The Potomac River Tunnel (PRT) is the next major phase of the DC Clean Rivers Program. The design-build PRT project includes a 5.5-mile-long, 18-foot-internaldiameter tunnel, seven shafts, and two underground connections to existing structures. Major challenges include tunnel boring machine (TBM) excavation though mixed-face conditions within a buried paleo-channel and an approximately 1,350-foot-long rock/ soil transition zone; construction beneath the elevated Whitehurst Freeway; tunneling beneath an existing luxury residential building and existing transit tunnels with limited clearance; and complex coordination with a variety of federal, regional, and local stakeholders. This paper describes the overall project scope, geotechnical conditions along the alignment, and primary design/construction challenges and mitigations.

The Republic of South Africa is a heterogeneous mixture of Black Africans, Afrikaans, British, Indians, Malayans, French Huguenots, and many others from Europe and Asia. A decisive date in its recent history is the collapse of the Apartheid Regime in 1994. For a metallurgist, South Africa is the country of diamonds, gold, platinum, and many other metals. In 1887 Cecil Rhodes (1853-1902) was able to take control of the De Beers Mining Company after the discovery of diamonds at Kimberly in 1866. It was there where the so-called School of Mines was inaugurated in 1896.

In 1994, McGill University and INCO Ltd. (Sudbury operation) initiated the transfer of technology originally developed to detect levels in equipment ranging from flotation columns to thickeners. A conductivity probe was installed in a concentrate thickener to monitor the mud line and the solids load. The probe consisted of a vertical tube with 32 equally spaced electrode rings connected in pairs to give 31 conductivity cells. Conductivity was measured as a function of depth to produce a conductivity profile. From the conductivity profile, the mud line and the percent solids can be inferred. The probe was installed in October 1994, and it has been successfully detecting profiles since then. This paper includes a description of the incidents that occurred and the experiences gained during this technology-transfer process. Discussed is probe installation and startup; software modifications to accommodate both operating conditions and the needs of the operators; and calibration procedures to adjust to changes in performance as a consequence of long-term use. Also included are preliminary observations of the still-in-progress last stage, i.e., signal interpretation and use to facilitate operation, particularly by providing early reaction to upstream disturbances.

"The Office of Mine Safety and Health Research (OMSHR), Spokane Mining Research Division (SMRD), is continuing its High-Energy High-Displacement (HEHD) testing of field-scale shotcrete panels. A test program was developed to determine the relationship between applied force, displacement, and energy for both unreinforced and reinforced shotcrete panels. Reinforcement options consisted of synthetic macro-fibers, sprayed polyurea liners, chain-link fence, welded-wire mesh, and combinations of these products. During testing, photogrammetry was used to measure the geometric changes of the panels, including volume changes and panel cracking. These measurements were correlated with the load and displacement data, allowing visual observation to be related to the applied force and displacement. The test results provide a comparison of the mechanical performance of the various panel types and can be used by the practicing engineer to evaluate installed support based on visual observation of cracking and deformation. Visual assessment of the loading cycle and strength capacity of shotcrete in underground excavations will improve mine safety by providing a means to quantify the stability of installed shotcrete support. The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. The geology of the deposit is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks and an extensive crystal-lithic tuff debris apron. The orebody is hosted by intracauldron sedimentary rocks and breccias. Fluid inclusion data suggest that silver, lead and zinc were transported as chloride complexes and precipitated by cooling in veins from <5% (by weight) NaCl eq. fluids at 170° to 215°C. Silver spatially and perhaps temporally associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

The European Commission published its Communication of the Thematic Strategy on the sustainable use of natural resources ("Resource Strategy") on 21 December 2005. The Resource Strategy aims at reducing environmental impacts associated with resource use - called decoupling - in a growing European economy and worldwide. The impacts of unsustainable resource use include e.g. climate change due to fossil fuel use, land use and environmental degradation due to mineral extraction and processing, or overexploitation of soil and fish stocks. To decouple environmental impacts from economic growth, a life-cycle approach is adopted. It means that the environmental impacts are taking into account at each stage of the life cycle of a resource, avoiding that negative impacts are shifted to other environmental media, to other stages of the life cycle, or to other countries. Key to achieving decoupling are three factors: - More value - creating more value while using fewer resources (?resource productivity?); - Less impact - reducing overall environmental impact per unit of resources used (through ?cleaner? technologies and consumption pat-terns); - Better alternatives - substituting currently used resources with better alternatives. The paper focuses on the implementation actions of the Resource Strategy in particular related to the minerals industry: 1. The Data Centre on natural resources; 2. Indicators to measure progress; 3. The involvement of economic sectors to take concrete actions; 4. EU Member States involvement, focusing on resource uses with the most significant impacts; 5. The International Panel on the sustainable use of natural resources, set up together with UNEP. With its 25 years time horizon and its wide approach the Resource Strategy will have a co-ordinating function to ensure enhanced coherence and efficiency. The challenge will be to integrate this approach into all policies and decision-making.

Improvement of conventional flotation efficiency, separation of carbonates from apatite, recovery of phosphate values from phosphatic clay and other ways of utilizing the clay, disposal of clay slurries and subsequent reclamation of the settling areas, and conservation of resources and energy remain major challenges in the beneficiation area for the phosphate industry. These problems have been actively investigated by the industry, government agencies, and research organizations for decades with modest success. However, some recent research activities have generated promising results and possible new technologies. The dominant position of the Crago process in phosphate beneficiation is being challenged by some of the single stage processing schemes. Heavy media separation enables one producer to process a portion of high carbonate ores. Separation of dolomite from apatite by reverse flotation of carbonates with phosphate depressants showed potential for industrial application. Consolidation of phosphatic clays in mine cuts using a modified "sandwich" process is being tested. Beneficiation in the acidulation plant or grinding at the mines may be considered in the future.

The Marlin deposit is a low sulphidation Au-Ag, epithermal system, with reserves of more than five million ounces gold equivalent. Marlin was discovered in December 1998, after a nine months grassroots exploration program in western Guatemala, focused on volcanic terrains of the Sierra Madre. Before the Marlin discovery, several gold prospects were found along an east-west corridor of approximately 70 kilometers long, associated to regional faulting systems. The deposit is hosted in faults, within Tertiary andesitic rocks and bedded volcano-sediments. Host-rocks are argillized closer to the surface and propyllitized at depth. Mineralization occurs in multi-stage quartz stockworks and breccia veins.

Diasporic bauxite from the Mugla-Milas region was mechanically activated in a planetary mill for different activation times and the structural changes were examined by X-ray diffraction analysis (XRD), scanning electron microscopy (SEM) and specific surface area analysis (BET ? Burnauer, Emmett and Teller). Non-activated and activated bauxite samples were leached directly in alkaline (Na2O) solution at atmospheric conditions and the activation procedure led to the amorphization and structural disordering of the diasporic bauxite structure, which increased the dissolution efficiency. Effects of milling speed, liquid/bauxite ratio and leaching time on alumina extraction in direct alkaline leaching of diasporic bauxite were also studied. "Researchers at the National Institute for Occupational Safety and Health (NIOSH) have advocated the use of instrumentation in underground mine ground control studies to aid in understanding failure mechanisms and to calibrate numerical models. The purpose of these efforts is to reduce accidents and fatalities in underground mines resulting from inadequate design of mining layout or supports. A recent examination of some results of stress change measurement raised some questions about the validity of elastic solutions in ground, such as coal. Particularly under deep cover as is prevalent in the western United States, the coal around a borehole would likely have yielded so that post-yield behavior would govern the response of the instrument.A numerical experiment was conducted by NIOSH researchers using the FLAC software (Itasca Consulting Group, 2016) to investigate the response of the borehole pressure cell (BPC) and the biaxial stressmeter to varying degrees of plastic behavior. The pre-encapsulated BPC cell pressure exhibits increasing departure from the elastic case with decreasing post-peak-strength slope of the stress-strain curve. On the other hand, because the BSM usually provides much more confinement to the surrounding rock than does the BPC, the measurements obtained from the BSM do not depart significantly from the changes in secondary principal stresses and directions as calculated by the elastic solution.INTRODUCTIONSeveral years ago, Larson et al. (2000) described several instruments that NIOSH had used in underground field studies and how to monitor them with dataloggers. This information is still relevant because of the need to understand how excavation affects the stability of mines and thus, the safety of mining personnel. One class of instruments described in that paper includes those instruments that measure change in rock stress. Although several such instruments might be used to measure stress change, the focus of this paper is on two instruments with which NIOSH has had more recent experience—the borehole pressure cell (BPC) (Geokon, 2018a; RST Instruments, 2018) and the biaxial stressmeter (BSM) (Geokon, 2018b). Other instruments, such as the CSIRO hollow inclusion stress cell (HICell) (Earth Sciences, 2019; Worotnicki and Walton, 1976) may be included in future studies.Early studies in the development of the BPC were those of Panek and Stock (USBM, 1964), Sellers (1970), Lu (1984), and Babcock (1986). Babcock’s work is particularly useful, but his setting and testing range was far below what we experienced in the NIOSH study, and it was Babcock’s data reduction scheme from his laboratory experiments that was used to calculate stress change in the NIOSH study (NIOSH, 2019a)."

Visible-wavelength and near-infrared multispectral image cubes for the Animas River Watershed from Hermosa, Colorado to the headwaters at Animas Forks, Colorado were acquired on June 18, 1996 using the Jet Propulsion Laboratory&apos;s AVIRIS (Airborne Visible and InfraRed Imaging Spectrometer) instrument (Green et al., 1998). These image cubes have been analyzed using the USGS Tetracorder V3.4 implementation (Clark et al., 1995), an expert system which utilizes a database of more than 300 laboratory spectra of endmember minerals and mineral mixtures to generate maps of mineralogy, vegetation coverage, and other material distributions. Major iron-bearing, clay, carbonate, and other minerals were identified along with several minerals associated with acid-generating hydrothermal systems including pyrite, jarosite, alunite and goethite. Additionally, distributions of alkaline minerals such as calcite and chlorite indicate a relation between acid- buffering assemblages and stream geochemistry within the watershed.

There is an increasing requirement for geophysical surveys carried out during geotechnical investigations to provide direct information about rock quality or other geotechnical parameters. With the paucity of information to correlate geophysical results with actual rock properties, this is still difficult to achieve and additional research effort needs to be performed to address this issue. Nowadays, several researchers have been described detailed studies which designed specifically to investigate this matter. Generally, geophysical techniques which are used to estimate seismic velocities in the subsurface focus on the low strain levels that are not large enough to induce significant nonlinear, nonelastic stress-strain behavior (Luna and Jadi, 2000), which is normally evaluated when addressing liquefaction potential of soils in the shallow subsurface. Soil parameters relevant to seismic ground response (Rechtien, 1996) are density, relative density and void ratio, permeability, shear modulus, water saturation, soil fabric and stress history. Detailed characterization of elastic properties near a major construction site (e.g. a bridge) is useful for near field dynamic analysis of soil-structure interaction (SSI) effects. The coupled effect of the bridge foundation (piles, piers or abutments) and the soil immediately surrounding these substructure elements is essential for dynamic SSI analysis of these critical bridge structures. This paper presents a geophysical investigation performed along the under construction highway of Egnatia Odos, approximately 13 km west from the town of Xanthi in N. Greece. Twelve geotechnical boreholes, drilled at the maximum depth of 75 m, approximately located 20 m from the Nestos River. The objective of the survey was to obtain the high-resolution compressional and shear wave velocities of the shallow subsurface for computation of elastic engineering properties of the unconsolidated material interposed between the investigated boreholes. Joint interpretation of borehole logs and velocity images obtained by P- and S-wave traveltime inversions outlined shallow geological anomalies.

Concern about environmental pollution goes back many centuries, but until recently most efforts to control it have been perfunctory and spasmodic, aimed largely at coal smoke and other visible pollutants. Air pollution is to a large degree a byproduct of our economic development, and scientific knowledge of the causes and character of such pollution is more extensive than the technology to handle the waste byproducts of our industrial civilization. The removal of all constituents foreign to the air from the effluents produced by an industrialized society is obviously impractical at this time. There is widespread difference of opinion regarding acceptable ambient air concentration levels for the Various pollutants produced by combustion processes, but there is basic agreement that the pollution of the atmosphere must be controlled and eventually reduced. The magnitude of the air pollution problem has been increasing rapidly because our expanding economy calls for an ever-increasing consumption of energy, and fossil fuels are a principal source of energy. For example, the consumption of electricity has been increasing at an average annual rate of approximately 8 percent over the last 10 or 1.5 years. Table 1 shows the estimated emission of the principal pollutants into the atmosphere in 1966. The approximately 90 million automobiles, trucks, and buses on American highways contribute the largest proportion of pollutants to the atmosphere, but that fact does not alter the growing problems of the coal industry. You will note that sulfur oxides, particulates, and nitrogen oxides are all products of the combustion of coal. Of these air contaminants, sulfur oxides are now receiving major emphasis in terms of research to develop effective means for control, Table 2 shows that the combustion of coal produces approximately 60 percent of the sulfur oxides discharged to the atmosphere. While the utilization of coal is the principal source of particulate matter, this is not considered as serious a problem as it was in the early part of the century because of technological developments that have produced sound methods for the removal of particulates from waste gas streams.

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation&apos;s mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry&apos;s condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World&apos;s largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country&apos;s largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine. The U. S. Bureau of Mines, through a contract research program with Foster-Miller, Inc., has identified guidelines for the selection of the most effective water spray system and water flow rates for use on continuous mining machines. Specifically, these parameters were modified to obtain maximum dust control with regard to quartz dust exposure and more stringent respirable dust standards due to quartz. A novel water spray system, consisting of flat fan spray nozzles, mounted across the top of the mining machine, along with high flow, flat fan and higher pressure hollow cone nozzles mounted under the boom has been identified and tested. The anti-rollback/underboom spray system minimizes dust rollback while increasing dust knockdown by its unique positioning of spray manifolds and orientation of spray nozzles. Respirable dust suppression characteristics of the system acted in three ways: - by wetting the surface of the broken coal material to prevent dust from becoming airborne; - by controlling the airflow pattern at and near the face to minimize dust rollback to the operator Is control location; and - by dust knockdown, i.e., airborne capture, or scrubbing of airborne dust from the air. During underground trials, the anti-rollback/ underboom spray system reduced dust levels at the operator&apos;s position and in the immediate return by 55 and 15 pct, respectively, when compared to a conventional spray system. Quartz dust levels at the operator &apos;8 position were essentially eliminated, while quartz dust levels in the immediate return were reduced by 57 pct. Applying the concepts of this technique throughout the mining industry should reduce the health hazard associated with excessive exposure to respirable quartz dust, as well as allow coal mine operators to comply with the associated, more stringent, respirable dust standards.

The flotation chemistry of the commercial INCO matte separation process was investigated. The slow cooling of Bessemer converter matte forms discrete phases of Cu2S and Ni3S2 and a Cu-Ni alloy. After magnetically removing the alloy, the Cu2S and Ni3S2 are separated by flotation at pH 12.4 (saturated lime) using diphenyl guanidine (DPG) as both collector and frother. DPG has been used exclusively in this flotation process because of its unusual selectivity for copper minerals. The surface product resulting from chemisorption of DPG onto the Cu2S was identified as the double salt Cu(DPG)2SO4,.CU(DPG)2(OH)2. The adsorption followed Langmuir behaviour up to a monolayer coverage. In the absence of DPG, the rapid adsorption of oxygen by Cu2S in flotation pulps was observed. The surface product was identified as the insoluble basic copper sulfate CuSO4.3Cu(OH)2 with the production of sulfate ion. In the presence of DPG, the oxidation reaction appears to be suppressed. The frothing properties of DPG and commercial frothers were compared. DPG is not a powerful frother. Batch flotation tests confirmed that DPG is a highly selective collector when compared to most sulfhydryl collectors.

During my College days in Mexico City, my Mineralogy Professor used to say "Mexico is the Horn of Plenty, rich in minerals, and it is easier to say which minerals are not found instead of stating all that exist. He said that the only ones missing are bauxite, diamonds and titanium ores." Today, twenty years later, a rutile mine in Oaxaca is in successful operation. Mexico has an area of approximately two million square kilometers, with volcanic activity, large shores and mountainous areas reaching as high as 6,000 meters above sea level. These conditions are favourable for most mineral deposits, some -of commercial value and others as a source of mineral samples only. (fig. No.1) In addition to vast mineral wealth, Mexico has -another valuable asset in .his people. Even before the discovery of America, natives were successfully mining metals, and during the Colonial --days, the mineral deposits were mined to increase the wealth of Spain, and it increased the --knowledge of mining. All this experience was passed along from generation to generation, and created a tradition of mining and minerals processing engineers, that currently account for approximately 182,000 persons supported by mining related activities.

Digital camera and computer technologies can be used to monitor mine slopes and provide real-time warning of rock falls. NIOSH researchers assembled a surveillance system using low-cost video cameras and computer software from the security industry to test its effectiveness. The system is designed to signal an alarm when motion is detected and to record images of the scene. Masking can restrict motion detection to specific areas within the camera view; sensitivity is adjustable. The time-stamped images provide a record that can help reconstruct and quantify an event. Video motion detection can augment standard monitoring methods to increase safety in surface mines.

SOLUTION MINING Solution mining techniques present a means of extracting soluble ores, particularly such materials as salt and potash, from horizons which are not accessible by conventional mining. In the process of dissolving materials, it is evident that solution may be complete or partial. In general, the solution mining operations described in the following section relate to complete solution of the desired compound. Even though the solution of material is complete, there may be instances in which insoluble material is present to a large extent either as granular separated particles or as insoluble layers. The process required for obtaining the desired product involves access wells to reach the deposits, sufficient water supply to yield the production goals, and the development of an underground cavity. The process of solution mining, therefore, depends to a great extent on three factors: availability of a relatively pure strata or formation of salt or potash to be mined, access well or wells, and adequate control of the solutioning process so that enlargement of underground cavities can be fairly well delineated. Since halites represent the most general ores mined by this procedure, the considerations which follow are based primarily on the production of sodium or potassium chloride. The producing formations may be in the form of bedded evc~porites wherein the salt member may be some 30 to 500 ft thick or from salt domes in which great depths of salt occur. Solution mining has been carried out to depths of nearly 10,000 ft. The recovery of saturated brine from wells drilled to effect the solution-mining process leads to further processing. In many instances, the procedures are relatively simple and involve simple recrystallieation or fractional crystallieation, while in others more complex flow systems are required before a final product is obtained. The intent of this section is to provide information relative to the basic procedures for obtaining materials which are soluble in water and to acquaint the engineer with the various aspects of the overall problem which in many instances, may become quite complex and present numerous difficulties. The storage of fluids, particularly hydrocarbons, underground has proven to be a very important part of industry operations. Cavities formed in salt provide excellent storage facilities. The formation of well-defined controlled configurations of such cavities has been possible because of better understanding of the solution process, wide experience gained over nearly 30 yr, and improved technology in drilling and completing wells, surveying caverns, and the operation of numerous types of systems. Solution mining techniques will improve in the future. Many facets of the simple operation of pumping solvents and extracting valuable minerals require further study. Developments undoubtedly will occur to further the processes of mining by solution.
