What is meant by "Minimizing Risk"? This paper explores some of the factors encountered in plant design which can affect the success of a mineral processing plant in terms of its planned output, quality of product and recovery. Any deficiency in either one of these objectives means lost revenue at the start of a project and reduced present value for the mine life. Time is money. Related factors such as project conception, feasibility studies, capital cost and operating cost estimation and mining studies have been covered in a recent paper (1) from which material for this paper has been drawn. What follows is a discussion of the principal factors which can influence the success of a project with particular emphasis placed on processing concepts.

2013 has seen metals, industrial minerals, and coal all reduce in price due to market and geo-political factors. Many companies are taking write-downs to recalibrate their reserves and have enacted focused cost reduction programs. The public domain includes statements where companies have operating cost reduction goals in the $500 million range. Zero-base staffing & budget analysis is a means to achieve optimal employment and cost levels for a given level of production. The method involves measuring the work to be done similar to Lean. Lean is a method to review each step of production and remove anything that doesn?t add value or is necessary to complete finished goods. Zero-base methodology has been applied to mines worldwide producing realistic and sustainable levels of staffing and costs based on the quantity of work. The objective of this paper is to provide the framework of zero-basing with examples of application.

The use of warm (40-50°C) solution for the selective elution (pre-strip) of copper cyanide from gold and silver cyanides adsorbed on activated carbon was found to elute +90% of the adsorbed copper compared to the use of ambient (20°C) solution eluting 50-70% of the adsorbed copper. The warm solution pre-strip elution did have higher co-elution of gold (1-4%) and silver (10-18%) with the copper. The use of ambient solution pre-strip elution co-eluted less gold (0.2%) and silver (2%).

Due to grade, overburden depth and stability and the presence of groundwater it was considered impractical to recover gold contained in unconsolidated palaeochannel sediments by conventional mining, dredging or borehole mining techniques. A series of field experiments was conducted to determine the feasibility of recovery of gold by in situ leaching from sediments located at a depth of about 80 metres. The test wellfield site and plant are described together with field test procedures, results and wellfield rehabilitation procedures. Choice of sodium cyanide as leachant and laboratory testing are discussed in relation to groundwater and sediment chemistry and problems encountered in field tests.

This paper, in its first part, compares the profile and economic weight in the extraction of industrial minerals and aggregates to the so called conventional mining activities (metals, coal, gas and oil extraction) in Brazil. In its second part, a descriptive analysis of the present situation of the education in Brazil is made, emphasizing the graduation and post-graduation formation especially in engineering. The curricular structure of the schools that prepare the mining workforce is discussed and the presence of specific subjects in industrial minerals is evaluated. Finally, considerations are made on the actions being taken in the main universities and companies, aiming to improve the formation of the specialized workforce. The Brazilian mining production, comparing 2010 to 2011 showed an expansion of more than 3% (IBGE, 2012). Not bad, but nothing to do with the 13% growth between 2010 and 2009 (influenced by a recovery effect from the 2008 commodities? nightmare). The commodities that had a rising behavior were titanium, gypsum, nickel, graphite, bauxite, phosphate, chrome and chrysotile. All of them were eclipsed by the impressive growth of iron ore production. Some decreases could be noticed, eg. in zinc, kaolin, magnesite and salt production (DNPM, 2012). In fact, the mining activities followed the positive growth of the country these last 5 years. The commercial balance (exports against imports) was not spectacular (positive in US$ 30 billion in 2010). It is important to notice that the mineral commodities balance was US$ 35 billion, representing 27.4% of the total exports and 15.6% of the total imports of Brazil (DNPM, 2012). In this positive environment, the workforce in Brazil showed progress in number of formal jobs and average revenues.

Froth flotation is now, the most commonly used method for cleaning fine-coal fractions in coal-preparation plants. Past research and industrial practice have demonstrated that froth flotation achieves excellent separation efficiencies for fine coals having only a small fraction of middling particles. However, the efficiency of froth flotation decreases sharply as the concentration of middling particles increases. This is due to the flotation of high-ash particles that have a small amount of hydrophobic coal present at the surface. Because gravity-based processes are much more efficient for the treatment of middlings, the application of centrifugal washing for fine-coal cleaning was studied with an emphasis on the primary cleaning of fine-circuit feed. Results are shown of a parametric study that used a semibatch Falcon centrifugal concentrator. The results of the study revealed that separation performance is a function of particle size, bowl geometry, feed solids content and feed rate.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. The need for reliable and adaptable underground mine communications has become a focal point for both the safety and logistics of a mining operation. New mine communication technology aims to connect personnel, equipment, and data together while setting up a network that can be utilized during normal operations and also in an emergency event. The Mine Improvement and New Emergency Response Act of 2006 (also known as the MINER Act) requires mine operators to establish post-accident, two-way communication between underground and surface personnel and electronic tracking for all mine personnel. Communications systems must be designed such that they can survive major mine accidents, including explosions, fires, inundations and ground falls. Typical, wire-bound communication technologies are vulnerable because wires are often destroyed in such accidents. Wireless technologies that work well on the surface, such as cellular telephone networks; have limited applicability underground because the wireless signals do not propagate through rock.

Pumped storage power plants are one of the options to store the fluctuating production of electric energy from renewable sources in a sustainable manner and is able to provide Europe with the opportunity to overcome the effects of climate change. However, due to the extensive land use required when planning the water reservoirs, several projects have been declined after social conflicts raised, even in Germany. Nonetheless, after the flooding and drought periods in northern Germany, the catastrophic floods of July 2021 in south west Germany, the country’s need to decrease its dependency on import of gas and energy supply, and the energy transition goals set for 2030 and 2050, it has become clear that the implementation for water reservoirs must increase in the coming years, whether above ground or underground. Furthermore, not only Germany is interested in the use of underground cavities for water and energy storage, other European countries as Sweden are currently developing studies and solutions to bring this concept soon to reality in Europe. This article introduces the systematic approach for planning and designing large underground cavities for water reservoirs as a sustainable energy transition approach and a climate change response by showcasing the process of selection and results of the “Energy and Water Storage Harz” (EWAZ) research project. Additionally, the results of the evaluation of the effect of implementing the selected underground and surface infrastructure into the current water management system in the region is presented. Finally, the different possibilities evaluated for the underground cavities within the project and the technical challenges involved are be discussed.

Modern high-performance disc filters such as the BoVac Disc Filter have set new standards in applications where large capacities of solids, liquids and air have to be managed through the filters. These disc filters have an enormous hydraulic capacity. For applications in mineral processing - with a special focus on tailings – which typically have high solids throughputs but low filtrate and air flows, this capacity can be used to expand the filtration area while maintaining the benefits of very good cake discharge even with thin cakes (4-5 mm) and a high filter speed. Research work over the last century has proven that increasing the filter area should be achieved by increasing the disc diameter. Because adding more discs leads to big problems with the cake discharge. However, as the disc diameter increases, the filter segments become longer and heavier. A suitable compromise was therefore found by doing both. The result is the first vacuum disc filter that offers significantly more than 300 m² of filtration area, but has no more than 6 discs.

Throughout the world, sedimentary basins are exploited for many different minerals. Frequently, the extractive methods conflict with one another. A case in point is the proximity of oil and gas operations and the mining of coal. Generally, the interference between the two industries lies in the fact that the reserves over- lie or underlie one another. Mining of coal generally is developed on a rectangular pattern in a horizontal mode while oil and gas drilling is developed on a radial pattern in a vertical mode. Coal mining has exhausted vast acreages in various basins with many of those basins being drilled for oil and gas. Those existing wells create problems by requiring the unrecoverable coal pillars to support the well bore, or to make special provisions in order to mine through an existing well. The system works ... more or less; but there are little or no provisions made for additional drilling unless the vast majority of those new wells are drilled through mined-out sections (gob) of those mines. Many states have rules and regulations governing the drilling of oil and gas wells through gob; but, some companies and some regulatory agencies or personnel have deemed such drilling as a hazard to the mining operations. This paper explores the history, technical standards, and safety aspects of drilling oil and gas wells though the gob of worked-out and active mines. It is the opinion of the author that such drilling can be conducted safely while eliminating the re- quired changes in mine projections and the loss of recoverable coal in the form of well pillars.

Heat transfer to a fluid flowing through a rough duct has been shown by many researchers to be a function of surface roughness. The effect of roughness asperities on the duct surface is to turbulate the fluid as it flows through the duct, increasing frictional pressure losses and convective heat transfer rates, and also increasing the surface area per unit length available for heat transfer. These factors combine to increase the total costs to the mine in terms of refrigeration and fan power requirements. A measurement system designed to automate the collection of tunnel roughness information and based on an infra-red timed pulse laser has been developed at the Royal School of Mines in London. The system allows accurate, high resolution digital recordings of tunnel surfaces to be made in two or three dimensions. Software for analysing the data has been written, and the description of a complex surface via single numerical term has been explored. A relationship between the numerically measured surface roughness and the pressure loss of the ventilating air is being investigated with a view to establishing an alternative method of describing tunnel roughness. The paper describes the roughness measuring technique developed and the analytical techniques explored so far.

Indian coals, which are of Gondwana origin, contain high amounts of mineral matter, wherein the extraneous material was intimately mixed in the coal matrix during the formation stage, causing a high level of impurity in the run-of-mine (ROM) material. These coals possess difficult to very difficult washability characteristics. Beneficiation of high-ash non-coking coals of India has become the prerequisite for improving the overall economics and efficiency of power generation. The use of dry cleaning systems in India for beneficiation of non-coking coals has gaining renewed interest recently. The benefit of the dry beneficiation process is to exploit the given resources while providing a more reliable and consistent quality fuel with a low operating cost. M/S Allmineral has introduced a technique for the dry beneficiation of coal, which is being tried in India for the treatment of high-ash non-coking coals. The first commercial air jig of 50 t/hr capacity was installed and commissioned to beneficiate high-ash coals of 40 x 5 mm feed with an ash content of 40%; a clean coal product of 33% ash was produced and is being used for a sponge iron plant.

My "outside exploration" began in November 1908, only 16 months after I had come to Bisbee as a raw engineer. The well publicized reputations of eminent engineers up to that time, including John Hayes Hammond, Herbert Hoover, James Douglas, D.C. Jack- ling, J. Park Channing, and a few others had been due to new mines they had found or brought to successful operation. And here was I, a mere youngster, given a chance to join the group. I knew there would be disappointments but I had no idea how many of them. In spite of the many prospects that turned out to be worthless I never looked at a new one without the feeling that this one might turn out to be the big success. This confidence, blind as it was, gave every arduous examination a zest and it made me climb every mountain on which the owner said there was something worth seeing, or on which T could see a distant staining that might mean ore. If I looked at every showing the owner suggested he at least would think I was honest and would bring other properties to our attention. This reputation of never refusing to go to see an outcrop, no matter how hot the desert sun or how rough the terrain, was probably one of my best assets. High as my hopes were at the start, they proved not to be exaggerated and if I were given a chance to do it again I would not hesitate, in spite of the jaundice, rheumatic fever, and other maladies that beset some of the expeditions. On the whole the results have equaled all my hopes. Toward the end of my years of active exploration I totaled up the score. Out of the prospects submitted to us about two out of three were eliminated after questioning the owner or prospector, without an examination. This left about a 1000 mines or prospects that seemed worth at least a preliminary look. One out of seven of these was worth a little development and a seventh of this seventh turned out to be a modest success or better. And nine or ten in all, or one out of 1000

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. Mining companies often have many disparate systems and repositories of data in their organization for planning and scheduling outbound mining supply chains. To optimize ore quality, throughput, transport logistics scheduling and delivery to contract, planning teams need to model and manage the value chain accurately and achieve a consolidated, enterprise view of operational performance. Planning teams coordinate a complex series of activities to ensure production forecast accuracy. They also negotiate and execute complex contracts often with disconnected and limited visibility of production forecasts, quality, and variability with little ability to accurately market potential product specifications over longer time horizons. This market is becoming increasingly dynamic, with increasing variability and the time for planning teams to react is decreasing. This is driving the need towards using science to generate the necessary scenarios required to support the decisions made by planners on a frequent basis. Resource-to-Market is a highly flexible, user-configurable supply chain management system for the mining and metal processing industries. This provides an integrated view of the supply chain that supports the dynamic nature of planning in a mining company, embraces variability of elements across the supply chain with the ability to optimize across all the functional areas of the operation to enable optimal decision making for often competing objectives such as throughput, quality, cost, revenue and profit.

Over the past several years, Somerset International has successfully installed over 20 patented Sub325® Fine Coal Recovery Systems in the United States, Australia, Canada and Russia. These installations recover between 5 TPH and 40 TPH for the host sites. In addition to the increased revenue from the direct recovery of a recirculating load (Screen Bowl “Insurance”, Direct Recovery vs. Indirect Recovery via Recycle, CPSA 2020), host sites have seen benefits ranging from improved operation of refuse equipment to a reduction in the solids content of the refuse streams. As Somerset has improved ultra-fine coal recovery through the introduction of Sub325® Effluent Flotation and, most recently, the Sub325® Effluent Settler™, the amount of coal that has been recovered from these systems has increased by up to as much as 25%. Many host sites have taken a sense of ownership in the Somerset system and consider it to be a critical circuit in the overall optimal performance of the plant. In the past year, Somerset has taken the initiative to expand upon the capabilities of the Sub325® Fine Coal Recovery System, primarily the Sub325® Solid Bowl Centrifuge, to include Refuse Tailings Dewatering to allow for co-mingled refuse disposal. As slurry ponds and boreholes are becoming difficult to impossible to permit and operate, there is a need for a reliable, low-maintenance, continuous operation that can produce a handleable refuse cake. Refuse tailings disposal applications are by no means limited to coal plants and impoundments. Somerset has successfully tested at iron ore and phosphate locations throughout the world and have begun commercial installations. The ability to dewater -325 mesh material, whether it be coal, coal refuse, iron ore tailings, or something else, is a vital piece of processing capability for the continued production of mining operations across the globe. This paper highlights the success that Somerset has had in the coal industry worldwide as well as the initial successes with phosphate, iron ore, and copper tailings (patent pending).

My reaction when first asked to present this paper was; "What could I possibly say that would hold the audience?s attention for 15 minutes? What could I offer that anyone familiar with the Nevada Barite Industry wouldn't already know?" Well, quite frankly I can't. The industry has certainly been anything but exciting for the past 10 years and, in fact, quite depressing. The challenge, for those few of us left in it, has been to keep it alive. At times it has felt like a doctor must feel with a terminally ill patient. All I can do is recap the past ten years, review the present state of the industry, and offer a few personal opinions and observations as to where I think we are headed.

Under various state laws enacted mostly within the last 20 years, reclamation requirements and standards for hard-rock mining operations have been established virtually everywhere in the western United States. Unlike the uniform and detailed coal mine reclamation requirements under the federal Surface Mining Control and Reclamation Act ( "SMCRA" ) and state programs mode led after SMCRA, the various state law hard-rock mine reclamation requirements are based upon a variety of objectives, and therefore are subject to varying standards from state to state. While the diversity of reclamation requirements complicates the determination of what reclamation measures will be required at any particular mine, there are valid reasons for this diversity. There are dozens of different commodities mined in the United States, and mining methods are different for each commodity. Local natural conditions such as climate, precipitation, geology, hydrology, and biology vary widely across the county. Site-specific conditions also affect mining and reclamation methods. Also, factors such as economics, land use, and environmental protection issues receive different priorities in different states and communities within those states. State reclamation requirements in general provide the flexibility to consider site-specific circumstances, allowing operators to design and engineer the best reclamation measures for each mining site. To the mine developer or manager, reclamation requirements must be translated into design, operational, and closure measures for mine planning. Each of these measures must then be assigned additional costs to be factored into the economic decisions for a particular mining operation. On a broader level, reclamation costs must be factored into decisions such as where to invest in exploration and mine development. The purpose of this paper is to provide a summary of the state non-coal mine reclamation requirements in twelve western states. This summary comparison may be useful as a starting point in considering how local reclamation requirements will impact potential mining costs.

The Environmental Protection Agency ("EPA") has been attempting to develop a federal regulatory program for mine waste under Subtitle D of the Resource Conservation and Recovery Act since 1986. Recent regulatory and legislative events are now bringing this goal closer to reality. This paper discusses the mining industry's perspective on a number of the issues currently being addressed at EPA's Policy Dialogue Committee and in Congressionally-sponsored negotiating sessions.
