WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. In 1965 Hoogovens was looking for additional capacity for burden preparation in the order of 2,5 to 3 million metric tons per annum of some kind of optimal blast furnace ore feed. In principle four solutions offered them-selves for further investigation: 1. purchase of screened ore and/or run of mine ores with the provision of a corresponding ore screening capacity on the blast furnace site; 2. manufacture of sinter; 3. purchase of pellets; 4. manufacture of pellets. After studying the technological, technical, economical and commercial factors Hoogovens decided for the last mentioned possibility. Before taking this decision not only a great number of different mixtures of iron ore were tested, but during a long period in one of the big blast furnaces a number of tests were also executed with purchased pellets from South and North America. It was found, that using 50% acid pellets with 40% basic sinter a coke rate saving of 25 kg per ton hot metal (50 lbs/net THM) and a production gain of 15% could be obtained as compared with a full sinter practice. With some pellets it became clear, that due to properties, commonly referred to as swelling, we got very poor furnace performances; so in studying the production of pellets, pellet quality should be regarded as the most important aspect of the problem.

Teleoperation is a technology that can provide significant health and safety improvements in mining, by relocating machine operators hundreds of meters away from the face area. The U. S. Bureau of Mines (USBM) has recently developed a teleoperation system for continuous mining and haulage equipment. This system features near-real-time closed-loop control. A prototype system was developed and demonstrated on the surface. This system could be used in thin-seam applications down to 914 mm. Details are provided on the developed teleoperation system, results of testing, and expected, future applications of this technology for improved safety.

A new sanitary sewer was installed in Pleasant Hill, California using microtunnelling methods. The project consisted of 693 meters of 1372 mm and 1981 mm concrete pipe. A Herrenknecht AVN 1200 was used to install the nominal 1372 mm pipe in three drives. The machine was then fitted with an oversized shield used to install the large diameter pipeline. This articulated shield allowed the excavation of a 2362 mm diameter hole with a 1524 mm machine-- a technique new to North America. This paper reviews the design considerations for the articulated shield and reports on the project challenges and solutions to overcome these challenges.

An open pit mine design system should have the characteristics of being flexible, versatile, and simple. All of these characteristics are necessary for producing a dynamic mine design. In other words, a design that can be improved, updated, and implemented. Flexibility is an important characteristic due to changing times. For example, the effects of a changing economy, increased knowledge of the mineral deposit, or improvements in mining technology can result in a considerable, if not a complete change in the long range mining plans. Since the short range mining plans are based on the long range mining plans, they will-also be effected. Also, it is very important to validate the information used in the design or the design itself. This means the system should have the flexibility of being able, not only to detect, but to correct errors. Versatility is another important characteristic of a mine design system due to the wide range of situations that may appear. First, a design system must be able to handle both long and short term planning. This is necessary because of the variability in the definition of a time range. Second, a design system must be able to handle different types of deposits. Special emphasis must be placed on this issue, because many deposits, if not the majority, do not fit predefined categories such as bedded, massive, or roll-front, etc . . . Furthermore, the true test of the versatility of a design system is not only the ability to create an ultimate design but also to schedule sequences for this design. Thus, the versatility of being capable to design with a variety of time ranges, variety of deposit types, and scheduling are all important characteristics of the design system.

Sublevel stoping generally is a large-scale open stoping method. It sometimes is referred to as long-hole or blasthole stoping. This method usually is applied to strong ore bodies that require minimal support and are surrounded by strong country rock. The ore body should be fairly regular in shape and well-defined. The dip of the footwall normally should be sufficient to allow broken ore to gravitate freely, although the method has been adapted successfully to mine some of the flatter ore bodies. Sublevel stoping is not dependent on the width of the ore body. Widths of less than 6 m (20 ft), however, make the utilization of long-hole drilling techniques more difficult. The main criteria for sublevel open stoping are competent ore and stable host rock, regular ore boundaries, and a footwall dip that exceeds the angle of repose of broken ore. Basically, the method entails providing access to the ore body at various subintervals between the main haul- age levels in order to drill and blast the intervening ore. Stope drilling is carried out from drilling drifts on the sublevels, and the ore is blasted in slices towards an open face, which generally is vertical on the downholes and may be inclined towards the open face for the up holes. The blasted ore gravitates to the bottom of the stope and is collqcted through drawpoints. Fig. 1 illustrates a typical sublevel stoping mine. The method requires extensive ore body development with relatively high capital expenditures. How- ever, much of the development is in ore, and production costs are comparatively low. Productivity rates are in the 13.6 to 27.2 t (15 to 30 st)/manshift range. The drilling, blasting, and loading operations are performed independently, and equipment utilization is high. Large outputs can be obtained with few units and limited personnel. Dilution with waste rock may occur if ore boundaries are irregular or if caving occurs, but 100% of the ore within the stope usually is recovered. Pillar recovery sometimes is a problem. It is at this point that most of the waste dilution occurs. At the time data was gathered for this report (1973), the sublevel open stoping method was used by more than 21% of the metallic ore mines in the US (9 out of 42 mines producing 1088 + t/day (1200 + stpd) and provided more than 12% of the total metallic ore production from these mines. DEVELOPMENT Access to a sublevel open stope mine is gained by a slope or shaft that is normally sunk in the footwall of the ore zone, away from any possible effects from blasting or other production operations in the stoping process. Main level interval is selected and usually varies from 45.7 to 121.9 m (150 to 400 ft), depending on the vertical extent of the ore body, the number of drawpoints required to maintain output, and the eventual stope height. The main haulage drifts are located at the bottom of the stope horizon, either directly in ore or in the footwall, with access crosscuts at intervals. Raises are driven up through the ore to connect to the level above and provide access and ventilation to the sublevel drilling drifts, which are driven horizontally in the ore for the length of the stope. Depending on the drawpoint system to be used, the stope is either undercut by a raise-and-cone system, from a scram or slusher drift, or simply provided with a drilling drift from which access is made at intervals to the main haulage level. A raise driven either at the end or in the middle of the stope (if stope access is from both ends) provides a start for opening up a vertical slot across the stope to establish a free or open face for long-hole drilling and blasting. Sublevel stoping has proved to be a relatively safe and economical system.

"Ventilation systems are not only an integral part of any underground mine design but are a significant contributor to the mine’s capital and operating costs. The ventilation and cooling design systems presented in this paper were part of the prefeasibility evaluation of an underground platinum mine in South Africa. The mine would ultimately operate at the depth of 1,200 m below surface with a proposed 4 Mtpa production rate. The proposed mining operation is a highly mechanized operation using diesel equipment. Significant daily production rate, large amount of equipment and expansive nature of the operation, contributed to a challenging while flexible ventilation design requirements. This paper presents how to safely and efficiently optimize capital expenditure and operating costs associated with the mine air cooling and refrigeration system through practical ventilation design practices. Successful capital and operational savings by modulating installation and commissioning of refrigeration facilities can influence the economic realization of such systems. The adapted planning and design approach provided a cost-effective advantage while complying with design safety and regulations. INTRODUCTION This paper outlines a prefeasibility evaluation of the heat loads and related cooling system to be employed at the proposed platinum mine. The paper also provides appropriate details for a comprehensive understanding of the applied methodology. The proposed mine will be a trackless underground operation using a combination of mining methods. Initially, ore zones with vertical thicknesses greater than or equal to 18 m will be mined using the long-hole stoping (LHS) method, while thinner ore zones will be mined using mechanized drift-and-fill or drift-and-bench methods; hence, a highly mechanized operation with LHDs, trucks, drill rigs, personnel carriers, etc. is envisioned. Broken rock (ore and waste) will be transported by the means of trucks to the main passes (ore and waste) and collection points. Mining zones identified in the project occur at depths ranging between approximately 700 m to 1,600 m below surface. Primary access to the mine will be via a 1,100 m deep, 10 m diameter production shaft (named Shaft No. 2), three additional shafts will be sunk to provide future ventilation and production support. Three main access levels are established as primary haulage levels and include a series of interconnecting ramps. Additional mining sublevels will be developed as necessary. Figure 1 shows the proposed shaft locations and main access levels in a 3-D elevated view. Mining is performed using highly productive mechanized methods. For this reason, an annual ventilation estimate is based on requirements for mobile equipment (i.e., 0.06 m3/s/kW). The air requirements imposed on the underground operation is further influenced by equipment heat loads, auto compression, and virgin rock temperature, as the main sources of in-mine heat."

Mesh based areal support is commonly applied in South-African deep-level gold mines. It forms part of an integrated support system that can cater for both rockfall and rockburst incidents. The application has been successfully applied over many years. Operations have different geotechnical conditions and practical considerations, which has led to the development of various types of mesh and integrated mesh-based support systems (i.e. meshing and lacing versus welded or chain-link mesh sheets). Typically rolls or sheets of mesh is pinned with rockbolts to the surface of an exposed excavation. Applications vary from hangingwall coverage in a conventional stope gully to complete excavation coverage in footwall drives of conventional mines or on-reef drives in massive mechanised mines. It is however critical to understand the behaviour of the rockmass and apply suitable support systems.

The demand and supply of wollastonite has gone through a dynamic period in the 1990's. A 10% -15% growth rate of demand stimulated interest in evaluating new projects. However, the mid-1990's brought declining prices for commodity applications and natural barriers to entry for technical applications, making many of these potential projects uneconomic. Successful projects that were brought to market were done so by incumbent producers. This work examines the competitive structure of the wollastonite market by evaluating the strategic decisions of the industry leader, NYCO Minerals Inc., and a new market entrant, Orleans Resources, in an attempt to identify the environmental threats and opportunities of this industry. Results suggest new entrants like Orleans Resources face significant entry barriers for technical applications, while NYCO Minerals could improve its profitability by having less exposure to commodity applications.

Eight Mine Weather Stations (MWS) installed at the Waste Isolation Pilot Plant (WIPP) to monitor the underground ventilation system me helping to simulate real-time ventilation scenarios. Seasonal weather extremes can result in variations of Natural Ventilation Pressure (NVP) which can significantly affect the ventilation system. The eight MWS(s) (which previously collected and stored temperature, barometric pressure and relative humidity data for subsequent NVP calculations) were upgraded to provide continuous real-time data to the site wide Central Monitoring System. This data can now be utilized by the ventilation engineer to create real-time ventilation simulations and trends which assist in the prediction and mitigation of NVP and psychrometric related events.

The Gosowong epithermal quartz-adularia vein, in the Halmahera magmatic arc, is a new discovery in an area of primary tropical rain forest with no history of gold mining or mineralization. The newly recognized mineral district also contains a number of other epithermal vein systems, two centres of porphyry Cu-Au mineralization, and a number of argillic and advanced argillic alteration zones that may be related to underlying mineralization. Gosowong was discovered and tested through the application of basic exploration techniques including drainage sampling, soil sampling, trenching, magnetics, IP, and diamond drilling. Lapse time from the initial reconnaissance discovery of a stream sediment anomaly to the release of inferred resource estimates of approximately 1.0m ounces was just over 3 years.

Twenty-six insitu analyses of cubic galena crystals from a Mississippi Valley-type deposit were undertaken with a laser microprobe spectrograph to study the variation of nine trace elements from the crystal center to its periphery, both along the diagonal and vertical. The general trend is an increase in the concentrations of Ag, Ga, Ge, and In with As showing the opposite trend Bi, Cd and Sn did not show any pattern. Sb was not detected. These variation patterns nay serve as a model for similar studies of other Mississippi Valley-type deposits.

My charge is to review briefly "Coal In The Electric Utility Industry - Present and Future." Thus, I will not dwell on the overall energy picture, other than to express what most others involved in the energy picture know - we're in trouble! Several years ago, speaking to another engineering society, I said, "Much has been and yet will be said and written about the energy situation in our Country." What an understatement! The energy question has reached crisis proportions and is a top priority item at the highest level of government, Unfortunately, it will be in that situation for some time to come. Many factors created this complex problem, and we all share some of the blame. But I am perplexed when I read in the popular press that environmental factors are unrelated to the energy crisis when I know this to be untrue. In the recent past all forms of energy have been cast in the role of villain, particularly coal with its problems of surface mining, mine safety, acid water drainage, sulfur content, and a multitude of other adverse factors relating to the environment in one way or another. As you know, the sulfur situation has led to the closing of numerous mines, resulting in the lessening of our mining capacity. Today, along the Eastern Seaboard, 60 to 70 million tons of coal are displaced by imported oil, primarily to meet air standards. Even in the Midwest, utilities sitting on enormous coal reserves are converting to other fuels or hauling low sulfur coal thousands of miles from the western Mountain States. [We will hear more about this coal from another speaker on the program this morning.]

Poland lies at the junction of three geologic provinces: the East European Precambrian platform, the Middle European Paleozoic platform, and the Alpine orogenic belt comprising the Carpathian Mountains. However most of the rocks that contain mineral deposits and many of the recently explored and mined deposits are commonly hidden under thick overburden, sometimes up to over 500 m thick. The discovery of these mineral deposits was due to the combination of geologists talents for inference and the keen interpretation of geophysical data ultimately tested by drilling. Examples of such use of the state-of-the-art geology include the following: 1. Sedimentologic and paleogeographic reconstructions led to the discovery of 8.8 Gt of bituminous coal under 500 m of Jurassic and Cretaceous cover in the Lublin basin, 2. Tectonic and paleogeografic data suggested a potential for discovery of burried Upper Permian copper de-posits on the Foresudetic monocline; subsequent exploration discovered 75 Mt of copper and 0,17 Mt of silver, 3. Geological interpretation of gravity and magnetic da-ta combined with sedimentologic data and regional subsur-face geology resulted in the location of 1.3 Gt of Fe-Ti-V ore in the Precambrian basement of northeastern Poland under -500 m of cover 4. A combination of metallogenic theory and geological interpretation of regional geophysical mapping led to the discovery of Caledonian-Hercynian granites and grano-diorites with accompanying porphyry-type Mo-W-Cu ores below 300 m cover on the northeastern border of the Upper Silesian coal basin 5. Tectonic reconstructions based on gravity and seismic data combined with theory on the origin of native sulfur led to the discovery of 1.0 Gt of native sulfur under cover up to 300 m thick. Five deposits were found at the northern margin of the Carpathian Foredeep. The other deposits found include lignite, polyhalite, lead-zinc ores.

An 81 hectare (200 acre) tailings impoundment at a taconite operation in Wyoming that ceased operations in 1983 has been a source of blowing dust. The site qualified for reclamation under Wyoming's Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction included: incorporating commercially available organic amendments and fertilizers into a 300 mm (12 in) thick "cap" of a sterile clay loam cover material, lowering the water level in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin, constructing a wide tailings pond spillway that allows flood control while minimizing seasonal water level fluctuations in the pond, and building rock berms and rock snow fences for wind erosion control and soil moisture preservation. Tree planting in the protective wind/snow shadows of rock berms and rock snow fences, and the plugging of a decant pipe are planned for future work.

Errors associated with estimating the grade of an attribute of interest in a deposit can compromise planning, sequencing, and mineral beneficiation decisions. Several factors are associated with estimation errors. Among them, we can highlight the factors associated with sample spacing, the size of production volumes, and the variability of the attribute considered in the estimation. The access to estimation error can be obtained by some geostatistical methods, for example, by stochastic simulation. However, this is a process that in some situations is computer intensive and takes time. Previous works have proposed a simplified method to access the Maximum Estimation Error (MEE) associated with different types of grade variables, depending on the sample spacing, at small production volumes and considering specific coefficients of variation ranges. This paper presents an approach to assess the MEE associated with long-term volumes. Considering the methodology proposed, it is possible to approximate if a specific drilling pattern used in a deposit provides an acceptable pre-determined estimation error for Resource Classification. Results and considerations on the impact of the geometry of larger production volumes on the MEE calculation are also presented.

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. New York City's $360 million North River Water Pollution Control Project is part of New York State's plan to clean up the Hudson River. The project is to provide a sewage treatment facility capable of accomodating a peak waste water flow of 330 MGD which will in great measure eliminate the 192 MGD of raw sewage that N. Y. C. discharges into its surrounding waters. Eleven miles of intercepting sewer lines must be constructed along the west side of Manhattan Island to service approximately one-half of the island. The first contract award was for a 4134 ft. sewer tunnel with a finished inside dimension of 16' x 16'. This main intercepting sewer will feed a sewage treatment plant located on and adjacent to the Hudson River. The tunnel is parallel to the river and is located under 12th Avenue between 125th Street and 143rd Street. The Penn- Central Railroad tracks are above and just to one side of the tunnel location. The working tunnel diameter is 21 ft. and numerous problems of support, mining method, and ground control have been encountered. (see Dwg. 1)

Dawsonite bearing oil shale of Colorado's Green River Formation offers a unique and vast (6.5 billion tons of Al2O3) resource of easily extractable alumina. The processing methods required by the thermal reactions dawsonite and its oil shale carrier also require production of shale oil, soda ash, and nahcolite as marketable coproducts. These production methods are presented. The alumina production process is contrasted with the Bayer process to describe technical advantages of extraction of alumina from oil shale which may offset the problems associated with processing a relatively lean ore. While alumina production from oil shale requires development of new technology, the technical problems appear solvable. Only the political problems arising from the now onerous and completely unnecessary Federal oil-shale withdrawal appear less solvable.
