"The objective of this study was to develop a laboratory-scale method to rank the ignition and fire hazards of commonly used underground mine materials and to eliminate the need for expensive large-scale tests that are currently being used. A radiant panel apparatus was used to determine the relevant thermal characteristics of the materials: time to ignition, critical heat flux for ignition, heat of gasification, and mass loss rate. Three thermal parameters, TRP, TP1, and TP4, were derived from the data, then were developed and subsequently used to rank the combined ignition and fire hazards of the combustible materials from low hazard to high hazard. The results compared favorably with thermal and ignition hazards of similar materials reported in the literature and represent a simpler approach to quantifying these combustible hazards. INTRODUCTION The potential fire hazard from combustible mine materials is a major concern that can impact the safety of mine workers. Combustible materials tend to be solids and within this category there exist degrees of flammability and fire resistance. These materials may be readily ignitable or they may be able to withstand high temperatures and high heat fluxes. Presently, no simple methodology exists to assess these possible fire behaviors and quantify the resultant fire hazards. Thus, better knowledge of the thermal properties and chemical characteristics of combustible materials is of great importance to the safety of mine workers. Tewarson [1994] developed a methodology which he subsequently used to evaluate the ignition and fire resistant properties of combustible mine materials, but these efforts are more than 20 years old, and do not include many of the new materials used in mines today. The standard practice that has evolved for a combustible material to be approved by the Mine Safety and Health Administration for use in underground coal mines is to conduct extensive and costly large-scale experiments on each new material that is used in a particular mine operation. Results of such tests provide pass/fail answers to the questions of a material’s flammability or fire resistance, yet they provide little, if any, information that will lead to a better understanding of the basic mechanisms involved. Therefore, there is a need to quantify material flammability properties and to develop a methodology to rank the ignition and fire hazards of commonly used underground mine materials. During the heating and ignition stages of combustible materials, properties such as smolder susceptibility, minimum surface temperature for ignition, thermal conductivity, heat capacity, density, and heat of gasification are known to be important [Apte, 2006]. During the flaming stage, additional parameters, such as the heat of combustion, heat release rate, flame spread rate, yields of soot/smoke, and toxic gas production become more important as the flame is sustained and spreads. In very general terms, the heat flux incident on the surface of a solid combustible not only controls the rate of temperature increase of the local fuel surfaces, resulting in expulsion of fuel vapors that sustain the flaming process, but also the heating of other combustible surfaces that subsequently ignite and spread flame."

The task of production planning in ore mining is primarily con¬cerned with the removal of ore blocks within planning periods spread over the life of the mining operation. The investigation of this problem in the past resulted in the introduction of computer based optimizing techniques for production scheduling and se¬quencing. Although these techniques succeed in computing an "optimal" mine output for one planning period, they usually fail in composing a practical and feasible mine plan over the periods in concern. This paper describes conventional production planning based on operations research and the capabilities of a knowledge-based approach. An example of a planning system for the Slovak under¬ground iron ore mine Nizna Slana will be presented. By combina¬tion of these two techniques this system should improve the qual¬ity of planning procedures.

In January of 1966, during the annual session of Georgia's General Assembly, Representative Paul E. Nessmith of Statesboro, Georgia, walked into my office and asked me what I thought of the advisability and feasibility of a law which would require the mining operators to reclaim their mined out lands. My answer to him was, as a one time mine superintendent and operator, that I probably would not think very highly of the added cost which reclamation would impose on the operation; but that since assuming the job of Chief Geologist and Assistant Director of the Georgia Department of Mines, Mining and Geology, and in retrospect, I could recommend it very highly, particularly in view of the increased pressure being applied by the Federal government along these lines. I stated then and still emphatically state that this sort of administration should be done on the State level rather than the Federal level. He asked me if I would conduct him on a tour through some of the mining country in which I had worked and to this I readily agreed. The result of this trip was that he was adversely impressed by the devastation which the mining operations had wreaked on that area of middle Georgia along the fall line known as the kaolin belt. Very little except talk was done for the remainder of 1966.

Four samples of galena, each prepared differently, dry ground chalcopvrite and real gar have shown various quantities of liberated sulfur corresponding up to nine equivalent monolavers on their surfaces as determined by the solvent extraction/UV analysis of sulfur using ethanol. The pretreatment of a dry ground galena sample with acidified ammonium chloride or neutral, saturated sodium chloride solutions rendered the mineral readily floatable. The collectorless floatabilities of galena pretreated with the former solution and of drv ground chalcopvrite have been evaluated in reference to the natural floatability of sulfur using the critical surface tension of floatability approach with aqueous methanol solutions. It is shown that the amount of sulfur- on these samples can be correlated with their flotation rate, which was found to he first order within the critical surface tension range. The larger the concentration of surface sulfur, the faster the sulfide mineral floats, thus, the greater its flotation rate constant.

"INTRODUCTION High sulfate (SO4-2) levels often occur in MIW (mining influenced water) either as the result of oxidation of sulfide minerals exposed by mining activity or by deliberate addition – commonly by sulfuric acid (H2SO4) use in hydrometallurgical leaching activities. Increasing regulation of sulfate discharge is creating new pressure to treat or mitigate sulfate release to prevent its entry into the environment. Current treatments include precipitating as gypsum during lime treatment, filtration separation using membranes such as reverse osmosis and nanofiltration technology, and biological elimination via methods like constructed bioreactors. Blue Planet Strategies (BPS) focuses on improved resource utilization targeting electrolytic treatment and waste conversion into resources and has now demonstrated that its proprietary DEMET™ (Dynamic Electrolytic Metal Effluent Treatment) platform can also remove sulfate from target streams as a byproduct of its usual primary treatment focus points of metal species elimination and/or pH adjustment.[1-6] This powerful new capability can mitigate sulfate contamination and recover the sulfate in a useful and potentially saleable form as a byproduct of improved primary treatments focused on enhancing production or treating waste. "Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be re-handled. Prior studies have shown that by only changing blast hole timing with the same blast design, fragmentation and throw alters. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum inter-hole delay for fragmentation has been found by studying timings from 0ms to 45ms. Instantaneous timing between holes increased the throw by over 100 ft, but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw. This paper investigates this optimized inter-hole timing while altering top and bottom column primer time to potentially improve throw while maintaining optimum fragmentation. Timings studied are top initiation, bottom initiation, and top and bottom simultaneously. INTRODUCTION Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading, and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.” Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is re-handled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators has allowed for precise delay timings to be used between rows, holes, and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation. This study consisted of 3 full scale bench blasts at a granite quarry in Talbotton, GA. Each blast was characterized by the timing delay between the top and bottom primer in the blast column of each hole; one simultaneous blast with a 0 ms delay, a bottom-initiated blast with a 1 ms delay, and a top-initiated blast with a 1 ms delay. Fragmentation analysis of the resultant muckpiles was performed using a combination of the PortaMetrics handheld point-and-shoot rugged tablet from Motion Metrics and the software WipFrag from WipWare. Throw was measured by placing strategic distance markers on the floor of the bench and then taking overhead photographs of the muckpiles after each blast. High-speed video footage was captured of each blast using an MREL Blaster’s Ranger II camera."

The city of Garmisch-Partenkirchen in southern Germany is located at a main transit road to Tyrol in Austria and suffers of a very heavy traffic load. Therefore, the Kramertunnel as a by-pass tunnel is built to release/mitigate the traffic through the city centre. The 3,600 m long single tube road tunnel is designed with a parallel but smaller emergency tunnel and with cross passages, fitted with single- and doublesided emergency bays, a vent shaft, and an intermediate ceiling to separate fresh air supply from the road traffic. The tunnel, concrete lined along its entire length provided the challenge to find smart formwork solutions for quick set-up, repositioning, setup and pouring. Three particularly specific sections are discussed in this paper.

Utilization of belt air in underground coal mines has been discussed extensively during the last decade. The Final Report of the Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining formed by the Mine Improvement and New Emergency Response (MINER) Act of 2006 recommends research on leakage, use of booster fans, and escapeway safety. This paper discusses the role of ventilation modeling in evaluating primary escapeway pressurization in a three-entry development system to improve emergency escape in a coal mine using belt air. The intake entry of the National Institute for Occupational Safety and Health (NIOSH) Bruceton Experimental Mine was pressurized using a 1.1-m (42-in.) diameter, 37 kW (50 hp) fan. The work details air movement in the simulated three-entry system and the resulting leakage patterns. Three mine ventilation software packages were compared to analyze their performance in predicting the airflows and leakage conditions with different fan settings. NIOSH researchers found that the measurement results correlated well with the results of modeling.

"From monitoring gas levels and air quality in coal mines to protection from collisions for large vehicles at mine sites, SICK offers a wide range of sensors and systems to improve safety and to monitor potentially dangerous situations. SICK offers solutions for the analysis and monitoring of underground coal mining atmospheres. These systems supply the coal mine operator valuable safety and ventilation information, as well as data which identify and monitors atmospheres of those production areas within the mine which may or may not be worked, such as Goafs and sealed areas. Underground coal mines contain dangerous gases, which must be monitored and controlled in order to allow productive mining operations to take place and to minimize the risk of explosion. Underground mines are a potentially dangerous place for mine workers. These are the main reasons for using Tube bundle systems SICK has had great success in selling these systems into the Australian and New Zealand Markets and this is helped by the strong drive for mine safety from both the Mine Owners and the Regulatory bodies charged with the responsibility of ensuring Mine Regulations are met. The Australian mining industry uses Tube Bundle Systems at almost all underground sites, even after mining has ceases and the mine is placed in care and maintenance. Sick has been working in international markets for some time now but has had limited success in selling Tube bundle Systems to these markets. However in recent times there has been raised interest in Tube Bundle from China, India and Turkey as these countries strive to improve mine productivity and lessen the risk of explosion or Spontaneous Combustion. Our lack of penetration into International Coal markets has been very much based on the perceived cost of the system, not the benefits to safety and productivity. Unless a mine has had an event such as spon com or a Methane explosion they rarely consider the very low level measurement capability (20 PPM CO & 100 PPM CH4) or the long term trending benefits of the Tube Bundle system. It is only after a catastrophic event the System is considered. Real Time or electrochemical Sensors are commonly used to monitor the Mine Atmosphere, the real problems of methane build up or potential Spon Com in Goafs and sealed areas cannot be monitored using Real Time Sensors as the electrochemical cell deteriorates after approx. 12 months and in sealed areas these cells cannot be maintained or replaced. Whilst the Technique of Tube Bundle Systems is quite old SICK have spent many years redesigning the Tube Bundle System into a cost effective and real value for money product. The system uses state of the art sampling and highly accurate Infra-Red wide Spectrum Analysers."

This paper outlines a unique case of the development of strategies to reduce ventilation and heating costs in Konsuln iron ore mine in northern Sweden. The mine, located just south of Luossavaara-Kiirunavaara Aktiebolag’s Kiruna iron ore mine, was developed as a test mine from 2018-2020 for the Sustainable Underground Mining (SUM) project. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 million tons per annum (Mtpa). There is a plan to increase this rate to between 1.8 and 2.0 Mtpa.

This investigation (Bowles, 1990) involves consideration of technology utilized by three separate fields of metallurgy and materials science: 1) The recovery of metals employing the use of solvent extraction, 2) The fabrication of materials using powder metallurgy, and 3) The use of composite materials in fabrication of engineering materials. The research considers each of the processes in order to realize the benefits of each. In light of the fact that materials have an intended use -it does seem plausible to simplify the process required between "mother earth" and final use. For instance, a primary copper producer that already employs a solvent extraction and electrowinning process could produce value added products directly. Part of the existing extractant flow could be diverted into a pressurized hydrogen stripping process in order to produce specialty composite powders. Innumerable methods have been employed for the recovery of metals; solvent extraction, the one considered in this study, was used due to the possibility of it providing a pure powdered metal. The use of solvent extraction in the recovery of metals has gained wide acceptance and its use proves beneficial in many applications (Ritchey and Ashbrook, 1984). Pressure hydrogen stripping of solvent extractants may provide the benefit of flowsheet simplification compared to conventional solvent extraction followed by electrowinning. It may also provide the benefit of direct production of high purity metal powder (Demopoulos and Distin, 1985).

While silica ores are generally considered to have little value, those with exceptionally low B and P content have, potentially, significant worth if processed for use in photovoltaics. The sales value of a cubic meter of ?run of the mill? silica sand is $42 per cubic meter (retail and delivered). If the silica sand can be used to produce solar silicon, its value after processing is $34,000 per cubic meter. Factors that impact the suitability of silica for direct processing in production of photovoltaics are examined.

"Roof bolting has long been used in underground mines across the world to provide ground support. Modern roof bolts are cheap and easy to install with the use of specialized machines as a part of the production cycle. Lhoist North America’s Crab Orchard Mine is an underground room and pillar limestone mine that uses mechanically anchored roof bolts for ground support. The mine currently employs two different roof bolting patterns: a standard 5 × 5 foot pattern, and a 2.5 × 2.5 foot pattern for use in areas with particularly hazardous roof conditions. The purpose of this study is to evaluate the relative effectiveness of each bolting pattern.A series of numerical models were created using RocScience’s RS2. The models were based on a symmetrical section of the mine at its deepest point, and were modeled using Generalized Hoek-Brown failure criterion along with a discrete fracture network. A series of sensitivity analyses were performed on the models by varying parameters such as joint friction angle, crack persistence, joint randomization, and tensile strength of the limestone. Based on the results of the original models and sensitivity analyses, it appears that the standard bolting pattern provides sufficient roof support capacity under almost all the expected conditions at the mine, since factors of safety below the design value of 1.5 were only found for individual bolts in a few of the worst test cases considered. These results can help improve the Mine’s productivity and reduce operating costs without compromising safety.INTRODUCTION AND CASE STUDY DESCRIPTIONLhoist North America’s Crab Orchard Mine is an underground limestone mine located in Crab Orchard, Tennessee. The mine is located under an 800-foot-high mountain, and outcrops on three sides. The mine is accessed through three separate portals and has two main levels, along with a partially developed third level. Extraction is accomplished by the room and pillar method using 50 × 50 feet pillars and 50 × 50 feet rooms. The mining height is limited to 50 feet to keep the pillar width to height ratio around 1.0. Each heading is excavated in a two-stage process that consists of a 30-foot-tall top heading and a 20-foot-tall bench. A distance of at least 30 feet is maintained between the two levels at all times (Crab Orchard Mine Technical Staff, 2017)."

"Current and future operational processes in the mining and underground construction sector are under the influence of the prevalent competition and the acute necessity of optimization approaches concerning corporate and project processes. Besides general construction procedures, especially underground construction procedures and procedures in the field of deep shaft construction are high-profile. Those processes describe high technical challenges as well as increased requirements to occupational safety and health. Therefor an occupational safety management, which should be adjustable to the company itself and adaptable to all kinds of projects, shall be created. The creation of such an occupational safety management would lead to an economically optimized and safe (within the scope of OSH law) implementation of internal activities for the performance of construction services underground and in the field of deep shaft construction. With this approach the satisfaction of the high safety request as well as the demand for process optimization, as part of keeping the own competitiveness, will be satisfied successfully at once. PROJECT BACKGROUND Introduction The health and safety protection as well as occupational safety look back on a long historical development, which had brought more important sectors and developments during the last years, not only in Germany but also on the European and international level. The accident insurance protected by law has already been reported in 1884, which is astonishing early. The launch time point is strongly connected with the on-going economic development in the end of the 18th century, but above all this increased in the 19th century. The progress of occupational safety and especially the interest in the integration and the concentrated consideration of occupational safety and the health and safety protection in the company process is strongly visible during the 19th century and directly connected to the industrial revolution. [9] The industrial revolution and with that the development of work places lead to changing demands in the field occupational safety and health and safety protection. Insufficient security precautions caused problems in the industrial revolution, such as personnel and material losses as well as serious injuries and their consequences. These and the fundamental economic endeavours of the entrepreneurs lead therefore to the important step to develop an occupational safety system. [9] The prevailing basic ideas seize the insufficient security precaution of work places as well as the economical and profitable ideas of the entrepreneurs and bring them together. From this the necessary entrepreneur’s task comes into being and that is bringing the work conditions to the way that life and health of employees are not in danger. [9]"

"The development of fracture zones in surrounding rock mass has significant impact on the stability of underground mine roadways. Detection of the fracture zones is of compelling importance for maintaining roadway stability as well as for safe and speedy excavation of the roadways. This paper presents a study conducted at Dong Bao Wei underground coal mine, where the roadways were developed in diabase rock mass. The roadways suffered severe damages, including sloughing and excessive floor heaving. The borehole imaging technique was applied in the study to observe and detect fracture zone development surrounding the roadway openings. Based on the borehole imaging studies, new roadway support systems were proposed to improve the stability. INTRODUCTION At the Dong Bao Wei Coal Mine three main roadways of the west wing were excavated. The three roadways had semicircle arch cross sections and were at a depth of 650 meters, each being about 750 meters in length. The roadways were driven through a section of thick diabase intrusion, which was softened by water with reduced strength and may turn into powder form under weathering. Site investigation indicated that the roadways in diabase intrusion zone were badly damaged due to severe deformation, and very serious roadway sidewall sloughing and spalling accompanied by severe floor heave often occurred.(Figures 1 and 2) In order to ensure the normal use of the roadway, undercuts were excavated. However, this operation seriously affected the roadway construction progress and increased the amount of roadway support operations as well as the roadway maintenance costs. Furthermore, a roof fall accident occurred in nearby drilling site. The investigation indicated insufficient support provided for the roadways which imposed significant safety hazards and would have serious impact to mining production and subsequent mining activities.The support of the main roadways is a critical task and is the focus of the underground opening excavation work at the mine, since more than 40 years of service life is required from these main roadways. For these roadways, large cross sections with high degree of stability and minimal amount of deformation should be maintained. Therefore, providing sufficient and appropriate roadway supports is of significant importance to the coal mine. In this paper, in order to optimize the roadway supporting system, studies were carried out on the geological structures, lithological characters, roof bolt anchoring features and suitable anchoring layers. The studies were aimed at ensuring the stability of mine roadways, reducing the roadway maintenance costs and providing a safe mine passageway for orderly production and progressive development of the mine"

The Upper Silesian Coal Basin is located in the area of the Upper Silesian Syncline and belongs to one of the most complex tectonic units in Europe. It occupies 5,650 km2. In 2020, there were 20 hard coal mines operating in the area. Seismological research in this area consists of observation of precursors/symptoms of shock generation and understanding of their effects. Studies (Teisseyre R. 1972, Mutke G. & Stec K. 1997, Stec K. 2007, Dubiński J. & other 2010, Idziak A. 2010) of complex impacts of rock mass provided a background for determining the conditions for the formation of exploitation and regional seismic shocks. Issues related to tectonic and exploitation stresses, successive extraction of coal seams at higher depths, operation in the vicinity of fault zones, often complex geological and organic conditions result in the activation of a discontinuity surface due to stress caused by deformation of rock layers, which, as a result, causes the emergence of strong shocks above 107 J. The article was based on analyses of extraction value, high-energy shocks, both of mining and tectonic-mining (so-called regional shocks) origin, against the background of changing operating conditions, which, as a result, creates an image of periodically changing seismic activity and location of strong shocks. Observation results show that, with an increase in exploitation depth and declining extraction, the number of strong shocks caused by tectonic stress (107 - 109 J) and exploitation stress (≥105 J) has been steadily increasing over the last 25 years.

The Felder ore deposit is a 5,000,000-pound uranium deposit in the South Texas Coastal Plain. It occurs in the basal sand of an Oakville Formation (Miocene) alluvial system. The host sand is a carbonate-rich arkose which contains virtually no carbonaceous debris and has been reduced by the local introduction of hydrogen sulfide. The ore lies well within the reduced zone and occurs as coffinite and uraninite that fill interstices and coat and replace grains. The overall geometric configuration of the ore is that of a winged, crescentic ore roll. Weak mineralization extends the wings of the ore roll and gives greater expression to the roll character. Departures from the shape are controlled by discontinuities in bed- ding and by proximity of the ore to the surface. Associated with the uranium is a broad halo of anomalous molybdenum. Subsidiary mineralized trends suggest a pre-existing up-dip position for the main roll. Oxidation from the surface largely destroyed this previous roll by solubilization of uranium. Uranium subsequently migrated into favorably reduced sand and reprecipitated at the present roll position.

The Mont Klahoyo magnetite deposit is located about 600 km northwest of Abidjan, Ivory Coast. During an exploration period ending in 1977 an international joint venture group investigated the deposit and proved reserves of 670 million tons grading 36% iron. The deposit, occurring at the northeast end of the Baoubly-Kiriao chain of Precambrian iron formations, is associated with amphibolites, pyroxenites and gneisses of the Liberian Shield. At Mont Klahoyo occur two separate iron formations of which the lower member is the ore body. This lower member consists of a highly metamorphosed - banded quartz-magnetite iron formation in which iron silicate bands alternate with beds of quartz-magnetite. mphibolite-pyroxenites and sillimanite-cordierite-garnet gneisses form hanging and footwall rocks. The iron formation has been folded into an elongated overturned "Z" shaped major drag fold with axes trending and plunging approximately northeast. Beds are vertical or dip steeply to the southeast. The ore zone has an average thickness of 130 m and outcrops intermittently over a distance of approximately 5.5 km. Based upon detailed studies of drill cores and the results of ore dressing test work, eight stratigraphic units, identified as K-1 to K-8, are recognizable in the iron formation. Four interbedded units are low grade silicate zones (silicate facies) with the remaining quartz-magnetite units (oxide facies) repre¬senting the important ore zones of the Mont Klahoyo deposit. The ore-bearing "K" units are subdivided further, based upon their specific lithologies, iron content and concentration characteristics, into eleven ore types. The identification of these ore types is considered particularly important to mine planning and flowsheet design. A cap of oxidized materials overlies the primary quartz-magnetite iron formation but no enrichment has occurred. It is proposed that the Mont Kalhoyo iron formations were deposited, possibly chemically, in a volcanic environment as a siliceous iron formation with volcanism providing the primary source of iron and silica. Metamorphism converted the siliceous iron formation to a relatively coarse-grained quartz-magnetite-silicate iron formation.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. INTRODUCTION For many years mining at the Stobie mine of the Inco Metals Co. consisted mainly of fill-type mining for higher grade ores and block caving or blasthole open stope mining for lower grade ores. Open stope mining, although quite favorable in the initial stoping phase, has always presented problems in the pillar recovery phase, especially at depth. In 1966, sublevel caving was introduced. This method is ideally suited for low-grade ore and can be applied very successfully to intermediate or higher grade ores providing proper controls are enforced. Sublevel caving has three distinct advantages: it is highly adaptable to mechanization; it recovers the ore in one operation; and it provides adequate ground sup¬port and safety regardless of mining depth. This method does, however, make extra demands, particularly for new types of supporting services. The constant presence of rock makes quality control of the grade of the ore being extracted essential. Increased de¬velopment, different types of ventilation, roadways, and maintenance are only a few of the many changes re¬quired. The care and maintenance of the fleets of diesel equipment and the modification of equipment is a con¬stant challenge. CHOICE OF SUBLEVEL CAVING The question arises, why mine by sublevel caving? Fig. 1 shows a typical problem encountered by the open stope or blasthole mining method. Near the surface there is little or no ground support problem. As mining progresses to an intermediate depth, however, ground failure starts to occur in the supporting pillars. If open mining is carried beyond this point, the critical depth is soon reached, accompanied by hanging wall caving, ex¬tensive pillar failure, and the danger of losing control of the mining cycle. The rock caved from the hanging wall mixes with and dilutes the ore being extracted from the blasthole stopes. Ore losses occur when pillar failure pre¬vents drilling and development of part of the ore. The interruption to the mining cycle causes serious curtail¬ment in production until ground failure is controlled and the mining method changed to adapt to the new conditions. Having recognized the limitations of open stope min¬ing, alternatives were sought. The first alternative (Fig. 2) was to fill the open stopes with sand fill be¬fore extensive pillar deterioration occurred, recover the pillar ore by fill mining, and then convert to total fill mining below. If the ore grade is high enough it can support the costly fill method. Recovery will be at a much slower rate and will therefore extend over a longer period of time. On the other hand, sublevel caving gives complete primary mining recovery in a short time and is very adaptable to mechanization, which is now a necessity to combat spiralling labor costs and give greater produc¬tivity per man. Sublevel caving is ideally suited as a mining method for low-grade ore bodies which eventually reach a criti¬cal depth for open stope mining. DEVELOPMENT The development phase comes first and of course its main purpose is to gain access to the ore and provide a route for ore removal from the mine. Initially a 20% inclined service ramp is driven in the footwall rock (Figs. 3, 4, and 5). It is preferable to start at the top of a mining block and drive the ramp down¬ grade so gravity can assist in mucking the blasted de¬velopment round, and also access can be gained more quickly to the initial production area. The ramp nor¬mally turns at 3.1 rad (180°) about every 152.4 m (500 ft) to keep it reasonably close to the rock disposal
