. Several hundred samples from more than 30 active quarries were collected and their physical properties determined. Grindability values ranged from 7.2 to 21.7 for 50 selected samples. Acid-insoluble residues of less than 1% to 13% were found. Dissolution rates as an index of reactivity varied over two orders of magnitude for the selected set of samples. These data plus chemical analyses and Ca/Mg ratios were entered into a generic scrubber model to determine rates of stone use and scrubber efficiency for various stone. Removal of SO2 was projected by this model to range from 89% to 98% with stone utilization rates from 91% to 93%. Excellent scrubber stone sources were found in Mississippian rocks in central and southern Indiana. Rocks of the Ste. Genevieve and Salem Limestones were especially efficient. Even small amounts of dolomite, clay minerals, and quartz diminished a stone's usefulness for FGD scrubbing.

In this paper we apply these methods to a system consisting of rutile, an organic liquid (benzene, decane, or dodecane) and water. Discussion by N. Standish and P.N. Standish Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage-"the bottom line evaluator." Correct. Theory Definitions Coal bulk density is the ratio of the mass of a collection of discrete particles to the volume that it occupies (ASA, 1980). There can be no possible argument about this definition. Mass and volume are readily measured both in laboratory and large scale installations. So, to obtain the bulk density, one simply divides the measured mass by the measured volume. It is here that we come unstuck as everybody who has ever had to reconcile book values with the measured stock tonnages knows. Where does the problem originate? Almost invariably in a too casual a reading of the above definition and the words "a collection of discrete particles." The word collection means "a number of objects collected or gathered together, viewed as a whole" (The Oxford English Dictionary, 1989). The Ekati process plant flowsheet features the common steps in diamond recovery plant design. Primary treatment and concentration is by crushing, scrubbing, high-pressure grinding rolls and heavy medium separation (Fig. 1). Secondary concentration is by an attrition mill; wet, high-intensity magnetic separation and X-ray sorting (Fig. 2). All of these are performed on site, although final sorting of the diamonds into commercial categories will be carried out elsewhere. The initial throughput rate is 9 kt/d (9,900 stpd), increasing to 18 kt/d (20,000 stpd) during the first 10 years of operation. A range of ore characteristics will be encountered that will effect the plant operating conditions during the life of the mine. The adopted design envelope is based on these expected variations. The design is based on the use of large-scale equipment, incorporating the latest and most efficient technology available. Where proven technology exists, no attempt was made to reinvent the wheel. However, where recently developed technology offers a significant advantage, this has been incorporated into the design. The Ekati run-of-mine (ROM) and coarse ore handling facilities are unheated, to take advantage of the better handling characteristics of the frozen ore in winter. The stockpile reclaim features an MMD mineral sizer (a toothed roll crusher) to minimize the problems of handling thawed, sticky kimberlite in the summer and break frozen lumps in the winter. All processing downstream from primary crushing and the coarse ore stockpile is carried out in a temperature-controlled environment in the main process plant building. Personnel involvement in the process is mini¬mized by using a Modicon Quantum series PLC with human-machine-interfaces (HMI) running Wonder-ware software on dedicated personal computers.

With the goal of improving the strength characteristics of pneumatically emplaced material used for localized subsidence control, the binding additives: fly ash, bentonite, and Portland Cement, were examined for their effect on the support capabilities of coal refuse. It was found that, within certain concentration ranges, all three of them offered some increase in the ultimate strength of the backfilling mixture; however, Portland Cement gave the greatest percentage increases. Selection of the appropriate backfilling mixture will allow for the most economical and efficient subsidence control when pneumatic stowing is employed.

The Trixie mine is located in the East Mining District. Since production began in 1970 over 450 000 tonnes of ore grading 239 grams of silver, 6.9 grams of gold, and 1.2% Cu have been mined from veins in Cambrian Tintic Quartzite. Detailed geologic mapping and extensive sampling are essential for compiling the data base required for efficiently developing and mining known reserves as well as planning exploration and development work. Although the basic techniques used by the geology group at the Trixie were developed many years ago, the reduced activity in underground precious metal mining in the U.S. have made these techniques less familiar to many presently active geologists. The increased activity in precious metals search and exploration again offer cause for the application of these techniques as a prerequisite to efficient exploration, development and production.

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. The adsorption of silver on activated carbon from cyanide solutions was studied as a function of concentration, ionic strength and pH. In cyanide solutions, silver exists mainly as the linear Ag(CN)2 complex and adsorbs on activated carbon following the Freundlich isotherm. The uptake and rate of adsorption increase with the addition of KC1 and KNO3 but changes only slightly with pH. In contrast, the adsorption of Cu(I), Zn(II), Cd(II), and Hg(II) shows marked changes with pH, closely following the predominance profiles of their neutral and singly-charged cyano complexes. Clearly, multicharged negative complexes are repelled by the negatively-charged carbon surface. This sensitivity of activated carbon to the charge of the adsorbing species indicates that silver adsorbs as an anion, not chemically bound to the co-adsorbing counterions. For the same reason, activated carbon is selective to metals that form neutral and Singly-charged cyano complexes, namely gold and silver.

By using management information systems to coordinate support operations, the most productive planning decisions can be made. This paper focuses on the role of computer technology tools in achieving improved productivity from both longwall and continuous miner sections. The primary emphasis is on the planning process and the methodology developed to guarantee the best allocation of management and manpower resources.

Particular emphasis is placed on the role of the Electric-Hydraulic Drill Jumbo in achieving this goal. Also, the use of modified mining equipment to suit various operating conditions is discussed.
