Careful financial analysis of capital investments has always been a vital task in mining which is one of the most capital intensive sectors of the economy. Furthermore, mining costs have leapt ahead at an astonishing rate in recent years not just due to accelerated inflation, which affects everyone, but also due to the imposition of enormous costs of enviromental regulation and the continuing decline in ore tenor. Not only have unit costs risen, but the amount of effort expended to recover a pound of metal has increased due to the inexorable decrease in ore grades. New low-margin, high-volume mining investments place increasing importance on sound financial planning. Owing to the enormous investments involved, a greater share of individual corporate resources is committed to these projects than is normally the case in other industries. Thus, the consequences of failure are extremely grave, and a close examination of all inputs to the evaluation equation is clearly indicated.

Hydrogen sulfide is an expensive chemical used in nickel, zinc and copper mining and metallurgical operations for selective recovery and concentration of metals from leach water streams, acid plant blow down streams, refinery electrolyte bleeds and precious metal plant bleeds. Hydrogen sulfide is either produced on site by catalytic reduction of elemental sulfur or transported to the site as liquefied hydrogen sulfide (H2S) or as a sodium sulfide solution (NaHS). Biologically produced hydrogen sulfide has economically very interesting application possibilities in the mining and metallurgical industry. Converting sulfates from waste streams into usable hydrogen sulfide by biological reduction results in operational cost savings in existing lime treatment systems. H2S can be produced biologically for less than $500/ton S. For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove sulfate and heavy metals. The hydrogen sulfide produced is used for recovery of metals, mainly zinc, from the ground water stream. The system has been operating since May 1992 treating a flow of 5000 m3/d. At Kennecott's Bingham Canyon Utah copper mine a pilot plant started operation in November 1995 to develop the process for selective recovery of copper from leach water using biologically produced hydrogen sulfide from sulfate containing groundwater. Other pilot plants are operated at DOE's Pittsburgh Research Center and at Cominco Research focusing on selective recovery of metals.

There are presently in use many grinding mill control schemes and concepts. This paper presents one operating method of controlling the particle size of the cyclone overflows for proper metallurgical results and controlling the level of the cyclone feed sump and new feed rate to obtain lowest unit cost of finished (ground) material which is usually at the maximum grinding mill throughput. This system stresses simplicity of field instrumentation and control strategy. Both of these factors lead to better operator understanding and acceptance. The low capital investment of this system also makes it more attractive at the Buick Concentrator when compared to other more complicated systems utilizing mass flow measurement and a computer to calculate circulating load and infer particle size. Furthermore, it has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value. There are several reasons for maximizing mill throughput at Buick. The milling rate before automatic control was too low when compared to mill throughput increases planned for the future. Through this new operating system, it appears Buick will not have to make major changes of mill motors and speeds to meet the increased? production rate. Also, since power costs continue to escalate, it is desirable to maximize the throughput to the grinding circuit and reduce overgrinding to achieve a reduction in power cost per ton of ore milled. Presently, 45% of the concentrators' total power is consumed in this grinding circuit.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. In recent years, the diminishing supply of natural gas has led energy suppliers and consumers to consider making synthetic natural gas from coal. A number of processes have been devised to produce gas from coal; many of these have been operated at the pilot stage and some have been operated commercially. Each process has specific coal feed stock requirements with respect to size consist and moisture content. The purpose of this presentation is to compare the estimated costs for coal handling, live storage, size reduction and drying facilities that would be required for delivery of coal feedstock to different gasification processes.

An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

Miami Copper Company began a block-caving operation in 1911 using a gravity mill to separate copper minerals from the Pinal Schist host rock. The tailing was deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill until 1932. In 1928 the larger and more distant Solitude tailing pile was developed which by 1932 was receiving all tailing except for upsets. In 1925 Miami Copper converted its gravity mill to flotation which began to produce higher sulfide copper recoveries.

Prior to July 2007, the only accepted method by MSHA for evaluating the mine seal design and performance is the full-scale explosion tests conducted in the NIOSH?s Lake Lynn Experimental Mine (LLEM) for deeming a seal design suitable for use in U.S. coal mines. Since the new regulations came into effect use of these conventional full-scale explosion tests for evaluating mine seals for the new elevated design standards may not be practicable. Generation of such high explosion pressures in experimental mines is dangerous and may cause permanent damage to the testing facilities. Further, they require significant amount of time, labor and money. Considering these factors, there is a need to develop scientific methods for evaluation of new seal designs and for understanding the dynamic seal response. This paper tries to address the reinforced concrete (RC) seal design using the three dimensional finite element based explicit software ABAQUS. Full-scale explosion test data available from NIOSH?s LLEM on 20 psi reinforced concrete seal is used for validating the numerical models. Further in this paper, based on the results from the validation models, a reinforced concrete seal is designed for 120 psi design standard for typical entry dimensions.

Automation and robotics are the keys to new intelligent autonomous mining systems that can remove operators from hazardous and stressful mining environments and provide the tools for greater productivity. This paper presents the components necessary for an Intelligent Task Control System (ITCS) for machine control in dynamic unstructured mining environments. In particular, the design details of a controller for an automated excavator are developed. The excavator controller uses fuzzy logic to interpret forces and torques gathered from a wrist mounted force/ torque sensor during the excavation process. This approach enables the transfer of human heuristics and expert knowledge to the controller. Several excavation tests using the fuzzy logic controller are described. These experimental results represent the first step toward an integrated approach that uses force/torque, vision and other sensor data to perform generic tasks in uncertain mining environments.

This paper deals with the occurrence of basic and ultrabasic rocks and their relationship in space and time to major structures of the earth. In order to introduce the paper properly, I must go back a little and try to put the subject in perspective. In the brief time that geology has been a scientific occupation, ore deposits have been grouped and classified in various ways depending on the theories that happened to be popular at the time. Some of the early scientists said that ore came from fire, other schools argued that ore originated from water. Then came the lateral secretionists and in later years the hydrothermalists led by the Lindgren school and the latter has largely been accepted as the modern concept of ore deposits. It now seems apparent that the hydrothermal school is being seriously challenged by other schools of thought. It also seems that we have reached the point where we should be willing to admit that we do not really know in most cases how the ore got to its present position. However, for practical purposes, we can classify ore deposits as to the environment in which they do occur. This is not difficult and gives the field geologist and the mining engineer something to work with and to believe in, and it gives them a basis for carrying out their field work. The U. S. Bureau of Mines studied the suitability of using flexible tendon cable supports as secondary roof supports at a western coal mine. The supports were installed in longwall tailgate entries and grouted into the mine roof. This paper quantifies how the use of cable supports can improve ventilation in underground airways. A mine ventilation simulator was used to model the changes in airway resistance and airflow and show potential for further ventilation improvements when cable supports are used. Model results indicated that cable support use translated to savings in air pressure around the longwall panel and increased airflow at the longwall face.

A year ago, if I had the pleasure of addressing you, I would have discussed ocean mineral resources from a promotional standpoint. I would have described exciting indications of mammoth tonnages of sea-floor industrial minerals. I would have attempted to fire your imaginations as to the potential of a nation having the technologic know-how to exploit its submerged boundaries. As a first step toward this capability, I would have solicited your support for a Bureau of Mines? program aimed at determining the industrial worth of marine minerals and devising techniques and hard- ware for their recovery. We still need your support, but recently we have ventured out of the realm of planning and into your Government's first program in marine mineral engineering. Today, I wish to describe what we have done within the framework of existing research problems and our possible goals. I will be brief so as to allow ample time for questions, and I can do this with confidence because our program is so new that I need not be chagrined at not having all the answers.

The power generation industry may be required to reduce CO2 emissions if regulations related to global climate change are enacted. Coal-fired generation, which emits 82% of the power sector CO2, would be a likely target for CO2 reduction. Compliance with the Kyoto protocol will require a 30% reduction from the projected year 2012 emission level even with moderate load growth. This paper describes an analysis of power industry CO2 reduction options and their costs to assess how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered.

The U.S. Geological Survey (USGS), in cooperation with the Bureau of Land Management (BLM), Geological Survey of Wyoming, and U.S. Bureau of Mines (USBM), will produce an estimate of the amount of available coal in an area about 55 Ian (35 miles) south of Gillette, Wyo., where the Wyodak coal bed is 8-27 m (25-90 ft) thick. Available coal is coal that actually is accessible for development under current regulatory, land-use, and technologic conditions. Local coal-development considerations include roads, ranches, railroads, pipelines, power lines, wildlife and archaeological sites, alluvial valley floors, cemeteries, and the Hilight oil and gas field and gas plant. Some of these considerations would be mitigated so that surface mining may proceed; others presently preclude mining in their vicinity.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. About 200 M tons of coal were imported into Japan in 2007 and Indonesia was its second largest exporter, accounting for about 30 M tons (12% of the total imported coal). Indonesia produced about 200 M tons of coal, about 75% of which was exported in 2007. As the Indonesian government has decided on an energy policy wherein 33% of the country?s primary energy demand will be met by coal by the year 2025, the domestic demand for coal has increased dramatically in recent years. Over 99% of the coal produced in Indonesia comes from surface mines. However, the conditions of surface mines are worsening each year: the stripping ratio is increasing, approaching the economic ratio, and the infrastructure for coal from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. However, mining engineers and/or miners in Indonesia do not have a lot of experiences, expertise and know-how concerning the plans and operations of an underground coal mine. In addition, the industry faces a lot of problems which include poor conditions such as a steep coal seam, groundwater problem, stability of highwall, etc. Under these situations, a mine targeted in this research attempts to develop a new underground mine from an open-cut highwall because the stripping ratio in the surface mining area has almost reached the limitation of economic value. This paper discusses the possible development of a new underground coal mine from an open-cut highwall by means of field observation and numerical analysis.

Since the introduction of shield supports in 1975, safety and production in U.S. longwall faces have improved considerably. Many faces had a daily production of up to 8,000-10,000 tons and productivity reached 600 tons per man-shift. But a longwall face requires expensive equipment which slows down the growth rate of the percentage of longwall production. Among the equipment cost the shield support accounts for 50-60%, a very large proportion. Therefore, it will have a large impact on the growth of longwall mining in the U.S. to reduce the support cost (1).

Sanitary landfilling has become one of the most widely used methods of disposing of solid refuse. A principal concern of regulatory agencies and the public itself is that landfill operations do not degrade the physical environment, including water resources, and the ground-water reservoir in particular. Ground-water and engineering geology can guide landfill operations into suitable terranes or develop measures to compensate for any natural limitations at a particular site Experience and research in Illinois suggest four activities relating to landfill disposal that warrant attention by geologists and engineers: (1) Regional delineation of favorable and unfavorable hydrogeologic conditions to facilitate planning and preliminary screening of potential landfill sites. (2) Site evaluations, with considerations of geologic materials, topography, water levels, flow systems, and local occurrence and use of water resources. (3) Re- search on aspects of the hydrogeologic environment that control effects of, or are modified by, landfills. (4) Formulation of practices in the siting, construction, and operation of landfills that prevent, mitigate, or isolate deleterious effects. The first two activities are basically in the domain of earth science, requiring the application of fundamental concepts of geology and hydrology and conventional site-exploration methods. The third activity, research, requires contributions from geology as well as other disciplines, including soil physics, sanitary engineering, and chemistry. The fourth calls for policy decisions by regulatory agencies and elected officials, using the contributions of scientists and engineers.
