Brunswick Mining, employing approximately 1600 employees, is located 40 km south of the city of Bathurst in north eastern New Brunswick. The mine has operated as two lead-zinc operations - the underground mine(No.12) and the open pit mine (No.6). The open pit orebody is presently being' mined by underground methods. It is expected that the No.12 mine will furnish the entire ore supply by the end of 1981. The flotation practice prior to 1971 has been described by Neumann and Schnarr(1) and by Erskine (2). More recently, the current flotation practice has been described by McTavish(3) and deals with some major circuit modifications between 1972 and 1978. The period 1978 to 1980 has seen the completion of. a major flotation cell replacement and expansion program for the No.6 concentrator, and the implementation of computer control in the No. 12 CuPb and Zn flotation circuits.

Virtually all structures show some signs of distress due to deterioration of the building components, to changed loads, or to changed support conditions. Changed support conditions result from ground movements. In mining regions many cases of structural distress are attributed to mining without considering alternative causes. This is particularly true of coal mining since it occurs under extensive areas. Coal mining is estimated to have already undermined more than eight million acres and may eventually undermine 40 million acres in the United States (HRB Singer, Inc., 1977). Other nonmetal and metal underground mines impact much smaller areas. Although it is sometimes difficult, even with careful study, to identify the actual cause of damage, persons responsible for underground coal mining should at least be aware of possible causes of building stress other than mine subsidence. This paper presents information on distress to structures and briefly reviews a number of causes of ground movements other than subsidence: Mass movements, dissolution, erosion, frost action, shrinking and swelling, yield into excavations and compressibility

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

Copper electrowinning operations have dramatically improved their ability to produce high quality copper at low costs over the past several decades. Even so, some fundamental knowledge is still lacking that could allow operations to run even more efficiently. For example, a rule of thumb exists that estimates a current efficiency loss of 2-3% per gram per liter of iron in the electrolyte. While several laboratory studies have been performed that demonstrate this rule of thumb is likely true, no definitive relationship exists. In this paper, the first steps in developing a definitive relationship are presented. The effective diffusivity of ferric ions in synthetic copper electrowinning solutions was measured using chronoamperometry and the Cottrell equation. The effective diffusivity of ferric ion was determined as a function of electrolyte concentration and temperature. Synthetic electrolytes were then used in laboratory-scaled copper electrowinning experiments, where relationships between current efficiency and solution composition were found to exist under stagnant conditions. To solve the problem of time-consuming and low precision in updating the open-pit vehicle transportation network, a high precision road network model construction method for unmanned vehicles in open-pit mines is proposed. This method can be divided into two steps. In the first step, an improved deep learning image processing model named DeepLabv3 + C (DeepLabv3 + Concat) is presented. Then, the road information extracted by the DeepLabv3 + C network is used to construct a three-dimensional model of the open-pit mine road network. In the second step, aiming at the time-consuming problem of unmanned vehicle meeting in open-pit mines, a vehicle meeting strategy was proposed. This strategy is used to guide the navigation of unmanned vehicles in open-pit mines. Besides, the DeepLabv3 + C network is verified by comparing the mIOU (means Intersection Over Union), accuracy, and continuity of road image extraction with the mainstream networks. The road network model constructed in the first step is quantitatively analyzed, and its performance is compared with GPS trajectory clustering methods. At the end of the paper, vehicle running simulation is carried out on the road network model by using Unity (a 3D visualization simulation software). The results show that the road network model constructed by this method can meet the navigation requirements of unmanned vehicles in open-pit mines, and the feasibility of the vehicle meeting strategy is proved.

An analysis of screen design options on the operating efficiency of secondary crushing plants has been conducted using a dynamic computer model. The model allows for the simulation of a wide variety of crushing circuits and can be run on either a microcomputer (IBM PC/XT) or a large time-sharing mainframe computer. Size reduction and separation characteristics of crushers and screens are based on standard manufacturer design and performance data. Input/output routines are available in tabular, alarm or strip chart recorder modes to facilitate operation of the program. A number of alternate circuit designs are compared to show the influence of surge capacity, screen size and area, screen deck location, and closed side crusher settings on the operation of a 10,000 ton per day plant. The program is currently in use at Queen's University to teach plant operations and control. It has potential to be a valuable tool for operator training.

In the article "Concentration of Oil Shale,"(1) Dr. N. Arbiter stated, "One of the major factors in the delayed utilization of oil shale as an energy raw material is the low grade or content of hydrocarbon (kerogen) in oil shale as compared with coal and even more so to the liquid and gaseous fuels. " When the availability of high-grade deposits decreased, mineral industries started adopting prebeneficiation procedures for the low-grade deposits. This practice, which is becoming standard in these other industries, has been largely overlooked by the oil shale industry in its drive to produce oil from oil shale. If a major portion of this mineral matter can be removed, there can be potentially large savings in the capital and operating costs of oil shale retorts. Moreover, the environmental impact, associated with recovering the shale oil, could be reduced considerably. In 1980 Roberts & Schaefer Resource Service (RSRS) completed successfully the first set of demonstration runs with a 20-ton oil shale sample from Cathedral Bluffs (C-b tract), Colorado. This relatively low grade (~12 gpt oil content) oil shale was beneficiated applying the Dutch State Mines Heavy Medium Cyclone process. (2)

Of the various critics of federal energy and minerals policy we are hearing these days--and they are legion--few make their points more vividly than our fellow SME member and eloquent spokesman for the mineral industry. Mr. Eugene Guccione. In a moment of comparative mellowness. Mr. Guccione recently characterized Washington's time-honored legislative and bureaucratic machinery as a case of "...scientific illiterates asking the incompetents to do the unnecessary." I hope the prevailing industry view of government is not quite that harsh, and yet one cannot deny that government intervention is indeed pressing in on the mineral industry with increasing force. What is happening today in Washington and in state capitols will have enormous impact--both short and long term--on the future of coal and mineral production in the United States. Symptoms of this trend are everywhere. In the first place, there is a sentiment, widely held and still spreading, that the government must become involved-- that no matter what the problem, the solution lies in more government intervention. Free enterprise versus statist, reflex reaction organizations. When it cones to regulation in the resource field, there is too often a tendency to start out by assuming guilt on the part of the mineral industry. This can lead to laws governing mineral recovery that are more punitive than constructive...laws drawn up with little research into the scientific or economic considerations involved.

Microscale information about single particle fracture can be incorporated into the macroscale model of the whole size reduction process in the mill. The ultrafast load cell (UFLC) device provides a substantial amount of information about fracture characteristics of a particle under impact loading. UFLC captures high-resolution compressive force signals during particle breakage. The measurement of the compressive force at the instant of fracture of the particle allows computation of a number of comminution-related particle properties, as well as the energy absorbed during fracture. In the current study, limestone particles 50 mm in size were fractured to obtain specific fracture energies. Then, based on the experimental data, two models were proposed to quantify the fracture process. The specific fracture energy distribution of the particles in the range of 6 to 50 mm was defined by the well-known Weibull distribution. The other model is a probabilistic fracture model. This model is a link between energy events occurring in a grinding mill and the breakage rates of particles. The impact energy spectra or energy events occurring in a grinding mill can be obtained with a discrete element method (DEM) simulation. One can model the breakage rates of the mill material by combining the energy spectra with the probabilistic fracture model. This novel approach for the modeling of breakage rates via DEM and UFLC is shown here.

The main purpose of this study was to find the optimum values for factors affecting the Zn recovery rate using oxine or dithizone as a chelating agent collector during flotation in a Hallimond tube. Eight control factors, including four levels of pH, oxine/dithizone, corn starch, sodium thiosulfate, sodium citrate, sodium silicate, conditioning and floating durations were considered in a Taguchi experimental design technique. An L32 orthogonal array was applied to determine the signal-to-noise (S/N) ratio. Analysis of variance (ANOVA) was used to determine the optimum conditions and the most significant parameters affecting the reaction rate. Analysis of the experiments using the Taguchi approach indicated that pH had the highest contribution to the recovery rate of zinc oxide particles. The results showed that the recovery rate of zinc increased by 43.4 ± 3.0% and 24.9 ± 3.2% using oxine and dithizone, respectively, under optimum conditions with a confidence level of 90%.

"For the Hollywood International Airport Runway Expansion Project at Fort Lauderdale, Florida, the structural fire durability analysis was completed for a series of tunnels formed by roadway and railroad cells located under the runway structure. A systematic design approach was developed to mitigate structural damage during a fire event and arrive at a practical method to structural fire engineering that is compliant to NFPA 502. To ensure the NFPA 502 requirements are satisfied, the performance based approach was implemented and the engineering analyses were performed for the adopted design fire event. The analyses considered the facility’s unique features including its fire safety systems to determine applicable design fire curves for structural durability analyses. The paper also outlines the process of defining the project specific fire curves for a specific design fire scenario and summarizes the results of heat transfer and structural fire durability analyses. This approach was aimed to assist the owner and Authority Having Jurisdiction to achieve practical decisions to the tunnel facility fireproofing.INTRODUCTIONFort Lauderdale–Hollywood International Airport (FLL) in Broward County, Florida is a major hub facility serving more than 23 million passengers annually. As part of the Airport Expansion Program, the South Runway (9R-27L) Expansion project aimed to meet ever increasing service demands via an increase to runway lengths. This necessitated the placement of one of the reconstructed runways on bridge structures over the existing U.S. Route 1 (US 1), a major north–south U.S. Highway that serves the East Coast of the United States, and the Florida East Coast (FEC) Railway, thus effectively creating multiple tunnel cells beneath the subject runway. For this project, HNTB suggested a tunnel fire damage mitigation system that would protect the runway major structural elements from the design fire event that may happen within the tunnel cells. This paper addresses the issues related to the fire event originating within the tunnel encompassing the US1 highway only, and deals with requirements of NFPA 502 [5] exclusively. Therefore, while approaching the structural fire protection issues for the specific tunnel cells beneath the runway structure, the requirements of the American National Standard NFPA 502 (Standard for Road Tunnels, Bridges, and Other Limited Access Highways, 2008 edition) were followed. The word adapt means "to change so that one's behavior will conform to new or changed circumstances." Applying this definition to process controllers suggests that an adaptive controller can change its behavior in response to changes in the dynamics and disturbances of the process. In the minerals industry there are many control cases where adaptive control will provide superior control as compared with more traditional PID (proportional, integral, derivative) control. A typical plant uses as many as 100 to 200 control loops for lprocess regulation. Therefore, the task of initially tuning and then periodically retuning these controllers is a formidable problem, During the time the controllers are "un-tuned", product quality may deteriorate and unstable operations may result. Adaptive controllers are capable of tuning themselves, thus avoiding this problem. The computers commonly used in distributed control systems are easily capable of implementing adaptive controllers. In addition to the possibility of using the control computer to implement adaptive controllers, many distributed control systems will offer adaptive control as a standard feature in the near future.

An 18.5 km (12 mile) long tunnel is being driven by four Earth Pressure Balance Tunnel Boring Machines (EPB-TBMs) of 4.7 m (15.5 ft.) diameter through alluvial sand, gravel, silt and clay above and below the groundwater table in Los Angeles beneath buildings, railroads, freeways and the L.A. River. Continuous automatic data recording of TBM operation and field inspectors' records, accompanied by monitoring of 5,000 surface reference points and 268 borehole extensometers were used to obtain information. The paper explains the reason for selecting the method of EPB-tunneling to ensure stability of the tunnel and meeting of environmental requirements, and presents data collected to monitor and demonstrate the performance of the TBM sin the different ground conditions encountered.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed a series of lab tests to evaluate the respirable dust removal capacity of an industrial air-cleaning fan. Limestone and coal dust were tested separately in NIOSH’s full-scale drill table simulator at the Pittsburgh Mining Research Division (PMRD). Gravimetric samplers with Dorr-Oliver Cyclones and 37-mm filters were used at two upstream and four downstream locations inside and outside of the drill shroud chamber. There were six tests performed for both the limestone and coal dust experiments. In the limestone tests, an average respirable dust concentration of 98.86 mg/m3 was achieved upstream of the air-cleaning fan. The filter results show that the averaged respirable limestone dust reductions were 7.84%, 8.81%, 10.94%, and 18.02% at the four sampling locations downstream of the fan. In the coal tests, upstream samplers achieved an average of 129.03 mg/m3 of respirable coal dust. The averaged dust reductions were 9.54%, 9.83%, 18.54%, and 19.21% at the four downstream sampling points. The results indicate limited cost benefits of using this technology because of the relatively low dust reductions determined from this laboratory study.

A promising and increasingly popular tailings management strategy is to place cemented tailings underground as backfill. The placement of cemented tailings results in enhanced geotechnical stability and a purportedly more geochemically stable tailings form with lower leaching potential. Conventional subaerial tailings management can negatively affect water quality if weathering causes acid rock drainage and metal leaching (ARD/ML) to occur, whereas cemented tailings can limit leaching via porosity and permeability reductions and contribute alkalinity to limit the potential for ARD/ML. Cemented tailings backfill appears to be better, but how can this advantage be proven? Currently, cemented tailings backfill is utilized at mining operations internationally, but there is limited guidance on performing geochemical characterization and associated evaluation of the potential impacts to water quality. As a result, various approaches to simulating the leaching behavior of cemented backfill have been utilized, including some methods that are unlikely to represent weathering under site-relevant conditions. American Society for Testing and Materials (ASTM) Standard Test Method C1308-08 is a diffusion testing method initially developed to assess constituent release rates from solid nuclear waste forms. ASTM C1308-08 uses intact cylinders that more closely represent actual backfill than methods that require crushing or size reduction. It is widely believed that leaching from actual cemented tailings is controlled by diffusion through small pores that exhibit limited exposed surface area, making diffusion testing particularly applicable to cemented tailings placement.

Frozen coal creates severe handling problems. Utilities require uninterrupted supplies of coal to meet their increasing coal consumption rates. Difficulties incurred due to frozen coal result in more costly downtime for the utilities. Air cannons, vibratory hammers and thaw sheds are examples of mechanical devices used to break, crack or thaw frozen coal. Recently chemical treatments have been developed as preventive measures. The freezing of coal depends upon a number of factors, of which one of the most significant is surface moisture. The more there is, the larger the frozen coal problem. Slide 1 depicts a graph of frozen coal compressive strength as a function of surface moisture. Below a certain minimum value the coal will not freeze. Above this point, compressive strength is essentially a linear function of moisture over the range practically encountered. By surface moisture is meant the free moisture on coal having a normal vapor pressure as opposed to capillary moisture or inherent moisture. In addition to the straightforward freezing of coal surface moisture binding particulates together, frost formation occurs due to temperature gradients which develop in rail-cars and stockpiles .

Any improvement in the accuracy of commercial comminution calculations under the Third Theory must be accomplished either by increased precision in energy input measurements, or by a better evaluation of the total new crack length produced, as indicated by the feed and product size distributions. Since at the present time feed and product sizes are approximated solely by the microns 80% passes, the most promising opportunity for increased accuracy lies in consideration of their plotted size distribution characteristics. This paper shows how more accuracy can be obtained over an increased range of feed and product sizes from size distribution studies.

A literature review on quantitative analysis of mine safety studies revealed that investigators use a wide range of statistical techniques for the analysis of mine injury data. Researchers have addressed the various issues of accident causation and prevention through analysis of mine injury data collected from mines. These studies are generally based on historical accident/injury data without considering the injured person/population at risk. In this paper, a public health approach, based on scientific methods of epidemiology, is presented to address mine safety issues. Epidemiology is the scientific study of disease and injury patterns among populations in time and space. Originally, epidemiology was concerned with epidemics of communicable diseases. Then it was extended to non-communicable diseases. Safety researchers found that epidemiologic methods are the best tools for injury research, because the occurrences of injury and the occurrences of disease are quite similar. As a result, some researchers started applying this concept to injury research. This paper presents some of the techniques used in epidemiologic studies and illustrates the application of a case-control study design to evaluate the role of some risk factors associated with injuries in underground coal mines. In this study, the injured persons were identified and, simultaneously, interviews were conducted to find the significant risk factors responsible for occupational injuries in coal mines.
