The understanding of the influence of the different types of apatite on the performance of mineral processing of igneous phosphate ores is still a challenge due to the difficulty to explain why some types of apatite floats in the froth flotation cell and others do not under the same conditions. Three types of apatite were identified by means of cathodoluminescence (CL) images in flotation concentrate and tailing samples from the Catalão mine: predominantly blue apatite, followed by green apatite and less frequently yellow apatite. The chemical composition of these types of apatite was determined by electron microprobe analysis (EPMA) and LA-ICP-MS. Blue and green apatite respond well to the process, thus remaining in the concentrate, while yellow apatite remained in the tailings. Yellow apatite is the one bearing the lowest P2O5 content and the largest anionic and cationic sites substitution, followed by green apatite, whereas blue apatite is the most homogeneous, with highest P and Ca grades and lowest substitution level. A negative correlation of the amount of phosphorus with fluorine was observed. Furthermore, impregnation of iron oxide-hydroxides in the yellow apatite was also observed. Therefore, the low flotation behaviour is due to low crystallinity coupled with impregnation onto its surface.

At FHC Gold Company's Paradise Peak Mine gold and silver are produced. Precious metals recovery rates are very satisfactory along with the recovery and production of a relative high volume of mercury. At Paradise Peak precious metals are recovered via the Merrill-Crowe process and delivered to the refinery area as a mercury-bearing precipitate cake. The recovery of mercury is then obtained through a vacuum retort system. The balance of the material is mixed with fluxes and then melted and cast into dore' bars for shipping. Issues of retort capacity and concerns over efficiency led to research into the retort process itself.

Since 1980, more than 40 miners have lost their lives by being trapped and suffocating in stock-piles, bins, silos, and similar facilities. Mine Safety and Health Administration (MSHA) is concerned about these accidents, most of which could be prevented if management and miners appreciated the hazard. In February 1986, the coal industry had a suffocation accident that drew national attention. A group of engineers were standing on a coal stockpile. It gave way under their feet. Five of the engineers were buried in the coal and suffocated. As with all fatal accidents, MSHA investigated the cause of this tragedy. I also asked my staff to look into the history of similar accidents. I found out it is rare to have multiple fatalities due to suffocation in material. But, over the years, there has been a long series of individual fatalities from this type of accident. Here are some examples. In Oct. 1985, a coal mine employee in Virginia entered a hopper to collect a coal sample. The feeders were started while he was standing in the hopper. He sank into the coal and suffocated. In Sept. 1985, an employee at a Texas sand company climbed onto a surge pile, to check a problem with sand flow. When other employees found him, the sand had swallowed him. Only his face and one hand were showing. Though the victim's face was clear of the sand, he suffocated before rescuers could free him. Many people do not realize you can suffocate in this kind of situation, though your head is free. Every time you exhale, the material has room to shift and press harder against your chest. Then you have less room to inhale. If this goes on long enough, it gets to the point where you cannot inhale at all. That is what happened to the victim in this accident. In May 1985, a plant operator at a Wisconsin sand and gravel operation purposely slid into the drawhole of a surge pile. He tried to break up large rocks that were clogging the drawpoint. Material piled on the side of the surge pile slid down and buried him. The operator was wearing a safety belt and line. But he was covered by 3 to 3.7 m (10 to 12 ft) of material and could not be pulled free. This incident illustrates another point. A safety line can help. But it is not enough. Workers should never put themselves in a position where loose material can fall on them from above. In Jan. 1985, a young Utah coal miner was waiting for a ride home from a co-worker whose job was at the tipple. A jam developed in the coal bin. The men could not clear the jam from the outside. So the young miner jumped into the bin. He started digging with a shovel at the toe of the coal pile. It caved in on him and he suffocated. The young miner had only three months of mining experience. He had not been trained for work around the coal bin. Since 1980, 16 coal miners and 26 nonmetal miners have lost their lives in loose-material suffocation accidents. Suffocation accidents occur in many areas around mines - bins, hoppers, stockpiles, surge piles, and silos, among others. One recent accident occurred at a surface coal mine in Illinois. The victim was walking over an area that had been drilled and blasted the week before. He fell into a void that had been crusted over with earth. He too suffocated. And many materials have been involved in suffocation accidentscoal, crushed stone, sand, salt, different kinds of ore, ammonium nitrate pellets used in blasting, and a powdery byproduct of iron ore milling called calcine. In addition to fatal accidents, there are near misses. We do not know how many. Most of them are not reported. A person who gets trapped in material, but is rescued, is usually unhurt. MSHA sometimes hears about these accidents by chance, or because they are reported in the local media. We do know that near misses are happening far more often

In case of a major fire in a tunnel between stations or ventilation shafts, if the buoyancy effect of the hot gasses is stronger than the airflow induced by the fans, the risk of backlayering could restrict the safe evacuation of people. Obstructions in the tunnel and alternate airflow paths can further reduce the air velocities past the fire. Currently there are two computer programs available to address the issue of underground fires: o "Subway Environment Simulation" (SES), Version 3.0, developed by Associated Engineers, a Joint Venture of Parsons Brinckerhoff Quade & Douglas, Inc., De Leuw Cather & Co., and Kaiser Engineers, Inc. for the U.S. Department of Transportation o "MFIRE", Version 1.26, developed at Michigan Technological University for the U.S. Department of the Interior, Bureau of Mines. As implied by its name, the SES program was developed specifically for the analysis of subway ventilation systems. It can be used to analyze the heat released into, and removed from, a subway or vehicular tunnel and to determine the effect of ventilation elements on airflows throughout the network of stations or other merging tunnels. It has a special feature allowing the user to predict the effects of a fire at any location within the subway system. Version 3.0 of the SES program is designed to be used with a "critical velocity" calculation in order to determine whether or not tunnel airflows can be controlled during a train fire emergency. The original version of the program was written in FORTRAN for mainframe computers, such as the IBM 4381. Recently ICF Kaiser Engineers has compiled a version of the SES program for PC use. The MFIRE program simulates the interdependence between a mine ventilation system, with its pertinent fans and structures, and changes in ambient conditions or a source of heat, such as a fire. It also accounts for natural ventilation. The program is written in FORTRAN 77 and compiled for 8086/8088 based microprocessors, allowing it to be run on an IBM PC or compatible computer with a 2.0 or a later version of DOS, 256K random access memory (RAM), and a text editor. This paper reports the comparative results of an application of both programs for the same network in a recent study.

The purpose of geochemical research in the Alabama copper belt is to re-evaluate geochemical prospecting methods as related to igneous and metamorphic rocks in a humid climate. It is also a correlation of laboratory research on copper mineral solubility with geochemical anomalies over known mineral deposits. Geochemical prospecting in warm humid climates involves different problems and conditions than geochemical prospecting in semiarid areas. Stems and others (1972) reported soil surveys in a humid tropical environment in Bahia, Brazil, were not effective in outlining areas of copper mineralization. Clarke (1971) reported false anomalies in lateritic soils in Alabama over mafic rocks. Bjorklund (1971) reported biogeochemical sampling in Finland was ineffective in detailed work outlining potential mineralized areas, although it may serve to indicate regional areas of high mineral potential. During this investigation, water, stream sediments, residual soil, and organic matter, mainly twigs, were collected from three known copper-mineralized areas. Samples were selected so as to cross mineralized outcrops and results were correlated with copper stability charts as reported by Silman (1958) and Schmitt (1962). The geochemical research performed in Alabama should be applicable to other humid areas. Geologic, Climatic, and Pedologic Setting The area of investigation is in the southern end of the Appalachian eugosyncline in eastern Alabama. It includes the Hatchet Creek prospect, Pyriton mining district, and Stone Hill copper mine. The copper mineralization is in calcium-rich metasediments that lie along the western flank of a high rank metamorphic belt. All three deposits are in the uplands of the Ashland Plateau section of the Piedmont physiographic province. The Hatchet Creek copper prospect (Clarke, 1963; 1971) consists of three mineralized areas that contain pyrrhotite, pyrite, and chalcopyrite in small crisscrossing veinlets.

"Duluth & Iron Range Railroad. The Duluth & Iron Range Railroad was built from Two Harbors to the Vermilion range at Tower, a distance of 67.6 miles, in 1884, and extended to Ely, twenty-one miles east of Tower, in 1888. It was built into Duluth in 1886, and branches were extended from its main line to the Mesabi mines in 1892 and 1893. The original grades on this road are very steep, going north, and in the thirteen miles from Two Harbors to Highland there is a rise of 1,150 feet. A new line between these points has been built with an increase of three miles in distance and with maximum grades of 1 per cent. Duluth, Missabe & Northern Railway. The Duluth, Mis¬sabe & Northern Railway was constructed from Stony Brook to Mountain Iron, a distance of 48.62 miles, in 1892. The Biwabik branch from Iron Junction to Biwabik, a distance of 15.54 miles, was constructed in 1892. The Superior branch from Wolf to Hibbing, a distance of 16.06 miles, was co11structed in 1893. The Alborn branch from Coleraine Junction to Coleraine, a distance of 53 miles, was constructed in 1906. The total main line mileage is 242 miles, of which 82 miles from Duluth to Hibbing is double tracked"

A continuous on-line particle size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 microns) to 20 microns are discussed in de- tail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from a practical and theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

In this study, the oxidation of low-grade pyrolusite to potassium manganate in alkaline solutions under O2 pressure has been investigated. The effects of different conditions on the high-grade and low-grade pyrolusite leaching process were investigated based on thermodynamic calculation, as well as the reaction mechanisms and kinetics of the low-grade pyrolusite during the leaching process. The results showed that the manganese conversion rates of the two types of pyrolusite were almost the same, and reaching 99% for high-grade pyrolusite and 96% for low-grade pyrolusite under optimal conditions. The optimum condition for low-grade pyrolusite sample JM-2 was achieved as 0.5 MPa of the oxygen partial pressure, 55% of KOH, 14 of the initial alkali-manganese ratio, and ≤ 48 μm of the mineral granularity at 260 °C within 150 min of leaching time and 500 rpm. In alkaline leaching of low-grade pyrolusite, Mn(IV) was oxidized into Mn(VI). The particles changed from large particles to flakes and finally formed crystals. Finally, the shrinking core model was used to fully describe the leaching kinetics of the manganese. It was demonstrated that the leaching of manganese was controlled by the chemical surface reactions and the activation energy which equals 115.9121 kJ/mol.

Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence (?Smax) induced by chain pillar convergence has been related to a parameter (h/I -p) by linear regression. (Notations are expressed in this discussion's Fig. I (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goaf may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between ?Smax/m vs. h/1-p. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data.

Based on the limiting-equilibrium analysis of roof processive caving in hanging wall caving method and the critical medium column theory, a new model of subsidence prediction caused by sublevel caving mining method was proposed in this study, considering the drawing influence and the dynamic process of filling granular media. Meanwhile, the distribution rules for lateral pressure with different orebody dip were studied under drawing ore, and subsequently complemented the model. This model indicated that the surface subsidence scope decreased as the unit weight of crack rock and the orebody dip increased. In addition, the height of critical medium column showed a decreasing trend as cohesion of rock mass, the internal friction angle and the unit weight of rock mass. Also, the method of predicting the scope of surface subsidence in the Dabeishan Iron Mine was applied. The results showed that the relative errors are less than 9% and the prediction method could be used in practical application.

"The National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Mining Research Division (PMRD) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using an untreated rock dust and a rock dust treated with an anti-caking additive. Using PDM 3600s and 3700s, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine (BEM) using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device. INTRODUCTION Two factors have combined to renew concern regarding respirable dust measurements and compliance. This renewed recognition is due to two regulations that have modified operators’ rock dust schedules. First, the 80% incombustible requirement in intake entries has increased both on-section and outby-the-section rock dusting. Secondly, the recent respirable dust regulation change that has increased the number of respirable dust samples taken per sampling cycle. Previously, when only 5 samples were needed bi-monthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule. The significant number of samples now required under new regulations combined with the need to maintain 80% total incombustible content in active mining areas require the schedules for respirable dust sampling and rock dusting to intermix. This raises concerns about the amount of rock dust that potentially is included in the sampler weight gain. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 (effective August 1, 2016) increasing concern that rock dust contamination may be an issue. Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application or to schedule rock dusting during a maintenance shift when the number of miners present is lower. NIOSH’s research examining the quality of rock dust has led to the development of hydrophobic rock dusts."

The selection of a slope angle for an open pit in rock has often been made without the benefit of a comprehensive engineering study. This is largely due to the fact that the hardware and procedures necessary for such a study have not been available. Recently this situation has been reversed. The application of borehole television and terrestrial photogrammetric devices has made possible the accurate determination of rock joint structure, on which stability calculations can be based. Another important aspect is the evolution of practical methods of conducting in-situ rock joint strength tests.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries to be developed in recent years Minera Peñasquito, S.A. de C.V., a wholly owned subsidiary of Goldcorp Inc. has developed the Peñasquito property to produce an average annual production of 120 kilo tonnes of lead containing 0.5 million oz gold and 30 million oz silver and 250 kilo tonnes of zinc containing 20 thousand oz gold and 1.5 million oz silver.. The Peñasquito property covers a 39,000 hectare area in the western half of the Concepción del Oro district in the northeast corner of Zacatecas State, Mexico, approximately 24°45'N latitude/101°30'W longitude. The sulfide reserves are 1,009 million tonnes containing 3.33 million tonnes of lead, 7.26 million tonnes of zinc, 16.5 million ounces of gold and 1,000 million ounces of silver. This paper describes the work to justify the installation of HPGR to process the crushed SAG mill pebbles. The SAG mill-Ball mill and Cone crusher (SABC) grinding circuit is an accepted grinding circuit to optimize power consumption relative to throughput. The installation of a HPGR to process the Cone crusher product is the next step in optimizing the power consumption relative to throughput. The concern expressed by some on not moving on this change in grinding circuit was the capital and operating cost of a HPGR. The pebbles from the SAG mill can be the more abrasive and are the harder particles of the ore. Goldcorp investigated the wear and processing costs of installing a HPGR to treat the crushed pebbles. The conclusion was the installation would be a very positive economic factor in the operation of Peñasquito. This is the first application of the use of HPGR to process crushed pebbles. Minera Peñasquito and M3 Engineering selected Polysius to provide a Polycom 2417 with twin 3,000 kW drives. A comprehensive test program at Polysius has shown for 7% higher circuit power it is possible to get approx 23% higher tonnage. This coupled with full utilization of the SAG and Ball Mill available energies and with proper control of the transfer size from the SAG to Ball mill circuit there is the potential to achieve 65,000 mtpd per line or a 30% total capacity increase. The cost of power for this increase in grinding capacity is 4.8 kWh/tonne.

"GENERAL PROJECT DATA The Sparvo Tunnel belongs to “Variante di Valico” project, a new 65 km highway link between Bologna and Florence, designed to renew the existing A1 route and to connect in a faster way Bologna and Flor-ence. It is composed of a 2,5 km twin tunnel excavated in a complex geological context, characterized by the presence of a series of surface landslides and methane gas. The gradient is 2.6 % and the minimum radius is 1’400 m. The internal diameter of the precast seg-ment lining, equivalent to the final section of the tunnel, is 13.6 m. MAIN TBM SPECIFICATIONS TBM Earth Pressure Balanced S-574 “Martina”, manufactured by Herrenknecht, has a theoretical excava-tion diameter of 15’615 mm. It is equipped with a conical shield 12.2 m long and four back-up gantries. The total length of the machine is approximately 130 m, weighing approximately 4’500 tons. The total installed power is 16’800 kW. The main drive has a diameter of 8’700 mm and has a triple axis roller type bearing equipped with a labyrinth system including 4 sealing lips. TIME SCHEDULE OF INITIAL TBM DRIVE A time schedule of the initial TBM drive is presented in the following list: •,August 25, 2011: start of the excavation of the 1st drive of the Sparvo tunnel •,October 29,2011: stop of the advance of the TBM for gear oil contamination and clogging •,October 29 to December 20, 2011: repair works on the main drive system and modifications on the conditioning system •,December 20,2011 to July 25, 2012: restart excavation of the 1st drive (north tunnel) and its breakthrough •,July 25 to November 29, 2012: 180° turning of the TBM, detailed check of the main drive seal-ing system and fixing problems on gear boxes, race ring, clamping ring and cutting wheel •,November 29,2012 to July 24, 2013: excavation of the 2nd drive (south tunnel) and its break-through •,August 2013 to July 31, 2014: disassembly of the TBM (first 4 months) and standstill of the jobsite for structural issues on precast concrete lining of the tunnel •,July 31, 2014 to March 10, 2015: inspection, dismantling and packaging of each part of the main drive (flange ring, gear box housing and main bearing). The various phases are described hereafter in detail."

This paper combines theoretical and experimental analysis to conduct relevant research to improve the accuracy of predicting paste yield stress by slump flow. The analytical model of slump flow for yield stress is derived based on a mini-cylindrical mold with a height-to-diameter ratio of 1. It shows that the dimensionless slump flow is a monotonic decreasing function of the dimensionless yield stress and is independent of the material type (specific gravity), which provides a theoretical basis for quantifying the rheological properties of paste with slump flow. Three different tailing-prepared pastes were tested for their slump flow and implemented rheological tests simultaneously. The yield stress is obtained based on the Bingham model fit, as the measured value of the yield stress is substituted into the derived theoretical model. The studied pastes yield stresses range from 34.78 to 524.08 Pa, with corresponding dimensionless slump flow of 3.43 to 1.09. The results showed that the calculated slump flows were generally greater than the measured values. The analysis showed that this was mainly due to the thixotropy of the paste, with minor deviations ranging from − 1.5 to 5.8% for the less thixotropic pasted prepared from tailing C. An approximate analytical solution for yield stress as a function of slump flow is obtained using Taylor’s formula. However, it is unsuitable for predicting the yield stress because the yield stress calculated by this function is much higher than the measured value. The empirical yield stress model was constructed and experimentally verified. The results show that the empirical formula has high accuracy and good generality. The deviation of the studied pastes is between − 15 and 5%, which provides a practical method for rapid and accurate prediction of paste yield stress in mine sites.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. "The Mine Haul Road Optimization Alliance is an Australian industry-academia collaboration which has been developed to support mine haul road operators by fully integrating mine road design research solutions with industry end-user service providers to design, assess, implement and monitor the various equipment, materials and road management strategies required to optimize the safety, environmental and economic performance of a haul road. Initially, a broad overview of the university-industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis, internationally. This insight places realization of a collaboration between Curtin University Western Australian School of Mines Mining Engineering and Metallurgical Engineering (WASM ME2) and the Haul Road Optimization Alliance (HROA) industry members into context of opportunity. Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry can collaborate to deliver a more robust solution to mine haul road design, performance or management needs, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service-providers alike forms the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and implementable solutions. The paper concludes with examples of how the alliance collaborations work in practice to deliver improved mine haul road designs and optimized operational performance, together with the mechanisms used to ensure industry needs are met through focused, end-user driven research and integrated solutions implementation."

Introduction Agrico Mining Co.'s Florida mining division has three surface mines and employs nearly 700 workers. The division produces some 6.3 Mt (7 million st) of phosphate rock annually. It is a good business. And Agrico has made it better by making it safer through a new approach to mine safety. In one year, Agrico - the second largest phosphate mining company in the US - recorded a stretch of one million manhours without an accident. That same year, the direct cost of accidents dropped to $9137 from a previous five-year average of about $50,000. Together with Don Roe, division manager of safety and security, Division General Manager Don Morrow made 1981 a watershed year for safety at Agrico. Morrow called on consultants from Safety Management Services of Du Pont's Specialty Services division to strengthen a safety program that was already better than average. From the late 1970s and into 1981, lost-workday cases (LWCs) were costing Agrico an estimated average of $22,000 each. And they were occurring with alarming frequency. In 1977, the company recorded six LWCs at an incidence rate of 0.64. This was followed by a jump to nine cases in 1978. In 1979, both occurrences and the rate increased - 10 LWCs at a 1.19 rate. The number of LWCs decreased to seven in 1980, with a rate of 0.71. Agrico instituted a far-reaching safety program in 1981, which began to take full effect in 1982. LWCs dropped from five in 1981, to three in 1982. And the direct cost plummeted from $110,346 to $28,828. In 1983, the mines recorded only one LWC. Its $9137 cost represented a reduction of $101,209 since the Safety Management Services of Du Pont had been called in. Through early 1984, the LWC incidence rate at the facility's three mines, phosphate drying plant, and transportation department was down to 0.26. This is 84% lower than the 1982 mining industry average, making it the safety leader among all Agrico companies, including its chemical plants. A brief literature review on metal separations by ion exchange and solvent extraction of their thiocyanate complexes which are practiced in analytical chemistry as well as in industries was performed. Owing to the poor stability of free thiocyanic acid in acidic aqueous and organic media, technical and environmental problems which cause high thiocyanate consumptions often arise during the practice of the separation processes. This prompted the conducting of a second and more thorough literature review on the chemistry of thiocyanic acid. The objectives of this undertaking are to compile and interpret literature data on the physical properties and chemical reactions of thiocyanic acid, thus providing a clearer understanding of the causes of these problems and giving options as to how to minimize them. The best answer found for carrying out the separation processes is to keep the temperature, thiocyanic acid concentration and total acidity as low as practical.

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."
