The consistent occurrence of organic carbon early in the paragenesis of Mississippi Valley-type sulfide deposits suggests a genetic link between organic carbon and the sulfide ores. Reduction of sulfate in the mineralizing solution by organic carbon at the sites of mineralization is commonly proposed as the precipitation mechanism for these deposits, but inorganic sulfate reduction is too slow to be important to the chemistry of the ore zone, and bacteria, which catalyze sulfate reduction at low temperatures, are not known to survive at the temperatures of mineralization. Sulfate reduction with or without bacteria is not consistent with the sulfur Isotope evidence. Sulfur isotope studies also indicate that the derivation of sulfur from hydrocarbon at the sites of mineralization is unlikely. Organometallic complexing may be involved in the transport of metals, but no plausible mechanism for breaking these complexes at the sites of mineralization has been proposed. Reduction of partly oxidized sulfur species in the mineralizing solution by organic carbon at the sites of mineralization is a possibility which deserves further scrutiny.

In-situ uranium solution mining involves the injection of a lixiviant (leach solution) through appropriately placed wells into the underground ore zone. Upon contacting the uranium minerals, this solution will dissolve the uranium. The uranium containing solution is then pumped out of the wells into a processing plant where the uranium values are removed, typically in ion exchange columns, and the stripped liquor is recycled back into the field. The lixiviants may be acidic or basic. Where the ore zone mineralization contains appreciable carbonate, as in the South Texas fields, acid consumption would be excessive and the typical solution is ammonium carbonate bicarbonate at about 5-10 g/l and a pH of 7-9. Because the usual uranium minerals, uraninite or coffinite, contain uranium in the insoluble tetravalent state, it is necessary to add an oxidant to increase the valence to the hexavalent state where the uranium is soluble. Oxygen dissolved in the lixiviant has been shown to be quite effective for this purpose. It is also much more economical than other oxidants. Of concern is the possibility that (1) its solubility may or may not provide concentration levels adequate to give an economically attractive uranium level in the extracted liquor, and (2) the addition of oxygen in excess of the saturation level so as to increase the uranium grade in the lixiviant may cause gas blockage of the typical fine-pored ore formations.

In 1925, Niggli (1925, pp, 1-69), formulated a physico-chemical, explanation for the origin of hydrothermal ore deposits, from a concept that had appeared earlier in the literature in the writings of Von Groddeck, Stelzner, Beck, de Launay, Kemp, and Lindgren. Niggli proposed that pressure at depth could force volatiles from deep-seated magmas. The volatiles would In turn form pegmatites and then ore deposits as the fluids cooled. This is one view of a general theory of ore genesis that gained secondancy for years among such prominent geologists as Fenner (1926, p, 697) and Emmons (1936, pp. 29-70). It was, proposed that ore deposits were precipitated from solutions or fluids that had escaped or been separated from a deep-seated magma by means of liquid immiscibility or crystallization or gas transfer. This theory is based on the presence of igneous rocks close in space and age to hydrothermal ore deposits in many mining districts of the world. As is well known, there are many ore deposits apparently of hydrothermal origin that are neither spatially nor chronologically related to igneous rocks, In still other localities where there are no hydrothermal ore deposits, igneous rocks occur that are similar in composition to those in mining districts. In view of such facts, the applicability of the Niggli theory to all hydrothermal ore deposits may well be questioned. The chief purpose of this paper is to test the Niggli theory by studying the primary petrology, hydrothermal alteration, and distribution of copper and zinc in silicic igneous plutons supposedly genetically related (in the Niggli sense) to nearby hydrothermal ore deposits, Silicic Tertiary plutons in three New Mexico mining districts were chosen, the Hanover-Fierro intrusive at Hanover and Fierro, the Granite Mountain pluton at Magdalena, and the four outliers of the Lordsburg stock at Lordsburg. First, it had to be established whether the observed plutons were or were not the source of the adjacent ore deposits. This was done by studying the relation between the copper or zinc distribution-and the primary or secondary features in the plutons studied, and the time relations between instrusion and ore deposition. Primary igneous features of a pluton are defined as the minerals, texture, shape, and character of the pluton which were formed prior to the complete solidification of the rock, secondary features include all changes that took place in a pluton after solidification. They are identified by their cross cutting nature or as replacing primary minerals, Under the Niggli concept, it is proved that the ore ions did not originate from the parts of the pluton now visible as immediately adjacent to the ore deposits; it must then be established, if possible', that the ore ions were separated from deeper parts of the intrusive, Some idea as to whether the copper or zinc ions originated from a related magma at depth may be gained by a comparison between the primary (that is, pre-alteration) zinc and copper abundances found in ore localizing intrusive studied and the average abundances for copper and zinc in silicic igneous rocks most recently given in the literature. Finally, the relation between ore deposition and hydrothermal alteration was studied on a regional as well as on a local scale.

The health and safety of employees, efficiency of the operating system, and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This paper addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

Minerals have many uses in paint systems. These roles include use as primary and extender pigments, sheen control, film durability enhancement, and rheology control. These and other uses of minerals in paints, and the effects of mineral quality variations on coatings performance are discussed. As coatings performance requirements become more demanding, tighter consistency of important mineral properties, such as particle size distribution and purity, is becoming increasingly vital. Future directions of mineral use to meet projected environmental restrictions and performance demands on coatings, including the use of advanced minerals technologies, are examined.

"From 2011–2016 there were 1,511 documented injures, including 7 fatalities, from ground falls in U.S. underground coal mines. The majority of these ground fall injuries were not caused by a major roof collapse, but from falls of smaller rocks from the immediate roof. Roof screen can significantly reduce the number of these injuries and has been widely utilized in underground coal mines for surface control. Because of the potential of reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is further evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Mine Roof Simulator (MRS) in Pittsburgh, PA. The load-displacement characteristics of a 2.4-m x 3.7-m panel of 8-gauge welded screen were evaluated using a newly designed, large laboratory screen test frame with multiple load pull locations. This screen was tested in a configuration that simulates current installation practices in U.S. coal mines. In this study, the effects of displacement loading rate, load pull surface geometry, and the inclusion of roof channel on the screen performance were evaluated. Ultimately, the type of information obtained in this and similar studies can be used to aid in developing wire roof screen design criteria and to assist mine operators in the selection and use of roof screen in underground mines. INTRODUCTION Over 1,500 injures, including 7 fatalities, occurred from 2011–2016 from ground falls in U.S. underground mines with the majority of these ground-fall injuries caused by falls of smaller rocks from the immediate roof. Various controls are currently being used in mines to control this surface rock, including the use of wire roof screen. In mines where wire roof screen has been installed, injuries from rock falls have been reduced dramatically (Robertson and Hinshaw, 2001). Roof screen has the potential to prevent hundreds of injuries caused by the fall of small rocks between permanent roof supports (Comptonet al., 2007). Because of this potential for reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is evaluating the performance characteristics of welded wire screen as used in underground coal mines by conducting a laboratory testing program at the Pittsburgh Research Laboratory (PRL)."

The aim of this study was to investigate the influence of amino acids (glycine, aspartic acid, glutamic acid, lysine and tryptophan) and organic acids (citric, malic, tartaric, fumaric, oxalic, succinic and ascorbic acid) on gold extraction from silicate ore. Use of amino acids to extract gold was preferred compared with organic acids due to the presence of carboxylic group and amine groups in amino acids. Among the assessed amino acids, aspartic acid and glutamic acid had higher capacities to extract gold due to their structures, which lacked aromatic rings and long side chains. Organic acids could also extract gold. In particular, oxalic and succinic acids had the greatest capacity to extract gold versus the other tested organic acids. Moreover, aspartic acid had a greater capacity to extract gold from ores than the same concentration of succinic acid. We confirmed the aspartic acid and succinic acid functional groups by Fourier transform infrared spectroscopy. The findings revealed that aspartic acid had a greater capacity to extract gold than succinic acid due to the presence of both amine and carboxylic groups (succinic acid contained only a carboxylic group). The optimal gold:aspartic acid molar ratio was 1:6 and low concentrations of aspartic acid extracted 35–42%of gold from silicate ore within 15 days. This can be used as an alternative to traditional methods for extracting gold from ore; it is non-toxic to human health and environmentally friendly.

"A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob. INTRODUCTION During a series of stakeholder meetings, a near unanimous concern was expressed related to maintenance of effective ventilation airflow on longwall faces. There was a strong interest expressed regarding the impacts of face length and caving characteristics on the ability to maintain adequate face airflow levels. This study seeks to understand and improve a mine operator’s ability to monitor and control ventilation and methane concentrations across the longwall face by assessing airflow variations in terms of roof caving characteristics and face length. National Institute for Occupational Safety and Health (NIOSH) researchers seek to identify flow paths of ventilation airflow on longwall panels with variations in roof caving characteristics and longwall face lengths. The project research aims to develop an understanding of the role of gas dynamics in variable broken rock, interactions with ventilation airflow and methane concentrations across the longwall face area. The research also addresses continuous ventilation monitoring along the shield line to provide early detection of gas exchanges between face and gob, and thus improve a mine operator’s ability to monitor and control ventilation and methane concentrations around the face. In the context of this paper, the longwall gob refers to the pillared area behind the shields. This work reports on results from one project task to conduct field based research using a tracer gas to describe face air and gob area gas movement in a bleederless longwall ventilation system that incorporated a back return."

Deep open-pit mines are becoming increasingly common in the highly mineralized arctic and sub-arctic regions. Air inversion is a frequent occurrence in these regions, and is exacerbated by complex geometry of the open pit and the surrounding natural topography of an open-pit mine. The resulting inversion cap is known to contribute to the degradation of air quality in the open pit, resulting in loss of production. This paper discusses the development and validation of a three-dimensional model that simulate the flow of air and the transport of gaseous contaminants in an arctic open-pit mine and the analyzes effect of the geometry of the mine and the slope angle of the pit on the contaminants profiles in the mine.

"Iron as an impurity in pyrophyllite ore affects pottery, ceramics and tile quality. We carried out the characterization of a pyrophyllite ore sample using optical microscopy, scanning electron microscopy, X-ray diffraction, Fourier transform infrared spectroscopy (FTIR), thermogravimetric analysis (TGA) and wet chemical analysis. The study revealed the presence of 2.15% iron oxide (Fe2O3 ) along with silica and alumina as the major components, which constituted around 90% of the total sample. We carried out the removal of iron from the pyrophyllite using magnetic separation and acid leaching and found that wet high-intensity magnetic separation (WHIMS) could remove 28% of iron values while oxalic acid leaching could remove up to 99.3%. The leaching kinetics of iron removal and the effects of pulp density, acid concentration, leaching time and temperature were also investigated. The optimum conditions for leaching were found to be leaching time of 60 minutes, temperature of 90°C, pulp density of 5%, oxalic acid concentration of 0.3 M, and particle size below 100 microns. Iron dissolution from the pyrophyllite sample can be best described by the diffusion of ions through the product layer of constant-size spherical particles. The breakdown of the pyrophyllite structure was evident from the FTIR and TGA studies. The activation energy of the leaching process over the temperature range was calculated to be 43.47 kJ/mol. IntroductionPyrophyllite is a naturally occurring phyllosilicate mineral composed of aluminum silicate hydroxide [Al2Si4O10(OH)2] as the major component and often associated with other minerals such as kaolinite, mica, quartz, rutile and epidote. It occurs in fine-grained sericite schist that is quarried as pyrophyllite (Pandit et al., 2008). In India, pyrophyllite occurs mainly in Madhya Pradesh state, Uttar Pradesh state and the Keonjhar district of Odisha state (Harpavat, 1995). Pure pyrophyllite is a highly desirable material for various applications due to its unique properties. It exhibits high refractive behavior, low thermalelectrical conductivity, low expansion coefficient, low hot-load deformation, low bulk density and high corrosion resistance to molten metal and basic slag (Rieger, 1997). It is used in the ceramics, refractory, foundry, electrical-insulation, sanitary-ware, glassmaking, pesticide and rubber fields. Compared with clay, it has lower thermal conductivity and coefficient of expansion, making it more suitable for refractory applications (Harben, 2002; The Minerals Yearbook, 2011)."

Within the last few years, there have been numerous techno-logical advancements within material handling due, in part, to the introduction of conveying systems and mobile material handling systems to the industry. Although the traditional material handling methods are still commonly used, the introduction of conveyors to the industry has provided companies with some very efficient and economical options. These "new" systems change with the industry to accommodate rigorous demands, ease of operation, and low operating cost requirements. The number of mobile material handling systems utilized in mining operations is increasing, especially in heap leaching applications. Ten years ago, mobile material handling systems like Mobile Stacking Conveyors (MSC) were considered a novelty. There were two (2) MSC's in actual operation and only one of those in a heap leaching application. Today there are numerous proven systems operating at mine sites around the world-La Coipa, Zaldivar, Florida Canyon, Cananea, El Abra, Chuquicamata, and Radomiro Tomic. The popularity of mobile systems is due to the benefits realized by individual projects. As technology advances, so do the concepts behind mobile material handling systems. Implementing self leveling mechanisms, Programmable Logic Controllers, and Global Positioning Systems to control the equipment are just a few of the recent advances that will be discussed in this paper. We will also discuss current proven systems, and touch on what we see as some of the future advances.

"Improved safety and more environmentally friendly operation are basic advantages of mechanical excavation over the drill and blast method. Raise Boring Machines (RBMs) are one of the types of these machines which have recently been increased use in Turkey. The excavated hole with RBM is more stable than other methods and has better air flow, making it ideal for ventilation shafts. This paper is a summary of the performance of a RBM in the Balya PB-Zn Mine in Turkey. Length and diameter of the ventilation shaft are 200 m and 2.4 m, respectively. The geological and geotechnical characteristics of the strata excavated in the mine are first given and later the validity of a model developed to predict the machine performance is discussed. It is believed that the results of this study and the model given to estimate the performance of the RBM will be useful guide for future applications. INTRODUCTION Raise boring technology was developed to meet the demands of the mining industry, but has also found numerous applications in tunneling or infrastructure projects for ventilation purposes. Raise boring machine uses a small diameter drill rod, around 230-350 mm to drill a pilot hole down to the required depth up to around 2000 m. Once the pilot hole has been drilled to the desired depth, a reamer of up to 9 m diameter is attached to the drill rod. The reamer is then pulled back up to the upper level, creating a round shape. Continues operation provides a faster advance rate than other methods. RBMs are suitable both in hard and soft rock. The flexibility in different angles and diameters is a great advantage compared to drill and blast excavation method. RBM creates a shaft with smooth walls which usually does not require lining. The hole is more stable than a drilled and blasted method and has better air flow, making it ideal for ventilation shafts. Raise boring is convenient method in competent rock; however several problems are faced in geological formations where geological discontinuities are dominant. Moreover, assembly and disassembly time may be long in some cases. The performance and operational parameters of the excavating machine should be predicted prior to starting the excavation operations in order to fulfill the economic requirements of the project. In the light of this fact, the main objective of this investigation is to summarize a case study on raise boring machine performance and suggest a new model based on laboratory test results. First, general description of the mine and project are provided. Then, the physical and mechanical characteristics of the samples taken from project area are discussed. In the third section, performance and operational parameters of RBM are investigated to understand the machine behavior in different rock characteristics and also to collect a useful database for further investigation. In the fourth section, a new model for performance estimation of RBM are recommended."

The year 1988 for the minerals indus¬try was one of favorable worldwide economic conditions for continued, rationally constrained growth. There was continued improvement in relations between market economy nations and the Soviet Union and China. The "shooting war" between Iran and Iraq ended. Soviet troops withdrew from Afghanistan. And conditions were generally favorable for economic growth in developed market economy countries. These favorable conditions were darkened only somewhat by the continuing foreign debt crises discernible in some major mineral producing developing market economy countries. However, there were situations developing that became major headlines in the late spring - situations that may have pronounced effects in 1989. The most significant event is the muddled situation in China. There is a good chance of worsening international relations and consequent restraint of development projects that could prove beneficial to China and her international partners. Of only slightly lesser evident significance was the death of Ruhollah Khomeini in Iran. This could lead to a variety of paths for the new Iranian leaders. Continued outbreaks of ethnic unrest in the Soviet Union clearly presented problems to the Gorbachev regime. This unrest has raised questions of how far the doctrines of "glasnost" and "peristroika" would be extended, including extensions into the minerals field. Another area of unrest is Panama with its tainted election and the Western Hemisphere's obvious dissatisfaction with the Noreiga regime. While not a direct threat to any major mineral industry enterprise, the political situation certainly presents a potential threat to the Panama Canal. GEORGE WEINMAN: Our first group leader for the discussion, "Ups and Downs of Downsizing," wishes to remain anonymous. ANONYMOUS PRESENTER: When George and Jamie asked me to do this, I thought a while about what to say and went through several variations of what I’ll present today. I came up with the title "Ups and Downs of Downsizing." A lot of downsizing has occurred in all of our industries-mining in particular. While this downsizing has gone on there's no doubt that all of us produced more and more, probably with less and less people and less and less resources. But I contend that there's also a big downside associated with this. I disagree with a point made in the keynote presentation yesterday, the point being that vendors are bringing new technology to us. I can agree that the major changes associated with equipment and similar items are being brought to us by vendors. But I do contend that there's an awful lot that's getting away from us-especially if you factor in the integrated supply or the strategic alliance or the various and sundry related purchasing techniques. I contend that we are missing a lot of, let's call it, lesser technology; not major equipment changes, but different tools, different techniques for doing things, different left-handed widgets. The integrated suppliers, to some degree, are bringing this to us; but I am concerned about the small guy who comes up with a good idea but deals through integrated suppliers rather than having direct contact with plant people. They're probably going to go somewhere else and market their wares. That's what I'm hearing from a lot of smaller vendors. I also think that we are losing a lot of our knowledge base. Every time you shrink an organization somebody leaves. The bottom line: less people. When a person leaves-and I don't care who he or she is, be it the janitor who's cleaning the bathroom, the operator, the engineer-when that person leaves there's some knowledge that goes with that per- son. And sometimes that knowledge is quite valuable. I've worked more or less at the plant "low." I can't tell you how many excellent, viable projects have come from people who said, "Look here. There's a better way of doing this." And, you know, they were right. Now, maybe they didn't have the resources or the expertise to develop these ideas into full projects, but they had that basic idea. Someone may say, "Well, if we put a no. 6 skyhook here, so we can lift this particular pump without bringing a crane from 30 miles away ...." No. 6 skyhooks are a bit expensive, but what if we put together a little structural steel here or whatnot?

A comprehensive strategic planning model has been developed for the phosphate strip mining and chemical operations at White Springs, Florida. The computerized model covers ore body modeling, production simulation and financial analysis. Several innovative features in the model include using NPV techniques in ore body block economics, adapting the floating cone method to a floating template for generating dragline mining units automatically, using interactive graphics for designing mining units, and a dragline move economics algorithm for automatic scheduling of mining unit assignments and moves. Simulation of chemical plant production uses linear programming and concentrate inventory levels control mine operating schedules.

The 1945 fire at the Braden (El Teniente) Copper Mine in Chile took 354 lives, and ranks as the most lethal metal mine fire in history. The mine was developed in the wall of a canyon over 900 m (3,000 ft) deep. Principal entrance was through a main haulage adit at the canyon bottom, and up through two internal shafts. Mining was by block caving from the top of the orebody with most of about 900 men on shift working in three production areas. Ore was transferred by gravity to the haulage level through a complex system of ore passes with associated ladderways. Normal mine ventilation was incast through numerous level portals and up- cast through the shafts and raises. The fire was confined to a maintenance shop just inside the portal of the lower production level. Smoke, gases and flammable vapors were drawn into the mine, and a subsequent explosion of the gases destroyed an air door and injected carbon monoxide into the workings. Falling water in a drainage raise near the fire made it downcast, which carried gases down to all the lower levels where they were drawn into the levels and then up connecting raises. Miners attempting to escape by climbing down the ladderways from the production levels were met and killed by the rising gases.

Volcanic activity occurred during six periods of Arizona's geologic history. Precambrian volcanism occurred in two pulses at 1.8-1.6 billion years (b.y.) ago and at 1.2-1.1 b.y. ago. Volcanism occurred again in mid-Jurassic and Laramide (Late Cretaceousearly Tertiary) time. Volcanic rocks from these times are not used commercially in any significant quantity. Middle and late Cenozoic magmatic activity covered large areas of Arizona with voluminous volcanic rocks. During the mid-Tertiary magmatic pulse, explosive silicic magmatism, with eruption of areally extensive ash-flow tufts, covered large areas in the Basin and Range Province, while the Colorado Plateau remained largely unaffected. Basalt eruption also occurred during and immediately after silicic volcanism, leading to compositionally diverse suites of volcanic rocks. Late Cenozoic volcanism occurred throughout Arizona and was dominated by wide-spread eruption of basalt flows with local cinder-cone clusters and siliceous volcanic deposits. Perlite deposits near Picketpost Mountain in northeastern Pinal County account for the bulk of the industrial uses of mid-Cenozoic volcanic rocks. Other perlites of presumed middle Tertiary age are present in central, southeastern, and western Arizona, but to date remain unexploited. Arizona Fire Agate is a valuable gem material and is associated with volcanic rocks of middle Tertiary age. Basaltic rock of this age also is utilized in the manufacture of rock wool for insulation. Late Cenozoic volcanism produced most of the industrial-quality volcanic rocks. Basalt, cinder cones, and materials of rhyolitic composition are commercially exploited by municipal and Federal agencies and private industry for aggregates, road conditioners and maintenance materials, asphaltic concretes, cinder block construction, pozzolans, and landscaping. These deposits are generally confined to the Flagstaff and Springerville areas. A famous peridot gem locality is associated with late Tertiary basalts at Peridot Mesa on the San Carlos Indian Reservation. Important products derived from altered volcanic materials of late Cenozoic age include clay and zeolite. Arizona's volcanic-rock sequences are still incompletely known, particularly in central and western Arizona. The potential for recognition and exploitation of important new deposits of useful volcanic materials is high.

INTRODUCTION The basic premise of the ideas presented in this paper are as follows: Engineers believe that "theoretically" it will work. Operators ask what they must do to make it work. And, people can screw it up. r Today the challenges conf onted during the engineering, startup and operation of mines are becoming more complex. As mining and processing professionals, we are called upon to trav­el all over the world, are subjected to a wide variety of climates and must deal with a numerous cultures and people. Historically, for the majority of the people working in the mining industry, the primary challenges related to projects have focused on the differing perspectives of the disciplines involved. For example, geologists focus on resources and reserves, mining engineers relate to tons or tonnes, metallurgists count ounces or pounds or kilograms of product, mechanics emphasize availabil­ity, human resources personnel deal with absentee rates and turnover and accountants watch the bottom line ($$'s). As the world has become "smaller" and the mining industry has become more globalized, the puzzle is becoming increasingly difficult. Even the most experienced in the crowd of mining profes­sionals are oftentimes surprised by the types of problems that are encountered. Try as we may, we cannot anticipate the complex­ity of dealing with the human side of an operation.

Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.
