The Ohio River Tunnel is the first of three combined sewer overflow tunnels to be constructed under Allegheny County Sanitary Authority's Clean Water Plan. The project consists of a total of approximately 5.5 miles of 18-ft and 14-ft finished diameter, segmentally lined deep rock tunnels and smaller diameter dewater and flow connector tunnels, as well as 8 deep flow drop and access shafts varying from 25-ft to 70-ft in finished diameter and 130-ft to 170-ft in depth. This paper describes the project components and the primary engineering challenges faced during design, including tunnel alignments and shaft site optimization with tight right-of-way constraints and multiple railroad and highway crossings. Assessment of tunneling methodology as well as tunnel and shaft designs and constructability included overcoming 5-bar hydrostatic pressure, abrasive bedrock, and the selection of the appropriate support of excavation systems in high-permeability alluvial soils adjacent to the Ohio River.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

This project involves the reconstruction of a 1,100 ft. long by 75 ft. wide segment of an existing 4 to 5 track subway under Northern Boulevard in the Borough of Queens in New York City. The project includes widening the existing subway to permit the construction of new inbound and outbound subway (T1 and T2) ramps adjacent to and under existing operating tracks. The plan of the project is shown in Fig. 1. Existing tall buildings along the job site and a contaminated groundwater plume under an adjacent rail yard required construction of slurry concrete walls along the east and west construction limits. Groundwater cutoff across the north and south construction limits of the subway was achieved by jet grout walls built across the subway invert slab between existing track and third rails. The work involved dewatering the construction site to a depth of about 50 ft. below street grade. This is a four year project and includes extensive work to maintain and protect subway and vehicular traffic of over half a million commuters a day through the work area. The project cost was $160,000,000.

Prior to mining, all rocks contained in a mineral deposit must be placed in one of several categories known as ore types. Each ore type describes a different way that the rock will behave in processing. The ore type determines which process stream a particular mined unit will be sent to, sets expectations for process engineers and metallurgists, and forms the basis for recovery predictions and production estimates. At first, ore types are assigned mainly by geologists based on visible geological criteria (dominant ore mineralogy, estimated grade, rock type, alteration type). As metallurgical tests are carried out and process data accumulate, the resulting criteria may be factored into the ore typing process, typically as assays and recoverable metal using the relevant process(es). Other variables may also be incorporated into ore typing at operations if they are particularly important, such as grindability, preg-robbing, gangue reagent consumption, and the presence of especially deleterious minerals such as talc or smectite. The mine operation department may also redefine ore types and/or process destinations based on economic criteria. A “best” ore type is designated that (in theory) best describes how the rock will behave in processing. Codes representing this ore type are entered into the drill hole database, then interpreted on cross sections and level plans, and finally added to the block model. Ore types are iteratively reexamined and adjusted over the life of a project. Major difficulties in effective ore typing are (1) lack of communication between geologists and metallurgists, (2) the imprecision inherent in imposing clean categories on messy natural systems without discrete divisions, (3) the need for ore types to provide useful information for a wide range of processes, (4) difficulties in scaling up laboratory test results to mine production, and (5) conflict among geological, metallurgical, and economic criteria for ore typing.

"INTRODUCTIONIn view of a global trend towards urbanization, more and more trunk sewers and combined sewer overflow tunnels (CSO) with medium to large diameters and the corresponding link sewers are currently built and under design. Shielded tunnel boring machines using segmental lining as tunnel support represent an efficient solution for construction of new wastewater and supply tunnels. Especially in the field of sewers, the durability of concrete structures both exposed to any groundwater present on its exterior and to aggressive waste water as well as gases on its interior is a key requirement. Despite thorough research on segmental lining and mechanized tunneling machinery, conventional thermoplastic liners show comparatively minimal progress in terms of practical advancements. This is in contrast with the development of the latest segment embedded high density polyethylene (HDPE) system. Based on experiences achieved, this paper discusses the latest development of an integral protective lining system in respect of material characteristics and its adaptability to both project and customers’ demands. Reviewed performances, as the bondage behavior of the embedded HDPE system at axial stress loads due to acting thrust cylinders during ring build as well as the ability to drain pressurized water behind the embedded membrane, tested at full scale segments, are also presented. The paper is round off by presenting first details of sewer projects endeavoring to utilize this cutting-edge solution for an integral concrete protection, which will be commenced beginning of 2016.CASE HISTORIES ENCOURAGE ADVANCEMENTS Past experience has shown that unprotected concrete surfaces as well as chemical based linings such as coatings, sprayed linings and cured in-place-systems cannot reach the desired life times. Also the fact that in deep tunnel sewer system hardly maintenance is possible, a durable and maintenance free system is required which only can be reached by applying mechanical anchored HDPE (CPL)."

Approximately 30% of the world’s production of soda ash comes from mining and processing of naturally occurring deposits of sodium carbonate containing species. Of these deposits, the largest and most profitable have been the trona beds found near Green River, Wyoming. Processing of trona ores is water-energy intensive, particularly due to unit operations of calcination, dissolution, and evaporative crystallization to wield a high-quality dense soda ash product and reject the insoluble gangue species, primarily in the form of oil shale. However, it is speculated that the glass-manufacturing industry, the largest consumer of soda ash, may be able to use a product of a lower grade and consistent level of the insoluble constituents. Thus, pre-concentration of trona ore was investigated using sensor-based sorting, to produce a beneficiated trona stream that would be fed to calcination. The study encompassed preparation of a run-of-mine (ROM) Green River ore sample, selection of 25–75-mm-sized specimens, imaging of the specimens by x-ray transmission (XRT), color, and laser-induced fluorescence (LIF)-based sensors, insoluble analysis of the specimens, and a bench-scale sorting test. Results of the study established that a correlation between the color of the individual ore particles and their insoluble content existed and that a surface detection-based sensor, particularly LIF, was apparently more suitable than XRT to produce a beneficiated trona stream. The bench-scale sorting test demonstrated that a 65% separation efficiency and a 70% recovery of trona could be achieved.

A 15 km water supply tunnel is being constructed in Buenos Aires, Argentinata expand the capacity of the existing system. Two 4.3 meter diameter Earth Pressure Balance (EPB) tunneling machines operating at times from the same shaft on a congested work site and advancing through sedimentary deposits underlying this wonderful city pose interesting challenges. As of January 1999approximately 50% of the tunnel has been excavated. Combined machine production rates of 1026 m/month have been achieved. Presentations made in prior proceedings can be referenced for details of the overall Project scope and for details of the tendering process. The purpose of this paper is to compliment those presentations by addressing now the execution of the work.

"Can the ever-increasing tonnages of ore and waste being mined today be accommodated simply by using bigger and better crushers? This paper reviews the latest primary crushing and large cone crusher designs. It highlights how—in addition to using the larger crushers now available—maximizing the utilization percentages in each of the four stages of the rock size reduction circuit will assist in meeting the larger production requirements of existing and new mining operations. Its goal is to help consultants and operators select the optimal equipment and custom-designed items in the material handling flowsheet from the mine to the mill, maximizing operating hours per year. INTRODUCTION Are larger crushers the answer to meeting the demands of existing or new mining projects for increased tonnage? Boyd (2002) predicted that larger crushers for primary and fine crushing would be beneficial and contribute to the further development of mineral processing. Larger crushers for primary and fine crushing applications are now available. The rock size reduction process from the mine to the selected milling process facility has not changed since man first broke a rock to get at the interesting mineralization within. The rock size reduction process circuit from the mine to the mill can be summarized in four stages: • Stage 1: Mining (rock breakage and fragmentation) • Stage 2: Pre-screening (scalping) • Stage 3: Primary crushing • Stage 4: Fine crushing (secondary, tertiary and quaternary) Plant throughput and ore delivery schedule will form the basis for flowsheet design and equipment selection. Once the project design criteria and the mine plan have been established, the circuit’s utilization percentage (percentage of hours when the circuit is being utilized) can be optimized for each of the four stages. The mining and process departments are the key stakeholders in the selection of the final comminution circuit, and both departments should be familiar with and contribute to the design of the circuit. This paper focuses on the four stages of a rock size reduction circuit from the mine to the mill, equipment selection, various ore and waste handling flowsheets, and improvements in crusher station design, all with the purpose of maximizing availability and plant utilization percentages. What is a large tonnage? From 1907 to 1914, the American Panama Canal excavated 300 million tonnes of material in 7 years (History of the Panama Canal, Wikipedia). Today’s large mining operations can move the same material in 10 months, using large crushers or multiple crushers for ore processing and large crushers and a mixture of truck haulage and conveyors for handling the large waste tonnages. Current competitive demands on the process industries stimulate the need for improved operating efficiencies and compliance to stricter governmental regulations. Emerging information technologies allow narrowing the gap between management business objectives and the process control level. Benefits come from enhanced energy management, operating costs reduction, enhanced scheduling of activities, reduced quality giveaway, enhanced market driven production and enhanced decision making. Plant management systems integrate economic performance monitoring by controlling the business rather than just throughput and product quality. Sound business based decisions about how to operate the plant can be achieved by adequate dynamic performance monitoring at the plant level and the enforcement of the desired targets at the process control level. This paper describes some of the key requirements to implement a process management system to meet stricter process performance standards. Extensions are made to facilitate conforming with regulations established by various governmental and industry monitoring agencies.

Alumina hydroxides such as gibbsite (Al(OH)3) and boehmite (AlOOH) are precursors of many types of alumina that find important industrial applications. The thermal decomposition of AlOOH, which is a more energy saving precursor compared to gibbsite, gives rise to the formation of ?-, d-, ?- and a-aluminas that are used for the production of catalysts. The applications of the aluminas are governed by their properties that are a function of the precursor material and its microstructure. The microstructure in turn is a factor of the method and conditions applied, as well as, in the case of soft chemical processes, on the anions present. Towards these ends, this study was focused on the effect of different anions on the physicochemical characteristics of the alumina hydroxides precipitated in the first 5 minutes after the perturbation of the stability of a supersaturated sodium aluminate solution (Bayer liquor).

The Bradshaw Section 5A Interceptor involves the construction of two miles of 108-inch, finished diameter tunnel in dry soils. Excavation is generally by Lovat TBM with ribs and lagging support. The tunnel is beneath a recreational parkway and stringent measures have been enacted to preserve the parkway and minimize disruption to the neighborhood. Apart from these constraints, the project would have been unremarkable but for the intervention of CalOSHA and the local fire department who ordered extraordinary fire protection measures. The paper discusses the cause and effect of these measures and comments on the potential repercussions for other projects.

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. Depending upon which of two letters describing the theme of the session I chose to honor, the subject choices because either one or three. They were: "Applied Research and Exploration and Discovery" or "Applied Research in Exploration and Discovery." The final choice; to partially ignore both of them. That minor difference in meaning may be appropriate here, inasmuch as very minor research/exploration differences may also have profound impacts on discovery. To further set the stage, I consider myself an Industrial Minerals geologist, and more specifically primarily associated with basic construction materials crushed stone and sand & gravel. My remarks will apply primarily to those materials. Therefore, when the discussion instructions included emphasis on beneficial aspects (to name a few): "drill target definition; elimination of ore potential; ore forming environments; alteration studies, and isotope analysis," problems became apparent. Evidently, and although this was a form letter, the drafters of that letter had no idea what was involved in research for a construction materials source. My task may be great.

Titanium was discovered in 1791 and, four years later, was named after the Titans of Greek mythology. Titanium metal was first made in 1910, but was not used commercially until the 1950s when it was nick-named The Wonder Metal of the Age. The first titanium dioxide (TiO2) white pigments were produced commercially in 1915; more than 90% of the titanium minerals produced in the world today are used in the manufacture of white pigments. The remaining 10% are used to manufacture titanium metal and other uses such as welding rod fluxes. Titanium mineral mining began in the United States between 1880 and 1900 in Chester County, Pennyslvania. Rutile from a deposit near Roseland, VA, was mined in 1901. The use for the rutile was limited to production of a few titanium chemicals and for coloring ceramics. Larger scale mining for ilmenite, rutile, and zircon began in Florida to provide chemical materials for use in World War I in 1918. This mining ended in 1928. Large scale mining of titanium minerals in Australia began when Benick, Anderson, and Porter (later called Tamco) started mining the beach sands at Yamba in New South Wales in 1935. Ilmenite production from beach sands in the State of Kerala in southwestern India also began in the 1930s. The 1940s saw many changes in titanium mineral mining. Extensive deposits of ilmenite and ilmenite-bearing iron ores were discovered in eastern Quebec. The Pigments Department of E.I. Du Pont de Nemours & Co. lost their high grade Indian ilmenite supply after World War II began, and they were forced to use lower grade ilmenite from National Lead's (now NL Industries) Sanford Lake Deposit, near Tahawus, NY, in the Adirondack Mountains. At the end of the war, Du Pont undertook an intense search for a domestic ilmenite source. With the cooperation of the US Bureau of Mines, Du Pont geologists found a very large deposit east of Starke, FL, in 1946. In 1948 Du Pont entered into a contract with Humphreys Gold Corp., who operated a heavy minerals mine near Jacksonville, FL, to construct a plant and operate it for a period of ten years. The plant started up in 1949 and operated under Humphreys' management until the contract expired in 1958. Du Pont has operated the plant since that time. In 1956, a second plant was designed and built by Du Pont a few kilometers northeast of the town of Lawtey. The 1960s saw titanium mineral production expand in the southeastern US with Humphreys' contract mining Du Pont's ore body at Folkston, GA. In the early 1970s. American Cyanamid and Union Camp Paper Co. formed a joint venture company, Titanium Enterprises (TE), to mine and separate titanium minerals from Union Camp's ore deposit southwest of Green Cove Springs, FL. In 1975 the TE plant was shutdown and later sold to Associated Minerals (USA), Inc. (AMC), a subsidiary of Renison Goldfields Consolidated Ltd., an Australian company. It now operates under the name RGC (USA). Mineral production grew in the 1970s with the development of extensive heavy mineral deposits at Eneabba in Western Australia and Richards Bay in the Republic of South Africa. The 1980s saw the construction of a very large ilmenite mine and synthetic rutile processing plant in the state of Orissa southwest of Calcutta, India. At the same time, concern for titanium mineral shortages expected by the end of this century, gave rise to a flurry of exploration activity during the mid 1980s. As a result, large deposits were found in Virginia and North Carolina. New deposits were also discovered in Australia. Fig. 1 shows the distribution of world titanium deposits and mines. The world TiO, production capacities are given in Table 1.

The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

The environmental and economic problem created by pyrite in coal are well documented. The removal of pyritic sulfur prior to, or during, utilization has been the object of considerable research, however, much of this research has proceeded without a proper knowledge of the microscopic occurrences of pyrite in coal. This paper investigates the forms, occurrences, and variations in the distribution of pyrite in major West Virginia coal scan. Twenty-nine samples from twenty-two major west Virginia coal scans were selected for this study (see Table I). The samples were selected so as to be representative of the major coal producing areas of the state. All samples, except five, were collected at active surface mines, as indicated in Table I, and all except one were channel samples. The time interval between sampling and preparation of polished microblocks varied from two months to two years, though most were prepared within three months of collection. Grinding, screen¬ing, and riffling of samples to obtain 250 grams of -20 mesh coal for microscopic analysis strictly followed ASTM procedure D2013-72.

The US Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu codeposited. Decreasing Cu codeposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A h/150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 msecs. Graphite, lead and stainless steel were evaluated as electrode materials. Square wave electrowinning at 70°C (158° F) gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10% to 30%, and a period of 100 msecs to 1000 msecs gave the following results: Ag concentrations decreased from 34 µg/mL to 0.1 µg/mL. Au concentrations decreased from 54 µg/mL to 0.2 µg/mL and Cu concentrations remained almost constant at 560 µg/mL.

Studies have been carried out to optimize the VCR's mining sys- tem on the basis of synthetic analysis at Fankou Pb-Zn mine in Southern China. The synthetic e- valuation method is proposed for selection of mining alternatives and stope dimension optimization techniques. Theoretic calculation and computer optimization of the fragmentation of rock blasted by multispherical explosive charges are discussed. The mathematical and optimal fragmentation models are built. The optimum model is built for the main mining operations such as drilling, blasting and haulage. Lt can be used to evaluate VCR?s mining projects, select mining parameters and provide design fundations. From the point of view of system research on the geomechanical process, stoping technological process and benefit, the complex method of optimization is proposed for VCR's mining. Using computer simulation, based on this model, the optimal parameters are established and analysed. An effective approach is provided for research on the mining method optimization and getting better economical benefits from the application and improvement of VCR's method.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.
